Gas Hydrates (Methane Hydrates) are solid, ice ? like substances composed of water and natural gas. They occur naturally in areas of the world where methane and water can combine at appropriate conditions of temperature and pressure and are found in the ocean bottom sediments and in some permafrost areas. Besides temperature and pressure, factors like bathymetry, sediment thickness, sedimentation rates, and total organic carbon content (TOC) also control gas hydrate formation in the sea. The stability of gas hydrates depends on the critical high pressure ? low temperature combination (0 - 17 bars, 0 - 25°C), which in turn dependent on the mix of gases from which the mineral is formed. As the critical parameters can be altered by deposition, erosion or slumping of sediments, formation or melting of ice cover, rise and fall of sea level and sudden temperature changes induced by tectonic activities, current flows or volcanisms, the gas hydrates tend to be very unstable. The Indian offshore is promising with the occurrence of gas hydrates in a total of about 80,000 km2 area in the bathymetry range of 700 to 3000 m as reported in the earlier surveys. A gas hydrate stability zone thickness map was prepared using bathymetry and sea bottom temperatures along the continental margins of India. This map is expected to provide the depth window while searching for the ?Bottom Simulating Reflectors? (BSR). The study indicates that a minimum water depth of 750 m is required for the formation of gas hydrates, and above which the chances for gas hydrates occurrences appear minimal despite other favourable conditions like presence of sediment rich organic content etc. Single channel seismic analog records (Gupta et al., 1998) suggests that Western Continental Margin of India (WCMI) offers greater promise with to gas hydrate occurrences, particularly with regard to the number of BSRs traced on the analog records as compared to the earlier surveys.

The United Nations Law of the Sea (LOS) Convention includes provisions (Article 76) for establishing the outer limits of a coastal State's continental shelf and for denoting the seaward extent of sovereign rights over natural resources. Determination of a coastal State's continental margin, according to Article 76, must consider eight factors: 1. The territorial sea baseline 2. The 2,500-meter isobath 3. The foot of the continental slope 4. A line 200 nautical miles seaward of the territorial sea baseline 5. A line seaward of the foot of the continental slope connecting the points where sediment thickness divided by distance to the foot of the slope equals .01 6. A line 60 nautical miles seaward of the foot of the continental slope 7. A line 100 nautical miles seaward of the 2,500-meter isobath 8. A line 350 nautical miles seaward of the territorial sea baseline Figure 1 shows the preliminary limits for each of the Article 76-based definitions for a portion of the U.S. Atlantic continental shelf. The additional areas gained beyond the 200- nautical mile Exclusive Economic Zone (EEZ) are highlighted. The first three factors are baselines from which the distance provisions of Article 76 are measured. Factors 4-8 are distance- from-baseline provisions for establishing the continental shelf limits. Factor 5, also known as the Depth of Sediment Limit or "Irish Formula", was calculated using sediment thickness data from seismic linesand isopach maps. All other factors were determined from digital hydrographic data. The Depth of Sediment Limit is the most advantageous method for the area shown in Figure 1. It is especially useful for introverted coastlines such as the Georgia Embayment and New York Bight areas. One of the numerous challenge for underwater mining is the positioning. This paper describes an architecture for the integration of an Ultra Short BaseLine (USBL), an Acoustic Synthetic BaseLine (ASBL) operating in Sparse Array mode and a Doppler Velocity Log (DVL) closely coupled with an Inertial Navigation System (INS) for precise subsea positioning in severe environments. By using such architectures, the INS can help to reduce the noise on the measurements coming from acoustic sensors. Another advantage is the capability to reduce the number of required transponders on the seabed, and as a consequence, reduce the time for the deployment and calibration of each transponder. The paper further describes sea-trials performed to assess the ability of a complete positioning system to provide decimetric positioning precision even with a single beacon deployed in the navigation area.

Although, mining of minerals such as polymetallic nodules and sulphides from the deep sea floor has been delayed due to the combination of factors such as current availability of Cu, Ni, Co, Mn (and other metals) on land and their fluctuating prices; these deposits are still considered as the alternative source for metals in the 21st century. Exclusive rights for exploration in the ?Area? (beyond the national jurisdictions of any country) given to eight countries and consortia by the International Seabed Authority and the estimated resource of 300 million tonnes in a typical area of 75,000 km2 is expected to yield about $17.5 billion (at December 2008 metal prices) in 20 years life span of a single nodule mine-site. In order to recover 3 million tonnes of nodules, an area of 300 sq km only will be mined annually (i.e. <1 km2/day) for an optimum abundance of 10 kg/m2. However, during mining, large quantity (22 tonnes/day) of sediments associated with nodules would be resuspended that could lead to certain environmental impacts on the benthic ecosystem. Several small-scale benthic impact experiments in the Pacific and Indian Oceans, have given some insight into the possible environmental impacts and the restoration processes, but the possibility of extrapolating these findings to a commercial mining scale remains an issue to be considered. An estimated capital expenditure of $1.05 billion and operating expenditure of $4.2 billion for a single deep-sea mining venture will have to be weighed against the availability of mineral ores on land as well as the metal prices in the world market. None-the-less, development of technologies for mining and metallurgical processing, as well as formulation of regulations and guidelines for potential ?contractors? to mine these minerals have been progressing consistently. These coupled with recent efforts by certain ?entrepreneurs? to initiate mining of seafloor massive sulphides in the EEZ of certain countries, indicate the continuing interest and support the perception that such deposits could well be the future sources of metals. This paper analyzes the current status and discusses the economic, environmental, and technical issues that need to be addressed for sustainable development of deep-sea minerals.

Alaska&apos;s expansive continental shelf represents future opportunities for marine mineral development. Although today&apos;s metal prices and subsidized foreign mineral production continue to discourage industry investment in marine exploration worldwide, the longer term outlook is one of increasing costs on-shore with a dwindling land-base available on which to search for and extract minerals. Likely, the generations of the 21st century will increasingly recover their minerals from the sea-floor. Though largely unexplored, Alaska potentially represents a major port ion of the U.S. marine resources. Several factors demonstrate this. First, the Alaskan OCS is huge; 74% of the entire United States&apos; continental shelf lies off of Alaska, and 54% of the U.S. coastline is Alaskan. Combined with the jurisdiction waters of the Soviet Far East, the Bering-Chukchi shelf is one of the world&apos;s largest tracts of shallow water. Second, Alaska is situated at the northwestern terminus of the mineral-rich American cordillera. From Chile to Alaska, major on-shore deposits of precious and base metals, ferroalloys, and industrial minerals are found in the tectonically disturbed belts of the cordillera. In 1988, the western U.S. cordilleran states produced 70% of this country&apos;s mineral output (excluding construction materials). Throughout the cordillera&apos;s entire 10,000 mile length, the rock units strike largely parallel to the coastline, but in Alaska they extend directly offshore and onto the continental shelf. This paper provides certain Southeastern coal-burning utilities with an economic strategy for complying with the sulfur dioxide emission standards set firth by the Clean Air Act Amendments of 1990. The strategy takes advantage of the occurrence of vast quantities of manganese nodules on the Blake Plateau offshore Georgia and the Carolinas, a commodity which as been proven to be a highly effective dry sorbent of sulfur dioxide. Using existing technology, manganese nodules could be mined and transported via barge directly to power plant sites, where they would be used as filter material for cleaning sulfur dioxide from the effluents of coal-fired power plants. Completely sulfated filter material could be treated for the extraction of by-product metals such as cobalt, copper, nickel, and manganese. The strategy may well be enhanced by the occurrence of ore grade phosphate rock in the same area of the Blake Plateau. This phosphate rock could be simultaneously mined to effect a reduction in production costs if it is found to be suitable for use as either a direct application fertilizer or as an acidulated superphosphate fertilizer. The manganese nodule-based strategy offers a retrofitting solution for existing power plants that would minimize the capital costs for compliance with the Clean Air Act Amendments and has the added advantage of providing a number of other metal or fertilizer by-products.

Recent focus by terrestrial mineral explorers (and investors) on cobalt has increasingly highlighted the future critical need for this metal, with new-age batteries being the primary utilisation. We present an overview of the world’s current terrestrial cobalt resources and put this in perspective of currently known seabed resources, particularly polymetallic nodule and crust deposits. We focus on comparison of the key exploration, development and exploitation risks for such deposits, and provide a framework for financial evaluation and appraisal.

INTRODUCTION Ferromanganese (FeMn) crusts from Mendeleev Ridge, Chukchi Borderland, and Alpha Ridge, in the Amerasia Basin, Arctic Ocean, are similar based on morphology and chemical composition. The crusts are characterized by two- to four-layered stratigraphy. The chemical composition of the Arctic crusts differs significantly from hydrogenetic crusts from the North Pacific Prime Zone (PCZ; Hein et al., 2013), such as a high mean Fe/Mn ratio (2.6 versus 1.3) and low Si/Al ratio (1.8 versus 4.0), with lower Mn, Ca, Ti, P, Ba, Co, Cu, Ni, Pb, Sr, and Zn and higher Si, Al, Mg, As, Li, V, Sc, and Th. Based on Arctic FeMn crust mineralogy, chemical composition, and growth rates, crust formation was dominated by three processes: Precipitation of Fe-Mn (oxyhydr)oxides from ambient ocean water, sorption of metals by the Fe and Mn phases, and fluctuating but large inputs of terrigenous debris (Konstantinova et al., 2017; Hein et al., 2017). The Mn and Fe phases are hydrogenous and reflect bottom ocean-water chemistry and the aluminosilicate phase contains stable detrital minerals such as quartz, feldspars, zircon, monazite, and clay minerals. A precise method of studying the distribution of elements in FeMn crust phases is sequential leaching that dissolves four mineral phases of different stability step-by-step, in the following order: easily leachable phase, mostly bio-calcite; manganese oxides; iron oxyhydroxides; and residual aluminosilicate minerals (Koschinsky and Halbach, 1995). Twelve bulk crusts and crust layer samples obtained from six hydrogenous FeMn crusts were studied. Those crusts were collected during Russian (Arktika 2012) and USA (HLY0805, HLY0905, and HLY1202) research cruises from different parts of the Amerasia Basin (Mendeleev and Alpha Ridges, Chukchi Borderland). Samples were chosen for the sequential leaching experiments based on their morphology, location, and water depth. Hydrogenetic crust (D07-33) from the Tuvalu EEZ, central-west Pacific Ocean, was included in the experiment for comparison. Recovery during the four-step sequential leaching, with respect to the bulk analyses, was between 80% and 120%.

Manganese nodules, as metal ores, have for the most part been cast aside from further consideration within this century. However, in the decade of the 90s, rising demand at all levels of society, for clean air give nodules a new - lease on life as a stack gas cleaning agent. Further, the Clean Air act of 1990, mandates enormous outlays to bring systems into compliance with new stringent standards. Quick corrective actions are imperative. Research beginning in the 1960s proved nodules possess unique qualities to remove acid compounds from stack gases. Early this year, the National Science Foundation awarded General Electric an $83 million contract to design a system to extract oxides of sulfur and nitrogen from coal fired power plants. Environmental damage is abundantly evident on the ground, from the air as well as form space. A dirty pall of yellow-brown smog is smothering both animal as well as plant life around the globe. Introductory remarks will be made by the speaker, chiefly on recent and current developments in the industrial, agency and academic sectors that relate to the status of marine mining and mineral exploration programs and to recommendations for strengthening and continuing these programs. Subsequent to these brief comments, a selected panel with representation from industry, academe and government will address the following related topics: 1) development and objectives of new centers for marine mining technology, 2) cooperative R. and D. programs between academe and the user groups, 3) arrangements for specialized training and student instruction that will provide for educational components, and 4) funding and other support for implementing new centers and new programs. The panel discussion will be open to all UMI participants and whose contributions will be both solicited and encouraged.

Marine Mining Inc. is currently exploring for marine alluvial gold and diamonds on a prospecting licence over a concession that covers 10,000 km2 of the continental shelf of Ghana. The boundaries of the concession extend from 0 30&apos;W to 2 40&apos;W, and between the shoreline and approximately the continental shelf edge north of 4 30&apos;N. This concession extends from Kikam Beach in the west, to Senya Beraku in the east, a distance of approximately 240 km, and seaward an average of about 40 km. The concession is entirely underwater, with the exception of the estuaries of the Ankobra and Pra Rivers. Ghana has been a large source of alluvial gold, with historical production exceeding 25 million ounces. Southwestern Ghana is characterized by Precambrian rocks, which have been folded into a number of NE-SW trending synclines and anticlines. The most significant feature of the Birimian rocks is the presence of evenly spaced gold-bearing greenstone belts. They are 10-15 km wide, separated by about 90 km, separate basins filled by folded metasediments and granitoids. The rivers that enter the concession drain most of the exposed gold-bearing belts of Ghana. Given that approximately 2 km of erosion has taken place since the Mesozoic, and that gold mines on these belts boast proven reserves of over 55 million ounces, it is likely that large amounts of gold have been eroded out and carried to the sea. Coastal fractures, related to Precambrian structures reactivated during Mesozoic rifting, are responsible for the physiography of the coastal area, which consists of high-relief horsts separated by grabens that have been occupied and infilled by rivers or by finer sediments during times of elevated sea level. These fractures were loci of gold mineralization during the Precambrian, and are the source of alluvial gold in rivers confined by them.

Ferromanganese crusts on the seamounts in the Pacific Ocean are potential resources of cobalt, nickel, platinum and REEs. Particularly, those of the Republic of Marshall Islands and the Federated States of Micronesia (FSM) waters are believed to be of the highest resources potential area in the Pacific Ocean. The total six cruises using the Japanese Research Vessel Hakurei Maru No. 2 were carried out in the seamounts of the Marshall Islands in 1996, 1998 and 2002, and of the FSM in the 1997, 1998 and 2005 for evaluation of economic potential for cobalt-rich ferromanganese crusts as part of the Japan-SOPAC joint project. During these cruises numerous data such as bathymetric, geological, geophysical and environmental data were obtained. Geophysical exploration with backscatter mapping and side scan sonar, visual imaging using towed TV camera and geological sampling using dredge bucket and/or benthic multi-coring system (BMS) were conducted on these seamounts. In this presentation, we will report the mode of distribution of the crusts and calculated resource estimation based on the results of these geological and geophysical shipboard survey and land-based analyses. The Company Bauer Maschinen is very well known in the field of specialist foundation equipment. In the diaphragm wall market, we have experiences both in manufacturing and executing projects all over the world since 1984. We have a population of more than 300 units working all over the world in all climate and soil conditions. Especially for hard soil and rock conditions, we have developed several cutting tools and systems to optimize the performance, e. g. the “flipper tooth” Besides the execution of land based foundation projects, we have performed our firs offshore project with the trench cutter in 1994. Our task was to take samples out of the alluvial soil off the coast of Namibia in a water depth of max. 200 m. We converted a drill vessel and launched the cutter thru the moon pool. The samples had a cross section of 3,40 m² and a max. depth of 5 m. They were used to estimate the content of diamonds. The first time, we reached the seabed of the deep sea was together with our seafloor exploration rig MeBo, where we can take cores up to a length of 160 m in a maximum water depth of 4000 m. With our customer MARUM, we have done several expeditions since 2005. The last expedition took place in the Black Sea to explore gas hydrates.

With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.

A pilot mining robot, named MineRo-II, has been developed by KIOST during 2011-2012. The pilot scale was defined as 1/5 of the commercial mining capacity, 1.5 million dry-tons of nodules per year. The development purpose of MineRo-II is to use for the pilot mining test planned in 2015. MineRo-II was designed to be self-propelled by electric-hydraulic power and remotely operated in real-time from aboard. The main operational functions are crawling on seafloor, pick-up and crushing of nodules, discharging nodules out to buffer. Prior to MineRo-II, a test miner (MineRo-I) was developed in scale of 1/20th in 2007, and performed two times sea trials in 2009 and 2010. The results of performance tests were evaluated and utilized for the concept of MineRo-II. The design concept aimed at the expandability of the mining capacity based on modularity of configuration, maintenance simplicity and multiplicity of backup solution. The pilot-scale mining capacity is achieved by four pick-up modules of each 1m wide, which are moving forward with robot vehicle and sweep the nodules entering below the pick-up heads. Principally, by adding the pickup modules in lateral dimension the mining capacity may increase linearly. MineRo-II was designed and constructed in unit-module wise. The robot consists of two unit-modules having an identical mechanical and hydraulic configuration. The TAG and Broken Spur hydrothermal mounds are located on the Mid Atlantic Ridge (MAR) at 260N and 290N (respectively). Both were initially discovered by exploratory work from surface vessels and both have since been investigated by submersibles. The discovery of TAG resulted from a NOAA Trans-Atlantic Geotraverse (Rona et al. 1975) which fortuitously sampled low temperature materials on the east wall of the MAR rift valley and follow up operations (Rona et al. 1986) located the high temperature (365°C) mound some 5km to the west. In 1994, ODP deep sea drilling (Leg 158) at over 3,500 metres of water recovered core to a depth of 150 m below surface (Herzig et al. 1998) and for the first time allowed a geological interpretation of an active mound. The Broken Spur mound was accidentally discovered in 1993 when sulphide fragments were observed on a deep-sea towed camera system (Murton 1993). Later that year, exploratory submersible dives by Alvin located the hydrothermal field and the area was again explored by submersible in 1994 and 1997. Despite the amount of work carried out, our geological understanding of the MAR mounds is limited. Much effort has gone into measuring fluid chemistry whilst practical difficulties have inhibited good geological mapping of the sulphide areas. It is clear from both TAG and Broken Spur that the mounds are not necessarily located in the areas of highest heat potential. Indeed, TAG is some 2 km from the rift valley axis and has been operational for several tens of thousands of years. Hence, heat availability is not a major consideration and the most obvious control is a structural one. Mapping on Broken Spur indicates a series of isolated vent-sulphide areas, concentrated around a minor graben. Their distribution, size and nature all indicate that they are residual parts of a much larger sulphide body which was at least the size of the present TAG field. The evidence is for a cyclical pattern of mound growth -mass wasting? rejuvenation and the Broken Spur mound appears to be in the rejuvenation stage of the cycle. Mound cyclicity must be related to the supply of hot water which itself is a function of the connectivity of fracture systems. Hence, we return to the theme that the major controls in mound development are structural ones.

There are two environmental issues which have only recently begun to need planning in detail for marine mining. One is the environmental consequences of mine closure; the other is environmental terrorism. In principle it is not difficult to predict the pattern and rate of biodiversity recovery after mine closure on metalliferous depositional seabeds. 1-5 years to a self-sustaining community of organisms is a generalized guideline, depending on depth and particulate composition. The rate and pattern of biodiversity recovery on some metalliferous hard-rock habitats is far less predictable due to the patchiness and rareness of the habitat. Ecoterrorism at mines, whether on-land or marine, is now to be expected. A good example of resource industry ecoterrorism is the fire-bombing of logging and cement trucks in Oregon in 2001. But there have also been bombs at mine sites, as at Asbestos, Quebec. It is also possible to regard some resource-loss lawsuits as frivolous, hence forms of ecoharassment. Marine mining operations should take note of the development of environmental terrorism (and terrorism in general) and its various manifestations and impacts. Potentially these range from minor work stoppage inconveniences, to serious financial risk jeopardizing the economics of a mine, to jail for company executives, managers and environmental staff, and to harassment and killing of mine personnel.

The source of base metals in modern seafloor hydrothermal systems can be attributed to leaching of host rocks by hydrothermal fluids and/or potentially by direct degassing of magma. From an economic perspective, metal grade is the most important consideration for seafloor deposits. Tectonic setting appears to be a key factor influencing the development of high grade seafloor base metal sulfide deposits. Back-arcs have a clear advantage over other settings in producing large and rich polymetallic sulfide ores. Microinclusions of magma or so-called melt inclusions trapped in phenocrysts of lavas have contributed to our understanding of the ore-forming process. n this study, we present data from 103 melt inclusions mainly in plagioclase crystals hosted in basaltic to rhyolitic lavas from 9 modern seafloor tectonic settings: oceanic back-arcs (Manus Basin including an ODP Leg 193 drill hole, Bransfield Straits), continental back-arc (Okinawa Trough), mid-ocean ridges (Explorer, MAR), seamounts (Foundation, Axial, Pito), and a transform (Garrett). Most sites host active hydrothermal systems that are producing polymetallic sulfides.

Investigations of the Gorda Ridge within the proclaimed U.S. Exclusive Economic Zone off northern California and southern Oregon, and the Mid-Atlantic Ridge extending along the center of the Atlantic Ocean, have received new impetus from the discovery of hot black smokers, sizeable polymetallic massive sulfide deposits, and vent animals at the Mid-Atlantic Ridge by the NOAA VENTS Program in 1985. Prior to that time, the oceanographic community focused investigations of seafloor venting at the faster-spreading oceanic ridges of the Pacific Ocean including the East Pacific Rise, the Galapagos spreading center and the Juan de Fuca Ridge because a consensus held that the faster spreading rates at these ridges were necessary to supply the heat to drive black smoker-type venting. As the only oceanic ridge in the Pacific with slow-spreading characteristics, the Gorda Ridge is an outlier of the slow-spreading ridge system that extends through the Atlantic Ocean and western Indian Ocean comprising more than half the 55,000-kilometer-length of the globe-encircling oceanic ridge system. A long history of gold production at Nome, Alaska has resulted in long term interest in the nearshore environment as a production target. Mining by Western Gold Exploration and Mining Company offshore of Nome yielded approximately 100,000 troy ounces of gold in the period 1986 through 1990. This study was designed to determine the relationship between heavy minerals, sediments, and gold concentrations which occur in the upper meter of sediment offshore of Nome. Standard procedures were implemented for grain size analysis, heavy mineral separations, and heavy mineral frequency determination.
