A pilot mining robot, named MineRo-II, has been developed by KIOST during 2011-2012. The pilot scale was defined as 1/5 of the commercial mining capacity, 1.5 million dry-tons of nodules per year. The development purpose of MineRo-II is to use for the pilot mining test planned in 2015. MineRo-II was designed to be self-propelled by electric-hydraulic power and remotely operated in real-time from aboard. The main operational functions are crawling on seafloor, pick-up and crushing of nodules, discharging nodules out to buffer. Prior to MineRo-II, a test miner (MineRo-I) was developed in scale of 1/20th in 2007, and performed two times sea trials in 2009 and 2010. The results of performance tests were evaluated and utilized for the concept of MineRo-II. The design concept aimed at the expandability of the mining capacity based on modularity of configuration, maintenance simplicity and multiplicity of backup solution. The pilot-scale mining capacity is achieved by four pick-up modules of each 1m wide, which are moving forward with robot vehicle and sweep the nodules entering below the pick-up heads. Principally, by adding the pickup modules in lateral dimension the mining capacity may increase linearly. MineRo-II was designed and constructed in unit-module wise. The robot consists of two unit-modules having an identical mechanical and hydraulic configuration. President Reagan's Exclusive Economic Zone (EEZ) Proclamation of March 10, 1983, extended United States ocean jurisdiction 200 nautical miles offshore our coastal states and territories. The accompanying policy statement noted that this action was a result of recently discovered deposits of polymetallic sulfides and cobalt-rich manganese crusts, which could be a major source of minerals important to the U.S. economy and security. Within these 3 billion acres of exclusive economic jurisdiction, the United States has sovereign rights to explore, develop, conserve, and manage the mineral and other natural resources of the seabed. The President has directed the Department of the Interior (DOI) to encourage exploration and production of minerals from this area. The DOI, through the Minerals Managment Service (MMS), is responding to this presidential directive by developing a leasing program for nonenergy minerals in the EEZ. The authority to develop this leasing program is the Outer Continental Shelf Lands Act of 1953, as amended in 1978, which authorizes the Secretary of the Interior to grant leases for oil, gas, sulfur, and other mineral resources on the Outer Continental Shelf (OCS). The Solicitor of D01 has determined that the definition of the OCS for legal purposes extends at least 200 nautical miles offshore of our coastal states to the EEZ boundary. Section 8 (k) of the Act allows the Secretary to lease minerals, other than oil, gas, and sulfur, on the basis of competitive bonus bidding and under such terms and conditions as he may prescribe at the time of offering the area for lease.

"INTRODUCTIONFerromanganese (Fe-Mn) crusts are a kind of marine chemical sediment composed of Fe and Mn oxy-hydroxides as well as small amounts of clastic sediments, which are ubiquitously found on the surface of slopes of seamounts and oceanic plateaus at depths from 900 to 5500 meters below sea level (mbsl). Fe-Mn crusts contain extremely high concentrations of useful minor metals such as Co, Ni, Te, REEs, and thus are expected as submarine mineral resources. Also, Fe-Mn crusts record the change of chemical compositions of seawater during last several tens million years, which allow us to obtain clues to clarify the paleoenvironmental conditions at the time of its deposition. However, occurrence, chemical compositions, microbial community and growth patterns of ferromanganese crusts are yet fully understood. Hence, a comprehensive study on the genesis of ferromanganese crusts, such as growth rates and enrichment processes of elements, is required to better understand their resource potential as well as their applications to paleoceanographic study.Based on the resource potential of ferro-manganese crust, the project entitled “Next- Generation Technology for Ocean Resources Exploration” was launched as one of the governmental projects to develop the exploration technology based on the scientific research on the submarine resources such as hydrothermal deposits (e.g., a poster by Kawada et al.), ferro-manganese crusts. We have made several research cruise to seamounts in the north-western Pacific such as Takuyo-Daigo and Takuyo-Daisan seamounts (Fig. 1) ."

Recent investigations located at least six major massive sulfide deposits (dimensions measured in tens to hundreds of meters) within a 50-km-long segment of Escanaba Trough, the sediment-covered axial valley of southern Gorda Ridge. The sediment fill is intercalated silt and sand turbidites and hemipelagic mud with a maximum thickness of 500 m. Several volcanic edifices, spaced at approximately 15-km intervals along the ridge axis, penetrate and locally breach the sediment. The largest sulfide deposits form mounds and ridges on the steep flanks of structurally unstable sediment-capped blocks that have been uplifted above the volcanic edifices; both sediment and sulfide deposits are undergoing rapid erosion and redeposition. Although hydrothermal activity appears to be absent at most sulfide fields, 220°C fluids are discharging from the tops of sulfide mounds near 41°00'N lat, 127°31'W long. Recent pillow lavas and sheetflows erupted onto the sediment-covered sea floor less than 500 m away from the active vent field. The massive sulfide deposits have compositional characteristics that differ from deposits formed on sediment-free spreading axes. The Escanaba Trough deposits include Fe- and Cu-rich, Zn- and Pb-poor massive sulfide mounds, polymetal (Zn-Fe-Pb-Cu-As-Ag-Sb-Sn) sulfide vent structures, abundant barite-rich chimneys, crusts, and sinter cones, and thermogenic petroleum in the sulfide and sediment. The U.S. Geological Survey (USGS) recently completed phase 1 of a mapping effort that makes the United States the first nation to systematically acquire image maps of its underwater lands. In 1984, the USGS, as part of its mission to map and characterize the resources of the Federal lands, began a mapping effort in the newly proclaimed Exclusive Economic Zone (EEZ). The goal was to provide sonar image maps of this frontier area within 10 years. The mapping program is on schedule, with two-thirds of the EEZ sea floor, approximately 2 million square nautical miles, happed in 7 years. The deep water EEZ (depth greater than 200 m) around the 50 states is now complete except for the North Slope of Alaska, where ice precludes our surveying with a surface ship. Phase 2 of the EEZ mapping effort will begin in 1994, focusing on the American Flag islands of the western Pacific. Approximately 1 million square nautical miles of sea floor remain to be mapped around the islands.

China, India and South Korea are three developing/newly industrialized countries that can show a very positive economic development in latter years. Moreover the three countries also feature amongst the countries with the highest level of activity in deep seabed mining today. India was the first country to achieve Pioneer Investor status in accordance with the UN Convention on the Law of the Sea. The country has carried out comprehensive exploitation of nodule deposits in the Central Indian Basin. India has an active programme for development of mining technology and internationally, India is probably the leading nation today as far as processing technology is concerned. China for its part has established a central coordination unit for its deep seabed involvement and its exploration and technology development is already well underway. South Korea has applied for Pioneer Investor status and much indicates that it will be allocated its own minesite in the autumn of 1994. The three countries are in mutual contact in the area of the Law of the Sea. Korea contacted both China and India when drawing up its application for pioneer investor status and allocation of minesite. However, no cooperation exists between the three regarding for example technology development, economic analysis or in studies of the environmental consequences. The main purpose of this paper is to focus on why and how the three countries would be well advised to cooperate in the above areas. Economic, technological and organizational aspects all point in that direction.

Radiometric surveys of the beach and nearshore zone of the Dutch Frisian Islands have identified sands enriched in heavy minerals. The areas of heavy mineral concentration have been mapped in detail using a state of the art towed gamma-ray detector, which gives improved sensitivity through the use of new detector materials and improved data processing techniques. The detector provides continuous measurement of sea floor radioactivity (and of a number of other parameters) and can be used simultaneously with other survey techniques, such as echo sounding, sidescan sonar and shallow seismic profiling. It enables a rapid, and cost effective, assessment of the surface distribution of heavy minerals to be made. The heavy mineral suite includes magnetite, ilmenite, garnet, rutile and zircon. These minerals contain 1-3 orders of magnitude more U and Th, in terms of their activity concentrations, than the accompanying light minerals (mainly quartz). Since the heavy mineral composition of the sands appears to be relatively constant along the Dutch Frisian Island chain, the U and Th concentrations can be used to provide a quick estimate of the heavy mineral content. The sea floor radiometric measurements allow sediment sampling for more detailed analysis to be highly targetted. The zones of heavy mineral enrichment are generally sub-parallel to the coast and are usually confined to water depths of 5-10 m. There is a close correlation with sand bars on the shoreface, the highest radioactivity typically occurring just seaward of the crest of these features. As well as being used for heavy mineral exploration, similar radiometric methods can be applied to mineral processing. Gamma-ray detection systems can be used to provide rapid analysis in the process stream enabling on-line grade control and optimisation of processing, from excavation of mineral sands to the final products.

Both the S.W. Pacific and Caribbean island arcs are host to submarine hydrothermal mineral deposits, the former more so than the latter. In the S.W. Pacific, the whole gamut of such deposits occurs on the sea floor, sulphides, silicates, Fe and Mn oxides, whereas during the limited studies to date in the Caribbean only hydrothermal Mn oxides have been found to occur on the sea floor there in any abundance. Comparisons between the respective Mn oxides are thus the most fruitful at the present limited stage of our knowledge of Caribbean submarine hydrothermalism. Southwest Pacific hydrothermal ferromanganese oxides and their possible relationships to underlying sulphide mineralisation or bedrock anomalies (the geochemical window concept) has been a fruitful field of research in recent years. Certain element enrichments in crusts may be indicative of underlying mineralisation (Rogers et al. 2001). However, more recent studies on buried hydrothermal crusts in the S.W. Pacific (Cronan et al. 2002) have shown there to have been postdepositional diagenetic uptake of elements in them, and thus these elements cannot be used with any confidence in geochemical exploration for buried sulphide deposits unless sediment involvement can be eliminated.

Submarine hydrothermal activity and mineralization related to island arc volcanism along the Tonga arc were explored during two research cruises in October 2009 (KODOS 09H) and February 2010 (KODOS 10H), respectively. In KODOS 09H cruise, geophysical survey, including multi-beam bathymetry, marine seismic and magnetic investigations, was performed on 10 volcanoes to find out possible structural discontinuity that can act as fluid pathway for formation of hydrothermal deposits at submarine caldera system. The result provided acoustic and seismic image maps and magnetic anomaly maps of targeted volcanoes. Then, detailed seafloor observation and sampling as well as deep tow side scan sonar survey were performed in KODOS 10H cruise on 5 volcanoes which are selected as targeted areas from the previous cruise. Among 5 targeted volcanoes, TA26 shows most extensive hydrothermal activity. Hydrothermal vents and alteration zone were observed on western caldera and summit of eastern cone of the TA26. Although only weak hydrothermal alteration was observed on eastern cone, mineralized fragments of chimney and mound were sampled from western wall of central caldera on TA25 volcano. On TA12 volcano, strong hydrothermal plume and alteration zone was detected during video tows operated between SW scoria cone and small ridge. However, only small amount of hydrothermal altered rocks were collected from TA12. Although hydrothermal activity and mineralization might be formed, supported by plume detection and result of geophysical survey, only weak alteration zones were observed on other two volcanoes (TA19 and TA22). The exploration area generally show shallow depth up to several tens of meters on summit where subsurface boiling of hydrothermal fluid might occur due to low hydraulic pressure, which can affect on styles of hydrothermal venting and mineralization process observed on Tonga submarine arc volcanoes.

Fine-scale geochemical, mineralogical, and structural variations in ferromanganese crusts are believed to be the long-range records of paleoceanographic conditions and geological events on the small to global scales in the world oceans, which is useful in reconstructing marine environment. The chemical profiles of thick hydrogenetic ferromanganese crusts and nodules were determined by ICP/ES at 2-3 mm intervals at several locations over the Japanese Islands, Magellan Seamounts, Marshall Islands, and South Pacific Basins, together with Be-10 dating. We found general trend of Co enrichment (or high ratio of Co/Mn) in the upper layers of crusts, or outer layers of nodules, which formed in younger period probably after the late Miocene. This general trend of higher Co concentration in the surface may be true over the western to the Pacific, but local variations in growth patterns and shorter-range fluctuations in chemistry and structure were found as well. The growth rate is sometimes three times faster at the shallower depth even in a single seamount. The in-depth fluctuation of Co is well correlated with the ratios Mn/Fe ratio and Ce/La, suggesting changes in redox conditions during the growth of hydrogenetic ferromanganese crusts.

Internal textures of manganese nodules from Clarion-Clipperton zone of northeastern Pacific Ocean are classified into five textural zones: columnar-textured layered zone, cuspate-textured layered zone, cuspate-textured massive zone, cuspate-textured porous zone and massive- textured massive zone. Vernadite is the main constituent mineral in the columnar- and cuspate-textured layered zone. Buserite sometimes occurs in the cuspate-textured layered zone. The cuspate-textured massive zone is mainly composed of buserite. Todorokite is also associated with buserite in the massive-textured porous zone, where cuspates and globes are partially replaced by massive texture. In the massive-textured massive zone, todorokite, buserite and birnessite occur together. The analyzed elements of all zones are also classified into four elemental groups by the cluster analysis of correlation coefficients: Mn group, Cu-Ni-Mg group, Fe group and Si group. Mn group consists of Mn and K. Cu-Ni-Mg group consists of Cu, Ni, Zn, Mg and/or Ca, Na. Fe group consists of Fe, Co, Ti and/or Ca, P. Si group consists of Si and Al. Each textural zone is composed of three or four elemental groups. These four elemental groups are correlated with mineral composition, such as, Mn group with todorokite, Cu-Ni-Mg group with buserite, Fe group with Co-bearing iron-oxyhydroxide minerals, and Si group with silicates.

Prospectivity modeling of seafloor massive sulphide (SMS) deposits has been completed over the Kermadec Arc-Colville Ridge area using the GIS based weights of evidence and fuzzy logic modeling techniques. SMS deposits are the current equivalent of ancient onshore volcanogenic massive sulphide (VMS) ore deposits. These high-grade deposits are formed on the seafloor and commonly consist of a black smoker and metal rich sediment mound complex resulting from the discharge of hydrothermal fluids (up to 400°C) from fractures on the seafloor. Metal sulphides are continuously precipitated in response to mixing of high-temperature hydrothermal fluids with ambient seawater. Accumulation of metal sulphides has led to SMS deposits being potentially major sources of copper, zinc, lead and other metals such as gold, silver, which to date remain untapped. Modeling of SMS deposits was undertaken to illustrate the power of GIS modeling for seafloor resource evaluation and how it can be used to quickly identify and rank in terms of the most likely prospective areas of the seafloor where new SMS deposits might exist. The mineral deposit modeling was constrained by the mineral systems concept which defines those parts of a mineralisation system that are critical to the ore-forming process. The deposits are typically formed in extensional tectonic settings, including both submerged tectonic margins and sea-floor spreading. Volcanic vent systems and underlying dykes, stocks and sills are the sources of heat that are responsible for converting sea water drawn down through fractures in the oceanic crust into an ore-forming hydrothermal fluid. This fluid is then capable of leaching metals and elements from surrounding footwall rocks, which are then transported upwards via the convection of hydrothermal fluids. The ore materials are then precipitated within the black smoker field as massive sulphides due to the mixing of high-temperature (250-400°C), metal-rich hydrothermal fluids with cold (about 2°C) oxygen bearing seawater.

In the past marine mining technology has focused on bulk mining of base metals from polymetallic massive sulfides. This has not been very successful because of the relatively low unit value of these metals and other reasons such as water depth, etc.. The process of gold enrichment in hydrothermal deposits is controlled through five different factors: (1) nature and source of the solution, (2) source of the gold, (3) a mechanism for mobilizing and transporting, (4) a mechanism for deposition, and (5) a mechanism to preserve the deposit. Gold has been identified in marine polymetallic massive sulfides from various locations on the ocean floor (e.g., spreading centers, seamounts) with contents ranging up to 5 ppm Au. This is within the current range of 1.0 to 7.0 ppm gold content which classifies gold ores. The gold appears to have been derived during hydrothermal alteration of the oceanic crust. Until the present there has been little attention to the possibility of mining gold or other precious metals in the marine environment. However, the magnitude of hydrothermal alteration (seawater can penetrates to a depth of 5 km into the oceanic crust) and primary gold contents of the rocks in the pathway of the fluid indicates that major gold deposits must have formed on or in the ocean floor, but they have not been found. To find a big deposit might only take an exploration model exclusively designed for gold exploration on the ocean floor.

The northern Izu-Ogasawara Arc is characterized by an abundant distribution of submarine calderas along the volcanic front to the back-arc rift zones. In many of these calderas hydrothermal activities are observed. Among these calderas, hydrothermal ore deposits with economically feasible quality and amounts are hosted at two calderas, the Myojin Knoll Caldera and Beyonnaise Knoll Caldera. We conducted two research cruises in 2005 and 2006 to investigate further hydrothermal activities and ore deposits in these calderas and to complete the geological and geophysical mapping in the area. We discovered a strong signature of hydrothermal activity in the Myojin-sho Caldera using AUV capabilities. Newly obtained geological and geophysical data clarified the relationship between back-arc rifting tectonics and hydrothermal activities in the area. Five calderas (two of them newly found) and numerous (>200) volcanoes are mapped in the area. Complete SeaBeam coverage showed a distinct feature of the back-arc rifting activity and its relationship to the submarine calderas on the volcanic front. The back-arc rift zones composed of four segments separated by E-W trending volcanic ridges. Three of the calderas are located in the rift zone and are heavily deformed by the rift normal faulting that typically trend NNW-SSE. As the Beyonnaise Caldera is located in a swarm of faulting zones at the eastern end of the back-arc rift, the formation of the hydrothermal ore deposits found in the Beyonnaise Caldera are apparently affected by these faulting activities. Newly found submarine calderas are located in the rifting zone and are heavily faulted.

Ifremer, on behalf of the French government, holds an Exploration Contract with the ISA for polymetallic nodules in the CCFZ. As part of its exploration activities, the NODULE (2015) cruise was conducted to acquire a 50 m resolution bathymetric coverage of the eastern sectors of the Contract. In 2017, Ifremer initiated an update of the Contract’s mineral resource estimate. Metal grades and nodule abundance were modelled using ordinary kriging. The inferred mineral resource is 436 Mt (wet) of polymetallic nodules at an average abundance of 10.7 kg/m² with a cut-off grade of 7 kg/m². Based on the geological data, seamounts, sedimentary basins and steep slopes contain no nodules. Technical studies of most of the contractors have determined that nodule collectors could not maneuver on slopes above 5 to 10°. Thus, Ifremer has selected a quite conservative slope threshold of 7 % (about 4°) and a backscatter threshold of -29.5 dB to delineate nodule-free areas. This has a significant impact on the resource estimate, as about 54 % of the eastern Contract areas are excluded. Near-seafloor high-resolution mapping and photographic transects, associated with finer-spaced box-core sampling could constitute a next step to better constrain the mineable areas and to get a higher level of confidence in the resource estimation.

Marine mineral resources have been reviewed in great detail on numerous occasions over the past few years. A summary of these efforts would indicate there is little new on the horizon as far as economic programs are concerned. Deep ocean minerals, though not forgotten, hold little promise for development in the immediate future, i. e., manganese nodules, cobalt crusts, polymetallic sulfides, etc. Nearer to shore, within the EEZ, and particularly within waters under state control greater industrial interest is expressed. Interest in sand and gravel not only persists but is growing, dependent largely upon the construction industry. Precious metals demonstrate the greatest growth potential.

The detailed investigation of both active and inactive submarine hydrothermal systems has gained tremendous progress during the last decades because of the increasing usage of remotely operated vehicles (ROV) as well as manned submersibles. Special aspects like the targeted sampling of chimney structures and vent fluids as well as the analysis of zonations of near-surface structures like sulfides mounds was only possible with the usage of such vehicles. However, the availability of such vehicles has been very limited because of the few number of deep-water ROVs and manned submersibles which need both a trained crew and a special research vessel. This was especially true for the German science community which did not have such devices at its disposal until recently. With the ROV QUEST 5 which is based at the University of Bremen (c/o. Prof. Dr. G. Wefer, Dr. V. Ratmeyer) this major drawback has now been eliminated.

As we enter into the 21st Century, miners are looking more attentively at new mining technologies allowing decrease environment damage along with operational cost. This technic would allow developing of poor and difficult mineral deposits, including the World Ocean offshore zone. Borehole Mining is an underground/underwater remote method of mining carried out from floating platforms or vessels. Definition of Borehole Mining (BHM), working schematic, main technical data and its advantages are given. The method is currently in use in mining of different type of raw materials, such as: uranium, iron ore, quartz sand, coal, polymetallic ores, phosphate, gold, diamonds, rare earths, amber and more. It is also in use in oil and gas stimulation, salt domes storages building and environmental problems solution. Recently recorded data of Borehole Mining productivity (80-100 t/hour/hole) and a depth of mining (over 1 km) has been achieved in a last couple years. Remoteness of method not only secures complete safety of operations but also allows wide sector of underwater applications. The World leaders in Borehole Mining are Russia and the United States. Based on previous experience the Universal Tool for Seabed Borehole Mining has been developed for wide sector of usage: from exploration and mining - through oil & gas stimulation to souterrain storages construction and lake's bottom cleaning.

Polymetallic nodules are a widespread resource in the Pacific Ocean, particularly in the areas of Clarion-Clipperton (Cronan, 2000). The most abundant mineral phases are forme d by iron and manganese oxides, with minor elements such as nickel, copper, cobalt, molybdenum and rare earths elements (Cronan, 1977; Cronan and Moorby, 1981; Iyer and Sharma, 1990; Mangini et al. 1990; Banerjee et al. 1991). In the Clarion-Clipperton Zone (CCZ), several authors mention that there are three main mineral species of manganese oxides, which have been recognized and which are associated with different processes of formation: todorokita (Mn2+, Ca, Mg) Mn3 4+ O7. H2), vernadite dMnO and birnessite enriched in Fe and (Na, Ca) 0.5 (Mn4+, Mn3+) 2O4. 1.5 H2O. In nodules of hydrothermal origin have been found todorokite, birnessite, vernadite, goethite and pyrolusite. Although there are many oxides and hydroxides of manganese and iron in amorphous and microcrystalline phases that make up the bulk of the nodule (Frondel et al. 1960; Cronan 1977; Dymond 1981; Calvert and Piper, 1984; Aplin and Cronan, 1985; Martin and Lallier, 1993; Achurra et al. 2009), identifying specific mineral phases is difficult due to the intergrowth of different phases and associated detrital material.

Compared with land mineral resources investigation, as well known, it is more important for marine geologists to get image data (e.g. photographs, video tapes and various charts) because they are often hard to reach deep seabed directly. In the past years a plenty of image data which are in various forms have been accumulated. In contrast with both digital and character data managing the image data by using database is just unfolding and it will be a trend for marine mineral resources investigation. GIS (Geography Information System) offers another useful means of processing image data, especially geological data. GIS is characterized by processing vector data (e.g. point, line and polygon), but newer versions of GIS software package are also able to process raster data (e.g. photographs etc.). The present author made a presentation on marine mineral image database during 25th UMI, but that system runs under DOS environment and dealt with only mineralogy. Recently a new system which integrates Oracle image database with GIS (ArcView version 3.1) has been developed. This system runs under Windows NT environment. In the network environment Server/Client mode is adopted, and over 200 basic subdatabases (tables)are located on Server; operating interfaces are located on several clients so that several persons can operate the system simultaneously. The whole system involves five types of marine mineral resources: manganese nodules, cobalt-rich crusts, polymetallic sulfides, phosphorites and gas hydrates.
