Environmental considerations are a key driver within the marine mining consenting process across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. The risks can be mitigated by the common application of existing seabed biological expertise in baseline assessment and monitoring. The key ingredients of a fit-for-purpose, cost-effective seabed ecological assessment include early consideration of ecological issues within the project life-cycle through undertaking detailed desk-top studies as-wellas the multiple-use of data that have been acquired as a consequence of prospecting processes, with such data including remote acoustic data, seabed imagery and sediment samples. These data can be used to inform the design of robust benthic baseline surveys which provide adequate information on the ecological character of the environment in question and habitats and species of conservation importance - decreasing project risk and increasing the likelihood of securing consent.

INTRODUCTION Seafloor Massive Sulphides are typically found near the oceanic ridges at larger water depths (>1km). The physical properties of SMS, as shown in table 1, are comparable to the properties of weak rock. One of the technical challenges to enable extraction from these locations is the cutting or excavation process. Experiments have shown that the energy needed to excavate the material may increase with water depth (Alvarez Grima et al. 2015). Besides that, it is demonstrated that rock that fails brittle in atmospheric conditions can fail more or less in a plastic fashion when present in a high pressure environment, as would be the case at large water depths. The goal of this research is to identify the physics of the cutting process and to develop this into a model in which the effect of hydrostatic and pore pressures is included. The cutting of rock is initiated by pressing a tool into the rock. As a result, at the tip of the tool a high compressive pressure occurs, which leads to the formation of a crushed zone. Depending on the shape of the tool and the cutting depth, shear failures might emanate from the crushed zone, which will eventually expand as tensile fractures that can reach to the free rock surface. Through this process intact rock will be disintegrated to a granular medium. For an overview of the process (figure 1). Additionally, the presence of water in the pores of and surrounding the rock influences the cutting process through drainage effects. The most relevant effects are weakening when compaction and strengthening when dilation occurs in shearing and tension. Deformation of the rock causes the pore volume to change, resulting in a under or over pressure. As a result, the pore fluid needs to flow. The magnitude of the potential under pressure is limited through cavitation of the pore fluid, limiting further reduction of the pore pressure (figure 2). The drainage effects cause the rock cutting process in a submerged environment to show a stronger dependency of both the hydrostatic pressure as well as the deformation rate (figure 3).

With the pending U.S. ratification of the United Nations Convention on the Law of the Sea (UNCLOS), the subject was raised as to the Convention's potential impact on U.S. ocean science. The Ocean Studies Board (National Academy of Sciences) elected to convene a two-day workshop in October 1995 to consider the potential impacts and to determine whether or not they warranted a more formal and intensive study. A review of the workshop discussions and deliberations concerning the matter of UNCLOS and U.S. ocean science will be presented.

Studies of benthic recolonization in the aftermath of marine aggregate dredging in the U.K. and elsewhere are limited and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed extraction sites in the U.K. at various times following cessation of commercial dredging are very limited, and so judgments as to the likely progress towards environmental restoration and the time-scales involved continue to be based on predictions rather than real data. This field-based research programme was commissioned to enhance the understanding of processes leading to physical and biological recovery of the seabed following dredging, thereby aiding the identification of practices to minimize environmental harm at licensed sites, and to promote rehabilitation on cessation. The outcome of survey work will have the notable benefit of allowing questions about the present status of locations hitherto subject to commercial exploitation to be answered directly, rather than by inference.

"TOML’s ISA Contract comprises six areas (A-F) that span from 118° to 152° W and from 7° to 15° N or over 70% of the CCZ.During a 2015 exploration cruise, TOML scientists found that the a logging system developed by ISA (2010) was able to be adapted and enhanced, to describe in some detail the varied morphology of nodules both within the TOML areas and between them.The shapes and sizes of nodules seen were then found to relate to substrate type and setting, and thus likely thickness and long-term stability of the geochemically active layer. Consideration of the various processes that might influence growth helps constrain nodule formation further. The marine mineral resources of the U.S. middle and south Atlantic shelf are little utilized. The largest resource, sand and gravel, is used for beach nourishment and protection and, to a much lesser degree, as construction aggregate. The potential for increased utilization is great. Submarine deposits of shell have been mined for lime and for use in the oyster industry. Although significant quantities of manganese nodules and crusts are present on the Blake Plateau, exploitation in the foreseeable future is unlikely. Similarly, major phosphorite deposits in North Carolina's inner shelf probably will remain unexploited as long as onshore deposits remain available. Placer deposits of heavy-mineral sands, especially the titanium minerals, offer the possibility of exploitation. This possibility might be enhanced by consideration of joint development of sand or aggregate with heavy minerals.

The northern Izu-Ogasawara Arc is characterized by an abundant distribution of submarine calderas along the volcanic front to the back-arc rift zones. In many of these calderas hydrothermal activities are observed. Among these calderas, hydrothermal ore deposits with economically feasible quality and amounts are hosted at two calderas, the Myojin Knoll Caldera and Beyonnaise Knoll Caldera. We conducted two research cruises in 2005 and 2006 to investigate further hydrothermal activities and ore deposits in these calderas and to complete the geological and geophysical mapping in the area. We discovered a strong signature of hydrothermal activity in the Myojin-sho Caldera using AUV capabilities. Newly obtained geological and geophysical data clarified the relationship between back-arc rifting tectonics and hydrothermal activities in the area. Five calderas (two of them newly found) and numerous (>200) volcanoes are mapped in the area. Complete SeaBeam coverage showed a distinct feature of the back-arc rifting activity and its relationship to the submarine calderas on the volcanic front. The back-arc rift zones composed of four segments separated by E-W trending volcanic ridges. Three of the calderas are located in the rift zone and are heavily deformed by the rift normal faulting that typically trend NNW-SSE. As the Beyonnaise Caldera is located in a swarm of faulting zones at the eastern end of the back-arc rift, the formation of the hydrothermal ore deposits found in the Beyonnaise Caldera are apparently affected by these faulting activities. Newly found submarine calderas are located in the rifting zone and are heavily faulted.

The two HYFIFLUX cruises of the German RV SONNE (SO 99/1995 and SO 134/1998) were organized in the framework of a co-operation between several German universities and two European marine research partners. It is a multidisciplinary program for the study of hydrothermalism with its associated geological, mineralogical, and biological processes in the North Fiji Basin (NFB) in the SW-Pacific. The main achievements of the HYFIFLUX cruises were detailed multibeam Hydrosweep mapping in order to identify the detailed tectonic setting, water sampling at hydrothermally active vents, mineral sampling at inactive sites with sulfide, sulfate, and silica mineralizations, and sampling of basaltic rocks, (Halbach et al. 1999). Oceanic accretion in the NFB is characterized by a double spreading system (Auzende et al. 1994),with one spreading axis located in the median part of the basin (Central Fiji Ridge, CFR) and the second one located immediately west of the Fiji platform (West Fiji Ridge). Most of our investigations were done in the northern part of the N 15° segment of the CFR, which corresponds to area A of our program, area D is located farther south in the NFB and corresponds to the N-S segment of the CFR (Fig. 1). During previous works under the French-Japanese STARMER project, the active ?White Lady? mound and the extinct Père Lachaiseí site were sampled; these samples were studied by Bendel et al. 1993. Here an inactive hydrothermal field was studied, where there were many sediment-covered chimneys in various stages of disintegration, (Bendel et al. 1993). SUMMARY The Clarion Clipperton Zone (CCZ) hosts the most valuable deposit of polymetallic nodules yet discovered. Understanding the geology of this deposit is key to its effective exploration and mining. Nautilus Minerals (via its subsidiary Tonga Offshore Mining Limited; TOML) has been progressing its understanding of the relationship between seafloor morphology/structure and nodule abundance/morphology, both locally (within its contract areas), and globally (across the CCZ and the span of its contract areas of almost 70% of the CCZ). We present the first results of a project with the aim of developing a method to quickly and accurately map seafloor morphology/structure (Tectonic Subcomponent scale) without the necessity for high resolution seafloor multibeam data. Furthermore, the results presented here will allow a first attempt in understanding the relationship between seafloor geomorphologically-defined zones and plate-scale tectonics of the CCZ and adjacent plate segments. INTRODUCTION A relationship between the type of geochemical active layer and nodule abundance/morphology has long been understood (ISA, 2010). Consideration of the range of differing nodule types found within, but especially between, the TOML contract areas allowed Parianos and Pomee (2017) to refine this relationship further via interpreted thickness and dynamism of the geochemically active layer. The scale of the deposit, both in terms of space and time is staggering (a 10-20 cm thick deposit, spanning almost 4500 km, varying within a circa 10 Ma period), but a segment wide geological map may one day prove to reflect controls on nodule formation and distribution.

The occurrences of polymetallic minerals within the Exclusive Economic Zones (EEZs) of many Pacific Island Countries (PICs) have been confirmed through marine scientific researches and seabed minerals exploration in the last forty years, and are increasingly being recognized by nations as a future potential source of revenue and economic development. For many of the smaller PICs, this may represent the only exploitable natural resource sector apart from fish. SOPAC (then under the CCOP/SOPAC) was actively involved with deep sea mineral exploration in many countries in the South Pacific between the 1970s and early 1980s that led to the discovery of a number of seabed mineral occurrences within the EEZs of these countries. In collaboration with SOPAC, a number of multinational consortia and national agencies were involved in this early stage of seabed mineral prospecting in the region. This was followed by a twenty-year (1985-2005) marine mineral prospecting in the Pacific through the collaborative effort of the Government of Japan and SOPAC as well as the Ridge 2000 program. Other mineral prospecting and marine scientific research initiatives have been conducted in recent years and the most notable one is the Nautilus Minerals advanced exploration in the Manus Basin in PNG. Based on the results of previous exploration, a number of countries in the region with moderate to high deep sea mineral resources potential are identified. Seafloor Massive Sulphide deposits have been confirmed in PNG, Tonga and Fiji while the Cook Islands and Kiribati have high manganese nodule resources potential in addition to significant occurrences of Cobalt-rich Crust within the EEZs of the Marshall Islands and the Federated States of Micronesia. Despite the recent surge in deep sea minerals interest and activity around the Pacific, specific policy, legislation and regulations necessary for the governance of deep sea mineral resources are lacking. Also lacking is the specific technical and human resources capacity essential to ensure that PICs are able to effectively manage these seabed resources. Consequently, SOPAC under the EU funded Deep-Sea Minerals (DSM) Project will work with Pacific ACP States to develop a regional regulatory framework from which they can develop their national frameworks for the sustainable management of their marine mineral resources. The work is of critical importance if PICs are to have effective environmental, fiscal and social management instruments in place for the exploration and exploitation of deep sea minerals that could support economic growth within the region as a whole.

The marine minerals program of the Minerals Management Service (MMSI has undergone significant changes during 1991. Formerly the Office of Strategic and International Minerals, the program has been renamed and invested with additional responsibilities. The new name, Office of International Activities and Marine Minerals, (INTERMAR) reflects its dual mission. INTERMAR'S role in the international area was broadened in January 1991 to provide the MMS with a focal point for identifying and coordinating international opportunities of mutual interest and benefit. Opportunities include energy and nonenergy minerals and a broad range of areas such as resource and environmental assessment and management, structural and operational safety, royalty management, regulatory matters and public affairs. Cooperative efforts involving information exchanges, training programs, research, and similar arrangements are receiving particular emphasis. Australia, Canada, France, Japan, Sweden, the United Kingdom and the USSR represent a growing list of countries with whom arrangements have been established. Support has also been lent to other Federal Agencies and the United Nations in areas where MMS expertise and resources can impart a significant contribution. Opportunities will also be explored which involve Pacific insular areas.

Growth characteristics of Co-rich crusts from the Western Pacific have been approached. The thick crust shows 3 structural layers: compact upper layer, porous middle layer, and compact lower layer. The middle and lower layers have obviously different microscopic structure, color, and luster. Preliminary study of Calcareous nanofossils in one crust shows that the crust began to grow since Paleogene. The porous middle layer was formed from late Miocene to late Pliocene (Ca. 0.5 ~ 11.9Ma) and the compact lower layer was formed from late Paleocene to late Oligocene (Ca. 56.3 ~ 23.2Ma). The sedimentary hiatus of a 14.26Ma was observed between the middle and lower layers. The boundary between them to be Oligocene/Miocene (O/M) shows an important message on growth age.

The Marine Minerals Technology Center (MMTC) was established by Congress in FY 1988 as part of the Mineral Institutes Program, administered by the U.S. Bureau of Mines under the auspices of the Department of the Interior. The primary objective of the MMTC is to encourage the development of selected mineral materials from U.S. seabeds by providing opportunities for appropriate engineering systems research, development, and technology transfer within academic, government, and industrial communities. The center will also provide the leadership and facilities required for the education and training of the nation's scientists and engineers in the field of ocean mineral development. Because of the broad spectrum of study encompassed by the field of ocean mining and mineral resources, the MMTC is organized to include separate divisions for nearshore and deep ocean research. The Continental Shelf Division is administered by The Mississippi Mineral Resources Institute (MMRI) of the School of Engineering at The university of Mississippi. Deep Reach Technology, Inc. recently completed a multi-year cooperative research project for the U S Army Research Laboratory for the purposes of investigating recovery of rare earth elements from the seabed. This research led to the discovery of a potentially economical deposit in the Exclusive Economic Zone of the Cook Islands. In order to further develop this resource, Ocean Minerals LLC (OML) was formed in 2016 to explore the development of a deep-sea mining project to recover rare earth elements and scandium from the upper 10m of sediment in promising areas of the Cook Islands Exclusive Economic Zone. OML and the Cook Islands Investment Corporation signed an Agreement in 2016 giving OML exclusive rights to explore a 12000 sq km area and option rights over an additional 48,000 sq km. This poster presents the current status and activities related to this project.

Approximately a century lapsed between the time nodules were discovered and the beginning of commercial exploration in the early 1960's. A period of rapid development of exploration and mining technology ensued over most of the next two decades. In recent years advancement has been sharply curtailed. This paper discusses the constraints inhibiting nodule mining and some developments that could aid in overcoming certain difficulties. Specifically, the greatest single constraint is economic. With few exceptions mineral markets are badly depressed. Present projections for development of nodules are for the late 1990's or beyond. However, the U.S. awarded exploration licenses in mid-1984 and more recently boundaries of license areas have been released. These conditions promote cooperation among organizations engaged in deep ocean mining. Survey data, and where appropriate some data products, have been exchanged between various consortia. The present hiatus in at-sea activities provides an excellent opportunity to investigate the best means to proceed. This period of quiescence offers a rare moment to distill the meaningful values of an era of hectic activity to permit more efficient development in the future.

Within the frame of the German-Indonesian cooperative Bandamin research project two short cruises (7 station days each) were carried out which led to the Flores-Banda basin located north of the active volcanic arc. This basin is part of a large island-arc subduction-collision system resulting from a complex plate tectonic situation in which three major plates collide with each other. The eastern part of the Sunda-Banda convergent margin also includes the transition from subduction of oceanic lithosphere to collision of the Australian continental crust with the arc. This transitional part is cut and displaced by various large obliquely striking fault systems. Thus, the south eastern and eastern arc segments represent geological conditions which are suitable for the development of hydrothermal convection and potential mineral precipitation. Our study area lies north of the transitional section between Flores and Wetar. We started with a high-resolution bathymetric mapping of 240 km2 in a region some 36 km north of the island of Lomblen. A small submarine neovolcanic ridge was discovered striking approximately NW-SE and consisting of several submarine volcanic structures. In the northwest of the study area, the active subaerial Komba Volcano (Batu Tara) marks the youngest continuation of the ridge system examined. From the ridge we collected fresh and hydrothermally altered volcanics with disseminated sulfides (pyrite, pyrrhotite, markasite, and chalcopyrite), together with ferrugenous gossans.

Several polymetallic sulfide deposits (copper, zinc, f lead, silver, f gold) presently exposed at the surface of the ocean floor are of sufficient size and apparent grade that they will someday be seriously considered as mineable resources. Responsible ocean mining may have some real environmental advantages over land mining, although they both share the same downstream problems caused by smelting and refining. The area of disturbance for an ocean mine would be much less than for an equivalent sized deposit on land around which considerable rock has to be excavated in order to get at the ore. Acid mine drainage, a very serious problem in land ming, would not be a concern in the alkaline and oxygen deficient environment of the deep ocean. There would undoubtedly be loss of habitat for some marine organisms but this could be minimized by mining deposits that are no longer hydrothermally active and therefore support little life. The risk of severe corrosion and thermal damage to the mining equipment at hydrothermally active sites would probably preclude their recovery in any event. The scientific community and environmental advocates should take advantage of the long lead time before ocean mining commences to insure that the environmental mistakes of the past, as encountered in some land mining, are not repeated. In order to fully understand and thereby mitigate the consequences of recovering seafloor sulfides, test mining of a small deposit using the German-designed high capacity television grab, preceded and followed by detailed observations of the mining site from a submersible, is proposed.

"Germany, like several other countries, has entered a contract with the International Seabed Authority (ISA) to explore the prospects of commercial manganese nodule mining in the Clarion-Clipperton Zone (CCZ). Ensuring a maximally sustainable deep-sea mining operation requires a thorough understanding of the environmental impacts associated with every step of the mining process from the extraction of the nodules at the seafloor to the refinery on land. Against this background, the project presented here applies a combination of scenario-building and life cycle assessment (LCA) to assess and evaluate the sustainability performance of the individual process steps as well as the entire mining operation.Life cycle assessment (LCA) is a comprehensive methodological framework that allows the identification and quantification of impacts occurring during a products life-cycle, as well as the analysis and evaluation of their contribution to pre-defined impact categories, such as climate change, acidification and toxicity (Rebitzer et al., 2004). Until now, LCAs with a focus on raw material extraction have almost exclusively been applied to terrestrial processes. Noteworthy exceptions are offshore drilling, offshore wind farms and ocean fishing. Hence, the first part of the project is to investigate in how far LCA can be applied to deep-sea settings and if and in what way it could be adapted to be used in a deep-sea mining context."

An international research team working through the Hawai?i Undersea Research Laboratory (HURL) undertook a bold challenge to explore the chemistry, geology, mineral formation and superheated hydrothermal vents of the Kermadec Island Arc. With the mothership, R/V Ka?imikai-o-Kanaloa, scientists from six research institutions explored the active submarine volcanoes stretching over a line of volcanoes 1,000 miles long between Samoa and New Zealand. The expedition left Hawaii on the 18th of March 2005 and returned on the 5th of August having covered a distance of 10,000 miles between Hawaii and New Zealand. Scientists from the USA, New Zealand and Germany used the HURL submersibles, Pisces IV and Pisces V, as well as the remotely-operated vehicle RCV-150, aboard the R/V Ka?imikai-o-Kanaloa to dive into active volcanoes to water depths of 2,000 meters. Scientists from New Zealand, the USA and Germany conducted 41 dives on the previously unexplored (from manned submersibles) submarine volcanoes. Ten active volcanoes were explored during this time. Hundreds of specimens of new and unusual marine life, water chemistry, extremophile microorganisms, mineral formations and volcanic rocks were collected during this expedition with the two submersibles and the ROV. Bizarre natural events, such as the oozing of hot liquid sulfur from the ocean floor onto the skids of the submersible were observed. Carbon dioxide gas was observed profusely streaming into the seawater from the volcanoes, making these one of the greatest contributions to hot house gasses entering the atmosphere.
