"The Whitewood Mine near Edmonton, Alberta, is owned by TransAlta Utilities Corporation and operated by Manalta Coal Ltd. Approximately 2 million tonnes of sub-bituminous coal is supplied annually to the Wabamun Generating Plant. A high water table, high groundwater pressure, and structural folds contribute to stability problems in the fine-grained overburden. Significant increases in coal recovery have been achieved in recent years through improvements in water management and mining methods. Agricultural capability of the post-mining landscape has also been improved following the completion of mining/ reclamation activities. Introduction The Whitewood Mine, located to the north of Lake Wabamun and seventy kilometres west of Edmonton, Alberta, is owned by TransAlta Utilities Corporation and operated by Manalta Coal Ltd. Figure 1 shows the location of the Whitewood Mine with respect to the city of Edmonton. The mine presently supplies two million tonnes annually of sub-bituminous ""C"" coal to the 582-megawatt Wabamun Generating Plant located adjacent to the mine. The area is characterized by a high water table-, rolling coal seams and an overburden that consists of muskeg, clay and various sedimentary layers of sand, gravel and fine-grained sandstone. These distinctive characteristics require careful attention in order to not only meet the coal delivery requirements of the Wabamun Generating Plant but also to do so economically. Historical Background A small-scale underground coal mine was opened in the Wabamun area in 1910 by the Conner Coal Mining Co. Ltd. "1N 1951, the Dominion Steel and Coal Corporation, as part of a programme of modernization in their coal mining operations at Sydney Mines and Glace Bay, Nova Scotia, undertook the development of two large cross-measure tunnels, which were to be used for the purpose of raising the coal from the underground workings by conveyor belts direct to wash plants located on the surface.These tunnels were to reach from the surface to central loading points underground located at a depth of 600 and 900 feet, respectively. They were to be driven on a pitching gradient of 11 degrees to the horizontal, and they were to reach a length of 3,600 feet in the Sydney Mines area and 10,000 feet in the Glace Bay area.The longer tunnel, 19 feet in diameter, was driven a distance of 1,500 feet and, for domestic reasons, bas not yet been •completed. The other tunnel, in the Sydney Mines area, 18 feet in diameter, is steel supported and concreted throughout its entire length. This tunnel has been completed and will be in operation at an early date.The development of this particutar tunnel posed an additional problem, as the rock through which it had to pass was considered to be water-bearing. In the sinking of Princess Colliery shafts in 1866, a great deal of water had been encountered, and it had been necessary, while sinking, to line the shaft with cast-iron tubbing through the water-bearing strata. The shaft had to be lined for a depth of 300 feet at the upper end. It was anticipated that we would meet with difficulty in driving the tunnel through this strata."

"Metals vah1ed at more than $200,000,000 have been obtained, mainly since 1930, from the mines of northern Manitoba. The greater part of this production has been copper, zinc, and gold from the Flin Flon, Sherritt Gordon, and Mandy mines. The chief mines from which gold alone has been produced are God's Lake, Laguna, and Gurney. At present (May 1947) Flin Flon and Sherritt Gordon are the only producing mines, but the Nor-Acme property is being developed for large-scale production of gold. Large deposits of nickel and copper are being diamond drilled at Lynn Lake, and the Thompson, Ferro, and other properties are being developed. The mineral deposits lie within irregular or elongated areas of Precambrian sedimentary and volcanic rocks, surrounded by granite ( Fig. 1).The common rock types include basic and acidic flows, agglomerate, ruff, greywacke, arkose, argilli te, conglomerate, and their gneissoid and schistose derivatives. They are invaded by sills, dykes, and irregular bodies of gabbro and diorite, and all are cut by granite. Some of the sediments are interstratified with volcanics, and others are deposited unconformably on them.STRUCTURAL GEOLOGYLittle is known of the structures of the rocks in the area as a whole, because by far the greater part is unexplored or has been covered only by reconnaissance surveys. Available information indicates a general east structural trend in the southeast part, whereas in the west part the folding is mote complex with no definite overall trend. However, in a few small areas in the western part where detailed work has been done, as around the Flin Flon, Sherritt-Gordon, Nor-Acme, and other properties, the structure is fairly well known. "Rock failure process is generally recorded or measured using conventional sensors like strain gauges, seismic, micro-seismic, acoustic, electromagnetic and other techniques. The above sensors are either to be pasted on the surface of the rock sample or placed very near to it to capture the response of the sample with the increment of load. This requires precise tools to cut or polish the locations where sensors are to be placed. Moreover, deformation or acoustic or micro-seismic activities are recorded only at the locations where sensors are pasted.Recent development in Digital Image Correlation (DIC) technique has shown promise to measure deformation / strain at every location of the surface of a sample. In DIC, two images (reference and deformed) are taken within a small time interval of the same object are compared to estimate the change in reflectance as a function of displacement, velocity or rate of strain at each pixel while the object is undergoing through a loading process. In this study, extended digital image correlation (X-DIC) technique has been implemented using 4-noded quadrilateral elements with a discontinuity surface in the deformed image. The continuous and enriched displacements are estimated at each node.The X-DIC method is verified using numerically generated images. The study has been further extended to evaluate the performance of X-DIC method on deformation analysis of experimental samples under uni-axial loading condition. The results of this study show that X-DIC method is an effective tool for determination of displacements of the entire surface of a rock sample having a discrete crack or discontinuity in a non-contact manner. This method demonstrates the applicability to investigate rock failure mechanism for the entire sample in a laboratory set up as well as monitoring of pillar failure mechanism in underground mines."

"We present some of our recent efforts in the development of predictive, directed oxidation chemistry of cerium(III) complexes under non-aqueous conditions. The electrochemistry of cerium(III)- alkali metal heterobimetallic aryloxide complexes is reported and compared with cerium aryloxide complexes that are kinetically stabilized by hydrogen bonding cations that span between the complexed aryloxide ligands. Comparative electrochemical measurements reveal differences between the heterobimetallic complexes and the hydrogen-bonded complexes.INTRODUCTIONThe rare earth elements comprise the lanthanides, La–Lu, and the element yttrium (Aspinall, 2001). Rare earth ores such as monazite, LnPO4, and bastnäsite, LnFCO3, typically bear mixtures of light rare earths: La–Sm while monazite, LnPO4, contains mixtures of heavy rare earths (Eu–Lu) (Cotton, 2006). Pure rare earth elements typically are isolated using a liquid-liquid separations process.(Bautista, 1995) The hydrometallurgy of these elements is a difficult problem because the separation factors between neighboring rare earths, which are predicated on the small differences in the sizes of the trivalent ions, are quite small (Cox, 1992). The element cerium, with its 4f1 electronic configuration in the trivalent state, is unique among the rare earth elements due to a relatively accessible 4f0 electronic configuration. The accessibility of the 4f0 configuration underlies the chemistry of cerium(IV), the only rare earth ion with molecular chemistry in the tetravalent oxidation state (Cotton, 2006). Cerium is trivially separated from mixtures of light rare earths by making use of its unique oxidation chemistry. In an effort to extend separations chemistry by oxidation reactions to other rare earth elements such as terbium and praseodymium, the solution electrochemistry of well-defined cerium complexes is of interest."

Separation Technologies, LLC (ST) has developed a processing system based on triboelectric charging and electrostatic separation that provides the mineral processing industry a means to beneficiate fine materials with an entirely dry technology. The environmentally friendly process can eliminate wet processing and required drying of the final material. The process requires little if any pre-treatment of the material other than grinding and operates at high capacity ? up to 40 tonnes per hour by a compact machine. Energy consumption is low, approximately 1 kWh/tonne of material processed. Since the only potential emission of the process is dust, permitting is typically relatively easy. In contrast to the other available electrostatic separation processes that are typically limited to particles greater than 75 µm in size, the ST belt separator is ideally suited for separation of very fine (<1 µm) to moderately coarse (300 µm) materials with very high throughputs. The triboelectric particle charging is effective for a wide range of materials and only requires particle ? particle contact. The small gap, high electric field, counter current flow, vigorous particle-particle agitation and self-cleaning action of the belt on the electrodes are the critical features of the ST separator. The high efficiency multi-stage separation through charging / recharging and internal recycle results in far superior separations and is effective on fine materials that cannot be separated at all by the conventional electrostatic techniques. Since 1995, this triboelectric process has been extensively used for the beneficiation of coal fly ash with eighteen separators in place and over 130 machine-years of operation at locations in North America and Europe. ST has also installed separators for the beneficiation of industrial minerals in North America and Europe. The technology has been successfully applied to the beneficiation of a variety of minerals including calcium carbonates, talc, barite, and potash.

Non-ferrous metals find their applications in smartphones, tablets and computers. These materials with their particular properties are the basis of our modern life. SMS group is well prepared for this huge market and for growing future challenges. A large contribution here is the new joint venture PolyMet Solutions that was founded by SMS group and Mettop, an Austrian engineering company, with the objective to develop new technical solutions for the primary copper production lines as well as for non-ferrous metals starting with the primary smelting of concentrate and ending with the electrolysis. PolyMet Solutions provides the process know-how whereas SMS group supplies the plants and equipment and Mettop the key components. SMS group and Mettop also cooperate in the field of tankhouse technology. Together with Montanwerke Brixlegg AG, Mettop has developed together with a parallel flow technology (METTOP-BRX Technology), allowing a current efficiency of above 98 % at a current density of 420 A/m², which is a milestone in copper electrolysis. For the secondary copper production route, SMS group and PolyMet Solutions developed an innovative refining furnace (PolyRefine) for the smelting and refining of copper scrap. The refined copper is directly charged to the Contirod line to produce copper rods and wires. The innovative cooling solutions of SMS and PolyMet Solutions come into play where furnaces have to stand the highest loads and stresses, for instance in areas of very high temperatures or temperature fluctuations, aggressive exhaust gases and slags, or at critical spots such as taphole areas. Custom-tailored cooling systems for furnace vessels make sure varying loads are compensated in a targeted and effective manner. The solutions include air cooling, spray cooling, cooling technologies with integrated copper elements such as CFM (Composite Furnace Modular) cooling systems, plate and finger coolers. The major innovation in the field of furnace cooling is the ILTEC (Ionic Liquid Cooling) Technology which paves the way for increased plant safety. This revolutionary, patented cooling technology is jointly marketed by Mettop and SMS group. It permits water-free cooling to be implemented and thus makes operation safe wherever it is applied. INTRODUCTION Non-ferrous metals or NF metals are changing the world. There is no modern industrial sector that can do without these valuable metals. Non-ferrous metals find their applications in smartphones, tablets and computers. These materials with their particular properties are the basis of our modern life. The importance of the non-ferrous metals market is reflected by two figures. In 2018, the production of non-ferrous metals was worth more than 237 billion Euros. This contrasts with 255 billion Euros of the value of iron and ferro- alloy production in the same year (International Organizing Comittee for the World Mining Congresses, 2018). Hence, the NF metal industry is almost as important as the iron and steel industry. SMS group is well prepared for this huge market and for growing future challenges. Of four main gypsum areas in the province, commercial production has only come from Falkland and the Kootenay and Columbia River valleys of southeast British Columbia. The Windermere deposit in southeast B.C. has been the major producer since /948. Gypsum and anhydrite from the Falkland deposit is used principally in cement-making at Kam/oops. GYPSUM deposits in British Columbia are known from four different areas: the southeast part of the province in the proximity of the Kootenay and Columbia River valleys; Forgetmenot Creek astride the British Columbia - Alberta boundary near Intersection Mountain; Falkland; and O'Connor River north of Haines . To date, commercial production has only come from Falkland and the southeast part of the province. Gypsum deposits of southeast British Columbia occur in the Burnais Formation of Devonian age. Outcrops of gypsum and numerous sinkholes indicating its presence are scattered over large areas of the Stanford Range. Several properties have been examined by industry in both the recent and more distant past. Significant production is reported from only two deposits. The Mayook deposit, active from 1926 to 1929 and from 1947 to 1954, produced approximately 95,000 tonnes of gypsum. The Windermere deposit, which has been active since 1948, is operated by Westrock Industries and has produced more than 6.8 million tonnes of gypsum. The Burnais Formation is composed principally of well bedded, finely 'laminated gypsum but also contains thin lenses of black fetid limestone and dolomite. Part of the Formation consists of breccia with angular carbonate clasts in massive, coarse grained gypsum. In several exposures, the Formation appears 10 be from 200 10 400 m thick, of which more than 75 Industrial Minerals in Canada per cent is gypsum . In the Stanford Range reserves mineable by quarry methods are estimated to be approximately 450 million tonnes.

"Abstract-In recent years, several unsavory events in international mineral exploration, as well as several widely publicized project difficulties and failures have occurred. The report Setting New Standards has "raised the bar" and proclaimed a "commitment to continuous improvement... and change." We need to evolve from our "generally accepted" practices to more effective quality assurance policies, guidelines and standards. Several steps will be required to support the work of the "qualified persons" now wholly entrusted with technical and professional matters:• adopt a mineral development model and objectives appropriate to orient the selection of workmethods and verification procedures suitable to increase the profitability of these activities;• review the definitions and implications of the terms practice, guideline and standard;• review three quality assurance systems with emphasis on commitment of company management and complementary emphasis on systematic quality policies, plans and manuals (ISO 9000), continuous improvement through "profound knowledge" (Deming, 1986), and self-appraisal of continuous improvement and client satisfaction using the Qualimeter Guide (Québec Society for Quality);• determine, from the objectives of the mineral development model proposed and the problems often encountered, the requirements of resource/reserve estimation and the production feasibility study. To regain investors’ confidence and improve the returns from mineral development activities, an explicit commitment to quality by the board of directors and the management of every company is required.A number of mining companies have gained ISO 9002 certification for their operations but exploration companies should start by developing and implementing quality assurance guidelines and standards based on the ISO 9001 pattern, without achieving actual ISO certification in the short term. Both professional associations and industry organizations must be involved in the process of developing the required quality and continuous improvement guidelines and standards."

"INTRODUCTIONAn interim report covering an uncompleted project on revenue mill optimization was presented at the invitation of Mr. C.S. Stevens, the Secretary of the Canadian Gold Metallurgists. The work described summarizes the preliminary work carried out at the Noranda Research Centre on computer mill optimization and is an attempt to arrive at a model of a circuit using the ""black box"" approach and hence by using economic factors related to concentrate dollar value to maximize revenue. The help and cooperation of Mr. J.D. Wild, Mr. M.J.S. Bennett of Noranda and Dr. A. Bobkowicz of McGill University is gratefully acknowledged.DERIVATION OF MODELHistorical data from the Normetal mill were used for the study. Normetal ore contains chalcopyrite, sphalerite, gold, silver, pyrite and pyrrhotite. For simplicity, data were chosen for days when only two concentrates had been derived, a copper concentrate which also contains the gold and silver, and a zinc concentrate. In these periods when pyrite concentrate was not produced, its circuit was used as an extra zinc scavenger unit. Figure I is a schematic drawing of the circuit and Table I explains the nomenclature.The mill had been operated to obtain a fixed grade of copper and zinc in the copper and zinc concentrates respectively, at the same time insuring acceptable recovery levels. The target grade for the copper and zinc concentrates had been derived by manual calculations based on past experience. The data used were 170 sets of daily mill reports, a sample of which is shown in Table II. The data consist of daily tonnages of feed, concentrates and tailings and their average compositions obtained by taking samples every twenty minutes from each stream and analyzing the daily composite samples."

Data mining and modelling of operational data involves the discovery of patterns in large datasets for future use in benchmarking and plant optimization. The modern pattern of discovery in large data sets involves statistical techniques, machine learning and new visualization tools. Former examples of data mining are revisited and presented in this document. INTRODUCTION A network of enthusiastic and active professionals is currently developing and maintaining several open source statistical software tools (packages) for data analysis (example Rstudio, Orange, Spyder, etc.). The advantages of the open source software philosophy are the fast development and testing of the solutions presented to the community. Books and support are available for each software application. Since each modern work activity generates massive amounts of data, it is attractive to learn and test those available tools considering that we are at the door of the new work revolution coined as “Mine 4.0”. Data mining involves collecting large datasets, the preparation and cleaning of a dataset (term named data wrangling), the uploading of the data to a database program capable of handling big datasets, the development of prediction models and the presentation of the results. Machine learning techniques help to develop mathematical models and algorithms that could be used to improve the performance on a specific task. Mine operations are producing an incredible amount of data each day and the need to analyze those results seems to be impossible due to the lack of time, as well as the lack of skills to investigate the data collected. If we add to this the traditional habit of working in silos, an additional challenge is to consolidate databases from different departments in search of trends that could help to optimize production.

Size by size recoveries and pentlandite liberation data from image analysis were used to evaluate plant tests of pentlandite flotation and pentlandite/pyrrhotite middlings flotation from pyrrhotite in a circuit treating low grade magnetic intermediates at the Strathcona Mill. Raising the pH with lime gave improved selectivity for liberated pentlandite but there were major losses of middlings unless the circuit was pulled hard indicating the need for finer regrinding. However, size by size recoveries at the normal regrind showed that, while the pentlandite recovery improved in the finer ranges, the pyrrhotite recovery also increased leading to little selectivity in any size range. A much finer regrind gave greatly improved selectivity in all size classes suggesting that 'surface polishing' as well as liberation effects were being seen. Using liberation data from image analysis of the products, surface polishing accounted for over 99 % of the improvement in selectivity. Unreasonable recoveries of more highly liberated particles were observed for liberation analysis by volume fraction but showed the expected trend in recovery when the analysis was based on surface liberation. The surface liberation data showed that the improved pentlandite recoveries after finer regrinding were to more than 90 % caused by improved liberation with the remainder contributed by surface polishing effects. The practical implications of this work are that i) the comparison of particle grades with product grades allows to estimate the effect of regrinding on co-flotation/entrainment, ii) surface liberation models should be used for evaluating recoverabilities by flotation and iii) regrind circuits may be set up to ensure that all particles go through the mill or that only the coarse fraction is reground depending on the surface scrubbing found to be required.

"Copper is considered one of the most important industrial metals because of its properties (conductivity, malleability) and variety of uses. Approximately 70% of the global copper is used for various electrical applications, with a significant part of copper originating from recycling, since copper can be recycled and re-used countless times, without any loss of performance and difference in the quality of recycled copper in comparison to that from ore. Copper recycling significantly contributes to natural resources conservation, waste minimization, energy saving, and overall cost reduction. Approximately, 35% of the globally produced copper originates from recycled copper.The objective of the current work is to investigate the recovery of copper from electric wire scraps using wet shaking table as an alternative to air separation methods that prevail over the wet ones in recycling processes. The tests were carried out using feed of correspondingly high- and low-grade in copper. In the first case, the wire scraps had been subjected to shredding only, prior to tabling separation; in the later, the low-content tailing of prior air separation was used as feed ?n table separation.In regard to testing, the following factors were examined: table tilt, water flow-rate, and reciprocating speed. The results of the tests clearly denote that copper wire separation from plastic polymer is feasible, as in most cases, table separation resulted in heavy products of high purity in copper and high recovery, and tailings of very low copper grade. The results of the current work clearly denote that wet tabling can be applied efficiently for the separation of recycled copper wire from plastic, as an alternative to air separation methods, as well as for the recovery of copper from the low-grade tailings derived from air separation methods."

"The internal operation of a tumbling mill is a very hostile environment and precludes the sustainable operation of internal sensors to measure the mechanisms of charge motion and breakage events. Instead indirect methodologies are required to expand the current understanding developed within a framework of perfect mixing of the mill contents. A number of measurement approaches have been successfully used to explore the operation of SAG mills including strain instrumented lifter bolts, mill shell strain measurement and thermal (energy balance) of operating mills.Early acoustics measurement was developed by Hardinge using a 'microphone' located close to the expected toe location. This signal was an indicator of the mill fill. Improvements were implemented with the use of two microphones straddling the toe location to try to increase the sensitivity of the measurement and reduce ambiguities. Further improvements included a filtered signal indicative of steel interactions. Unfortunately, the mechanisms of signal generation and the complexity of the processes do not provide a consistent signal.In recent years, advanced acoustic measurement using arrays of microphones utilising signal processing techniques have been implemented as SmartNoise and validated on over 30 mills. This paper will discuss the results obtained with signals such as water holdup, mill shell steel hits and two each of the toe and shoulder angles. An estimate of the internal mill component wear rates is also accessible.Advanced acoustic measurements with wide bandwidths when combined with physics models and process understanding has achieved a step change in the understanding of the dynamic internal operation of a tumbling mills on time scales of 80 ms. These techniques have been used extensively on SAG mills, but have also been applied to FAG and ball mills. Acoustic measurement is used for the rapid diagnosis of mill conditions and holistic control for optimisation and stability."

"High iron solution concentrations often result in the formation of basic ferric sulfate during the high temperature oxidation of sulfidic materials such as base metal and refractory gold concentrates. Consequently, the “Hot Cure Process” followed by limestone neutralization is required to facilitate subsequent processing and/or disposal of the leach residue. The present paper discusses strategies that can be employed to influence the composition and nature of the high-iron content leach residues produced during pressure leaching.INTRODUCTION Control of iron deportment in hydrometallurgical processing remains a key challenge for a range of reasons. Strategies generally relate to the control of conditions under which iron is optimally rejected (Demopoulos, 2009). Supersaturation provides the driving force for crystallization and this can be controlled by a number of factors that include (1) pH and/or Eh control, (2) the presence of matrix anions and impurities, (3) dilution, (4) complexation and dissociation and (5) manipulation of the rate at which the metal to be precipitated is released to solution. Each of these factors is impacted by temperature. Good control of crystallization is essential to the control of precipitate properties such as the degree of crystallinity, stability, particle size and quality which covers both the extent of impurity uptake and suitability of the precipitate for waste disposal. The quality and properties of iron precipitates in turn can impact downstream processing. It is the aim of this paper to discuss the generation of iron-containing residues produced during the pressure oxidation of sulfidic ores and concentrates and how the nature of these can be controlled to potentially facilitate further processing. A brief overview of several related topics will now be given and include, where relevant, discussion of work undertaken in our laboratories. In addition, brief discussions of selected process options that enable good control of iron rejection will be provided."

"IntroductionThe stages of development for bringing a mill into production demand that a flowsheet for the process be developed at an early stage. Detailed engineering of the mill may then proceed without duplication of engineering effort on alternative processes. In the case of gold and silver mills, several process alternatives exist which must be evaluated before the flowsheet is finally fixed. The recently developed Carbon-in-Pulp process has added to this choice.Clearly, the major factor in determining the most suitable process is the amenability of the particular ore to a given treatment. Other factors that will also influence the choice are location, climate, power and water supplies, and available capital.Gold and silver milling processes can be divided into three main types:Gravity Concentration;Flotation;Cyanidation.Combinations of the three are frequently used; i.e. flotation followed by cyanidation of the concentrate, or gravity concentration in the grinding circuit with cyanidation of the classifier overflow. The following are the salient advantages and disadvantages of the three main alternatives.Gravity ConcentrationGravity concentration is suitable for free-milling gold ores, i.e. ores in which the gold is relatively coarse and free from sulphides. It should be noted that just because an ore is high grade, it is not necessarily free milling.Gravity concentration methods include jigs, shaking tables, spirals and more recently Reichert cone concentrators. All methods exploit the density difference between gold, which has a specific gravity greater than 15, depending on how it is alloyed, and the gangue, which usually has a specific gravity range of 2.7 to 3.5.A concentrate grade of several hundred ounces per ton might be produced, but recoveries by gravity alone are generally low in comparison to other methods. "An interactive computer simulation model of conveyor systems used in oil sands mining has been developed to aid in the selection of mining equipment and the evaluation of operating policies. The materials handling links between supply points, such as bucket-wheel excavators and draglines, and demand points such as bins and extraction plants are modelled in such a way that the conveyor model can be interfaced with any combination of these equipment submodels. Detailed calculations of the power demand of each conveyor section based on operating characteristics and conveyor design parameters are included to permit the close monitoring of energy requirements. Various interactive features are incorporated so that an operator can not only monitor, but also control, the mining operations in the model and experiment with different operating strategies.IntroductionThe interactive simulation model of conveyor systems described in this paper is one of a number of detailed computer models being jointly developed by the National Research Council and Canstar Oil Sands Ltd. on the mining equipment and operations used in oil sands mining. This month, Tax Notes examines these changes, and also summarizes the other highlights of this key federal budget.IntroductionFinance Minister MacEachen&apos;s budget, with its lower personal tax rates, loophole plugging and tax shelter bashing, represents the biggest shakeup in our tax system since tax reform in 1971. In his budget, presented in the House of Commons on November 12, Mr. MacEachen proposed substantially lower tax rates for middle and upper income individuals, with the top federal and provincial tax rate dropping to about 50%, but in return he eliminated most of the opportunities for individuals, and corporations, to reduce or defer taxes through a wide variety of tax shelter and tax planning mechanisms.Although many of those budget proposals that dealt with the resource industries focused on the implementation of the September 1, 1981 agreement reached by the federal and Alberta governments concerning the National Energy Program (see Tax Notes in the December 1981 issue of the Bulletin), the budget also contained some proposed amendments that would have significant implications for investment in the mining industry.This month, Tax Notes examines these latter proposals, and also summarizes very briefly those budget proposals which are not unique to the resource sector."

"In the two years since their introduction, Friction Rock Stabilizershave replaced40 per cent of the previously used fixtures in the metal and non-metal mines in the United States. The Friction Rock Stabilizer, or ""Split Set "" , is a mechanical rock stabilizing system which uses friction to prevent rock movement . The Split Set is a tapered, rolled, steel tube that is slotted along its length. As it is driven into a drilled hole smaller than its diameter, it compresses, pre-loading the surrounding rock. This paper discusses the uses and acceptance of the friction rock stabilizer in mines in the United States. IntroductionFriction Rock Stabilizers, commonly called Split Set™· Stabilizers, have been under development by the author and Ingersoll-Rand Company since early 1973. Five years of intensive laboratory and field testing led to their introduction to the metal mines in the United States in the fall of 1976. Actual sales started in February of 1977and, to date, over five million units have been marketed to metal mines. The present rate of usage is near 3 V2 million units per year, which is approximately 50070 of all roof fixtures used in the United States metal mining industry,Richard Hoppe, senior editor of Engineering & Mining Journal. , in an article in the February 1979 issue entitled ""Winning the Battle Against Bad Ground"", said: ""In hardrock mining operations in the western U.S., particularly underground uranium mines where exceedingly difficult ground is common, no roof support system has been accepted more quickly than the Split Set friction bolt invented by Dr. James J . Scott and developed by Ingersoll-Rand Co."" This paper describes how Friction Rock Stabilizers function and presents technical data to show the uniqueness of such systems."

"The fire resistance of several mine conveyor belts is evaluated using a new belt-flammability apparatus developed by the U.S. Bureau of Mines. The test apparatus, experimental details and a calculated flammability index (FI) are described.The FI values are useful for ranking the fir e resistance of mine conveyor belts. Values are determined using parameters readily measured with thermocouples, high-temperature flow probes and a methane-oxygen torch, all of which are components of the Bureau&apos;s new test apparatus. The FI varies directly with the flame-spread rate and the rate of heat release during burning and varies inversely with the critical (minimum) ignitor energy output.The fire-resistance ranking of nine different belt types using this moderately scaled apparatus is compared with available full-scale data on belt fires. This comparison shows that the ranking based on the FI is consistent with the full-scale data.IntroductionFull-scale fire hazard evaluations of mine conveyor belts are not easily related to the properties usually measured in small-scale flammability tests. The inadequacy of small-scale belt fire tests has been demonstrated in works by Mitchell, Warner and Reinke.Mitchell and Warner showed that certain neoprene (NP) and polyvinyl chloride (PVC) belts, which had been approved by the Code of Federal Regulations 30 CFR 18.65, were nevertheless capable of propagating flame over their entire length when full-scale fire conditions were simulated. Comparable results were also observed by Reinke at the Tremonia experimental mine in Dortmund, West Germany, where all belts burned in full-scale tests even though they passed the small-scale tests. Only by reducing the severity of the full-scale test could these fire-resistant belts be grouped on a pass-fail basis."
