In 1983, the GEMINO research project (Geothermal Metallogenesis Indian Ocean) was initiated in order to locate and evaluate sites of recent or fossil hydrothermal activity in the largely unexplored Indian Ocean. During GEMINO cruises 1 and 2 with R/V SONNE in 1983 and 1986, the Central Indian Ridge between 21°S and 24°S was the subject of detailed exploration, including SeaBeam and magnetic mapping, hydrocasts, sediment coring, TV-grab sampling, and camera/video tows. Although hydrothermal sulfide mineralization was not located, a hydrothermal component in the sediment composition, hydrothermally altered basalts, and maximum concentrations of 27.5 nmol/kg Mn and 45.6 nl/l CH4 were discovered (Plüger and Herzig 1986; Herzig and Plüger 1988a). Leg 1 of the GEMINO-3 cruise in 1987/88 identified a neovolcanic ridge in the rift valley of a 30 km segment at 22°55'S as a site of weak hydrothermal activity and photographed smectite-like precipitates on basalt talus and a chimney structure on top of a ridge-parallel fault scarp. Water temperature data and the distribution of Mn and CH4 were interpreted as indicative of diffuse, low-temperature hydrothermal activity (Herzig and Plüger 1988b).

Recently, characterized by fast development high- and nano-technology, demand for rare and trace metals has increased. One of such metals is gallium. Gallium compounds, mainly GaAs, are used in medicine, to manufacture optoelectronic devices, microwave techniques, devices of solar power and infrared optics, etc. The basic gallium industrial deposits are known only on land. There are bauxites (50 ppm), nepheline rocks and ores (36-38 ppm, minerals concentrators are nepheline and sodalite), Zn-Pb-Cu ores (5000-12000 ppm, minerals concentrators are gallite, germanite, sphalerite, bornite), sulphide-polymetallic and Pb-Zn ores (10-32 ppm, minerals concentrators sphalerite, chalcopyrite) (Vershkovskya et al., 1998). High concentration of gallium are observed in hydrothermal massive sulphides of a Mid-Okinawa Trough (The South Chinese Sea) and Sujo seamount (The Philippine Sea) (Noguchi et al., 2007). As it is known, deep-sea massive sulphides and associated Fe-Mn crusts are products of hydrothermal fluid discharge. High-temperature massive sulphides precipitation are the first, and low-temperature Fe-Mn crusts deposition is the last process of hydrothermal mineralization (Cronan, 1982). Hydrogenic crusts and nodules of the World ocean are characterized by low concentration of Ga, close to clarke (19 ppm) (Kobaltbogatye.., 2002). Hydrogenic crusts from the Sea of Okhotsk are exception, because Ga concentrations are exceeded clarke in 3,5 times (Mikhailik, et al., 2009). Complex studying of Fe-Mn crusts from deep-sea basins volcanic seamounts of the Sea of Japan has shown their hydrothermal-sedimentary genesis (Mikhailik, 2009). High gallium concentration (up to 850 ppm) was established in these crusts by ICP-MS (Agilent 7500C). Microprobe research (JXA-8100) of samples Fe-Mn crusts has not revealed the gallium minerals concentrators. It suggests that, gallium in Fe-Mn crusts of the Sea of Japan is sorb substance.

INTRODUCTION High tellurium contents in the ancient volcanogenic massive sulfides (VMS) and modern seafloor massive sulfides (SMS) have been reported by V.Maslennikov (Maslennikov et al., 2013). However findings of tellurium minerals in SMS are rather rare. The only reported coloradoite and bi-melonite, have been found in massive sulfides from Rainbow hydrothermal field (Fouquet, 2010). Here we present data about Te - minerals in sulfide chimneys of different ages (up to 84.7 kyr - Cherkashov et al., 2010 ) from Semyenov-2 hydrothermal field. The obtained results The Semyenov hydrothermal cluster was discovered and studied in the course of cruises 30 and 32 of R/V Professor Logachev (2007 and 2009) at 13º31´ N, MAR. This area is associated with an oceanic core complex and associated with serpentinized gabbro- peridotites and basalts. Plagiogranites and tonalites have been dredged on seafloor in the Semyenov cluster area (Cherkashov et al., 2013; Pertsev et al., 2012). In total, 25 sulfides samples have been studied. The major and minor mineralogical phases were identified using reflected light microscope. Major element compositions of ore- forming minerals were analyzed on a Hitachi S3400N scanning electron microscope at the Geomodel Center, St. Petersburg State University (St. Petersburg, Russia) with an AzTec Energy 350 (EDX) detector and an INCA 500 (WDX) detector.

Much advance has been made in offshore hydrocarbon exploration and exploitation in India. But the same amount of success could not be achieved in the case of other offshore minerals which are amenable for mining. However, employing present technology, there should not be any difficulty in successful exploitation with minimum environmental hazards. A demonstration is provided by considering the conditions prevailing in the Kerala offshore (southwest coast of India) scenario of monazite, ilmenite, phosphatic mud and calcareous deposits. Mud banks are unique phenomenon of the Kerala coast during monsoon season. Acting as barriers to waves, mud banks protect portions of the beaches from being eroded and trap sediments from either side facilitating growth of adjacent beach. The easy minable possibilities of the phosphatic mud during non-monsoon season with less pollution hazards and dumping back the waste material after processing for phosphate at the breaker zones to reduce the erosional effects on the coast make the exploitation economic and ecofriendly unlike the benefication of the lowgrade phosphate ores on land on a comparatively larger area and subsequent crushing, transport and resulting pollution.

The Federal government has a lengthy history in supporting and conducting research in the ocean mining and minerals field. The Federal effort has been and is currently focused primarily in four agencies: the National Oceanic and Atmospheric Administration (NOAA) within the Department of Commerce, and the Geological Survey (USGS), the Bureau of Mines (BuMines), and more recently the Minerals Management Service (MMS) within the Department of the Interior. While NOAA and the USGS have played dominant roles in mapping and geologic studies, and the MMS has recently provided funding for several task force studies within the Exclusive Economic Zone (EEZ) , the Bureau of Mines has conducted research in mining technology, minerals processing, resource definition, and economic evaluation of minerals from the seabed for over 20 years. These studies have yielded considerable minerals information regarding manganese nodules and crusts, placers, mineral sands, phosphorites, and sulfides. This paper reviews the past achievements in ocean mining and minerals programs starting in the late 1960's, describes current research and information efforts, and presents an outlook for Bureau of Mines research and information gathering efforts. Massive sulfide ores and Fe-Mn oxyhydroxide precipitates represent two extremes of a spatial continuum of hydrothermal deposition along oceanic ridges. Elemental variations across this continuum are of interest to economic geologists as a prospective geochemical exploration tool. Theoretical considerations suggest that certain physical and chemical parameters can be used to model compositional variations within the far-field (i.e., Fe-Mn oxyhydroxide) component as a function of distance from ridge axis; however, testing and verification of such models generally has been precluded because the few available distal hydrothermal sediment sequences have been sampled at low resolution and/or are highly diluted with biogenic components (e.g., siliceous and calcareous tests). Recent ocean drilling (ODP Leg 145; Sites 885/886) in the North Pacific successfully recovered an extensive record of "biogenic-free" distal hydrothermal precipitates from an area approximately 60 km south of the Chinook Trough at longitude 168.1 °W. Geophysical and geomorphological evidence suggests the Chinook Trough is the southern lithospheric scar marking initiation of late Cretaceous north-south rifting, implying that recovered hydrothermal materials record distal hydrothermal precipitation from the now-subducted Kula-Pacific spreading ridge. The Chinook Trough hydrothermal sequence is a continuous 15 my record of "biogenic-free" hydrothermal Fe-Mn oxyhydroxide precipitation mixed with eolian clays. It was deposited during the late Cretaceous, early Paleocene (80-65 Ma) as the perpendicular distance from ridge axis increased from 75 to 600 km. A high-resolution geochemical analysis of this hydrothermal sequence reveals distinct trends for the up-core (equivalent to increasing distance from ridge) distribution patterns of Fe, Sc, As, and rare earth elements (REE). The detailed investigation of both active and inactive submarine hydrothermal systems has gained tremendous progress during the last decades because of the increasing usage of remotely operated vehicles (ROV) as well as manned submersibles. Special aspects like the targeted sampling of chimney structures and vent fluids as well as the analysis of zonations of near-surface structures like sulfides mounds was only possible with the usage of such vehicles. However, the availability of such vehicles has been very limited because of the few number of deep-water ROVs and manned submersibles which need both a trained crew and a special research vessel. This was especially true for the German science community which did not have such devices at its disposal until recently. With the ROV QUEST 5 which is based at the University of Bremen (c/o. Prof. Dr. G. Wefer, Dr. V. Ratmeyer) this major drawback has now been eliminated.

The source of base metals in modern seafloor hydrothermal systems can be attributed to leaching of host rocks by hydrothermal fluids and/or potentially by direct degassing of magma. From an economic perspective, metal grade is the most important consideration for seafloor deposits. Tectonic setting appears to be a key factor influencing the development of high grade seafloor base metal sulfide deposits. Back-arcs have a clear advantage over other settings in producing large and rich polymetallic sulfide ores. Microinclusions of magma or so-called melt inclusions trapped in phenocrysts of lavas have contributed to our understanding of the ore-forming process. n this study, we present data from 103 melt inclusions mainly in plagioclase crystals hosted in basaltic to rhyolitic lavas from 9 modern seafloor tectonic settings: oceanic back-arcs (Manus Basin including an ODP Leg 193 drill hole, Bransfield Straits), continental back-arc (Okinawa Trough), mid-ocean ridges (Explorer, MAR), seamounts (Foundation, Axial, Pito), and a transform (Garrett). Most sites host active hydrothermal systems that are producing polymetallic sulfides.

The Eastern Manus Basin (EMB) contains three major active hydrothermal zones and a number of smaller occurrences of hydrothermal deposits, and can be considered as a regional-scale modern analogue for volcanic-hosted mineral fields on land. Unlike the central Manus Basin, a back-arc spreading zone with some MORB-like basalt-hosted massive sulfide deposits, the EMB is a pull-apart rift zone between two transform faults, where a basement of Eocene-Oligocene arc crust is being thinned by extension, with rapid sedimentation on the tilted fault blocks. Present-day submarine igneous activity in the EMB, with which hydrothermal activity is associated, has arc geochemical affinities and is related to subduction of the Solomon Sea Plate at the New Britain Trench. Overall, hydrothermal deposits in EMB are found with lavas ranging from picritic basalt to rhyodacite in composition, although the two major occurrences of massive sulfide are hosted by the more siliceous dacite and rhyodacite variants. Some volcanic edifices are central eruptions, mostly of porphyritic lavas or domes, while others are elongate ridges formed by fissure eruption in which the typically aphyric lavas were very fluid. Evidence for shallow-level fractional crystallisation controls of lava chemistry implies presence of subjacent differentiated intrusions or former magma chambers. Seismic tremor at one site during the nearby 1994 Rabaul eruption suggests magma movement in the chamber.

The world-class Neves-Corvo deposits were intersected by drilling in 1977. They occur in the (Carboniferous) Iberian Pyrite Belt (IPB), Western Europe&apos;s largest stock of base metals (see Bamga, 1990, in Dallmeyer RD, & Martinez E, eds, Pre-Mesozoic Geology of Iberia, Springer-Verlag). Massive and stringer sulfides in the area sum up to about 200 Mt (109 kg), in five main orebodies (Neves, Corvo, Graca, Zambujal and Lombador). They include unique, extremely high grade copper and tin ores ( - 33 Mt Cu ores, -7.5% Cu, and -4 Mt Sn ores, -2.6% Sn, - 12.5% Cu). Also present are -50 Mt polimetallic ores (-6% Zn, 1.2% Pb, 64 ppm Ag). The remaining are relatively low grade pyritic massive and stringer sulfides (Cu < 2%. Sn < 1%, Zn equivalent < 4%). The geological setting is one of bymodal submarine volcanism, with predominant felsic, explosive volcanism and associated sedimentation (detrital and chemical), which took place on a shelf-facies, quartzite-phyllite basement (of Upper Devonian age). The plate tectonic setting has been the object of much debate. Current interpretations favour that the IPB volcanism took place in a tensional fore-arc region, associated with oblique subduction and collision (Silva et al., 1990, same volume as above). At Neves-Corvo there are many different ores, that may be grouped in four main types: fissural (at the base), breccia, massive (intermediate) and "ruban6 " (at the top). Fissural ores seem to correspond to stockworks in contrasting types of host rocks (gray to black shale, sericitic, chloritic and graphitic, and light gray volcanic rock). Massive ore may contain significant shaly gangue, at the base of individual orebodies, and silica-rich (cherty) varieties towards the top. The more sulfide-rich varieties predominate, and are usually well banded.

The Offshore Technology Conference (OTC) was founded in 1969 when a group of scientific and technical societies organized an annual conference and exhibition dedicated to technologies used in the offshore oil, gas and mining industries. Currently, OTC is sponsored by 12 industry organizations and societies. These include: American Association of Petroleum Geologists (AAPG); American Institute of Chemical Engineers (AIChE); American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME); American Society of Civil Engineers (ASCE); ASME International Petroleum Technology Institute; Institute of Electrical and Electronics Engineers/Oceanic Society (IEEE-OES); Marine Technology Society (MTS); Society of Exploration Geophysicists (SEG); Society for Mining, Metallurgy, and Exploration (SME); Society of Naval Architects and Marine Engineers (SNAME); Society of Petroleum Engineers (SPE); and The Minerals, Metals, and Materials Society (TMS). OTC also has two endorsing organizations, the International Association of Drilling Contractors (IADC) and the Petroleum Equipment Suppliers Association (PESA), as well as 6 supporting organizations that include the American Petroleum Institute (API), the Independent Petroleum Association of America (IPAA), the Institute of Marine Engineering, Science, and Technology (IMEST), the International Association of Geophysical Contractors (IAGC), the National Ocean Industries Association (NOIA), and the United Kingdom Offshore Operators Association (UKOOA). From its earliest years, the OTC has been held during the first week of May in Houston, TX, initially at the Albert Thomas Convention Center where OTC?69 drew 4200 attendees and 200 exhibitors. As the conference grew and became established as the world?s foremost event for the development of offshore resources in the fields of drilling, exploration, production, and environmental protection, the venue was changed to the Astrodomain Complex, with technical paper sessions and most exhibits taking place in the Astro Hall. The numbers of attendees and exhibitors varied somewhat over the years, primarily in accordance with the fortunes of the international oil and gas industry. At its height in the early 1980s, OTC registered attendance exceeded 100,000 with more than 2500 exhibitors forcing expansion into the Astro Arena and even the Astrodome.

The North Fiji Basin (NFB) is a mature intraoceanic back arc basin with an age of ~12 Ma. Recent volcanism and spreading activity are focused along the Central Spreading Ridge (CSR), A ridge segment more than 800 km long, composed of four main segments, the N160°, N15°, north-south (N-S), and southernmost segments from north to south. The dominant volcanic rock in the entire central spreading ridge is normal mid-ocean ridge basalt (N-MORB), very similar to those emplaced along mid-oceanic ridges. Conversely, influence of an oceanic island basalt (OIB) source increases northward from 18°20&apos;S. Several basalts which show a significant subduction-related component are also observed in the southern part of the NFB. Hydrothermal activity along the spreading centers of the North Fiji Basin was investigated by several previous works, especially by the STARMER project in 1989 and 1991. Both extinct and active hydrothermal vents are found on the N15° and N-S segments. In contrast, only traces of hydrothermal activity have been found on the N160° segment. Although high temperature activity and related massive sulfide deposit on the N15° segment was further investigated by several follow-up studies, no systematic survey for other hydrothermal sites was conducted after their discovery. In 2012 and 2013, KIOST performed two hydrothermal expeditions aboard the R/V Onnuri in the three targeted areas of hydrothermal activity along the CSR of North Fiji Basin. Sediment Quality Guidelines can provide target values that should not be exceeded when seabed deposits are disturbed for mining, waste discharge or other purposes. Three sets of Guidelines have appeared in 1994 and 1995: US NOAA (updated from 1991), Environment Canada (EnvCan) and Equilibrium Partitioning (EqP) developed in the UK from US Water Quality Criteria. The US NOAA and EnvCan Guidelines have been developed by comparing many experimental and site data sets, and have concluded that levels below which effects rarely occur, or above which probably will occur, are useful guidelines. US NOAA uses the terms ERL and ERM for these two levels, and EnvCan TEL and PEL. The EqP concept is that a value can be calculated below which trace metals present cannot raise the concentration in the interstitial water. There are some problems in comparing units, but the comparison shows in general that the EnvCan levels are less than, and down to half of, the US NOAA levels. EqP levels vary but are generally fairly close to US NOAA ERL levels, with one major exception. The EqP level for mercury is far lower than either US NOAAor EnvCan levels, at 0.008 mg kg-1 compared to 0.15 (ERL) and 0.13 (TEL) mg kg-1 respectively. Comments will be solicited on how such differing Guidelines should be used site-specifically for environmental management at mining operations, (1) in the regions for where they were developed, and (2) elsewhere.

"Nine Fe-Mn nodules from the extensive nodule field in the east of Campbell Plateau of southwest Pacific Ocean beneath the Deep Western Boundary Current (DWBC) and Antarctic Circumpolar Current (ACC) were analyzed for the 10Be/9Be dating by AMS (Accelerator Mass Spectroscopy) at IGNS, New Zealand.Several types of nodule morphology were identified including distinctive discoidal forms with overgrowths resulting possibly from overcrowding and partial sediment burial. Five principal nodule facies were also recognized by location and occurrence (Fig. 1) (Wright et al., 2005). Fe-Mn nodules show various concentric internal growth textures, such as, cuspates, large parabolic cuspates, pseudo-columnar, columnar, globular, and laminated, which vary even in a nodule with hydrogenetic, early diagenetic, or mixed origin. Each texture shows micro-textural varieties and different mineralogy and/or chemistry. The genesis of each internal texture was indicated by the REE patterns, the mineralogy of Mnoxides, and the Mn/Fe ratios."

"Since Ellefmo et al. (2014) published resource estimates of undiscovered seafloor massive sulfides (SMS) on the Arctic Mid-Ocean Ridge (AMOR), there has been an increased focus on establishing new knowledge about exploitation technologies for such deposits. This also includes understanding the process mineralogical properties of typical SMS deposits.The part of the AMOR that lies between Jan Mayen and the Svalbard Islands and is located within Norwegian jurisdiction and, as such, investigating the potential for mineral production from hydrothermal vent fields has been seen as strategic. The AMOR has been explored for active hydrothermal vent fields since early 2000s (Pedersen et al., 2010b). One of the active vent fields discovered, Loki´s Castle, is located in the northern part of Mohn´s Ridge. This vent field was first described by Pedersen et al., (2010a) and consists of two mounds, each approximately 100-150 m diameter and 20-30 meters high, hosting several active chimneys, up to 11 m high.Loki´s Castle has been selected as a case site in order to study the properties of typical SMS occurrences with respect to possible future deep-sea mining activities. As part of the MarMine cruise in 2016, the Loki Castle was visited and sampled for e.g. mineral characterization and mineral processing analyses. In total, more than 500 kg rock samples were collected using ROVs, and intended for further research (Ludvigsen et al., 2016). In addition to sampling mineralized rock fragments, survey data like bathymetry, magnetics and Underwater Hyperspectral Imaging (UHI) was collected using Automated Underwater Vehicle (AUV)."

Growth characteristics of Co-rich crusts from the Western Pacific have been approached. The thick crust shows 3 structural layers: compact upper layer, porous middle layer, and compact lower layer. The middle and lower layers have obviously different microscopic structure, color, and luster. Preliminary study of Calcareous nanofossils in one crust shows that the crust began to grow since Paleogene. The porous middle layer was formed from late Miocene to late Pliocene (Ca. 0.5 ~ 11.9Ma) and the compact lower layer was formed from late Paleocene to late Oligocene (Ca. 56.3 ~ 23.2Ma). The sedimentary hiatus of a 14.26Ma was observed between the middle and lower layers. The boundary between them to be Oligocene/Miocene (O/M) shows an important message on growth age.

Public Law 103-426 was signed into law in October 1994. Its provisions amended sections 8(k) and 20(a) of the Outer Continental Shelf Lands Act (OCSLA). The 8(k) amendment provides the Secretary of the U.S. Department of the Interior 001) with new discretionary authority to negotiate agreements for using Outer Continental Shelf (OCS) sand, gravel, and shell resources for certain projects of public benefit (e.g, beach, shoreline and coastal wetlands restoration that are under- taken by a Federal, State or local government agency). The new law also covers construction projects that are funded wholly or in part or authorized by the Federal Government. Under the law, the Secretary may assess a fee for use of the resource by taking into consideration the value of the resource and the public interest served. The law also requires that any Federal agency proposing to make use of OCS sand, gravel, or shell resources enter into a Memorandum of Agreement (MOA) with the DOI. An MOA would promote efficient coordination and resolution of inter- agency scheduling and issues. The law requires that Congress be notified before use is made of these OCS resources. The amendment to section 20(a) of the OCSLA clarifies that obligations concerning environmental studies extend to non- competitive lease situations and includes minerals other than oil and gas. The Minerals Management Service (MMS) is the DO1 agency responsible for interpreting and implementing the provisions of Public Law 103-426. The negotiated agreement approach is distinctly different from the competitive bidding requirements that have applied to all OCS minerals since the inception of the OCSLA. The MMS has opted to implement the new law in a nontraditional manner. Rather than issuinga body of new regulations to cover the negotiated agreement situation, or attempting to amend three sets of existing regulations, MMS is pursuing a less formal approach of providing guidelines. More weight is placed on the negotiation process itself and the legal agreement that consummates the process as the means for establishing ground rules, terms, and conditions under which qualifying projects may be conducted. This process must recognize and adhere to requirements of other laws, including the National Environmental Policy Act.

Deep-sea mining is rapidly approaching the test-mining phase to prepare for commercial mining in multiple oceans, both in areas within and beyond national jurisdiction. The first test-mining operations are likely to focus on seafloor massive sulfides found at active and inactive hydrothermal vents within national jurisdictions – possibly in the coming months. Beyond national jurisdictions, the International Seabed Authority (ISA) is developing the regulations to oversee exploitation of polymetallic nodules, massive sulfides and cobalt crusts. The Deep Ocean Stewardship Initiative (DOSI) minerals working group has, over the last 3 years, made formal submissions on the regulatory framework, on the draft exploitation regulations, on the article 154 review of ISA and on the initial environmental regulations. In advance of both test and commercial mining, we urgently need to identify and develop comprehensive, ecosystem-based management practices for deep-ocean environments subject to mineral extraction. Transparent criteria for deep-sea institutional and corporate social responsibility also need to be established. Proactive development of management practices, frameworks and policy prior to the onset of mining will facilitate some degree of protection and preservation of the marine environment, whilst enabling the use of seabed mineral resources. The DOSI minerals working group constitutes a broad spectrum of scientific, industry, legal and policy expertise. We provide expert opinion, both in collated and individual response forms, on deep-sea mining related concerns to ISA and national bodies. The smelting leaching process is known as one of the most favorite methods for the processing of deep-sea manganese nodules because of its smaller environmental impact and easiness of manganese recovery. The sulphuric acid pressure leaching of the matte prepared from deep-sea manganese nodules was studied to dissolve the valuable metals. Almost complete dissolution of Cu, Ni, and Co from matte was achieved under the following conditions: leaching temperature 180°C, time 4 hours, PO2 10 kgs/cm2, acid concentration 2.5% (vol/vol), pulp density 5%, ammonium sulphate 40 g/l. Under these conditions the iron concentration of leach liquor was 0.95 g/l. Optimization of leaching parameters was carried out by statistical design of experiments using 23 full factorial matrix. The linear and interaction co-efficients were evaluated for dissolution of metal values and also for iron concentration in leach liquors.

"REVIEW OF ISA's DRAFT EXPLOITATION REGULATIONS – HAVE KEY STAKEHOLDERS' CONCERNS BEEN ADDRESSED ADEQUATELY?In early August 2017, the ISA published a revised draft of the exploitation regulations. My presentation will focus on the extent to which key State and Contractor issues raised in formal submissions in November 2016 have been addressed in the revised draft and any additional key issues in the revised draft which are likely to cause significant concern for Contractors.ABSTRACTFollowing the ISA's call for submissions in response to draft zero of the exploitation regulations in July 2016, 43 responses from stakeholders were received by the ISA in November 2016. My presentation will start by briefly looking at how the ISA has continued to engage with stakeholders following the publication of draft zero of the exploitation regulations, including at payment regime workshops in London (November 2016) and Singapore (April 2017) and at the environmental workshop held in Berlin in March 2017. It will also touch on the publication in February 2017 of what was in effect a very preliminary draft of the environmental regulations before moving on to consider in detail the extent to which key State and Contractor issues have been addressed in the ISA revised draft exploitation regulations which were published in August 2017. My review of the formal submissions will include, amongst other things, commentary on:(i) the level of Stakeholder response (State Parties to UNCLOS, Sponsoring States, Privately owned Contractors, State Owned Contractors and NGOs);(ii) the quality of the submissions (particularly by States and Contractors); (iii) the key concerns raised by State and Contractor stakeholders and how those issues have been addressed in the revised draft exploitation regulations; and(iv) how all stakeholders need to further engage with the ISA to ensure that the exploitation code adequately addresses the legitimate and reasonable concerns of each Stakeholder group (e.g. Contractors, Sponsoring States, Developing States and NGOs)."
