"NioCorp is developing the niobium/scandium/titanium Elk Creek carbonatite resource deposit. The carbonatite phase contains significant niobium (0.71% Nb2O5), titanium (2.68% TiO2) and scandium (72 g/t) and is composed predominantly of calcite, dolomite and ankerite. Niobium is mostly (80%) contained in the pyrochlore and the balance in various Fe-Nb-Ti oxides, which also host most of the titanium. Scandium is distributed homogeneously throughout the ore mineral assemblage. The process flowsheet recovers separate niobium, titanium and scandium products. Scandium is extracted from whole ore hydrochloric acid leach solutions through solvent extraction, and is further refined through a re-leach and precipitation process. Scandium leach residues are treated with sulphuric acid to recover separate niobium and titanium precipitates. Both hydrochloric acid and sulphuric acid reagents are recycled within the flowsheet. This paper will discuss key bench and pilot test results (focusing on the scandium flowsheet) and will present a conceptual flowsheet developed by the project team for NioCorp at SGS Minerals.INTRODUCTION NioCorp is developing North America's only niobium/scandium/titanium project. The Elk Creek project is located near Elk Creek, Nebraska, and is the highest grade niobium project in North America and the largest prospective producer of scandium in the world. These elements are unique and valuable superalloy materials that are strategic and critical to many industries and national defense technologies. The project includes the Elk Creek Carbonatite (the Carbonatite) that intruded older Precambrian granitic and low to medium grade metamorphic basement rocks. Both the carbonatite and Precambrian rocks are interpreted to be unconformably overlain by approximately 200 meters (m) of Paleozoic marine sedimentary rocks of Pennsylvanian age. As a result of this thick cover, there is no surface outcrop within the Project area of the carbonatite, which was identified and targeted through magnetic surveys and confirmed through subsequent drilling. The available magnetic data indicate dominant northeast, west-northwest striking lineaments, and secondary northwest and north oriented features that mimic the position of regional faults parallel and/or perpendicular to the Nemaha Uplift."

Line-of-sight radio control has received widespread acceptance for use in many mining methods because today’s technology offers improved economics and personnel safety. Significant advances in higher autonomy for mining machines are not currently seeing widespread use even though they offer great future potential. With autonomous capabilities being a longer-term goal, a logical sequence of advances based on TeleRemote control is proposed. Under Tele - Remote control, the operator is in direct control of the machine at all times. Three levels of Tele - Remote control systems are presented including line-of-sight, extended line-of-sight, and full load-haul-dump applications. Distributed control and sensing subsystems arranged in a vehicle control area network support incremental system expansion through the three levels of TeleRemote control and prepare the machine for integration of higher levels of automation as mature technology becomes available. This approach allows full exploitation of today’s mining automation technology with a flexible future growth path.

Development of the Canadian North, a subject of growing national interest, must in part await the development of better forms of trans-port. The estimated 500,000 square miles of muskeg terrain in the north combined with the" scarcity of roads make essential the early development of special purpose muskeg vehicles. Good progress has been made in the last eleven years in classifying muskeg and some progress has been made in determining its mechanical properties. Limited travel is now possible through the use of special purpose tracked vehicles which have been built without adequate design data. A program to provide data which can be used to optimize muskeg vehicle designs began in 1957. The results of the second phase of this pro-gram are presented in this report. It is shown that vehicle performance in muskeg is directly related to the mechanical properties of the muskeg. Further, it is shown that good de-sign practice for tracked vehicles expected to operate in snow, sand, soft clays and loams is also good practice for muskeg vehicles. All indications are that muskeg mechanics is properly a part of conventional soil mechanics.

During recent studies concerning the effects that various surface treatments, surface imperfections, locked-in residual stresses and metallurgical and geometrical notches have upon the mechanical behaviour of metals and, in particular, upon their tension-bending characteristics under impact loads, it became apparent that specially developed methods and samples would be of great assistance in determining the desired data. This paper describes and discusses a number of different types of double-notched tension-bending impact samples which have been considered and examined for this purpose. The types most suitable for exploratory investigations are proposed for application in the study of the _behaviour of metals, their welds, and, in particular, their surfaces, when subjected to various notch-severities, surface imperfections, strain rates, temperatures, and constrained states of stress (i.e. the relations of the three principal stresses). It is expected that the proposed double-notched tension-bending samples and the proposed test methods will also contribute toward further understanding of the cold brittle behaviour and the notch-sensitivities of metals. There is no more important problem today than industrial relationship, and probably none that is receiving more thought. But in these days of Epie and Utopia, one has to be rather careful in speaking on this subject. Consequently, for fear that my plea for taking the working man into the family might be misconstrued, by some, as a step towards communism or socialism, I would like to say at the outset that I believe that, so long as we have human individualism, human ambitions, human hopes and fears, straight socialism is as far off as the Millennium. The same applies to communism, which only differs from socialism in that the communist realizes that his ideals can only be attained by massacring millions and destroying all that we hold sacred. Each still looks to Russia for inspiration and guidance, totally disregarding the Soviet swing-back to individual contract work and differential wage scales. They seem to be oblivious of the tyranny and repression in the present Russian system, and get very restless when reminded of it. In spite of the fact that the standard of living in civilized countries has improved tremendously and is still improving, we find that, every seven or eight years, production in many lines has outstripped consumption, and we have had panics or depressions of greater or less magnitude, accompanied by extensive unemployment. It is evident to every thinking person that there must be no little inefficiency in the control of industry. For four long years, governments and industrialists have striven to find the key to solve the present problem. Many countries are getting back to a position approaching normal-Canada probably more so than most. None, however, can feel assured that they have actually cured the situation. All kinds of schemes have been developed; tariff barriers have sprung up over-night where none existed before; currencies have been inflated to gain added security in the home markets and to try to gain advantage in export trade; and each country watches the movements of the others with fear and mistrust. I am not prepared to formulate a full solution of our troubles, but I hope to be able to demonstrate the feasibility and wisdom of the type of industrial relationship I advocate, and also that it may be a large, and possibly an essential, step towards the solution of our difficulties.

"In 1994 world trade grew by 9%, the fastest annual increase since 1976. Dry cargo shipping rates are at an all time high.Panamax size bulk carriers are receiving19 000 US dollars per day for trans Atlantic round trip voyages. This is good news for the ship owners but not such good news for the industrial users of ocean shipping.The main emphasis of this paper will be on bulk carriers, the charter market and what industrial companies can do to reduce their costs of ocean transportation which is critical to Canadian exporters. Let us look at the charter market in general.Bulk carriers come in four main sizes:1.The Capesize bulk carriers of 110 000 to160 000 tons that are primarily used to transport iron ore and coal;2.the Panamax bulk carriers of about 70 000tons dwt. This is the largest size (with a beam of 105 ft) that can transit the Panama Canal.3.the Handymax bulk carriers of 40/45 000tons dwt; and4.the Handysize bulk carriers of 20/35 000tons dwt.The handysize vessels are usually craned or geared and carry a variety of bulk cargoes including steel. Ship sizes have increased over the years and the mining industry now uses primarily capesize or Panamax bulk carriers.International chartering is conducted through an international network of shipbrokers. There is usually one broker representing the ship owner and another broker who represents the charterer. The major chartering centers are London and New York but a great deal of chartering activity is conducted in regional markets such as Hongkong, Oslo, Montreal and Hamburg.The Biffex Index or Baltic Freight Index is a good measure of dry bulk freight rates. The Biffex is composed of ten major routes. In May1995, the Biffex was at 2310 points. A year earlier it was at 1354, an increase of about 56%."

Cyanide management practices on modern gold plants are becoming more onerous, due to environmental pressures, particularly for signatories to the International Cyanide Management Code. Operations are therefore seeking to reduce levels of weak-acid dissociable (WAD) cyanide reporting to spigot discharge as well as to any eventual discharges from the tailings storage facility (TSF). Current gold industry standard processes primarily include the oxidation of cyanide by means of sodium meta-bisulfite (SMBS, or SO2) with air, Caro&apos;s acid (H2SO5) or hydrogen peroxide (H2O2). These processes require the transport and usage of expensive oxidizing reagents, along with the safety and environmental issues associated with these corrosive and toxic chemicals. Maelgwyn Mineral Services (MMS) has developed the MMS CN-DTM process, which utilizes the Aachen ReactorTM, a high-energy mass-transfer superoxygenation system, in conjunction with an activated carbon-based catalyst and no additional reagents, to increase the rate of cyanide oxidation to cyanate, the thermodynamically more stable form. Testwork conducted at the Maelgwyn Australia testwork facility in Perth Australia is described, at both pilot scale and continuous bench-scale, on a sample of tailings effluent obtained from an Australian gold plant. WAD cyanide is demonstrated to be lowered using the MMS CN-DTM process from an influent of 130 mg/L to the required levels for discharge to TSF (<50 mg/L). The continuous test results showed stable operation over three residence time turnovers. The pilot-scale results demonstrated the efficiency of the process at the reasonably large scales required for engineering cost estimation.

THE metallurgical industry has purchased more than sixty per cent of the industrial gas cleaning equipment installed in Canada. This includes cyclonic collectors, scrubbers, cloth filters and Cottrell Precipitators. These are the principal types of equipment which are used commercially for the cleaning of gases which result from the processing of iron, nickel, copper, lead, zinc, gold, gypsum and aluminum ores. The recovered dust, which usually contains metal values, is returned to the process. The cost of the equipment is thus economically justified. This is in contrast to other industries, such as those involving steam power generation, asbestos, cement and lime production, where, though dust collection equipment is extensively used, it is installed primarily for nuisance abatement. Communities are becoming more and more conscious of air pollution, new and more stringent legislation is being enacted, and, for other than economic reasons the smelting industry will eventually be required to install more efficient gas cleaning equipment. In the stretch-bend or bending-under-tension test, a strip is rigidly clamped and restrained at each end and bent by central transverse loading using a radiused punch: The strip deflection at failure has been used as a measure of formability for high-strength low-alloy (HSLA) steels by other investigators. In this work, a detailed study is made of strains developing during stretch bending of an 80,000-lbf/ in 2 (552 MPa) yield stress steel using different punch radii. It is shown that toward the end of the process, the bending strains at both the inner and outer surfaces are tensile and suddenly increase at a rapid and approximately equal rate. The strain ratio in the failure region departs significantly from plane strain , even using a large width-to-thickness ratio of about 10. The effective fracture strains appear to be independent of bend ratio (punch radius/thickness) and significantly below the fracture s train in simple tension. Metallographic and tensile data were obtained for the subject material and, for one bend ratio, the effects on stretch-bend parameters of annealing both on this material and a. carbon steel were compared.

Introduction That the coal industry has entered a new phase in its development is now evident. Coal, besides being the chief source of heat and power, has become a potential raw material for many industries. Rapid progress has been made in the methods used in the mining and preparation of coal, and in the equipment for the burning of coal. Data of a fundamental nature relating to the composition of coal and to its transformations? during combustion and processing have also been revealed. Research, the key which has opened this new era, has already accomplished much, but it has only begun to show what it may and should be able to do. New developments of coal burning equipment, super-power plants, carbonizing and briquetting plants, hydrogenation and synthetic chemical processes, will undoubtedly have a marked influence in the post-war years on the economic welfare of many coal producing countries. Until comparatively recently, however, there has been in many branches of the coal industry a tendency to regard research as something abstruse and something which had little or no value to those managing such branches. But the fact that coal has suffered as a source of heat and energy through inroads of oil, natural gas, and water power, has made it plain to the industry that, if it is to maintain its present markets in this competitive world, much less increase them, the whole industry must be willing to follow the example of other industries and plan for the future.

PRACTICALLY all dusts derived from organic matter are explosive and instances are recorded of explosions-some of them extremely violent-having occurred in grain elevators and flour mills. While a discussion of the explosibility of dusts in general, doubtless, would be of more than academic value, it will be of greater interest, on this occasion, to consider various phases of the problems connected with the hazards arising from coal dust. Extensive and valuable research has been carried out during the past few decades on the subject of coal-dust explosions and a great part of this work has been concerned with the preventive effect of stone or other incombustible dusts. Four men have been outstanding in this very substantial achievement. The first is Dr. W. Galloway, who succeeded in demonstrating by experiments that one pound of coal dust mixed with 150 cu. ft. of air formed an explosive mixture. The next is Sir W. Garforth, who proved that stone dust is an effective preventive for coal-dust explosion. The third is G. Haon, and last but not least, L. G. Hill, both of whom laboured incessantly to produce a suitable stone-dust and a satisfactory method of application. Today, mining men all over the world are satisfied and convinced that stone dust, if properly applied, will prove effective in greatly minimizing, if not completely preventing, explosions of coal dust, as has been demonstrated in experimental mines, as well as in actual explosions, in practically every coal mining industry.

Use of crushed waste rock recovered by sink-float separation from normal ore production for backfill is an established procedure at Commco's Sulhvan mme, Kimberley, British Columbia. Need for a safe method of placement in voids which were difficult to reach by gravity methods led to a co-operative venture with Radmark Engineering Ltd. in the development of a workable pneumatic transportation system for rock material. This paper reviews work done to date in a current program, and includes comments on the nature of the fill so placed, options for cementing such fill, implications for other aspects of mining and references to other applications of the system by other organizations who exchanged experiences with the Sullivan mine staff during the five-year period reviewed.

"This paper on coarse particle recovery (CPR) summarizes a process to capture coarse particles that are not recoverable by regular flotation. Several porphyry copper operations in the world operate analogous circuits that recover non-floated copper from tailings; however, the case presented here is unique in that extensive underlying test work has allowed us to elucidate some fundamental principles behind recovery enhancement. This paper discusses an overview of the flow sheet that is proposed to Minera Escondida Ltda., the nature of copper in the feed to the CPR circuit, and the various unit operations within the recovery circuit. Details of the technology behind each unit operation will be presented in later publications.INTRODUCTIONSince 1996 BHPBilliton and MEL (Minera Escondida Ltda.) have developed a process to recover copper from coarse particles in the rougher tailings. Copper recovery from fresh tailings is not new. Several operations in Chile, such as Chuquicamata, El Teniente (AMEC, 2003), Mantos Blancos and others have operated various forms of tailings circuits. Both Chuquicamata and El Teniente practice cascade flotation scalping off froth containing fine copper particles after allowing sufficient retention time, air inducement and, sometimes, additional reagent addition. Chuquicamata tailings are not segregated but floated in sequential cascade and conventional large cell arrangements. At the Valle Central operation of El Teniente a coarse fraction of mill tailings is ground and floated, with the rejects recombined with fine tailings and subjected to cascade flotation through a sequence of concrete launders as the tailings flow towards their final deposition area. Mantos Blancos cyclone the rougher tailings and blend the underflow with scavenger concentrate from elsewhere in the principal circuit prior to flotation in Wemco Cells. Kemess in BC, Canada operates a 160 m3 Outokumpu cell to reduce the tailings sulfur content (Rasmussen, et.al, 2004)."

This paper discusses mine research at Inco, giving specific examples of research projects which illustrate the approach to mining problems. The first example covers the development of a new mining method, "undercut and fill," which was originated for mining badly broken-up pillars, but which is now rapidly replacing the square set method of pillar recovery. In the new method, ore is extracted in a series of successive horizontal cuts, progressing downward, a cut being completely mined and filled before the cut below is started. In the second example, improvements to the "cut and fill" method of mining are discussed. These improvements are the result of improved techniques and improved equipment, etc., with, in many cases, the former being made possible by the latter. The advances made have permitted the use of the "cut and fill" method at much greater depths than before. The third example is presented to illustrate research undertaken to obtain the earliest maximum advantage of the introduction of a new piece of equipment or material. For this purpose, the development of the "Under-ground use of AN /FO Blasting Agent " has been selected. Work on this project started in May, 1960, at a time when there was very little in-formation regarding the potentialities of AN /FO for underground blasting, either primary or secondary. By the end of 1961, AN /FO made up 64 per cent of the explosives used under-ground at Inco mines.

Early testwork was carried out to select the plant process design criteria and flowsheet selection. Additional testwork was carried out during the feasibility study to support the optimization of the plant design criteria. The test results showed that the recovery of gold was not very sensitive to grind size in the range of 75 to 105 microns. An additional result was that the presence of lead nitrate did not improve the kinetics of gold leaching. This conclusion was supported by the low content of sulphides in the ore. It was also found that the presence of lead nitrate increased copper dissolution, producing the potential for an increase of copper reporting to electrowinning, which is detrimental to the overall gold recovery process. The use of oxygen in leaching was investigated to increase leach kinetics. The results of leaching tests to compare using oxygen instead of air indicated that, due to the improved leach time, it was possible to reduce the number of leaching tanks from twenty four (24) to twenty (20).

"The efficiency of the flotation process depends on how effectively air is dispersed into small bubbles. Bubble surface area flux - the surface area of bubbles per unit time per unit cross-section area of a cell - is emerging as the parameter to characterize gas dispersion. One of the approaches proposed to measure bubble surface area flux in industrial cells is based on the measurement of two variables: gas velocity and gas holdup, using separate sensors. Plant testing of the gas velocity sensor gave evidence of a series of operational problems which may be necessary to correct before attempting to characterize gas dispersion. Problems such as uneven air distribution within a cell and along a bank, faulty air and slurry valves detected during attempts to redistribute air, and poor control of pulp level and gas flow became evident. Detection of these problems from gas velocity measurements is illustrated.INTRODUCTIONBubble surface area flux is considered a key variable in the optimization of flotation circuit performance (Gorain et al., 1997; 1998). The Mineral Processing Group at McGill University has devised and developed a method for estimating bubble surface area flux in industrial flotation cells (Finch et al., 1999). The method is based on measuring gas holdup and superficial gas velocity using two separate sensors and applying drift flux analysis to estimate bubble size (Dobby et al., 1988; Banisi and Finch, 1994). With bubble size and superficial gas velocity known bubble surface area flux can be calculated.This method was selected by Noranda to characterize gas dispersion in cells as part of a program to model and optimize flotation circuit performance. However, initial testing at Brunswick Mine with the gas velocity sensor provided some unexpected results indicating operational problems and equipment malfunctions that needed to be addressed before systematic measurement of gas dispersion could be initiated.The subject of this communication is to illustrate the detection of these problems from gas velocity measurements. The line 3 Zn Cleaner circuit comprising four stages of Denver DR cells was the main subject of analysis, including the effect of correcting these problems on the metallurgical performance of the Zn 3rd cleaner bank of ten DRl 00 cells."

Because segments of the Canadian mineral-based economy are dependent totally or in part on foreign sources of certain minerals, their well-being may well be affected by inability to obtain these minerals. Where such dependency exists, it is therefore important that contingency plans be available to counteract possible price increases or lack of supplies by means of technology, developed well in advance of any pending crisis . Canada is vulnerable to possible future real or artificial shortages of certain foreign-produced mineral commodities, and science and technology can provide information for the development of policies for counteracting efforts by foreign exporters to control prices or limit supplies.

Utilization of both slag and its heat for hot slag is a great challenge for iron and steel industry. Many methods of hot slag modification for directly converting hot slag into value-added materials were researched in recent years, and waste heat of hot slag could thereby be transformed into inner energy or chemical energy of the materials. In this paper, an experiment of converting hot slag directly into glass ceramics by hot slag modification method was conducted. A cooled modifiers mainly composed of fly ash were firstly heated though a cyclone furnace and then fell into a molten bath to mix with hot steel slag. Half of hot slag was used as raw materials and accordingly about half energy consumption, about 5MJ/kg for melting raw materials was saved in the process compared with that of traditional producing method. Frit quenched from the modified hot slag had a higher basicity of 0.6-0.7 than traditional frits in order to reduce the needed amount of cold modifiers and accordingly utilize more hot slag and its waste heat. Glass ceramics were further prepared from the frit and a heat treatment of one-stage method is more suiter to such frit than that of two-stage method. The glass-ceramics with basicity of 0.6 and heat-treated by one stage method had the best performance with bending strength of 146.46 MPa, Vickers hardness of 6.79 GPa, water absorption rate of below 2% and shrinkage rate of around 10%.

The feasibility of chloride leaching processes depends on interfacing them with cost-effective HCl regeneration technologies. This paper summarizes the most important findings of research conducted in the past 3 years concerned with a novel process to regenerate high-strength HCl from concentrated CaCl2 solutions at temperatures below 100°C, via reaction of CaCl2 with H2SO4 resulting in the formation of calcium sulfate phases (gypsum, a-hemihydrate or anhydrite). From constant supersaturation semi-batch experiments in pure solution it was found that the crystal growth rate of hemihydrate, and hence the particle size, was influenced by the rate of reagent (Ca2+, SO4 2-) supply to the reactor. Additionally, growth studies of DH in presence of impurities (K+, Mg2+, Sr2+, Ba2+, Fe2+/3+, Al3+, La3+, Y3+, F- and PO4 3-) showed that specifically Sr2+ and PO4 3- are taken up during crystal growth. Furthermore, it was found that decreasing water activity (via different HCl/CaCl2 concentrations) and increasing temperature reduce the metastable life-time of DH and HH by increasing the phase transformation speed. The DH/HH transformation was identified to be dissolution-precipitation based, while HH to AH is a topochemical process. Finally, continuous experiments on bench scale are underway to confirm the feasibility of the process to obtain super-azeotropic strength HCl with up to 9 mol/L (~30wt.%) from 5 mol/L CaCl2 (~40wt.%) solution.
