"IntroductionThe Cape Breton Development Corporation (CBDC) located in Cape Breton, Nova Scotia, in eastern Canada, was established in 1967. Its mandate at that time was to facilitate a phased downsizing of the coal industry and developing viable replacement industries. The oil crisis in the early 1970s changed CBDC’s mandate and focus was modified to increase coal production to support Nova Scotia Power Commission’s “off oil” policy for their power generators. In the late 1980s the mandate to develop viable replacement industries was eliminated and CBDC became primarily a coal mining company. CBDC presently operates two underground coal mines, Phalen Colliery and Prince Colliery, using a retreat longwall method of mining. Both mines operate beneath the Atlantic Ocean. CBDC also operates associated infrastructure — central workshops, a railroad, coal preparation plant, and international pier. The Need For Substantial ChangeOver the last few years, CBDC has been facing some challenging issues, including improving labour management relations and achieving financial self-sufficiency and profitability. Recent achievements with regard to human resource issues, especially in the areas of collective bargaining, absenteeism, and attendance, show noticeable improvements. All participants should be commended for successfully concluding the collective bargaining process with all four CBDC unions, CUPE; CAW; IAM&AW; and UMWA. However, although these changes are encouraging, even critical in the short term, they are not sufficient to ensure the long-term viability of the company. Market ForcesShort- and long-term financial realities are drawing the need for further substantive changes. The corporation has a mandate to achieve financial self-sufficiency by the year 1999. This goal can only be achieved through a combination of cost reductions and productivity gains, specifically, a reduction in the workforce of 658 and an increase in production of 800 000 tonnes annually. This increase in productivity requires CBDC to re-think the way it does things.In the longer term, CBDC faces even greater challenges. The energy market is becoming more competitive. The electrical utilities across Canada are anticipating deregulation and are positioning themselves for the resultant competition. As primary fuel supplier to Nova Scotia Power Inc. (NSPI), the corporation will have to become ever more competitive to stay in business."

General: National Asbestos Mines Limited has operated an asbestos mine and mill near Thetford Mines, Quebec, since 1958. As a result of additional exploration of the orebody in 1962-63, it became apparent that long-range mining plans would have to be revised to allow for a large increase in both ore and waste tonnages. It was decided that the task of checking out possible mine designs could best be analyzed by a computer to obtain data from which an optimum open-pit configuration could be plotted. Object: It was desired to arrive at an optimum open-pit configuration with an over-all pit slope of 45 degrees and a minimum operational width of 200 ft. at the bottom. Calculations were based on assay values from diamond drill holes in cross sections of the mine. The computer's assignment was to select and describe, by coordinates, the optimum cross section for the mine. Mine engineers then assembled the various optimum sections to produce the pit outline. As this would not necessarily result in a practical mining arrangement, the computer also provided alternate solutions,

The Cummings Complex consists of three superposed sills, exhibiting a differentiation pattern: the lowest sill being the most basic and the highest sill, the most acid. Each sill is also characterized by an internal petrographic and geochemical variation which is evidence of differentiation due to fractional crystallization. The REE concentrations in the different units of the complex indicates that the three sills are comagmatic. The interpretation of these results permits the formulation of an emplacement model not previously proposed for this complex.

ABSTRACT Although closure sureties cover works that are carried out during the existence of a mining company, certain liabilities are not known when the surety is established and become apparent only in a late stage of the closure phase, or even after the site has been relinquished. This paper supports the concept that these financial risks lend themselves to insurance solutions. Making insurance for unknown liabilities mandatory while defining unambiguous legal conditions could create a viable market for insurance products, provide a sufficient statistical basis for the calculation of premiums, and reduce costs.

In 1967, BACM Industries Limited started producing walboard at Saskatchewan's first gypsum products plant, located in Saskatoon, using, as a basic raw material, gyp-sum rock supplied from the company's mine near Amaranth, Manitoba. This paper describes the geology of the Amaranth gypsum deposit, the method of mining the rock and the manufacturing facilities used to produce wall-board.

The deterioration of highway and bridge infrastructure has received considerable attention in recent years because of the billions of dollars needed for repair and rehabilitation. A major factor contributing to this problem is the corrosion of steel reinforcement. Reinforcing steels with good corrosion resistance and relatively low price are therefore essential for maintenance, cost reduction and service-life extension of the steel-reinforced structures. This article describes the development of low-alloying steels that offers good corrosion resistance with reasonably low cost. Topics include steel microstructures, mechanical properties, corrosion performance, industrial applications and economic aspects.

The problem of quantifying the full performance potential of an ore body in a concentrator, and how to configure a flowsheet to achieve that potential, either for a new operation or an existing one, is a strategic challenge. Modern flowsheeting technology that has been developed over the last twenty years has provided a suitable platform to achieve this. The integrated use of geology, compositional and quantitative mineralogy, sampling models, quality controls, and mineral processing, including flotation testing, has evolved into what is now called process mineralogy. Two specific tools have been developed and validated as standard methods in this toollbox. These are statistical benchmark surveying and high-confidence flotation testing. Both of these have borrowed from the sampling theories of Pierre Gy and from geostatistics. Additionally, they work on a replicate measurement and averaging basis, thus reducing the overall random error level. With this arrangement, one is in a position to characterize the ore from true samples and identify and quantify the economic minerals present in a manner that easily brings out the processing implications and likely grades and recoveries. In particular, the approach captures the variation in the ore body, which, if properly translated into the flowsheet design, minimizes the risk that unexpected responses will develop in the concentrator operations. A further advantage is that successful plant trials are now possible and practical. An overview of this approach is presented with two case studies.

"This study focuses on comparing the “blinding” effectiveness of various organic additives as part of a general review of using organic additives to mitigate preg-robbing and improve gold recovery during cyanide leaching of carbonaceous gold ores. The laboratory results compared the impact of various organic additives on the prevention of gold adsorption using both activated carbon and ore samples containing carbonaceous matter, generally referred to as total carbonaceous matter (TCM). Although several organic reagents were found to have a significant blinding effect on activated carbon, these results did not translate into increased gold leaching efficiencies with actual ore samples.INTRODUCTION Preg-robbing refractory ores, which contain carbonaceous matter, have been problematic in cyanide plants for many years. In industry, preg-robbing by carbonaceous matter may be mitigated using various techniques including flotation, to remove the carbonaceous matter; addition of blinding agents, to passivate the carbon surface and prevent adsorption of gold cyanide complex; roasting, to partially or fully destroy the carbonaceous matter; chemical oxidation (Abotsi & Osseo-Asare, 1986); pressure oxidation; or microbial deactivation (Dunne, Staunton, & Afewu, 2013). Carbon-in-Leach and Resin-in-Leach are also used as process alternatives in which activated carbon or resins are used to compete with the carbonaceous matter for gold cyanide adsorption. For highly preg-robbing ores, thiosulphate leaching may be considered as an alternative to conventional cyanide chemistry (Baláz, et al., 2000). Natural carbonaceous matter is composed mainly of hydrocarbons, organic acids, and graphitic/amorphous elemental carbon. Natural elemental carbon that behaves as activated carbon is considered to be the main reason for preg-robbing, although the true nature of this phenomenon is not fully understood (Tan, Feng, Lukey, & van Deventer, 2005). In general, the hydrocarbon fraction is assumed to have negligible interaction with gold, while organic acids, such as humic acids, may form complexes with gold, inhibiting its extraction in cyanide solutions. Organic reagents have been used for blinding carbonaceous matter in gold ores prior to cyanidation. Abotsi & Osseo-Asare (1987) tested various organic compounds, with two possible effects in mind. First, the organic compounds were expected to adsorb onto the surface of the solids as anionic/cationic species; the resulting electrostatic interactions between the Au(CN)2- anion and the negatively/positively charged surface would inhibit/enhance the gold uptake. Second, the organic reagents were expected to coat the surface of the carbonaceous component in the ore, limiting the available adsorption sites and reducing gold losses. "With growing international interest in mineral resources in Central Africa, the importance of transparency in resource development cannot be overemphasized. Without transparency, the region cannot maximize revenues from resources. Although the importance of transparency is beginning to be recognized, many factors can hold back the gains of transparency from resulting in real economic development for the countries involved. This paper reviews current financial, economic, and development literature for Central African countries, with a focus on identifying underlying conditions and specific transactional conditions impacting the effectiveness of transparency in mining development in the region.RÉSUMÉ En raison de l’intérêt international croissant pour les ressources minérales en Afrique centrale, l’importance de la transparence dans le développement des ressources ne peut pas être surestimée. Sans transparence, la région ne peut pas maximiser les revenus tirés de ses ressources. "This paper is intended as a review of the progress that has been made in the Province of Ontario in the field of acid drainage waste treatment technology.Three years ago, at the Third Annual Meeting of the Canadian Mineral Processors, we presented a paper entitled ""The Problem of Acid Mine Drainage in Ontario"". At that time I was working for the Ontario Water Resources Commission. The paper turned out to be the very beginning of the Commission's acid mine drainage control program. In the intervening three years, the Ontario Water Resources Commission has been amalgamated with other government groups and has evolved into the present Ontario Ministry of the Environment. Today the Ministry is involved in running one of the most advanced acid mine waste control programs in the world.As a part of its mining program, the Ontario Ministry of the Environment has published three major reports which deal directly and specifically with the industrial waste disposal problems that may arise at a mining operation. In order of publication, these reports are as follows:(1) ""The Problem of Acid Mine Drainage in the Province of Ontario"".This 338-page report covers all aspects of the problem of acid mine drainage and includes detailed sections on acid flow detection, acid flow chemistry and acid flow treatment.(2) ""The Use, Characteristics and Toxicity of Mine-Mill Reagents in the Province of Ontario"".This report, 244 pages in length, gives the chemistry and toxicity of nearly all of the chemicals that find common use in the Canadian mining industry. Most of the toxicity figures quoted are the result of a comprehensive bioassay program that was initiated by the Ministry."

"The development of a DC resistivity instrumentation system for data acquisition in extreme topography yielded an unexpected bonus in the quality and information content of the type of raw data gathered. Not only were traditionally too-rough areas being investigated systematically for the first time, the unique high-density, multi-directional raw data were providing the opportunity to greatly expand the range of conductive and resistive signatures that could be accurately recognized. Using a true 3-D inversion algorithm, 3-D earth resistivity imagery began to show distinctive anomaly patterns for hydrothermal mineralization at the seldom-visited resistive end of the spectrum, successfully imaging epithermal gold systems in conditions that had defied conventional ground and airborne geophysics for years.The traditional mode of designing a resistivity survey to test a specific target concept was shown to be an unnecessary limitation on exploration thinking when a single sweep acquisition of dense, multi-directional 3-D raw data could effectively provide the all-targets “shotgun” coverage that would take 10 or 12 conventional surveys to duplicate. Exploration planning has the opportunity to move from single steps of trial and error geophysical testing to a mode of mapping everything at the outset, and then sorting out what might be of exploration interest in the results. Survey parameterization becomes the non-technical process of marking an outline on a map and declaring “survey here.” Operational and interpretational reasons for not testing where the exploration interest lies have all but disappeared. With any-terrain capabilities and unprecedented raw data density and overlap to support interpretation of complex conditions, that outline can be drawn through extreme rough terrain, including lakes, cliffs, industrial facilities, and grounded installations to test for generally unknown sub-surface features of potential interest.As more is learned about the larger-scale signatures of ore settings and the district-scale geo-electric imprint of hydrothermal processes on lithology, it appears that the only thing certain about ore signatures is their uncertainty. This is not bad news. New opportunities abound as the advanced 3-D technology allows a first effective look at the previously unexplorable rough terrain or complicated settings, and a second look at areas where older results may now be known to be non-definitive."

"The area encompassed by this report is the eastern and northern Cordillera, shown on the composite map accompanying these background papers. It extends from the 49th pm•allel to the Arctic Ocean and from the Rocky Mountain and Tintina trenches to the Interior Plains. The Mackenzie delta is included in the discussions because of the implications of the bedrock geology of the Arctic Plateau and Coastal Plain on the hydrocarbon and mineral potential beneath it.The eastern and northern Cordillera forms the back-bone of the Western Canada sedimentary basin and from it most of the principles of orogenesis and epeirogenesis relating to the understanding of the structural, depositional and fossil record of the basin have been derived. It may be divided roughly into two parts, reflecting basic differences not only in structural style but also in mineral potential. The more easterly and younger rocks generally contain hydro-carbons, coal and non-metallic minerals; the more westerly and older rocks contain metallic and industrial minerals."

"The mineralogical characteristics of the process streams provide key indicators to the potential improvement in the metallurgical performance. Therefore, the process mineralogy and diagnostic metallurgy have been widely used as a tool to assist the metallurgists at the operating plants. The challenge of this study was then how to characterize the diagnostic flowsheet of the minerals of interest in the process streams across the flotation circuit. The investigation from this study indicates that the minerals chematic flowsheet can visibly demonstrate the sources that caused the gold losses during the mineral processing.In this paper, we present studies of the flotation process stream samples, representing the feeds, intermediate products, final concentrate and final tails, which were produced from the flotation concentrators of Mt Carlton mine in Queensland, Australia. This study was focused on characterizing the process streams and learns how the gold in the process streams was associated with other sulphide minerals and host minerals on a size by size basis. The automatic QEMSCAN/MLA Particle Mineral Analysis (PMA) and Trace Mineral Search (TMS) were applied to identify the minerals and to detect the gold in the sized fractions of process streams. The Laser Ablation ICP-MS (LA) spot analysis, QEMSCAN EDS spot analysis and electron microprobe spot analysis were employed to identify and quantify there fractory gold concentrations in the sulphide minerals, like pyrite, and the elemental concentrations of visible gold grains. The diagnostic flowsheet of gold recoveries by the process streams, by mineral association classes and by the particle sizes were generated and discussed."

A new class of ternary Mg-Sn-Ca alloys is being developed to address the dual demands of corrosion and creep resistance at service temperatures. While tin has proven to enhance the corrosion resistance, calcium is expected to significantly increase their creep resistance of binary magnesium alloys. Their effects in ternary magnesium alloys are not yet known. The series of alloys studied has Sn and Ca in the ranges 3-6% and 1¬2%, respectively. The results indicate that these alloys have two-phase structures with CaMgSn phase dispersed in a matrix that is predominantly a solid solution of magnesium. The corrosion behavior of these alloys has been investigated by means of salt spray tests and potentio-dynamic measurements. Creep behavior of these alloys was measured at a temperature of 135 C under an applied compressive stress of 85 MPa. Scanning Electron Microscopy with Energy Dispersive X-ray facility and X-ray Diffraction techniques were used to characterize the microstructures. The results indicate the prospect of designing alloys that can provide optimum combinations of corrosion and creep resistance by adjusting the relative compositions of Sn and Ca in the system.

"INTRODUCTIONThe Hemlo area is located in Northern Ontario, some 350 km east of Thunder Bay along highway 17. Hemlo is Canada's largest, recent discovery of gold ore. Three companies, Lac, Noranda, and Teck are currently developing mines and processing facilities in the area. A combined milling capacity of approximately 10,000 tonnes per day will ultimately be available in the area. The gold yield will be between 750,000 to 1,000,000 ozs. per year. This will slightly more than double Ontario's gold production but only represents 2.5% of the total world gold production.Lac Minerals Ltd. is substantially committed to the gold mining business. Lac currently operates four (4) gold mines and mills and produces 300,000 ozs. per year. Lac's Hemlo development will put the company in the position of number one gold producer in Canada.The Lac Hemlo ore body has an estimated reserve of 37 million tonnes at 6.2 g/t. The mining will take place at an initial rate of 3,000 t/d commencing in the first quarter of 1986. The mine and plant will be expanded to 6,000 t/d in 1988. At this capacity, Lac will be the largest producer in the Hemlo area.1. GEOLOGYThe orebody is divided into two (2) zones for mining purposes. The 'A' Zone is to the east and dips to the Northeast from surface to 300 m below surface. This zone has a strike length of 250 m to 300 m at an average width of 20 m. The upperpart of the zone will be mined by open pit and the remainder from underground. The 'B' Zone, to the north west of the 'A' Zone, although lined up is not necessarily an extension of 'A' Zone. 'B' Zone has a known strike length of 600 m and is open to depth and along the strike. It is over 70 m wide in the core. This zone holds most of the property's known reserves. 'C' Zone with narrow gold zones is under exploration in the south west portion of the property."

During primary aluminum production the anode changing is a very important task. So improvements on it will be essential to avoid disturbance and have a better operational control. After anode changing a good current distribution will be guaranteed using a cavity cleaner and precise anode setting. Albras switching a manually anode setting to an automatic one solved the setting problems. In this paper it will be shown some pot line results and the improvements on workers ergonomic and safety conditions. The device was developed in a partnership between Albras and Pesto.

With annual production of almost 3.5 million metric tonnes of K20, former East Germany (GDR) was the world?s third-largest producer of potash, ranking behind only the Soviet Union and Canada. More than 80 % of production was intended for export to earn urgently needed hard currency. For this reason, beginning in the 1970s, East Germany began to mine unprofitable hard-salt sources and carnallitite fields, which are geomechanically problematic. In the course of restructuring from a centrally planned to a market economy after German reunification, only two of the nine existing potash mines were classified as economically viable for privatization. All six potash mines in the South Harz Region were closed between 1991 and 1993. The orderly safekeeping of these potash and other decommissioned ore mines and the rededication of mining areas were assigned in 1992 to a German state-owned company GVV founded especially for this purpose. Elaboration in the present documentation covers the local necessity of the type and extent of filling and safeguarding measures. As a result of the remedial measures taken, it was possible to prevent the collapse of cavities and damage to surface facilities. This documentation describes the safeguarding successes to date, with appreciable reduction and stabilization of surface settlement and with significant lessening of seismic events. Also presented are concepts updated to the state of the art for safeguarding of numerous potash mining shafts for long-term effectiveness in separation of the workings and watercourse levels in the cap rock. In the course of 100 years of production, six mining dumps resulted with a total volume of approximately 170 million m3. They consist of up to 95 % of water-soluble salts. Every year, precipitation dissolves up to 500,000 tonnes of this salt, which enters as a highly concentrated solution into watercourses and ground water. Explanation follows of measures for minimization of environmental pollution by covering of dumps and controlled drainage of alkaline solutions from the dumps. Finally, presentation is made of the results of the successful work until now by GVV for reuse of decommissioned mining sites with settlement of new companies for creation of additional jobs and for revitalization of the monostructured South Harz Potash Mining Region.

"The resource industries in Canada are facing increasing global competition and stringent environmental regulations. This has made it essential for companies to lower operating costs wherever possible. Electrical energy rep-resents one variable cost that may be better managed and utilized, providing the user with lower operating costs, improved productivity and better yields.The utility industry is also facing changes in the way it must do business. Utilities in North America are facing the prospect of deregulation that will eliminate the monopoly they have traditionally held. This will force them to strive for lower operating costs, to maintain a competitive position and to improve customer ser-vice so as to maintain their customer base.Ontario Hydro has been working with industry for several years. Many opportunities for cost savings have been identified involving energy efficiency, process improvements and the use of new electro technologies. One useful service that the utility can offer industry is to increase the awareness of potential opportunities suited to their operations. This paper will provide an overview of some of the projects that have been implemented and those that are presently being evaluated. An electronic data-base of electro technology applications that is under development will also be described."

Advocate Mines Limited came into initial production on June 30, 1963, with an annual capacity in excess of 60,000 tons of high-quality chrysotile asbestos fihres, thus strengthening Canada's position in world production. The history of this development is traced from discovery through initial exploration, financing, orebody delineation and evaluation, pilot-plant production and product evaluation, construction of the plant, construction of deep?-sea shipping facilities, provision for a closed shipping season, and provision for the remoteness and for the lack of services, through to realization of full production capacity. The many unique aspects of the project are given special attention, particularly in the light of the first year of full-capacity operation. The marketing of the products in a highly competitive world market is reviewed, with special emphasis on product evaluation, quality control and the shipping of high-quality products to consumers throughout the world.
