Managing sediment plumes under multiple jurisdictions Management of activities in the New Zealand EEZ can be characterized as a distributed basis of decision-making with each independent and separate decision-maker focused on specific elements of a proposal (environmental, work place safety, wildlife management, fisheries, navigation, oil spill). The New Zealand EEZ Act 2012 was intended as gap-filling legislation to address the lack of an environmental assessment lens for permissions to undertake certain activities in the New Zealand EEZ. These activities relate mostly to marine scientific research, dumping and discharges, oil and gas exploration and development, and seabed mining. The regulatory decision-maker for most EEZ Act marine consents is the New Zealand EPA. Since 2013 when this gap-filling legislation took effect, the EPA and its decision- making committees have processed three seabed mining applications. Two consents were refused, one consent was granted in 2017. A common feature of all consents has been the assessment and consideration of the scale, significance and effects of sediment plumes arising from the activity. One consent is for irons and mining in about 40m of water where the plumes reach the nearby coastal waters and shoreline, the second consent is far offshore but plumes extend far beyond the mining area (850 km2) in to rare coral habitats and in to a significant offshore fishery. A significant consideration for decision-makers is how the assessment and management of plumes under the EEZ Act interact with, and potentially overlap, management of such plumes under other legislation (Resource Management Act, Marine Mammals Protection Act, and Wildlife Act). This is in a statutory context where the EEZ Act requires explicit consideration of the nature and effect of other marine management regimes over the matter under consideration.

There are a number of likely impacts from mining operations, but a key issue is uncertainty about the environmental effects of sediment plumes created by disturbance to the seafloor and discharge of processed waters. The New Zealand National Institute of Water and Atmospheric Research (NIWA) is undertaking a research project to improve understanding of such impacts (relevant to both mining and trawl fisheries), by examining the extent and persistence of sediment plumes, the immediate impact and subsequent recovery of seafloor exposed to these plumes, and the effect on functioning of ecologically significant species. The project will use a combination of field survey experimentation with in situ observations and controlled laboratory-based experiments. The field work begins in May 2018 when an area of up to 1km2 at depths of 400-500 m on the Chatham Rise, 450 km east the New Zealand South Island will be subjected to disturbance by an upgraded former NOAA Benthic Disturber. The suspended sediment load created by the disturbance will be tracked and monitored, with the effects on seafloor animals examined by pre-and post-disturbance sampling. A wide range of seafloor sampling, benthic landers, towed cameras, oceanographic moorings and water column monitoring will be carried out over a three week period. Monitoring surveys will be repeated in 2019 and 2020 to determine the longer-term resilience and recovery of disturbed communities. The laboratory-based side of the programme, also starting in 2018, involves holding live deep-sea corals and sponges in tanks at NIWA, and exposing them to various levels and duration of particle loads in the water in order to reveal lethal thresholds as well as sub- lethal effects of settled and suspended sediment.

A pilot mining robot, named MineRo-II, has been developed by KIOST during 2011-2012. The pilot scale was defined as 1/5 of the commercial mining capacity, 1.5 million dry-tons of nodules per year. The development purpose of MineRo-II is to use for the pilot mining test planned in 2015. MineRo-II was designed to be self-propelled by electric-hydraulic power and remotely operated in real-time from aboard. The main operational functions are crawling on seafloor, pick-up and crushing of nodules, discharging nodules out to buffer. Prior to MineRo-II, a test miner (MineRo-I) was developed in scale of 1/20th in 2007, and performed two times sea trials in 2009 and 2010. The results of performance tests were evaluated and utilized for the concept of MineRo-II. The design concept aimed at the expandability of the mining capacity based on modularity of configuration, maintenance simplicity and multiplicity of backup solution. The pilot-scale mining capacity is achieved by four pick-up modules of each 1m wide, which are moving forward with robot vehicle and sweep the nodules entering below the pick-up heads. Principally, by adding the pickup modules in lateral dimension the mining capacity may increase linearly. MineRo-II was designed and constructed in unit-module wise. The robot consists of two unit-modules having an identical mechanical and hydraulic configuration. In the last two years, C-CORE has developed a new seabed sampler directed specifically at obtaining samples from hard or compacted bottoms such as are typical of marine placer deposits. Samples are required for appraisal of concentrations of saleable commodities, and for determination of levels of biological indicators in the deposits. Recently C-CORE and the University of Victoria have been comparing the performance of the Scott/C-CORE sampler with that of the Van Veen sampler often used for biological sampling. Initial trials of the Scott/C-CORE sampler in 1992 at the WestGold mining site, Nome, Alaska, were described by Jewitt et al. at the 1993 UMI. Since that time the sampler has been modified to prevent overfilling, and to limit turbulent flow of water across the top of the sampler buckets when the sampler is recovered with partly-open buckets. The modifications included shoes to prevent sampler overfill, and flexible rubber shielding over top and sides of the sampler to prevent water circulation. Samples have been taken with both samplers in two field areas, one at Pine Cove, Baie Verte, Newfoundland, and the other near Long Pond in Conception Bay on the Avalon Peninsula, Newfoundland. In each area multiple samples were taken with both sampler types, and the samples processed immediately to establish the types and quantities of marine organisms that were present. Species identification is expected to be complete by late August.

The release by the U.S. Department of the Interior (DOI) of a Draft Environmental Impact Statement (DEIS) for the leasing of polymetallic sulfide minerals on the Gorda Ridge in December 1983 resulted in strong negative public reactions. The fundamental issues affecting federal-state relations included the amount of state involvement in the planning process and the continuing question of consistency (sensu Coastal Zone Management Act). The specific issues raised included the authority of DOI to lease nonenergy minerals offshore, the economic and strategic rationale for the proposed lease, and the adequacy of the DEIS. The questions of DEIS adequacy arose in three major areas: the lack of evidence for the existence of polymetallic sulfides on the Gorda Ridge, the lack of sufficient baseline data, and the lack of a mining scenario from which to assess potential impacts. The joint Federal-State Technical Task Force was formed in February, 1984 as part of an initial agreement between the State of Oregon and the Department of the Interior to work cooperatively. Other points in the agreement were (1) a reduction of any future proposed lease area from 40 million acres to no more than 4 million acres; (2) indefinite postponement of the lease sale; (3) deletion of the nearshore portion of the possible lease area covering the physical continental shelf and slope; (4) a commitment of a "tiered" EIS process; and (5) sharing of non-proprietary data with the public.

Recent exploration demonstrates that hydrothermal systems related to upper mantle ultramafic outcrops are common in the modern ocean. Most sites are located on slow spreading ridges with a low magmatic budget. Volcanogenic Massive Sulfide (VMS) deposits, associated with basalt, along the Mid Atlantic Ridge (MAR) are volcanically controlled near the topographic highs at the center of the segments. Three preferential settings are identified for ultramafic sulfide mineralization: 1) Off axis, on rift valley walls, near the amagmatic ends of the segments; 2) Non-transform offsets and 3) Ultramafic dome structures at the ridge transform fault intersection. The upper surface of these domes is often interpreted as a detachment fault. Three processes are considered for driving hydrothermal cells in ultramafic rocks: 1) regional heat flow at the ridge axis 2) Cooling of a deep gabbroic intrusion and 3) exothermic heat produced during serpentinisation. Along the Mid Atlantic Ridge, four types of ultramafic hydrothermal mineralization are observed: 1) High temperature (>350°C) sulfide mineralization related to low pH fluids, (ex. The Logachev field at 14°45? N and the Rainbow field at 36°14 N); 2) Medium temperature carbonate chimneys (<100°C) related to high pH fluids (ex. The Lost City site at 30°N); 3) Low temperature diffuse venting associated with extremely high methane discharge and pervasive alteration and silicification of both volcanic and ultramafic rocks (ex : The Saldanha field at 36°34 N); 4) Stockwork mineralization and quartz veins with sulfides related to gabbroic intrusions within ultramafic rocks (15°N). When compared to mineralization in a basaltic environment, sulfide deposits are enriched in copper, zinc and specific elements related to an ultramafic rock source such as Ni and Co. They are also significantly enriched in gold which, unlike in basaltic environments, has a bimodal occurrence both in low temperature Zn-rich assemblages and in high temperature Cu-rich mineral assemblages. The Cu-Zn-Co-Au deposits along the Mid Atlantic Ridge seem to be more common than on land where few similar VMS deposits are known. We consider that ultramafic VMS deposits on slow spreading ridges constitute a specific marine type of mineralization that is less easily than back arc deposits, incorporated into the continent during obduction processes.

Although, mining of minerals such as polymetallic nodules and sulphides from the deep sea floor has been delayed due to the combination of factors such as current availability of Cu, Ni, Co, Mn (and other metals) on land and their fluctuating prices; these deposits are still considered as the alternative source for metals in the 21st century. Exclusive rights for exploration in the ?Area? (beyond the national jurisdictions of any country) given to eight countries and consortia by the International Seabed Authority and the estimated resource of 300 million tonnes in a typical area of 75,000 km2 is expected to yield about $17.5 billion (at December 2008 metal prices) in 20 years life span of a single nodule mine-site. In order to recover 3 million tonnes of nodules, an area of 300 sq km only will be mined annually (i.e. <1 km2/day) for an optimum abundance of 10 kg/m2. However, during mining, large quantity (22 tonnes/day) of sediments associated with nodules would be resuspended that could lead to certain environmental impacts on the benthic ecosystem. Several small-scale benthic impact experiments in the Pacific and Indian Oceans, have given some insight into the possible environmental impacts and the restoration processes, but the possibility of extrapolating these findings to a commercial mining scale remains an issue to be considered. An estimated capital expenditure of $1.05 billion and operating expenditure of $4.2 billion for a single deep-sea mining venture will have to be weighed against the availability of mineral ores on land as well as the metal prices in the world market. None-the-less, development of technologies for mining and metallurgical processing, as well as formulation of regulations and guidelines for potential ?contractors? to mine these minerals have been progressing consistently. These coupled with recent efforts by certain ?entrepreneurs? to initiate mining of seafloor massive sulphides in the EEZ of certain countries, indicate the continuing interest and support the perception that such deposits could well be the future sources of metals. This paper analyzes the current status and discusses the economic, environmental, and technical issues that need to be addressed for sustainable development of deep-sea minerals.

Column flotation is a promising technique for processing as-mined, cobalt-rich, ferromanganese crust to separate the valuable crust component from barren substrate-rock, either aboard ship or within the water column. Column flotation testing was carried out in a seawater medium using samples obtained from the U.S. Exclusive Economic Zone (EEZ) in the mid-Pacific Ocean near Johnston Atoll. The collector reagent was a mixture of diesel fuel, fatty acid, and sulfonate previously developed at the U.S. Bureau of Mines for crust flotation using conventional flotation cells. Results are dependent upon particle size and reagent dosage, especially *as these factors affect froth volume and stability. Column flotation results are compared with previous studies in conventional cells. An overview of how column flotation might be applied in an offshore mining and processing system is given.

Ocean observatory technologies permit uninterrupted, real-time observation of dynamic seafloor environments such as gas hydrate deposits and hydrothermal vent fields that are of both scientific and economic interest. Such observations enable new discoveries of linkages between physical, chemical and biological processes and could permit continuous monitoring of environmental variables during mining operations. Ocean Networks Canada operates the NEPTUNE and VENUS cabled observatories in the Northeast Pacific Ocean. The offshore NEPTUNE observatory supports instruments at two gas hydrate sites on the continental margin off Vancouver Island, and in the hydrothermal vent fields of the Endeavour segment of the Juan de Fuca Ridge. The primary focus of the gas hydrate field observations is to understand the dynamics of the growth and stability of outcropping and sub-seafloor hydrate deposits. Outcropping hydrates at 840 m depth in Barkley Canyon have been monitored for the past 3 years with a mobile instrument platform known as Wally, which is operated over the Internet by a research group in Germany. This tracked vehicle carries standard oceanographic sensors, acoustic current metres, cameras and methane sensors. Data indicate a relationship between degassing of hydrates and tidal currents. In 2012-2013 two high-resolution sonar towers were added to the hydrate field to provide precision tracking of Wally and to monitor volume changes in the outcropping hydrate mounds. A large subsurface hydrate deposit occurs at the Clayoquot Slope site, where bottom depth is 1260 metres. Monitoring instrumentation is currently being established at this location. Sediment Quality Guidelines can provide target values that should not be exceeded when seabed deposits are disturbed for mining, waste discharge or other purposes. Three sets of Guidelines have appeared in 1994 and 1995: US NOAA (updated from 1991), Environment Canada (EnvCan) and Equilibrium Partitioning (EqP) developed in the UK from US Water Quality Criteria. The US NOAA and EnvCan Guidelines have been developed by comparing many experimental and site data sets, and have concluded that levels below which effects rarely occur, or above which probably will occur, are useful guidelines. US NOAA uses the terms ERL and ERM for these two levels, and EnvCan TEL and PEL. The EqP concept is that a value can be calculated below which trace metals present cannot raise the concentration in the interstitial water. There are some problems in comparing units, but the comparison shows in general that the EnvCan levels are less than, and down to half of, the US NOAA levels. EqP levels vary but are generally fairly close to US NOAA ERL levels, with one major exception. The EqP level for mercury is far lower than either US NOAAor EnvCan levels, at 0.008 mg kg-1 compared to 0.15 (ERL) and 0.13 (TEL) mg kg-1 respectively. Comments will be solicited on how such differing Guidelines should be used site-specifically for environmental management at mining operations, (1) in the regions for where they were developed, and (2) elsewhere.

Several polymetallic sulfide deposits (copper, zinc, f lead, silver, f gold) presently exposed at the surface of the ocean floor are of sufficient size and apparent grade that they will someday be seriously considered as mineable resources. Responsible ocean mining may have some real environmental advantages over land mining, although they both share the same downstream problems caused by smelting and refining. The area of disturbance for an ocean mine would be much less than for an equivalent sized deposit on land around which considerable rock has to be excavated in order to get at the ore. Acid mine drainage, a very serious problem in land ming, would not be a concern in the alkaline and oxygen deficient environment of the deep ocean. There would undoubtedly be loss of habitat for some marine organisms but this could be minimized by mining deposits that are no longer hydrothermally active and therefore support little life. The risk of severe corrosion and thermal damage to the mining equipment at hydrothermally active sites would probably preclude their recovery in any event. The scientific community and environmental advocates should take advantage of the long lead time before ocean mining commences to insure that the environmental mistakes of the past, as encountered in some land mining, are not repeated. In order to fully understand and thereby mitigate the consequences of recovering seafloor sulfides, test mining of a small deposit using the German-designed high capacity television grab, preceded and followed by detailed observations of the mining site from a submersible, is proposed.

Deep sea mining operations by nature are performed (or planned) in challenging environments. Another typifying characteristic of deep sea mining operations is the relatively high investment cost. This combination challenges engineers to design configurations able to mine the desired production rate in an efficient way. As design choices made for individual systems impact other parts of the system, it is vital to follow an integral approach to establish the one optimal overall system. Dredging and especially dredge mining learns that the excavation system, the slurry transportation system and the processing plant cannot be considered as individual sub-systems. These systems in any ?traditional dredge mining? operation interrelate to such extend that they must be developed towards an integral solution. The nominal production, peak production and variability of these figures must match for all subsystems in the overall mining system to optimize the mining efficiency. We call this the ?game of capacities?.

The Offshore Technology Conference (OTC) was founded in 1969 when a group of scientific and technical societies organized an annual conference and exhibition dedicated to technologies used in the offshore oil, gas and mining industries. Currently, OTC is sponsored by 12 industry organizations and societies. These include: American Association of Petroleum Geologists (AAPG); American Institute of Chemical Engineers (AIChE); American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME); American Society of Civil Engineers (ASCE); ASME International Petroleum Technology Institute; Institute of Electrical and Electronics Engineers/Oceanic Society (IEEE-OES); Marine Technology Society (MTS); Society of Exploration Geophysicists (SEG); Society for Mining, Metallurgy, and Exploration (SME); Society of Naval Architects and Marine Engineers (SNAME); Society of Petroleum Engineers (SPE); and The Minerals, Metals, and Materials Society (TMS). OTC also has two endorsing organizations, the International Association of Drilling Contractors (IADC) and the Petroleum Equipment Suppliers Association (PESA), as well as 6 supporting organizations that include the American Petroleum Institute (API), the Independent Petroleum Association of America (IPAA), the Institute of Marine Engineering, Science, and Technology (IMEST), the International Association of Geophysical Contractors (IAGC), the National Ocean Industries Association (NOIA), and the United Kingdom Offshore Operators Association (UKOOA). From its earliest years, the OTC has been held during the first week of May in Houston, TX, initially at the Albert Thomas Convention Center where OTC?69 drew 4200 attendees and 200 exhibitors. As the conference grew and became established as the world?s foremost event for the development of offshore resources in the fields of drilling, exploration, production, and environmental protection, the venue was changed to the Astrodomain Complex, with technical paper sessions and most exhibits taking place in the Astro Hall. The numbers of attendees and exhibitors varied somewhat over the years, primarily in accordance with the fortunes of the international oil and gas industry. At its height in the early 1980s, OTC registered attendance exceeded 100,000 with more than 2500 exhibitors forcing expansion into the Astro Arena and even the Astrodome.

Deep sea tailings placement (DSTP) techniques have been pioneered in Papua New Guinea (PNG): a mining reliant economy in a seismically active region, facing major environmental challenges in the safe handling and storage of mine tailings on land. Scientists at SAMS have researched impacts of DSTP on the marine environment specifically to inform and develop guidelines for the use of DSTP to reduce environmental impact, thereby lowering risk and increasing private sector investment. Guidelines have been established as regulation by the PNG Government providing reassurance to private investors, facilitating an increase in mining exports to 60% of total export. Researchers investigated the effects of DSTP at 2 PNG mines: Lihir Gold Mine which has been actively discharging tailings since 1996 and Misima Mine, closed in 2004 after discharging tailings for 15 years, allowing an assessment of the recovery of the marine environment after tailings placement. Research involved investigating ocean currents and mixing, the behaviour of metals and the effect of tailings on benthic communities including the risk of elevated metal contents entering the food chain. The research established a metal ?fingerprint? of tailings compared to natural sediments, which enabled the transport of fine tailings within the deep ocean to be ascertained.

In response to anthropogenic climate change, the way in which we use and generate energy is changing. To facilitate these developments, it is essential that we increase and diversify the supply of ‘E-Tech’ elements essential for cleaner energy generation and more efficient usage. The vast majority of these materials (e.g. cobalt, lithium, niobium, platinum group metals, rare earth elements and indium) come almost exclusively from mining and new resources must be found and developed in order to secure supply and meet the demands of the future. Ferromanganese (FeMn) crusts are rich in cobalt, tellurium and rare earth metals, and are common on seafloor hard grounds at water depths over 1000 m. The mining of both FeMn crusts and nodules is potentially viable dependent of the balance of cobalt and nickle prices (Martino & Parson, 2012), however, crusts need to be at least 4 cm thick with cobalt contents of at least 0.8% (International Seabed Authority, 2008). The difficulty for those wishing to exploit these resources is firstly finding them, and secondly assessing their potential remotely. Such capability would not only save time and money, but also allow mining operations to be more focused, reducing needless destruction of seafloor habitats from exploratory mining or mining of noneconomically worthwhile deposits. In this contribution, we examine the distribution of crusts on a single Atlantic Gyot (Tropic Seamount), the morphology of FeMn crusts, their variable growth patterns and the characteristic geophysical response from crusts in various datasets, including ship based 60 m resolution multibeam and high resolution bathymetry, backscatter and sub-bottom profiler data acquired using an Autonomous Underwater Vehicle (AUV).

The research affiliate projects of the Continental Shelf Division of the Marine Minerals Technology Center concentrate on the development of technologies and methodologies for the exploration 4 and assessment of nonfuel continental shelf mineral resources within the U.S. Exclusive Economic Zone. Three of the FY 1990-91 research grants are summarized below. Scientists at the Center for Applied Isotope Studies at the University of Georgia have developed ?An Advanced Design for a Seafloor Gamma Isotope Mapping System? for the rapid collection of data on seafloor sediments. This system is designed to detect gamma radiation emitted by naturally occurring radioactive elements found in marine sediments. This data can be used to study seafloor lithology and has direct application in marine mineral surveys. The purpose of this study has been to redesign and calibrate the system for marine mineral survey work. Recent modifications of the sled design, gamma radiation detector, and supporting software have resulted in considerable improvements in sensitivity, functional operation, and data acquisition.

Polymetallic sulphide (PMS) deposits have recently been discovered associated with hydrothermal vents on the sea floor off Vancouver Island, B.C. Visual estimates indicate reserves in excess of 1 million tons. Reliable reserve estimates have not yet been made, however, due to the extreme difficulty of drilling cores in 2 km of water. Few geophysical techniques can aid in the exploration of these deposits. There is little or no difference in radioactivity, magnetic susceptibility or electrical resistivity between the deposits and the surrounding sea floor sediments. This precludes radiometric, magnetic, electromagnetic and resistivity methods. There is a density contrast, but the logistics of gravity surveys at such depths are formidable. The physical property which shows the most contrast with the sea floor sediments, and which is perhaps one of the easiest to measure (with modern equipment) is polarizability. The induced polarization (IP) method is one of the major electrical geophysical techniques for exploring for PMS deposits on land.

The United States is dependent on foreign imports for about 80 percent of its ilmenite, about 60 percent of its rutile, and virtually all of its monazite. Nearshore marine sand deposits and beach-complex sediments in the southeastern United States are important domestic sources of ilmenite, leucoxene, rutile, zircon, monazite, and a number of other less well known economic heavy-mineral (HM) species. Because global onshore reserves of placer titanium minerals may fall short of demand in as few as 20 years, offshore research in HM placers will become more important. The Atlantic Continental Shelf (ACS) defined by the shoreline and the 200-m isobath varies in width for the modern U.S. coastline from a fraction of a kilometer to about 150 km offshore of Cape Cod, Mass., and includes an area of about 3.91 x 105 km2. It probably contains 3-7 x 1011 m3 of sand and gravel which may locally contain commercially exploitable placer HM deposits.
