Bases of National Power At a time when the economy of the world is in a particularly troubled state it is appropriate to examine some problems of the distribution of natural resources. I should like particularly to call attention to the remarkable increasing demand for natural resources, to give an analysis of the demand for certain mineral resources, and to direct attention to some problems in satisfying this demand. All industrial power is based on natural resources and the most basic of these are soils, energy resources, and mineral resources. There is a strong interrelation of these resources, more than is obvious, and I shall take up certain aspects from the point of view of a geologist. Few nations are well endowed with all three of the kinds of natural resources I have mentioned and much has been done by some small countries whose peoples are industrious and enterprising and where conditions for free world trade have been favourable. However, major industrial power is dependent on a substantial endowment of all three classes.

As Mr. Lundberg has already ably covered the theory of various methods of electrical prospecting, I shall confine my remarks to a consideration of the features which must obtain in an electrical prospecting method in order that it may be useful from a practical standpoint. These remarks I shall make with particular reference to the Elbof method. The successful application of all these methods rests, in the first place, upon the possibility of correlating theory, or empirically established facts, with the field data. Their practical usefulness, however, requires that the technique of making the field observations, and the procedure itself, be such that the method may be applied to large areas, under normal average conditions. The method, therefore, should not involve excessive preliminary labour costs to prepare the ground for actual prospecting work, nor should the prospecting work itself be so slow that its cost, when applied to extensive areas, becomes prohibitive. Moreover, it should be possible to apply the method even under difficult terrain conditions, such as rough topography and dense vegetation. It may be said of most of the methods referred to in the preceding paper, that, while they are interesting and theoretically sound, they fail to meet such practical requirements as I have outlined.

In 2002, Kennecott Utah Copper Copperton Concentrator installed an Expert Control system for optimization of their SAG and Ball milling circuits. The advanced process control has been well received and is utilized well over 95% of the time. In the years since, many lessons have been learned and many advances have been made. Improvements have produced millions of dollars of benefits and have included directly controlling feedrate with complex logic as opposed to using a bearing pressure controller, modifications to how sound is used for control, modifying logic for maximizing asset utilization and using advanced control for automating equipment restart.

For the past year, Lowphos Ore Ltd. has been operating two desliming hydroseparators on a fully automatic basis. Automatic operation is achieved by sensing the position of the silica-magnetite interface and automatically controlling the jet water addition to maintain a desired interface position. The system further provides automatic control of the underflow pump speed in order to assist in maintaining interface position when an <Ore change occurs. Interface position is maintained at 12 inches below the surface and is -controlled within plus or minus one inch. Metallurgical unit recovery is held above 98.5 per cent, and a 10 to 12 per cent increase in concentrate grade is normally achieved.

"The Construction Group is responsible for the construction of all of Placer Dome’s major projects and contributes to the development of most major feasibility studies. This group includes an international collection of Placer Dome people who have built mines in Papua New Guinea, Australia, Chile, the United States and Canada. This paper outlines the changing role of the Construction Group from the early days of single projects to today, when several projects are in various phases from feasibility to construction. The projects’ total annual budgets have from time to time exceeded one billion dollars. IntroductionAs the competition increases globally between the major gold mining companies, the impetus continues to build mines at the lowest cost with the shortest construction schedule. Placer Dome has more than met that challenge by building mines around the world at a pace that was not contemplated 15 or 20 years ago. Since 1960, Placer Dome has built 30 mines and expansions at a cost of nearly 4.5 billion dollars.In the last six years alone, Placer Dome has built 14 mines and expansions, worth 2.6 billion dollars. The company’s success is due primarily to Experience, Innovation, People and Standards.The diversity between projects, let alone the pace, has been a challenge. Placer Dome has built mines around the world in a variety of extreme climates and distinctive cultures. The construction experience gained from these projects has allowed Placer Dome to develop an extensive knowledge and data base making it easier to “fast track” projects.Through the years Placer Dome has developed a human resource base. It now has an experienced and adaptable core team of people able to set up construction projects and build mines anywhere in the world. By developing standards and systems to support the projects they can act as soon as a new project is approved, and complete the projects quickly and effectively. The result is that Placer Dome now has the construction expertise to build its own mines, giving them the competitive advantage that allows them to design and construct a mine in the least time at the lowest capital cost. This was demonstrated in March 1997 with the completion of the construction of two new mines in 12 months."

The use of lightweight aggregate as a constituent of concrete is not a recent development. Pumice was used by the early Romans, in pozzolana cement concretes, in the construction of many of their works. However, the recent development of manufactured lightweight aggregates, such as the expanded shales, vermiculite and perlite, has created a possible use for a whole new group of Portland cement concretes. Concrete can now be produced with unit weights ranging from 30 to 150 pounds per cubic foot and with various insulating, fireproofing, acoustical and structural properties. The tonnage of such materials being used has increased considerably in each of the past ten years, and can be expected to increase for the next several years as availability of the aggregates becomes more widespread and the properties of such concretes become more thoroughly investigated and more generally known. Tailings and water management facilities are essential and integral components of mine and mill operations. They must be managed for the long term in order to ensure that safe and environmentally responsible stewardship is achieved. Toward this end, in 1998, The Mining Association of Canada (MAC) published A Guide to the Management of Tailings Facilities, which recommended the implementation of a tailings management framework (Figure 1) to integrate environmental and safety considerations into each stage of the life cycle of a tailings facility, from initial site selection and design, through construction and operation, to eventual decommissioning and closure. By February 2000 it was becoming apparent that while mining companies were making significant progress toward implementing and documenting tailings management systems, and integrating them with overall environmental management systems, further effort was warranted in their application at the operational level. In particular, a need was identified for further guidance in preparing manuals that outline procedures for the safe operation, maintenance and surveillance (OMS) of tailings and water management facilities.

It always has been a serious issue to improve safety in mine sites, demolition work sites, and civil engineering work sites. Especially, collision accidents caused by construction equipment damage not only the productivity of operations but also the health and life of workers in those work sites. To solve this problem, a variety of worker auto-detection means are developed so far, but they have not still become widely used in actual worksites. There have been two controversial points in the prior methods. One is that they were not enough in respect of the detection accuracy and certainty, and the other one is that the information of the detection results was not comprehensible to the operator of equipment. In this paper, the functional requirements of the obstacle detection system in earth moving work site is redefined at first, and then, it is proposed to apply a stereo vision to the obstacle detection system for an excavator. The system consists of horizontally arrayed two digital cameras with low distortion lens, an image processing controller, and a monitor for an operator in the cab. Stereo vision calculates the depth image from images of two cameras and detects the presence of obstacles, its distance, direction, and dimensions. Sensed obstacles are informed to the operator in the monitor image. Preliminary experiments are conducted with a stereo vision system mounted on a real equipment in a demonstration site. The result shows that two controversial points of the conventional technologies are improved, and that the applicability of this system is validated.

Microseismic (MS) methods offer one of the few ways to monitor a 3D volume of rock and essentially see into the rockmass and the regions of real time rock fracture. This is a critical component when considering workplace safety as well as the economic viability of a mining operation. New Gold Inc. New Afton Mine, an intermediate copper-gold mining company located 350km northeast of Vancouver in the south-central interior of British Columbia, Canada, has recently installed a MS system to help understand the block caving process in space and time. For a block cave mining operation is it important to utilize the MS events to map out the seismogenic zone related to the regions of stress concentration and fracturing mechanisms which lead to caving. The geological setting within the local array is complex, consisting of several distinct lithologies with unique material properties that each affect the microseismic signal differently. The block cave consists of a muck filled void, also affecting the seismic waveform path. This paper compares the use of a single velocity model to a variable velocity model which accounts for the differing lithologies and cave. The variable velocity method determined 3D raypaths for all source to receiver possibilities through five irregular shaped geological domains and the estimated cave. For calibration blast data, the variable velocity model is found to successfully decrease the error for event location from an average of 38m to 20m (47% improvement), and its importance to location accuracy is expected to increase as the cave develops in size.

Arsenic is a highly toxic compound that is naturally found in the environment and is released through the processing of sulphide minerals. Arsenate (As5+) is less toxic than arsenite (As3+) and is soluble in water but can form insoluble precipitates when metal ions are present. The arsenic removal processes used in industry assume that arsenic is in its pentavalent state. Hydrogen peroxide can be employed to oxidize arsenite; however, it is expensive. It has been shown that activated carbon can be used to catalyze the oxidation of arsenite with oxygen as the only consumed reagent at ambient conditions with an efficiency of 99% in less than 24 hours. The mechanism which oxidizes arsenite is not yet understood; however, this study shows that a strong oxidizing agent is formed in-situ. The species and amount of oxidant formed were determined via iodimetric titration and electrochemical methods. The production of oxidant was optimized by comparing the amount of oxidant formed in-situ to the relative amount of arsenite oxidized.

In mineral processing plants, cyclones typically perform the classification duty prior to the downstream recovery process. Particle size distribution of the cyclone overflow is an important parameter and can be viewed as the product of the comminution process. Too coarse of a product will likely have poorly liberated valuable minerals and make recovery difficult. Too fine of a product may represent a missed opportunity to increase plant throughput and/or also result in low recovery due to poor kinetics. “Near-line” particle size measurement instrumentation has been in place for several decades, its availability and low measurement frequency have typically been inadequate for reliable use in automatic control. CiDRA Minerals Processing has developed a novel and robust technology that provides a highly reliable and low maintenance system for “on-line” measurement of the particle size in the overflow of individual cyclones. The system is based around a wetted sensor design with no moving parts and provides a real-time trend of the desired target grind size parameter. The system does not require sampling and associated sample transfer piping that is prone to plugging, thus avoiding high maintenance requirements. Plant data and benefits realized from the latest installations of the CYCLONEtrac PST will be presented. INTRODUCTION Impact-based real-time hydrocyclone particle size measurement Acoustic impact-based particle size tracking is a unique method for measuring and controlling the particle size in cyclone overflow streams. The implementation of this technology is centered upon a sensor probe that is inserted into the overflow slurry stream via a two-inch (50 mm) hole in the overflow pipe (Figure 1). Particles within the slurry stream impact the surface of the probe generating travelling stress waves within the probe. A sensor converts these travelling stress waves into an electrical signal and proprietary signal processing techniques convert these signals into a particle size measurement that is output every four seconds. The sensor is constantly in contact with many particles in the slurry stream, thus obtaining information from orders of magnitude more particles than traditional sample-based technologies. The sensor has no impact on cyclone performance because it is located downstream of the hydrocyclone and the presence of an air core ensures there is no change in the back pressure seen by the hydrocyclone.

"IntroductionHydraulics has been considered a science for thousands of years. Applications included water wheels, dam; and slice gates but today the term ""hydraulics"" commonly refers to ""power hydraulics"" in which fluid is used under controlled pressure to do work. The mining industry employee’s hydraulics in practically every aspect of its operations, on such equipment as trucks, front end loaders, LHD units, crushers and hydrostroke feeders. The many benefits of hydraulic drives such as ease of variable speed control, high power: weight ratio low envelope size of hydraulic actuators and ease of maintenance have been extensively developed in the pulp and paper, chemical, steel, and other basic industries, but until quite recently, concentrator operators have not taken advantage of the versatile methods of power transmission offered by hydraulic systems.After some preliminary testing at the Lynn Lake concentrator Sherritt Cordon Mines Limited installed several hydraulic system; at their Fox Mine concentrator to drive slurry pumps and conveyors. The systems used at Fox and the systems which will be installed at the Ruttan concentrator are briefly described in this paper. Since acceptance is based mainly on understanding a few basic principles of hydraulics system; including pumps, motors, circuitry and central methods are also presented in the paper.PRINCIPLES OF POWER HYDRAULICSBasicsHydraulic systems provide an uncomplicated, versatile means of power transmission. The basic system is quite simple. It consists of five main elements, as shown in Figure 1, which are:1. Prime Mover - generally an electric motor.2. Hydraulic Pump - fixed or variable positive displacement type such as a piston or vane p.mp which displaces a constant amount of fluid for ead1 revolution - this unit converts mechanical energy of the prime mover into fluid energy.3. An underground mine fire can seriously threaten the lives of all personnel in the mine. This fact makes fire emergency planning a high priority in the mining industry. A fire emergency plan includes a means of warning miners of the existence of a fire, and the need to evacuate or retreat to a place of refuge. The warning alarm must be fast and must reach all miners, regardless of their location or work activity. Means of fire warning are varied, and include such methods as stench, flashing lights, telephones, and word-of-mouth (messengers). Unfortunately, none of these methods are entirely satisfactory. Stench can be slow and seldom achieves total mine coverage, especially in high-back room-and-pillar mines with low ventilation velocity. Telephones are effective only where personnel are close enough to hear the phone ring. A novel fire warning alarm system has been developed by the U.S. Bureau of Mines which enables instantaneous warning of all underground personnel. The warning alarm is sent by an electromagnetic signal which penetrates through mine rock from a transmitter to small person-wearable receivers. Each miner&apos;s cap lamp battery could be equipped with a small receiver and when a fire or other emergency occurs the miner could be alerted to the danger by a blinking of the cap lamp. Testing of prototype equipment has demonstrated that the transmitted signal is capable of penetrating through over a mile of mine rock and activating the receiver. This paper describes the theoretical basis for through-the-rock ultra-low frequency electromagnetic transmission, design of the prototype transmitter and receiver, test results, and status of commercial development of systems utilizing this technology.

In recent years, increasing attention has been focused on the hydrometallurgical treatment of base metals feeds, especially nickel laterites and polymetallic sulphides. One approach that has received some attention is the use of high?concentration chloride solutions (brines), which are now showing some promise after initial setbacks. Iron is usually the major component in the base metal feed to such processes, and if physical means cannot be used to remove it, then the iron concentration in the pregnant leach solution is always significant. This paper presents some of the background theory on the hydrolysis of iron in high-strength (>3M) chloride brines, and discusses the roles of temperature, solution concentration and free acidity. It is shown that the system is complex, but that crystalline and readily-filterable hematite can be generated, and that the system has a low energy requirement.

"In an Al-Mn alloy heat exchanger fin stock, the effect of annealing conditions for as-cast and 0.1%Zr addition on recrystallization behavior is investigated using metallurgical analysis. Refinement of post-brazed recrystallized grains in fin stocks with Zr addition are suppressed for long-time annealing. In 0.1%Zr fin stocks, there was a decrease in the number of fine a-Al(Mn,Fe)Si dispersoids for pinning of sub grain and grain boundary. In addition, relatively homogeneous distribution of Al3Zr dispersoids was observed with increasing annealing time in as-cast. Homogeneous distribution of Al3Zr dispersoids can have a major effect on pinning of sub grain and grain boundary during brazing heat treatment. The homogenous distribution of fine dispersoids prior to brazing heat treatment is effective in causing the suppression of refinement of post-brazed recrystallized grain structure in aluminum alloy fin stocks.INTRODUCTIONAl-Mn based alloys are widely used as fin stocks in automotive heat exchangers because of their superior mechanical properties, braze ability, sagging and so on. In particular, coarsening of recrystallized grain structure is beneficial to avoid erosion, and achieve excellent sagging resistance (Lee, Yoon, Kim & Jung, 2002). For resisting grain coarsening, the alloys should contain a dense and homogeneous distribution of fine dispersoids to retarder crystallization (Humphyreys& Hatherly, 2004). It has been demonstrated that addition of Zr to Al-Mn alloys can shift recrystallization to higher temperatures because of the distribution of fine Al3Zr dispersoids in matrix(Pokoba, Cieslar& Lacaze,2012). According to Tohma, Asanoand Takeuchi (1987), coarsely recrystallized grain structure was obtained in 3003alloy with Zr addition after heat treatment. However, fine Al3Zr dispersoids are usually heterogeneously distributed because of segregation during casting and low diffusion rate of Zr in aluminum. Therefore, a homogeneous distribution of Al3Zr dispersoids can be achieved through long-time precipitation annealing(Jia, Hu, Forbord& Solberg, 2008)."

INTRODUCTION IN PREPARING this paper for the District 4 Meeting, three factors had to be considered. First, the paper must fit the time alloted; second, it must give a general picture of the geology for those unfamiliar with the property; and third, it must contain some new material in order to be of interest to local delegates. The most comprehensive extant discussion of the geology of the property of McKenzie Red Lake Gold Mines, Limited, is contained in Horwood&apos;s report on the general Red Lake area ( 1). This report is the &apos;bible&apos; of the area, and a general paper on the geology of this particular mine would almost certainly appear to be a condensation of it. It was thought, therefore, that the most suitable procedure would be to base the general outline on Horwood&apos; s report, to extend that outline where possible from information gained since its publication, and finally to leave dangling for the contemplative geologist some of the ideas and problems which ?are currently under consideration. LOCATION AND HISTORY The property of McKenzie Red Lake Gold Mines, Limited, is in Dome township, in the Red Lake mining division of northwestern Ontario. The mine is on McKenzie Island, about four miles north, by water, of the Hasaga mine and old Howey mine.

"Preliminary investigations indicate that organic lake sediments offer some potential for gold exploration within the Canadian Shield of northwestern Saskatchewan. It is also apparent that certain precautions must be taken.Gold is primarily related to the organic fraction of the lake sediments, which, although giving consistant Au contents to those sediments, may restrict the dispersion of Au within the lake itself. It may be necessary to carry out selective extractions on the lake sediments to differentiate between Au related to organic sequestration, indicative of hydromorphic and/ or chemical dispersion, and Au related to inorganics, indicative of mechanical dispersion.Lake sediments are probably only of use for very detailed exploration (i.e. every lake). One to three samples per lake should be appropriate, although a single centre-lake organic-rich sediment sample may be adequate in very small lakes. Each lake sediment sample should be analyzed at least twice and the analytical data carefully monitored and evaluated.The use of As in lake sediments as a pathfinder element for gold is applicable in the search for certain types of gold occurrences.Following detailed lake sediment sampling, basal till sampling can possibly be used to localize areas of potential gold with or without base metal mineralization."

"In the processing of gold ores by the cyanidation route, effluents which are discharged to the tailings areas can contain up to several hundred parts per million of cyanide in complex combination with similar quantities of heavy metals. Complicating this obvious problem of waste control are concentrations of thiosalts and thiocyanates which are roughly equivalent to the amounts of cyanide species. Although most gold mills are located in thinly populated areas, such contaminants can represent a potential environmental problem due to the various limitations exhibited by on-property ponding.The former Extraction Metallurgy Division of CANMET recognized the problem and, in early 1974, invited representatives of the gold mills to Ottawa to discuss the situation. At that meeting members of the Division presented a ""state of the art"" literature survey of cyanide abatement technology for waste solutions, together with preliminary cost estimate data(1). Shortly thereafter, Environment Canada, together with Environment Ontario, decided upon a guideline of 0.1 ppm (0.1 mg/l) total cyanide content as tolerable for an effluent stream which is discharged, in any manner, to the watershed."

"IT is indeed a pleasure to have the opportunity of addressing this group today. Not only does it give me the opportunity of meeting with representatives of what is considered by many to be the most dynamic segment of industry in Canada today, but it also allows me to talk about a subject of para-mount interest to myself, the development of the North, and to explain, if even only briefly, some of our beliefs and hopes in this regard.It is inconceivable that all lands north of the 60th parallel, representing 35 per cent of Canada's total land area, which we believe contain a great natural resource potential, will remain as an undeveloped portion of Canada. The re-sources are there, although the people and private industry are as yet not there in sufficient numbers.It has been estimated that in the west and north of Canada there are 1.6 million cubic miles of sedimentary rocks. Of this figure, 342,-000 are thought to lie in Alberta, 115,000 in British Columbia and about 1 million cubic miles are thought to lie in Canada's northern regions, the bulk in the Arctic Islands. On the basis of apparent volumes of sedimentary rock, we estimate that as much as 13 billion barrels of petroleum may lie beneath the permafrost of the North-west Territories, another 3 billion barrels in the Yukon Territory and 33 billion barrels in the Arctic Islands. This is, indeed, a rich and elusive prize, and one which must be sought with a view to fulfilling demands on the production of petroleum."
