"The pendulum in Ottawa has swung dramatically from fiscal policy to monetary policy over the last several years. International trends indicate that the pendulum has to start its swing the other way, if Canada's mining industry is to maintain its preeminent position in the global mining arena. This article, which is based on a paper presented by the author at the 37th Annual Meeting of the Newfoundland Branch of CIM, identifies these trends and how they could interact with Canadian policy.IntroductionThe title of this paper is not a very imaginative or catchy one, but it states the topic quite succinctly, if not tersely. This paper looks into a crystal ball to see what might be in store for mine financing over the balance of the current decade.In the event that the reader feels some trepidation about the prospect that such a paper could seek to be the definitive work on the subject, it should be made clear at the outset that this is not the case. The author is, after all, not an economist, a scholar, a financial analyst, or a soothsayer, but is rather a simple accountant who has been closely involved with the mining industry, and the financing thereof, for some twenty years.The paper recognizes that, while a mine may be born when production begins, the mine is conceived when exploration starts. As this act of conception is obviously an essential part of mining, the financing of exploration is also covered in this paper. To attain a focus, this paper approaches the topic of mine financing in the nineties as follows: first, the major emerging forces in the industry are identified: and, second, the implications of each of these forces on financing are considered."

"The property of Pamour Porcupine Mines, Limited, is in the eastern Porcupine area, about 12 miles northeast of Timmins. It covers parts of lots 3-6 (inclusive), cons. 5 and 6, Whitney tp., Cochrane district, Ontario. It is an amalgamation of the old La Palme, Three Nations, and Porcupine Grande properties.The first discovery on the Pamour was made in 1911. During 1911 to 1914 a small shaft was sunk on the Three Nations vein to the 200-foot level and a 100-ton stamp mill was put in operation, but only a small production was achieved. The property remained idle from 1914 to 1923. In 1924 some diamond drilling was done along the Keewatin-Timiskaming contact with some encouraging results, but the gold mineralization encountered was too low in general at the price of gold then prevailing to warrant further · work. The increase in the price of gold revived interest in the area, and the above noted amalgamation was effected in 1934. Options were taken and successively dropped by two large mining companies. Following this, exploration both on the surface and underground was started by Quebec Gold Mining Corporation, Limited. Diamond drilling in the early part of 1933 showed considerable ore in conglomerate and greywacke to the east. In the middle of 1935 Noranda Mines, Limited, assumed control and management. A new shaft was sunk and the property was ·equipped with a mill having an initial capacity of750 tons a day. This was subsequently enlarged to 1,500 tons a day.From the commencement of milling (May 16, 1936) to the end of 1946, 5,025,545 tons of ore having an average grade of 0.1327 oz. a ton ($4.64 at $35 an oz.) have been mined and milled."

"Reconnaissance geochemical mapping, based on the chemical analysis of waters, stream, and / or lake sediments had its origin in geochemical prospecting surveys carried out in New Brunswick during the 1950s. More recently, reconnaissance geochemical surveys carried out by government agencies for mineral resource appraisal purposes have been seen as a special case of regional geochemical mapping which is carried out with the aim of describing geochemical patterns f or elements which may he interpreted for mineral resource appraisal, environmental or geological purposes. The interpretation of pal/ ems on regional geochemical maps is based on the concepts of landscape geochemistry, in this paper, the regional approach 10 geochemical mapping is described with reference to an experimental regional geochemical survey which was completed in southwest Ontario during 1981-82. The paper depicts the current status of the EKSPERT mining machinery management system and shows the prospects for its further development. The system is the result of a rare attempt to utilize the comprehensive dataset; this refers to a precisely identified group of users and is used to develop a solution with a scope that encompasses other areas of activity within the company. The authors present the incredible flexibility and usefulness of the system used at KGHM Polska Miedz S.A. for everyday control of the mining machinery fleet. The issue of visual aspects of the reports generated by the system is handled separately and used as a tool allowing for implementation of the methodological assumptions of EKSPERT. A concept for creating a system for assisting decision making in the process of mine management with the use of IT tools and production monitoring is also discussed. The solution is based on integration of information from both the monitoring field and visualization of the technological process around the Production Reporting Center.

Modem civilization is indebted to that most ancient of the skilled crafts - the art of stone working, as the one consistent means whereby the dim un-recorded past has conveyed to our modem schools of science volumns of facts, written in characters of imperishable stone. Although left, centuries ago, to ruin and decay, architectural examples of the ancient building crafts still remain to the glory of the old master-builders, whose accomplishments in that remote age continue to influence and inspire their modem successors. Present-day architects and builders will leave to posterity just as faithful a record of our modes of living and of the methods now adopted for protection, as if it had been made by written word; and our craftsmen have profited greatly, in meeting modem requirements, by taking advantage of the indurance and utility of stone. Stone in all ages and stages of the world's civilization and development has been the material chosen by the masterbuilder, the one material possessing qualities that render it most desirable in affecting the artistic ideals of each period. It perfects the science of architecture through its durability and thus renders possible the study of man's workmanship in stone throughout periods of civilization of which we have no specific written account. Other materials have been used for the construction of man's habitations, but none have withstood the test of time, nor have established the credit of designer and builder so well as stone. _All other materials fall into ruin and decay, leaving neither mark nor monument for the enlightenment of mankind.

Uranyl mineral dissolution appears to be complex, affected by factors such as solution pH and the presence of various cations in solution, and sometimes involving formation of secondary surface precipitates. Such secondary precipitates potentially could armor the underlying uranyl mineral surfaces from further dissolution. A detailed understanding on the formation of secondary precipitate is therefore essential for predictive modeling of radionuclide fate and transport in the subsurface. Several types of secondary precipitates on the surface of uranyl minerals were examined using Atomic Force Microscopy, Scanning Electron Microscopy, and, Xray Photoelectron Spectroscopy.

"Hydraulic drills, recently implemented at the Tantalum Mining Corporation of Canada, Limited, Bernie Lake Mine, are proving to be an economic alternative to pneumatic drilling systems. The paper describes the application of an electric-hydraulic drill jumbo to the mechanized room-and-pillar mine and its performance. The application of these drills resulted in improved environmental and working conditions.Drill rods and bits are a major cost centre in hard-rock mining applications. The paper also discusses the performance of one manufacturer's product used on the hydraulic drills.IntroductionThe Tantalum Mining Corporation of Canada, Limited (TANCO) started producing tantalum ore from its Bernie Lake pegmatite in 1969. The pegmatite, encased in amphibolite, is shallow seated and flat lying. It is defined by diamond drilling along 4,000 feet of strike and 1,500 feet down dip, ranging in thickness from 60 to 280 feet. Relatively well defined zones of mineralization occur within the pegmatite and form separate orebodies of tantalum, lithium and cesium."

The Au/?-Al2O3 catalyst prepared by AuCl3 impregnation is subjected to the influence of residual chlorine after an oven drying. A post-impregnation NH4OH treatment was able to eliminate chlorine, and to reduce the cluster size of Au moiety. However, the CO oxidation activity was not increased by this post-impregnation NH4OH treatment. This suggests that certain metal-support interaction (MSI) is the determining factor for the activity of Au catalysts. Thermal treatment under H2, O2 or He was attempted to increase MSI of the prepared catalyst with or without the post-impregnation NH4OH treatment. No significant activity enhancement was found but the TPD analysis suggests that a H2 treatment has a higher chance to induce MSI.

The Young's modulus of bi-phased model materials (vitreous matrix containing spherical alumina inclusions) have been determined by two complementary approaches: experimental and analytical. If the matrix and inclusions exhibit close coefficients of thermal expansion, the experimental results lie in the vicinity of the lower bound of the Hashin & Shtrikman's model. If there is a dilatometric disagreement between the components, untypical behaviors, similar to those obtained for a family of industrial refractory materials, were observed when the temperature varies.

"This paper will discuss strategies for the introduction of computer technology in the mine environment. More specifically, it will focus on issues such as: (a) make or buy; (b) programmer less mines; and (c) support from corporate groups.The paper relates these strategies to systems for mine operations. Property development starts with drilling and building the geological data base. The feasibility cycle includes all stages of evaluating the decision to proceed with mine development: ore reserve calculations; mine planning; and financial projections. Construction includes project management and project accounting systems. Systems required for operation are those needed by personnel at the mine site."

"I ASSUME that any effort on my part to deal with the question of the importance of the mining industry is going to be largely an exercise in preaching to the converted, but there are one or two aspects that I'd like to particularly mention.The first is that, in terms of almost all factors, the mining industry is a very important industry in Canada. It is important in terms of employment in relation to the gross national product of Canada and it is particularly important in the international trade of Canada. So far from being insignificant domestically, it is also an extremely important factor in the international picture. That's an important point to bear in mind, because as we talk about all the other matters we never can lose sight of the fact that mining management always has to be conscious of its international competitive position. It is something that one forgets at one's peril, and to a somewhat greater extent than is true of many other industries, those managements have to compete in an international context for their markets, to some extent for their people for specialized skills and of course for finance. In the evolution of domestic policies it is a very, very perilous step to take to impair that competitive ability of the domestic mining industry."

"In the past year, mining at the Doyon Mine has shifted entirely from open pit to underground. The mine produced 234 692 ounces of gold in 1989 and is expected to produce 225000 ounces in 1990. The Doyon Mill has been running slightly above design capacity, and recovery has increased 3%.IntroductionThe Doyon Mine is located 25 miles east of Rouyn-Noranda, Quebec (Figure I).It is a joint venture owned by Lac Minerals and Cambior, with each holding a 50% interest. Lac Minerals operates the mine under the direction of a management committee.Production at the Doyon Mine began in 1980 with the start up of the Main Zone pit. Shortly thereafter the Doyon Mine became the largest open pit gold producer in Canada.In 1983, a ramp leading to the fourth level and exploration drifts were driven. Results were very encouraging, therefore the decision was made to sink a 2150-foot deep shaft, which was completed in 1986.In mid-1986, production began in the West pit, while underground mining of the West Zone started shortly thereafter, at the end of the same year.In 1987 the mill capacity was increased to 3300 tons per day and the Main Zone underground operations commenced."

"Precious metals (PM) in copper anode slimes are traditionally recovered by pyrometallurgical processes. Due to the compliance with increasingly stringent environmental regulations, it has made hydrometallurgical processing an attractive method for recovery of precious metals, including relatively inert metals such as gold and platinum group metals (PGMs). In this paper, a new method to recover PGM from complex and difficult feed streams is described. Using a proprietary Advanced Ion Exchange (AIX) adsorbent which has a high selectivity for PGMs over other metals and can achieve high PGM mass loadings with a series of incredible pilot test data plus the business case generated from the study results are also presented in the paper.INTRODUCTIONPrecious metals in copper anode slimes are traditional recovered by pyrometallurgical processes. Due to the compliance with increasingly stringent environmental regulations, it has made hydrometallurgical processing an attractive method for recovery of many metals, including relatively inert metals such as gold and platinum group metals (PGMs). Fully hydrometallurgical processes for extraction and recovery of gold and silver from copper anode slimes were employed in major copper refineries since 1995, which was first developed at Rio Tinto Kennecott Utah Copper.In Rio Tinto KUC process, the wet chlorination and gold solvent extraction were utilized to enable recovery of gold and silver as well as other metal compounds. The availability of water and the interaction and amenability of gold processing in water-based solution makes it possible that gold and silver are produced in only five days, compared with a traditional pyrometallurgical process that took 45 days. Most copper refineries are still following the tradition, but the use of hydrometallurgical technologies is increasing as the world demand for metals increases, energy utilization, and environmental viability."

Arsenic extraction from Chilean copper concentrates up to nearly 99% was achieved, using hydrothermal reactions. Arsenic appears in nature in more than 200 mineral species, being arsenopyrite (FeAsS), enargite (Cu3AsS4), and tennantite (Cu12As4S13) the most common species. In addition, arsenic is present in a large amount of copper concentrates, produced in northern Chile. Medical statistics show that in northern Chile, the amount of cancer to the lung, skin and bladder are the highest in the country. The latter situation, demonstrates the importance of studying metallurgical processes that do not generate atmospheric pollution. The hydrometallurgical processes such as hydrothermal treatment in autoclave reactors, do not produce gaseous emissions. On the other hand, the arsenic remains in solution from where it can be transformed in scorodite by widely known methods. Previous works about hydrothermal treatment of enargite have shown the feasibility of transforming the enargite of the copper concentrates into chalcocite or mineral species of the chalcocite family such as djurleite, digenite and for this reason enrich the concentrate in copper and pass the arsenic to solution. For this research, two Chilean copper concentrates were used, concentrate 1 with 5.5% arsenic and concentrate 3 with 1.8% arsenic. These concentrates were subjected to a complete chemical and mineralogical characterization. Later these concentrates were carry out to batch tests of hydrothermal treatment. Also, these concentrates were subjected to grinding to have different particle sizes. For the hydrothermal tests, a liter capacity Autoclave Engineer reactor was used. Characteristic of this reactor was the maximum temperature 350°C, 5000 PSI pressure, and 900 rpm agitation speed. Kinetic tests were carried out with the two concentrates maintaining the same solid: liquid relationship, the same agitation velocity and the variables studied were treatment temperature, time of reaction, concentration of copper in the solution and grain size of the concentrates. The conclusions of the study indicated arsenic extraction of the order of 93.98% from the concentrate 1 and arsenic extraction of the order of 98.74% from concentrate 3. After the hydrothermal treatment, the solids and solutions were characterized chemically, by electron microscopy and X ray diffraction. Also the solids were characterized by grainsize through a particle size analyzer (MICROTRAC). Results of batch treatment shows that arsenic can be release almost completely from real copper concentrates using this hydrothermal process and the next stage will be a scale up process in order obtain results for pilot plant design. INTRODUCTION Arsenic is an impurity that appears associated with copper minerals forming enargite, tennantite, tetrahedrite, and that due to the pyrometallurgical treatment either in conversion or roasting furnaces, it goes into the atmosphere together with the sulfur dioxide. A great quantity of literature can be found to eliminate arsenic or try to separate arsenic from copper. The methods used are mainly leaching processes with or without pressure (Padilla, Jerez & Ruiz, 2015) with different reagents like chloride media (Herreros, Fuentes, Quiroz & Viñals, 2003) or chloride media with sulphuric acid (Riveros & Dutrizac, 2008) or sodium hypochlorite (Mihajlovic, Strbac, Zivkovic, Kovacevic & Stehernik, 2007). It is known too that Chile is the first copper producer in the world and a great quantity of its minerals are in the north of the country, in Antofagasta.

THE gold deposits of the Pioneer and Bralorne mines, in the Bridge River district of British Columbia, are closely associated with a long, narrow intrusive body of extremely variable composition, outcropping on the northeast side of Cadwallader creek and lying almost entirely within the property boundaries of the two companies. Other masses of the same type of intrusive rock are found in the district, more or less along the line of the main axis of the Pioneer-Bralorne in trusive, and have associated with them variable amounts of gold-quartz mineralization (Figure 1). The ore deposits of the district have been the subject of investigation by officers of the Geological Survey of Canada at various times during the past 25 years, and articles on the geology and mines of the district have been published by various individuals in technical journals. Arsenical bearing deposits are posing an increasing challenge for the mining industry. In particular, mineral processing of arsenical sulfidic ores for base and precious metals recovery tend to produce problematic arsenical tailings. This arsenic being present as sulphide or oxide, tends to dissolve, contaminating surface and underground waters. To meet the environmental regulations, it is often required to stabilize the arsenic in a more insoluble form. Dundee Sustainable Technologies has developed a new patented technology using vitrification of the arsenic oxide in an economical way, giving a stable solid, well below the environmental regulations upon leaching. This technology involves oxidation of As (III) to As (V), by using a low cost natural oxidizer and transformation of the produced arsenic oxide into calcium arsenate, which is not volatile at the melting temperature of the glass. This technology would be advantageously applied on most cases around the world where sulphide concentrates are oxidized in a fluidized bed or smelted.

"Breccias with angular and rounded clasts of a late-mineralization, ""barren"" hornblende porphyry dike set within a comminuted matrix consisting of rock fragments and quartz, cemented by quartz and K-feldspar of hydrothermal origin is observed in diamond drill cores from the Sar Cheshmeh porphyry copper deposit. Studies of age relationship between vein types, phyllic-altered clasts and the breccia groundmass suggest that the brecciation is a late event. The breccia clasts record evidence of hydrothermal reaction between the clasts and fluids responsible for the brecciation.Formation of bornite, in the breccia clasts of the originally barren hornblende porphyry dike, and in the breccia matrix, along with the scarcity of bornite in the Sar Cheshmeh deposit itself suggest involvement of fluids which are later and of different composition from the fluids responsible for the known mineralization at Sar Cheshmeh. These later fluids may be related to a later plutonic event and suggest the possibility of a later, and concealed deposit."

These rules are often fairly complex and not easily understood. This article attempts to explain in plain and understandable language the mechanics and benefits of one of the more frequently encountered provisions, the ""Section 85 election"".IntroductionThe Canadian resource industries are probably singled out for more special attention under this country's tax legislation than any other industry. This special treatment is, of course, not always welcomed by the industry, such as where unnecessarily restrictive taxation is perceived to exist or where agonizingly complex tax legislation must be dealt with. On the other hand, certain provisions in the tax legislation treat the industry in a relatively favourable manner, including a number of rules which, in recognition of the high risk and capital requirements of the resource sector, serve to facilitate the structuring of resource ventures."
