Discussion of the laws bearing upon the economics of mining in this province at once resolves itself under three headings: (a) The rights and obligations of holders of mineral bearing lands; (b) Taxation of mines; (c) Regulation of methods adopted in financing mining operations. Titles: The law relating to titles is contained in the Mineral Act, Placer Mining Act and Coal Mines Prospecting Act. Origin: Mining laws in force in this province and elsewhere on the continent had their origin in the rule-of-thumb regulations adopted by prospectors themselves, when, far from the centres of civilization and the seats of the courts of justice, they found it necessary, for mutual protection, to fix the conditions of possession by right of location, and to prescribe the duties to be performed in order to enable the individual to maintain his ground against all comers. These regulations have been codified and added to by legislatures, until we find adequate protection and safeguard to property in the laws of this province.

The Modified ZINCEXTM Process (MZP), developed by Técnicas Reunidas, is an industrially proven flexible process. It can handle a wide range of primary and secondary raw materials, producing SHG zinc. The core of the Modified ZINCEXTM Process is the zinc solvent extraction unit. This unit is an effective barrier for any leachable impurities present in the raw material. As a result of this an ultra-pure zinc solution is always obtained. The high versatility of the process makes the application of the technology in different scenarios possible. MZP can be effectively applied when developing a whole new plant (Skorpion) or adapting its scheme to an existing refinery (Akita), in both cases giving the same results. Flexibility in terms of capacity of the plant is a great advantage of the MZP, there is the possibility to adapt the global process to a wide range of production capacities. Zinc production capacities of over 150 000 t/a may be achieved with a single solvent extraction plant train. The robustness of the Modified ZINCEXTM Process has been recently proven on two new plants currently in operation: Portovesme (Italy) and Horsehead (USA) after start up during 2013. The status of both plants is described in this paper.

"Improving geological and geophysical evaluation should serve to reduce the early-stage risk assessment and there-by contribute to exploration expenditure stimulation. The limitations of present-day methods are reviewed, particularly as to anomaly causes, depth penetration and quantitative physical interpretative abilities. Some of the problems now under study are discussed. Future developments expected include the treatment of quantitized geologic and geophysical data, as well as continuing attempts toward computerized interpretation."

"Abstract-The ""Brunswick Horizon"" an informally named ore-bearing unit near the top of the Nepisiguit Falls Formation in the Ordovician Tetagouche Group, hosts the Brunswick No. 6 and No. 12 base-metal mines, as well as the former Austin Brook iron mine, in northern New Brunswick. Detailed structural analysis of the No. 6 and No.12 mines led to the prediction that a massive­ sulfide deposit may have been repeated by F1 folding along the Brunswick Horizon. A subsequent drilling program discovered the new massive-sulfide North End Zone at a vertical depth of 1100 m, 1 km north of the No. 12 underground workings. By the end of 1990, Zn-Pb-rich massive sulfides had been delineated over a strike length of 200 m and a down-dip extent of 170 m. Rock units intersected in the North End Zone are generally thinner and vary somewhat from those at the Brunswick No. 12 mine. Thinning of the hanging wall rocks may be primary, may result from attenuation along F2 folds, or may represent truncation by a thrust fault. The newly discovered sulfide zone indicates that significant potential exists for the discovery of other deposits at previously unexplored depths.SOMMAIRE-Dans le nord-est du Nouveau-Brunswick ""l'horizon Brunswick"" est le nom usuel de la zone qui contient les mines de métaux de base Brunswick No. 6 et No. 12, ainsi que l'ancienne mine de fer Austin Brook, toutes situées sur le dessus de la Formation ""Nepisiguit Falls"" dans le Groupe Tetagouche d'âge Ordovicien. Suite à un programme de forage, la nouvelle zone de sulfures massifs appelée le ""North End Zone"", profonde de 1100 rn, et à une distance d'un km au nord des chantiers souterrains, fut découverte vers la fin de l'année 1990, les sulfures massifs riches en Zn-Pb ont été délimités sur une longueur de 200 rn et une hauteur de 170 rn le long du pendage. Les unités de roches intersectées dans le ""North End Zone"" sont généralement plus minces et sont quelque peu différentes de celles de la mine Brunswick No. 12. L'amin­ cissement des roches pourrait être primaire ou être le résultat de l'atténuation le long des plis F2, ou soit tronqué par une faille. "This paper describes a case study that illustrates how detailed geological engineering results were communicated to address a range of stability challenges in a producing mining environment. Instead of using standard geological engineering terminology, findings and recommendations were communicated as mine design options and mining responses to accommodate possible slope instabilities and associated risk. The resulting medium- to long-range mine plan integrated the potential slope instabilities and associated mining responses to provide a higher probability of planned resource extraction. It also reduced the potential for long-lasting production and processing delays.RÉSUMÉ Cet article décrit une étude de cas illustrant l’intérêt de la communication de résultats détaillés de géologie appliquée pour résoudre un éventail de difficultés relatives à la stabilité dans un environnement minier en production. Plutôt que d’utiliser une terminologie classique de géologie appliquée, les résultats et les recommandations ont été communiqués sous forme d’options pour la conception d’une mine et de réponses dans le contexte minier permettant de surmonter les éventuelles instabilités des pentes et les risques associés. Il réduisait également la possibilité de retards durables dans la production et le traitement.INTRODUCTIONSlope failures in an active mining operation are unscheduled but expected events, in the sense that the geotechnical design often assumes the potential for slope failure but cannot predict exactly when a failure will occur. Unfortunately, the geotechnical engineering cycle—characterization, slope design, displacement monitoring, instability management, and failure remediation—that is necessary to manage slope-failure risk is not always well known or understood outside the geotechnical engineering profession. The first introduction many personnel have to geotechnical engineering is when a slope failure starts to develop and appears to threaten the safety and livelihood of their workplace.At that point, the task of communicating the risk management of slope failure falls to the geotechnical engineer, who must summarize analytical methodology, design concepts, monitoring trends, and analysis results, frequently to an audience with limited exposure to the geotechnical field. All too often, the response has been to present a risk-management plan in the vernacular of geological engineering— using terms such as factor of safety (FOS), pore-pressure reduction, and slope unloading—instead of expressing the problem and solution in more readily understood mine production terms."

This work details the application of a multiple model approach to estimate frother concentration in flotation processes. The methodology consists of identifying a set of linear dynamic models representing the effect of gas rate on the collection-zone gas holdup at different known frother concentrations (calibration step). An adaptive law is then obtained using Bayes' rule to evaluate the conditional probability that each model represents the observed system behavior. In this way, a frother concentration estimate is calculated as a weighted sum of model probabilities and their associated (known) frother concentrations. Experimental results conducted in a two-phase system using Dowfroth250C are promising. Modeling and analysis for MIBC frother are also provided.

"Aluminium rolling processing from ingots to cold rolled coils comes with a lot of challenges especially in controlling defective products in casting, hot mill and cold mill operations. Hence this study focused on reducing defects at mills and cast-house using six sigma approaches. The use of six sigma approach will help the production experts to determine the gap between its operation and world class process. Practical data from First Aluminium Rolling mills were presented and analysed and mini improvement projects were proposed based on organisation need to achieve excellence. "Attempts have been made to produce hardened structures of a pseudomorphic type in various carbon and alloy steels. In order to obtain martensite with a fine distribution of cementite, an initial structure of fine lamellar or nodular pearlite is required; this may be obtained by conventional means. This is followed by partial austenitization and quenching.Two methods have been tried to induce partial austenitization:(a) A resistance (direct current) heating method involving rapid entry into the austenite field.(b) A new method, described as the ""threshold"" technique, involving homogenization of temperature just below A 1, followed by entry into the austenite field; two furnaces are required.The resulting structures have been examined for microstructures, hardness, tensile, and impact values. The tensile properties are comparable with those obtainable by conventional treatment methods. Impact values are disappointing, but this is explainable from the nature of the manifold changes occurring."

Construction safety documents regulate significant safety actions and requirements by which construction workers or employees should abide in order to secure them from occupational hazard events. Therefore, facilitating faster identification of applicable safety requirements from the documents has become an important topic in the construction safety domain. To address the need in this regard, tools and techniques have been developed and research efforts have been made. One of the research efforts is to utilize ontology, a knowledge representation and reasoning approach, as the methodology to achieve the goal of identifying applicable safety requirements. In such ontology-based researches, the development and construction of the safety concept ontology is an essential task as the concepts and the relationships between the concepts both representing key safety knowledge need to be carefully identified. In this paper, the author focuses on the safety documents without predefined concept structure and aims to address the concept and relationship identification difficulties. Specifically, the author leverages the Formal Concept Analysis (FCA) methodology, a theory of data analysis that identifies conceptual structures among data sets, to mine and analyze the documents in order to discover safety concept structure and to further assist the development of the concept ontology for the construction safety documents. The author expects the application of FCA to construction safety domain can eventually benefit the ontology-based approaches for identification of applicable safety requirements.

"A pilot-scale flotation column was used to evaluate four polyglycol frothers at Teck’s Highland Valley Copper Mine. The column was fed with flotation plant feed from the grinding circuit cyclone overflow. Frother dosage was changed by controlled addition to the column feed. Pulp, froth and metallurgical performance were assessed using gas dispersion measurements, water recovery and copper, molybdenum and gangue grades and recoveries. Ranking the frothers based on pulp and froth phase performance using gas dispersion measurements and water recovery yielded contradictory rankings. All of the frothers changed the froth structure in a similar manner such that, at the same structural conditions, they all gave the same degree of separation between water and entrained solids. The only difference between the frothers was what dosage was required to achieve a certain structure. Changes in pulp structure appeared to be related to the critical coalescence concentration (CCC) for each frother. Changes in froth structure were not completely described by the CCC and involved other factors, such as the hydrophobicity of particles in the froth. All of the frothers were capable of achieving the same metallurgical result, just at different dosages. Optimal dosages for the frothers were anywhere from the CCC, where copper and molybdenum grades were maximised, to 2 to 3 or 4 to 7 times the CCC, where copper and molybdenum recoveries, respectively, were maximised.INTRODUCTION Background Due to supply issues, Teck’s Highland Valley Copper (HVC) Mine replaced Dowfroth 250C, their auxiliary frother, with Huntsman Polyfroth W31. The primary criterion for selection was that the new frother gave the same performance as Dowfroth 250C, minimising disruption to the circuit. Frothers play a dual role in flotation, altering the bubble size in the pulp zone and the stability of the froth. A stronger or weaker frother, or a blend of both, will alter the balance between pulp and froth effects and, ultimately, metallurgy. Dowfroth 250C and Polyfroth W31 may not necessarily be the best frothers for HVC from a metallurgical standpoint. There may be a different frother or frother blend that could deliver higher recovery in the bulk roughers."

"The optimal profile of a rock slope under given geometry constraint is investigated by means of the upper bound method of limit analysis. The optimal condition corresponds to maximizing stability factor. It is assumed that rock failure condition is suitably described by the Hoek-Brown criterion. Genetic algorithm is applied for locating the optimal profile. The optimal profiles turn out to be concave profiles but there are heaps around the toes of the slopes. Compared with plane profiles, the percentage of increase in stability factor can reach up to nearly 50%. The key geometry parameters of the optimal profiles are provided for practical use. The new upper bound formulation is capable of computing the stability factors of slopes of any shape, thus the stability status of a slope under man-made excavation can be monitored during the whole construction period.INTRODUCTIONIn mining industry, man-made slopes are excavated to create working surfaces. It is important to optimize the slope profile in order to maximize slope stability under certain geometry constraint. For instance, when the height and width of an excavation are assigned, a plane profile AC (see in Fig. 1) is widely applied in engineering practice, but it has been proved not the best one in terms of safety (Utili & Nova, 2007; Cala, 2007). A vertical profile ABC is the one with least stability. Thus, it can be deduced that there is a profile within the domain of the rectangle ABCD providing the highest stability. Cala (2007) compared the difference of convex and concave profiles in stability using strength reduction technique. According to Cala (2007), circular concave slopes can increase the maximum slope inclination under given factor of safety. Besides, based on upper bound theory of limit analysis, Utili & Nova (2007) assumed a logarithmic spiral profile to prove it is more stable than a plane profile in terms of the stability factor. Although the above studies attempted to seek the best circular or logarithmic spiral profiles, none of them considered the arbitrary shape of the optimal profile and its contribution to enhance slope stability."

"The potential use of industrial and municipal waste glass as a partial pozzolanic replacement for Normal Portland cement in mine backfill has been investigated. Considerable quantities of glass are currently discarded into landfill sites at high cost to municipal and industrial users with no foreseeable environmental benefits being gained by such disposal. This research study was undertaken to assess the viability of using ground waste glass materials as partial binder replacement of Portland cement fractionswithin consolidated mine backfill materials. The program was implemented to review various factors that could influence successful incorporation of glass waste replacement of cement, these factors being the feasibility of glass waste procurement, determination of process economics and the physical and chemical suitability of ground waste glass materials to generate adequate backfill strength when replacing Normal Portland cement fractions. A series of laboratory assessment trials were established to evaluate backfill component characteristics and mixture strength properties for both standard Portland cement-consolidated and blended Portland cement/ground waste glass-consolidated backfill materials. Side-by-side review of the strength behaviour of various component backfill/cement mixtures was designed to permit comparative evaluation of the capabilities of ground waste glass and Portland cement products as backfill consolidating agents"

"The commercial potential of a silica-kaolin deposit that occurs on the banks of and close to the Missinaibi River in the District of Cochrane, Ontario, is under evaluation by Algocen Mines Limited. The geological features of the deposit, as well as its probable origin, are described. Mineralogical analysis of the deposit samples indicates that the principal minerals are quartz and kaolinite clay; it is estimated that about 20 per cent of the deposit is kaolin clay. The impurity minerals present are: a slightly magnetic Fe-Ti oxide mineral, goethite, muscovite mica, tour-maline, staurolite, anatase and zircon. Laboratory research studies are in progress to develop and evaluate suit-able methods for the separation of silica sand from kaolin. Results to date indicate that good-quality silica sand with an Fe,03 content in the range of 0.012 to 0.025 per cent can be produced. It appears that the clay portion can also be beneficiated to yield products meeting commercial requirements. It has been possible to beneficiate a portion of theetlay to obtain the particle size distribution now specified by industry. However, research is continuing to develop suitable separation and beneficiation methods which can produce kaolin clay meeting all the commercial requirements."

A large magnesite-talc body is locared in Delora Township, 11 km sourh-southeasr of Timmins, Onrario. The deposit occurs in part of an Archean greensrone belt dominated by volcanic and sedimenrary rocks and large bodies of ultramafic intrusions. The magnesite-talc zane is abour 1800 m long, has a maximum width of 300 m and has been drilled ro 120 m below surface. Chemical analyses of rhe main carbonate zane average 20 ro 28% soluble MgO (magnesia), 5 ro 6% rota/ iron oxide and less rhan 0.1 % CaO (lime). Mineralogically, the zane consists of approximately 54% magnesite, 28% rate, /5% quartz and 3% hematire. Perrographic srudies suggest that rhe various assemblages of magnesite, rate, quartz and serpentine were derived from a parenr serpenrinire (after dunire). An early carbonitization stage, which produced a high-magnesite, low-talc assemblage, preceded a farer decarbonitizarion stage, which formed rhe main magnesite-talc assemblage. Despite a favourably low calcium oxide content of rhe magnesite-talc rock, considerable iron in the magnesire /at rice has limited the quality of the beneficiared product: rhe besr flotation concentrate to dare yields 92 to 94% dead-burned MgO. "Roughness at varying scales is an important component of the shear strength of discontinuities. Small scale roughness can be assessed in drillcore and through laboratory testing of drillcore derived samples. Large scale roughness, or waviness, also plays an important part in peak shear strength and a number of methods for its incorporation into defect plane strength models are presented.A number of methods for capturing waviness data from exposed faces are reviewed. A method is presented for deriving waviness from downhole televiewer data, which is shown to be significantly more accurate than structural data derived from core logging. The method is based on work undertaken in the highly anisotropic bedded units of the Hamersley Province, Western Australia where televiewer surveys are routinely undertaken. Values of waviness are derived through a review of variation in dip resolved in the direction of the slope face. This method allows design engineers to incorporate large scale roughness in defect plane shear strengths at the design stage.INTRODUCTIONThere are a number of constitutive models currently being applied by rock mechanics practitioners in calculating defect plane shear strength parameters, such as Patton, Barton – Bandis and Hencher [1, 2, 3]. Most of these shear strength determinations are typically undertaken by determining the base or residual friction angle, and applying corrections for small and large scale surface roughness."

"Drilling results from the established levels at AngloRouyn Mines Limited had indicated inadequate tonnages to meet the planning schedule. It was decided to develop the main zone of the orebody below the bottom working level of the mine. The orebody dips north at an average of 50 degrees and plunges to the west at about 10 degrees. Due to the need for rapid development of this area, a decision was made to use trackless equipment.This paper describes the method used and highlights the use of small 5-ton diesel trucks as carriers for the 2-cu.yd LHD machine. The method achieved advances of about 1,000 feet per month, at a dip of 12 degrees over a length of close to 2,000 feet, using as few as 20 men per day."

Talc has been mined at Madoc since 1896, the oldest mine in continuous operation in Canada. Canada Talc Industries Limited operates the Henderson and Conley deposits by underground methods. A newly discovered East zone is being de veloped by open pit. The raw Henderson talc is a foliated talc schist of high purity and whiteness; Conley talc is a white talcose dolomite. Products are used primarily as fillers in paints, plastics and rubber.
