A C-CORE study on behalf of the government of Newfoundland identified the inner continental shelf off northeast Newfoundland as having a relatively higher potential for hosting placer gold than other parts of the inner shelf. Under the auspices of the Canada-Newfoundland Cooperation Agreement on Mineral Development, the Geological Survey of Canada conducted a three-year project to map the distribution of surficial sediments and the abundance of placer minerals (particularly gold) from White Bay to Cape Freels. Much of the study area is a fjord coast, with steep rocky slopes and scattered gravel beaches. The extreme east, from Hamilton Sound to Cape Freels, has a wide, shallow inner shelf, sandy beaches, and extensive coastal dunes. Relative sea level was high in the late glacial period. It has fallen continuously in the west, but in the east it dropped to -19 m, before rising to within several metres of the present level by 3 ka. In terms of surficial sediments and processes, five zones are identified: (1) Deep offshore deep basins that contain thick postglacial mud overlying glacialmarine gravelly sandy mud. This zone is below a depth of 370 m in White Bay, 300 m in the Notre Dame Basin. 2) Basin transition zone in which the sea bed has been eroded by currents, so that glacialmarine sediments are exposed in places. Winnowing has formed an uppermost layer of muddy gravel. There is a slight potential for enhanced levels of fine particulate gold, but the gold would not be exploitable. (3) Iceberg impacted zone Above 200 m the keels of icebergs impact the sea bed, causing furrowing and pitting. Furrows predominate in deeper areas, and pits are concentrated at the inner boundary of this zone. Iceberg turbates have developed in shallow waters (60-100 m). Combined with winnowing, iceberg turbation could enhance the potential for concentration of fine particulate gold, but not into economic quantities. 4) Wave dominated zone Above approximately 60 m the sea-bed sediments are highly mobile due to waves, currents, and iceberg impact. Within the frame of the German-Indonesian cooperative Bandamin research project two short cruises (7 station days each) were carried out which led to the Flores-Banda basin located north of the active volcanic arc. This basin is part of a large island-arc subduction-collision system resulting from a complex plate tectonic situation in which three major plates collide with each other. The eastern part of the Sunda-Banda convergent margin also includes the transition from subduction of oceanic lithosphere to collision of the Australian continental crust with the arc. This transitional part is cut and displaced by various large obliquely striking fault systems. Thus, the south eastern and eastern arc segments represent geological conditions which are suitable for the development of hydrothermal convection and potential mineral precipitation. Our study area lies north of the transitional section between Flores and Wetar. We started with a high-resolution bathymetric mapping of 240 km2 in a region some 36 km north of the island of Lomblen. A small submarine neovolcanic ridge was discovered striking approximately NW-SE and consisting of several submarine volcanic structures. In the northwest of the study area, the active subaerial Komba Volcano (Batu Tara) marks the youngest continuation of the ridge system examined. From the ridge we collected fresh and hydrothermally altered volcanics with disseminated sulfides (pyrite, pyrrhotite, markasite, and chalcopyrite), together with ferrugenous gossans.

India is dependent for 60% of its annual requirement of copper and the entire quantity of nickel and cobalt on imports from outside the country. Land-based resources are either too meager or of too low a concentration for economic exploitation. This has prompted the country to look to deep seabed re- sources for meeting its rising demand for these metals. The Ocean Policy of the Government of India announced in 1982 talks about the need to map and assess the availability of minerals in the deep sea and to develop necessary technologies for exploration and exploitation of seabed minerals. To be self-reliant such technologies would have to be largely developed, tested and operated indigenously. The adoption of the Law of the Sea Convention in 1982 gave a fillip to India's desire to get into the field of deep seabed mining. India applied for recognition as a Pioneer Investor in Ocean Mining in 1983 and received allotment of a mine site of 150,000 km2 in the Central Indian Ocean in August 1987. Simultaneously, the Government has taken up a programme of development of technologies for exploration of the mine site for resource assessment, environmental monitoring also to meet the commitments like relinquishment of 50% of the area to the Preparatory Commission. Technologies for exploitation of these seabed resource like the mining system, transportation and extractive metallurgy have also been taken up for development in various research institutes largely in the government sector. While India's objective in the long term is to meet the shortage of copper, nickel, cobalt and manganese by the turn of the century, in the short term, the programme aims at application of the seabed mining technologies to meet the immediate needs of the country such as: a. Exploration for oil and natural gas. b. Exploration and exploitation of placer minerals and other deposits at shallow depth in India's EEZ.

Low- to intermediate-temperature, diffuse-flow hydrothermal fields and associated mineral precipitates have been found at many locations along oceanic spreading centers, back-arc basin spreading axes, and midplate hot-spots. However, this type of hydrothermal field has not been found in oceanic fracture zones until recently. We mapped and collected samples from an active hydrothermal field in the Blanco Fracture Zone (BFZ) located in the northeast Pacific. The BFZ connects the Gorda and Juan de Fuca spreading centers and is divided into east and west segments by Cascadia Depression, a small spreading center. Small pull-apart basins occur along both the east and west segments. A complex set of basins near the western end of the BFZ includes from east to west, Surveyor Depression, East Blanco Depression (EBD), and West Blanco Depression. The hydrothermal field described here is located in the EBD.

The development of marine mining in the offshore areas adjacent to most of the insular and continental European States is limited by the complex and evolving nature of its legal regime on the basis of the relevant applicable international, European and domestic rules. As the development of marine mining requires investments in capital-intensive technologies, the bankable feasibility of marine mining projects is very much dependent on the legal security of mining rights, assets and operations in offshore areas. This is quite difficult to assess due to the constant accumulation of applicable and potentially conflicting international and domestic laws in these areas, in particular the coastal zone, the territorial sea, and the Exclusive Economic Zone (EEZ). The often conflicting interaction of international treaties, laws and regulations in offshore areas raises specific and major issues in terms of permitting processes, access rights, ownership rights over the mineral resources explored and mined, flag vs. coastal State jurisdiction over mining vessels and marine mining equipment, international environmental liabilities, and unitisation and multi-forum disputes. In addition, the determination of jurisdiction and the legal regime under which marine mining could take place is becoming even more complex with the development of EU Law and the recent revision of the International Law of the Sea, particularly the new extension regime of the EEZ and jurisdiction over the continental shelf.

A new hydrothermal field with massive sulfide deposits was discovered in 2004 at 16º 38.4?N, 46º 28.5?W on the Mid-Atlantic Ridge. Hydrothermal signals had already been recorded from bottom waters and sediments in this area during cruise 19 of R/V Professor Logatchev in 2000. This site was revisited during the 24th cruise of R/V Professor Logatchev in February 2004 when samples of massive sulfides were recovered and video records of the deposits made. The basalt hosted hydrothermal field is situated at a depth of 3700-3750 m, 600 m above the inner floor on the eastern slope of the rift valley. Structurally, the new field is located at the intersection of a deep along-axis marginal fault and a transverse sub-latitudinal dislocation. Six sulfide mounds as well as associated metalliferous sediments were mapped (sampled and/or recorded by video profiling) within the hydrothermal site. The largest ore body, 500 x 225 m, in the southern part of the field consists of small blocky talus and relics of sulfide chimneys partly covered by iron oxyhydroxides. The chimneys are 1-5 m high. The southern and western boundaries of the massive sulfide deposit have not yet been delineated. More than 1,100 kg of massive sulfides and stockwork mineralization were sampled at 7 sites by dredge and TV-grab. Everywhere, iron sulfides were the principal minerals present. Pyrite in association with lesser amounts of chalcopyrite occurs in both massive sulfides and stockwork mineralization. Of particular interest is the chalcopyrite-siliceous stockwork where silicified and chalcopyritized basalts are intruded by a network of chalcopyrite veinlets. These zones could be fairly thick and enriched in base metals. Sphalerite was very rare.

Seafloor massive sulfides (SMS) which contain Au, Ag, Cu, Zn, and Pb have been interested in as a target of commercial mining these 15 years. Japan has large potential of SMS and a national R&D project for the mining has been active these 5 years. However, the economy of SMS mining is very bad, because the waste tailing disposal cost is very expensive in Japan. A slurry flushing method is experimentally examined in this study for the improvement of the economy. During the flushing, because of density difference between the metal-rich ore and the waste rock, a kind of gravity separation is possible. The results suggest a possibility of the actual application.

An extensive ferromanganese nodule field south of New Zealand (Fig. 1) has existed beneath the flow of the Deep Western Boundary Current (DWBC) and Antarctic Circumpolar Current (ACC) for at least the past 15 m.y. West of 174°E, between 59°S and 48°S, the field is 300-500 km wide, but east of 174°E, where current flow impinges on the eastern slope of the Campbell Plateau, the field narrows from ca. 200 km at 55°S to ca. 120 km at 51°S. This narrowing coincides with deflection of current flow eastwards, and consequent reduction in bottom-current velocity and eddy kinetic energy. Based on sea floor photographs, dredge samples and 3.5 kHz profile data, six distinct seafloor substrates are delineated, forming broadly parallel zones eastwards from the lowermost Campbell Slope (Fig. 2).

Venting on ultraslow spreading ridges is far more abundant then previously predicted, and the discrepancy between observed and predicted vent field density may imply that non-magmatic heat sources are common along these ridges (Baker and German, 2004; Escartin et al., 2008; Rona et al., 2010; German et al., 2016). In this study we have estimated the flux from two hydrothermal vent sites situated on the slow to ultraslow spreading Mohns Ridge at the Arctic Mid-Ocean Ridge system (AMOR). The flux estimates have been made using the primordial isotope 3He in the non-buoyant plume above the Loki’s Castle vent field at the northern termination of the Mohns Ridge, and from the Jan Mayen vent fields area situated close to the southern termination of the ridge. Primordial 3He enters the oceans through degassing and mixing with hydrothermal fluids eventually to be discharged at the ocean floor primarily at hydrothermal vent sites and submarine volcanic eruptions (e.g. Clarke et al., 1969; Lupton and Craig, 1981; Lupton, 1998). Once introduced into the water column the concentration will only decrease by dilution due to its conservative behavior in the water column. Water column samples were collected using a CTD (conductivity, temperature, depth) probe (911plus Seabird) with a Niskin water bottle rosette. The water column above the Jan Mayen vent fields (JMVF) was sampled in the years 2006, 2011, 2012 and 2013 (82 samples) and the water column above the Loki’s Castle vent field was sampled in the years 2007, 2008 and 2009 (116 samples).

Mode of occurrence and compositional variations of iron-manganese deposits from seamounts around the NW Pacific submarine island-arc area are described on the basis of on-site description during the Moana Wave Cruise MW9507 and other Japanese cruises, as well as geochemical and mineralogical analyses and dating on collected samples. Hydrogenetic and hydrothermal iron-manganese crusts occur at more than 80 sites out of 150 dredge hauls within a small area of 200x 200 km in the back arc region. The hydrogenetic crusts may have grown continuously at slow rates, but 2-3 times faster than those from the Central Pacific, associated with depletion of Co, Cu, and Ni contents. The site-maximum thickness of the hydrogenetic deposits trends to increase with the increase of distance from the active volcanic chain or the age of substrate volcanic rocks. Also the observed great local variations in thickness within single sites and on small scales may be resulted from post-depositional geological activity at the seamounts such as calcareous sedimentation, collapse of volcanic body and mass wasting,. On the other hand, the rapid hydrothermal manganese mineralization has occurred in place and time during arc volcanism and rifting and is still in progress at modern active areas. The ninety ICP/ES chemical plus XRD analysis show that these deposits are of distinct composition by origin or topographic provinces, but small-scale variation of the deposits of each origin and micro-scale depth variation are not clear.

Brothers volcano, in the southern Kermadec Arc, is host to two hydrothermal vent fields with very different geology, permeability, vent fluid compositions and mineralogy (see de Ronde et al. and Ditchburn et al. this volume). The NW caldera site contains mineral deposits (sulfide chimneys and crusts), which are either Cu-rich (?magmatic?) or, more commonly, Zn-rich (?epithermal?). The lower cone site, in contrast, is characterized by native sulfur mounds and spires. It has been proposed (see de Ronde et al. this volume) that the metals, especially Cu and possibly also Au, enter the hydrothermal system via injection and degassing of magma and/or the dissolution of metal-rich glasses. They are then transported rapidly upwards via magmatic volatiles along long (c. 2.5 km), narrow (c. 300 m diameter) pipes, consistent with evidence of vent fluids forming at higher than hydrostatic pressures, at relatively shallow depths. The NW caldera and cone sites may represent stages along a continuum between magmatic-hydrothermal and water/rock-dominated end-members. In this context, investigation of melt inclusions in conjunction with other geochemical and petrological research was carried out to ascertain the metal transporting conditions that may have led to mineral deposition and ore formation. Sixteen melt inclusions in plagioclase were analyzed for their chemical compositions from a typical cone dacite sample using LA-ICPMS at the University of Tasmania. The inclusions are typically glassy and commonly occur with other inclusions such as apatite, clinopyroxene, zircon, magnetite, sulfides and/or low-density fluids (Fig. 1). Major (XRF) and trace element (ICPMS) analyses were performed on whole rock samples collected during the 2005 Shinkai 6500 expedition. Haase et al., (2006) has also reported EPMA glass analyses from cone dacites, which may be used for comparison (Table 1). [ ]

Msjflkcisokng During the past sixteen years, GNS Science has developed a number of radiometric methods for dating massive sulfide samples from submarine arc and back-arc volcanoes. This has improved our understanding of the formation of these hydrothermal systems, the frequency and duration of their activity, and assisted marine mineral exploration companies in assessing the economic potential of these deposits that can be rich in copper, zinc and gold (up to 90 ppm Au in some chimneys). The radiometric dating methods that we employ utilize radium isotopes that are extracted from the host rocks without their parent thorium isotopes, by ascending, hot, acidic hydrothermal fluids. When the hydrothermal fluid discharges into cold seawater, chemically similar barium and radium co-precipitate as barite, a common mineral contained within the black smoker chimneys that grow upwards from the seafloor. From the onset of mineralization, the isotopes 228Ra and 226Ra (with half-lives of 5.75 yrs and 1600 yrs, respectively) begin to decay, so that the 228Ra/226Ra and 226Ra/Ba values decrease with time. Thus, samples can be dated using these ratios once the initial values, i.e., the values at the onset of mineralization, have been established, ideally from active chimneys. 228Ra decays to 228Th (half-life 1.91 yrs) and from the 228Th/228Ra values, the growth-rate of individual chimneys can be estimated. The isotope 210Pb (half-life 22.3 yrs) is occasionally used for dating the mineralization, although several samples from a chimney are needed to determine an age from the 210Pb grown from 226Ra, using the isochron technique.

A recently completed series of projects funded by the Commonwealth of Virginia and the U.S. Minerals Management Service was designed to assess the distribution of heavy minerals on the inner continental shelf adjacent to Virginia. These projects indicate that a suite of minerals of both strategic and economic interest is present. Analysis of several hundred grab and core samples shows that zircon, monazite, and titanium minerals (ilmenite, rutile, and leucoxene) occur in quantities that probably warrant further study by the mineral industry. Furthermore, side-scan sonography and shallow seismic profiles have provided information on the thickness and areal extent of the mineral-bearing sands. Possible development of the resource is enhanced by a potential use of offshore sand for beach nourishment. The results of the preliminary studies have been presented in open-file publications and oral reports in order that the mineral industry might have an up to date basis upon which to consider more exploratory work. Much of the effort south of the mouth of Chesapeake Bay was made in cooperation with and enhanced by an independent study of sand resources for beach nourishment and other needs. Preliminary review of the quantitative analyses of the heavy-mineral content of several hundred samples demonstrates that the distribution of high concentrations is non-uniform. "Co-rich ferromanganese crust deposits exist on slopes, summits and platforms of seamounts and guyots throughout the global oceans, where deep-sea currents have kept the seafloor structures more or less free of sediment for millions of years. They form by direct precipitation from cold seawater under more or less oxic conditions and consist of thin layers (2 up to 25 cm thick) covering hard substrate rocks in water depths of 800 to 5000m (Halbach and Marbler, 2009; Hein et al., 2000). Besides Mn these crusts contain interesting concentrations of minor elements (Co, Ni, Ti and Cu) and trace elements (Mo, W, Te, Ga, Pt and REEs), thus they represent significant metal deposits and promise potentially valuable additions to the world’s metal resources.The prospects for mining of this marine type of metal deposits largely depend on the grades and the scale of the potential ore resources. However, only a few percent of existing seamounts and guyots have been mapped and sampled in detail, most of them in the Pacific Ocean. Therefore, a model to estimate the geological resources based on the global seamount catalogue of Wessel (2001; revised: Wessel et al., 2009) and the empirical parameters which control the metal composition and distribution was developed."

Iron and manganese are very mobile metallic elements in the surface aqueous environment, particularly in the oceans. The elements are easily precipitated as oxides or dissolved back into water, controlled mainly by redox conditions, and the oxide precipitates often selectively accumulate other metallic elements. We have found clear evidence of fine-scale variations in chemistry, mineralogy, isotope composition and microstructures within various iron-manganese nodules and crusts, such as in the deep-sea basins and seamounts of the Pacific Ocean, and in shallow waters in the Baltic Sea. The patterns of variation with depth (that is time-lapse profiles of the deposits) are often correlated among samples and sometimes between remote localities. These fine-scale variations most probably reflect past depositional conditions and possibly image the environmental change, although they remain to be correlated to any physicochemical, geological, or oceanographic parameters. The hydrogenetic ferromanganese crusts have grown widely in the northwestern Pacific, accelerated by intensive circulation of oxygenated bottom waters during the last several millions of years, or earlier. The fine-scale (in millimeter) in-depth compositional and textural patterns with Be-10 growth-rate curves suggest significant changes in growth rate and also occasionally show a common microstratigraphic pattern among samples. Some of the samples indicate a correlation in growth pattern between remote locations, while others suggest short-range difference of oceanographic conditions with water depths.

"REVIEW OF ISA's DRAFT EXPLOITATION REGULATIONS – HAVE KEY STAKEHOLDERS' CONCERNS BEEN ADDRESSED ADEQUATELY?In early August 2017, the ISA published a revised draft of the exploitation regulations. My presentation will focus on the extent to which key State and Contractor issues raised in formal submissions in November 2016 have been addressed in the revised draft and any additional key issues in the revised draft which are likely to cause significant concern for Contractors.ABSTRACTFollowing the ISA's call for submissions in response to draft zero of the exploitation regulations in July 2016, 43 responses from stakeholders were received by the ISA in November 2016. My presentation will start by briefly looking at how the ISA has continued to engage with stakeholders following the publication of draft zero of the exploitation regulations, including at payment regime workshops in London (November 2016) and Singapore (April 2017) and at the environmental workshop held in Berlin in March 2017. It will also touch on the publication in February 2017 of what was in effect a very preliminary draft of the environmental regulations before moving on to consider in detail the extent to which key State and Contractor issues have been addressed in the ISA revised draft exploitation regulations which were published in August 2017. My review of the formal submissions will include, amongst other things, commentary on:(i) the level of Stakeholder response (State Parties to UNCLOS, Sponsoring States, Privately owned Contractors, State Owned Contractors and NGOs);(ii) the quality of the submissions (particularly by States and Contractors); (iii) the key concerns raised by State and Contractor stakeholders and how those issues have been addressed in the revised draft exploitation regulations; and(iv) how all stakeholders need to further engage with the ISA to ensure that the exploitation code adequately addresses the legitimate and reasonable concerns of each Stakeholder group (e.g. Contractors, Sponsoring States, Developing States and NGOs)."

The elucidation of the theory of plate tectonics has provided a conceptual framework for understanding the formation and distribution of different types of ore deposits. For example, we now recognize that certain kinds of mineral deposits are generally associated with a particular type of plate boundary (i.e., massive sulfides often occur along divergent plate boundaries, whereas porphyry copper deposits are typically found along convergent boundaries). During certain geologic time periods, plate reorganization events have changed the relative proportion of different types of plate boundaries. Corresponding changes have been observed in the abundance and distribution of ores deposited during these times. The present study examines the temporal aspects of this relationship; i.e., do plate reorganization events play an active or passive role in ore formation? In other words, do plate reorganizations simply provide a more favorable tectonic setting in which ore formation can occur over significant time periods, or are they directly linked to the mineralization process? We have examined this question by comparing regional tectonic histories with the ages of known massive sulfide and porphyry copper deposits. Because these deposits, in particular massive sulfides, form as a result of hydrothermal activity, we have also compared regional tectonic histories with proxy indicators of this process in the marine sedimentary record. These indicators include increased mass accumulation rates of Ca, Fe, Mn, and opal, characteristic changes in the Sr/Ca and Mg/Ca ratios of biogenous carbonates, and shoaling of the carbonate compenstion

INTRODUCTION Due both to the political history of UNCLOS and the sensitivity of the ocean floor and environment to man made impacts, both the Convention (including also the 1994 Amendment) and subsequent codification (such as the ISA draft code on Exploitation of Mineral Resources in the Area) put a focus on information about, and conveyance of, technology employed by interested deepsea mining companies, to inter alia the Authority and developing countries. In contrast, companies usually are (or by their nature should be) interested in safeguarding their technology and business secrets in order to secure unique selling propositions in a competitive environment. On the background of the meanwhile maturing regulatory régimes on deep sea mining, the presentation will look into some of the key regulatory provisions mirroring these apparently antagonistic interests, how the players involved could deal with them, and how they might in some cases be reconciled. Progress of Presentation The presentation will start by briefly examining some classical methods of protection of technology, such as patents, copyrights, and (not the least) secrecy. It will be found that some of the statutory means of protection due to their territorial character may face problems in being implemented in areas outside national jurisdiction, such as the Area, but that, thinking globally, they nevertheless retain much of their value for the purpose of protection. Depending on available presentation time, a model case may be used to illustrate the above – and also some of the following – findings.

In this report the options for acquisition, transportation and placement .of sand on the beach are examined with respect to feasibility and cost. Ten sources of sand were compared, including commercial, from Australia, Maui, and Barbers Point (3), deposits offshore of the Reef Runway (3), offshore of Waikiki (3), and offshore of Molokai from the Penguin Bank (1).
