The Central Indian Ridge (CIR), the boundary between the African and Indian plates, forms a SSE trending mid-oceanic accretionary system in the equatorial Indian Ocean (Fig. 1), extending to the northerly Carlsberg Ridge spreading center, and terminating at the Rodrigues Triple Junction (RTJ; 25°30'S, 70°06'E) by intersection with the Southwest Indian Ridge (SWIR) and the Southeast Indian Ridge (SEIR). Crustal divergence of the CIR proceeds at intermediate rates; a progressive increase of ocean floor accretion towards the south is documented: the present half spreading rate and ridge trend change from 1.80 cm/a and N142° at the equator to 2.73 cm/a and N152° north of the triple point. The topography of the central rift zone is rather smooth compared to slow spreading analogues such as the SWIR, but slightly more rugged than the SEIR. The rift valley is 500-800 m deep, 10-15 km wide and usually well defined. The inner floor, 2-4 km in width, is relatively flat along the axis and more variable in cross section, and lies at 2700-3200 m depth. Off set fracture zones striking generally N60° . in southern portions of the CIR and laterally displacing median valleys by as much as 8 km are often bent, uplifting crustal sequences up to several hundred meters. The length of individual spreading segments varies between a few and several tens of kilometers. The vertical displacement on normal faults are larger while lineaments are shorter than those of the faster spreading SEIR. A regional assessment of the aggregate potential of the Scotian Shelf is presently being funded through a Canada-Nova Scotia Cooperation Agreement on Mineral Development. This assessment includes testing of seabed materials for their suitability in a variety of concrete, asphalt and other specialized applications. The glacial and postglacial Holocene history of the Scotian Shelf has been favourable for the formation of large deposits of sand and gravel that have potential for use as marine aggregate resources. Large banks and inner shelf areas of the seabed consist of basal transgressive sand and gravel of the Sable Island Sand and Gravel Formation. These sediments accumulated during the late Wisconsinan postglacial transgression, through sorting of glacial materials that were originally deposited beneath marine terminating glaciers. Some sandy deposits occur as low-stand deltas on the inner shelf at 70 m water depth and were formed during the maxi- mum low sea level stand, in early postglacial time, at approximately 12 000 yBP. Modern sediment transport processes have contributed to the formation of areas of large sand bedforms, such as the Cape Split sand wave field and other isolated sand waves of the inner Bay of Fundy, and Eastern Shoal on Banquereau. Sandy sediments, found in many transverse channels in the nearshore, offer a potential for placer gold where proximal to adjacent onshore epithermal gold deposits. Lithothamnion covered gravel occurs as a thin lag overlying glacial sediments in much of the nearshore. Relict gravel beach ridges have been eroded and redistributed through sub-littoral processes after passage of the transgressing beach front. Multibeam bathymetry, sidescan sonograms and high-resolution seismic reflection profiles are the main survey tools. Ground truth consists of large volume seabed samples, vibrocores and photographs. A preliminary assessment of the aggregate potential indicates that very large volumes of suitable aggregate lie in the offshore of southeast Canada.

The reconstruction of ocean history has been a major focus of marine research over the past decade. A significant outcome of these investigations is the recognition that certain types of marine mineral deposits are linked to regional to global scale changes in ocean composition and climate conditions. Manganese-bearing deposits are of particular interest in this regard because changes in their occurrence, distribution and/or composition are responsive to both biochemical and geological factors. Analyses of such deposits whose formation spans critical age/epoch boundaries thus provide clues concerning the interplay of different process during anomalous periods in Earth history. Recent studies demonstrating this deposit - event - process relationship include: (1) Changes in the bulk chemical composition of ferromanganese crusts during the Late Miocene-Early-Pliocene (-7-3 Ma) that coincide with a period of enhanced biological productivity in the eastern equatorial Pacific upwelling zone; (2) The formation of large statiform manganese deposits at the Cenornanian- Turonian Boundary (-92 Ma) in association with widespread oceanic anoxia; and (3) Increased deposition of hydrothermal precipitates caused by tectonic reorganizations at the Paleocene - Eocene boundary (-55 Ma) that resulted in global-scale changes in atmospheric and oceanic circulation and climate.

The big money is backing both manganese nodules and manganese crusts as the most likely deep ocean mining development by 2010, but seafloor massive sulphides of copper/gold/zinc offer an alternative bet for a start-up by 2010. A study of the ?form guide? or comparison of these resources provides direction on which resources are economic candidates for commercial deep ocean mining development by 2010. This paper covers the commercial and technical issues of exploration, resource definition, drilling/sampling, sea bed mining options, mine plans, environmental issues, legal tenure and capital and operating costs (i.e., profitability) of these two mineral types. Nautilus Minerals has just completed a pre-feasibility engineering study of mining sea floor massive copper/gold/zinc sulphides at 2,000 m depth. The Nautilus study reviewed a range of mining and lifting options, settling on tracked continuous drum cutter miners to produce 2 million tons per annum of high grade ore. Capital costs are shown to be at least 30% lower than a land based copper mine of the same production capacity. Likewise 75% of world?s copper would be produced at a higher operating cost that the proposed seafloor mine. This paper then draws on the Nautilus study for comparison with earlier feasibility studies by others on manganese nodule mining to predict the likely directions in deep ocean mining to 2010.

The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero's studies and recommendations for developing marine manganese nodules in the late 1950's interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960's was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time. Studies of benthic recolonization following the cessation of dredging in U.K. waters and elsewhere are limited, and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed areas in the U.K. at various times following cessation of commercial dredging are very limited and so judgments as to the likely progress towards environmental restoration and the time-scales are often based on predictions rather than real data. This study was established to address this deficiency by assessing the status of seabed substrata and associated benthic fauna within and outside areas where dredging had ceased and to conduct follow up sampling to monitor progress towards full recolonization.

Recently, the Korean government prepared a strategy for deep seabed mining, which consists of three stages for 20 years until 2010. The first step of the program is focused to conduct deep seabed exploration until 1993. The apparent "hurry-and-spend to catch-up" policy that the Korean government has shown in deep seabed mineral exploration was motivated by an effort to qualify a prerequisite requirement to be a pioneer investor as a developing country under the terms of Resolution II and the New York Understanding. Since 1983, KORDI (Korea Ocean Research and Development Institute) under the auspices of the Korean government has carried out deep seabed mineral exploration. The KORDI had a joint exploration program with USGS from 1989 to 1991 aiming to evaluate the potentiality of manganese nodule in the western part of Clarion-Clipperton Zone as well as that of manganese crusts in the western Pacific. In 1992, Korean government accelerates its program by the confirmation of national policy and the equipment of new built research vessel, Onnuri-Ho. The RIV Onnuri-Ho is about 1400 G/T, which is equipped with various advanced instruments including GPS, multi-beam echosounder (Seabeam 2000), multi-channel seismic system, and MDM system.

Brothers volcano, in the southern Kermadec Arc, is host to two hydrothermal vent fields with very different geology, permeability, vent fluid compositions and mineralogy (see de Ronde et al. and Ditchburn et al. this volume). The NW caldera site contains mineral deposits (sulfide chimneys and crusts), which are either Cu-rich (?magmatic?) or, more commonly, Zn-rich (?epithermal?). The lower cone site, in contrast, is characterized by native sulfur mounds and spires. It has been proposed (see de Ronde et al. this volume) that the metals, especially Cu and possibly also Au, enter the hydrothermal system via injection and degassing of magma and/or the dissolution of metal-rich glasses. They are then transported rapidly upwards via magmatic volatiles along long (c. 2.5 km), narrow (c. 300 m diameter) pipes, consistent with evidence of vent fluids forming at higher than hydrostatic pressures, at relatively shallow depths. The NW caldera and cone sites may represent stages along a continuum between magmatic-hydrothermal and water/rock-dominated end-members. In this context, investigation of melt inclusions in conjunction with other geochemical and petrological research was carried out to ascertain the metal transporting conditions that may have led to mineral deposition and ore formation. Sixteen melt inclusions in plagioclase were analyzed for their chemical compositions from a typical cone dacite sample using LA-ICPMS at the University of Tasmania. The inclusions are typically glassy and commonly occur with other inclusions such as apatite, clinopyroxene, zircon, magnetite, sulfides and/or low-density fluids (Fig. 1). Major (XRF) and trace element (ICPMS) analyses were performed on whole rock samples collected during the 2005 Shinkai 6500 expedition. Haase et al., (2006) has also reported EPMA glass analyses from cone dacites, which may be used for comparison (Table 1). [ ]

Typical coastal placers leave no doubt that placer accumulation can result in significant concentration of heavy minerals in marine shallow water environment. However, the same situation is quite predictable for guyot?s slopes at stages of submarine volcano formation and later submersion of guyots to a depth of up to 3-4 km. Where these placers could be found is also clear ? in coastal facies (as typical coastal placers), and in morphological traps down guyot slopes in zones of active submarine currents. The latter could be cracks in rocks, shallow depressions, spurs, and structures, such as coral reefs, stromatholiths, and even ferromanganese crusts. The last of these have been studied carefully by the author in the Magellan Seamounts and on the Mid-Pacific Rise: tens of minerals, including mineral forms of PGE, REE, Mo, W, Te, Cr, Co, Ni, Cu, &Zn were identified as a xenogenic (trash) minerals. The detailed study of polished epoxydized sections, showed that interstitial spaces of Fe-Mn botryoids are enriched in heavy minerals (predominantly titanomagnetite). Taking into account the irregular character of crust surfaces and their position in active water environment, we can definitely state that they are the ideal traps for placer minerals. Study of guyot basaltic matter showed the presence of similar REE, PGE minerals that are in the crusts, and the same (mostly) micron sizes of minerals. High content of PGE in some basaltic varieties (up to 1 ppm) suggests that this is a reasonable source of these elements in the crusts, rather than the water column (which is normally considered to be the case by most marine scientists). Predominance of Pt in hydrogenous (?) crusts is interpreted as due to the better stability of Pt mineral forms during weathering and transportation (these are isoferroplatinum, and silicides). Comparison of 143Nd/144Nd values in bulk crusts, heavy fraction of crusts, basalts, and water column supports the author?s idea, that a significant part of REE also comes from basaltic matter (in form of monazite, CeO2 etc.).

The marine mineral resources of the U.S. middle and south Atlantic shelf are little utilized. The largest resource, sand and gravel, is used for beach nourishment and protection and, to a much lesser degree, as construction aggregate. The potential for increased utilization is great. Submarine deposits of shell have been mined for lime and for use in the oyster industry. Although significant quantities of manganese nodules and crusts are present on the Blake Plateau, exploitation in the foreseeable future is unlikely. Similarly, major phosphorite deposits in North Carolina's inner shelf probably will remain unexploited as long as onshore deposits remain available. Placer deposits of heavy-mineral sands, especially the titanium minerals, offer the possibility of exploitation. This possibility might be enhanced by consideration of joint development of sand or aggregate with heavy minerals.

There are generally two methane passes in conjunction with the seafloor natural cold seepages, as is schematically shown in Fig. 1. The first pass consists of the coupled anaerobic oxidation of methane and anaerobic sulfate reduction, as well as sulfur oxidation in the bacterial mats and immobilization thereafter in the sediment layer and on the seafloor. Through the first pass, calcium and organic carbonates are formed in biological and chemical processes from the methane (Luff and Wallmann, 2003; Luff et al., 2004). The detailed structure of the seafloor methane consumption process unit and its biological and chemical processes were introduced in Yamazaki et al. (2005). The other pass consists of direct bubbling into the water column. Through this pass, organic carbonate is formed with biological oxidation, and a small amount of the methane escapes into the atmosphere. Methane flux is supplied to these two passes through the sediment layer from the deeper structures. The structure of the methane supply process unit was introduced in Yamazaki et al. (2006).

Studies of benthic recolonization in the aftermath of marine aggregate dredging in the U.K. and elsewhere are limited and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed extraction sites in the U.K. at various times following cessation of commercial dredging are very limited, and so judgments as to the likely progress towards environmental restoration and the time-scales involved continue to be based on predictions rather than real data. This field-based research programme was commissioned to enhance the understanding of processes leading to physical and biological recovery of the seabed following dredging, thereby aiding the identification of practices to minimize environmental harm at licensed sites, and to promote rehabilitation on cessation. The outcome of survey work will have the notable benefit of allowing questions about the present status of locations hitherto subject to commercial exploitation to be answered directly, rather than by inference.

With the pending U.S. ratification of the United Nations Convention on the Law of the Sea (UNCLOS), the subject was raised as to the Convention's potential impact on U.S. ocean science. The Ocean Studies Board (National Academy of Sciences) elected to convene a two-day workshop in October 1995 to consider the potential impacts and to determine whether or not they warranted a more formal and intensive study. A review of the workshop discussions and deliberations concerning the matter of UNCLOS and U.S. ocean science will be presented.

The study of why and how life survives in the Extreme environment is a major frontier of science today. Extremophiles are organisms that require extreme environment including high temperature, pH, pressure and salt concentration, or low temperature, pH, nutrient concentration, or water availability. Their common habitats are geothermal vents, pools, lakes and craters of active volcanic regions, such as those of New Zealand, Japan, Kamchatka, Yellowstone USA or the hydrothermal vents of the ocean ridges and submarine volcanoes. These settings are accessible by foot, boat, helicopter, or submersibles. This presentation examines the geology, chemistry of geothermal sites of New Zealand, including the active volcano, White Island, Yellowstone, the submarine volcano Loihi in Hawaii, and sections of the mid-ocean ridges. Designing process and construction of Extremophilic sampling and bioreactor systems used in the study of Extremophiles will be discussed. The driving force behind the research of extremophiles is not only the fundamental science, but also biotechnological potential associated with these microorganisms and their cellular products. The University of Hawaii?s Marine Bioproducts and Engineering Center (MarBEC) is laying the foundations for such new industries.

Growth characteristics of Co-rich crusts from the Western Pacific have been approached. The thick crust shows 3 structural layers: compact upper layer, porous middle layer, and compact lower layer. The middle and lower layers have obviously different microscopic structure, color, and luster. Preliminary study of Calcareous nanofossils in one crust shows that the crust began to grow since Paleogene. The porous middle layer was formed from late Miocene to late Pliocene (Ca. 0.5 ~ 11.9Ma) and the compact lower layer was formed from late Paleocene to late Oligocene (Ca. 56.3 ~ 23.2Ma). The sedimentary hiatus of a 14.26Ma was observed between the middle and lower layers. The boundary between them to be Oligocene/Miocene (O/M) shows an important message on growth age.

The United Kingdom marine aggregate mining industry is the second largest of its kind after Japan. Materials for the construction industry, sea defences and for many other purposes are exploited from shelf waters at depths of 30-50 metres by self-contained suction dredgers which often screen material to obtain a cargo of a particular quality. Assessment of the environmental impact of such mining activities both within the boundaries of the dredged areas, and in the zone of deposition of outwash from the dredger has in the past been mainly based on predictive models based on the settlement rates of the individual particles and assumed Gaussian diffusion principles during the settlement phase. Recent studies which we have made on both the mass balance for materials rejected during the dredging process and direct measurements of the settlement of material in the dispersing plume suggest that the zone of settlement is much less than that predicted from diffusion models. Instead of a downstream settlement plume of 10-20 km in the tidal currents of U.K waters, our measurements show that inorganic components of the dredger plume reach background levels in the water column within 880 metres.

Efficient and successful mineral processing is dependent on detailed knowledge of the materials and minerals that are to be separated and concentrated. Common bulk methodologies such as XRD and XRF are fast and easy, and can provide an overview of the mineralogy and bulk chemistry of the material. However, they will not provide any textural information. Knowledge of the often intricate interaction between minerals in seafloor massive sulfide deposits is crucial in plant design for mineral processing. Samples from the Loki’s Castle hydrothermal vent have been characterized by X-ray diffraction (XRD), X-ray fluorescence (XRF), optical microscopy, Scanning Electron Microscopy (SEM), QEMSCAN, Electron probe microanalyzer (EPMA), and Electron Backscatter Diffraction (EBSD). Processing experiments used froth flotation and leaching techniques. The typical line of operation in ore characterization is shown in Figure 1. Mineral processing may be commenced after any stage of ore characterization. However, it is ideal to have completed as many steps in the ore characterization as possible in order to have the most information of the initial feed material. The main economic minerals in the samples are isocubanite (CuFe2S3), chalcopyrite (CuFeS2), and sphalerite (ZnS), with minor galena (PbS) and trace amounts of Au and Ag. The minerals show complex intergrowth textures down to the nanometer scale. These samples exemplify the need for advanced microtextural analyses to adequately characterize ore material prior to processing. The complex textures hamper the use of flotation as an efficient technique, due to the inability to sufficiently liberate the different minerals and problems with selectively floating isocubanite. Thus, leaching was the preferred method for extracting metals.

The Marine Minerals Technology Center (MMTC) was established by Congress in FY 1988 as part of the Mineral Institutes Program, administered by the U.S. Bureau of Mines under the auspices of the Department of the Interior. The primary objective of the MMTC is to encourage the development of selected mineral materials from U.S. seabeds by providing opportunities for appropriate engineering systems research, development, and technology transfer within academic, government, and industrial communities. The center will also provide the leadership and facilities required for the education and training of the nation's scientists and engineers in the field of ocean mineral development. Because of the broad spectrum of study encompassed by the field of ocean mining and mineral resources, the MMTC is organized to include separate divisions for nearshore and deep ocean research. The Continental Shelf Division is administered by The Mississippi Mineral Resources Institute (MMRI) of the School of Engineering at The university of Mississippi.
