"Ultramafic Ni ores present significant challenges in processing in that both recoveries and grades are not satisfactory, due to the presence of Mg silicates in large amounts. Significant quantities of xanthates and CMCs are generally used for their recovery by flotation. Additionally, given that some of these ores are processed under acidic conditions, CS2 generation due to xanthate decomposition presents some safety hazards. Technology to replace xanthate has been developed for which the safety and health issues are absent. Collector S-10294 shows significant improvements in Ni and overall S recovery at a dosing rate of one half that of xanthate. New polymeric modifiers have also been developed that help reduce the Mg content of the concentrates at very low dosages. The reagents are custom designed for use in normal or hypersaline water, and acid or alkaline conditions.INTRODUCTION The use of xanthates in sulfide mineral flotation is reported to have started as early as 1925 (Nagaraj 2005). The reagent is now ubiquitous in the mining industry, accounting for 40-50% of total collector consumption. In recent years, the development of more selective reagents has rendered xanthates largely obsolete in Cu flotation. However, xanthates continue to be sold in large amounts in the Au, PGM and Ni flotation industry, where bulk sulfide flotation is required. The low cost and easy availability is the largest driver for the use of xanthates in the minerals industry. Of particular interest to this study is the use of xanthates in the flotation of Ni sulfide ores. About 60% of the world’s annual nickel output is obtained from sulfide Ni ores (Hoatson, 2006). A strategically important category of these ores is the ultramafic hosted sulfides, such as those of Western Australia and Canada. These ores are characterized by low Ni grades (<1%), with the Ni minerals being pentlandite, violarite, millerite and mackinawite, and gangue minerals comprising an array of altered Mg silicates, mostly serpentines. The challenges associated with treating these ores are well documented (Eltham et al. 1973; Claridge et al. 1975). One challenge is that Ni recoveries from these ores are lower. This has been attributed to the increased pulp viscosity, as discussed in detail by Vasudevan et al., 2010. Additionally, Mg silicates tend to report to the concentrate in large quantities, which is problematic for two reasons: a) concentrate dilution, and b) the high melting point of Mg silicates tends accelerate wear on the refractory lining of smelters. This has been attributed to network transport to the froth phase via bubble flux and entrainment (Patra et al, 2010)."

"Autoclave oxidation, bacterial and chemical liberation, roasting, acid oxygen processes, atmospheric oxidation prior to cyanidation are applied to process refractory sulphide concentrates. It is obvious that the processes with the maximum effect regarding gold recovery are those in which complete destruction of sulphides takes place and gold becomes accessible for further cyanidation through liberation from sulphide “capsula”. But the significant recovery increase is often accompanied by a process complexity, high expenses for equipment purchase and maintenance. It makes material processing costinefficient. Process optimization has led to progress in ultrafine grinding, bacterial and autoclave oxidation processes. In our opinion sulphide atmospheric oxidation processes are the most interesting as oxidation there runs without high temperature (up to 100°?) and excess pressure (open units), and with acid environment close to neutral. The process of sulphide concentrates treatment named “Albion” (Albion Process™) represents a combination of ultrafine grinding and oxygen oxidation without pressure and external heating. The process has a number of advantages: sodium cyanide consumption decrease during gold leaching and high ecological compatibility. TOMS institute in collaboration with Glencore Technology Pty ltd (Australia) tested Albion technology aiming at liberation of finely disseminated gold from flotation concentrate produced from refractory ore of one Russian deposit. The testing has shown that Albion technology makes it possible to process refractory products with quite small capital investments. It enables involving medium and small refractory gold deposits into processing.INTRODUCTIONThe considerable part of the world Au-bearing reserves is present by refractory ores with finely disseminated gold. Gold in such ores is often associated with sulphide minerals and locked in so called “sulphide capsula” since it is closed inside dense sulphide grains and inaccessible to recovery by cyanidation. To treat refractory sulphide concentrates containing gold a number of processes were developed and they can be divided into three groups (Figure 1)."

"IntroductionAn integrated Truck Management Information System (Truck MIS) evolves as seemingly separate functions combined to yield a single homogeneous result / product. The concept of a computer integrated Truck MIS includes truck dispatch, truck maintenance management and truck weighing.A truck management system is only as good as the information / data bases input to it. The concept of an integrated system works best with automated data gathering. Automated data gathering provides timely and normally, the most accurate historical information/data bases. Data bases are, however, historical, which is a problem to be overcome in a computerized truck management information system, especially in regards to a truck dispatch system as loading sites / loading conditions and some dump site conditions continually change. As these changes occur, data base s must change as well, and thus the need for the continual update of data bases that the computer uses for a Truck MIS.For a truck dispatch system to achieve reliability / viability, dispatch decisions need to revolve around real time data gathered in an automated way. Integration of all truck management function s through automated data gathering lead s to the best over-all system.An integrated system is a combination of many different factors and is only as good as each factor / building block put in the system. With the proper building blocks, an integrated Truck MIS is very feasible - an MIS System that includes weighing, time and motion study, truck maintenance and maintenance management, as well as truck dispatch.Truck MISAn integrated Truck MIS provides for truck dispatch as the ultimate end result, a truly automated /integrated truck dispatch system (to function non-operator-dependent). The following comprises its central building blocks:-Time.- Haul Cycle Segments.Truck Status, i.e. Load on truck,- being loaded,- loaded,- unloaded,- in service,- out of service.- Vehicle Location.Loading Equipment Status.- in service,- out of service.Optional- distance travelled in each haul segment.With this data provided on a non-operator dependent basis, it is possible to build good data bases so a computer can make truck dispatch decisions. "The amenability theory was developed by Alex Naudts and considers grouting operations as continuous permeability tests where Newtonian test fluid water, is replaced by a cementitious or solution grout. It utilizes hydraulic conductivity and grouting data to establish the amenability coefficient of a particular grout zone. The amenability coefficient reflects the quantity of apertures or voids accessible to the selected grout, divided by the number of apertures accessible to water, in the zone intersected by the grout hole. By calculating, in real time, the effectiveness of a particular grout at the start of a grouting operation, the most appropriate grout to match design criteria can be targeted. By incorporating the amenability theory in every grouting operation, schedule savings and an increase in productivity are typically achieved. Three short case studies illustrate different enhancements in productivity: At an underground mine during the construction of declines, a cement based suspension grouting program was highly ineffective and did not appear to affect the inflow into the mine workings. The amenability theory was utilized to evaluate the grouting program and based on this evaluation, changes to the grouting program were made which allowed the grouting to meet the project’s objectives. On another project, a pre-excavation grouting program implemented during shaft sinking operations utilized the amenability theory to select the most suitable grout for the program. Schedule constraints also influenced the selection of the grout. In the third case history presented, the amenability theory was used to select the grouting sequence of every individual grout hole for a grouting project in a highly heterogeneous soil formation. INTRODUCTION The amenability of a given soil, civil structure or rock formation for a particular grout formulation is a measure of the ability of that grout to permeate the pores, fissures and apertures water will flow through. The amenability coefficient of a particular grout for a specific zone equals the percentage of apertures, pores and fissures accessible by water that are also accessible by grout. Grouting should be viewed as a continuous permeability test, where the apparent in-situ hydraulic conductivity value for a particular grout zone is continuously evaluated, using grout instead of water as test fluid."

The Cerro Verde copper-molybdenum porphyry mine, majority owned and operated by Freeport- McMoRan Copper & Gold, is located 30 km southwest of Arequipa Peru. The concentrator, which produces copper and molybdenum concentrates, started operating in late 2006 with a 108,000 tpd design capacity, processing primary sulfide ore (mainly chalcopyrite and molybdenite). Plant capacity was recently increased to 120,000 tpd. The comminution circuit consists of one 60? x 113" primary crusher, four MP-1000 secondary crushers in closed circuit with dry screens, four 2.4m x 1.6m High Pressure Grinding Rolls (HPGRs) in closed circuit with wet screens, and four 7.3m x 11m gearless ball mills in closed circuit with cyclones. The HPGR circuit is fed by the Secondary Crushing circuit product at a T80 of 35 millimeters, and the HPGR circuit product feeds the Ball Mill circuit at a T80 of 3000 microns. This paper describes operating experiences with HPGRs during these first four years highlighting improvements in operating practices and presentation of data regarding operational efficiencies, also discussed are the primary benefits provided by HPGRs such as production of micro fractured particles, reduced ore Bond Work Index, and reduced power consumption. Cerro Verde represents the first installation of HPGRs in both the copper industry and large scale hard rock mining.

"The Underground Research Laboratory (URL) is located in southeastern Manitoba, in the Lac du Bonnet granite batholith of the Canadian Shield. It was constructed by Atomic Energy of Canada Limited (AECL) to conduct geotechnical research for the Canadian Nuclear Fuel Waste Management Program, assessing the concept of permanent disposal of nuclear fuel waste deep in plutonic rock.One of the primary objectives of the research program at the URL is to develop a nondestructive rock mass characterization method that can be used during siting, design and construction of a used fu el waste disposal vault. An experimental program was established to assess radar reflection profiling as a technique for fracture characterization in granite. The highly resistive, homogeneous nature of the Lac du Bonnet granite is ideal for the propagation of electromagnetic energy at the radar range of frequencies and water-filled fracture zones act as excellent reflectors because of their contrasting electrical properties.Radar reflection profiling was undertaken to characterize a major fracture zone located between 5 m and 10 m below Room 211 on the 240 m level of the URL. The profiling was done at a frequency of 120 MHz, on a 1m grid laid out on the bare rock floor of the room. Reflectors identified in the analog data were correlated between the profile lines, digitized, and a three-dimensional surf ace for each recognizable reflector was constructed. These surf aces were then compared with data obtained from the examination of numerous cores from adjacent boreholes intersecting the fracture zone. A very good correlation was found between the major radar reflectors and the most intensely fractured regions of the zone. Modelling studies also showed that a series of prominent shallow radar reflectors were caused by a borehole drilled close to Room 211."

In 1997, a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded that (1) that Canadian industry and Natural Resources Canada (NRCan) should fund a small secretariat in Ottawa to support technology transfer in Canada and, (2) that it was important for industry to continue the momentum of MEND on an international scale. The need for the International Network for Acid Prevention (INAP) was strongly endorsed by consultants, company, university, and government experts from Australia, Canada, and the United States who convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP?s members to promote the dissemination of successful practices, the identification of knowledge gaps, and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed as sufficient justification for the formation of INAP. INAP was officially launched in October 1998, and is now an effective, industry-based initiative to globally coordinate research and development in the management of sulphide mine waste. Significant improvements in the management of sulphidic mine materials through knowledge sharing, research, and development of technology by INAP will reduce liability associated with acid drainage. In this study, 3.1 mm thick Ti-5553 (Ti-5Al-5V-5Mo-3Cr) butt joints were autogenously welded using a 4 kW continuous wave Nd:YAG laser. The effect of welding speed and defocusing distance on the weld quality was investigated in terms of the surface morphology, welding defects, microstructure and hardness. Welds with full penetration were achieved at a defocusing distance ranging from -1 mm to 0 mm and welding speeds from 2.25 to 6.0 m/min. Underfill and porosity were the two main defects most frequently observed but within the optimum process window these defects could be maintained to meet aerospace specification tolerances. The fusion zone (FZ) consisted entirely of retained beta with a refined dendritic morphology. Compared to the bimodal alpha (a) + beta (ß) microstructure of the base metal (BM), the dissolution of the a phase was observed in the heat affected zone (HAZ), which led to an 11 % decrease in hardness from the BM to the FZ. To determine the tensile properties of the welded samples, an automated 3D deformation measurement system was used to measure the local strain in the weld region. The yield strength (YS) and ultimate tensile strength (UTS) increased with increasing welding speed with a highest joint efficiency of 75 % being achieved, albeit with a concomitant reduction in the ductility.

"Teck and Aurubis are working together to commercialize a technology for the processing of copper arsenic sulphide concentrates that is economic and sustainable with regards to the environment and community. The pressure hydrometallurgical approach is a desirable option as mineral extraction and arsenic fixation can take place in a single autoclave vessel. A test work program was carried out where a range of copper concentrates with varying arsenic grades was processed under CESL leach conditions. This paper discusses the stability character (in terms of arsenic) of the resulting residues and their mineralogy. The basic ferric arsenate sulphate phase (BFAS; otherwise known as type 2) was identified as the main arsenic carrier. All CESL residues demonstrated high stability (<1 mg/L As) through a range of aggressive (pH and ORP) environmental leach conditions.INTRODUCTIONArsenic deportment and control in the copper industry needs an integrated approach involving each stage of the value chain, i.e. exploration, mine operation, refining process and mine closure. Teck Resources Limited (Teck), Canada’s largest diversified mining company and Aurubis, Europe’s largest copper producer, have formed a partnership to advance the application of CESL copper-gold technology for the development of high arsenic bearing copper resources (Bruce et al., 2011).Among the options for arsenic control in the metallurgical treatment of copper concentrates is the precipitation of ferric arsenate, which is widely accepted as the most suitable method for stabilizing arsenic (Ferron and Wang, 2003). The pressure hydrometallurgical approach to processing arsenic bearing copper concentrates is a favorable option as mineral extraction and arsenic fixation can take place in a single autoclave vessel. Under CESL pressure leaching conditions (150 °C, 1380 kPa) high copper extraction and arsenic (V) fixation is possible.Within the pressure leach autoclave, arsenate and ferric iron react to form scorodite type phases. The precipitate formed under CESL conditions is dependent on the Fe (III) /As (V) ratio and the tenor of cations and anions, particularly excess sulphate (Gomez et al., 2011a). Previous studies on CESL residues have found arsenic to be present as crystalline scorodite (FeAsO4.2H2O) (Bruce et al., 2011), basic ferric arsenate sulphate (BFAS: Fe(AsO4)1-x(SO4)x(OH)x·(1-x)H2O, where 0.3<x<0.7), and/or arsenate adsorbed on to hematite (Gomez et al. 2011b). Although not a focus of previous work, scorodite was the predominant precipitate formed when the concentrate Fe/As was <1.5 (Mayhew et al., 2010), and BFAS was the predominant precipitate when the concentrate Fe/As was >10 (Gomez et al. 2011b)."

In the spring of 2010 double refractory ores from historical stockpiles were processed through Barrick&apos;s Goldstrike pressure oxidation facility, thereby providing preg robbing feeds for a variety of metallurgical testwork. This paper describes the effects of amount, type, place and time of addition of activated carbons on CIL gold recovery and shows that native carbon in plant PDX&apos;ed discharge solids can still preg rob gold loaded activated carbon.

"The Iron Ore Company of Canada's Carol Lake Project is Located near the western boundary of Labrador, 960 air kilometers northeast of Montreal (Figure 1).The Concentrator operation was started in 1962 with a capacity to produce 7 million tonnes of concentrate per year. The bulk of the concentrate was pelletized at a 6 million tonnes per year pelletizing plant completed in 1963. The remaining concentrate was sold in the international market. The concentrator was first expanded in 1966 to 10 million tonnes per year capacity with the pellet plant also expanded in 1967 to match the increase in concentrate production. In 1973, the concentrator was further expanded to gear with the increase in concentrate sales. In 1977, more than 40 million tonnes of crude ore was processed to produce in excess of 17.4 million tonnes of concentrate and 10.4 million tonnes of pellets."

"This paper discusses how to effectively conduct energy efficiency studies during the design of new mineral processing plants and plant expansions. Energy management studies for new plants are ideally conducted as part of the feasibility study, but can also be done at the detailed design stage prior to the purchasing of equipment. Energy management engineers work as part of the mineral processing plant design team.Such studies usually result in energy savings of approximately 3-8% of the predicted plant’s energy consumption and energy demand. Potential cost savings can be significant. A variety of mineral processing systems – crushing/grinding, pumping, materials handling, fans/blowers, compressed air, and others – are assessed within this study.Energy Management Information System (EMIS) studies can also be performed for the new plant or plant expansion, as an independent study. EMIS can be incorporated into the electrical and controls design of the plant.Most Canadian Utility companies fund new plant design studies and provide financial incentives based on the predicted energy savings and incremental cost of the more energy-efficient design. A new plant energy efficiency study improves the potential for energy reduction because only the incremental equipment cost is included in the project return-on-investment calculation. After the design and construction phases, energy efficiency projects must justify the entire cost of the upgrade, which is significantly higher than the incremental cost alone.This paper outlines the major steps of a new plant/plant expansion energy efficiency study, the available utility company incentives, and the areas yielding the largest potential energy savings.IntroductionThis paper discusses energy efficiency studies and energy management systems with regards to mining operations. Energy management refers to the systems of monitoring, analyzing, and optimizing energy usage within a facility. It includes energy efficiency optimization of the initial plant design as well as the implementation of an Energy Management System (EnMS) and Energy Management Information System (EMIS) for optimizing energy usage over the lifetime of the facility. An EnMS is the organizational framework and procedures for managing energy use; an EMIS is the system of monitoring, reporting, and tracking process energy use against targets."

"The IREDES1 Special Interest Group (SIG) for drill rigs has been active since its launch during MineExpo 2000 in Las Vegas, Nevada, United States. SIG for drill rigs is responsible for the development of an IREDES drill rig profile, including the exchange of production planning, performance, and quality reporting data between various kinds of drill rigs and the databases used by the operating mine. During 2001, a first draft of the drill rigs profile was jointly prepared by drill rig suppliers, mining companies, and third-party suppliers and reviewed during several SIG meetings. The profile for prototyping projects was released in mid-2002; the first official IREDES release was based on feedback received from these projects.In 2002, LKAB and Atlas Copco decided to carry out an IREDES prototyping project using the Simba L6C production drill rig. The goal was to verify the drill rig profile and identify potential problems prior to the official release. This was done by implementing the IREDES prototype version into LKAB’s production planning and Simba rig control systems. The Simba rig control system was designed to handle drill plan and logging information coming from the mine planning system. In parallel to this, the mine production system was adapted for drill plan export and logging data import in IREDES format.This paper presents the most recent results of the IREDES prototyping project. Results from late 2002 show that the basic architecture of the drill rig profile works and that a common language for data exchange, IREDES, will be a central requirement for future mine automation.As a result of the IREDES prototyping project, the IREDES standard was approved at the IREDES board meeting held at the 2003 CIM Annual Conference and Exhibition. Soon thereafter, IREDES compliant products, including drill rigs and mine production planning systems, were put on the market."

"The Kemess mining and milling complex is operated by Northgate Minerals Corporation and is located in the mountains of north-central British Columbia, 430 kilometers northwest of Prince George. The complex consists of the Kemess South open pit mine and a 52,000 tonnes per day mill. Hypogene, supergene and leach cap ores are processed using conventional crushing, grinding, and flotation techniques to produce gold-copper concentrates with minor by-product silver value.The rougher flotation concentrate is re-ground in closed circuit before being cleaned to final concentrate grade. Historically, gold losses in the cleaner tailings were primarily associated with pyrite, with only minor amounts of free gold. More recently, with the processing of high pyrite ores, the major losses were found to be free gold less than 10 microns in size. The fine grind required for the high pyrite ores resulted in over-grinding of the free gold particles in the regrind circuit, contributing to poor flotation characteristics. It was thought that if this free gold could be recovered by gravity at coarser size in the regrind circulating load, the free gold losses in the cleaner tailings could be reduced.Preliminary test work carried out by Knelson Gravity Solutions indicated the potential for free gold recovery in the regrind circuit. A Knelson XD-30 Concentrator was installed with variable speed capability, and a series of optimization tests were carried out. In addition, cleaner tailings were characterized with gravity operating and with gravity not operating to determine the overall gold recovery benefit. The single Knelson XD-30 installation recovers ~10% of the total gold in the regrind circuit and increases overall recovery by 3% when high pyrite ores are processed."

"Over the past several years, Svedala has developed a continuous charge monitor (CCM) for tumbling mills. It consists of a strain gauge embedded into a rubber lifter and associated electronics. This paper describes the installation and use of such a device on a SAG mill at the Holt-McDermott Mine. Comparison to measured static volumetric load and bearing pressure and inclusion of the measurement into a control strategy and its potential for condition monitoring is discussed. INTRODUCTIONWhile the measurement of load is very important in all kinds of grinding applications, the biggest benefits are expected from AG and SAG milling. This is what motivated Holt-McDermott to take a closer look at this problem, with a view to optimizing SAG mill performance.In many cases, the SAG mill control problem can be stated as maximizing throughput while avoiding a volumetric overload, with the other constraints (e.g. power, grind size, upstream/downstream equipment constraints, etc.) playing a less important role. This is certainly true at Holt-McDermott where the SAG mill is the production bottleneck about 90% of the time, and anything that can be done to increase SAG mill throughput will have a significant impact on operating profit.Although the goal of maximizing throughput while avoiding volumetric overload is simple to state, it has proven to be much more difficult to achieve. The mineral processing industry has expended a great deal of time and effort to devise control strategies in the pursuit of this objective. While much progress has been made, there is still room for considerable improvement. Across the industry it is probably fair to say that overloads occur relatively infrequently, but the real losses accrue as a result of the tendency to run rather conservatively."

"The gold recovery of a Mexican cyanidation plant, in Sonora, has been decreasing due to the increasing presence of gold tellurides. This work presents the results of different processes aimed to recover the remaining gold from the cyanidation tailings of the operation. The cyanidation in the mine is performed at 0.1 g/L NaCN and pH = 10.3, adjusted with lime. The treatments studied in the laboratory with these tailings were: cyanidation at higher cyanide concentration than that used in the plant, cyanidation with oxygen injection, cyanidation with oxygen and lead nitrate addition, and thiourea leaching. The results obtained with each of these treatments are presented and discussed with the final objective of proposing a method to recover the gold associated with tellurium.INTRODUCTION It has been demonstrated that gold telluride is refractory to the conventional cyanidation process and, for this reason, some alternative methods to recover precious metals from tellurides have been proposed. (Zhang et al., 2010). These include cyanidation with modified conditions or the use of non-cyanide leaching agents. This work presents the gold leaching results of tests performed with a sample of cyanidation tailings obtained from a Mexican deposit containing telluride species. The mine exploits a mesothermal deposit with a molar Te/Au ratio of 1, containing also lead, molybdenum, bismuth and tungsten. Gold is recovered from the ore by standard cyanidation, however, lately the gold recovery has decreased, likely due to the tellurium content of the ore. The sample used in this work was the cyanidation tailings of this deposit. It was treated in the plant by cyanide heap leaching (0.1 g/L NaCN, pH = 10.3 adjusted with lime). Some gold remained after the cyanidation and it was thought that this gold was associated with tellurium. The objective of this work was the recovery of the remaining gold from the tailings by an alternative process."

Underground mine developments, such as haulage drifts and cross cuts, play a vital role in providing access to ore extraction areas for mine production. The stability of mine developments is thus of crucial importance during the life of a mine plan. Many Canadian mines use longhole mining methods or one of its variants. These methods require access to the orebody through mine developments such as haulage drifts and cross cuts on multiple levels. This paper examines the stability of mine development access intersections with respect to the planned mining sequence. A case study, the #1 Shear East orebody at Vale?s Garson Mine in Sudbury, Ontario, is presented. A three-dimensional, elastoplastic, finite difference model (FLAC 3D) was created for a development intersection situated 1.5 km below ground surface. The stability, or performance of the intersection, is evaluated in terms of the strength-to-stress ratio. The ratio threshold is set at 1.4 for temporary openings. Unsatisfactory performance is defined as a strength-to-stress ratio less than this threshold value. The performance of the intersection stability is evaluated at various modelled mining stages and the probabilistic method of analysis is then invoked to study the probability of unsatisfactory performance of the intersection. The results are presented and categorized with respect to probability, instability, and mining stage.

The Caledon Outwash is a large deposit of glaciofluvial gravel and sand located 55 km north west of down town Toronto. For the most part it was laid down in a meltwater channel fronting the Paris Moraine about 14,000 years ago. Applying the braided bar model of Eynon and Walker (1974) the principal facies present are imbricated coarse gravels (bar corefacies); crudely stratified, imbricated bar top sandy gravels; and trough crossbedded side channel sands and gravelly sands. Of lesser importance are crossbedded bar front gravels, shallow braided stream facies gravels, and stoss side facies sands and pebbly sands (rare). Industrial Minerals in Canada up to 95% Ordovician limestone and siltstone in the gravel fraction. A siltstone content of up to 34% requires that beneficiation be carried out for the production of better quality aggregates. Resources remaining are estimated to exceed 500 million tonnes in 3000 ha of the most suitable part of the deposit. Present production is about 4.5 million tonnes per year, shared by several producers.

"While it might seem like heresy to suggest that ""taxation"" can be a source of financing, never the less some generous tax rules can considerably enhance the tax savings pertaining to a particular expenditure or project. A basic tax knowledge, and careful tax planning, can optimize government participation in a project. INTRODUCTIONIn trying to identify sources of financing for a project, ""government"" as a source of funding is normally thought of in terms of government grants, loan guarantees, interest rate buy downs, property tax waivers, hydro subsidies, and so on. Generally, such concessions are somewhat difficult to obtain, especially in the current period of apparent fiscal restraint. One source of government funding which should not be overlooked is the income tax regime, and, at the provincial level, the various provincial mining tax regimes.While the taxpayer would not normally view a tax system as a potential source of government financing, nevertheless various federal and provincial rules applicable to the mining industry can offer attractive tax deductions - and tax savings - with respect to particular expenditures. In fact, it is not unusual for a civil servant to refer to a tax deduction as a tax ""subsidy"". For example, in the right circumstances, the cost of a smelter expansion in New Brunswick would cost the operator only 31 cents on the dollar, with the federal and provincial governments paying for the other 69 cents by foregoing tax revenues (Table I). In a sense, such tax savings could be compared to a government grant equal to 69% of project costs. Of course, not every project expenditure will generate that degree of government funding. The fact of the matter is that the percentages of tax savings attached to different expenditures cover a wide range, depending on a complex mix of factors. The point to understand is that the tax rules can offer some valuable savings, even after tax reform, and that a basic knowledge of the tax rules can yield some fruitful rewards."
