The Ontario Committee on Taxation is making a comprehensive study of taxation in the Province of Ontario, and in this connection has received representations concerning mining taxation from a number of interested parties. Some of the more important recommendations on mining taxation are reviewed in this article. Introduction FOLLOWING the appointment of the Federal Royal Commission on Taxation, the Ontario Government, effective in November, 1962, appointed the Ontario Committee on Taxation to review taxes and revenues available to the Province of Ontario and its local governments, to co-operate with the Royal Commission on Taxation and with any other bodies of enquiry appointed by other provincial governments, and to make such recommendations as it sees fit to the Prime Minister of Ontario and the Executive Council. When transferring from the railway transport to the combined automobile-conveyor transport by stripping works at coal mines, it was proposed to form at the working zone a concentration horizon for reloading part of the stripping volumes at the railway transport. The procedure is adduced for substantiating parameters of bloc-panels, depending on the step of transferring of reloading points in interrelation with the intensity of the working zone?s development with observing the balanced movement of parts of the stripping zone relative to the temporary concentration level.

Orebodies occur in an infinite variety of grades, shapes and sizes, and take many millions of years to grow. When extraction starts there is only one possible end -the mine sooner or later will run out of ore and shut down. If the mineral industry is to supply the ever increasing demands of modern civilizations, more and more metals must be found and mined. This will require a never-ending search for ore, and the development of every economic body, large or small. To justify the mining of a small orebody, it first of all must pay its way. If the size of the burden imposed by the capital cost estimates is not carefully worked out, an otherwise promising situation could be killed. The very nature of mining, as a transient industry, re-leases a steady stream of good used equipment, and the trained personnel to install and operate it. All manner of plans and layouts, which can be utilized at a new property, are available. Working these and other economies into the estimates will sometimes make enough difference to give a prospect the green light.

Despite the significant economical and safety implications of poor blasting practice in mining and quarrying operations, the default practice in many large operations, including both design and control, is considerably below standard when compared to other engineering disciplines. Blast dynamics includes a number of complex phenomena, such as the generation, propagation and interaction of stress waves, the expansion of high pressure, high temperature gases from the explosive components, and their combined effects upon the rock mass, including fracturing, fragmentation and displacement. In order to tackle this non-trivial problem, a combined finite and discrete element software (Y-code) capable of accounting for the dynamic behaviour of stress waves, simulating fracturing processes and modeling the expansion of gases is under development. The constitutive models used in this particular software are fundamentally simple, however, non-linearity and chaotic behaviour result as natural consequences of the interaction of relatively simple processes and mechanisms, such as propagation of stress waves in the immediate vicinity of the exploding borehole, and the creation and propagation of fractures. Advances on its development and comparisons with experimental data show realistic propagation of stress waves and fracture networks.

In recent years, there has been a heightened interest in the hydrometallurgical processing of sulfide ores and concentrates (especially copper sulfide ores and concentrates) mostly in the USA and Chile. Currently, hydrometallurgical operations account for about 30% of the primary copper production. In the present research, the leaching phenomena of IOCG (iron-oxide hosted copper-gold) ores and concentrates were studied. The IOCG ore, which is characterized as having a predominant amount of magnetite with fine chalcopyrite, is currently the center of attention for new copper resources. Heap leaching of IOCG ore is desirable because of its low cost. However, the leaching characteristics of the ores and concentrates and the mechanisms of copper leaching require investigation. This study defines the factors, which affect the leaching operation, such as the ORP, pH and oxidizing agents. Based on these results, the optimal leaching conditions are provided for pilot column leaching test and ultimately, commercial operations.

The origin and limitations of the conventional and empirical equation for the interpretation of the results of back pressure tests on gas wells are discussed. Difficulties in data interpretation arise from many causes, including Jack of flow stabilization, uncertainties in connection with the friction calculation, and the effect of turbulence near the sand face in the reservoir. A procedure is developed to ac-count for the turbulence effect. This is based upon the theoretical equation for laminar steady state flow and current knowledge of turbulent steady state flow. The procedure involves the expression of the equation for combined laminar-turbulent steady state flow in terms of a turbulence contribution factor. This factor. is shown to be dependent mainly upon the flow rate per unit of pay thickness and the reservoir permeability. The method of interpretation permits the use of judgment based upon the theory and present day under-standing of laminar-turbulent flow and is considered an improved method

There are a number of high grade niobium deposits worldwide which have been deemed untreatable by flotation due to the very fine grained nature of the in situ pyrochlore, the primary niobium bearing mineral. A known method of recovering extremely fine particles is through the use of chelating reagents such as hydroxamic acids which have a strong affinity for transition metals. However, one of the major issues in the flotation of niobium bearing minerals using hydroxamic acids is the corresponding recovery of other transition metal gangue minerals including magnetite, hematite, and pyrite. In order to better understand the differences in behavior of niobium and iron bearing minerals in flotation with benzohydroxamic acid (BHA) and sodium hexametaphosphate (SHMP) at a range of pulp temperatures, a Box-Behnken experimental design was employed. Regression models for the global recovery of iron indicated that iron mineral recovery was significantly influenced by both BHA and SHMP dosage. Upon examinination of flotation products by semi-quantitative XRD, it was observed that recovery of iron oxide and sulphide minerals (hematite, magnetite, goethite, and pyrite) was problematic at high benzohydroxamic acid dosage, while sodium hexametaphosphate was mainly helpful for carbonate mineral depression. Iron rich carbonates (likely an iron rich dolomite) largely reported to the tails with increased SHMP dosage.

"Grinding media consumption rates and their dependence on key operating conditions in semiautogenous grinding mills is analyzed on the basis of a detailed mathematical model recently developed by Moly-Cop´s specialists which describes and takes into account the three primary media consumption mechanisms, namely: abrasion/corrosion, surface spalling and impact ball breakage. The influence of key mill operating conditions – such as ball filling, discharge grate opening, mill speed, lifter profile, and ball quality – on their corresponding grinding media consumption rates is explored via a variety of model simulations, discussing in every case the independent contribution of each of the indicated consumption mechanisms to the estimated total ball consumption rate.INTRODUCTIONA thorough understanding of the independent contribution of each grinding media wear mechanism is extremely important, especially in semi-autogenous grinding (SAG) operations where macrowear (spalling) and ball breakage cannot be ignored or neglected. "One of the most common hydrometallurgical methods for precious metal extraction is cyanidation. The effluents of this process may contain relatively high concentrations of copper, zinc and iron, which react with free cyanide to form complexes, adversely affecting the efficiency and the economy of the process.This preliminary work studies the use of the solvent extraction technique to remove copper, zinc and iron cyanide complexes from a synthetic solution similar to that of gold mill effluents, in order to allow the recycling of the solution back to the process. For the extraction of these anions (Cu(CN)2 -, Cu(CN)3 2-, Cu(CN)4 3-, Zn(CN)4 2- and Fe(CN)6 3-), trioctyl methyl ammonium chloride (Aliquat 336) was studied as extractant, using nonylphenol as modifier in the organic phase (iso-octane). The experimental results showed that for a synthetic solution containing 450 mg/L total cyanide, 160 mg/L copper, 50 mg/L zinc and 51 mg/L iron, it is possible to extract the 96% of copper, 91% of zinc and 75% of iron when using 0.011 mol/L of Aliquat 336 (organic/aqueous volume ratio (O/A) =1) in the pH range of 9-10."

zThe operation of SAG mills is variable over time due to their continually changing liner shape, mass and subsequent load motion. However, this tends to be poorly accommodated in liner design and mill control, with only limited compensation made for this influence, usually in the first few weeks after a new liner is installed. With ever-increasing ore competency, increasing energy costs and decreasing ore grades, simplified design and operational approaches that compromise the achievable mill efficiency are no longer adequate. This paper presents a methodology that has been developed to measure and account for the changes in mill performance as the liner wears. This involves monitoring all liner profiles – in other words the three-dimensional liner shape - over the life of the liner, then conducting controlled surveys at different stages of the liner wear life, and correlating the mill performance to the liner profiles. The measured liner mass is modelled to provide an ongoing meaningful load mass measure that excludes the liner mass.

The iron ores of the Kiruna mine in Sweden are of exceptional quality except for the phosphorus content in certain zones of the orebody. The prevention of mixing ores high in phosphorus with those low in phosphorus has always been of significant economic importance. The ongoing introduction of tele-mining and automatic haulage by LHDs requires new means in the field of quality control underground, as the experienced miner as well as the underground laboratory assistant no longer are involved in the process. As of 1998, LKAB has been testing prototypes of LIF (laser-induced fluorescence) analyzers for non-contact and real-time measurement of the phosphorus content of ore being transported by LHDs from the stopes to the respective ore pass assigned to a certain ore quality. The principles of the analysis of laser-induced fluorescence, the different test phases and results are described and conclusions made. With bulk sorting of ore underground, the mining engineer supports the efforts of the metallurgist in the processing plant.

"A theoretical framework based on a detailed analysis of mine operations data from an oil sands mine in northern Alberta and the static simulation of truck cycle times are developed, verified, and validated in this paper. Implementation of this framework provides better results than existing tools that rely solely on manufacturer data. This, therefore, aids in efficient equipment planning for the life of the mine. The use of this framework to modify existing productivity curve estimation methods currently in use at the mine site is also proposed. This method replaces “loaded flat haul” with “loaded effective flat haul” in the productivity estimation. Validation of the model results in a 4% overestimation of productivity, versus an underestimation of more than 10% when using the existing in-house method. ¦ KEYWORDS Equipment planning, Life-of-mine (LOM) planning, Oil sands, Productivity, Truck cycle times RÉSUMÉ Un cadre théorique fondé sur une analyse détaillée des données relatives aux activités minières d’une exploitation de sables bitumineux dans le nord de l’Alberta et la simulation statique des temps de cycle des camions sont développés, vérifiés et validés dans cet article. La mise en oeuvre de ce cadre offre de meilleurs résultats que ce que proposent les outils existants, lesquels se basent uniquement sur des données des constructeurs. Ceci contribue donc à une planification efficace de l’équipement pour des projets relatifs à la durée de vie de la mine. On propose également de se servir de ce cadre pour modifier les méthodes d’estimation de la courbe de productivité actuellement utilisées sur le site minier. Cette méthode remplace le concept de loaded flat haul (la distance parcourue par des camions avec un chargement du point de collecte jusqu’au point de déchargement des résidus miniers) par celui d’effective loaded flat haul (la distance relative parcourue par des camions avec un chargement du point de collecte jusqu’au point de déchargement des résidus miniers) dans l’estimation de la production. Introduction The position of Turner Valley in the foothills of Alberta, some thirty-five miles southwest of Calgary, is too well known to need further description. This attempt to interpret in detail the nature of the structure, and its relationship to neighbouring structures, together with general observations on the foothills belt, is based on work carried out in the office of the Supervisory Mining Engineer, at Calgary. The object in view was the correlation of the mass of evidence which had accumulated from the detailed examination of drill cuttings, and to discover, if possible, its structural significance. Unfortunately it is not possible to publish most of this detail owing to its confidential nature, and in consequence the reader is asked to accept certain statements, which under other circumstances would not be made without supporting evidence. The main argument for the general structural interpretation rests on evidence which has already been made public, and it is possible to proceed to logical conclusions on the main points. The evolution of ideas concerning the structure of Turner Valley is somewhat difficult to follow, as, compared with all that has been said on the subject, there is not a great deal on record.

The solvent extraction of Cu from acidic leach solutions is carried out using oxime extractants. The mechanism can be described as liquid ion exchange, where a labile H+ in the oxime replaces Cu++ ion from the pregnant leach solution. The process is reversible and, at high acidity, the copper is stripped back to the aqueous phase. As the extraction proceeds, the acidity of the aqueous phase increases and the equilibrium may shift against the extraction reaction. This phenomenon may become significant in leach solutions with high copper concentration, where large amounts of acid are transferred from the solvent into the aqueous phase. An efficient way to increase the recovery of copper consists of splitting the extraction into two circuits, and either neutralizing with lime or extracting the excess acid of the intermediate raffinate. In the second case, the acid can extracted using a solvent, which can be stripped with a base, e.g., NaOH or ammonia. A third option is direct neutralization with soluble basic salt, e.g., Na2CO3, within a single extraction battery. The choice of the preferred process depends on the specific process demands and on the relative availability and price of the raw materials and by-products price.

The related analysis and study on concrete cases were carried out in this paper.INTRODUCTIONIn the case of the slowdown and weak recovery in the global economy, bulk commodity prices fell sharply in 2015. Take iron ore's prices for example, about 60% grade iron ore's import prices in China from about $65 per ton at the beginning of 2015 fell to about $42 per ton in the end of the year, down by about 35%. But iron ore resources are non-renewable resources, with the continuous development and utilization of mineral resources, high grade iron ore resources will be exhausted gradually. Accompanying with the economic recovery iron ore prices after this fall is bound to return to its value to maintain a high level.The development and utilization of resources is gradually turning to the low grade iron ore. Restricted by technical development level and disadvantages of lean iron ore resources, the cost of utilization lean iron ore resources is relatively high. Making full use of their rich lean ore resources has become many countries' important strategy to get rid of dependence on foreign countries' ore. Over the years with the development and progress of lean magnetite mineral processing technology in China, the production number of concentrator has been greatly improved.As the world's largest steel producer and consumer countries, ensuring a stable and continuous supply of iron ore is particularly important for the healthy development of China's iron and steel industry. Chinese iron ore production and import data in recent years are showed in Table 1.With the expansion of iron and steel production, iron ore demand has also been a phenomenal growth. Taking 2013 for example, China's crude steel production is about 780 million tons in 2013, accounting for about half of the world's total output of crude steel. At the same time, China is also the first major iron ore import countries whose iron ore imports in 2013 was about 820 million tons, an increase of about 10%. The degree of external dependence is very high. In some years, the cost of China's iron ore imports was even more than $100 billion, and second only to oil’s import cost in all bulk commodities."

Away back in the eighties of the last century, when Sir Charles, then Doctor, Tupper, was not only a prominent but a dominant figure in the political life of Nova Scotia, his opponents brought the railing accusation against him that he was the foremost of egotists because of his frequent use of the personal pronoun. I heard Tupper speak and had no sympathy with the railers, because I could not well see how the pronoun could be dispensed with without laying himself open to a charge of affectation. I shall make reference in what follows to incidents in which I have taken part, and shall be at no pains to dispense with the pronoun, even though thereby I lay my-self open to the charge of being a pupil of the deceased states-man. EVENTS LEADING UP TO THE ORGANIZATION OF THE PROVINCIAL WORKMEN'S ASSOCIATION The Springhill Mining Company began development work at Springhill in the early seventies of last century. So vigorously was the work prosecuted that in 18 7 4 two slopes, the east and the west, were in active operation, with a considerable. output, the east slope on occasional days producing 800 tons. The President of the Company, the late Senator McFarlane, was a Nova Scotian, the other directors were mainly merchants from St. John, N.B. From the first the enterprise was an .astonishing success, due in the greatest part to its geographical position, and in large part to the untiring vigilance of the directors, a majority of whom visited the collieries at short intervals, thereby keeping the manager, much of the time, on tenter hooks.

"Mechanical behavior of rock joints is often the key factor governing the response of complex structures constructed in fractured rock masses such as underground openings or of objects assembling various stones blocks such as historical building walls or damaged marble statues. This paper aims at developing a theoretical model to describe the behavior of fresh joints based on the description of their morphology. The main idea of the model is to establish a link between the effective contact surface of joints and the frictional coefficient. Beginning from a chosen level of joint surface description where a joint is considered as “smooth”, the model describes the added friction with respect to the increase of the contact surface of the joints and the distribution of stress in these contacts. The model developed initially for asperities with regular geometry is firstly compared with existing models and then applied on fresh artificial joints. For that, healthy artificial joints have been characterised using in one hand classical CNL shearing tests and in another hand the morphology of joints. The joints surfaces are digitized before testing using a high resolution laser scanner (Konica Minelota Vivid 910) allowing to obtain a precision up to 10µm. From these scanned surfaces the morphology of joints is characterised on the profiles running in the direction of shearing and a mean value of friction is calculated using the developed model. This calculated value is then compared with that obtained from CNL shearing test and a good approximation is notedINTRODUCTIONThe role of the mechanical behavior of rock joints on the overall response of fractured rock masses is well established in many fields of engineering activity going from the stability of underground constructions (Souley M, Hoxha D, Homand F 1999), rock slope stability (Einstein H.H. Veneziano D., Baecher GB., O’Reilly K.J, 1983, Jaeger 1971), various rehabilitation of masonry construction, damaged stone artworks restoration (Michel L., Do D.P, Coignard B, Hoxha, 2014) and so on. In the same time the characterisation of the behavior of joints and their modeling is nowadays a dynamic field of research or/and investigations and many alternative approaches have been proposed (Barton, N.R. and Choubey, V. 1977, Tatone, S.A. Bryan, Grasselli Giovanni 2010, William C E. 2007). While empirical relations of shear strength with various parameters of the joint morphology are the most used in practice because of their simplicity (Barton. and Choubey, 1977, Barton 1973, Bandis S., Lumsden A. C. and Barton N. R. 1983) many other models of joint strength are developed based on mechanistic considerations (Haberfield CM, Johnston IW. 1994), multiscale approaches (Yang Z.Y., Di C.C., Yen K.C. 2001, Fardin N., O. Stephansson, Lanru Jing 2001) or micromechanical ones (A. Serrano, C. Olalla, R.A. Galindo 2014) to mention just a few of research trends on rock joints modeling."

Introduction The rapidly expanding and increasingly complex Canadian industrial structure, with the mining, metallurgical, and chemical industries as a large integral part, has, in recent years, brought greatly increased importance and value to our industrial minerals. In the modern economy of our mineral industry the importance which is due the non-metallics has been somewhat overshadowed by the great value of our large metal production and, in addition, by the glamour and fascination usually associated with the mining and treatment of gold ores. The term 'Industrial Mineral' is used in this paper in its usual sense and refers to non-metallics other than fuels. Coal and petroleum products, including natural gas, are considered as industrial minerals in those applications in which they are used for strictly chemical process purposes. Certain reduction metallurgical industries are so closely allied to chemical industries that for purposes been of this discussion no attempt has made to differentiate between them. Chemical industry in Canada today is a fairly large factor in our national economy, whereas in 1898, when the Canadian Mining Institute was born, it was very small indeed. Chemical concerns are largely dependent on industrial minerals for raw materials and process supplies and, as the country has developed industrially, so have the demands for non-metallics increased, not only by chemical industry but also by other large consumers, such as the construction and metallurgical industries. At the present time there is a greater than normal incentive prevailing for new discoveries, due to the serious lack of balance that exists in our import and export trade. This fact has resulted in intensive efforts to rectify the situation by locating new deposits and re-assessing those already known in an effort to enlarge and improve our home production of raw materials and also to extend their processing in Canada for our own needs and for export. The rapid advances in science and technology that have taken place since 1900 have also resulted in many cases of beneficiation and utilization of otherwise too low grade materials in order to satisfy current demands. The purpose of this paper is to indicate the history and the trends of the utilization of industrial minerals in established industry and to indicate the important part played by non-metallics in connection with the opening up of new industries. Some consideration has been given to the continual competition between natural and 'synthetic products and to the general tendency towards more rigid specifications.
