Only the provinces of Ontario, Quebec and British Columbia made more than minor modifications to their tax structures, with both Ontario and Quebec imposing major tax increases. In the past year, the federal budget was also released in the spring. Not so this year: we have that to look forward to in the fall!This month, Tax Notes presents a brief summary of the more significant tax changes introduced at the provinciallevels in the last months.Summary of provincial tax rate changesThe tax changes in this year's provincial budgets were both up and down- but there were far more tax increases than tax cuts.At the corporate tax level, two provinces, New Brunswick and British Columbia, increased their general corporate income tax rate; the former by two percentage points and the latter by one percentage point. Quebec, rather unexpectedly, sharply cut its corporate tax rate on business income, but increased some of its other business taxes at the same time. British Columbia reduced its corporate tax rate on small business income by two percentage points and Saskatchewan by one percentage point."

"In this study, a two-step process was developed for recovering copper, molybdenum, zinc and iron (hematite). In the first step, grinded slags (-65 mesh) were sulphated with SO3 at 350-500ºC to form iron, copper and zinc sulphates. In the next step, the formed sulphates were decomposed to hematite, copper and zinc sulphates and oxysulphates at 700-750ºC. The generated SO3 was recirculated back to the sulphation step. The generated calcine in the decomposition step is leached with 25 gpl acid at 50ºC to dissolve the copper, zinc and molybdenum for further conventional separation and recovery. The hematite residue, of intense red color, can be used as pigment, in the ceramic industry or as pellet feed. The fine crystalline silica remains in the hematite residue."

"Lake Dufault Mines, Limited, is located north of Noranda, Quebec, and is a producer of copper and zinc concentrates. Various papers have been given on the mill design, construction and operation. 1, 2This paper is intended to describe the application of computer control to the Lake Dufault milling process. A brief history and description of the plant flowsheet will be given, followed by the reasons for installing the computer and the development of the program up to its present use. The success attained to date, comments on economic justification and future plans will also be given.HISTORY AND FLOWSHEETThe Lake Dufault ore body was discovered in September, 1961, and the mill commenced production during August, 1964. The rated capacity of 1,300 tons per day was reached by October 1, 1964. In milling the Lake Dufault ore, many metallurgical problems have been encountered, mainly due to wide and rapid variations in mill heads and oxidation of the massive sulphide ore. However, flexibility in plant layout and the incorporation of up-to-date instrumentation have facilitated its processing."

The In order to mine safely with reasonable cost, it is necessary to research the fracture characters of backfill and its matches with rock mass. Four kinds backfill with cement-tailing ratio of 0.250, 0.125, 0.100 and 0.083 respectively were tested, and basing on stress-strain curves tested, the deformation characters and fracture laws as well as the damage constitutive equations investigated with damage mechanics whose calculating results are coincided with experiment results well were proposed. The results of damage analysis show that there have different damage characters in different backfill, e. g. the lower the ratio of cement to tailings the lower the damage values when stresses reach to peak value; the lower the content of cement the more rapid in damage and the more abrupt in breakage process. In addition, using catastrophe theory, an energy model was proposed for backfill and rock mass acted each other in mechanics, and the unstable condition of the system was obtained. Research results show that the higher is the stiffness of rock mass the more stable the system, and the lower is the ratio of cement to tailings, the more unstable the system will be. Further more, according to the catastrophe model proposed, the reasonable matches between backfill and rock mass were researched, and a calculation formula that designs reasonable strength of backfill during mining was put forward. It has been proved by practice that the model and theory researched in this paper can guide filling design in mining. Shebandowan Mine presents a unique opportunity for the mining industry to demonstrate its willingness and ability to use electrical energy effectively. The mine is a typical 250D-ton/day operation supplied by a i5-MVA power transformer. it is a recent, up-to-date design and operates on a four-day/week, two-shift/day basis. The paper outlines an energy profile based on historical data. It accurately describes the individual and total energy input For: (1) production and non-productive junctions; (2) production and down-time periods; (3) peak and average activity levels; and (4) principal energy utilization equipment. A comparison is then made of production data to electrical data, and production and electrical data to design data. The paper concludes that energy management has an important benefit for the mining industry by assisting in maintaining a competitive operation through reduced costs and fewer production slow-downs in the event of energy shortages.

A mill model structure based on the population mass balance framework incorporating breakage characteristics, slurry and solids transport, product classification and discharge and energy consumption was reported in XXVII IMPC and named the Generic Tumbling Mill Model Structure Version I (GTMMS I). In this work, a new 4D (four dimensional) appearance function sub-model based on the experimental results of the JK Rotary Breakage Tester (JK RBT) was developed to describe the breakage characteristics and was applied to this new model structure. The newly developed 4D appearance function model has fewer fitting parameters and is more generic in nature. Most importantly, it is applicable to both high and low energy impact breakage. It is therefore much more versatile in comparison to the existing JKMRC t10- tn appearance function and the size-dependent JK M-p-q t10-tn appearance function. In addition, the Discrete Element Method (DEM) energy distribution model was integrated into the new model structure. With DEM results providing energy distribution information inside the mill directly, the selection function and the back-calculation method used in the existing JKSimMet modelling method are not needed in this model structure. With the above two revolutionary innovations, the previous model structure was upgraded to the Generic Tumbling Mill Model Structure Version II (GTMMS II). Furthermore, the new model structure is dynamic in nature with time-stepping technique for non-steady-state simulation. A case of the dynamic grinding of a SAG mill was studied to validate the GTMMS II. The model simulation results agreed well with the plant data. With the newly developed 4D appearance function model, the incorporation of DEM energy distribution and transport function, the GTMMS II is an important step forward towards mechanistic modelling of tumbling mills.

The general trend in the minerals industry is towards the processing of fine grained, disseminated mineral deposits. This has led to an increase in the number of fine/ultra-fine grinding installations using stirred media mills. The challenge is that both the equipment type and the mineralogy of the deposit have an effect on specific energy consumption. Fresnillo PLC recognized this issue and addressed it by providing samples for testing in a laboratory regrind system. The objective of the test program was to determine the specific energy required to achieve a product size of 10 µm (P80). A specific energy plot was generated for both a lead and zinc flotation concentrate. It indicated that 34 kWh/t and 51 kWh/t were required for the two samples (Pb and Zn respectively). This difference highlights the effect of mineralogy on the energy required for fine grinding. The regrind feed and products were submitted to a range of basic mineralogy tests to quantify the mineral differences that could have changed the specific energy requirements. These tests provided general mineralogy, documented optical textures, and provided particle size microscopy. The lead concentrate was found to contain significant amounts of silicates in addition to the dominant sulphide, pyrite. The zinc concentrate was determined to be mostly sphalerite with minor amounts of quartz, chalcopyrite, pyrite and galena. The material testing results illustrate the importance of basic mineralogy studies in conjunction with comminution testing to determine specific energy consumption.

This work explores the effect of ore hardness variability on the design of a solar photovoltaic system with battery storage and grid backup, to operate a semi-autogenous grinding mill (SAG). First, a case of two synthetic ore populations was studied, without any consideration of spatial distribution. The mean and variance of the ore hardness (measured in specific energy consumption) of both populations were subjected to a sensitivity analysis. The operation was evaluated with one and two stockpiles. The latter allows classifying according to ore hardness to adapt the SAG energy consumption to the solar cycle. The results show that using two stockpiles allows achieving a larger autonomy (i.e., fewer energy imports) at lower total costs, especially when the difference of mean hardness between the two populations is large. The difference in variance (between the two populations) has a smaller impact on the design recommendations. Second, a case study was performed considering the spatial distribution of geometallurgical units. Two cases were considered: (a) brownfield, when there is historical information of the actual variability of the ore hardness; and (b) greenfield, when the system design relies mainly on geometallurgical modeling. Brownfield and greenfield planning result in similar sizing recommendations of the solar power plant if precise drill cores are available. In this case, geometallurgical modeling is an effective tool for forecasting the energy demand necessary for designing the power plant. INTRODUCTION Solar energy can help make mining more sustainable (Moreno-Leiva et al., 2017). With falling battery costs, an autonomous solar supply is soon to become an economical alternative in many parts of the world, even in the presence of a larger power grid (Child et al., 2017). Although this, places with high solar radiation such as the Atacama Desert in Chile, nowadays show a large potential of incorporating solar energy as a supply of energy. Many of the Chilean copper mines are in this zone making it interesting to study their compatibility and potential of integrating this renewable source to their operation. The power demand in a copper mineral processing plant is determined by the main power loads in grinding and flotation, with grinding typically the largest power consumer, especially the semi-autogenous grinding (SAG) mills (Wei and Craig, 2009). In Chile, it corresponds on average the 50% of the electrical energy consumption (COCHILCO, 2013). Solar energy production is determined by the irradiance perceived into the solar photovoltaic (PV) panels (which varies through the geographic location) and several other climatic parameters such as the current season, humidity, temperature, altitude, and others (Molina et al., 2017). Also, solar energy is only generated during the sun hours, getting to a maximum generation at a certain peak hour during midday, and finally dropping to zero during the night. This shows a cyclic parabolic profile as shown in Figure 1. Due to the SAG mill operated continuously, the power supply always must be available. During the night, to continue supplying the energy, it is necessary to complement the solar power generation with a battery energy storage system (BESS), which will act as a power backup and a buffer. For the optimal sizing of this PV- BESS system, information of the demand profile is needed (Pamparana et al., 2017). In the case of the SAG mill operation, the resulting demand relates to the ore-hardness for a specific throughput and grind size (Morrell, 2004). Therefore, for a given throughput and target grind size, a harder ore would require more power, and variable hardness results in more variable demand and a subsequent need for larger energy storage (Bueno et al., 2015). "The coal handling plant represents an investment of about $100 million in coal handling and storage equipment. The coal receiving is done by a continuous ship unloader that can handle ships in the 60 000 T range at Q rate of 1750 /ph. A unique feature in the system is a stacker/reclaimer unit which will work inside a dome storage structure. The coal for the unit will include any low sulphur coal that can be delivered by sea at an economical price blended with New Brunswick high sulphur coal.ThE flue gas scrubber is a wet limestone system capable of 95% SO2 removal. The scrubber will utilize about 150 000 tonnes of limestone per year and will produce commercial grade gypsum by the forced oxidization method.IntroductionWith the need for new generating capacity being required, New Brunswick Power reviewed, in 1985, its options for the next unit. The study indicated that the most attractive option for New Brunswick Power would be a coal-fired unit capable of receiving imported coal at a sea port. The site selection process resulted in three site options being considered.The existing Coleson Cove and Dalhousie sites, and the Belledune site were considered. To meet load distribution needs, it was then decided that the unit had to be located in the northern section of the province, thus eliminating the Coleson Cove site. The Belledune site was selected because it had the capacity to have additional units added where as the Dalhousie site would have only been able to accommodate one unit"

"This paper describes the development of a dynamic model for a full- scale (64 tonnes/hr) grinding circuit consisting of an open-circuit rod mill feeding a ball mill operating in closed circuit. The object of constructing such a model is to investigate the static and dynamic behaviour of potential control schemes. Model selection, data processing and parameter estimation are discussed, and static and dynamic results of simulations are presented. Conclusions are drawn with regard to the adequacy of the model for such studies, and likely limitations on control of such circuits.IntroductionThe model developed here is intended to represent the grinding behaviour of the grinding circuit at the Lake Dufault division of Falconbridge Copper Mines Ltd. This circuit has been fully described elsewhere. At the time of the work described, the ball mill discharge was fed to a four-cell flotation bank , the tailings of which are combined with the rod mill discharge in the cyclone feed pump sump. As the emphasis in this study is on grinding behaviour, and as only I per cent of cyclone feed material is removed in these cells, no attempt has been made to include flotation behaviour in the simulation. One effect of the presence of flotation cells in the grinding circuit is, however, to necessitate somewhat finer grinding than might otherwise be needed: this will have effects on mill parameters.The paper is organized as follows. First the selection of models is discussed, paying particular attention to the problem of selecting simple, yet adequate, flow models for the mills. Then data gathering is described. The method of deriving mill model parameters is explained, and the results presented. Mass balancing of cyclone data and the determination of cyclone model parameters are described. The linking of the models into a full simulation is outlined, and sta tic and dynamic results presented. Finally, the results are discussed and conclusions drawn ."

In the decade 2002 to 2012 some 6.7 million tonnes of new copper concentrate production capacity was brought on line, corresponding to 2 million tonnes of contained copper. This increase in concentrate supply necessitated the commissioning of a number of new copper smelters as well as the modernization and/or expansion of existing plants to meet the demand. This paper gives an overview of the copper extractive industry, reviews recent copper production trends and changes in the copper industry, including an examination of pyrometallurgical and hydrometallurgical technology developments. WorleyParsons has supported a number of the projects involved in these developments and this role is briefly discussed. The paper introduces a number of ideas related to possible future directions of the copper industry.

Long range mine planning involves developing a mining sequence that schedules the extraction of the ore and waste materials within a final pit limit. The objective is to define a sequence that best meets the defined strategic objectives. The main steps in the creation of an open pit mine plan are the final pit limit design, the design and sequencing of the mining phases, equipment selection and operating cost estimation. Flexibility is the key strategic element in developing a mine plan. Planning the extraction sequences and rates for the various mining areas is a challenging and demanding activity. It is often necessary to consider numerous alternative strategies and what if scenarios. The number of alternatives that can be studied with limited manpower and time resources is restricted. In order to investigate strategic aspects of mine planning, a system to generate workable mine plans rapidly is required. The concept of Visual Mine Planning is that the engineer can visualize the current plan, easily change a component of the plan, such as the annual cut-off grade schedule or the production rate within a particular Phase, and immediately see the effect on the mineralogical and cash flows. If the desired result is not achieved, a change is made and the effect is again immediately seen. This paper presents results of research in this area conducted at the Pontificia Universidad Católica de Chile. The work includes the examination of cut-off grade strategy, sequencing, blending, stockpiling and shovel-truck fleet requirements using simulation.

Subsidence can cause serious damage to surface installations such as railroads, highways, pipelines, buildings and other facilities over a period of many years. Although total elimination of the effects of subsidence is difficult, the damage can be minimized through a systematic analysis. An example of such a study for reducing the effects of subsidence on pipelines is presented in this paper. Subsidence-induced stresses on a pipeline over some coal mining properties in Utah have been analyzed using a computer with graphics capabilities. The results are useful in predicting the extent of damages due to mining subsidence. In view of the gradual replacement of room-and-pillar mining by longwall with caving, this sort of analysis will become more and more important. In the next phase of this study the predicted results will be compared with the permissible stress levels on pipelines over actual subsided areas in an actual case.

Consensus-based approaches are becoming the most popularly applied way of achieving meaningful public participation. This paper introduces the principles surrounding consensus-building approaches and the processes for getting them started. The Healthy Communities Movement is one such consensus-based approach that offers a well-established holistic model for conceptualizing a healthy sustainable community. It also highlights the importance of public participation as an essential component of achieving a sustainable community. The paper concludes by illustrating how current company-community relations programs can utilize these models.

It will then explore the changing expectations of society with respect to environmental sustainability and how those attitudes in turn, must influence the strategic directions and attitudes of the industry, and within that, the role of science and technology.
