The GeoERA Co-Fund action is a joint contribution of 48 national and regional Geological Survey Organisations from 33 European countries “Establishing the European Geological Surveys Research Area to deliver a Geological Service for Europe (GeoERA)”. This is an ERA-NET action under Horizon 2020. The aim of GeoERA is to fund transnational projects contributing to the best use and management of the subsurface, addressing the following four themes: Geo Energy, Ground Water, Raw Materials and Information Platform. The European Commission recognises the significance of raw materials through its Raw Materials Initiative (RMI), the European Innovation Platform on Raw Materials (EIP-RM) and Horizon 2020 funding, specifically through Societal Challenge 5 – Climate Action, Environment, Resource Efficiency and Raw Materials. The GeoERA Raw Materials Theme will contribute to research and innovative developments for minerals inventory, minerals yearbook, exploration, mapping, modelling, metallogeny and critical raw materials in the pan-European framework including the sea. A major element in Europe’s long term economic strategy is to ensure security of supply for strategic and critical metals as part of the Blue Growth Strategy developing sectors that have a high potential for sustainable jobs and growth as seabed mining. The project MINDeSEA results of the collaboration between eight GeoERA Partners and four Non-funded Organizations at various points of common interest for exploration and investigation on seafloor mineral deposits. The Geological Surveys of Spain, Germany, Greece, Ireland, Norway, Portugal, Sweden and Ukraine are organisations with responsibility for coastal, marine geological investigation and mineral resources studies and mapping in their respective countries. The Non-funded participants: the Instituto Português do Mar e da Atmosfera; the United States Geological Survey; the All-Russia Scientific Research Institute for Geology and Mineral Resources of the Ocean; and the Geosciences Institute, host important databases, they have an international reputation for excellence in both science and technology, and are internationally-known experts on seafloor mineralisation and hydrothermal systems. This project addresses an integrative metallogenetic study of principal types of seabed mineral resources (hydrothermal sulfides, ferromanganese crusts, phosphorites, marine placers and polymetallic nodules) in the European Seas. The work program includes all the regional seas around Europe comprising the Atlantic Ocean, the Mediterranean Sea, the Baltic Sea and the Black Sea (Fig. 1). The MINDeSEA working group has both knowledge of and expertise in such types of mineralisation, providing exploration results, sample repositories and databases to produce innovative contributions. Gas Hydrates (Methane Hydrates) are solid, ice ? like substances composed of water and natural gas. They occur naturally in areas of the world where methane and water can combine at appropriate conditions of temperature and pressure and are found in the ocean bottom sediments and in some permafrost areas. Besides temperature and pressure, factors like bathymetry, sediment thickness, sedimentation rates, and total organic carbon content (TOC) also control gas hydrate formation in the sea. The stability of gas hydrates depends on the critical high pressure ? low temperature combination (0 - 17 bars, 0 - 25°C), which in turn dependent on the mix of gases from which the mineral is formed. As the critical parameters can be altered by deposition, erosion or slumping of sediments, formation or melting of ice cover, rise and fall of sea level and sudden temperature changes induced by tectonic activities, current flows or volcanisms, the gas hydrates tend to be very unstable. The Indian offshore is promising with the occurrence of gas hydrates in a total of about 80,000 km2 area in the bathymetry range of 700 to 3000 m as reported in the earlier surveys. A gas hydrate stability zone thickness map was prepared using bathymetry and sea bottom temperatures along the continental margins of India. This map is expected to provide the depth window while searching for the ?Bottom Simulating Reflectors? (BSR). The study indicates that a minimum water depth of 750 m is required for the formation of gas hydrates, and above which the chances for gas hydrates occurrences appear minimal despite other favourable conditions like presence of sediment rich organic content etc. Single channel seismic analog records (Gupta et al., 1998) suggests that Western Continental Margin of India (WCMI) offers greater promise with to gas hydrate occurrences, particularly with regard to the number of BSRs traced on the analog records as compared to the earlier surveys.

Venting on ultraslow spreading ridges is far more abundant then previously predicted, and the discrepancy between observed and predicted vent field density may imply that non-magmatic heat sources are common along these ridges (Baker and German, 2004; Escartin et al., 2008; Rona et al., 2010; German et al., 2016). In this study we have estimated the flux from two hydrothermal vent sites situated on the slow to ultraslow spreading Mohns Ridge at the Arctic Mid-Ocean Ridge system (AMOR). The flux estimates have been made using the primordial isotope 3He in the non-buoyant plume above the Loki’s Castle vent field at the northern termination of the Mohns Ridge, and from the Jan Mayen vent fields area situated close to the southern termination of the ridge. Primordial 3He enters the oceans through degassing and mixing with hydrothermal fluids eventually to be discharged at the ocean floor primarily at hydrothermal vent sites and submarine volcanic eruptions (e.g. Clarke et al., 1969; Lupton and Craig, 1981; Lupton, 1998). Once introduced into the water column the concentration will only decrease by dilution due to its conservative behavior in the water column. Water column samples were collected using a CTD (conductivity, temperature, depth) probe (911plus Seabird) with a Niskin water bottle rosette. The water column above the Jan Mayen vent fields (JMVF) was sampled in the years 2006, 2011, 2012 and 2013 (82 samples) and the water column above the Loki’s Castle vent field was sampled in the years 2007, 2008 and 2009 (116 samples).

The land phosphate deposits of the U.S. southeastern coastal plain have long been a major factor in the world trade of phosphate rock (Fig. 1). As recently as 1979, deposits of North Carolina and Florida alone accounted for about 33 percent of the entire world's phosphate exports. This situation is changing, however. World production increased by ~9 %, yet the U.S. share was down to ~28% in 1984. A complex interaction of economic and political factors combined with increasing costs of raw materials, production, and transportation have led to this systematic erosion of the U.S. market share. Changing land-use patterns within the southeast, environmental pressures, exhaustion of shallow high-grade resources in Central Florida, and the increased pressure from expanding low-cost production in other countries throughout the world account for much of the present difficulty in the U.S. phosphate industry. Considering this depressed environment -- what are the prospects for development of offshore resources? A summary of new research on offshore phosphorite within the U.S. Exclusive Economic. Zone (EEZ), as well as an attempt to place possible development of these resources within the current economic setting, is the purpose of this presentation. We will emphasize work in progress on a major offshore deposit along the U.S. Atlantic Margin as well as new research on Pacific Ocean occurrences of phosphorite on seamounts and insular slopes within U.S. waters.

In September 2005 Williamson & Associates, Inc. delivered the BMS2 remotely operated seafloor coring system to the Japan Oil, Gas & Minerals National Corporation (JOGMEC). During acceptance trials aboard the JOGMEC research vessel R/V Hakurei Maru No. 2 the BMS2 successfully recovered 7.44 m of rock core in 3377 m water at a site near the crest of a seamount about 500 nm SE of Japan. Hydrogenous ferromanganese oxide crust, basaltic lava, sandstone and volcanic sediments were sampled with near 100% core recovery. The BMS uses rotary rod coring tools to collect samples to a maximum depth of 30 m in water depths up to 6000 m. Depending on bottom type to be sampled, the BMS tool magazine can be loaded with various drilling tools including core barrels with different bit types, drill rod and bore hole casing. The drill has 9 video cameras, a suite of sensors and 60 hydraulic functions powering thrusters, telescoping legs, seawater pumps and all of the standard drilling controls. The BMS provides deep water investigations with the functionality of conventional diamond bit rod drilling currently the mainstay of exploration programs in land mining.

Deep Reach Technology, Inc. recently completed a multi-year cooperative research project for the U S Army Research Laboratory for the purposes of investigating recovery of rare earth elements from the seabed. This research led to the discovery of a potentially economical deposit in the Exclusive Economic Zone of the Cook Islands. In order to further develop this resource, Ocean Minerals LLC (OML) was formed in 2016 to explore the development of a deep-sea mining project to recover rare earth elements and scandium from the upper 10m of sediment in promising areas of the Cook Islands Exclusive Economic Zone. OML and the Cook Islands Investment Corporation signed an Agreement in 2016 giving OML exclusive rights to explore a 12000 sq km area and option rights over an additional 48,000 sq km. This poster presents the current status and activities related to this project.

Ocean observatory technologies permit uninterrupted, real-time observation of dynamic seafloor environments such as gas hydrate deposits and hydrothermal vent fields that are of both scientific and economic interest. Such observations enable new discoveries of linkages between physical, chemical and biological processes and could permit continuous monitoring of environmental variables during mining operations. Ocean Networks Canada operates the NEPTUNE and VENUS cabled observatories in the Northeast Pacific Ocean. The offshore NEPTUNE observatory supports instruments at two gas hydrate sites on the continental margin off Vancouver Island, and in the hydrothermal vent fields of the Endeavour segment of the Juan de Fuca Ridge. The primary focus of the gas hydrate field observations is to understand the dynamics of the growth and stability of outcropping and sub-seafloor hydrate deposits. Outcropping hydrates at 840 m depth in Barkley Canyon have been monitored for the past 3 years with a mobile instrument platform known as Wally, which is operated over the Internet by a research group in Germany. This tracked vehicle carries standard oceanographic sensors, acoustic current metres, cameras and methane sensors. Data indicate a relationship between degassing of hydrates and tidal currents. In 2012-2013 two high-resolution sonar towers were added to the hydrate field to provide precision tracking of Wally and to monitor volume changes in the outcropping hydrate mounds. A large subsurface hydrate deposit occurs at the Clayoquot Slope site, where bottom depth is 1260 metres. Monitoring instrumentation is currently being established at this location. Since the concept of deep sea mining (DSM) was proposed by J. L. Mero with his book, The Mineral Resources of the Sea, in the 1960s, many research and significant developments have been implemented. However, its commercial mining process still has not yet commenced. One of the most important issues is that a sustainable DSM transport plan is difficult to determine, taking into consideration the DSM technological, economic, and environmental aspects simultaneously. The objective of this paper is to propose a method to determine the sustainable DSM transport plan utilizing a fuzzy analytic network process method, which is a typical multi-criteria decision making method (MCDM). The DSM transport plans evaluating major criteria consist of technological, economic, environmental, and social aspects with both qualitative and quantitative attributes. Different major criteria include several sub-criteria, respectively:  Technological aspect: energy consumption, proven technology, technology reliability, production rate, technology availability;  Economic aspect: gross income, capital cost, operation and maintenance cost, investment recovery period;  Environmental aspect: species disturbance variance, severity of ill effect, turbidity of ocean water, total organic carbon content, sedimentation thickness;  Social aspect: social acceptability, policy support; The weights for all evaluating criteria and sub-criteria are determined through a questionnaire survey interviewing experts at different research fields. All the transport plan candidates are ranked based on a comprehensive index. The conducted research in this paper is meaningful to promote the DSM commercialization process.

Following the recent award of a prospecting license by the New Zealand Government, Widespread Energy Ltd. (Widespread) is focused on the acceleration of its exploration program in order to bring a potential phosphorite deposit to market in the near future. Rock phosphate is the primary constituent of most fertilizers that are manufactured and distributed in New Zealand. Field trials in the 1980s demonstrated that direct application of rock phosphate can result in a more effective fertilizer (than super-phosphate) with less environmental damage from run-off. At present virtually all of the rock phosphate used by the New Zealand fertilizer industry (approximately 1 million tonnes a year) is imported from Morocco. In recent years price increases of up to 12 fold (peak of $500/t) with massive increases in freight costs have bought to the forefront the economic opportunity to in part replace foreign imports with a local source of phosphate. The Chatham Rise phosphate deposits are relatively well understood, having being discovered during the 1950?s and it is estimated that approximately 100 years supply (at current requirements) is present at shallow depths. An estimated 100 million tonnes of rock phosphate is present within the license area based on previous private and publicly funded research. Widespread has engaged several parties to assist in the exploration planning to confirm the resource potential. Widespread has commenced investigating the feasibility of recovering the phosphorite nodules off the sea floor, and presently has several conceptual technical solutions under consideration and will advance the discussions with potential contractors during the exploration phases. Widespread is acutely aware of its responsibilities to conduct both the exploration program and extraction of the rock phosphate, in a manner that causes minimal disruption to the marine environment. To this end, the National Institute of Water and Atmosphere (NIWA) ? a New Zealand Crown Research Institute has been engaged to assist in designing sampling and extraction methods that will minimize disruption to the seabed. All sampling and extraction activities are planned to be conducted with reference to the environmental guidelines published by the International Marine Minerals Society ?Code for Environmental Management of Marine Mining.? Widespread is conducting its project with a background of changing regimes to both the allocation and environmental management of its activities.

The development of marine mining in the offshore areas adjacent to most of the insular and continental European States is limited by the complex and evolving nature of its legal regime on the basis of the relevant applicable international, European and domestic rules. As the development of marine mining requires investments in capital-intensive technologies, the bankable feasibility of marine mining projects is very much dependent on the legal security of mining rights, assets and operations in offshore areas. This is quite difficult to assess due to the constant accumulation of applicable and potentially conflicting international and domestic laws in these areas, in particular the coastal zone, the territorial sea, and the Exclusive Economic Zone (EEZ). The often conflicting interaction of international treaties, laws and regulations in offshore areas raises specific and major issues in terms of permitting processes, access rights, ownership rights over the mineral resources explored and mined, flag vs. coastal State jurisdiction over mining vessels and marine mining equipment, international environmental liabilities, and unitisation and multi-forum disputes. In addition, the determination of jurisdiction and the legal regime under which marine mining could take place is becoming even more complex with the development of EU Law and the recent revision of the International Law of the Sea, particularly the new extension regime of the EEZ and jurisdiction over the continental shelf.

Papua New Guinea has permitted its first underwater mine. Nautilus Minerals (PNG) Limited is the company permitted to operate the Solwara 1 project. The project is located 30km off the nearest island of New Ireland in the Bismarck Sea. The successful permitting of the activity was due to the existence of a broad legislative framework and the collaborative efforts of stakeholders. Challenges faced included the lack of specific guidelines or policies for underwater mining; lack of existing technology and/or mining method; lack of benefit sharing mechanism for such a project and management of the perceptions of local communities that fear environmental degradation by the mining project. This presentation shares the experience of Papua New Guinea?s first under water mine. A background of the country, the project and the legislative framework are presented. Followed by the challenges and approach taken to permit the project.

Substantial consideration has been given to the implications that the morphology of the Chatham Rise deposit will have on mining operations. The glacio-tectonic processes involved in the distribution of nodules on the rise has in several areas been quite significant. The recent cruises by Chatham Rock Phosphate Limited (CRPL) have collected data which has affirmed the assumptions previously made and catered for in historic resource estimations. The deformation and displacement of the phosphorite during glacial periods and the redistribution of the mobile sand during interglacial periods is interpreted to have produced a highly variable pattern of phosphorite concentration (kg phosphorite/m2) and coverage (% phosphorite/sample weight). The phosphorite resource probably has a significant spatial variability at a scale of tens of metres. Results of recent surveys show phosphorite-rich patches alternating with phosphorite-poor areas at distances of less than 20 m. The high spatial variability of the deposit has had a bearing on how historical information for the project has been regarded and integrated with the recent exploration approach and data collection process. This coupled with the proposed extraction tool has influenced the size, nature, extent and siting of the proposed mining blocks

Hydrothermal circulation that produces sulfide deposits in the marine environment can also produce sulfide deposits in lakes. The major differences in terms of process are (1) in lakes the hydrothermal fluid is meteoric water of low salinity whereas in the marine setting it is saline and (2) the rocks that are leached of metals to produce the deposits are continental crust in one case and oceanic crust in the other. We have examined sulfides that are presently forming in two lakes ? Lake Tanganyika in east Africa and Lake Oyunuma in Hokkaido, Japan. Tanganyika is the second largest lake in the world and the second deepest rift lake, after Lake Baikal in southeastern Siberia. Two hydrothermal fields are known in its northern basin at Pemba and Cape Banza (Tiercelin et al., 1993). At Pemba, CO2 and CH4-rich, low temperature (53-88°C) hydrothermal fluids are forming decimeter-tall chimneys at 2-46 m water depth. Our microscopic and x-ray diffraction study of samples from the Pemba site reveal marcasite and pyrite to be the most common sulfides. Minor minerals include barite, hematite, bornite and chalcopyrite. Quartz and feldspar are also identified and were probably incorporated from the surrounding lake sediments. At Cape Banza, aragonite chimneys, up to 70 cm high, are venting fluids at 66-103°C.

Meaningful and real time environmental monitoring of marine tailings placement is a clear sign of deeper commitment to the people of PNG in regard to impacts of mining on coastal environment and marine life. Today daily mine wastes and tailings are increasingly being delivered to the seabed offshore of project sites in Misima and Lihir islands. Ramu and Simberi mining projects also plan to dispose tailings out at deep sea. As tailings leave the tailings pipe and come out into the seabed, concentrations of the cations and other potential harmful particles in the tailings stream need to be quantifiably monitored each day during the life of the refinery. For continuous monitoring of the tailing?s true chemical characteristics submarine cables connected with ocean floor observation systems consisting of deep-sea underwater video, and cation sensors and electrodes will be laid. Power transport to the tailings site and data transfer from the tailings site will be via opto-electric cables. Various data center instruments will record and manage the collected data. Observation data will be transferred in real time to stake holder?s data centers via a dedicated line from on-land stations, and then distributed to company offices and government establishments. Japan Marine Science and Technology Center, Telikom PNG, and Australian Institute of Marine Sciences will be the key advisers in this project. The main role of the observatories is to monitor and collect background seabed geochemical data prior to start of tailings disposal, during tailings disposal period, and after the life of the refinery.

The recent discovery of the first black smoker-type hydrothermal venting and massive sulfide mineral deposits at a site in the rift valley of the slow-spreading Mid-Atlantic Ridge near latitude 26°N, longitude 45°W (Rona et al., 1986, Nature, 321: 33-37), demonstrates that a complete series of hydrothermal mineral deposit types exists at slow-spreading oceanic ridges (half-rate = 2 cm/y), similar to the series previously known at faster-spreading oceanic ridges (half-rate > 2 cm/y). The largest hydrothermal mineral deposit known at a seafloor spreading center is a stratiform massive sulfide body with bulk dry weight of about 100 x 106 metric tons in the Atlantis II Deep at the slow-spreading axis of the Red Sea. This observation invalidates the concept that size of a hydrothermal deposit is directly proportional to rate of seafloor spreading. Instead, the occurrence, grade and size of a hydrothermal deposit formed at a seafloor spreading center is controlled by anomalous chemical and physical conditions which may occur at extremely localized sites at the full range of spreading rates. The basic hydrothermal process involving subseafloor hydrothermal convection driven by magmatic heat sources appears to be similar at slow- and faster-spreading centers. However, differences exist in the periodicity of magmatic cycles that energize hydrothermal circulation (104 y at slow-spreading centers; 103 y at faster-spreading centers); in the distribution of hydrothermal sites along a spreading axis (estimated 100 km along slow-spreading centers; 10 km along faster-spreading centers); and in residence time

On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.

Hydrothermal sulfides were recovered from the16°50?S triple junction area in the North Fiji Basin, at a water depth of ca. 1900 m. The chimney samples can be divided into three groups according to their major metal contents: 1) type 1 (Fe-Cu-rich), 2) type 2 (Fe-Cu-rich with minor Zn), and 3) type 3 (Zn-rich) chimneys. Type 1 chimneys are mainly composed of chalcopyrite and pyrite, and are enriched in elements commonly precipitated under high temperature conditions (> 300°C), such as Cu, Co, Mo, and Se. Type 3 chimneys consist dominantly of sphalerite and marcasite with traces of pyrite and chalcopyrite, and are enriched in elements commonly associated with low temperature (150 to 250°C), such as Zn, Cd, Pb, As, and Ga. Type 2 chimneys show mineralogy similar to that of type 1 chimneys but their metal contents range between type 1 and type 3 samples. Trace element compositions of basaltic rocks indicate that magma generation in the triple junction area was influenced by two different sources: N-MORB and E-MORB. Sulfur and lead isotope patterns of the hydrothermal chimneys show distinct differences between the type 1 and type 3 chimneys. For example, type 1 sulfides are depleted in 34S and have lower Pb isotope ratios compared to type 2 and 3 chimneys. The d34S values (0.4 to 5.6?) of chimney sulfides are typical range of sulfur isotope composition of sediment free mid-ocean ridge hydrothermal system. Type 2 and 3 sulfides show slightly higher d34S values than type 1 sulfides, which can be explained by subsurface boiling of hydrothermal fluids followed by mixing of saline solutions with ambient seawater. Lead isotope compositions of the chimneys indicate that the Pb in type 1 and type 3 chimneys originates from hydrothermal leaching of N-MORB and E-MORB volcanic rocks, respectively. Considering that both these chimneys are located in the same area, our model suggests that type 1 chimneys formed by hydrothermal circulation controlled by an intrusion of N-MORB magma; the fluids were not influenced by boiling during the formation of type 1 chimneys. In contrast, type 3 chimneys are younger and were formed by hydrothermal circulation closely related to E-MORB magma intrusion at shallower depth. The necessary conditions for phase separation of the hydrothermal fluids that formed the type 3 chimneys might result from changed P-T conditions in a shallower high-temperature reaction zone beneath the hydrothermal venting site. Under these conditions the fluid may cross the two-phase boundary for seawater, ensuring subcritical phase separation. The mineralogical and geochemical properties of these chimneys suggest that type 1 and type 3 chimneys were probably black smoker and white smoker, respectively. Type 2 chimneys might be product of low-temperature replacement of type 1 chimneys, which is related to formation of type 3 chimneys.

"Recent concerns over the availability of many mineral raw materials, and newly available technological developments, produced renewed interest in deep-sea mining. However, environmental concerns, with variable degrees of justification, are raising opposition to the concept. The forecast for the behavior of consumption versus availability of many raw materials, nearly all critical metals, arguably show that consumption will grow much faster than resource discovery onshore. Finding new sources of raw materials seems inescapable. The deep seafloor stands out as the only likely candidate.Sea Floor Mining and the EcosystemMarine mining has already started, decades ago, for diamonds, currently up to depths near 400m. Although the industry recognizes there is a footprint, it considers the footprint quite minor, because the area mined is small: in Namibia, where offshore diamond mining is now 70% of the country’s total, only 3% of the concession of 3,700 sq miles (9600km2) have been mined. As plans to mine deep-sea massive sulphide deposits and polymetallic nodules progress, the environmental concerns grow.
