ABSTRACT The Saskatchewan Ministry of Environment recognizes the importance of environmental protection as an important contributor to Saskatchewan’s economy, with the environmental performance of industry closely monitored. Unfortunately, environmental regulation is often accompanied by significant process that does not always add value to environmental protection activities. The Saskatchewan Ministry of Environment has embarked on a visionary restructuring of its regulatory framework from conventional command and control regulation to a results-based regulatory framework. This new regulatory framework will provide for establishing clear environmental protection and resource management objectives; streamlining the environmental acts and regulations; developing an environmental code of practice; relying on qualified persons; enhancing compliance and enforcement tools; eliminating of many permits; and developing greater certainty in environmental assessment decisions. Results-based regulation promises to deliver enhanced environmental protection with less process. The uranium industry in Saskatchewan will be used as an example of the potential effects of results-based regulation.

Vertically dipping lenses of nickel-copper ore at Dumbarton Mines Limited are being mined by a modified blasthole stoping method. The principal access to the mine is provided by a 15-degree decline, which, in conjunction with the use of ramps and declines for secondary access, maximizes the accessibility and mobility of trackless mining equipment. Sublevels are driven in ore on 80-foot vertical intervals and subsequently the ore, ranging in thickness from 15 to 30 feet, is slashed to its limits by a procedure of face sampling and test holing. Two longhole drill jumbos are used to drill off 40-foot vertical slices above and below these levels. Following blasting, the ore falls by gravity to the 500-foot horizon, where it is removed from drawpoints by load-haul-dump units and transported by truck to the main orepass. The rock is crushed to minus 3-4 inches and conveyed to surface by a 30-inch-wide wire rope suspended conveyor. This is achieved in two flights, a lower one of 290 feet and a main flight of 2260 feet. All aspects of the mining operation are discussed in the paper, including ventilation, services and safety.

Induced Polarization includes many types of dipolar charge distributions set up by the passage of current through consolidated or unconsolidated rocks. Among its causes are concentration polarization and electrokinetic effects in all rocks and the phenomenon of Overvoltage in rocks containing electronic conductors such as metallic sulphides and graphite. In normal rocks the polarization effects may be usually con-fined within relatively narrow limits and any large departures may be at-tributable to the presence of electronic conductors. In practice, Induced Polarization is measured in one of two ways. In the first a steady current of some seconds duration is passed and abruptly interrupted and the slowly decaying transient voltages existing in the ~round are measured after interruption. This is known as the "pulse", "transient", or Direct Cur-rent Induced Polarization (D.C.I.P.).The second method entails a comparison of apparent resistivities using sinusoidal alternating current of two or more frequencies, generally within the range of 1/10 to 10 c.p.s. "THE ASSESSMENT of pneumoconiosis-producing dusts in mines and other industries is usually undertaken for one or more of three reasons: (1) To compare dust exposures at particular operations with standards of permissible dustiness in order that hazards may be evaluated and preventive procedures initiated where required.(2) To study particular operations with the objective of improving dust control devices or procedures by locating dust sources. (3) To obtain data which, along with the results of medical investigations, may assist in understanding the causes of dust-induced diseases or aid in the establishment of permissible standards of dustiness. Most dust measurements are made for the first of these reasons -to evaluate dust hazards so that they may be controlled. For this purpose, four quite different assessment techniques have been in widespread use for many years. One of these is based on the konimeter, an instrument familiar to most .Canadian mining men; a second on the impinger, which is also widely used in Canada, and almost exclusively so in the United States; a third on the thermal precipitator, used extensively in Britain and South Africa; and a fourth on the tyndallometer, a light-scattering instrument used in Germany."

Recently developed flow-through electrochemical techniques (1,2) were employed for measuring pH in high concentration aqueous solutions and geothermal brines. The pH values of (1) 5.0 mol kg-1 NaCl + x mol kg-1 HCl, (2) 3.0 mol kg-1 of NaCl + 0.5 mol kg -1 of KCl + 1.0 mol kg-1 of CaCl2 + x mol kg-1 HCl (x < 0.1 mol kg-1), and (3) mixtures of Al2(SO4)3-H2SO4-H2O, MgSO4-H2SO4-H2O, and NiSO4-H2SO4-H2O solutions have been measured at temperatures from 100 to 280°C. The obtained experimental data and their thermodynamic analysis demonstrated that the electrochemical system can be used for on-line pH monitoring of high concentration aqueous solutions with an accuracy of ±0.1-0.3 pH units over a wide range of temperatures. Greater deviation exists in real laterite leach solution measurements due to in situ precipitation of Na-alunite. The system is excellent for research and process development work. Further work is needed to ensure robust operation under pressure leach conditions of laterites.

Advocate Mines Limited came into initial production on June 30, 1963, with an annual capacity in excess of 60,000 tons of high-quality chrysotile asbestos fihres, thus strengthening Canada&apos;s position in world production. The history of this development is traced from discovery through initial exploration, financing, orebody delineation and evaluation, pilot-plant production and product evaluation, construction of the plant, construction of deep?-sea shipping facilities, provision for a closed shipping season, and provision for the remoteness and for the lack of services, through to realization of full production capacity. The many unique aspects of the project are given special attention, particularly in the light of the first year of full-capacity operation. The marketing of the products in a highly competitive world market is reviewed, with special emphasis on product evaluation, quality control and the shipping of high-quality products to consumers throughout the world. "The Quintette Coal Limited property is located in the north east coal area of British Columbia. A basic agreement with the Japanese steel industry was ex ecuted on January 27, 1981 for the sale of 69.5 million tonnes of Quintette metallurgical coal over a 14.5-year period. This contract period can be extended by Jive years by mutual agree ment. Sale agreements have also been signed for the sale of 19.4 million tonnes of oxidized coal over a 15-year period. Work started on site development in the late summer of 1981, and at present, two of the four eventual pits-the McConkey and Frame-are under development. The pits are currently in a pres/ripping phase. These pits are notable for the stripping volumes that have to be removed from relatively small pit areas. in order to provide for the required detailed rapid short-range planning of these pits, engineering will be computerized, as will the truck dispatch system. The mining area lies 21.1 km from the plant site by road and the transport of raw coal LO the plant is by means of a highspeed conveyor system which has a total length of 13.4 km with a vertical drop of 740 m. The surface plant facility was designed on a modularized basis to facilitate maintenance, and is designed to enable the use ofgravity flow ofraw coal and heavy media in the plant to minimize the use of pumps. The construction of the plant and mine site facilities is on-going, and the first coal production is scheduled for early December 1983. Introduction Quintette Coal Limited is a Canadian company incorporated in the province of British Columbia in 1971. Denison Mines Limited is the manager of Quintette's activities. Equity in Quintette Coal Limited is held by several shareholders, with interests as follows: Denison Mines 'Limited, 500Jo; Charbonnages de France International S.A., 120Jo; and Japanese interest, 38%. The project will develop almost 120 million tonnes of coal for marketing during its first 20 years of production. All of the planned production tonnage has been committed to Japanese markets. Most of the coal will be metallurgical grade, and the remainder will be a high-quality thermal coal. The Mcconkey and Frame pits, which will initially provide the mine's production, will commence production in early December 1983 and will, in 1985, reach the full annual production of 5 million tonnes clean metallurgical coal and 1,380,000 tonnes of clean thermal coal."

Introduction The sliding-form method of erecting concrete structures was first devised and used in the early part of this century by the Sante Fe Railroad Company for the erection of a grain elevator at Santa Fe, New Mexico. A somewhat related principle has been employed for a number of years in shaft lining work and, to our knowledge, was perfected in Butte, Montana, but until the building of the concrete headframe at the Jeffrey mine of the Canadian Johns-Manville Company, Ltd., at Asbestos, Que., the method, as applied to surface structures, was quite foreign to the mining industry in Canada. The current shortage and cost of structural steel shapes has no doubt contributed more than any other single factor to the investigations that have led to the use of reinforced concrete as a headframe building material. Mining men in western Quebec and northern Ontario have shown a great deal of interest in the design and construction of the headframe at the East Sullivan mine in Bourlamaque township, Que., and we have had many queries regarding the methods used and, in particular, for an explanation of the sliding-form principle. This article is written in an attempt to set forth the conditions which were to be met; to explain the construction methods used, and to discuss the economy of concrete headframes as compared with the conventional steel structures with which the mining fraternity is familiar.

This paper aims to increase our understanding about existing capacity-building approaches and their implications for obtaining a social license to operate in the mining industry. The notion of ?capacity building? is gaining increasing currency in the mining sector in developing countries due to a rapid rise in the globalisation of mining operations. Capacity-building is conceived here as a process that lasts after the mine-cycle, intended to provide local mining communities with tangible skills and knowledge to gain meaningful employment in mining or other industries relevant for the local economy. Building community capacity to understand and effectively respond to these transformations is vital for obtaining a social license to operate, as it promotes sustainable and locally relevant development. Accountability mechanisms such as global norms and international standards increasingly highlight the need to build capacity among stakeholders, particularly among local communities adjacent to mining operations. International frameworks and mining companies have embraced the notion of capacity-building as a driver to assist corporate social and operational performance. However, this narrow understanding of capacity-building through the prism of corporate social responsibility and ?best practice? is preventing the industry from meaningfully impacting communities and maintaining a social license to operate. This latter notion is being widely embedded across multiple industry sectors, as a social and economic reward from mining companies to compensate communities for natural resource extraction and gain social acceptance. Although both concepts are widely recognised in the minerals industry, insufficient attention has been paid to the implications of applying a top-down (mining-orientated) or a bottom-up (community-orientated) capacity-building approach for obtaining a social license to operate, or indeed how these two concepts are linked and applied in practice. At times, communities lack the necessary capacities in the form of education and skills to deal with mining-led livelihood transformations. This is preventing both mining companies and communities from forging sustainable livelihoods and responding to mining-led livelihood transformations, a situation that is creating discontent among communities and reducing the possibility of obtaining and renewing a social license to operate for the industry. Based on a review of current scholarly debates, accountability mechanisms in the mining industry and fieldwork findings in Colombia, this paper will contribute to an understanding of the implications of existing capacity-building approaches that support a social license to operate.

One of the design criteria for the Mount Wright facilities was to incorporate the latest proven automation techniques and devices for the new crushing, grinding and concentrating plant. The heart of the centralized control system is a Fox 1 process computer, located in the central control room in the administration building. The entire operation, i.e. crushing, conveying, storing, grinding and concentrating, is monitored and controlled, through the process computer , by one operator via a CRT console. In case of computer failure, the control is automatically, and without process interruption, transferred to manual back-up panels. One of the newest management tools, the process computer is programmed to collect and automatically print out shift. daily and monthly reports on tonnage, metallurgy and equipment operating time, for better planning of operations and preventative maintenance.

A concise historical review is given of the Overpelt plant and the general principles of zinc hydrometallurgy are briefly outlined, together with a description of the new electrolytic zinc plant ore roasting process and, more particularly, the original Overpelt roasting process. A detailed description of the flowsheet of the zinc electrowinning plant, .with an annual capacity of 100,000 t, successfully put into operation in May 1974, is given. The treatment of the residues is performed following the goethite process ; the purification is continuous in two steps; the tank house is equipped with cells containing jumbo cathodes; the handling and stripping of the cathodes is fully mechanized. Concluding the description, some metallurgical and other features of the project are explained in detail.

"The Acheson D-3 Pool was discovered in August 1950, and contains 88 producing oil wells on 40 acre spacing. Initial oil-in-place was 118 million stock tank barrels and initial well potentials averaged 2,000 barrels per day.In early 1956 studies of hydraulic interference between the Acheson and Leduc D-3 Pools were conducted on the Carter Petroleum Reservoir Analyzer. These studies indicated that the natural water drive to Acheson would be incapable of replacing reasonable withdrawal rates over the life of the pool. To avoid shrinkage losses a scheme of pressure maintenance by water• injection was therefore instituted in March 1957.This pressure maintenance scheme is notable because pressure is being effectively maintained by high volume injection through one well located on the flank of the pool. Close control on reservoir behaviour is maintained by regular bottom-hole pres-sure surveys and observation of water cuts on producing wells. No evidence of pressure gradients or channelling of the injected water has been observed to date, and the water-oil contact has remained level over the whole field. It is possible to control the average reservoir pressure within very close limits by varying the rate of fresh water injection.Ultimate recovery estimated from the rise of the oil-water contact and calculated water influx to December 31, 1958, is 335 barrels per acre foot, or a total of 91.4 million barrels from the pool. This compares to 217 barrels Per acre foot or a total of 59.4 million barrels indicated from laboratory test data."

"Threshold limit values (TLVs) for NO and NO2 have been reduced drastically in 2016. Emissions of diesel engines have been reduced in the last decades. In many cases this is not enough to stay under required TLVs. Remaining gas in the blasted rock is set free during loading and transport. At the end, only a combination of measures with a further reduction of diesel motor emission, replacement of diesel driven vehicles by electric equipment, new explosives with reduced NO and NO2 production, changes in the organization and effective ventilation measures can ensure that the TLVs are not exceeded. KEYWORDS Blasting fumes, Gas measurement, Gases, Threshold Limit Value (TLV) SHORT HISTORY OF EXTRACTION OF RAW MATERIALS The extraction of raw materials—besides haulage and transport—is one of the main processes in mining and tunneling. The principal objective is the creation of a material which can be transported from the place of extraction (face) to another place for further processing or direct use. Furthermore, recently a desired grain size distribution has become more important. A revolutionary development took place in the course of centuries. With the use of primitive tools like shovels, chisel and iron in the 12th/13th century in Freiberg, ore mines performances of 12 16 cm per man and week could be reached in cross section of 1 m2. Recalculated with an assumed average density, this is a performance of 0.006 t/h. With the introduction of black powder into the subsurface in 1627 by Caspar Weindl in the city of Schemnitz (nowadays Banska Stiavniza), performances increased. A part of the hard extraction work was now done by the explosives. But first in 1767, it was recognized in a mine in Freiberg that more than 1 hole could be drilled (hand-drilling) and blasted. This discovery was so important that a plate with an inscription describes this event. The performance was increased more than 10 times compared to the extraction with chisel and iron. Since this time, drilling and blasting has been the most important innovation force for the increase of the performance. Problems with noxious blasting fumes led to the construction of the first tunneling machine by Henry Joseph Mouse in 1846 (beside shield machines from 1825) (Stack, 1982)). The triumph of mining machines started only interrupted by the two world wars. The development of hard rock boring machines (including roadheaders) was enforced after 1945. An almost complete extraction by hard rock boring machines was predicted for the turn of the millennium. And, indeed, one could find powerful machines in Canadian potash mines which were able to mine 1000 t of potash in 1 hour. That was an increase in the performance by several powers of ten. But already in the 1980s, it was recognized that the ambiguous goal could not be reached. Problems with wear of the tools, radius of curves, minimal length of openings, size and costs of the machines led to a more or less parity between drilling and blasting on one side and machines on the other side, of course depending on the field of use. For this reason, drilling and blasting is still the dominant extraction technology for raw materials. In the development of drilling and blasting technologies, the focus was mainly on the improvement of the safety but also on the increase of the blasting power and performance. Examples are tests for the increase of the power of ANFO explosives which were carried out in the 1970s and 1980s, in the former teaching mine “Reiche Zeche”. In the 1980s vehicles for loading and mixing of ANFO explosives have been developed, the blasting cab sensitivity of ANFO has been increased, emulsion explosives have been developed and up to now further developments like PMMA LOX EX explosives are on the way. At the turn of the millennium, 6 million t/a explosives have been used worldwide. Annual rates of increase of 2% have been predicted (Weyer, 1999). "IntroductionIn the mineral processing industry, certain minerals such as uranium, thorium and vanadium, etc., are selectively extracted with high degree of purity from solutions containing variety of other impurities by solvent extraction process. This separation process consists of bringing two immiscible or partially soluble liquid phases in contact, where mass transfer of one or more components takes place by ion exchange under certain controlling parameters such as pH, salt concentration and temperature. The processes taking place are primarily physical because the solutes being transferred are ordinarily recovered without chemical change. For efficient extraction more than one stage is required and the solutions are recycled counter currently through other stages. A multi-stage counter current solvent extraction plants essentially consist of four circuits namely: extraction, water wash, stripping, and solvent scrubbing. In extraction circuit the desired mineral is extracted at a certain pH from an aqueous solution onto an organic solvent by bringing them in contact with mixing in large mixer-settler units. The mixed solutions are allowed to settle and separate into component organic and aqueous phases in horizontal settlers by providing sufficient residence time. The solutions are then moved counter currently to other units- the aqueous from the underflow and the solvent organics from the overflow of the settler. The solution streams coming out of extraction circuit are loaded organics and barren aqueous or raffinate solution. The loaded organics are washed with water in a water wash circuit to remove transported impurities from extraction circuit. In the stripping circuit, the desired mineral is stripped selectively from the solvent phase back into an aqueous phase with a stripping agent at a selected pH. The solution stream leaving, stripping circuit are stripped organics and pregnant strip (aqueous) solution. The stripped organics are scrubbed off other loaded impurities with a conditioning solution in, scrubbing circuit and the cleaned solvent is re-used in the extraction circuit.A typical solvent extraction plant for uranium extraction and purification at Agnew Lake Mine is described in this chapter."

In light of the rapid deployment of bottom blowing smelting in China over the last ten years, one has to wonder why it has taken the copper industry so long to adopt ultra-high oxygen enrichment via Savard-Lee type injectors. As early as 1976, Kellogg and Henderson suggested, in their landmark paper on energy usage in the copper industry, that ‘maximum use of oxygen enrichment of process air’ was one of seven ‘energy saving features’ for copper matte smelting and converting. Yet today, shrouded injection and high oxygen enrichment has not been implemented in copper bath smelting outside China and Vietnam. In this paper, the authors explore the reasons why bath smelting processes such as the Noranda Reactor and the Teniente Converter still operate around 40% oxygen enrichment, while the bottom blowing SKS/BBS process typically runs at 65 to 75% oxygen, with all three processes producing white metal. Are there fundamental metallurgical explanations for this striking difference beyond the long-standing skepticism towards high oxygen shrouded injection and its perceived high implementation cost?

"The process of blending consistent and predictable feed for the roasters is critical for optimizing product quality and controlling production costs. To assist in this process, online PGNAA slurry analyzers have been installed and evaluated at a Sudbury Ontario smelter. They are used to measure 100 % of the full process stream to obtain elemental composition data in real time. This paper explains the application details at Sudbury and the benefits achieved from their full stream, elemental slurry analyzers.INTRODUCTIONSudbury Integrated Nickel Operations (Sudbury INO), a Glencore Company, consists of two underground nickel/copper mines in Sudbury, Nickel Rim South and, Fraser, along with the Strathcona mill and the Sudbury smelter. The facilities are spread throughout the 60 kilometer-long, oval-shaped geological formation known as the Sudbury Basin (Figure 1). The company has been mining nickel-copper ores in the Sudbury area since 1929. Nickel and copper are the primary focus of operations at Nickel Rim South and Fraser. Other base metals such as cobalt and precious metals are also produced.The Strathcona Mill receives ore from Nickel Rim South, Fraser, and third-party miners to produce two concentrate streams. One is a nickel-copper concentrate for use by the Sudbury Smelter; the other is a copper concentrate which goes to other Glencore operations for smelting and refining. The Sudbury Smelter converts the mineral concentrate into a high grade matte containing nickel, copper, cobalt and platinum group metals. This matte product is shipped to Glencore's Nikkelverk refinery in Norway for further processing. In 2015, the Sudbury INO Smelter completed the first phase of the Process Gas Project (PGP); a series of process changes and capital investments designed to reduce sulphur dioxide (SO2) emissions in accordance with Ontario Regulation 194. A critical element of the planned emissions reduction was the elimination of a higher percentage of sulphur contained in input concentrate streams, which can then be captured and converted to sulphuric acid."

This paper deals with materials of construction and problems encountered and overcome in leaching and filtration of oxidized sulphuric acid slurry in the Port Radium mill after eight years of operation. The slurry is characterized by a high calcium sulphate content as well as a high chloride level under oxidized conditions, both of which affected initial design and subsequent changes. Leach agitation tanks are of wood with a mild steel superstructure and stainless steel agitator and moving parts below solution level. Electro-polished 316 stainless steel cooling coils are used for temperature control of the slurry. The string filters are of the Oliver type with wood decking. Extensive use is made of wood, Linatex lined mild steel and stainless steel for the slurry handling. Although doubt has been expressed many times as to who first brought self-contained breathing apparatus to this side of the Atlantic, there is none whatever that the first organized station was established at Glace Bay, N .S., by the Dominion Coal Company, in 1907. This station was started with 20 sets of 1907 "Draeger" apparatus and all necessary station equipment and supplies. After the fire at No. 1 pit, Sydney Mines, in 1908, the Nova Scotia Steel Company installed 15 sets of "Draeger" and sup-plies, which were housed in a rescue car (a converted pull-man.) In 1909 or &apos;10 a fire occurred at the Back Pit, Stellarton, where the apparatus from Glace Bay was used, and subsequently the Acadia Company erected a station and in-stalled 10 sets of "Securitas" apparatus. In 1912 the station at New Waterford was opened and equipped with "Draeger," and the same year the station at Springhill was built and equipped with the same type. Sometime during past years the Nova Scotia Steel Company acquired a couple of "Proto" machines, and after the explosion at the Allan shaft in 1918 the Acadia Coal Company added some "Gibbs" to their station. From this it will be seen that when the coal-fields were organized under the British Empire Steel Corporation the equipment was rather mixed, therefore steps were taken by the executive to stanardize the whole of the rescue and recovery work.
