"The slow-spreading Mid-Atlantic Ridge (MAR), with a length of ~1.26*104km (Bird, 2003), is the longest mid-ocean ridge on this plant. Separated by the large, left-stepping Equatorial fracture zones, it then be divided into two approximately equal-length parts: Northern Mid-Atlantic Ridge (NMAR, ~6292km) with an average spreading rate of 24mm/yr, and Southern Mid-Atlantic Ridge (SMAR, ~6332km) of 33mm/yr (calculated from PB2002 model, Bird, 2003). Previous works (e.g. Fouquet 1997, Hannington et al., 2011) suggest that slow-spreading ridge could support hydrothermal activities and further favorable for the development of extensive seafloor massive sulfide deposits (SMS). Unlike the NMAR for which large part has been explored for SMS (Hannington et al., 2011; Beaulieu et al., 2015), the SMAR is amongst the least hydrothermal explored spreading ridges until now (Haase et al., 2005, Beaulieu et al., 2015), though both of them show significant similarities in terms of spreading rate, ridge morphology, segmentation, etc. (Macdonald et al., 2001, Sandwell et al., 2014, Tucholke et al., 2008).Before this work, several hydrothermal cruises had been to SMAR since British and German programs starting in 2002, some hydrothermal fields, along with systematic geophysical data, were newly investigated, and types of geologic setting that can host hydrothermal activity were firstly identified (e.g. German et al., 2008; Haase et al.,2005; Haase et al.,2009; Devey et al.,2010; Schmidt et al.,2011).."

The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero's studies and recommendations for developing marine manganese nodules in the late 1950's interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960's was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time. In the past marine mining technology has focused on bulk mining of base metals from polymetallic massive sulfides. This has not been very successful because of the relatively low unit value of these metals and other reasons such as water depth, etc.. The process of gold enrichment in hydrothermal deposits is controlled through five different factors: (1) nature and source of the solution, (2) source of the gold, (3) a mechanism for mobilizing and transporting, (4) a mechanism for deposition, and (5) a mechanism to preserve the deposit. Gold has been identified in marine polymetallic massive sulfides from various locations on the ocean floor (e.g., spreading centers, seamounts) with contents ranging up to 5 ppm Au. This is within the current range of 1.0 to 7.0 ppm gold content which classifies gold ores. The gold appears to have been derived during hydrothermal alteration of the oceanic crust. Until the present there has been little attention to the possibility of mining gold or other precious metals in the marine environment. However, the magnitude of hydrothermal alteration (seawater can penetrates to a depth of 5 km into the oceanic crust) and primary gold contents of the rocks in the pathway of the fluid indicates that major gold deposits must have formed on or in the ocean floor, but they have not been found. To find a big deposit might only take an exploration model exclusively designed for gold exploration on the ocean floor.

The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

The long-term economics of each of the four principal metals in marine manganese nodules (copper, nickel, cobalt and manganese) was evaluated to determine the anticipated viability of a nodule mining venture based on existing studies of the potential profitability of a nodule project. This included assessments of the lifetimes of land-based reserves, and examination and econometric modelling of the economic variables thought to affect nodule metal prices and demand. These analyses demonstrated that a) land-based reserves of the nodule metals were likely to last well into the future (100 400 years); b) average nodule metal paces were likely to stay a low levels for the foreseeable future; and c) the expected revenue stream from a twenty- ear nodule mining venture was substantially (42%) below that required to attract the necessary investment capital for such a high risk venture.

Column flotation is a promising technique for processing as-mined, cobalt-rich, ferromanganese crust to separate the valuable crust component from barren substrate-rock, either aboard ship or within the water column. Column flotation testing was carried out in a seawater medium using samples obtained from the U.S. Exclusive Economic Zone (EEZ) in the mid-Pacific Ocean near Johnston Atoll. The collector reagent was a mixture of diesel fuel, fatty acid, and sulfonate previously developed at the U.S. Bureau of Mines for crust flotation using conventional flotation cells. Results are dependent upon particle size and reagent dosage, especially *as these factors affect froth volume and stability. Column flotation results are compared with previous studies in conventional cells. An overview of how column flotation might be applied in an offshore mining and processing system is given.

Major interest and investment in southern Africa's west coast diamond deposits have resulted in the development of various tools for sampling and mining in the varied geological conditions encountered. Namco's project progression from sampling to mining is discussed with particular reference to the ROV technology employed for both phases of the operation. The Namrod sampling tool was mobilised in June 1995 and following extensive sampling resulting in resource definition, detailed research, design, and engineering was undertaken to develop the NamSSol mining system in conjunction with SubSea Offshore Ltd., a Dresser Industries company. Mining operations commenced in early 1998. History of the background to the development leading to design criteria, engineering considerations, operational parameters and discussion of field performance are presented. The innovative systems employed by Namco represent significant developments in a rapidly expanding technological field.

In 1995 the Marine Minerals Technology Center (MMTC) of the University of Hawaii conducted a sidescan sonar survey and sampling expedition of the submarine geology and hydrothermal systems surrounding the active volcano White Island. The island is located in the Bay of Plenty, within the geothermally active Taupo Volcanic Zone off-shore of the North Island of New Zealand, and is the site of numerous shallow-water hydrothermal systems. The survey system, an EdgeTech DF1000 sonar, was a dual frequency 100 kHz & 500 kHz sonar capable of imaging the seafloor at better than 1 m resolution and possibly detecting gas bubbles within the water column. Sidescan imagery clearly shows sand channels, debris slumps, submarine landslides, and volcanic ridges all around the island to roughly 800 meters offshore. However, analyses of the both raw and processed acoustic data indicate that the sonar was not able to image any of the shallow-water hydrothermal gas seeps known to exist around the island. Vents were located using a commercial fish finder and knowledge from local tour guides and divers. Eleven gas samples from three different sites were collected by divers for analysis of chemical and isotopic composition. Rock samples were collected from thirteen underwater outcrops for correlation with existing data on subarial island flows sampled by previous investigators. Thin sections and XRF analysis were done for each rock to determine mineral assemblages along with major and trace elements, which were used to tie submarine samples to specific subarial stratigraphic layers.

Deep Reach Technology, Inc. recently completed a multi-year cooperative research project for the U S Army Research Laboratory for the purposes of investigating recovery of rare earth elements from the seabed. This research led to the discovery of a potentially economical deposit in the Exclusive Economic Zone of the Cook Islands. In order to further develop this resource, Ocean Minerals LLC (OML) was formed in 2016 to explore the development of a deep-sea mining project to recover rare earth elements and scandium from the upper 10m of sediment in promising areas of the Cook Islands Exclusive Economic Zone. OML and the Cook Islands Investment Corporation signed an Agreement in 2016 giving OML exclusive rights to explore a 12000 sq km area and option rights over an additional 48,000 sq km. This poster presents the current status and activities related to this project.

Papua New Guinea has permitted its first underwater mine. Nautilus Minerals (PNG) Limited is the company permitted to operate the Solwara 1 project. The project is located 30km off the nearest island of New Ireland in the Bismarck Sea. The successful permitting of the activity was due to the existence of a broad legislative framework and the collaborative efforts of stakeholders. Challenges faced included the lack of specific guidelines or policies for underwater mining; lack of existing technology and/or mining method; lack of benefit sharing mechanism for such a project and management of the perceptions of local communities that fear environmental degradation by the mining project. This presentation shares the experience of Papua New Guinea?s first under water mine. A background of the country, the project and the legislative framework are presented. Followed by the challenges and approach taken to permit the project.

The age of mineralization, its mode of formation, the time elapsed to amass an economic deposit, its capacity for sustainable extraction and, ultimately, its grade and tonnage, are key aspects in the economic viability of volcanic massive sulphide (VMS) deposits (Ditchburn et al, 2004). Radiometric dating methods applied at GNS Science have been recently refined with the purpose of efficiently determining the ages of seafloor VMS mineralization along active intraoceanic arcs. These developments include: determining the longevity of seafloor hydrothermal systems, details of individual chimney and massive sulfide mound growth, and insights into deep-seated processes, such as the transfer of elements from magmas to their overlying hydrothermal systems. In our pursuit to better understand seafloor hydrothermal systems along intraoceanic arcs, we have thus far compiled age information for three volcanic centres of the Kermadec arc (South Pacific) and one of the Mariana arc (NW Pacific).

Remotely control led drills capable of being lowered to the sea-floor from ordinary research vessels have been developed over the past two decades. These drills are currently being used in geological survey programmes on the continental shelves (Canada, Japan, Norway, United Kingdom) and for studies of mid-ocean ridges. Generally the drills fall into two categories: 1) those which are powered from the surface and controlled by an operator, and 2) those which are battery powered and follow an automatic programme. Some drills have a television camera mounted on them sending a picture to the surface as an aid to site selection and geological interpretation. Typically the drills are capable of drilling a core 2.5 - 5 cm diameter up to 10 m long. While most of these drills are designed for <1000 m depth, some can drill in water depths of as much as 3500 m.

The most exciting frontier in Ocean Technology is represented by a new class of Marine Bioproducts, the source of which lies in marine microorganisms. The microorganisms include microalgae, bacteria and archaea. These organisms represent very diverse, adaptive life forms and in their metabolic processes use carotenoids, polyunsaturated fatty acids, ultraviolet blockers, as well as a wide range of enzymes that are pivotal in the production of new pharmaceuticals and nutraceutical products. These organisms cover a wide spectrum of ocean environments, from the shallow to the deep, from the normal to the extreme. The technological challenge is in the identification of candidate organisms, in the screening for valuable enzymes, and in the industrial production. A whole new range of collecting strategies involving submersibles, ROVs and in situ ocean floor instrumentation is emerging. New non-polluting industrial chemical processes involving the use of photobioreactors and extremophile bioreactors for breeding and monitoring these organisms in neo-farming technology is emerging. The commercial value of these candidate products is immense, as is the range of potential organisms. The dimension of this new industry is global. The Marine Bioproducts Engineering Center (MarBEC), funded by the National Science Foundation (NSF), has been established at the University of Hawaii. The vision of MarBEC is to develop a seamless research system stretching from undergraduate education to industry for the purposes of producing valuable marine bioproducts outside of the normal chemical factory production. MarBEC is uniquely and strategically placed in the Pacific to explore, find, and adapt highly bioactive marine micro-organisms found in the tropical ocean. Efficient and successful mineral processing is dependent on detailed knowledge of the materials and minerals that are to be separated and concentrated. Common bulk methodologies such as XRD and XRF are fast and easy, and can provide an overview of the mineralogy and bulk chemistry of the material. However, they will not provide any textural information. Knowledge of the often intricate interaction between minerals in seafloor massive sulfide deposits is crucial in plant design for mineral processing. Samples from the Loki’s Castle hydrothermal vent have been characterized by X-ray diffraction (XRD), X-ray fluorescence (XRF), optical microscopy, Scanning Electron Microscopy (SEM), QEMSCAN, Electron probe microanalyzer (EPMA), and Electron Backscatter Diffraction (EBSD). Processing experiments used froth flotation and leaching techniques. The typical line of operation in ore characterization is shown in Figure 1. Mineral processing may be commenced after any stage of ore characterization. However, it is ideal to have completed as many steps in the ore characterization as possible in order to have the most information of the initial feed material. The main economic minerals in the samples are isocubanite (CuFe2S3), chalcopyrite (CuFeS2), and sphalerite (ZnS), with minor galena (PbS) and trace amounts of Au and Ag. The minerals show complex intergrowth textures down to the nanometer scale. These samples exemplify the need for advanced microtextural analyses to adequately characterize ore material prior to processing. The complex textures hamper the use of flotation as an efficient technique, due to the inability to sufficiently liberate the different minerals and problems with selectively floating isocubanite. Thus, leaching was the preferred method for extracting metals.

Both ferromanganese crusts and nodules present potential processors with enormous volumes of tailings of dubious environmental character: most processing scenarios fail to utilize the uneconomic manganese itself, leaving a total waste volume on the order of 96% of the incoming ore. Each current disposal proposal seems flawed: (1) backhauling to the initial mine site is costly and might run afoul of EPA or UN marine dumping*regulations, (2) subsea disposal near a coastal processing site means almost inevitable community opposition, (3) agricultural soil amendment for improving barren lava or coral rubble appears to require prohibitive amounts of supplementary phosphate, and (4) the slag resulting from an energy intensive pyrometallurgical processing may have potential as road ballast, but few processors will opt for smelting in all but those locales where energy is very cheap. This unfortunately rules out a smelting operation in almost any Pacific Island environment. We envision at least one other scenario which could result in both the removal of tailings from a processing plant and an increase in the supply of useful building materials at little or no cost to either the processing or construction industries--transforming a tenacious waste into a novel resource. Ongoing experiments have demonstrated considerable potential for turning acid leach tailings into dark composite facing stone, fancy black tile, novelty ceramics or concrete aggregate. The tailings are commonly very fine grained and may also serve as an additive in drilling mud. Applications as an additive to asphalt also need to be explored. Paleomagnetic properties of sediment cores were examined to reconstruct paleodepositional conditions in the Korea Deep Ocean Study (KODOS) manganese nodule area, located in the northeastern equatorial Pacific. The KODOS sediments studied have a stable remanent magnetization with both normal and reversed polarities, which are well correlated with the geomagnetic polarity timescale for the late Pliocene and Pleistocene. Average sedimentation rates were 1.56 and 0.88 mm/kiloyear for the Pleistocene and late Pliocene, respectively. Clay mineralogy and scanning electron microscope analyses of the sediments indicate that terrestrial material was transported to the deep-sea floor during these times. The variations of sedimentation rates with age may be explained by the onset of the northern hemisphere glaciation and subsequent climatic deterioration during the Pliocene and Pleistocene. For the Pleistocene, an increasing sedimentation rate implies that input of terrestrial materials was high, and also a high input of biogenic materials was detected as a result of increased primary production in the surface water. The down-core variations in paleomagnetic and rock-magnetic properties of the KODOS sediments were affected by dissolution processes in an oxic depositional regime. As shown by magnetic intensity and hysteresis parameters, the high natural remanent magnetization (NRM) stability in the upper, yellowish brown layers indicates that the magnetic carrier was in pseudo-single domain states. In the lower, dark brown sediments, only coarse magnetic grains survived dissolution and the NRM was carried by more abundant, multi-domain grains of low magnetic stability. The down-core variation of magnetic properties suggests that the KODOS sediments were subjected to dissolution processes resulting in a loss of the more stable components of the magnetic fraction with increasing core depth.

The marine diamond industry off south-western Africa is maturing rapidly. Some of the larger explorers have reached an advanced stage in their resource development and new mining operations have been started in the last year. Most of the major exploration, mining and marine engineering companies have offices in Cape Town. As a result of the increased activity and experiences to date, new approaches to marine diamond exploration and mining are now evolving. Primary factors contributing the new approaches are namely 1) the concentration of expertise in a localised area 2) the significant increase in the base of available exploration and production results and 3) parallel advances in the marine engineering design and geophysical survey equipment. The sea floor geology and setting of the marine diamond exploration areas is now better understood. Consequently the strategy for exploration and the selection of appropriate survey equipment is improved. Due to new equipment developments, different exploration alternatives now exist, depending on the programme objectives. Significant advances have also been made in the data processing and modelling undertaken to assist in the identification and targeting of potentially diamondiferous prospecting features. Similarly, the design of appropriate prospecting tools and programmes has also been improved. Following exposure to the requirements of the marine diamond industry, the design engineering and operating companies have responded with innovative designs for new prospecting tools. In recent years the availability of relevant information on marine diamond prospecting and production has increased. As a result, there is now sufficient basis for the construction of meaningful financial valuation models that can be effectively used to control and guide the exploration projects, to the benefit of both the explorer and the investor.

Mineral exploration problems in the S.W. Pacific are not unique to that region, but a combination of favourable circumstances render it an ideal area to attempt to solve such problems. The land area of the S.W. Pacific island nations is only a fraction of the total sea area they can claim under current International Law. Hence, they have a great need to explore and evaluate their offshore areas. For the past ten years the focus of this work has been CCOP/SOPAC which has individually and jointly with other groups initiated and maintained far reaching marine mineral exploration programmes. In association with CCOP/SOPAC the writer has obtained and analysed approximately 650 sediment samples from the S.W. Pacific region for seventeen elements. Multivariate statistical techniques have been applied to the data set. The aim has been to identify chemically anomalous sediments reflecting either sea floor mineralisation and/or mineralisation on adjacent land areas.

For a period of twenty years - from 1985 to 2005 - the Japan Oil, Gas and Metals National Corporation (JOGMEC) and Pacific Islands Applied Geoscience Commission (SOPAC) have jointly conducted surveys of deep-sea mineral resources in the EEZs of SOPAC’s twelve member countries. The overall Programme has obtained excellent results and has identified numerous sites with potential marine mineral resources of manganese nodules, cobalt-rich manganese crusts, and polymetalic massive sulphides. The survey cruises have identified numerous sites with potential marine mineral resources such as: manganese nodules in the Cook Islands; cobaltrich manganese crusts in the Marshall Islands, FSM, and Kiribati; and polymetalic massive sulphides in Fiji. Based on collected samples and acoustic data, inferred resources for manganese nodule, cobalt-rich manganese crusts, and polymetalic massive sulphides, have all been estimated to be about- 200 million tons in the central Cook waters- 200 million tons in the three seamount selected Marshall waters- and 500 thousands tons around the triple junction of the North Fiji Basin.

The rare earth elements (REE1s; atomic number 57 -71) exhibit a coherent chemistry, are widespread in nature, and tend to occur in characteristic concentrations in different geochemical phases. Because of their predictable chemistry, the REE&apos;s-are highly useful as indicators or tracers of geochemical processes, and are often used as such in investigations of the genesis of terrestrial ore deposits. However, analogous applications of the REE&apos;s to the study of marine mineral deposits have been constrained by our limited understanding of the marine geochemical cycle of these elements. For example, a continuing area of uncertainty in this regard involves the so-called "REE Mass Balance Problem." This problem refers to the fact that detailed geochemical mass balance calculations typically predict a significant imbalance for the REE&apos;s; i.e., the calculations predict that REE removal rates from seawater are 11-18 times greater than their input rates. Yet all other chemical considerations indicate that the REE budget should be roughly in balance. Recent studies at The University of Michigan suggest the solution to this problem lies in understanding the the role of seafloor hydrothermal activity in the marine budget of the REE&apos;s. Geochemical analyses of hydrothermal sediments from two Pacific sites (East pacific Rise at 19°s and the Southern Juan de Fuca Ridge at 45°N) clearly show that the REE component of hydrothermal sediments is primarily acquired via scavenging from seawater. Iron oxyhydroxides, which form as precipitates when hydrothermal solutions are debouched onto the seafloor, are the active scavenging agent. Although the REE content of hydrothermal sediments generally increases with increasing distance from the rise crest, this increase is especially pronounced for sediments deposited below the lysocline,
