The topic area for this paper covers the United States portion of the northern Gulf of Mexico, extending from the Rio Grande delta east to the Florida peninsula. Declaration of an Exclusive Economic Zone in 1983 expanded Federal economic jurisdiction on the continental margins from 12 to 200 nautical miles seaward from the coast. The nation-wide area of the EEZ totals 3 million square nautical miles, with approximately 186 thousand square nautical miles in the Gulf of Mexico. In the Gulf, the continental shelf has an area of 81 thousand square nautical miles, extending to a depth of 600 ft. and having widths of 6 to 120 nautical miles. Specific areas on the shelf offer the greatest potential for containing aggregate and other hard mineral resources. The primary geomorphic features along the Gulf coast include: barrier islands, chenier plains, tidal inlets, bays and lagoons, estuaries, and deltaic headlands. These features are composed of terrigenous siliclastic sediments, except for the west Florida coast, south of 29°N latitude, which is dominated by carbonate sediments. On the shelf, the primary features are linear sand shoals and associated sand sheets, relict delta lobes and channels, and banks related to salt diapirs and coral reefs. The composition and distribution of sediments in these coastal and shelf features are determined by numerous geologic factors including: seabed topography; riverine sediment discharge; sediment dispersal patterns due to currents, waves, storms and tides; tectonics and subsidence; and repeated fluctuations in sea level.

The big money is backing both manganese nodules and manganese crusts as the most likely deep ocean mining development by 2010, but seafloor massive sulphides of copper/gold/zinc offer an alternative bet for a start-up by 2010. A study of the ?form guide? or comparison of these resources provides direction on which resources are economic candidates for commercial deep ocean mining development by 2010. This paper covers the commercial and technical issues of exploration, resource definition, drilling/sampling, sea bed mining options, mine plans, environmental issues, legal tenure and capital and operating costs (i.e., profitability) of these two mineral types. Nautilus Minerals has just completed a pre-feasibility engineering study of mining sea floor massive copper/gold/zinc sulphides at 2,000 m depth. The Nautilus study reviewed a range of mining and lifting options, settling on tracked continuous drum cutter miners to produce 2 million tons per annum of high grade ore. Capital costs are shown to be at least 30% lower than a land based copper mine of the same production capacity. Likewise 75% of world?s copper would be produced at a higher operating cost that the proposed seafloor mine. This paper then draws on the Nautilus study for comparison with earlier feasibility studies by others on manganese nodule mining to predict the likely directions in deep ocean mining to 2010.

The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero's studies and recommendations for developing marine manganese nodules in the late 1950's interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960's was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time. While direct study of high temperature hydrothermal activity and the associated mineral formation as well as study of their scales are possible in the modern ocean, researchers are deprived of such opportunity for past geologic time. Even in cases where hydrothermal deposits that formed in the geological past are preserved they have been covered by sediments or overlain by lava and have become inaccessible after a time for obser-vation and sampling. Rarely are these buried hydrothermal deposits found during deep-sea drilling or coring operations, and their direct study on an ocean scale is impossible at present. Even within hydrothermal fields, without special preliminary detailed surveys, the probability of intersecting hydrothermal edifices that are covered by sediments becomes a rare event.

Papua New Guinea has permitted its first underwater mine. Nautilus Minerals (PNG) Limited is the company permitted to operate the Solwara 1 project. The project is located 30km off the nearest island of New Ireland in the Bismarck Sea. The successful permitting of the activity was due to the existence of a broad legislative framework and the collaborative efforts of stakeholders. Challenges faced included the lack of specific guidelines or policies for underwater mining; lack of existing technology and/or mining method; lack of benefit sharing mechanism for such a project and management of the perceptions of local communities that fear environmental degradation by the mining project. This presentation shares the experience of Papua New Guinea?s first under water mine. A background of the country, the project and the legislative framework are presented. Followed by the challenges and approach taken to permit the project.

Major interest and investment in southern Africa's west coast diamond deposits have resulted in the development of various tools for sampling and mining in the varied geological conditions encountered. Namco's project progression from sampling to mining is discussed with particular reference to the ROV technology employed for both phases of the operation. The Namrod sampling tool was mobilised in June 1995 and following extensive sampling resulting in resource definition, detailed research, design, and engineering was undertaken to develop the NamSSol mining system in conjunction with SubSea Offshore Ltd., a Dresser Industries company. Mining operations commenced in early 1998. History of the background to the development leading to design criteria, engineering considerations, operational parameters and discussion of field performance are presented. The innovative systems employed by Namco represent significant developments in a rapidly expanding technological field.

The marine diamond industry off south-western Africa is maturing rapidly. Some of the larger explorers have reached an advanced stage in their resource development and new mining operations have been started in the last year. Most of the major exploration, mining and marine engineering companies have offices in Cape Town. As a result of the increased activity and experiences to date, new approaches to marine diamond exploration and mining are now evolving. Primary factors contributing the new approaches are namely 1) the concentration of expertise in a localised area 2) the significant increase in the base of available exploration and production results and 3) parallel advances in the marine engineering design and geophysical survey equipment. The sea floor geology and setting of the marine diamond exploration areas is now better understood. Consequently the strategy for exploration and the selection of appropriate survey equipment is improved. Due to new equipment developments, different exploration alternatives now exist, depending on the programme objectives. Significant advances have also been made in the data processing and modelling undertaken to assist in the identification and targeting of potentially diamondiferous prospecting features. Similarly, the design of appropriate prospecting tools and programmes has also been improved. Following exposure to the requirements of the marine diamond industry, the design engineering and operating companies have responded with innovative designs for new prospecting tools. In recent years the availability of relevant information on marine diamond prospecting and production has increased. As a result, there is now sufficient basis for the construction of meaningful financial valuation models that can be effectively used to control and guide the exploration projects, to the benefit of both the explorer and the investor.

Column flotation is a promising technique for processing as-mined, cobalt-rich, ferromanganese crust to separate the valuable crust component from barren substrate-rock, either aboard ship or within the water column. Column flotation testing was carried out in a seawater medium using samples obtained from the U.S. Exclusive Economic Zone (EEZ) in the mid-Pacific Ocean near Johnston Atoll. The collector reagent was a mixture of diesel fuel, fatty acid, and sulfonate previously developed at the U.S. Bureau of Mines for crust flotation using conventional flotation cells. Results are dependent upon particle size and reagent dosage, especially *as these factors affect froth volume and stability. Column flotation results are compared with previous studies in conventional cells. An overview of how column flotation might be applied in an offshore mining and processing system is given.

The age of mineralization, its mode of formation, the time elapsed to amass an economic deposit, its capacity for sustainable extraction and, ultimately, its grade and tonnage, are key aspects in the economic viability of volcanic massive sulphide (VMS) deposits (Ditchburn et al, 2004). Radiometric dating methods applied at GNS Science have been recently refined with the purpose of efficiently determining the ages of seafloor VMS mineralization along active intraoceanic arcs. These developments include: determining the longevity of seafloor hydrothermal systems, details of individual chimney and massive sulfide mound growth, and insights into deep-seated processes, such as the transfer of elements from magmas to their overlying hydrothermal systems. In our pursuit to better understand seafloor hydrothermal systems along intraoceanic arcs, we have thus far compiled age information for three volcanic centres of the Kermadec arc (South Pacific) and one of the Mariana arc (NW Pacific).

Efficient and successful mineral processing is dependent on detailed knowledge of the materials and minerals that are to be separated and concentrated. Common bulk methodologies such as XRD and XRF are fast and easy, and can provide an overview of the mineralogy and bulk chemistry of the material. However, they will not provide any textural information. Knowledge of the often intricate interaction between minerals in seafloor massive sulfide deposits is crucial in plant design for mineral processing. Samples from the Loki’s Castle hydrothermal vent have been characterized by X-ray diffraction (XRD), X-ray fluorescence (XRF), optical microscopy, Scanning Electron Microscopy (SEM), QEMSCAN, Electron probe microanalyzer (EPMA), and Electron Backscatter Diffraction (EBSD). Processing experiments used froth flotation and leaching techniques. The typical line of operation in ore characterization is shown in Figure 1. Mineral processing may be commenced after any stage of ore characterization. However, it is ideal to have completed as many steps in the ore characterization as possible in order to have the most information of the initial feed material. The main economic minerals in the samples are isocubanite (CuFe2S3), chalcopyrite (CuFeS2), and sphalerite (ZnS), with minor galena (PbS) and trace amounts of Au and Ag. The minerals show complex intergrowth textures down to the nanometer scale. These samples exemplify the need for advanced microtextural analyses to adequately characterize ore material prior to processing. The complex textures hamper the use of flotation as an efficient technique, due to the inability to sufficiently liberate the different minerals and problems with selectively floating isocubanite. Thus, leaching was the preferred method for extracting metals.

Remotely control led drills capable of being lowered to the sea-floor from ordinary research vessels have been developed over the past two decades. These drills are currently being used in geological survey programmes on the continental shelves (Canada, Japan, Norway, United Kingdom) and for studies of mid-ocean ridges. Generally the drills fall into two categories: 1) those which are powered from the surface and controlled by an operator, and 2) those which are battery powered and follow an automatic programme. Some drills have a television camera mounted on them sending a picture to the surface as an aid to site selection and geological interpretation. Typically the drills are capable of drilling a core 2.5 - 5 cm diameter up to 10 m long. While most of these drills are designed for <1000 m depth, some can drill in water depths of as much as 3500 m.

The rare earth elements (REE1s; atomic number 57 -71) exhibit a coherent chemistry, are widespread in nature, and tend to occur in characteristic concentrations in different geochemical phases. Because of their predictable chemistry, the REE&apos;s-are highly useful as indicators or tracers of geochemical processes, and are often used as such in investigations of the genesis of terrestrial ore deposits. However, analogous applications of the REE&apos;s to the study of marine mineral deposits have been constrained by our limited understanding of the marine geochemical cycle of these elements. For example, a continuing area of uncertainty in this regard involves the so-called "REE Mass Balance Problem." This problem refers to the fact that detailed geochemical mass balance calculations typically predict a significant imbalance for the REE&apos;s; i.e., the calculations predict that REE removal rates from seawater are 11-18 times greater than their input rates. Yet all other chemical considerations indicate that the REE budget should be roughly in balance. Recent studies at The University of Michigan suggest the solution to this problem lies in understanding the the role of seafloor hydrothermal activity in the marine budget of the REE&apos;s. Geochemical analyses of hydrothermal sediments from two Pacific sites (East pacific Rise at 19°s and the Southern Juan de Fuca Ridge at 45°N) clearly show that the REE component of hydrothermal sediments is primarily acquired via scavenging from seawater. Iron oxyhydroxides, which form as precipitates when hydrothermal solutions are debouched onto the seafloor, are the active scavenging agent. Although the REE content of hydrothermal sediments generally increases with increasing distance from the rise crest, this increase is especially pronounced for sediments deposited below the lysocline,

Both ferromanganese crusts and nodules present potential processors with enormous volumes of tailings of dubious environmental character: most processing scenarios fail to utilize the uneconomic manganese itself, leaving a total waste volume on the order of 96% of the incoming ore. Each current disposal proposal seems flawed: (1) backhauling to the initial mine site is costly and might run afoul of EPA or UN marine dumping*regulations, (2) subsea disposal near a coastal processing site means almost inevitable community opposition, (3) agricultural soil amendment for improving barren lava or coral rubble appears to require prohibitive amounts of supplementary phosphate, and (4) the slag resulting from an energy intensive pyrometallurgical processing may have potential as road ballast, but few processors will opt for smelting in all but those locales where energy is very cheap. This unfortunately rules out a smelting operation in almost any Pacific Island environment. We envision at least one other scenario which could result in both the removal of tailings from a processing plant and an increase in the supply of useful building materials at little or no cost to either the processing or construction industries--transforming a tenacious waste into a novel resource. Ongoing experiments have demonstrated considerable potential for turning acid leach tailings into dark composite facing stone, fancy black tile, novelty ceramics or concrete aggregate. The tailings are commonly very fine grained and may also serve as an additive in drilling mud. Applications as an additive to asphalt also need to be explored. The metal scavenging nature of ferromanganese minerals should be considered as a radioactive waste disposal matrix. There is no doubt that the greatest challenge will be

Since 2013, GSR has undertaken 4 exploration campaigns, which focused on environmental baseline monitoring (marine biology), resource definition and technological change. The seabed nodule collection vehicle has a significant influence on the achievable production rate and is for that reason thought to be a serious risk in developing an economical viable mining operation. GSR is currently working on a pre-prototype of a seabed nodule collection vehicle. The program, called ProCat, started in 2015 and will take up to end of 2019. ProCat can be split up in 2 phases: ‐ ProCat#1 [2015 – Q2 2017]: separate parallel testing of the nodule collection- and driving mechanism (Tracked Soil Testing Device Patania I – TSTD Patania I). The trafficability was tested in-situ; the collection mechanism was tested in a laboratory. Phase 1 has been completed successfully in September 2017. ‐ ProCat#2 [Q3 2017 – end of 2019]: the knowledge acquired during the first phase was used in this 2nd phase. Both collection mechanism and driving mechanism were integrated into the design of a pre-prototype seabed nodule collection vehicle (Pre-Prototype Vehicle Patania II – PPV Patania II). This pre-prototype vehicle will be used for a simulated mining test in Q2 of 2019 in the GSR- and BGR license area. The main objective of the ProCat research program, and especially the 2nd phase, is to integrate the nodule collector on the tracked chassis and develop an operating vehicle causing minimal environmental impact hereby validating the requirements for a full scale polymetallic nodule collection vehicle in the actual operational environment of the CCFZ. Following the ProCat project, GSR is working towards a system-integrated mining test once exploitation regulations have been agreed by the ISA and its member States.

The Myra Falls deposits comprise a complexly metal-zoned polymetallic volcanogenic massive sulfide district located 90 km from Campbell River in central Vancouver Island, British Columbia, Canada. The massive sulfide deposits are hosted by subaqueously-deposited rocks of the Devonian age Myra Formation of the Sicker Group volcanic assemblage. The deposits comprise many individual massive sulfide lenses grouped into several major zones within two main felsic volcanic stratigraphic intervals - the upper Lynx-Myra-Price Horizon and the lower H-W Horizon. The largest of these zones, the H-W and Battle, occur within the H-W Horizon. The first claims in the area of what is now Boliden-Westmin?s Myra Falls Operations were staked in 1917. Early prospecting resulted in the discovery of three massive sulfide showings which eventually became the Lynx, Myra and Price mines. Sporadic exploration was carried out until 1961 when Western Mines Ltd. (now Boliden-Westmin Ltd.) acquired the claims. Subsequent ore definition outlined 1.9 million tonnes of ore (approximately 5 years of mine life) in the Lynx deposit, and mining began in 1966. Pre-mining geological reserves (to January 1, 1997) comprised 6.7 million tonnes grading 3.3 g/t Au, 130.6 g/t Ag, 2.0 % Cu, 1.4 % Pb and 10.2 % Zn for the Lynx-Myra-Price deposits, 17.1 million tonnes grading 2.3 g/t Au, 32.7 g/t Ag, 2.3 % Cu, 0.3 % Pb and 4.2 % Zn for the H-W deposits and 4.2 million tonnes grading 1.1 g/t Au, 27.0 g/t Ag, 2.2 % Cu, 0.5 % Pb and 12.0 % Zn for the Battle deposits. Property-wide production to January, 1996 has been 15.7 million tonnes grading 2.1 g/t Au, 58.7 g/t Ag, 1.9 % Cu, and 5.2 % Zn.

The Atlantic Continental Shelf (ACS) of the United States includes about 391,000 km2 extending from the shoreline to the 200-m isobath. It varies in width from a fraction of a kilometer (offshore of southern Florida) to about 150 km (offshore of Cape Cod, MA). The contained volume, of sand and gravel is estimated to be on the order of 3-7 x 1.011 m3. Concentrations of potentially commercially important heavy minerals (HM) exist locally, particularly in high-energy depositional environments (for example in channels, tidal deltas, ridge and swale areas, and submerged former shoreline complexes). Recently completed and ongoing studies of HM assemblages in vibracore samples from the south shore of Long Island Sound, NY, offshore of Ocean City, NJ, offshore of Cape May, NJ, offshore of the mouth of Chesapeake Bay, VA, offshore of Myrtle Beach, SC (grab samples), and the ACS offshore of Florida provide the information base for this presentation (Table 1). Rodriguez Seamount, located 150 km off the central California coast at the base of the continental slope, was studied using the ROV Tiburon aboard MBARI?s R/V Western Flyer, October 13-16, 2003. Fe-Mn crust and rock samples were collected along the SW flank of the seamount at water depths from 700 to 2100 m; bottom-water dissolved oxygen content (O2) and temperature were determined at each sample site. Fifty-three samples of bulk crusts, crust layers, and surface scrapes (~0.5 mm) were analyzed for 59 elements. Data allow for the correlation of crust compositions with precisely known water depths and seawater O2 measured at the actual site of sample collection. This is the first detailed study of Fe-Mn crust compositions in a region of strong continental-margin upwelling. Compared to open-ocean seamount Fe-Mn crusts, Rodriguez crusts have significantly higher (2-6 fold) mean concentrations of Fe (26.9%), Al (1.65%), Si (13.0%), Cr (82 ppm), Th (64 ppm), and Ag (1.7 ppm); and significantly lower (2-8 fold) mean concentrations of Ca, P, Bi, Co, Cu, Ni, Tl, and especially Te (8.2 times lower). All but one Fe/Mn ratio are >1 compared to <1 ratios for open-ocean crusts. O2 contents (0.35-2.03 ml/L) are nearly perfectly corrected with water depth and elements correlated with one are correlated with the other. The Fe-Mn surface scrapes represent 60-450 ka (mean 150 ka) of growth, whereas the dissolved oxygen contents of seawater represent an instant in time. Assuming that the entire sample set was affected uniformly by oceanographic changes, we suggest that correlation of elements with O2 may reflect oceanographic processes. O2 has a negative correlation with P, V, As, Fe, U, Be, Pb, Cr, Mg, Y, Bi, Te, and REEs (except Ce) and a positive correlation with aluminosilicate-hosted elements (Al, K, Rb, Cs). This later relationship is related solely to water depth, indicating that detritus shed down the seamount slopes accumulates in greater abundances in deeper-water crusts. Si/Al ratios indicate that the detritus includes a large component of biosilica produced by upwelling-mediated high productivity. These observations are supported by positive correlations of aluminosilicate-hosted elements with crust growth rates (range 1.2-13.0 mm/Myr). In contrast, other elements (Sr, Co, Mn, Mg, Te, As, Mo, V, W, U, Ti, Ni, REEs, etc.) are negatively correlated with growth rates. Growth rate has a weak positive correlation with O2. These compositional characteristics indicate that even though low-O2 seawater acts as a reservoir for Mn and associated elements and produces slow growth rates, which would allow for the concentration of elements and surface oxidation processes to occur, the high rate of input of detritus and high bioproductivity ameliorate the strong concentration of most metals. This dilution is significantly enhanced by the doubling of FeOOH in the crusts--the main cause of the generally high growth rates compared to open-ocean crusts. The high growth rates limit the oxidation of Co, Tl, and especially Te on the crust surface, which is reflected by their relatively low concentrations. Within the range of oxygen contents measured, O2 has less of an influence on crust chemistry than does the availability and incorporation of FeOOH and detritus.

This article is a summary, with documentation and references, of recent global developments in identifying environmental issues affecting the marine mining industry. It is recognised that marine mining for various products occurs at various depths from shallow water (e.g. aggregate and diamond mining) potentially to great depths (e.g. metalliferous muds, and manganese crusts and nodules). Nevertheless there are environmental issues in common, even though the options for resolutions will vary greatly. The point of this review is to identify the issues, so that where site-specific resolutions are considered, it is possible to draw on experience with the issues elsewhere. Related mining issues, e.g. tailings effluent quality, orebody geochemistry, are mentioned where relevant but are not detailed in this article, although obviously they are a part of there solutions to the environmental issues. The environmental issues and their resolutions are important - on the basis of the ethic of not creating more impact than is inevitable, and the long-term financial and social costs at a mine-site of not getting the resolutions right.

On the western continental shelf of southern Africa diamonds derived from onshore sources are concentrated in gravels within drowned terrestrial and marine geomorphological features. First discovered offshore in the late 1950&apos;s, they are known to exist for about 1400 km along the Namibian and South African coast in water depths of up to 200 m. Shallow water operations yielded 1.5 Mct during the decade ending 1970 when De Beers acquired a majority of the offshore leases and commenced a 15 year exploration program. Deeper water and the prevailing sea conditions required the development of new, unique, marine mining equipment. The first large scale mining production of 22 kct was achieved by De Beers in 1989 with an output of 22 kct. Annual marine output from all sources now exceeds 0.6 Mct worth some US.$ 170 M, and rising to 0.7-0.8 Mct for 1998. Exploration has also been taking place in the waters of West Africa, Australia, and Indonesia. Exploration is by means of high resolution geophysics followed by sampling using a variety of drills, airlifts and seabed-mounted machines which imitate the eventual mining process. Surveying is now probing depths of 500 m. Smaller scale mining by several junior companies has traditionally involved diving and airlift systems. Increasingly, however, they are adopting different and improved techniques which to date have been employed only by De Beers Marine as contractor to Namdeb. Marine exploration and unit mining costs are high compared to those applicable to alluvial deposits onshore. By 1996 the total development costs incurred by De Beers alone reportedly had exceeded US.$ 500 M. However, the financial rewards are commen-surate because of the higher recovered grades. The operations are not without risk for the total of nearly 10 large and medium scale production vessels deployed by various organisations. The greatest shortfalls are experienced in the estimated throughput, not the grade.

Canada has a long history of marine-related industry and onshore mining. Even so, commercial interest in marine mining, excluding seawater mineral extraction and offshore extensions of hardrock deposits such as iron and coal, has been sporadic; despite the fact that shelf mineral deposits supply a significant proportion of the national market requirements for many countries. Several factors have accounted for this including: a relative abundance of onland mineral desposits; the fact that onland deposits can be mined using conventional technology; and, a general lack of knowledge and public awareness as to Canadian offshore non-fuel mineral resource potential. In the mid-1970s the Department of Energy, Mines & Resources formed the Departmental Coordinating Committee on Ocean Mining. The Committee addressed the question of shelf non-fuel mineral resource potential and concluded that, while several reports had raised the possibilty of this alternative source, there had not been a systematic evaluation of the resource base.
