MR. T. L. McCALL: Planning ahead in coal-mining is essential, but the question may be raised, just how far ahead can we plan. You can overdo it: chat is, you can get in a rut. Never let planning get a hold on you to chat extent. You must be prepared to deal intelligently with any new conditions that arise, and to apply new discoveries. It may become necessary to abandon ? .your plan, make the best you can of the ground you have developed, and start again, with a new plan. So far as the submarine workings of the Dominion Steel and Coal Company are concerned, we cannot know definitely what lies ahead of us under the sea: we must ?base our tentative plans on assumptions, and, as we meet changing conditions, we must change our plans. In the case of inland mines it is possible to bore in advance, and consequently it is generally possible to set out your plans in advance, block out a section of the mine, and develop to obtain a uniform product for a whole year, or perhaps even longer. MR. J. B. MORROW: While planning in coal mining, we must bear in mind chat the consumer also is planning ahead. Some people will tell you that, in ten years time, the demand is going to be all for pulverized co al; others believe that the field for such fuel is limited. Needless to state, planning for a pulverized-coal market is quite a different matter to planning for a general grade, ore stoker, market. In planning, therefore, our endeavour must be to keep a jump ahead of the work being undertaken by the anthracite producers. This year, they are spending about two million dollars-money contributed, not by the Government, but by the industry itself-in the study and promotion of new and improved ways of burning anthracite. For example, they are perfecting small hot-water heaters, and one they have brought out weighs only about ten pounds. I feel that research of this type must be regarded as an essential part of planning in coal mining. We, in the soft-coal industry, are also planning types of more efficient burning equipment and doing other investigational work.

Sand casting of steel is a process that offers the greatest design flexibility and highest metallurgical versatility. However, competition from other methods of fabrication is quite keen, constantly forcing the steel casting industry to the production of better quality castings at lower costs. New methods and materials have been put to use in the last ten years by foundries everywhere. This paper, in the form of a progress report, deals with new methods, processes and materials used by Canadian steel foundries for regular production, as well as with developments still in the initial but promising stages. T HE casting of steel to shape is the most direct method of producing steel parts in their final form. It is a basically economical process both as to cost and production time; it is also a process that offers design engineers the greatest flexibility and highest metallurgical versatility. "Discontinuum Mechanics is based on two foundations: the idealization of the internal structure of substances, and the principle of the arithmetic mean value. For a linear discontinuum, the methods of Crystallography are used to describe their structure, in which nodes stands for the position of the homologous points such as molecules, grains, or any other motif. The principle of the mean value states that the value of any discrete function at a node is equal to the arithmetic average of the values of this function at the neighboring nodes. This principle leads to an elliptical linear differential equation of the second order, with coefficients given by the statistical second moments of the Cartesian components of the metric vector. As long as those coefficients are components of a symmetric second-order tensor, there are three mutually perpendicular directions, in which the variances reach their extreme values and the covariances are zero, showing that the mean value principle transforms the discontinuum into a statistically equivalent orthotropic continuum.The application of Discontinuum Mechanics to linear rock masses is simple and direct. It is sufficient to define the motif as the plane of geological discontinuity, and the metric vector as the normal vector to this plane, whose magnitude is the spacing between two consecutive planes belonging to the same set of discontinuities. Furthermore, heterogeneities of rock masses can be also included in this description by substituting the plane of discontinuity by a zone of weakness. In this way, the magnitude of the normal vector results from the product of the spacing and the RQD or the RMR. In going further in this theory, at least three conclusions show up. First, in the evaluation of rock masses, it is necessary to determine the orientation, spacing, and RMR for each set of discontinuities. Second, the conventional method of finding the principal families from the contours of equal concentration of poles on the stereographic projection excluding the spacing does not have any physical meaning. Third, any problem of rock mechanics can be solved in a rigorous and reliable way by integrating the differential equation of the mean value."

THE property of Consolidated 1 Discovery Yellowknife Mines Limited, (Figure I) is situated in the Northwest Territories, approximately 50 air miles north of the town of Yellowknife. The mine is reached by a shaft which extends from surface to a depth of 4,000 feet, with working levels established at 1 50-foot intervals. Stopping operations are carried on throughout a vertical range of 2,000 feet, with both shrinkage and cut and fill methods being used, depending on the ground conditions. Production started in 1950 and milling is done in a 1 65-ton per day cyanide plant. During ten months of the year, the property is serviced entirely by air, utilizing charter aircraft from Yellowknife. A 4,000-foot runway near the mine was constructed from mill tailings. This strip is adequate to receive Bristol freighter planes carrying heavy loads. Other servicing is done by Otter aircraft, equipped with skis or wheels for winter and with pontoons for summer operations.

A magnesium alloy modeled after commercial alloy WE54 was thermomechanically processed and characterized to understand the mechanisms by which its texture can be randomized, as reported by Ball and Prangnell [1]. Samples were deformed in plane strain compression to prescribed strain levels at temperatures high enough to prevent cracking and then recrystallized. The deformation texture is very similar to that observed after plane strain compression (e.g., rolling) of other Mg alloys, such as common AZ31. However, the texture can radically evolve during recrystallization. Annealing above the precipitate solvus temperature results in a nearly random recrystallization texture where the initially strong basal texture is completely eliminated. Annealing below the solvus temperature produces a recrystallized texture similar to conventional Mg alloys, i.e., a weakened basal texture. If this same material is then annealed above the solvus to promote grain growth, a randomized texture evolves, which is similar that of samples simply recrystallized above the solvus. It is hypothesized that a sort of preferred growth mechanism, whereby grains with random orientation grow faster than those with the original basal texture, contributes significantly to the texture randomization observed in wrought magnesium alloys containing rare earth elements.

Since the discovery by conventional prospecting of the Horne deposit in 1920, the Noranda area has produced 82 million tons of copper-zinc-gold-silver ore from sixteen massive sulphide bodies. Recent exploration in the area has consisted of systematic studies employing geology, geophysics and geochemistry. Due to the depth of the deposits being sought, surface geo-physical surveys are limited in their effectiveness as DIRECT indicators. However, because of the geological environment, surface geophysical methods, and the Induced Polarization method in particular, can be success-fully employed as INDIRECT indicators of ore deposits. Examples of survey results from various properties in the Noranda area illustrate the advantages and limitations of the Induced Polarization method as an exploration tool in this area.

"THE OPERATION of the Potash Company of America, Ltd., at its plant near Saskatoon, Saskatchewan, is the result of many years of exploratory and development work, culminating in the construction of a shaft, milling, concentrating and other facilities necessary to the production of potash in a marketable form.The possibility that potash existed in •commercial quantities in Saskatchewan was first indicated in 1943, although it was not until mid-1946, when Bata Petroleums penetrated a potash bed at its Verbata No. 2 well near Unity that substantial in-ter.est was developed in the possible exploitation of this important mineral product.The Potash Company of America, which is the largest producer of pot-ash in the Carlsbad, New Mexico area, a district that has been sup-plying about 90 per cent of the North American potash demand, be-came interested in the Saskatchewan deposits •at an early stage. Its engineers made an intensive study of the western Saskatchewan area in 1947 and continued their review of operating problems throughout the next three years.""Potash"" is the commonly used general term applied to the minerals of potassium, of which there are several. The most common mineral forms in which it is produced are potassium chloride and potassium sulphate. The potash content of potassium compounds is ordinarily ex-pressed in terms of potassium oxide (K20) equivalent."

Coal is the mainstay of Indian energy supplies. The many-fold increase in demand for coal puts a huge pressure on augmenting production, primarily from opencast mines. The increase in production necessitates heavy blasting in overburden and coal benches of opencast mines, which poses numerous challenges in carrying out blasting operations techno-economically. Presently, the consumption of industrial explosives and accessories in Coal India Limited (CIL) has touched a whopping figure of $350 million USD per annum and CIL will be spending approximately $1 billion USD between 2012?2013 to 2014?2015 for procuring explosives and accessories. This paper discusses some of key challenges faced in various mines of CIL during blasting, where blast instrumentation at the mine level will prove to a harbinger for practicing blasting engineers. Presently, the problem of scattering in surface detonators and down-the-hole detonators affects the blast performance significantly by increased blast induced ground vibration and reduced fragmentation. The paper discusses a case study carried out at Umrer opencast project of CIL to investigate the effect of scattering by using blast simulation techniques (i.e., JKSimblast) and observing the actual blast results with the help of a high-speed camera and multi-channel high frequency data acquisition systems. The fragmentation assessment was carried out by adopting Digital Image Analysis techniques and using the granularity software viz. Wipfrag. The blast instrumentation in the case study mine resulted in improvement in fragmentation of 12.76% and a direct savings in explosives cost of 28%. Geophysical techniques such as the seismic survey method have been used at Umrer Project, CIL to characterize the rock mass using the Multi Channel Analysis of Surface Waves system for selecting the explosives technoeconomically. The minimum deck thickness for mines of CIL using drill cuttings as decking materials should be 10 D, where D is the drill diameter. The estimation of blast performance on the basis of prescribed Powder Factor (i.e., kg of explosives per m3 of rock) is technically unscientific as the criterion of a good blast depends on many factors (i.e., good heave, loose muck, muck profile angle, ease of digging, uniform fragmentation). The present paper proposes a new methodology for techno-economic evaluation of blast performance. The new methodology involves four significant factors viz. specific energy consumed by the loading equipment, charge factor, productive yield and diggability index for assessing blast performance. The use of user-friendly, accurate, reliable, rugged and handy instruments in blasting will significantly improve mine productivity, equipment efficiency and economics. The improvement in blast performance, even by 1%, will provide a significant savings of $3.5 million USD per annum to CIL. It may be concluded with high degree of confidence that blast instrumentation at the mine level will influence the mine productivity and economics.

"Although many factors play roles in the estimation of recoverable reserves, smoothing effect and conditional bias are considered major geostatistical issues in the estimation. This paper introduces measures for smoothing effect and conditional bias, and provides insights into their relation to the estimation of recoverable reserves. Both smoothing effect and conditional bias are intrinsic to the information effect and kriging estimators. For a given level of drilling information, however, it is possible to identify the optimal search radius that minimizes conditional bias. Furthermore, it is also feasible to define variance correction factor for reduction of the smoothing effect from exploration block models. Both of these components are key to the accurate estimation of recoverable reserves. IntroductionThe accurate estimation of recoverable reserves is critical to decision making in different phases of feasibility study and mine planning. Much attention for improving the methodology of estimation has been focussed on the effect of the change-of-support (Parker, 1980; Dagdelen, 1996). For example, it is essential to make a volume- variance correction to the estimate of multiple indicator kriging (Hoerger, 1992). When the size of block, b, in the geostatistical model differs from that of selective mining unit (SMU), v, a volume-variance correction is warranted for the prediction of recoverable reserves.Most mining plans and decisions are made prior to the availability of high density blast-hole samples. In most mining operations, the true SMU grade Zv is unknown at the time of selection. Instead, the selection is based on the estimate Z v**derived from high density blast-hole samples within the deposit G. Nevertheless, the estimate Z v * of recoverable reserves in the stage of mine planning is derived from exploration data. At the end, the production result must be reconciled to the estimate Z v * . In other words, the selection is based on Z v** from blast-hole samples, while the final production figures are reconciled to Z v * from exploration drilling. For a given preselected cutoff grade z0, the actual mining panels will consist of the units having the estimated grade Z v** =z0 rather than the true grade Zv =z0. The difference between Z v** and Zv is usually of less concern."

The Hat Creek coal deposit s occur within folded and faulted Tertiary (Eocene) strata of the Coldwater Group, which comprises weakly lithified shales, siltstones and conglomerates underlying the floor and lower flanks of the valley of Upper Hat Cr eek . This upland valley,16 miles in length and 2-4 miles in width, is located within the eastern foothills of the Coast Mountains, 120 miles northeast of Vancouver, approximately midway between the towns of Lillooet and Ashcroft, in the Interior Dry Belt of British Columbia . Most of the valley floor is covered by till and glacial outwash deposits ranging up to 500 feet in depth. Became of this overburden cover , the majority of the data on the coal deposit have been obtained from diamond drilling done during 1974?76 by the property owner, B .C. Hydro and Power Authority. Because of the limitations imposed by the lack of out crop, the Tertiary geology at Upper Hat Creek is imperfectly known; however, it appears from correlation with other coal-bearing Tertiary remnants in the southern interior of the province that these remnants, including Upper Hat Creek, may represent preserved segments of the western shoreline of a Tertiary continental sea along which deltaic swamps developed and were sustained for unusually long stable periods, giving rise to the world's thickest known coal beds.

Simulation techniques have offered significant boosts toward a cost-and-time-optimized planning of construction projects by enabling project managers to effectively comprehend the behavior of projects. Using historic data from projects of like nature, simulation considers uncertainties involved in a project through accommodating the stochastic modeling parameters. However, the heavy reliance on the statistical data and not taking into account the context-specific features of the project cause the degradation in the realism and accuracy of the simulation models. Similarly, the extent to which a historic pattern could be retrofitted to new projects will decrease in line with the growing uniqueness of the projects and the novelty of construction methods. Furthermore, the existing real-time simulation frameworks are not capable of distinguishing the transient environmental changes, with minimal long-term impacts on the productivity, from the influential changes that will greatly impact an operation. In addition, existing simulation tools are devoid of location awareness, resulting in the inability to consider safety threats in their representation of the project. To address these issues, this research proposes a framework based on the integration of new tracking technologies used in Automated Machine Guidance (AMG) with simulation-driven 4D modeling methods. The proposed framework automates the adjustment of the simulation model based on the updated data from the site, and thus transforms simulation from a predictive tool used at the planning phase to a proactive monitoring platform usable throughout the planning and construction phases. A prototype is developed to test and demonstrate the effectiveness of the proposed approach.

"THE WORLD'S coal resources represent the largest component of non-renewable energy resources. Coal is now regaining Its position following a temporary decline, particularly in North America during a period of about a quarter of a century. This period provided the opportunity to improve both surface and underground mechanization, thereby increasing the productivity and improving conditions for humans in the mines. Similarly, in preparation, improved cleaning of coal from various impurities including sulphur was achieved, to meet the more demanding requirements for coking coal. Progress was also made in combustion, particularly related to the reduction of pollution. Canada participated in most of these developments, despite the country's strong commitment of the use of hydrocarbons during this period. _Bearing in mind the vastness of this land (3.85 million sq. miles) by comparison with countries like U.S.A., U.S.S.R., and China, Canada's coal resources estimated to date are not large and they are scattered. The original evaluation of 1913 estimated the ""reserves"" from seams over one foot in thickness and a limiting depth of 4,000 ft at 1.2 trillion metric tons. D:. ~.R. MacKay, in his evaluation for the 1946 Royal Commission on the coal industry, known as the Carroll Commission, reduced the ""reserves"" to 99 billion short tons. The increased knowledge now available would indicate that the 1913 estimated was too liberal and the 1946 estimate too conservative but both were closer to a resource than to a reserve designation. Some adjustments of Dr. MacKay's estimates were made in 1970 by B.A. Latour of the Geological Survey of Canada and L.P. Chrismas of Energy, Mines and Resources Canada (EMR). In the last decade the Alberta Energy Resources Conservation Board has developed its own methods of evaluating coal resources and reserves. A methodical approach of exploration and evaluation was carried out by Saskatchewan jointly with the federal government of the lignite resources of Southern Saskatchewan. A similar joint program is in progress in Nova Scotia. Meanwhile, the industry itself carried on an extensive exploration program on the outcrops of promising projects in the Inner Foothills belt of Alberta and British Columbia in preparation for surface mining on a very large scale, with some development of hydraulic mines. All these activities have been reflected in the increase of the country's resources and reserves, which now fortunately are separately defined. In 1979 EMR issued Report E.R. 79/9(1>; the data were developed in 1978 and provided to the World Energy Conference Organization<2>. In 1980 the World Coal Study (Wocol), an international group that included Canada carried out a study which updated the W.E.C. data, indicating some reduction of the 1978 figures; quantities were reported in million metric tons of coal equivalent (C.E.)*(Jl."

"The planning and construction of prime coking coal beneficiation plants in the nationalized mines in India are reviewed. Flow schemes, construction practice, materials consumption, and costs are detailed.Medium-capacity beneficiation plants with multiple loops are recommended under Indian conditions.IntroductionThe reserve of high-grade and easily washed metallurgical coal in India are quite limited. Prime coking coal constitutes approximately 22% of the total resources and occurs exclusively in the Jharia coalfield in the state of Bihar. Bharat Coking Coal Limited (a subsidiary of Coal India Limited (CIL) the nationalized mining sector of India) owns 80% of the Jharia collieries. The development of Jharia coalfield in the pre-nationalized period before 1971 has been characterized by a large number of small mines with primitive mining methods and low productivity. The production of prime coking coal to meet the demand of the steel industry in India has to increase from the existing level of 11.1 million tonnes to 43.4 million tonnes per annum by 2000 AD, thereby producing 5.61 million tonnes and 22.7 million tonnes of clean coal respectively. An ambitious program has been undertaken for development of bigger mines with an average production of 1 to 3 million tonnes per annum. With the fast dwindling reserves of good quality coking coal, more inferior grade coal seams, having difficult washing characteristics, are now being mined. All the coal from the future mines will have to be beneficiated to make it suitable for consumption of steel plants; the following washeries are being planned for construction by 2000 AD:"

"A method and device are described for sampling diamond-drill core by cutting a continuous fillet of constant cross section from the cylindrical surface of the core throughout appropriate sample lengths. The apparatus employs a tapered, abrasive-set, cutting wheel, the conical cutting surface of which projects slightly into a rectangular core-guiding trough set parallel to the axis of rotation. The depth of fillet and thus the amount of sample per unit length can be regulated by adjusting the core guides. The freshly cut fillet itself, by engaging in a guide beyond the cutting wheel, acts to prevent rotation of the core during operation of the device.The cuttings which form the sample are normally collected in a tray below the cutting-wheel and appear at about 80 per cent -100 mesh. They require little or no further treatment or comminution before analysis. "The challenge of ""ore bodies getting steadily harder and lower in grade"" was brought to light during the first oil crisis in the 70&apos;s. Shortly afterwards, HPGRs appeared on the scene with the promise of saving energy. This combined with developments in wear protection for the rolls ushered in a period of trade-off studies that considered the HPGR as an option to improve project economics or to even make projects feasible at all.Since then, applications of HPGRs at Cerro Verde (Freeport), PTFI Grasberg (Freeport), Mogalakwena (Anglo Platinum), Tarkwa (Goldfields), Boddington (Newmont), Penasquito (Goldcorp), and others have contributed to the creation of a formidable basket of operating experience. Collected through years of successful operation, this information has been used to validate design criteria, scale-up factors and establishing a clearer picture of what ""to do"" and what ""not to do"".This paper compares results from various mining operations using HPGRs in their processing plants. Some of the lessons learnt in different operating environments are reviewed in order to support proper implementation and operation of HPGR&apos;s. Some of the development programs that have been initiated to improve wear life of the tyres and to reduce overall operating costs are reviewed. It is timely to summarize today’s experience and analyse its implications for existing and new operations"

"In the flotation of fine particles, there are two difficulties in general: low recovery of valuable minerals and high recovery of gangue minerals. The low recovery of fine valuable minerals is attributed to low bubble-particle collision and attachment efficiencies, while high recovery of fine gangue minerals is attributed to mechanical entrainment through water films between gas bubbles. Over the last five years COREM has been actively developing fine particle flotation techniques with the objective of improving fine particle flotation separation efficiencies.The fine particle flotation techniques with both generation of micro bubbles and enlargement of sizes of fine particles have been developed to increase bubble-particle collision efficiency. For oxidized fine sulphide minerals, both physical and chemical techniques have been developed to modify the hydrophilic surfaces and therefore increase bubble-particle attachment efficiency. To reduce mechanical entrainment of fine gangue minerals, a new approach, polymeric depression and flocculation, has been developed. By selecting the high molecular weight polymeric depressants to make fine gangue minerals hydrophilic and also enlarge their sizes, entrainment can be minimized. By combining these techniques, we are able to improve both flotation recovery and selectivity in some fine ore flotation systems.INTRODUCTIONWith depleting mineral resources and their declining grades, ores leaving grinding circuit for froth flotation are becoming increasingly finer to achieve mineral liberation. Together with the increasing demand for minerals, ever-increasing tonnages of fines are being produced. Therefore, flotation of fine particles is an immense challenge to be tackled by researchers all over the world today."

The LaRonde ore is a Cu-Zn-Pb ore with gold (3-4 g/t) and silver (60-100 g/t). The precious metals are recovered with copper concentrate, zinc concentrate and cyanidation of zinc tails via Merrill Crowe precipitation. Subsequent to a recent mill expansion, excessive gold was reporting to zinc concentrate with a concurrent decrease in gold to copper concentrate. Owing to the higher return obtained from the metal, the mill endeavors to recover additional gold and silver to the copper concentrate and minimize the placement of precious metals to the zinc concentrate. A gold deportment study showed that the gold occurs mainly as küstelite, with a moderate amount of electrum and a minor amount of native gold. It also showed that various sulfur-based Au-and/or Ag-bearing coatings on liberated küstelite and electrum were the major mineralogical factors that caused gold and silver to report to zinc concentrate. By frequency, such coatings were observed on 70-80% of total liberated gold particles reporting to the zinc concentrate. Based on the gold deportment and the chemistry of the coatings, the collector chemistry was reviewed and a new collector was added into the circuit which resulted in a significant increase in gold and silver recovery to the copper concentrate. The information obtained from the mineralogy confirmed and guided other process optimization. In this paper, the authors will describe the process mineralogy of the LaRonde ores, and in particular, the mineralogical evidence diagnosing the problem. Reference will also be made to the rationale behind how the problem was solved, the results achieved, and future steps in optimization.

As an alternative to heavy water cooling, reactors cooled by organic liquids are being actively developed in Canada under the sponsorship of Atomic Energy of Canada Limited. One of the areas in which development has been required is that of core materials. The factors affecting the selection of fuel canning and coolant tube materials are discussed. It is shown that S.A.P. is a potentially attractive material for these applications. The fabrication of fuel sheathing is discussed. Difficulties met due to large inclusions and blistering due to high hydrogen contents have been overcome by magnetic separation and vacuum sintering of the powders. High-quality tubes can now be produced by extrusion to finished size. A study has been made of the mechanical properties of fuel-sheathing tubes and bar stock. The stress rupture properties of the tubes subjected to uniaxial and biaxial stress have been determined. The biaxial stress tests were performed by internal pressurization. Numerous rock blasting design methodologies have been developed over the years, relating either to the primary objectives of blasting, such as the size distribution of the blasted material, or to its undesirable side effects, such as damage to the remaining rock mass. All existing methodologies, while of use, do have serious shortcomings. The question remains whether further improvements can be achieved in the field of practical rock blasting engineering. One approach that seems to hold promise is the relatively new matrix-based rock engineering systems (RES) methodology. It has been conceptually demonstrated that RES could be efficiently adapted to blasting. A brief overview of rock blasting design techniques and their main shortcomings is followed by the basic concepts governing rock engineering systems and a discussion on their pertinence to blasting. De nombreuses méthodologies de conception d?abattage du roc à l?explosif ont été développées au cours des années, qui ont adressé soit les principaux objectifs des tirs, comme par exemple la granulométrie du matériel dynamité, soit ses effets secondaires indésirables, tels les dommages au massif rocheux. Toutes les méthodes existantes fonctionnent dans une certaine mesure et sont utiles - elles sont cependant pour ainsi dire toutes affectées par des limitations ou défauts plus ou moins sévères. La question demeure quant à savoir si des améliorations supplémentaires peuvent être apportées dans le domaine de la conception pratique des opérations d?abattage du roc à l?explosif. Une approche alternative qui semble prometteuse est celle relativement récente des systèmes matriciels d?ingénierie du roc (?Rock Engineering Systems?, ou RES). Il a été démontré de manière conceptuelle que les RES ont le potentiel d?être adaptés aux opérations de sautage. Une brêve revue des principales techniques de conception des tirs à l?explosif est suivie d?un énoncé des principes de base gouvernant les RES, ainsi que d?une discussion sur leur pertinence aux opérations de tir. "IntroductionSafety and training in the mineral industry will always be issues that are hotly debated and discussed.The nature of the mining industry, where people and equipment work in close quarters deep below the earth's surface, attracts a great deal of public attention and concern, especially in the areas of safety and related training activities. This concern has been carried over into the mineral processingsector which is, of course, a vital part of the mining industry.It is therefore imperative that mining people closely examine the policies, procedures and programs presently in place to determine if they meet the needs of the industry and its employees. Everyone stands to benefit: the companies, employees and the mineral industry as an important segment of the Canadian economy.Phrases such as ""Safety First"", ""Safety is Number One"", have a role to play in industrial safety programs but in reality are a shallow approach to the magnitude of the challenge. An industry must produce its products in a cost-effective way, with good employee relations. None of these objectives can be successfully achieved unless accompanied by good safety performance. Accidents both on and off the job result in very poor efficiency, high costs and poor employee relations.This chapter, Safety and Training, outlines those major areas that the author believes are necessary components for an industrial safety, health and training program, but are not all inclusive. More will surely be added as additional problem areas requiring attention are identified. The major sections discussed are: Development and Implementation of a Safety Program; Occupational Health; Training; and Audit Procedures.The author has drawn on his experience as both a mill superintendent, mine manager and superintendent of safety, health and training. The approach developed at loco Metals Manitoba Division is frequently used in this paper with examples and excerpts to better illustrate the subject, but does not represent the full scope of programs in place in the Division."
