China is the largest coal producer in the world. In 2012, the coal production in China is 3.65billion tonnes, accounting for approximately 49% of global coal production. The raw coal production in 2012 was 3.8% more than the year 2011. 56% of total raw coal has been washed. The increase in raw coal production also promotes technology to be developed and brings separation capacity become larger and larger in coal processing in China. At present, over 40 extra-large scale coal preparation plants (each plant has capacity of more than 10 Mtpa) are in operation in China, the largest one is 32.5 Mtpa. Heavy medium separation are widely used in new built coal preparation, the washing limit for thermal coal feed lower and lower, the equipment selection tends larger which brings the whole washing system simplified, the local equipment developed and manufactured are more and more used. By discussing designs of several typical thermal coal preparation plants and coking coal preparation plants in China, this thesis introduces the current design of China?s extra-large coal preparation plants, and sums up the prevailing design features and trends of extra-large coal preparation plants.

"The technologies used in the mineral processing of ores are being increasingly applied to the identification and remediation of metal contaminated industrial, military and landfill sites. The objective of mineral processing treatment of contaminated site material is to restore the value of the land and to concentrate the contaminants into a very small volume of separated material which, depending upon its nature, can be further processed, marketed, or sent to a landfill. A systematic characterisation of the site material is first undertaken. Bench and pilot testing follows to evaluate criteria for metal separation. The testing may examine one or more physical or physico-chemical reprocessing methods, singly or in combination, for the remediation of the test samples. These mineral processing tests determine the % metal removal fiom the soil and the contaminants concentrated from the medium. The usefulness of mineral processing testing for site remediation flowsheet design and execution is illustrated by the case studies presented. This paper will present the test results of three case studies: an industrial site decontamination, the cleanup of a small arms firing range, and the reclamation of property within a landfill.INTRODUCTIONEnvironmental legislation and our society’s quest for a cleaner environment has led to the application of mineral processing expertise and technology for industrial site decontamination, military site cleanup and landfill reclamation. Although the required level of decontamination varies between jurisdictions, a site becomes a candidate for decontamination once the contaminant concentrations are found to exceed the Canadian Council of Ministers of the Environment (CCME) Interim Remediation Criteria for soil (decommissioning guidelines) or applicable provincial guidelines. "A 15 cm diameter by 732 cm height, fully automated pilot column was installed in the Agnico-Eagle’s Laronde concentrator (Québec), for evaluating the performance of newly developed sensors and advanced process control algorithms. For eventual comparison purposes, the pilot column is continuously fed with the same slurry feeding the copper-circuit third cleaner column. It is equipped with electrical conductivity-based sensors for estimating the three variables used in the multi-variable control algorithm under evaluation: froth depth, fraction of wash water underneath the interface and gas hold-up. Froth depth is regulated using a PI controller while a predictive controller is formulated as the minimization of the tracking errors of gas hold-up and bias rate, keeping several operating constraints between their practical upper and lower limits. In particular, an unreachable high set point of gas hold-up can be selected in order to maximize the bubble surface area available for particle collection, while maintaining bias rate above a minimum value required for froth cleaning. The proposed strategy may indirectly help optimizing flotation column operation by using these secondary variables, without the implementation of a real-time optimization layer.INTRODUCTION Flotation columns have already been used for more than 30 years, mainly in cleaning stages, as a result of their froth washing capabilities. Despite their widespread usage, the measurement of some pertaining variables and their use for automatic control is rather scarce. Among the most important variables directly related to the process metallurgy (concentrate grade and recovery), froth depth (hf) is the only one normally monitored and controlled. Even though commercial sensors are available, gas hold-up (eg), a variable directly related to concentrate recovery, is seldom measured and never controlled. Another important variable, bias rate (Jb) responsible for concentrate cleaning, is simply not measured at all, as there is no commercial sensor available. Therefore, besides froth depth, continuous monitoring of process variables is limited to flow rates (gas, feed, tailings, wash water), i.e. to manipulated variables. Some new available sensors have been industrially tested, e.g. the Sonar-TracTM for eg (O'Keefe, Viega & Fernald, 2007) and the McGill hold-up sensor (Tavera & Escudero, 2002). Others, for bias rate and frother concentration, have been successfully validated at laboratory scale by Laval’s LOOP researchers (Maldonado, Desbiens, del Villar & Chirinos, 2008b; Maldonado, Desbiens, del Villar & Aguilera, 2010a). Some devices have been extensively used for monitoring bubble size and space distri-bution, e.g. McGill bubble viewer (Gomez & Finch, 2007) and others."

"Bauxite has been the almost universal ore of aluminum for about 100 years, with most of the world's reserves oc¬curring in the developing countries. As a result of fiscal and political activities prompted in part by the energy crisis, the formation of the IBA combined with increasing freight and labour costs, these reserves are no longer as competitive or as secure as they once were. This has given fresh impetus to the development of processes for alumina production that utilize raw material other than bauxite. Canada has no bauxite and it is prudent to look for alter¬native raw materials within our own boundaries suitable for one of these processes.Of the three igneous rocks that have been used as a source of alumina, only anorthosite is considered as a potential source in Canada. The Al content would be extracted by a sinter process, which currently requires a raw material with a. minimum of 28% Al2O2. Thus, about 4 tons of anorthosite and 10 to 12 tons of limestone are needed to produce one ton of alumina. There are two petrologically distinct types of anorthosite, one containing the plagioclase andesine-labradorite and around 26% Al2O3, and the other containing upwards of 30% Al2O3, in by¬townite-anorthite; for our purposes they may be con¬sidered as low- and high-alumina anorthosite respectively. The high-alumina anorthosites are somewhat rare; the low-alumina anorthosites are much more common, partic¬ularly in Eastern Canada. Geologically speaking, there is no shortage of anorthosite in Canada. The reserves are im¬mense, although their low Al2O3 content coupled with con¬siderations of location, access and proximity to limestone could be constraints to their development. Fly ash from coal-fired thermal power stations and nepheline syenite can also be used in a sinter process, but neither is likely to be utilized in Canada in the immediate future.The H+ process utilizes an acid attack to leach Al from a raw material with at least 20% Al2O3. One of the best raw materials is kaolinite-bearing clay; not only is it high in Al, but most of it can be extracted. With the possible exception of the Whitemud clay in Saskatchewan, Canada is apparently deficient in clays with sufficient reserves to support an alumina plant utilizing the H+ process. Low-alumina clays with illite and montmorillonite may also prove to be a suitable raw material if advantageously sited with respect to industrial centers. The average shale con¬tains only 15% Al2O33, much of which may be contained in minerals, such as feldspar, not amenable to acid leaching. If shale is used as a source of alumina, it will be because it contains some other valuable commodity, such as oil or uranium, the extraction of which leaves the spent shale upgraded in extractable Al2O3 and lowers the over-all costs to a point where it is economic, Thus, rejects from coal washing plants are most commonly considered as a source of alumina; they are already mined, are available in large and ever increasing amounts, and may contain significant amounts of combustible material which upgrades the Al2O3, content of the resulting ash. Coal rejects from existing and developing coalfields in Alberta and British Columbia are a possible source of raw material, but present data indicate they may contain insufficient Al2O3."

"Abstract - Rare-element pegmatites may host several economic commodities, such as tantalum (Taoxide minerals), tin (cassiterite), lithium (ceramic-grade spodumene and petalite), and cesium (pollucite). Key geological features that are common to pegmatites in the Superior province of Ontario and Manitoba, Canada, and in other large tantalum deposits worldwide, can be used in exploration.An exploration project for rare-element pegmatites should begin with an examination of a regional geology map. Rare-element pegmatites occur along large regional-scale faults in greenschist and amphibolite facies metamorphic terranes. They are typically hosted by mafic metavolcanic or metasedimentary rocks, and are located near peraluminous granite plutons (A/CNK > 1.0). Once a peraluminous granite pluton has been identified, then the next step is to determine if the pluton is barren or fertile. Fertile granites have elevated rare element contents, Mg/Li ratio < 10, and Nb/Ta ratio < 8. They commonly contain blocky K-feldspar and green muscovite. Key fractionation indicators can be plotted on a map of the fertile granite pluton to determine the fractionation direction: presence of tourmaline, beryl, and ferrocolumbite; Mn content in garnet; Rb content in bulk K-feldspar; and Mg/Li and Nb/Ta ratios in bulk granite samples. Pegmatite dikes with the most economic potential for Li-Cs-Ta deposits occur the greatest distance (up to 10 km) from the parent granite.Metasomatized host rocks are an indication of a nearby rare-element pegmatite. Metasomatic aureoles can be identified by their geochemistry: elevated Li, Rb, Cs, B, and F contents; and by their mineralogy: presence of tourmaline, (Rb, Cs)-enriched biotite, holmquistite, muscovite, and rarely garnet.Once a pegmatite dike has been located, the next step is to assess its potential to contain Ta mineralization. Pegmatites with the highest degree of fractionation (and thus the most economic potential for Li-Cs-Ta) contain blocky K-feldspar with >3,000 ppm Rb, K/Rb < 30, and >100 ppm Cs; and coarsegrained green muscovite with >2,000 ppm Li, >10,000 ppm Rb, >500 ppm Cs, and >65 ppm Ta. Pegmatites with Ta mineralization usually contain Li-rich minerals (e.g., spodumene, petalite, lepidolite, elbaite, amblygonite, and lithiophilite) and may contain Cs-rich minerals (e.g., pollucite, Cs-rich beryl). The ore minerals of Ta are commonly manganotantalite, manganocolumbite, wodginite, and microlite; Ta-rich cassiterite is also commonly present. Tantalum mineralization tends to occur in albitic aplite, mica-rich (lepidolite, cleavelandite ± lepidolite), and spodumene/petalite pegmatite zones."

Hauling trucks are important part of equipment fleets for large earthmoving operations such as those encountered in dams and highway construction projects. This paper presents an automated methodology for tracking and estimating productivity of hauling trucks fleet operations in near-real-time. Recent advancement in automated site data acquisition technologies made their use in tracking and monitoring of construction operations feasible. However, these technologies fail to track hauling truck fleets due to the change in the cut and fill locations from one cycle to another; making tracking and progress reporting difficult and inaccurate. In addition, there is very little work done utilizing data sensed directly from equipment, for example sensing when truck dumping bed is raised during the dumping process. The technologies deployed in the developed method are Radio Frequency Identification (RFID) and equipment control sensors. Low cost passive RFID tags are attached to hauling trucks and fixed RFID readers are attached to loaders or excavators. The read range of the used RFID tag is centimeters, to be activated only when a loader with an attached RFID reader is loading a truck. On the other hand, control sensor is connected to the truck control system and operated by the motion of its movable bed. The function of control sensors is to record the signal time when the truck operator gives order to the truck control system to raise or lower truck bed. The captured data is then transferred wirelessly from the RFID reader and control sensor to a computer housed in one of the temporary offices onsite and subsequently to the main server in the contractor?s head office. Fusing the data captured from RFID reader and control sensor is used to identify loading, travel, dumping and return time that constitute the hauling truck cycle time. The collected data is analyzed and processed automatically, without human intervention, to calculate the productivity of the hauling truck and to report it directly to onsite personnel. Relational database is developed to support the implementation of the proposed method. The developed database is used to process the data captured by the RFID and the control sensor to calculate the productivity achieved in cutfill operations in near-real-time. The developed methodology is expected to facilitate early detection of discrepancies between actual and planned performances.

At the end of a century of mining education in South Africa, it is appropriate to reflect on the past, take stock of the present and ponder the future of mining education. While it is likely that changes in the mining industry will generate an increased demand for mining graduates, the number of suitably qualified applicants to study mining is worryingly small. While good progress has been made in unifying the educational system that previously provided schooling on a racially separate basis, it appears that a decade or more will be required to raise competency levels in mathematics, science and English, and this paper describes the process as it affects mining engineering programs. It also describes the initiatives currently being undertaken by the University of the Witwatersrand and the mining industry to ensure that the South African industry receives an adequate flow of well-qualified mining graduates, despite more than 70% of the intake coming from severely disadvantaged educational backgrounds.

The Appalachian region of Canada comprises the three maritime provinces; Nova Scotia; New Brunswick; and Prince Edward Island; and that; part of the Province of Quebec lying south and east of Logan's fault. This; major thrust runs in a gently curving line from lake Champlain to Quebec; city and thence down the valley of the St. Lawrence to pass between Anticosti; island and Gaspe peninsula. To the northwest lies the St. Lawrence; Lowland division of the Interior Plains geological province; a region underlain; largely by early Palxozoic strata; which for the most part lie horizontal; or with low dips; where faults occur they are predominantly of the normal; type; and only locally are the beds cut by intrusive rocks. To the southeast; on the other side of the fault zone; an entirely different set of conditions is; encountered. There; Lower Devonian and older strata stand at high angles; are sheared and thrust faulted; and are intruded in many places by granitic; igneous bodies. The present paper is designed to outline briefly the geological; and structural history of this geological province and to emphasize; the part that structural conditions have played in connection with mineral; deposition.

"The corrosion of commercially pure titanium (CP-Ti) was studied from room temperature up to medium temperature (~160°C) under conditions relevant to medium temperature chalcopyrite leaching processes. The corrosion rates were measured by immersion and electrochemical tests in sulfuric acid. The influences of chloride, cupric and ferric ions on the corrosion rate and behavior were also investigated. Corrosion of the CP-Ti did not account for the total current density measured by linear polarization tests. The corrosion rates of CP-Ti under medium temperature leaching conditions were surprisingly high. The corrosion rate measured in ferric containing solution at 160°C was approximately 20 mm/yr.INTRODUCTIONTitanium exhibits excellent corrosion resistance in many aggressive environments because of the formation of a very chemically stable, highly adherent, and protective oxide film on its surface (Mitsuo et al., 2002). Because titanium is the only metal available at a reasonable cost that resists the high temperature corrosive slurries in many leaching processes, it is often chosen as autoclave liner material where it is subjected to severe conditions of acidity, temperature and pressure (Grauman and Say, 2000).A number of distinctly different hydrometallurgical processes for the pressure leaching of chalcopyrite have been developed and patented by various companies and they can be classified into low, medium and high temperature regimes (McDonald and Muir, 2007). For example, chalcopyrite concentrate may be processed at medium temperatures (115-175°C) and pressures of 800-2200 kPa (Dreisinger, D., 2006; Sahu and Asselin, 2011). The lixiviant may contain 20 to 55 g/L sulfuric acid, 8 to 12 g/L chloride ions, 10-25 g/L Cu2+ (Jones, 1995, 1997, 1999), and less than 1 g/L Fe3+ (Defreyne et al., 2005). The amount of these additions is determined by the grade of the ores and details are shown in Table 1."

"This document compares the systems of coal classification described under ASTM standards used in Canada to GB standards used in China. A preliminary connection of metallurgical coal classes was set up between the two classifications. In GB classification system, there are nine metallurgical coal groups, namely PS, SM, JM, FM, ½ ZN, RN, 1/3 JM, and QM used in coal blending for coke production. PS coal is almost equivalent to the Low Volatile Bituminous coal; SM, JM, and FM coal groups fall into Low to Medium Volatile Bituminous range; ½ ZN, RN, 1/3 JM, and QM are equivalent to bituminous coal with medium to high volatile matters; QF contains higher volatile bituminous coal compared with High Volatile Bituminous coal. The caking properties commonly used in respective country are also compared in this document. These properties include free swelling index (FSI) and maximum fluidity used in Canada, as well as caking index (GR.I.), and the maximum plastic layer thickness (Y) mainly employed in China. It has been observed that the log of the maximum fluidity has a stronger correlation with the caking index than the Y values. Metallurgical coal processing strategy and typical coking coal product qualities are briefly discussed in the last section of this paper. Currently there is a trend to use heavy medium cyclone in both countries. In Canada the conventional two-product cyclone technology is the preferred practice; whereas in China the three-product heavy medium cyclone arrangement is widely used.INTRODUCTION Coal can be simply classified by applications into two categories: i) thermal coal used to provide heat energy in combustion, and ii) metallurgical coal which is converted to coke, in a carbonization process, and used mainly in the iron and steel industry. Metallurgical coal contains even higher heating values than thermal coal. In addition, it presents unique plastic properties during carbonization which in turn produces a porous solid, high in carbon referred to as coke. Coke is one of the most important raw materials in the iron and steel industry."

The morphology of environmentally assisted cracks in stressed pipeline steel has been investigated, For a dilute and neutral solution (NS4) simulating ground water in contact with the steel, semi-elliptical cracks grow faster on the surface (2c) than in the depth (a), hence, the aspect ratio (a/c) decreases, This is explained using a deterministic concept since corrosion is dominant and the primary constraint is the conservation of charge, By contrast, when mechanistic conditions prevail, significant growth occurs in the depth, When underloads are imposed in the loading history, temporary accelerations in crack growth occur because corrosion rather than mechanical effects become dominant.

"One of the most important phases in Canada&apos;s relatively rapid development of its metal mining and refining industries was launched in 1928 when the directors of Noranda Mines Limited decided to establish an electrolytic copper refinery ""somewhere in Eastern Canada”. Noranda&apos;s president, J.Y. Murdoch, had already evolved the company&apos;s ""mine to market"" policy and was determined to prove the economic feasibility of refining Noranda copper in Canada. The time appeared to be ripe as buoyant business conditions continued into 1929. In addition, proven ore reserves at the Horne Mine in northwest Quebec had virtually tripled and the price of copper had reached a healthy 15 cents per pound. Letters Patent incorporating the company bearing the date February 6, 1929 had been granted by the Secretary of State in accordance with an application that specified a capital structure of $2 million divided into 20 000 shares with a value of $100 each. Noranda assumed 70% of the original investment in the proposed refinery, while the Nicholas Copper Company of New York (which later became Phelps Dodge Corporation) and British Metal Corporation Ltd. of London, England, each were responsible for 15%. Nicholas Copper Company agreed to supply the design and to supervise the construction of the refinery and British Metal Corporation would act as sales agent and market the refinery&apos;s products."

Mineral aggregate, the most widely used mineral resource globally, has attracted little academic or public interest. Of all mining developments, the aggregate resource is seldom factored into resource management decisions. This lack of recognition to the strategic aggregate resource has significant economic, environmental, and social implications. Impact to the economics, the environment, and the community coincide with the key elements of the United Nations concept of ?sustainable development?. To build on the concept, the mining sector contracted the International Institute for Environment and Development to assess how mining activity contributes to sustainability. As a result, a useful assessment process was developed by the Mining, Minerals and Sustainable Development (MMSD) Task Group entitled ?Seven Questions to Sustainability: How to Assess the Contribution of Mining and Mineral Activities.? In Alberta, recent opposition to mineral resource development by community residents offers an opportunity to employ the MMSD?s assessment procedure. The public opposition to the mining activity was addressed through a stakeholder planning process initiated by the municipal council of Sturgeon County, Alberta. As a result the Calahoo/Villeneuve Area Structure Plan (CASP) was formulated and adopted. To measure the effectiveness of the CASP planning process in terms of sustainability, this paper applies the MMSD?s Seven Question assessment to the Calahoo/Villeneuve Area Structure Plan.

For the past several months 1 have been considering the functions of this Society and its reasons for continuance. The fact that it is now sixty years old indicates that it must have been of value and we all know that it has contributed much that was worthwhile to Nova Scotia and the Maritime Provinces. The question arises: "What is the future of the Society, and how might its activities be altered to suit present-day activities and to be of even greater value?" Let us analyse the various activities in which we are interested and determine which, if any, are of more value than others. First of all, at least once a year we have a two-day convention which constitutes a holiday for the members and their wives. This has always been well planned and has been much enjoyed. Second, there are many social and business contacts made during the meetings and interim meetings. These certainly tend toward better relations and co-operation between the various people concerned. Mine operators meet other mine operators, engineers, people from the education fields, Department of Mines, and so forth. Various sales contacts are made at these meetings which can be of value and use to both the Company selling and the customer. Third, and of greatest importance in any conference, is the exchange of ideas by the members and by authorities from outside, and the presentation of slides and drawings, or actual visits to operations. It is upon this phase that 1 wish to elaborate. These papers are not only presented to our meetings but are generally published in the C.I.M. Bulletin so that members throughout the Dominion have access to them. Many important papers describing new phases of operations have originated through our Society.

RICE LAKE-BERESFORD LAKE area, situated 100 miles northeast of Winnipeg (Figure 1), is Manitoba&apos;s foremost gold mining district, although it is exceeded in gold production in the Province by the Flin Flon base-metal mining district. At present, the area is producing at the rate of about one and three-quarter million dollars annually, almost entirely from the San Antonio and Gunnar mines. The total production to date is about $14,000,000. Of this total, over $7,000,000 has come from the San Antonio mine, over $2,000,000 from the Gunnar mine, about $4,000,000 from the Central Manitoba mine, and the balance from several smaller properties. The writer has led Geological Survey parties in the area for the past four summers. The present paper gives a summary of the results of this work and also includes the findings of C. S. Lord, who was in charge of a party for one year. Much valuable information was obtained from earlier published reports on the area and from officials of mining companies, to whom the writer is indebted for their kindly co-operation. It is impossible in this short paper to give proper credit to the earlier workers or to discuss certain points o disagreement between their conclusions and those presented here. Gypsum in Manitoba is quarried from the Jurassic Amaranth Formation a1 Gypsumville and Harcus; it has been mined near Amaranth and Silver Plains. At Gypsumville, gypsum is carbonate- free but has thin clay laminae between gypsum layers; the rock is folded in places, and some anhydrite is present. At Harcus, gypsum contains scattered dolomite, both as patches in a penemosaic pattern and as thin layers; small chalcedonic concretions also can be found. The quarry at Harcus was opened late in 1978 and currently produces about 100,000 tonnes annually. The two inactive mines near Amaranth operated from 1932 lo 1963 and from 1967 to 1970, and contain a central anhydrite layer. The mine near Silver Plains was flooded from an underlying artesian aquifer in 1975 and has not been reopened. Manitoba gypsum is used in cemem plants in Mani1oba and Saskatchewan and in wallboard plants in the three Prairie Provinces.

"Risks from political instability and government policies restricting equity ownership, local operations and transfers of payments affect the profitability of foreign mining ventures. More than seat-of-the-pants judgments and old-boy networks are required to anticipate these risks and to take actions appropriate to offsetting them. A system for making political forecasts, called the Prince System, and a series of charts relaying risk s to a production of key minerals will be presented.IntroductionFirm s with extractive operations outside their home country do not have to be told that political stability and government decisions play a big role in the success o f their operations. The takeover of copper firm s in Chile during the Allende administration in 1971 and the recent decision by Venezuela to reduce Reynolds Metals equity share in a smelting operation from 50% to 28% are two examples of hundreds of events that have determined the profitability of extractive operations over the past decade. Both risks and opportunities for international firms seeking to produce and market raw materials are heavily affected by political conditions. While news of political events travel much faster than in the past and host governments are more clever in shaping the risks as well as the opportunities, politics has always been part of the mining business.What has changed is the need to be more systematic in approaching the assessment of political conditions and how it affects business. The increasing costs of extractive operations, the need for long-range planning, the importance of financial arrangements and the world-wide scope of man y firm s&apos; activities require that the assessment be updated continuously and be comparable across different countries and different types of investments. Political risk analysis, the assessment o f macro-political changes and specific governmental decision s on the operations of extractive industries needs to become as systematic and integrated into corporate decision -making as economic analysis has become over the past two decade s."

ACCORDING to our office dictionary, geology is "the science that investigates the structure of the earth and its successive physical changes", and a geologist is "one who knows the science of the structure of the earth". No doubt this definition does not suit all of us. Another dictionary would have the definition slightly different. As an example, one dictionary stated that "a geologist is one who practices geology". (Some of our clients told us to quit practising and get to work). There are many different types of geologists engaged in various branches of the profession and some of these are further broken down into subdivisions so that specialization is becoming more and more prevalent. As a result it is, in some cases, doubtful whether or not we are actually dealing with a geologist in the generally accepted sense of the term.

The scope of this study is to simulate the behaviour of a layered rock sample under standard laboratory Brazilian Disc test using an innovative combined finite-discrete element method (FEM/DEM) research code. The influence of layering and the direction of loading on the samples behaviour are studied through various layering and loading configurations. A parametric study including the effect of loading rate on the tensile strength of samples has been carried out. This paper demonstrates the suitability of the numerical approach to explicitly model rock deformation and failure.

The establishment of a central steam-heating system in Winnipeg and its inauguration in October, 1924, has attracted a considerable amount of attention. Not only does it excite the curiosity of the engineer, but it has stirred financial and civic bodies throughout Canada to such a degree that there is now a much keener general interest in this particular type of public utility than has been shown heretofore. This does not mean that we may expect a mushroom growth of central-heating systems in all our larger Canadian cities in the near future, but it does mean that the pioneer work which Winnipeg is now doing will undoubtedly be used to guide others in their judgment as to the feasibility of similar projects elsewhere. The success of the municipal hydro-electric system in Winnipeg, and the low rates for electricity resulting therefrom, was without a doubt the most important factor influencing the citizens of Winnipeg to venture into this new field. The events which led up to the central steam-heating proposal in Winnipeg are interesting.
