The recent 20 years witnessed a boom and bust in the nickel laterite industry. Most notoriously is the story of the first three Western Australian nickel laterite projects which all suffered major ramp-up issues. Many hard lessons were learned by the industry and it has been widely reported that the major contributing factors included insufficient testing as well as a limited understanding of the materials handling characteristics at the front-end stage of the flowsheet. This paper compares the current "race to production" in the REE industry to the laterite industry 20 years ago and addresses the fundamental question: ‘Have mining and exploration companies with rare earth projects learned from past lessons and are they doing sufficient and appropriate testwork to prevent failure’? The authors will provide the perspective of a commercial metallurgical laboratory that has gone through the laterite cycle and is active in the present REE cycle.

"Abstract-Detailed petrographical and geochemical studies have been carried out on the igneous and sedimentary rocks in the Omai area, part of the Paleoproterozoic Barama-Mazaruni greenstone belt, Guyana. The stratigraphic succession at Omai begins with basalts, associated with mafic-ultramafic intrusives and poorly-sorted conglomerates; these are overlain by andesites and quartzfeldspar porphyries, with pelites and tuffaceous sediments at the top. The volcanic-sedimentary succession was intruded by a quartz-monzodioritic stock (Omai stock) and granophyric rhyolite dikes. Several generations of mafic dikes were intruded discontinuously from the Mesoproterozoic to the Permo-Triassic. Volcanic rocks range in composition from subalkaline basalt to high-silica rhyolites, with a gap between 60% to 70% SiO2, which suggests the suite is bimodal. Major, trace, and rare earth element criteria were used to subdivide the rocks into tholeiitic and calc-alkaline types. The tholeiitic rocks are characterized by flat to moderately sloping chondrite-normalized REE patterns. On the basis of immobile trace-element ratios, the tholeiitic mafic rocks from Omai have characteristics of immature intra-oceanic island arcs, or of E-MORB basalts affected by a strong arc signature, as is commonly reported for back-arc basin basalts. The andesites, quartz-feldspar porphyries, rhyolites and quartz monzodioritic stock are calc-alkaline, with strongly sloping REE patterns, enrichments in the large-ion lithophile elements, and depletions in the heavy REE and high-field-strength elements, features which are typical of more mature island-arc settings.At Omai, two types of gold-bearing veins can be distinguished: vein sets (± stockworks) and tension veins, both post-dating the regional metamorphic peak at the level they were emplaced. The relationship between the gold mineralization and its host lithologies does not seem to be genetic. Rather, the emplacement of mineralization was strongly influenced by the rheological contrasts between the intrusive/subvolcanic bodies and the volcanic/sedimentary country rocks. These contrasts helped to focus the regional stress upon the more competent intrusive subvolcanic bodies, resulting in brittle fracturing, and therefore in greatly enhanced permeability to hydrothermal fluids. The Omai gold mineralization can be classified as late tectonic, with its emplacement controlled by the last brittle to brittle-ductile stages of the Trans-Amazonian orogeny."

"The Island Mountain mine is at the southeast end of Island mountain; across Jack of Clubs lake from the Cariboo Gold Quartz mine.; The orebodies consist of quartz veins and pyritic replacement deposits in limestone. To December 31; 1944; there has been mined 296; 273 tons of quartz-vein ore averaging about 0.34 oz. gold a ton; and 101; 002 tons of sulphide ore averaging about 0.83 oz. gold a ton; a total of 397; 275 tons averaging 0.46 oz. From this; 175; 985 fine oz. of gold and about 26; 450 fine oz. of silver were recovered; having a value of $6; 510; 521.More than 95 per cent of the production has come from a band 500 feet wide along the contact of the Rainbow and overlying Baker members and extending about 100 feet into the latter. Evidence that the Rainbow belongs stratigraphically above the Baker is presented later in this paper. Both members are most variable lithologically, and individual beds and whole series of beds pinch out in short distances. In part, at least, this is due to squeezing out incidentally to intense folding. No section can be claimed with assurance to be really representative. However, both memb.ers are composed predominantly of quartzitic rocks. Both contain argillaceous quartzite, argillite, limy quartzite, limy argillite, limestone (marble), and minor amounts of highly ankeritized rocks believed to be igneous sills possibly originally approaching diorite in composition."

The presence of crud represents a permanent challenge for solvent extraction in the hydro-metal industry. The crud is a stable emulsion which slowly spreads along the phase boundary between the aqueous and organic phase. The crud can significantly impair the efficiency of hydro-metal extraction because the phase boundary between the aqueous and organic phases assumes substantial proportions, and the settlers cannot react flexibly. In a chain reaction, all settlers connected in series become infected with crud. The transfer of organic phase to the electrowining (EW) cell can cause 'cathode burn'. Continuous treatment of the crud is extremely effective and reliable with a 3-phase separating solid bowl centrifuge. All three phases are separated distinctly from one another. All associated process steps exhibit a steady uniform efficiency. First and foremost, they ensure a reliable, continuous extraction process and, second, they recover valuable re-usable organics from the crud.

"While pipeline hydrotransport is often the most economical way to transport large volumes of mineral concentrate, tailings, or fine ore slurry over long distances, it is in mountainous terrain that pipelining becomes particularly attractive. These areas are often remote, with limited existing infrastructure and few potential users willing to share in the cost of new infrastructure. The rugged terrain makes the construction of railways or roads suitable for haul trucks difficult and expensive. The elevation difference between the mine and the terminal means that the empty trains or haul trucks need to return up-hill, resulting in high fuel costs. With pipelines, this elevation difference may reduce or even eliminate the need for pumping. As a result, numerous pipelines have been built, or are being considered, in mountainous regions around the world including: Tasmania, New Guinea, China, Madagascar, the Rockies of North America, and the Andes of South America. However, there are technical difficulties that need to be overcome in the design and operation of mountain pipelines that do not affect pipelines on more level terrain. This presentation reviews some of these difficulties and methods used to overcome them.INTRODUCTIONPipeline transport of solid-liquid slurry (“hydrotransport”) is an important and cost-effective means of transporting large volumes of solids over long distances, especially from a single supplier to a single user (e.g., a concentrator to a port, a concentrator to a tailings dam, or a coal mine to a power plant). Pipelines are generally found to be more economically attractive than alternate transportation methods (e.g. trucking, rail, conveyors, shipping, or some combination) over the life of a project (Aude et al. 1974).Hydrotransport systems have been built in a variety of terrains, but it is in mountainous regions that pipelining becomes particularly attractive. These regions are often remote and generally do not have existing transportation infrastructure (roads, railways, navigable rivers). There are few potential users (e.g., farmers, other mines, forestry companies, etc.) who may be willing to share in the cost of new infrastructure. The rugged terrain makes the construction and maintenance of railways or all weather roads suitable for large haul trucks difficult and expensive. Mines tend to be higher than the receiving terminal (e.g. a port). This means that the empty trains or haul trucks need to return up-hill, resulting in high fuel costs. The orebodies of the Giant Yellow-knife mine occur in zones of schist, in an assemblage of typical Precambrian greenstones which form part of the Yellowknife Greenstone Belt. One of the most interesting problems at the mine concerns the fold-like attitudes assumed by the schist zones. The internal structure of the zones and orebodies provides much evidence of folding. A logical conclusion would be that the zones represent a single horizon which has been folded and drag-folded in the ordinary course of mountain building. However, surface mapping, and correlation of certain marker horizons, in underground work, indicate a homo-clinal succession of steeply dipping flows. If this concept of the geology is correct, the zones must cross-cut the regional strike at a small angle and, in the over-all aspect, the regional dip at a large angle. A mechanical interpretation of the zone structure is presented as a suggestion for the present until new evidence is found.

The reducibility and swelling of such pellets have been evaluated using four different gas mixtures, consisting of H2 - CO -N2. The influence of the reducing power of the gases, on the swelling behaviour of pellets has been documented. Under the different reducing conditions, this new type of pellets exhibit properties similar to the ones obtained using bentonite."

"Income based taxes are significant cost elements to be considered in evaluating investment in new mine development. This paper presents the results of comparative analysis of effective income-based tax rates for mining in the Northwest Territories (NWT), selected Canadian provinces and international jurisdictions. The study was done as background to a review of royalty regulations for the NWT. ObjectiveThis paper presents results of comparative analysis of effective mining royalty1 rates, and combined effective mining royalty and income tax rates on selected mine models for the Northwest Territories (NWT), with those for several other jurisdictions in Canada and abroad which compete with the NWT for mining investment.BackgroundThe February 27, 1995 federal budget directed the Department of Indian Affairs and Northern Development (DIAND) to proceed with a comprehensive review and amendments to northern natural resource management legislation in order “to increase revenues and ensure a fair return to the Crown.” DIAND is responsible for the administration of the Territorial Lands Act, and its regulations.The Territorial Lands Act gives the Governor-in-Council the authority to “… make regulations for the leasing of mining rights in, under or on territorial lands and the payment of royalties therefor,…”. In the NWT, the Canada Mining Regulations (CMR) provide for the disposition of mineral rights for most minerals, other than coal, petroleum and related hydrocarbons, in return for the payment of a royalty to the Crown.As part of this review of the NWT mining royalty regime, several computer mine models were developed and tax regimes in a number of jurisdictions were analyzed. Effective mining royalty rates, and the combined effective mining royalty and income tax rates were compared across the jurisdictions. The results presented in this paper are a part of the background work done in preparing a discussion paper on proposed changes to the NWT mining royalty that is expected to be released for public consultation in the very near future."

Successful application of steam assisted gravity drainage (SAGD) on the recovery of land facies ultra-heavy oil in Xinjiang oilfield depends largely on shortening the preheating period with the aid of the micro-fracturing technology, which is conducted through controlled water injection to a pair of horizontal wells to create homogenously distributed microcracks in the zone between the two wells. The numerical simulation of this mechanical process is yet to be investigated. Up to date, there has been research work on rock mechanics during the SAGD production period of marine deposited ultra-heavy oilsands, but the counterpart research on land facies ultra-heavy oilsands of Xinjiang oilfield is left undone. In this regard, this study is attempted to perform numerical simulation of the fracturing process on land facies unconsolidated oilsands. With this objective, the study first investigates geological and physical identification of the field collected cores, then carries out mechanical analysis on laboratory triaixal test results, based on which numerical simulation of the fractured zone is performed. The simulation is applied through a finite element platform adopting extended Drucker-Prager constitutive model, with the parameters determined by experimental work. It is verified that hydraulic fracturing of unconsolidated oilsands generates a microcrack feature in terms of a dilative zone instead of linear apertures. The extent to which the fractured zone propagates is visually demonstrated based on the magnitude distribution of equivalent plastic strain or volumetric dilation. Evaluation of the connection of injection and production wells can possibly be determined by the expansion of the saturated region around each well. Finally, the implications on the efficiency of hydraulic fracturing in stimulation of the pay zone are investigated.

The measurement of acoustic signals produced by a tumbling mill has been previously used to determine the operating state of the mill and correlate the variations of the sound intensity with the operating conditions of the mill. Separately, the discrete element model (DEM), a software simulation of the mill, was developed to provide insight into the operation of the mill. Presently, there has not been much work reconciling the DEM simulation of the mill with the acoustic signal. Working from basic principles of linear, time-invariant systems, agreement between an acoustic DEM simulation and the measured signal is sought. First, the impulse response function of the mill is measured. The DEM provides the forces applied to the mill shell as a function of time. A convolution of these simulated shell forces and the transfer function gives the simulated acoustic signal. This signal is compared to the measured acoustic signal, both in the time domain and the frequency domain. Finally, a discussion of the results is given.

Ilmenite occurs in black sand at the mouth of great rivers as in India, or as massive deposits like in Quebec Province in Canada. It is unsuitable for processing into pigment or for metal production because of its high iron content and its low grade. Pyrometallurgical and hydrometallurgical methods have been developed to cope with this problem which resulted in the production of two commercial products that became known as synthetic rutile and Sorelslag. Attempts are also underway to produce TiO2 pigment directly from ilmenite. This report presents a newly developed process called the Magpie process, which enables the production of high-grade synthetic rutile (over 95% TiO2) from low grade ilmenite (10-12% TiO2). Naturally, if such process is applied for low-grade ore it can be applied with advantage to high grade material as well.

"IntroductionBACK IN THE nineteen-thirties, when Eldorado was a private company and was preparing to become Canada's first radium producer, the Mines Branch in Ottawa did much work on the development of chemical processes for the Port Hope refinery (1).In 1945, after the Canadian Government had taken over Eldorado for •atomic energy reasons, the Mines Branch was called upon again, this time to help out by looking into ways and means of improving ore treatment methods for the mine at Great Bear Lake. A group of technical men was assembled to devote full attention to this work, which was known as the Eldorado Project.Three years later, in 1948, the Government decided to reopen the development and operation of uranium properties to private enterprise.Since it is a function of the Mines Branch to assisit private development of Canadian mineral resources, this new uranium policy made it important for the Branch to be in a position where it could provide up-to-date services, technical assistance, and information relating to treatment of radioactive ores, mineralogy of radioactive ores, and assay methods for radioactive ores.At the same time, .because of the demand for increased uranium production, lower grade ores had definitely come into the picture, ores that might be of decidedly lower grade than, say, Eldorado pitchblende, and of entirely different nature."

"Misty Mountain Gold Limited (MGL - TSE VSE, MGLCF - NASDAQ) of Vancouver, owns the Harmony Gold Project located in the Queen Charlotte Islands of British Columbia. The deposit contains a mineable reserve of 2.3 million ounces of gold, at a 1.2 g/t cut-off and an average grade of 2.1 1 g/t Au.Discovered in 1970 and frequently investigated by previous owners, full-scale production has not yet occurred because of the complex metallurgy of the deposit. Recent process studies that were completed in six months at Process Research Associates Ltd. (PRA) of Vancouver resulted in significant improvements to the project viability. The work involved detailed mineral processing studies aimed at achieving a marketable concentrate. An option for bio-oxidation and cyanidation to allow on-site dor6 production was also investigated.The main findings at PRA followed the front-end recovery of finely divided free gold (Au) by gravity concentration. Approximately 20% of Au reported to less than 0.2% of the mass, resulting in a grade exceeding 500g/t Au. The resulting gravity tailing provided a uniform feed for flotation evaluation. The optimization of this step allowed for a reasonable primary grind size of 80% passing (&) 50pm. Efficient slime’s rejection was made possible by flotation at a reduced pulp density, and pre-oxidized sulphides were reactivated with Na,S. The regrinding of the bulk flotation concentrate followed by up to five stages of cleaning resulted in a combined gravity + flotation product of 50g/t Au with 82% recovery in less than 4% of the feed mass.Further studies indicated that the flotation concentrate was amenable also to tank bio-oxidation. At 65% sulphide oxidation the gold recovery improved from less than 70% to 90% by cyanide extraction using CIL (carbon in leach). This compares to less than 45% gold recovery from whole-ore cyanidation in several previous studies. Heap leaching may also be considered for lower grade material. PRA’s methodical approach and consistent results dispelled the uncertainty about predicting the material behavior for the Harmony Property."

"IT IS NOT necessary here to dwell on the fact that sulphur is currently in short supply. It may be well, however, to •point out that this •storage is not merely a temporary condition, but that, judging by trends in world consumption of sulphur, it may •be anticipated that requirements will double in the next ten years.Even with improved techniques for mining elemental sulphur in the United States and the new finds in Louisiana, there is much concern as to how these future sulphur requirements can be met. It appears necessary to .turn more and more to other sources than elemental sulphur for •additional production. The three major alternative sources were:(1) By-product sulphuric acid •from smelter gases.(2) Sulphur and sulphuric acid from iron sulphides.(3) Sulphur from hydrogen sulphide contained in natural gas. The Jumping Pound sulphur plant of the Shell Oil Company of Canada, Limited, is designed to produce sulphur by the •third of these methods.Jumping Pound is a natural gas field about 20 miles west of Calgary where Shell has a number of producing wells."

"There has been a continuous evolution with the use of pre-cast concrete elements in the construction of aluminum smelters. In 1990, Phase I of Alouette was built using cast-in-place concrete exclusively. Whereas, other AP 30 technology plants such as Hillside 2 in the mid-1990s used pre-cast concrete beams with cast-in-place floors. Mozal 2, in 2002, used pre-cast concrete beams with pre-cast partial-slab operating floors. Alouette Phase II went further. Not only were the potroom building beams and floors pre-cast, but the entire pot support system, insulating walls and basement jersey walls were pre-cast. Once the techniques for bending and welding the reinforcement bars and the design for attaching electrical insulating plates to the concrete was perfected, the challenge for the project remained only in the logistics of transporting the pieces to site and simple erection. The overall impact on the project was dramatic. Using prefabricated concrete not only allowed advancement of the schedule, but totally eliminated formwork, re-bar installation, and form removal activities along with the handling of all the materials involved with these activities. With the elimination of these labour and material-intensive portions of the job, exposure to work injuries was dramatically reduced. The most prevalent activity for lost time accidents is during the rough work associated with concrete formwork, placing concrete and form removal. Another area where prefabricated elements were successfully used on Alouette Phase II was for the insulating walls enclosing the pot area, known as the ""claustra walls"". Usually these walls are constructed in-situ using mortar and breeze block. Success was also achieved with prefabrication of the perimetric walls that are installed at the lower floor of the potroom. A big advantage of using prefabricated concrete in the electrolysis area is in assuring electrical isolation for the operating floors. Poured concrete requires a meticulous clean-up effort before commissioning to establish the electrically ""floating"" characteristics of the operating floors. During the last three years prospecting has been active in southeastern Manitoba and a number of interesting gold, nickel and copper deposits have been discovered within an area 90 miles north of the international boundary, and extending about 40 miles westerly from between mileage 60 and 110 on the Manitoba-Ontario boundary. As known at present, two-thirds of this area of 2,000 square miles is underlain by pre Cambrian granite and granite gneiss and is not likely to contain mineral deposits of economic importance. The remaining one-third is underlain by metamorphosed sediments and lavas (greenstones), penetrated by the granite and granite gneiss and, at various localities, cut by bosses, sills, or dykes of gabbro, diorite, granodiorite, and other types of intrusives. The nickel, copper, and gold mineralization accompanied or followed the intrusion of these different rock types. The gold deposits are limited in distribution, so far as known, to the northern part of this prospecting area and occur along Manigotagan and Wanipigow rivers. These deposits have recently been described in some detail, (3) and therefore only the copper and copper-nickel deposits of the southern part of this area, along Oiseau and Maskwa rivers, will be described in this paper.

"IntroductionThe typical potash processing plant recovers and/ or upgrades from 10% to 20% of its production through the recrystallization process. The feed to the recrystallization section consists of preconcentrated slurries of fine crystal size that cannot be raised to the required product grade by flotation and fine dusts also of low grade and too fine for compaction feed. It produces high grade white potash crystals that can be marketed as a high grade product or blended into the flotation products to raise their grade. In this chapter, a typical leaching (dissolving) and recrystallization operation will be discussed.The crystallization process makes use of the three phase system chemistry of NaCl, KCl, and H,O. The normal potash process operates on a temperature range of 75°F to 95 °F. A three phase slurry feed to the dissolving circuits will be within that range. The potash (KCl) is dissolved by heating the slurry in the presence of sufficient brine to a temperature of 190°F to 200°F. As the slurry is heated, the potash (KCI) dissolves and the salt (NaCI) precipitates. The potash rich brine is then clarified and the salt and other undissolved solids removed by thickening. Clarified brine becomes the crystallizer feed.The hot brine is cooled in evaporative cooling crystallizers. In cooling, the potash precipitates as a high grade white crystal. Crystallization is done in multiple effects to permit energy recovery and control of the process. In a four effect crystallizer the cooling is done by recycling mother liquor counter currently through the first two effect condensors and using brine pond brine for the cooling of the last two.The crystallizer product is removed from the last effect as a slurry at normal process temperature and is fed either to its own centrifuging and drying circuit or blended with the flotation product for centrifuging and drying."

"Inco's Automated Haulage Truck System (AHT) is a revolutionary automatic guided vehicle that performs all load, haul and dump operations without human intervention. The high level of sophistication and the short period it has been in operation has only allowed a select few Inco personnel to become familiar with the ART operation and maintenance. As an aid to operations an expert system using the knowledge gained from the experienced specialists was implemented in the field.The AHT operating and maintenance assistance expert system will reason through the information given, arrive at conclusions and give advice to operations, technical and management personnel. It will provide comprehensive real-time troubleshooting assistance for the hydraulic, electrical and mechanical subsystems of the ART. The ART expert system has many benefits to Inco which include increased skill levels of ART operations and maintenance personnel, reduction in ART downtime, standardization of troubleshooting procedures and reduction in ART operating and maintenance costs. In the future, the expert system application will be linked to SCADA (Supervisory Control and Data Acquisition), maintenance and statistical software to display current and historical trends of variables from a centralized historical database. As well, a wide variety of features will be integrated into the system including AutoCad drawings, graphics, photographs, voice and video capabilities."

"High narrow backfills of significant strike length approach the stress conditions associated with a free standing wall but this lower bound design approach is not considered efficient for earth structures. This paper considers the design of high narrow backfills using upper bound limit analysis, retaining wall theory with backfill arching and centrifuge model tests. Complex toe support situations pertaining to operational factors at Falconbridge's Lockerby Mine are investigated. It is shown that the susceptibility of high narrow fills to toppling is much lower than anticipated from the retaining wall analysis and that toppling can be avoided by a suitable toe support. It is also concluded that adhesion between the fill and an adjacent pillar can markedly increase the stability of the fill. INTRODUCTIONFalconbridge's Lockerby Mine pillar projects will expose cemented tailings backfills to heights (H) up to 55 m. The exposed backfills may have strike lengths (L) greater than the heights but are relatively narrow, having widths (w) of up to 12 m. The bulk cement content of the fills varies from 8.3% (12.1 T:C) to 3.0% (33.1 T:C). Exposed faces may have up to a metre of overhang due to stope overblasting, as shown in Figure 1. These fills have a solids specific gravity of close to 3.0 and were placed at a pulp density of about 68%. The tailings have a fairly uniform grain size with 32% less than 0.075 mm (200 sieve) and about 12% slimes (less than 0.02 mm sizes). The fill exposed by early pillar removal will be backed by adjacent, near vertical, ore pillars. Future pillar removal may expose similar fills which are not supported by an adjacent ore pillar but which will be backed by either an open void or by uncemented backfill. Furthermore, these fills may be undercut when the pillar slot is driven, further reducing stability (case 3, Fig. I) or a wedge could be left to help support the fill (case 2, Fig . 1). This paper presents limit equilibrium analyses for these various backfill conditions in a 22: 1 T:C fill and com- pares the results to data from centrifuge model studies at a scale factor of A= 157 as indicated in Figure I. Prototype fills have a 6 m deep cone plug of 16:1 T:C which is accounted for in the comparison of centrifuge model test with analytical results."
