Printed circuit boards of discarded personal computers, televisions, mobile phones and so on contain a significant amount of valuable metals. For the recycle of valuable metals contained in the printed circuit board wastes (P CB W), the effect of temperature on chlorination-volatilization of metals under chlorine gas flow was studied. The experimental sample used was powder of two types: crushed PCBW (Sample 1) made from PC and industrial machines, and crushed-combusted PCBW (Sample 2) made from Sample 1. The principal element in Sample 1 and Sample 2 was copper, about 13 wt% and 20 wt% respectively. Sample 1 was composed of pure metals such as copper, tin and lead. In comparison, Sample 2 consisted of oxide metals such as copper oxide, tin dioxide and silicon dioxide. The two samples were heated at predefined temperatures (ranging from 300 °C to 900 °C) in chlorine gas. The chlorine gas flow into the furnace was set at a rate of 100 mL/min. As a result, copper in Sample 1 began to volatilize at 600 °C and completely vaporized at 700 °C. While in Sample 2, copper started to volatilize at 600 °C and reached 100% vaporization at 800 °C. For Sample 1, zinc finished volatilizing at 500 °C, while for Sample 2, zinc volatilization reached only about 80% (maximum). Also, lead, nickel and titanium showed similar results. Consequently the volatilization rate of Sample 1 is higher than Sample 2 and the temperature dependency was verified for copper, lead, zinc, nickel, antimony, titanium and chromium. In fact, the volatilization rate of these metals increased with the temperature. This result reflects the difference between pure metal and metal oxide, as Sample 2 was combusted before the chlorination-volatilization test. Moreover, the chlorination reaction may be accelerated by a reductive atmosphere because Sample 1 contains carbon. In this study, the volatilization behavior of some valuable metals in PCBW by chlorine gas was observed. Further improvement in the rate of volatilization can be achieved by optimizing the experimental conditions.

The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

In general, the iron content of zinc leach residue produced by sulphuric acid leaching from calcine is disposed as jarosite or goethite into a tailing dam. More recently, these iron residues have been treated pyrometallurgically to avoid waste disposal. The Iijima refinery selected a different zinc leach residue treatment process for iron control when it was established in 1971. The Iijima refinery is the only plant in the world that has processed a zinc leach residue by the combination of SO2 pressure leaching and O2 pressure hematite precipitation. The process enhances zinc recovery and recovers gold, silver, copper, lead and rare metals in saleable by-products. This paper focuses on the two stages of autoclave application in the zinc leach residue treatment process. The detailed flowsheet and recent advancements to improve the quality of by-products are discussed.

THE present demand for men with engineering training exceeds anything in the history of the profession. Recent estimates indicate that mechanization of war has reached such a stage that at least twelve horsepower is required now for every one horsepower needed to run the machines of the first Great War. The scale of operations exceeds anything in the past, while more territory and people are involved than ever before. Many of our allies have inadequate or no facilities for producing the thousand and one articles absolutely necessary to the conduct of modern warfare. Lack of preparedness has made it necessary to produce at an unparalleled rate to gain parity with the enemy, while our losses have been so heavy that replacement, in itself, presents a task which might well stagger less courageous peoples. This means that not only is there an unprecedented demand for engineers to produce the machines, munitions, and supplies of war, but there is a correspondingly large need for men with engineering skill in the uniformed forces to operate and maintain the vast numbers of ships, 'planes, tanks, trucks, radios, and a myriad of other devices to carry on the varied activities of war. This abnormal demand came upon us after almost ten years of stagnation in the engineering industries. During this time many trained engineers drifted into other callings, while the lack of jobs for graduates caused a falling off in the number of men training for this profession. Consequently, the supply of well trained engineers was below normal when the madman of Germany precipitated us into the present turmoil. Added to all this, we in Canada are still suffering from governmental inefficiency in the utilization of the available supply of engineers. In the armed forces, engineers have been assigned to office and other work where their engineering training is not only wasted but for which men with more suitable training could be found. Mining engineers are debarred from service as aeronautical engineers, and students in mining engineering are denied the bursaries provided for aiding students in engineering. Mining and metallurgical engineers are both barred from the Ordnance department of the army. This arises from a misunderstanding in relation to engineering training. In Canadian engineering schools, all engineers are given a sound training in the branches of human knowledge which are fundamental to engineering: mathematics, physics, and chemistry. The basic difference between the several categories of engineers lies in the fact that training in the application of this fundamental knowledge to the solution of engineering problems is given in different subjects.

This combination of natural problems and political solutions requires the development of new management mechanisms, to bridge the gaps among us, as individuals, as professions, as interest groups and so on; indeed, even as countries;• and gaps there are : about as many gaps as the people involved : many of them with new and changing expectations, often mutually exclusive and not negotiable.The challenge of these relationships and communications among so many different interests is one of the keys to effective environmental management.Like any game, this one has rules and they are new, too. The current status of the international zinc market is summarized, and a supply /demand outlook is presented for the next five years. A number of technical problems facing the industry are outlined. Introduction ZINC has sometimes been called the unknown metal. Considering that on a world basis it ranks third among non-ferrous metals in production and consumption, zinc retains a certain modesty. It has no distinctive colour like copper, lacks the low density of aluminum or magnesium and is not always easy to identify as a product. The 'spangle' of galvanized steel is probably zinc's most distinguishing feature. The purpose of this article is to develop an over-all review of zinc. Starting with the current position of the metal, the major factors that will shape its future will be described so that an assessment of the outlook for zinc can be made.

DURING the past year, the writer has investigated the treatment of a variety of British Columbia tungsten-bearing ores. Much of the test-work described in this paper was carried out in collaboration with Mr. A. G. Lyle in association with the British Columbia War Metals Research Board at the University of British Columbia. The remainder was completed in the laboratories of the Department of Mines at Victoria. Two mills in the Province are at present treating tungsten ores. Descriptions of these are included through the co-operation of Messrs. S. Gray (1) and A. A. Almstrom (2). MINERALOGY, OCCURRENCE, AND SPECIFICATIONS In the present paper, attention is directed solely to scheclite, inasmuch as known occurrences of other tungstcn minerals in British Columbia are of mineralogical interest only. The market potential f or these advanced engineering alloys is substantial, and their impact on traditional zinc die casting alloy consumption is particuarly important. The ZA alloys, in offering increased performance through zinc castings produced at low cost and by a wide range of moulding processes, have unlocked a multitude of new end-use applications.Following a review of the development of ZA alloys, of their key properties and of their performance characteristics, the numerous challenges that the alloys present to the zinc industry and to the R&D community are discussed.IntroductionZinc is anodic to steel and has a low, uniform rat e of corrosion; it has a low melting point, can be cast with precision , and is readily finished. In addition to its use in protecting steel and in the production of a wide range of castings, zinc is employed : (1) to produce brass, high-strength aluminum alloys and magnesium die casting alloys, (2) in the wrought state for coinage and in building products, particularly as roofing materials , and (3) as an oxide, in the rubber industry, in ceramics, glass, cosmetics, pharmaceutical products and as the starting materials for many chemicals.Zinc die castings are produced with accuracy at high speed, at low cost, are easily finished and have excel1ent mechnical properties . Car fuel economy, changes in automobile styling, competition from other materials, increased sophistication of design and miniaturization have all led to a dramatic change in the volume of zinc consumed for die-casting applications. This has been particularly notable in the United States. Throughout the 19505 and the I960s, casting was the fastest growing major use of zinc; it was firmly established, accounting for 35% of the total zinc consumption(1), By 1983, the volume of zinc being purchased for casting applications had dropped to less than 20% of all zinc consumed in the United States. In the western world(2), consumption for zinc casting application s is currently at about 15%; being nearly equal to the zinc consumed by the brass industry. Coating applications dominate with a consumption of more than 40% of the total market."

Discussion of the laws bearing upon the economics of mining in this province at once resolves itself under three headings: (a) The rights and obligations of holders of mineral bearing lands; (b) Taxation of mines; (c) Regulation of methods adopted in financing mining operations. Titles: The law relating to titles is contained in the Mineral Act, Placer Mining Act and Coal Mines Prospecting Act. Origin: Mining laws in force in this province and elsewhere on the continent had their origin in the rule-of-thumb regulations adopted by prospectors themselves, when, far from the centres of civilization and the seats of the courts of justice, they found it necessary, for mutual protection, to fix the conditions of possession by right of location, and to prescribe the duties to be performed in order to enable the individual to maintain his ground against all comers. These regulations have been codified and added to by legislatures, until we find adequate protection and safeguard to property in the laws of this province.

WC-Co ‘hard metals’ are widely used in a variety of industrial applications due to their resistance to abrasive wear, in addition to their high hardness and toughness. However, in contrast to their mechanical properties, the corrosion response of these materials is relatively poor. In the current work the corrosion mechanisms of two WC-Co cermets are analysed, with 10 and 30 vol. % of the Co metal binder, in a 3.5 wt.% NaCl aqueous solution. The assessment of corrosion involved a variety of electrochemical measurements, including open circuit potential, potentiodynamic polarisation and cyclic polarisation, together with systematic analysis of the post-corrosion solution chemistries using inductively coupled plasma optical emission spectroscopy. The corrosion potential and current density were determined, following Tafel extrapolation, allowing the calculation of the corrosion rates. It is demonstrated that continuous dissolution of the cobalt phase occurs during corrosion, which is a result of poor cermet passivation behaviour, and this response increases with the amount of binder in the cermet.

This paper deals with using track-type and rubber-tired machines in the ripping and handling of overburden and ores. The techniques and proper attachments pertaining to the ripping of materials are covered in some detail. Production and relative costs of ripping, as against other methods, are covered in cases pertaining to the mining industry. The use of the refraction seismograph in predetermining the rippability of materials, including a chart relat-ing velocity to rippability, is covered. This operates on the principle that sound waves travel through subsurface materials at different velocities, depending upon the degree of consolidation of the material. It is known that the same factors that affect consolidation also affect rippability. Proper equipping of the tractor to insure maximum efficiency is also covered in some detail. Introduction T HE idea of loosening consolidated materials prior to further handling and processing is probably as old as man. The purpose of ripping is to provide fragmentation of rock and loosening of consolidated materials.

In April, 1961, a large pillar was removed by blasthole mining methods at Inco's Murray mine. More than half a million pounds of explosives were used to break 2,120,000 tons of ore in a single underground blast. The 5, 10 2-inch boreholes, involving 435,815 feet of drilling, were loaded over a three-week period, using conventional explosives and short-period electric caps. From this blast, more than half a million tons of ore have been removed to date (April, 1962) through slusher trenches situated in the footwall of the ore body. T HE Ontario Division of The International Nickel Company of Canada, Limited, operates six underground mines and two open pits in the Sudbury district in the north-central part of the Province. This paper describes the removal of a large pillar at the Murray mine (Figure 1), where 2,120,000 tons of ore were broken in a single underground blast by the blasthole mining method. This is the largest underground blast achieved to date (April, 1962) at Inco mines.

Unfortunately, in most cases, there is a tradeoff involved; when the price drops so does the quality, which can adversely affect owning and operating costs. Unless totally obvious, ""original"" or ""pirate"" part metamorphosis requires scrupulous analysis by competent individuals.Hydrostatic transmissions have been used successfully for many year s in various industries. They found their way into mobile underground loaders in the early seventies and have since become very unpopular in mining circles due to their apparent ""inherent unreliability"" and near ""prohibitive"" repair costs. The recovery of these valuable metals is of course complicated by the need to extract and stabilize arsenic in a form suitable for disposal. In this paper, a review of some recent developments related to hydrometallurgical treatment of arsenic bearing materials is provided. "There is a very small fraction of wireless experts in the world with experience in underground installations and an even smaller fraction that have experience specific to building mine shafts. This is why in 2009, Redpath created its own system to meet the demands specific to shaft construction. Today, after a dozen shaft installations and several design iterations, Redpath has the expertise and experience required to implement a proper wireless system in any shaft configuration.This document will explain multiple proven wireless communication designs optimized for shaft construction and suitable for permanent use. This includes line of sight installations up to 1200m, short range mesh networks, and the latest patent pending Integrated Leaky Feeder Mesh Network. Additionally, this document will explore the lessons that Redpath learned in its effort to interconnect the people and tools needed to build a mine shaft.INTRODUCTIONAfter a decade of research, several design iterations and a dozen application examples, Redpath has resolved two wireless network architectures to best serve mine shaft construction projects.The long range line-of-sight (LOS) wireless network is the most cost effective and easiest to install, but requires an unobstructed line of sight between the working area and the shaft collar. As such, long range LOS is best suited for ventilation shafts or during the first phase of shaft sinking, before the shaft is equipped.Alternatively, a mesh network uses radios installed at pre-determined intervals in the shaft and on each conveyance. A wireless mesh uses antennas to bridge intervals between shaft radios, whereas Redpath’s integrated leaky feeder mesh network (patent pending) bridges these intervals with radiating cable, commonly referred to as a “leaky feeder” cable. Both of these mesh configurations can provide continuous reception for hoist conveyances travelling in shafts without line-of-sight, making them ideal for shaft equipping and even permanent installations in both mine shafts and lateral drifts.BACKGROUNDHoist operators receive operating commands using what are commonly referred to as “bell signals.” These instructions are delivered in a series of coded pulses on a spring returned pull cord or push button that is typically hardwired back to the hoist operator’s control room from one of many locations in the mine shaft. During the construction phase of a traditional mine shaft, a worker riding inside the sinking bucket would have to reach out to a pull cord installed on the shaft wall to send a stop command to the hoist operator. Today, Redpath’s modern shaft sinking projects use fully enclosed personnel carriers to protect the workers riding inside, specifically preventing workers from reaching out into the shaft while the hoist is in motion. The enforcement of this safety feature on all shaft projects in 2008 forced the engineering group at Redpath to find a suitable wireless solution for hoist communication to facilitate shaft construction.THE IDEAL COMMUNICATION SYSTEM FOR MINE SHAFT CONSTRUCTIONIdeally, the shaft communication system should not transform the tools to which the miners have grown accustomed. It should support the push-to-talk functionality of traditional VHF handsets and the standard belling system that has been used for decades. Additionally, it should be able to support a vendor independent framework upon which new devices and features can be added. Policy Context ?Placer Dome was committed to: ?global corporate policy of Sustainable Development, ?demonstrating that its business contributes to the economic and social progress of host jurisdictions. ?Government of South Africa was committed to ?attracting foreign investment to its mining sector with a view to modernizing and enhancing its economic and social viability, ?ameliorating the negative social consequences of structural change without arresting the necessary process of restructuring. ?National Union of Mineworkers was committed to: ?working with the mining industry and the government in implementing a Code of Good Practice on Dismissals and a Social Plan to assist retrenched mineworkers (1999).

The Mobrun VMS deposit in northwestern Quebec does not fit the classic Noranda type model, but exhibits characteristics more consistent with a Mattabi-type deposit. The orebodies are underlain by fragmental volcanic rocks indicative of explosive volcanism in shallow water. Felsic volcanic rocks are more abundant than mafic rocks. Alteration assemblages comprise chlorite, carbonate, sericite, and quartz. Broad semi-conformable alteration occurs high in the footwall to the 1100 lens. Mobrun occurs higher in the stratigraphic sequence than most of the other deposits in the Noranda camp. In this part of the stratigraphy, zones of pervasive carbonatization may be more useful guides for exploration than zones of silicification.

"The need for monitoring the effect of changes in ground stresses due to mining in hard rock has existed for many years. The Mining Research Laboratories of CANMET, EMR have developed a new tool which monitors with high precision the radial deformation in boreholes. The result is the Mining Research Laboratories strain monitoring system (MSMS) which uses the highly stable and very sensitive vibrating wire principle to monitor deformations in relatively large boreholes, e.g. 76 mm to 153 mm diameter.The vibrating wire is strung across a relatively large proving ring and operates at a frequency between 600 to 1800 Hz. The read-out system is based on continuous vibration.The ring is installed with a hydraulic tool and brought into contact with the surrounding rock through precisely machined and guided wedges. The resolution of the system is in the neighbourhood of 4 x 10-4 min/ Hz. The data collection can be carried out with a portable read-out unit and provisions are available for automatic data collection. Stresses may be calculated from strain readings.The system was tested in cooperation with the Centre de recherches minérales at the Niobec Mine in Quebec for the purpose of monitoring the effects of drill drift development and slope mining on surrounding ground stresses.After access was available to the site, 153 mm diameter holes were drilled for the determination of in situ ground stresses. These holes were then used to install the strain monitoring system. The effect of drill drift development and production blasting in stopes C-203-13 and C-203-15 on ground stress distribution could be observed clearly.The horizontal relaxation in the core of a pillar which occurred during mining of adjacent rooms was between 0.082 mm to 0.111 mm. Calculations of stresses from these deformations indicate that the rock material is still in an elastic condition.Roctest of Montreal has obtained a license on the manufacturing and distribution rights. A patent has been registered and CANMET will assist in installation of the MRL strain monitoring system and the interpretation of records."
