Data Interchange for Geotechnical and Geoenvironmental Specialists (DIGGS) is a data transfer standard that is gaining widespread acceptance in the geotechnical and geoenvironmental communities. Originally developed using funding from the Federal Highway Administration (FHWA) to efficiently capture data related to geotechnical boring logs, cone penetration test (CPT) soundings, and lab testing results, the data transfer protocol is rapidly gaining traction. It has been shown to have beneficial impacts in other allied areas where disparate parties (i.e., consultants, contractors, vendors, etc.) routinely publish/submit data as part of project deliverables. The historic problem is that many of these submissions use paper copies (i.e., .pdf images) to transmit valuable data for the project… data that may extend beyond the “technical” aspects of the project (e.g., equipment operating conditions, construction production rates, project costs, etc.). These data could be used by multiple parties to assess project performance and safety, as well as to track productivity, etc. Currently, in the limited situations when actual data are compiled and transmitted, the data often are submitted as an author-specific (and often proprietary) software application and must then be re-entered into other software applications (e.g., analysis software, database, etc.) for use beyond simple data collection. An initiative undertaken by the Geo-Institute (G-I) of the American Society of Civil Engineers (ASCE) focuses on exploiting the full potential of DIGGS to geoprofessionals both within and outside of the transportation community. The deep foundations industry represents one community that could benefit significantly from using DIGGS. Data of interest to DFI members include production records, quality assurance information (e.g., verticality and alignment, concrete strength), and, importantly, load test results. When adopting DIGGS, users need not modify how they capture data, but rather will use DIGGS as a vehicle to transfer data to other applications in a standard format where it can be shared, used, stored, and retrieved. This paper and associated presentation will describe DIGGS and demonstrate how DIGGS can be used effectively within the deep foundations community.

This report presents the results of a synthesis on the design and analysis of ground improvement for liquefaction mitigation. The synthesis included an industry survey concerning the practice of ground improvement for liquefaction mitigation. Participation in the survey was solicited by advertisements in several trade magazines and by e-mail for the DFI membership. The survey participants numbered 150. Their professional roles include consulting engineers, specialty contractors, design engineers, government engineers, and academicians. They represent a variety of geographical areas including North/Central/South America, United Kingdom, Middle East, Caribbean, Hawaii, Japan, India, Egypt, France, Australia and New Zealand. Upon completion of the survey, several professionals in the field of liquefaction and ground improvement were interviewed for them to elaborate on the survey results. The interviews are included in the Appendix of this report. Financial support for the project was provided by DFI and Dan Brown and Associates PC. The concept of the liquefaction mitigation synthesis was developed by DFI?s Ground Improvement Committee in recognition that: (a) The results of recent research and post-earthquake reconnaissance have challenged previously longheld beliefs about liquefaction and associated mitigation techniques, and; (b) The DFI membership and the engineering/construction industry are interested to know if and how engineers and designers are subsequently adjusting their practice in consideration of recent research and post-earthquake reconnaissance. For more detailed information on recent research and post-earthquake reconnaissance, presentations are available from the State-of-the-Art Forum: Liquefaction Consequences and Mitigation that was held in St. Louis in 2012. A commentary of the state-of-practice in ground improvement for liquefaction mitigation (prepared by DFI?s Ground Improvement Committee) is included in this issue of the DFI Journal. The author would like to thank the participants of the survey and especially Mr. Mike Jeffries, Dr. Les Youd, and Dr. Ikuo Towhata for their willingness to share their expertise in interviews. Although numerous investigations have been performed over the years to predict the behavior and bearing capacity of piles, the mechanisms of these behavior and bearing capacity of piles have yet to be entirely understood. Bearing capacity is difficult to predict, because it is affected by many parameters, which have complex relationship with each other. The present paper describes the application of Artificial Neural Network (ANN) in dynamic load tests to predict the resistance of driven piles. The tip, shaft, and total pile resistances can be predicted only for piles with available corresponding measurements of these values. The design methodology composed of ANN and genetic algorithm (GA) is applied to find the optimal neural network model to predict pile resistance. The results of this study indicate that the neural network model serves as a reliable and simple tool for predicting the capacity of driven piles.

The CANALSIDE commercial development in Buffalo, New York serves to revitalize the former site of the Buffalo Memorial Auditorium, adjacent to Lake Erie. The Auditorium was constructed in 1940 and founded on steel H-piles driven to limestone bedrock. After decades of professional sport and entertainment events, the “Aud,” as it was locally known, was closed in 1996. It sat vacant until it was demolished in 2009, at which time plans were made to revitalize the area with shops, restaurants, and a historic replica canal. The only portion of the Aud that was left intact was a subbasement boiler room. The subbasement was renovated in 2014 and has since been used to house water and ice making equipment for the historic replica canals, which boast recreational ice skating in the winter. The subbasement floor was about 10 feet below groundwater and the Lake Erie water level. The floor consisted of an approximately 4-foot-thick layered inverted waffle slab system, with reinforced concrete grade beams and concrete infill between the grade beams. A waterproofing membrane was located near the base of the slab. There were no major seepage issues in the subbasement, so the existing waterproofing membrane was assumed to be intact and performing adequately. A four-story building housing a children’s museum was proposed to be constructed directly above the subbasement. The loads imparted by the new building would exceed the capacity of the existing piles, so it was determined that drilling micropiles through the subbasement floor would be the most practical means of supporting the new building. Drilling through the existing slab and waterproofing system was a concern due to the challenges of controlling water during construction and the importance of maintaining the integrity of the permanent waterproofing system.

"A former coal gasification site next to Rock Bay in Victoria, BC, Canada required a barrier to permit dewatering and excavation of the bay and surrounding property. The adjacent property owners had stringent requirements at the boundaries of their properties. Isherwood Geostructural Engineers designed a temporary steel sheet pile (SSP) water retention structure and excavation shoring system along the perimeter of the site. The project involved challenging geotechnical conditions in soft clay soils and a multi-faceted construction staging plan involving the diversion of two large storm water outfalls that drained into the bay. Despite a well-conceived design and construction plan, unexpected site conditions and delays led to significant changes in design and construction approach. Employment of the Observational Method and on-the-fly geotechnical investigation were instrumental in maintaining project momentum and schedule. The paper presents the geotechnical and geostructural design details and construction events as they transpired, highlighting the key issues, discussions and lessons learned.INTRODUCTIONFor over 100 years, the Rock Bay Site, in Victoria, British Columbia, Canada, had a legacy of contamination left behind from previous industrial activities. The site was the former location of a coal gasification plant that was in operation from 1862 to 1952. The site was also an infilling location for a nearby tannery and sawmill. The remediation of the Rock Bay Site involved the excavation and replacement of approximately 300,000 tonnes of contaminated soils on Transport Canada’s property. The project commenced in 2004 and has occurred over several phases on multiple properties. In the third and final phase of the project, a temporary steel sheet pile (SSP) excavation shoring system and ocean barrier wall – required to seal off the bay – was employed to enable disposal and replacement of approximately 90,000 tonnes of contaminated soils from the shoreline and base of the bay."

The application of the ?electro-hydrodynamic effect? (EHDE) to civil engineering has been made in the construction of drilled piles. Equipment for the commercial application of this process was developed in Russia in the late 1980's. The process is approved for general use by the Russian Federation building code and numerous projects have been successfully completed with this technique. EHDE is a process by which a moderately powerful shockwave is released in the bottom of a drill hole filled wet concrete slurry. The energy is carried outward through the fluid with minimal loss because it is an incompressible medium. Repetitive discharges provides a series of energy pulses which will compact the soil along the pile shaft and at base of the pile. The process is analogous to repeated applications of low energy blast densification or to dynamic compaction. In general, the process is not depth dependent. Repeated application of this treatment in a drilled pile hole can increase soil density at the base and along the shaft of the pile, as desired. The overall result is that the geotechnical capacity can be improved significantly. Test results documenting improvements are presented and other applications considered.

"This paper covers the rapid response methods used to monitor the emergency response to damage to an historic structure. An architectural gem, the latest incarnation of the old south Church was completed in 1875, utilizing local conglomerate (pudding stone), combined with brownstone and other materials to make an incredible showcase for priceless stained glass and other details epitomizing the height of the American Industrial Revolution. As part of required American with Disabilities retrofits to the adjacent Metropolitan Boston Transit Authority Station (MBTA), a support of excavation system was implemented with tradition sheet piles. During excavation (SOE) it was determined that Jet Grouting would need to supplement the sheeting to close openings in the SOE. During Jet Grouting, the eastern side of the structure was bisected, and lifted over 2 inches up and to the south. The movement occurred rapidly, within minutes, and subsided when Jet grouting was discontinued. The paper will describe the nature of the immediate response to get a real time monitoring program established, and the follow on monitoring program that ensued to provide the needed information to the stakeholders about this critical structure to evaluate stability, safety and to develop a long term remediation plan. The real time systems and instruments used consisted of Automated Motorized Total Stations (AMTS) and Automated Crackmeters. The Paper will describe the techniques used to control construction in safe manner.INTRODUCTIONThe Old South Church of Boston was constructed in 1875 and is one of the best examples of High Victorian Gothic Architecture in the Northeast. (Fig. 1) shows the newly constructed Old South in 1882. The Roxbury Conglomerate used to construct the church combined with large stained glass window by Clayton and Bell of London provides its unique appearance. Like most of the structures constructed in Boston’s Back Bay at that time, the church is founded on timber piles which penetrate the fill and organic soils to bear in the upper Boston Blue Clay. The churches interior includes high vaulted plaster ceilings and a 1920’s E. M. Skinner organ with exposed pipes as long as 32 ft. in length. The Church was added to the list of National Historic Landmarks in 1970 and is a featured Boston attraction."

Renovation, rehabilitation, restoration and expansion of existing residential, retail, commercial, hospital facilities and historic structures requires assessment and evaluation of foundation systems of various ages. The concept of demolition and reconstruction in urban areas is often more challenging, costly, and even prohibitive in some cases due to historic regulations. The authors have been involved with numerous projects related to existing foundation assessment and retrofit, including: hotel and hospital expansions, historic Art-Deco hotel renovations and expansions, garage structure expansions, additions to prominent auction houses, casinos, printing facilities; high-rise structure foundation retrofitting; and forensic evaluations of existing building and highway structure foundation systems, and marine bulkhead sheeting systems. The use of non-destructive testing techniques, high-strain dynamic load testing, full scale pile cap load testing and 3-D laser scanning technology has proved to be vital in the assessment and evaluation process, as well as design of foundation retrofit alternatives. This paper presents various methods and techniques to facilitate a phased approach for re-use of foundation systems. These methods and techniques are illustrated through the author?s experience and selected case histories from projects with varied foundation and geologic conditions.

"The Resonator RD 260 Resonant Pile Driver delivers ground disturbance free, high production pile driving. The Resonator has recently been used on numerous production pile driving sites in the Netherlands and Melbourne, Australia to drive piles in sensitive areas where conventional pile drivers could not be used. Two case histories are provide in this paper which demonstrate the features and benefits of Resonant pile installation.. In the Netherlands the Resonator RD 260 was used at the Vopak Oil Storage facility in the Port of Rotterdam to install pipe and sheet pile within an active pumping gallery. The site demanded vibration free pile installation to construct a cofferdam within sensitive, highly valued assets. Access was an issue and schedule demands were stringent as shutdown windows were narrow. The RD 260 provided ground disturbance free piling immediately adjacent to fragile structures. At Vopak the only site access was using a large crane positioned over 40 m from the location of pile driving. Driving was conducted amongst 900 mm dia pipes carrying heated crude oil.In Melbourne the RD 260 was used to drive GU 18 sheet piling adjacent to light rail easements. The project was the first of many grade separations being constructed within Melbourne urban areas to lower the light rail and provide quieter rapid transit. The original trial used an RGT MR105 series vibrator but noise and vibration criteria were exceeded. The RD 260 was brought in for a trial and performed with high production and produced negligible ground vibration. Up to 17 sheet piles 14 m in length were driven in a 2.5 hour window during the trial.IntroductionThe Resonant Pile Driving method is gaining acceptance around the world as a new method to rapidly drive piles free of ground borne vibrations. The high frequency vibrator resonates the pile, essentially turning the pile into a spring, to excite the toe of the pile with high accelerations and low amplitude. High acceleration with low amplitude generates high penetration rates but the high frequency stress waves are quickly dissipated in the soil. Typically ground borne vibrations are measured at below 1 mm/sec within 1 to 5 m of the pile. The Resonant method can drive a pile next to a glass of wine, without spilling, as has been demonstrated on numerous piling sites.How Does Resonance Work?The Resonant method uses a hydraulic piston - cylinder geometry to generate high magnitude, high frequency oscillating force. This is a very different mechanism than the eccentric mass technology used in conventional and variable moment vibrators.A unique valve geometry achieves the high frequency flow switching necessary to oscillate the hydraulic piston at up to 180 Hz (10800 VPM). The valve is controlled electronically for maximum accuracy of the desired frequency. The volume of hydraulic oil delivered through the valve to the piston (flow rate) determines the amplitude while the hydraulic pressure determines the peak force."

Upon approval from the Las Vegas Convention and Visitors Authority (LVCVA), Turner/Martin Harris, A Joint Venture began construction on the estimated $860 million expansion for the Las Vegas Convention Center District Plan. Totaling around 600 shafts (60 feet depth and 3-foot diameter), the foundation installation completed via uncased drilled shaft operation, spanned from October to December of 2018. During this installation, flowback water from the water table was encountered that contained various solids ranging from cobbles to clays to silts, as well as trace amounts of contaminants of concern (COCs) left behind as a result of previous business that used to occupy the same real estate as the current expansion; more specifically, Perchloroethylene (PCE), an organic chemical widely used as a solvent and degreaser. With over 2.5 million gallons of waste slurry to be treated, technologies were deployed to reclassify the waste from liquid to solid waste as well as recover and treat the water for reuse in land spraying applications. Utilizing these technologies, it is estimated that 1.2 million gallons of water was able to be reclaimed along with over 6,400 tons of solids; resulting in hundreds of thousands of dollars in cost and environmental savings. PROJECT OVERVIEW Amidst its famous attractions from gambling to world class entertainment, Las Vegas has long been highlighted as the “No. 1 trade show destination in North America for 24 consecutive years” (LVCVA, 2018). Each year, Las Vegas hosts approximately 22,000 meetings, conventions and trade shows, which support an estimated 65,000 jobs paying $2.7 billion in wages and salaries. In 2017, the Las Vegas Convention Center hosted 21 percent of convention attendees traveling to southern Nevada, which supported approximately 13,800 jobs, paying more than $576 million in wages and salaries. Including indirect and induced impacts, the Las Vegas Convention Center’s attendees generated $2.1 billion in economic impact for the local economy (LVCVA, 2018) . This substantial economic impact of course due in part to the attractions Las Vegas offers to its trade show attendees, along with Las Vegas’ easy accessibility to major metropolises along the West Coast and reasonable travel prices offered if coming in from the East, allows for a very attractive venue. And while being a famous destination is great for business, the city wants to further distinguish itself by offering the best venue as well. For this reason, the Las Vegas Convention and Visitors Authority (LVCVA) approved a three-phase expansion plan for the Las Vegas Convention Center District totaling well over a billion dollars, slated for completion by 2023.

"The remotely located Cockatoo Island iron ore mine off the Kimberley coast in the northwest of Western Australia has been in operation since 1951. The mine was recently expanded up to about 50 m (165 ft) below sea level using staged construction to create a rockfill seawall around the open cut mining operation. Late in 2013, to allow expansion of subsea iron ore mining operations, Wagstaff Piling was engaged to install a seepage barrier through the rockfill seawall and into the underlying seabed sediments.Earlier stages of seawall construction had used a variety of different construction techniques with varied success, and the history of subsea mining on the island had been plagued with failures, including failures in the slope of the seawall itself, hanging wall failure underneath and inside the seawall, and footwall failures as the ore was mined leaving the rock face inclined at 55 degrees, parallel to the bedding. The current expansion, known as the Stage 4 expansion, was more tightly constrained by the pit geometry and available materials than previous seawall expansions that adopted clay core and sheet pile seepage barrier solutions. In Stage 4, an innovative seepage barrier solution using a grout curtain was selected to provide the necessary cutoff to allow access to highgrade ore, while protecting the mine from inundation by the sea.Seawall ConceptThe open cut subsea mining operation consisted of a 3 km (1.9 mi) long narrow pit along the south side of Cockatoo Island that extended to depths of about 50 m (165 ft) below sea level, and were exposed to the open sea on the south side of the pit. Massive tidal variations of more than 10.5 m (34.5 ft) required a seawall founded on the seabed, extending upwards to RL+13, to safely protect the pit from the high tide level rising to above RL+10."

Jet-grouting method is a useful technique to reinforce foundations on relatively soft or vulnerable soil layers such as fractured zone and stratum with cavities. Although jet-grouting has been widely applied to various field works, a reliable design standard has not been established yet. A number of model tests were performed to investigate end bearing behaviors of piles reinforced by jet-grouting. It was concluded that end bearing capacity was increased in proportion to uniaxial compressive strength of grout column. Based on the test results, the design criteria for the end bearing capacity were suggested.

A single-family home constructed on the side of a slope in Los Angeles, CA, was subjected to lateral forces due to soil slope creep on the pile foundation supporting the home. Impacts to the property included cracking and separations in the street, retaining walls, exterior concrete flatwork, and decorative concrete features in the rear yard area. The home was supported by concrete piles that penetrated the surficial soil mantle and were embedded in underlying bedrock. However, the home exhibited minor distress that suggested even the home was being affected by soil creep. Selected points on the home were monitored with an optical survey method and manometer over a period of two years to assess if the home was undergoing vertical or lateral movement. Monitoring data indicated the home was in fact moving down slope in a manner consistent with slope creep. As a result, the authors were concerned that continued movement due to slope creep could result in over-stressing of the piles that support the home and ultimately lead to failure of the foundation system. An evaluation was then undertaken to evaluate the behavior of the foundation system due to forces from slope creep. Research was performed during the course of evaluating the conditions to consider various approaches to modeling pile behavior of the piles supporting the home. Some research has been performed to field measure creep displacement of soils and rock in slopes. These previous works have found a diverse behavior of the soil displacement with depth (velocity profile) indicating the process is very complex. An example of various velocity profiles measured in field experiments is depicted in Figure 1. Other research focused on theoretical models of velocity profiles and exhibited similarities to some of the field measured cases.

The City of Newark is making a comeback with new mixed-use multi-storied Residential Development projects. The majority of developers tend to use driven H-pile deep foundation systems to support their super-structures. A different approach was recommended for one particular new development near the Passaic River. The surficial geology included glacial deposits consisting of loose to dense sand overlaying relatively soft silt and clay and a lower stratum of medium-dense sand. During a preliminary site investigation for the project, bedrock was encountered at depths ranging between approximately 168 feet to 182 feet below the ground surface. Design capacity required a single pile of 200 tons. Two different pile foundation systems were evaluated in conjunction to the typical driven H-pile system in order to review potential costs and construction schedule impacts. The two alternative pile systems evaluated were tapered tube piles and drilled displacement piles. Theoretical calculations were followed by in-situ load testing. The field testing results indicated the use of drilled displacement piles as the best option for a portion of the proposed building. This paper discusses the different piles systems considered, installation and using drilled displacement piles to minimize cost and optimize construction.

Grouting is a technique used to improve the engineering properties of soils and rocks. Grouting techniques are classified under different criteria: injection method used, type of grout material injected, typical application, and the sequence of construction. The best-known criterion is the mode of entrance or admission of grout into the soil or rock. It is possible to identify therefore several grouting techniques: compaction, fracture, jet/mixing and permeation. The function of penetration grouting is to reduce the permeability of the soil or rock and/or increase the strength and density. In order to avoid displacement, permeation grouting shall be carried out at carefully controlled pressures and flow rates, using appropriate grouts. Colloidal silica is an innovative binder which has low viscosity (about 5 m·Pas), it is not toxic (pH lower than 9) and it is workable between +5°C and +45°C. This paper presents several case histories: a consolidation job related to the installation of a new sewer in North Italy in cohesionless soils, water stopping injection in a weathered granitic bedrock in California, permeation works in the US in sandy soils to improve excavation and the installation of sheet piles in the UAE. Results show that the colloidal silica an innovative and robust technology to perform grouting in very fine soils where conventional binders or micro-fine cements cannot penetrate.

"The years following World War II were nation building years in Australia. Soldiers returned from the European and Asian theatres of war sparking a major infrastructure construction boom. Dams and highways were built to keep up with the growth of towns and cities, which were bursting at the seams, not just from the returning soldiers settling down with their families but also from the many waves of refugees from war torn areas around the globe.The demand for electricity generation and distribution required for the growing population sparked the expansion of the national power grid with new high-voltage transmission towers appearing across the landscape. However, with an original design life of 50 years, those transmission lines constructed in the 1950s are nearing, or are at the end of, their anticipated service life.In recent years, the Australian power distribution network has changed from a period of high construction activity in greenfield high-voltage lines to a period that is now focused on reducing cost and maintaining existing assets. Replacing aboveground structural members and electrical components is relatively simple even under live conditions. PCA has been working on a potential solution with Powerlink Queensland for the past 5 years to develop a quick and cost-effective foundation replacement system that can extend the life of its existing asset base anywhere from an additional 5 years to 50 years.With design support from Quanta Subsurface, USA, PCA recently completed the foundation replacement of 26 lattice tower foundations in the Townsville region of North Queensland. Using a steel bracket (patent pending) to connect hollow bar micropiles to the lattice towers, the installation techniques that were developed enabled the micropiles to be installed within a tolerance of less than about 3/8 in (10 mm) through the existing steel grillage foundation while maintaining live line conditions. The project was an Australian first and a trial by Powerlink for wider use within its network, and it was delivered on time and within budget at one tenth of the cost of traditional methods."

"The years following World War II were nation building years in Australia. Soldiers returned from the European and Asian theatres of war sparking a major infrastructure construction boom. Dams and highways were built to keep up with the growth of towns and cities, which were bursting at the seams, not just from the returning soldiers settling down with their families but also from the many waves of refugees from war torn areas around the globe.The demand for electricity generation and distribution required for the growing population sparked the expansion of the national power grid with new high-voltage transmission towers appearing across the landscape. However, with an original design life of 50 years, those transmission lines constructed in the 1950s are nearing, or are at the end of, their anticipated service life.In recent years, the Australian power distribution network has changed from a period of high construction activity in greenfield high-voltage lines to a period that is now focused on reducing cost and maintaining existing assets. "Honored with a DFI 2006 Special Recognition Award, the Four Bears Bridge was constructed across Lake Sakakawea and opened to traffi c in September 2005. The very large lake size and severe winter conditions required an effi cient foundation design capable of resisting extreme ice loading and able to be effi ciently constructed in waters up to 90' deep (27.4m).DESIGNING FOR EFFICIENCYLocated in a remote area of North Dakota, the Four Bears Bridge replacement was a major undertaking for the North Dakota Department of Transportation, with dual goals of providing a new structure that would endure a severe environment, while enhancing the natural beauty of the area. Competing bids would achieve the best price for the owner, challenging the design team to creatively solve the engineering challenges unique to the site. Foundations for North Dakota’s new Four Bears Bridge had to accommodate water level fl uctuations of up to 40 feet (12m), along with extreme ice loading and be effi cient in order to be the low cost solution at the time of bidding. All three major criteria were achieved through the use of an effi cient ‘fl oating’ lost precast concrete cofferdam founded on steel pipe piles, which allowed the contractor to achieve the project schedule. The result is an award-winning bridge that is contextually sensitive to the environment. The bridge aesthetics pay tribute to the Three Affi liated Tribes, the Mandan, Arikara and Hidatsa, who reside on the Fort Berthold Indian Reservation, adjacent to the bridge site.The original Four Bears Bridge was located over the Missouri River near Elbowoods, the native grounds of the Three Affi liated Tribes. Construction of the Garrison Dam in the early 1950’s created Lake Sakakawea, a fl ood control project on the Missouri River, and resulted in the area being fl ooded. The bridge, along with many tribal members, was relocated to a site near New Town. The bridge provides the primary crossing of Lake Sakakawea and is a critically important transportation element for the residents of the Fort Berthold Indian Reservation. The relocated bridge had become functionally obsolete and not replacing it would require a detour of 170 miles (274km). The North Dakota Department of Transportation determined that it should be replaced. In order to achieve the most effective solution, the North Dakota Department of Transportation selected a design team responsible for the creation of competing steel and concrete designs that were competitively bid. The design team was led by Kadrmas Lee & Jackson, with FIGG responsible for the concrete bridge design, while Lichtenstein Consulting and Kadrmas Lee & Jackson completed the alternate steel bridge design."
