Fair market value, in the legal sense , is the price which a prudent and knowledgeable buyer and a prudent and knowledgeable seller, acting without constraint or compulsion , will agree upon to exchange an asset. In the ordinary commercial or engineering usage, the term may imply simply the market value or a reasonable and equitable price. The engineer evaluator who is called upon to express an opinion about the fair market value of an asset may be able to base his estimate on the sale price of similar assets or on the market values of stock. Frequently such indicators of value are not available and the evaluator must devise other means of appraisal. Mineral resource properties may be thought of as having value by virtue of the existing or potential ability to produce at a profit. Conventional procedures permit the computation of the present value of future revenues having due regard for the time value of money and the risks attendant upon the realization of the venture. Such computations have gained wide acceptance as a basis for the estimation of fair market value.

It is no secret that scarcity of fresh water is an issue that at a global level in the years to come will have a major impact on the business landscape. A number of projects, beyond the mining sector, could remain on paper only due to this. At the same time, this situation is seeing the rise of new business opportunities, such as development of technologies for more efficient usage of water, water recycling, and desalinization of sea water. Despite that most of Chilean mining facilities are located in the driest area of the world, business has developed strongly and actively for more than a century. However, the negative effect on the water reservoirs and the environment is, lately, resulting in the reduction of the authorized water rights. Holding Water Rights for any given volume does not guarantee that the resource will be available when needed. A recent report from the United Nations on global climate change indicates that global warming can be directly related to changes in the natural and human environment. Chile would not be an exception. The reduction in snow levels in the high Andes and reduced rainfall during the so called "Bolivian winter", have directly affected the replenishing of the underground water reservoirs in the lower parts of the valleys, where most of the extraction of the resource takes place. Mining facilities shall be designed to reduce potential environmental effects, using proven technologies, and considering the best practices available. These measures shall constitute a complete structural framework for the environmental impact assessment (EIA) of the Project. The measures to prevent and mitigate the impacts on the water resources shall be considered during the design stage of a mining project. Current and future mining projects in Chile are conscious that the increasing pressure on the limited water resources is becoming unsustainable, and are already facing the water scarcity and social pressure by implementing sea water desalination plants, including long pressurized pipelines to the mine sites (e.g. Escondida, Candelaria, El Morro, Regalito). This paper presents, in summary, an analysis of the present and potential future scenarios.

"This paper describes the automation of a mine hoist ore loading pocket using a programmable controller. It provides an introduction to programmable control, and outlines the various modes and operating sequences of the loading pocket. A comparison is made with previous equipment to illustrate the increased flexibility, reliability and diagnostic functions that are gained.IntroductionLoading pockets have evolved from a couple of manually operated air cylinders to entirely automated systems. Early pockets were usually formed in rock, with loading and discharging regulated by air-operated gate s. Interlocks, added to this arrangement, prevented simultaneous operation of the gates and ensured proper hoist position . As the loading pocket advanced, it was recognized that gravity feed posed problems, often becoming plugged or letting water run through into the shaft. A belt conveyor was employed, eliminating the se problems and resulting in greater loading control. Weighing the combination of transistorized logic modules, replaced many relay systems. This elimination of moving parts and contacts increased reliability and reduced maintenance costs.As semiconductor technology progressed, there were major breakthroughs in miniaturization and reliability, and as a result the programmable controller was introduced. Programmable controllers first appeared in the automotive industry in the late 1960's. A system controller was required to replace the large relay panels in operation at that time. The use of digital integrated circuitry enabled these programmable controllers to automate processes with hundreds of inputs and outputs. Advances in electronics reduced production costs , making controllers for smaller application s viable . This development is on-going, each generation introducing controllers with greater capabilities for a wider variety of systems. equipment was the next step in loading pocket development, and dependance on much of the manual control was reduced . The composition of phosphate rocks, mainly used in manufacturing fertilizers, varies among deposits; therefore, phosphate rocks from different sources are expected to behave differently in acidulation processes. This paper examines the effect of preconcentration of phosphate ore from El-Sebaiya East, Egypt, using flotation on uranium leaching. A high-grade ore sample (27.3% P2O5, 168 mg/kg U) supplied by the Al-Nasr Mining Company, was subjected to reverse single-stage flotation to separate carbonate from the phosphate sample. Subsequently, P2O5 and U concentrations were 32.2% (92.1% recovery) and 225 mg/kg, respectively. After the leach process, the U concentration in the liquor was 319 mg/L.

"Under certain conditions useful gravity information of a reconnaissance nature can be obtained with-out measuring elevations by spirit level surveys on the ground. Gravity surveys can become part of a practical exploration program where high cost and slow progress previously hindered their utility. The advantages of the new elevation procedures are realized mainly in remote areas, in areas where ground transportation is slow and difficult and on surveys where the station spacing is large in comparison with the distance of the average optimum level shot. To utilize the advantages, transportation by helicopter or light plane is usually necessary. Methods of obtaining elevation control without leveling include: barometric altimeter survey; photogram-metric -APR spot determinations; methods involving the measurement of gravity gradients. The accuracies of these methods have been tested and compared with the normal accuracy of level surveys. It is felt that each method has its place in reconnaissance gravity work, particularly in the open areas of Northern Canada."

Denison Mines Limited has been processing uranium ore in the Elliot Lake area for the past 20 years. As the original concept of uranium processing has been modified somewhat over this period, the present paper will describe the current recovery practices at the Denison mill from crushing through concentrate drying and packing . Special emphasis will be placed on the leaching, ion exchange and precipitation sections of the process, with consideration being given to the entire circuit. Descriptions will be given of equipment now being used and control strategies will be discussed.

To be competitive on the international market, the Canadian mining industry must reduce its costs, increase its productivity and maintain a high standard of safety. There is a great need today for improved methods that would allow the detection of geological structures in advance of mining to reduce dilution and the monitoring of underground structures to increase safety. This will facilitate planning for optimum exploitation of the mine and to increase production at lower costs. This paper discusses two examples of more efficient mine planning using new technologies such as Ground Probing Radar (GPR). In Kidd Creek mine, GPR technology was used at the 2500and 2600 levels to (1) monitor the stability of the sill pillar; (2) locate the presence of disseminated sulphide pockets in the sill pillar for extracting the mineral content; (3) monitor the stope backs and wall structures to evaluate the effect of on-time filling sequences; and (4)assess rockfill quality in terms of the presence of voids and fractures within the rockfilled areas. In the New Brunswick coal mine in Minto, GPR was used along with core log data to map and construct a 3D block of a section of the bench showing the relative position of different layers overlying the coal seam.

This paper deals with using track-type and rubber-tired machines in the ripping and handling of overburden and ores. The techniques and proper attachments pertaining to the ripping of materials are covered in some detail. Production and relative costs of ripping, as against other methods, are covered in cases pertaining to the mining industry. The use of the refraction seismograph in predetermining the rippability of materials, including a chart relat-ing velocity to rippability, is covered. This operates on the principle that sound waves travel through subsurface materials at different velocities, depending upon the degree of consolidation of the material. It is known that the same factors that affect consolidation also affect rippability. Proper equipping of the tractor to insure maximum efficiency is also covered in some detail. Introduction T HE idea of loosening consolidated materials prior to further handling and processing is probably as old as man. The purpose of ripping is to provide fragmentation of rock and loosening of consolidated materials.

"In this study, flow-through experiments in fractured rocks have been conducted under different stress, temperature, and pH conditions so as to understand the evolution of permeability induced by these conditions. Throughout the experiments, the confining pressures and temperatures are well-controlled. Effluent concentrations are also measured for the ten elements of Si, Al, K, Fe, Ca, Na, Mg, Ti, S, and Cl that are included mainly in the targeted rocks. In the early stage of the experiments, the fracture permeability measured abruptly decreases with time, and subsequently reaches quasi-steady state within a relatively short period. In contrast, the permeability in the intact rocks monotonically increases with time. The permeability increase and decrease are attributed likely to the relative dominance of mineral dissolution in the pore spaces and to that of mineral dissolution/crushing at the propping asperities within the fracture and/or mineral precipitation onto the free surfaces, respectively. The evolving rates and magnitudes of the permeability are likely to be controlled by the stress exerted over the contacting asperities, temperatures, and pH of the permeant. Thus, this complicated behavior should be attributed to the coupled chemically- and mechanically-induced effects, which should be examined in more detail for longer period to contribute to the safe entombment of radioactive wastes. INTRODUCTIONUnderstanding of the flow and transport characteristics of porous/fractured rocks is required for the safe and long-term geological isolation of energy-related by-products (i.e., high level radioactive wastes and anthropogenic CO2). Notably, under relatively high temperature and stress conditions, mechanically- and chemically-mediated processes may alter the pore structures in rocks, resulting in an irreversible evolution of the flow and transport behavior. Augmentation in permeability may result from mechanical dilation due to shearing and mineral dissolution within the pore spaces, while reduction may result from reversible or irreversible mechanical compaction, mineral dissolution at the contacting areas, and clogging of pore spaces by precipitation of secondary minerals."

Proper water and thermal management is essential for obtaining high performance of Proton Exchange Membrane Fuel Cells (PEMFCs). A steady, two-dimensional water and thermal management model was developed, aiming at considering pressure drop, open circuit voltage variation with stack temperature, water vapor effects on membrane conductivity, which made the model physically more reasonable and more suitable for various operating conditions. The model could predict the distributions of a series of important parameters along the flow channel, and thus the effects of various operating and design parameters on the fuel cell performance could be investigated easily by numerical trial-and-error method. The modeling results compared well with the available experimental results from the literatures. The results also showed that the humidification is crucial for the performance of PEMFCs. The model could be a very useful engineering tool for the optimization of PEMFCs.

INTRODUCTION THE DEMAND for general knowledge on asbestos fibres has increased considerably in recent years. A few publications have printed data showing some of the physical and chemical prupertie3 of asbestos, but in many cases this information is difficult to find and is seldom available when needed. During the past ten years, Johns-Manville have received many inquiries on the physical and chemical properties of asbestos fibres. Fortunately, we had some of the information in our files, and we willingly supplied the data. To help relieve this need, we have tried to present briefly in this paper some of the interesting and out-standing properties of asbestos. This information was obtained over a period of years by search of the literature and by experimental investigations. PROPERTIES OF ASBESTOS FIBRES Table I (1, 2) presents, in convenient form for easy comparison, data on the principal properties of the several varieties of commercial 'asbestos' -actinolite, amosite, anthophyllite, chrysotile, crocidolite, and tremolite. Under each variety of fibre is a brief statement describing the properties in terms of structure, mineral association, origin, etc. Some of the more important data in Table I are expanded and presented in Table II (3). SOLUBILITY OF ASBESTOS A report ( 4, 5) discussing the effects of acids and caustic on asbestos fibres was published in Germany in 1927.

"The French Mine (formerly the Oregon) is 4 miles by road south of the Nickel Plate Mine. It lies on the steep eastern slope of the Similkameen River valley at elevation 4,000 feet, between Cahill and Winters Creeks.The property was discovered in .1901 and bought 4 years later by Messrs. French and Deardorf. It was developed in a modest way by the owners and by several companies until 1947, without success. The spectacular showings of bornite and chalcopyrite in the outcrop drew attention to its possibilities for copper rather than gold. Diamond drilling by the owners in 1947 yielded several high-grade gold intersections and created new interest. In 1949 the property was purchased by Kelowna Mines Hedley Limited. Exploration drilling and geological mapping outlined sufficient ore to commence production in 1950. Except for a few months each winter the operation has been continuous, and to the end of 1954 had produced almost 30,000 tons of high grade ore. The ore is crushed at the mine and hauled 8 miles by truck to the Company mill at Hedley, where it is treated together with the ore from Nickel Plate.Regional GeologyThe country rock consists of brown tuff, flows, limestone, and cherty formations belonging to the Nicola group (Rice 1947) of Triassic age. West of and just below the mine is a large mass of granodiorite which is part of the same body that underlies Nickel Plate Mountain. Bedding attitudes in the mine area are locally complicated, but dips are generally less than 45 degrees. To the south and below the mine the beds stand almost vertical, continuing downward with this attitude for 2,000 feet to Winters Creek. The main granodiorite contact is also steep, conforming to the sedimentary formations, whereas northward towards Nickel Plate it dips gently to the northwest, slightly flattter than the thick westerly dipping pile of sediments above it. The interpretation of this structure by Billingsley (1936) is that the French mine lies near the crest of the large northeasterly trending asymmetrical anticline which contains in its gently dipping western limb the Nickel Plate orebodies. The granodiorite body conforming roughly to this shape seems to occupy the core of the anticline. Sill-like prongs of granodiorite extend upward to the east from the main mass, outcropping over wide areas at the head of Winters Creek (Figure 1). There is a possibility that overthrusting from the west, similar to that on Nickel Plate Mountain, occurs not far below the French mine.An interesting feature of the granodiorite-sediment contact is that where it dips gently westward no alteration exists in the sediments, but where it has a steep front pronounced heat effects are indicated by the presence of a thousand-foot-wide zone of reddish garnet skarn."

Variation in content of some of the major and minor elements in the Lake Dufault granodiorite near Noranda, Quebec has been studied. The element variation and specific gravity data show a pattern consistent with the concept of a concentrically zoned intrusive on the western side of Lake Dufault with a potassium-rich core and a calcium-rich inner zone. The part of the intrusive on the eastern side of Lake Dufault is of more problematical origin, but the suggestion is made that it has resulted from assimilation of volcanic rock by the intrusive. THE purpose of this investigation was to test the application of x-ray fluorescence analysis to the study of variation in chemical com-position of the Lake Dufault granodiorite. The Lake Dufault granodiorite is an intrusive body approximately six miles long by three miles wide located four miles north of Noranda, Quebec. "A method is described for determining the viability of hard rock orebody extraction by block caving. Using a very limited amount of geotechnical data, the procedure enhances Laubscher’s empirical stability graph method by using the complex structural modelling system (ChaSM) to assess cavability and block cave tonnages.IntroductionIn considering the selection of suitable mining methods, block caving has gained popularity over other extraction systems in recent years (Butcher, 1999). This has been ascribed to the fact that block caving is the lowest cost per ton mining method, with orebodies that were in the past considered unsuitable for caving, now being successfully mined. However, even though all orebodies will cave, a problem exists in the evaluation of economic viability — it is necessary to be able to predict both when the orebody will cave and what will be the sizes of the initial ore fragments (and the associated tonnages) that report to the drawpoints. This problem is compounded by the fact that, during the scoping study phase of a project, only limited geotechnical data may exist on which to base an assessment of whether block caving is viable or not. Empirical and numerical methods of cavability assessment do not account for the full effects of geological discontinuity trace lengths, nor for the stress regime. Those require significant geotechnical data to be available. The result is that uncertainty may exist as to whether block caving is an economic option. This uncertainty is complicated by the fact that limited experience exists with the caving of more competent orebodies.This paper describes a method for assessing cavability, and for predicting the size of initial ore fragments and the tonnages reporting to block cave drawpoints, using only the level of data normally available during a scoping study. Fragment size and tonnages are assessed by identifying potentially unstable blocks and wedges in the undercut back using statistical joint data. The effects of lateral confining stresses are accounted for by comparing the in situ stress orientations with the joint orientations. To evaluate the accuracy of the method, a back analysis exercise was conducted to predict cavability and initial tonnage for a mine in which the actual behaviour is known. The method is then applied to cavability and tonnage predictions for a hard rock orebody."

"The degree of uncertainty associated with a natural diamond resource is important to quantify from the time of discovery through the production lifetime. Data collection occurs during the discovery, exploration, delineation, and production or recovery phases. Quantifying the relationship between data and uncertainty is an important component of project valuation. The value of data is measured as their potential to reduce uncertainty if they are collected. A method is developed using Monte Carlo simulation for predicting resource uncertainty and valuing data during critical phases of development, particularly discovery and exploration. The technique is applied to diamond pipe deposits.RÉSUMÉ Il est important de quantifier le degré d’incertitude associé à une ressource diamantifère naturelle, depuis le moment de sa découverte et durant toute la durée de l’exploitation. La collecte de données se fait durant les phases de découverte, d’exploration, de délimitation, et de production ou de récupération. La quantification de la relation entre les données et l’incertitude est une composante importante de l’évaluation du projet. La valeur des données est mesurée en tant que leur potentiel à réduire l’incertitude si elles sont recueillies. Une méthode a été développée qui utilise la simulation de Monte Carlo pour prédire l’incertitude de la ressource et évaluer les données durant les phases critiques du développement, surtout celles de la découverte et de l’exploration. THE concentration of tin in the tailing from Sullivan ore has been de-scribed by H. R. Banks, superintendent of the Sullivan concentrator, in a paper presented at the annual meeting of the B.C. Division of the Institute in October, 1941(1). The reduction of the concentrate EARLY EXPERIMENTAL WORK Experimental work on the smelting of Sullivan tin concentrate was done in Trail. Preliminary tests in the laboratory indicated that the concentrate could be successfully treated in an electric furnace. A small electro-thermic pilot plant was built and, at the same time, reduction tests were made in an oil-fired reverberatory furnace. Both types of treatment gave satisfactory results. It developed that no fluxes, other than those already in the ore and in the ash of the reducing agent (either coke or coal), were needed. By using an excess of iron, a complete recovery of the tin in the slag was obtained, but with 20 to 30 per cent iron in the tin. A counter-current treatment was thus indicated, viz., the primary slag was first treated with hard-head (iron-tin alloy) from the refining and final slag smelting, producing tin with 2 to 4 per cent Fe. This secondary slag was subsequently treated with scrap iron to produce tin-iron alloy, and a final slag low enough in tin to waste. By following this line of endeavour, a tentative flow-sheet was drawn up and a successful operation was established. Without resorting to electrolytic refining, a metal comparable in purity to standard tin was produced. Metallurgical results and operating costs were found to be very similar with an electric furnace or a fuel-fired furnace. 'However, electric furnace smelting was chosen because the furnace required was smaller, and because some doubt existed as to the cleaning of the final slag in the reverberatory furnace reduction.

The mineral industry in India is an important contributor to the country?s GDP and foreign trade, and also a significant source of employment generation. The industry is distributed almost all across the country and has operations in some of the remotest areas, where it has also served as a sole source of infrastructure development. India produces 89 minerals, out of which four are fuel minerals, 11 metallic, 52 non-metallic and 22 minor minerals. The mining leases are occupying about 0.21% of the total land mass of the country. Indian mining industry is characterized by a large number of small operational mines (approx 3000 mines). Appropriate systems have been put in place to ensure sustainable growth of the sector, which include formulation of procedures for scientific prospecting and mining and development of a mechanism of prior environmental and forest clearances for mining projects. Main emphasis is to protect the health and safety of mine workers, as well as to safeguard the interests of indigenous people through rehabilitation and resettlement packages. Efforts are under way to mainstream the artisanal and small-scale mining sector in order to promote equity in the mining industry. The issue of scientific closure and reclamation of the abandoned mine sites poses a major challenge. Present paper illustrated several initiatives have been taken in this direction along with case studies, which could be replicated in other parts of the country.

Eight mines in canada and three in Australia were visited between September 1987 and Februacy 1988. All mines had encountered problems with sulphide dust explosions and had introduced defence mechanisms to prevent or limit the extent of these explosions. Techniques included dispersion of limestone by various methods, use of water foggers, placing of water and inert stenuning in blast holes, and removal of settled dust to prevent secondary explosions. The techniques were evaluated and it was concluded that certain practices should be modified or discontinued as they were of little value in preventing dust explosions.

The corrosion and wear properties of a series of chrome white iron (CWI) castings were study using electrochemical and low-stress sliding abrasion tests. The results confirm that the corrosion resistance of these materials is largely dependant on the quantity of chromium in the matrix, while the wear resistance is mainly controlled by the volume fraction of chromium carbides. A pseudo-wear/corrosion map is developed to identify alloy compositions that may be suited for erosion/corrosion conditions.
