Diamond production from the reworked beach and river channel gravels along the west coasts of South Africa and Namibia is well known throughout the world, not only for the exceptional quality of the diamonds, but also for the sheer scope of the operations. To date an estimated 140 million carats have been produced from the resource worth some US$40 billion in today's money terms. It is therefore not surprising that it didn't take long before the attention turned towards the possible extension of this valuable diamond resource on similar submerged beaches in the adjacent territorial waters of South Africa and Namibia. This has proved to be a very successful move as the marine production in Namibia today constitutes 48% of that country's total diamond production. Although small scale recovery of diamonds from the sea commenced in the 1950's, the first large scale production came from the operations of the Texan entrepreneur, Sam Collins, in the 1960's. The De Beers Group, which took over Sam Collin's operations in 1969 had all the concession areas, as well as the financial and human resources to tackle the new mining frontier in the correct way by years of data gathering (ie diamond reserves and seafloor terrain studies) before commencing with large scale mining operations in the 1980's. Those who are familiar with the beach mining operations along the South African and Namibian west coasts will have appreciation for the daunting task of surgically removing the payable portion of diamond deposits from the non-payable material on the one hand, and the complex uneven fractured and gullied bed-rock floor of the deposits on the other hand. Not to mention the additional complexities of large boulders and hard calcretised diamond gravel layers (conglomerate) which are sometimes associated with the deposits. It was a natural development that the sea diamond mining operations were approached with the known information of the land operations, attempting to duplicate land mining operations in the sea, but taking cognisance of the variations of the terrain in the different areas. (for an oral presentation) Activities for preparing future deep-sea mining offer the unique opportunity to study environmental conditions and anticipate adverse environmental impacts prior to the commercialization of the activity. Until know, environmental research has first and foremost focused on understanding direct impacts occurring at the seafloor or in the water column such as the removal of substrate, the suspension of sediment or the creation of particle plumes. Impacts occurring above the sea surface have thus far rarely been considered. The operation of deep-sea mining equipment, as well as of mining and transport vessels will be associated with a considerable energy demand. In the open ocean, this energy will be provided by heavy fuel oil (HFO), which is the cheapest and most common marine fuel. The combustion of HFO will be associated with the release of greenhouse gases and other pollutants. Deep-sea mining will thus directly add to already critical air pollution levels caused by international shipping. To contribute to a holistic assessment of deep-sea mining impacts and to address the previously outlined knowledge gap, we present the methodology to quantify the fuel consumption and associated emissions of a potential typical commercial manganese nodule mining operation in the Clarion-Clipperton Zone (Fig.1). Using the mine set up and energy demand estimates from a study commissioned by the German Federal Ministry of Economic Affairs and Energy supplemented by information from literature, we anticipate emissions of carbon dioxide (CO2), carbon monoxide (CO), methane (CH4), nitrous oxide (NO2), nitrogen oxides (NOx), sulfur oxides (SOx), particulate matter and non-methane volatile organic compounds.

This paper discusses operational environmental threshold levels for exploitation of mineral resources in the deep sea. Such criteria are needed to be able to monitor and control deep sea mining with respect to the stringent environmental requirements that are needed. It is recommended to use existing environmental threshold levels for comparable underwater activities. Fields of application are mainly but not exclusively seabed mining operation activities under the governance of the International Seabed Authority (ISA). The threshold levels and limits mentioned in this paper are proposed recommendations based on other activities than seabed mining but are a proven and accepted approach in other maritime industry activities. An example of such other activities with proven and accepted environmental threshold levels are Oil & Gas exploitation activities in the sea. Background The first exploitation of mineral resources in international waters is coming closer. Presently regulations for exploitation for mineral resources in the Area are being developed by the International Seabed Authority (ISA). The ISA regulations will contain the framework related to environmental monitoring of exploitation. However, the regulations will not contain operational environmental threshold levels for the Contractor.

Since industry is progressing into the deep sea, marine scientists have expressed their concern about environmental disturbances which will be introduced by using the deep seafloor for mining metalliferous resources or as a repository for wastes. Environmental studies have been conducted on national levels and in bilateral or multilateral cooperation in the development of manganese nodule mining, as this is generally achieved in marine research. These investigations were partly large-scale and experimental approaches aiming at the assessment of the impacts expected to occur in commercial mining. The results elaborated till today and expected to be acquired in the foreseeable future may remain limited. Reliable impact evaluation will result from monitoring a Pilot Mining Operation (PMO). The lecture will present the broad outlines of a possible program and a preliminary calculation of approximate costs for such a combined industrial test and environmental monitoring event. Although the extent of necessary efforts for the environmental risks evaluation can only be estimated rather vaguely, it will become evident that the required human, technical, logistical, and financial resources to be mobilized will exceed industrial capacities and go beyond national funds. Therefore, such assessment of environmental risks is calling for broad international cooperation. While industrial developments for mining the deep sea will be ruled by competition or probably by restricted joint ventures, environmental care ranges outside competition and falls within the interest of all parties involved. Environmental studies, unlike technologies for the same function, do not primarily need duplication. International cooperation in PMO monitoring would equally well support all mining companies or consortia, it would minimize the efforts for all engaged in this challenging venture of deep-sea mining and it would maximize the precautionary discussion on and the care for the deep-sea environment.

"Mineral deposits found near seafloor hydrothermal venting are of great economic interest. Valuable metals such as gold, copper, zinc, and other polymetallic sulfides are found in appreciable grades in seafloor massive sulfide (SMS) deposits associated with these vents. For mapping these deposits, electromagnetic prospecting is one geophysical method that is very useful because copper/gold rich deposits are highly conductive.Ocean Floor Geophysics (OFG) in 2008 developed the first EM system to successfully map the limits of conductive mineralization in a survey at the Solwara 1 deposit (Kowalczyk, 2008). Since then, towed coincident loop time domain systems have been developed by Waseda University (Nakayama and Saito, 2016) and have successfully detected known mineralization buried at 30m depth. Using a deep tow controlled source electromagnetic (CSEM) array, very clear anomalies have been measured (Murton, 2017) over known mineralization at the TAG field on the mid-Atlantic ridge.In 2014 and 2015, OFG partnered with Fukada Salvage and Marine Co. Ltd. and the Scripps Institution of Oceanography to map methane hydrate deposits off the coast of Japan using a towed controlled source electromagnetic (CSEM) system developed by Scripps. These hydrate deposits are resistive targets, and the Scripps system successfully mapped subsurface electrical resistivity distributions to depths of several 100 metres below the seafloor. OFG is attempting to extend the Scripps CSEM technology to map subsurface conductive SMS deposits to a similar range of depths below the seafloor."

Many attempts have been made to design and build an AUV that is small, meets the sensing objectives and is cost effective. Many inventors have already designed smaller vehicles but the problem observed is an increased vehicle instability resulting in instrument instability where data gathered is not trustworthy. Additional problems include instrument weight to vehicle weight ratios and the lack of space for power storage and electrical components. The UFOceanic seeks to remedy these concerns by employing a completely different design and propulsion system. Still in the design stage ? now with a mock-up unit for testing, the results are encouraging. We have chosen a very low voltage embedded systems design using multiple PIC processors and fuzzy logic programming. We are designing the craft to rotate for stability and to provide friction reduction to minimize the need for instrument stability compensation and propulsion power. Additionally, we are looking and experimenting with a number of power plant drive systems including flywheels, GNP (plasma), fuel cells and more conventional systems. We of course plan for the UFOceanic to run for months at a time supported by a self-charging system.

Wherever hydrothermal fluids vent from the seafloor they will buoyantly rise (up to 100?s of meters) while mixing with seawater before attaining density equilibrium and dispersing laterally as neutrally buoyant plumes commonly 50 to several 100?s of meters in thickness and with order-of-magnitude or greater breadth. Although these plumes are typically >10,000-fold dilutions of vent fluids they can be reliably detected using sophisticated physical sensing and chemical techniques. Hence, hydrothermal plumes are spatially large targets compared to the actual sites of seafloor fluid discharge and resulting mineralization. For this reason plume prospecting techniques evolved over the past 20+ years have been widely used to systematically explore over 10% of the 60,000-km-long system of mid-ocean ridge (MOR) spreading centers for hydrothermal activity. While plume detection and gradient mapping can be used to home in on venting sites, plume chemical signatures provide additional insight regarding the nature of the fluids being discharged on the seafloor. We have applied the systematic plume prospecting techniques developed on MORs to the volcanic frontal arc setting as part of the NZAPLUME (New Zealand American PLUme Mapping Expedition) surveys. NZAPLUME I in March 1999 marked the first systematic reconnaissance of any intra-oceanic arc for submarine hydrothermal activity. Seven of thirteen previously mapped volcanoes that comprise a 260-km-long section of the southern Kermadec arc northeast of New Zealand were confirmed to be hydrothermally active. On average, one hydrothermally active volcano was found along each 35 km of arc front, a rate comparable to slow- and intermediate-rate spreading MORs. During NZAPLUME II in May 2002, thirteen previously unknown volcanoes and 8 satellite cones were first swath mapped for bathymetric detail and then surveyed using plume prospecting techniques. Three active venting sites were discovered along this 580 km-long arc section, bringing the total to 10, or 39% of 26 volcanoes surveyed overall, still an appreciable frequency rate for venting sites compared to MORs. While only chemical results for NZAPLUME I are available, the arc plumes characterized so far are chemically diverse and rich compared to MOR plumes. This diversity and enrichment was most evident as ultra-high concentrations of CO2, sulfur gases (St = SO2 + H2S), and Fe within plumes over several volcanoes. We suggest the fluids discharging from the seafloor at these sites are volcanic fluids, i.e., hybrid fluids comprised of MOR-like hydrothermal fluids evolved from seawater-rock reaction and fluids exsolved from magma as acid volatiles and liquid brines.

"These 40 years, deep-sea mining for manganese nodules, cobalt-rich manganese crusts, and seafloor massive sulfides has been continuously business and R&D targets. The economy is the most important factor for realizing the venture. Some technological options to increase the economy of deep-sea mining are introduced. They are a mechanical lift, waste rejections on seafloor, a substrate recovery as byproduct, and a pulp lift. An example application of one of the options is economically examined. Not only the same type examinations but also some technological clarifications of the options in detail are necessary.BACKGROUNDManganese nodules (nodule), seafloor massive sulfides (SMS), and cobalt-rich manganese crusts (crust) have been well recognized as future metal sources these 40 years. Among them, the nodule was the first recognized ones. The mining technologies for the deep-sea mineral resources, therefore, have been mainly developed in the major R&D projects for the nodule.The mining systems considered were shuttle miner, continuous line bucket (CLB), and hydraulic dredge ones. The shuttle miner system studied by France was a kind of basic study for autonomous underwater vehicle. The CLB system was an effective approach for a small scale and less investment cost mining (Masuda and Cruickshank, 1995). However, both were considered not effective for a bulk scale production rate mining such as 1.5 million tons per year in dry weight. In the hydraulic dredge system, a steel-pipe and flexible-hose conduit for nodule transportation named “pipestring” and a hydraulic pumpup instrument for creation of upward water flow in the pipestring named “pump-lift” or “air-lift” were adapted and developed. Hence, the hydraulic dredge system became the main stream in the mining system."

There has been a recent surge of interest in existing and proposed institutional mechanisms that would govern the exploration and disposal of nonfuel minerals within the U.S. ocean jurisdiction. The Minerals Management service, a bureau of the Interior Department, has begun to promulgate regulations to allow the exploration and leasing of lands for nonfuel mineral development on the outer Continental Shelf of the united States. At the same time, a bill has been introduced in the U.S. Congress that would create a new ?national seabed? and authorize the allocation of exploration licenses for marine nonfuel minerals. Because only limited efforts have been devoted to the discovery of marine nonfuels in areas beyond the territorial sea of the United States (and no production has occurred), exploration and the generation of resource information are two primary foci of these regulatory and legislative efforts. Generally, minerals exploration activities (and associated R&D on exploration and production technologies) are eligible for the same institutional incentives available for other industrial efforts, including tax preferences for research and experimentation, patent protection, small business innovation research grants, and even the new leniency in antitrust rules

"INTRODUCTIONHydrogenetic Fe-Mn crusts are ubiquitous in the ocean basins and play an important role in marine mineral-deposit research because of their widespread occurrence and high concentrations of valuable and rare metals. Directed research, which started in the last quarter of the 20th century, has provided significant results, with substantial amounts of data produced on Fe-Mn crusts structure, composition, and distribution in the global ocean [3, 4 - 8]. Now, commercial interests gain more and more attention. Mining systems are being developed which involve fragmentation of the crusts and their separation from the substrate. The effectiveness of such activities greatly depends on physico-mechanical characteristics of the crusts and rocks on which they form. This determines the importance of the engineering geological study of the objects.This article comprises the results of the engineering geological studies of the crusts samples (72 samples) and their underlying rock substrates (75 samples), which were carried out during the research cruises 6-06, 6-07, 6-08, 6-13 (2006-2013) on the Magellan Seamounts guyots in the Western part of the Pacific Ocean by the specialists of the State Scientific Centre Yuzhmorgeologia [10 - 13, 19, 20]. Polymetallic sulphide (PMS) deposits have recently been discovered associated with hydrothermal vents on the sea floor off Vancouver Island, B.C. Visual estimates indicate reserves in excess of 1 million tons. Reliable reserve estimates have not yet been made, however, due to the extreme difficulty of drilling cores in 2 km of water. Few geophysical techniques can aid in the exploration of these deposits. There is little or no difference in radioactivity, magnetic susceptibility or electrical resistivity between the deposits and the surrounding sea floor sediments. This precludes radiometric, magnetic, electromagnetic and resistivity methods. There is a density contrast, but the logistics of gravity surveys at such depths are formidable. The physical property which shows the most contrast with the sea floor sediments, and which is perhaps one of the easiest to measure (with modern equipment) is polarizability. The induced polarization (IP) method is one of the major electrical geophysical techniques for exploring for PMS deposits on land.

The 1982 United Nations Convention on the Law of the Sea contains major provisions that U.S. negotiators have sought for over two decades. The internationally recognized right to the mineral resources of a broad continental margin is of potentially enormous future importance to the United States. Although water depths reach 10,000 feet in some of the deeper areas of the margin, technology is rapidly making those depths economically accessible. In 1997, production in the Gulf of Mexico will reach a world record water depth of 5400 feet. Of perhaps even greater importance to the oil and gas industry is the broadly acknowledged right for tanker transport of oil to take place throughout all parts of the world's oceans.

In contrast with the United Kingdom, the Netherlands, and Japan, the marine mining industry in the United States exists at a very rudimentary level. Depletion of onshore resources has undoubtedly been an important factor in the development of marine mining industries abroad. However, the institutional framework presented by government can advance or present obstacles to the development of a marine minerals industry. The role of government involves questions of the degree of risk sharing between government and industry, as well as questions of the strategic and economic importance of developing the technology and the infrastructure to recover minerals. In 1984, the Minerals Management Service (MMS) created a program office to handle these questions and to respond to a potential increase in commercial opportunities that might result from the Presidential Proclamation establishing a U.S. Exclusive Economic Zone. A critical component to the success of the program has been the formation of partnerships with coastal States to pursue projects in areas of mutual interest. Such projects involve commodities showing commercial promise and strong public need. Such a cooperative approach lessens the risk of Federal, State, or private interests working at cross purposes.

Ferromanganese crusts have traditionally been considered a potential ore for Co, whereas ferromanganese nodules have typically been considered a potential ore for Ni and Cu. However, both nodules and crusts sequester high concentrations of many metals (Table 1) from sediment pore waters and seawater, many of which are essential for high-tech applications. The resource potential of these rare and valuable metals is poorly known and they are the subject of considerable current research. The need for adequate and dependable supplies of these metals is essential for the development of new technologies. The rare-earth elements have recently received much attention in the scientific and popular press because of their use in so many high-tech applications and because more than 95% of the production comes from China (e.g., Service 2010); consequently, there is concern about the possibility of a significant decrease or even curtailment in exports from China. The lack of a primary source and the inadequate supply of Te have prohibited the development of a Cd-Te photovoltaic solar-cell industry (Hein et al. 2010). Inadequate supplies of many of the elements listed in Table 1 are limiting the development of key high-tech industries, forcing the use of alternative metals that [ ] may result in less efficiency or less favorable properties for a product. The rare-earth elements, Te, and other elements listed in Table 1 occur in high abundances in marine hydrogenetic and diagenetic ferromanganese deposits. Here, we look at the mechanisms by which these rare and valuable metals are incorporated into different genetic types of marine ferromanganese deposits.

INTRODUCTION Airlift pumping, utilize compressed air that is injected at the bottom of a vertical pipe submerged in the water, reduces the mixture density inside the pipe and lifts the liquid or mixture of liquid and solids. This type of pumping technology, which is simple and without moving parts submerged in water, which provides several advantages compared to the mechanical pumping. Airlift is used in various difficult pumping applications such as transport of fluids corrosive to metals, explosives, nuclear and toxic materials in chemical industries, diamond mining and coal transport. Application of airlift to deep sea mining conditions was investigated by extensive laboratory experiments [1], theoretical analysis [2], and limited proof of concept field studies [3] starting in 1970’s with the discovery of huge amounts of manganese nodules discovered on the seabed at a depth of ranging from 4000 to 6000 m . Even after extensive investigations over the last five decades, there exists no commercial application of airlift technology for lifting of minerals. The major problems with the application airlift for deep ocean mining was (a) lack of control over the expansion of the injected gas, which increases the velocity in upper part of the riser pipe (b) lower efficiency compared to mechanical pumping [3]. Different flow regimes are encountered in airlift pumping: bubble, slug, churn and annular flow. Annular flow regime is the least efficient in lifting of particles and churn flow has better efficiency [3].

The face of mining as we know is changing as mining companies all over the globe realize the reality of accessing the vast mineral wealth contained on, and under, our ocean floors. With some land based mineral deposits being fully exploited across the world, deep sea mining is set to revolutionize global approaches to the search for precious metals and other sought after minerals. Previously, the financial and technological implications of deep sea mining outweighed the benefits of access to the mineral rich deposits identified all around the world. The process of marine diamond mining off the west coast of southern Africa started in the late 1950s, and subsequently continued by De Beers to the present day, has proven to be an excellent proving ground for the development of technology and mining systems that ensure a sustainable and financially viable business.

"INTRODUCTIONSeafloor massive sulfides (SMS) along mid-ocean ridges are often seen as a possible future contribution to a secure metal supply for global human needs. A growing interest over the past few years resulted in six national exploration licenses and one application pending, covering 10,000 km2 each, that have been brought before the UN International Seabed Authority (ISA) since 2011. Each contractor has to explore these 10,000 km2 within the 15-year runtime of the contract. However, the need to define areas that are not economically interesting is more pressing, as 50% of the 100 license blocks have to be returned to ISA after only eight years - hopefully areas that do not contain large and economically interesting SMS deposits. Current geochemical prospecting technologies, however, have mainly been developed for the search for active hydrothermal systems (e.g. hydrothermal vents and associated black smokers) that can easily be traced through physical and chemical anomalies in the water column (temperature, chemical variations of elements such as Mn, Fe, redox potential, and/or the particle concentration in the water column). Such plume surveys have been a primary tool for exploration of SMS systems, but they only identify active, and therefore mostly young and small hydrothermal systems. In a recent high-resolution AUV survey performed within the EU-FP7 funded project “Blue Mining”, we covered 47 km2 along the TAG segment of the Mid-Atlantic Ridge to test exploration methodology for fast and reliable exploration of larger areas of the seafloor for inactive seafloor massive sulfide occurrences using the autonomous underwater vehicle (AUV) “Abyss”."

Investigations of the Gorda Ridge within the proclaimed U.S. Exclusive Economic Zone off northern California and southern Oregon, and the Mid-Atlantic Ridge extending along the center of the Atlantic Ocean, have received new impetus from the discovery of hot black smokers, sizeable polymetallic massive sulfide deposits, and vent animals at the Mid-Atlantic Ridge by the NOAA VENTS Program in 1985. Prior to that time, the oceanographic community focused investigations of seafloor venting at the faster-spreading oceanic ridges of the Pacific Ocean including the East Pacific Rise, the Galapagos spreading center and the Juan de Fuca Ridge because a consensus held that the faster spreading rates at these ridges were necessary to supply the heat to drive black smoker-type venting. As the only oceanic ridge in the Pacific with slow-spreading characteristics, the Gorda Ridge is an outlier of the slow-spreading ridge system that extends through the Atlantic Ocean and western Indian Ocean comprising more than half the 55,000-kilometer-length of the globe-encircling oceanic ridge system. In response to recent discoveries at the Mid-Atlantic Ridge the oceanographic community is shifting more of its activity to investigation of hydrothermal venting and related processes at slow-spreading oceanic ridges. The 1982 United Nations Convention on the Low of the Sea includes provisions under Article 76 for extending a coastal State's jurisdiction beyond the 200-nautical-mile (nm) Exclusive Economic Zone (EEZ) and for establishing the seaward limits of sovereign rights over natural resources. Article 76 prescribes a set of methodologies for determining these outer limits based on physiography and sediment thickness. The methodologies were applied to each of the five continental* margin areas of the United States - Atlantic, Pacific, Gulf of Mexico, Alaska, and Pacific Islands-using existing digital hydrographic and geologic data. Figures 1 and 2 show the results of applying the methodologies to the Atlantic, Pacific, Alaskan, and Gulf of Mexico continental shelves. Figure 1 depicts the preliminary limits of each of the Article 76 determinations for the Atlantic and Gulf of Mexico continental shelves. The Atlantic limits were described by Carpenter, Thormahlen, and Amato (1995) at the 26th Underwater Mining Institute.1 The limits for the Alaskan continental shelves are shown in Figure 2. Additional areas beyond the 200 nm EEZ are highlighted. These include a small area north of the U.S. - Canada boundary, containing 7,000 km2, a large area north of Point barrow (395,000 km2), and a third area north of the Aleutian Islands (178,000 km2). The shelf between the first two areas appears to have sediments thick enough to qualify for the 1 percent method (Irish Formula); however, year-round ice cover has prevented acquisition of seismic or drill data. The entire northern Alaska shelf is prospective for petroleum The Gulf of Mexico (Figure 1) has two small areas beyond the EEZ known as "doughnut holes." One is south of Louisiana and includes part of the Sigsbee Escarpment, an area believed to have potential for oil and gas. Oil was found on Sigsbee Knoll in cores from Deep Sea Drilling Project's Leg 1 cruise in 1968. The Sigsbee areas contains about 6,000 km2. The second area is south of the Florida panhandle and contains about 12,000 km2.
