From July 29 to September 15, 2004, the 178th cruise of the R/V Sonne took place under the KOMEX program in the Sea of Okhotsk. One of the cruise objectives was to dredge two different kinds of seamounts: 1 ? underwater volcanoes from the north slope of the Kurile Basin; 2 ? a seamount formed by tectonic (non volcanic) processes from the Kashevarov Trough. The underwater volcanoes are young edifices (0.84 ± 06 Ma, Baranov et al., 2002) with heights ranging from 150 to 300 m. Tops of the volcanoes are located at depth of 1260 to 2340 meters. The volcanic edifices are formed by olivine-clinopyroxene-plagioclase basalts. Dredge samples are covered by Fe-Mn crusts up to 40 mm thick. The seamount from the Kashevarov Trough is a tilted block. The height of the seamount is about 400 m and its top is located at a depth of 960 meters. Biotite hornfels, conglomerates, granodiorites, dropstones, and Fe-Mn crusts were recovered there. The thicknesses of crusts are up to 150 mm. Fe-Mn crusts from the underwater volcanoes differ from Fe-Mn crusts from the Kasevarov Trough seamount in morphology as well as in mineralogical and chemical compositions. There has been a recent surge of interest in existing and proposed institutional mechanisms that would govern the exploration and disposal of nonfuel minerals within the U.S. ocean jurisdiction. The Minerals Management service, a bureau of the Interior Department, has begun to promulgate regulations to allow the exploration and leasing of lands for nonfuel mineral development on the outer Continental Shelf of the united States. At the same time, a bill has been introduced in the U.S. Congress that would create a new ?national seabed? and authorize the allocation of exploration licenses for marine nonfuel minerals. Because only limited efforts have been devoted to the discovery of marine nonfuels in areas beyond the territorial sea of the United States (and no production has occurred), exploration and the generation of resource information are two primary foci of these regulatory and legislative efforts. Generally, minerals exploration activities (and associated R&D on exploration and production technologies) are eligible for the same institutional incentives available for other industrial efforts, including tax preferences for research and experimentation, patent protection, small business innovation research grants, and even the new leniency in antitrust rules

With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.

In 1994 and 1998 the German research vessel R/V Sonne undertook detailed mapping and sampling of the largely uncharted offshore areas of the Tabar-Lihir-Tanga-Feni island chain in the New Ireland Basin of Papua New Guinea. The New Ireland Basin occupies a fore-arc position with respect to the formerly active Manus-Kilinailau arc-trench system and hosts a series of Pliocene to Recent alkaline volcanoes which are built on rifted Miocene sedimentary basement. Several of the volcanoes possess high-level porphyry stocks and active geothermal systems, including gold-depositing hot springs and the giant (40 million ounces) Ladolam gold deposit on the island of Lihir. On the southern flank of Lihir island, a group of three volcanic cones were discovered at water depths from 1.000-1.500 m. The volcanoes are located in a narrow zone of recent seismic activity and elevated heat flow (up to 100 mW/m2). The recovered volcanic rocks consist of fresh alkali-olivine basalts, clinopyroxene-rich basalts (ankaramites), porphyritic phlogopite basalts, and trachybasalts. Unusual gold-rich hydrothermal precipitates were recovered from the summit of the 600 m high Conical Seamount located only about 10 km south of Lihir Island. 1200 kg of sampled material systematically collected with a TV-guided grab from the top plateau (150 x 200 m, 1.050 m water depth) are intensely mineralized with pyrite, marcasite, minor sphalerite, chalcopyrite, galena, tennantite/tetrahedrite, and orpiment/realgar together with traces of anglesite, cerrusite, and amorphous silica in stockwork-like veins. Bulk samples of the vein mineralization consist mainly of clays, silica, and disseminated sulfides, and have an unusual high gold content ranging from 1.2-44.0 ppm Au. In some of these samples, grains of native gold (about 1 micron in diameter) were identified by SEM in pyrite and sphalerite. The gold-rich material also contains high concentrations of silver (up to 1000 ppm) and typical epithermal elements such as As (2.6 wt.%), Sb (0.2 wt.%), and Hg (34 ppm). Similar to epithermal deposits on land, which usually have only low base metal contents, the samples from Conical Seamount contain only minor amounts of Zn (max. 4.5 wt.%), Cu (2.0 wt.%), and Pb (2.0 wt.%). Many of the samples recovered from Conical Seamount are virtually identical to the gold ore at Lihir.

Analysis of ground and airborne radiometric measurements in the Saquarema region (Rio de Janeiro) provides new insights into the breakdown and transport of mineral aggregates containing monazites, under sub-tropical weathering conditions. The breakdown process, accompanied by loss of low-density clay fractions in weathered materials is considered responsible for the observed patterns in relative enrichment of thorium and uranium along the migration paths of radionuclides. The characteristic features of these patterns provide clues as to the time and distance scales associated with processes of weathering and erosion. It is also possible to determine approximate locations of concentrations of accessory minerals. In this context, we advance the hypothesis that large under-water monazite deposits may be present along the offshore sand banks, in the coastal region of the state of Rio de Janeiro.

The Federal government has a lengthy history in supporting and conducting research in the ocean mining and minerals field. The Federal effort has been and is currently focused primarily in four agencies: the National Oceanic and Atmospheric Administration (NOAA) within the Department of Commerce, and the Geological Survey (USGS), the Bureau of Mines (BuMines), and more recently the Minerals Management Service (MMS) within the Department of the Interior. While NOAA and the USGS have played dominant roles in mapping and geologic studies, and the MMS has recently provided funding for several task force studies within the Exclusive Economic Zone (EEZ) , the Bureau of Mines has conducted research in mining technology, minerals processing, resource definition, and economic evaluation of minerals from the seabed for over 20 years. These studies have yielded considerable minerals information regarding manganese nodules and crusts, placers, mineral sands, phosphorites, and sulfides. This paper reviews the past achievements in ocean mining and minerals programs starting in the late 1960's, describes current research and information efforts, and presents an outlook for Bureau of Mines research and information gathering efforts. INTRODUCTION In October 2014, on behalf of the French government, Ifremer, along with the International Seabed Authority (ISA), signed a contract to start a detailed exploration program for seafloor massive sulfide (SMS) deposits in the work plan located on the slow spreading Mid-Atlantic ridge (MAR). The contract has a fifteen-year lifetime and the related exploration program must include the outline of SMS deposits and a resource assessment, as well as detailed environmental base line studies in the contract area. The exploration for SMS deposits generally includes detection of hydrothermal plume anomalies, acquisition of surface and near-bottom geophysical data, sampling operations from the research vessel (e.g. dredges, cores), and dive operations. The environmental studies include, among others, short and long-term oceanographic measurements, water column studies, biodiversity evaluation close and far from SMS deposits, characterization of natural hydrothermal plumes and related sedimentation. The HERMINE research cruise held from March 13th to April 28th 2018 (R/V Pourquoi Pas?) was the first cruise dedicated to exploration of active and inactive SMS and to the quantification of natural chemical input to the water column. The HERMINE cruise strategy was built up around three main objectives: (i) regional exploration including the detection of plume anomalies and the research of SMS deposits, (ii) local exploration of a SMS district and (iii) integrated study of a natural hydrothermal plume. This 3-in-1 cruise required us to optimize the switch between dives and surface operations. Day-time was devoted to dive operations whereas night-time was mostly dedicated to CTD/Rosette operations. The Nautile HOV (Human Occupied Vehicle) was well suited to the working time schedule of the cruise because it was time efficient in shorter (i.e. < 10h) dives due to fast descent and ascent speed, fast submerged forward speed, high maneuverability and the ability to carry heavy science payload as well as large volume of samples. Regional Exploration The first seventeen days of the HERMINE cruise were devoted to regional exploration, i.e. the detection of new plume anomalies and the research of new sulfide mineralization in the French work plan (10 000 km2; 6 clusters).

Environmental considerations are a key driver within the marine mining consenting process across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. The risks can be mitigated by the common application of existing seabed biological expertise in baseline assessment and monitoring. The key ingredients of a fit-for-purpose, cost-effective seabed ecological assessment include early consideration of ecological issues within the project life-cycle through undertaking detailed desk-top studies as-wellas the multiple-use of data that have been acquired as a consequence of prospecting processes, with such data including remote acoustic data, seabed imagery and sediment samples. These data can be used to inform the design of robust benthic baseline surveys which provide adequate information on the ecological character of the environment in question and habitats and species of conservation importance - decreasing project risk and increasing the likelihood of securing consent.

Scientists show that polymetallic nodules and massive sulfides from deep sea mining contain valuable metals. These metals have the potential to overcome future shortages of supply. Hence, companies, government agencies and industrial associations increasingly evaluate deep sea mining as a promising supplement of land mining. Technologies to extract, exploit, transport and smelt polymetallic nodules and massive sulfides industrially are still in conceptual stage and not sufficiently advanced for operation. According to the International Seabed Authority, large scale exploitation would require a successful pilot mining test in order to demonstrate e.g. the technological feasibility but also the conservation of environmental systems services. At the same time, NGO´s and a some scientists point out that large scale extraction of polymetallic nodules and massive sulfides could disturb the habitat of benthic organisms, with unknown long-term effects. Aside from the direct impacts of mining, indirect consequences about leakage are likely. In the oral presentation I will show how companies, government agencies, scientists and association/interest groups perceive and assess economical/technological, social and environmental risks and opportunities of deep sea mining. In order to analyze the perspectives of each stakeholder group on deep sea mining, we conducted 15 interviews with four stakeholder groups and a large scale survey (n = 500, return rate = 13 %) in Germany. We used the concept of sustainability with its economical/technological, ecological and social dimensions for the interpretation of the results. Wherever hydrothermal fluids vent from the seafloor they will buoyantly rise (up to 100?s of meters) while mixing with seawater before attaining density equilibrium and dispersing laterally as neutrally buoyant plumes commonly 50 to several 100?s of meters in thickness and with order-of-magnitude or greater breadth. Although these plumes are typically >10,000-fold dilutions of vent fluids they can be reliably detected using sophisticated physical sensing and chemical techniques. Hence, hydrothermal plumes are spatially large targets compared to the actual sites of seafloor fluid discharge and resulting mineralization. For this reason plume prospecting techniques evolved over the past 20+ years have been widely used to systematically explore over 10% of the 60,000-km-long system of mid-ocean ridge (MOR) spreading centers for hydrothermal activity. While plume detection and gradient mapping can be used to home in on venting sites, plume chemical signatures provide additional insight regarding the nature of the fluids being discharged on the seafloor. We have applied the systematic plume prospecting techniques developed on MORs to the volcanic frontal arc setting as part of the NZAPLUME (New Zealand American PLUme Mapping Expedition) surveys. NZAPLUME I in March 1999 marked the first systematic reconnaissance of any intra-oceanic arc for submarine hydrothermal activity. Seven of thirteen previously mapped volcanoes that comprise a 260-km-long section of the southern Kermadec arc northeast of New Zealand were confirmed to be hydrothermally active. On average, one hydrothermally active volcano was found along each 35 km of arc front, a rate comparable to slow- and intermediate-rate spreading MORs. During NZAPLUME II in May 2002, thirteen previously unknown volcanoes and 8 satellite cones were first swath mapped for bathymetric detail and then surveyed using plume prospecting techniques. Three active venting sites were discovered along this 580 km-long arc section, bringing the total to 10, or 39% of 26 volcanoes surveyed overall, still an appreciable frequency rate for venting sites compared to MORs. While only chemical results for NZAPLUME I are available, the arc plumes characterized so far are chemically diverse and rich compared to MOR plumes. This diversity and enrichment was most evident as ultra-high concentrations of CO2, sulfur gases (St = SO2 + H2S), and Fe within plumes over several volcanoes. We suggest the fluids discharging from the seafloor at these sites are volcanic fluids, i.e., hybrid fluids comprised of MOR-like hydrothermal fluids evolved from seawater-rock reaction and fluids exsolved from magma as acid volatiles and liquid brines.

This abstract discusses selected recent technology developments at the Deep Submergence Lab at the Woods Hole Oceanographic Institution aimed at fundamentally changing the nature and scope of AUV operations in the deep ocean. The Autonomous Underwater Vehicle (AUV) Sentry is described in its current configuration with discussion of emerging capabilities. Telepresence enhanced AUV operations are discussed including moving both operations and data processing personnel off the vessel. Autonomous Surface Vessel (ASV) aided AUV operations are discussed including recent experiments where an ASV provided both navigational aiding and a satellite based relay for acoustic communication of telemetery and mission redirection. New flexible communications strategies to perform intervention and manipulation tasks from an untethered vehicle are discussed. The abstract concludes with a brief discussion of industrial collaborations, including the newly launched Center for Marine Robotics.

A recently completed series of projects funded by the Commonwealth of Virginia and the U.S. Minerals Management Service was designed to assess the distribution of heavy minerals on the inner continental shelf adjacent to Virginia. These projects indicate that a suite of minerals of both strategic and economic interest is present. Analysis of several hundred grab and core samples shows that zircon, monazite, and titanium minerals (ilmenite, rutile, and leucoxene) occur in quantities that probably warrant further study by the mineral industry. Furthermore, side-scan sonography and shallow seismic profiles have provided information on the thickness and areal extent of the mineral-bearing sands. Possible development of the resource is enhanced by a potential use of offshore sand for beach nourishment. The results of the preliminary studies have been presented in open-file publications and oral reports in order that the mineral industry might have an up to date basis upon which to consider more exploratory work. Much of the effort south of the mouth of Chesapeake Bay was made in cooperation with and enhanced by an independent study of sand resources for beach nourishment and other needs. Preliminary review of the quantitative analyses of the heavy-mineral content of several hundred samples demonstrates that the distribution of high concentrations is non-uniform. The Minerals Management Service of the U.S. Department of the Interior and the State of Hawaii Department of Planning and Economic Development are investigating the cobalt-rich ferromanganese oxide crust deposits found within the Exclusive Economic Zones (EEZ) of the Hawaiian Islands and Johnston Atoll. The objective of this investigation is to complete a preliminary resource assessment and an Environmental Impact Statement for potential leasing of mineral rights to these crusts. The results of this effort will be summarized and published in a Draft Environmental Impact Statement in March 1986. Three oceanographic cruises to deposit sites in the Hawaiian Islands EEZ were conducted by the University of Hawaii in 1984. As a result, data and sample analysis yielded the following resource estimates (in thousand tonnes): (1) total crusts - 378,500; (2) cobalt - 2,500; (3) manganese - 76,200; (4) iron - 59,700; and (5) nickel - 1,400. These estimates do not include key factors such as deposit continuity, recoverability, and environmental sensitivity. A preliminary attempt to quantify some of these factors for one particular deposit is in progress and will consist of detailed field studies followed by laboratory analysis. Similar evaluations of the Johnston Island EEZ have also begun and are based upon field work conducted by West German researchers and the U.S. Geological Survey. The Johnston Island EEZ appears to have crust resources about as large as those contained in the entire Hawaiian EEZ.

Venting on ultraslow spreading ridges is far more abundant then previously predicted, and the discrepancy between observed and predicted vent field density may imply that non-magmatic heat sources are common along these ridges (Baker and German, 2004; Escartin et al., 2008; Rona et al., 2010; German et al., 2016). In this study we have estimated the flux from two hydrothermal vent sites situated on the slow to ultraslow spreading Mohns Ridge at the Arctic Mid-Ocean Ridge system (AMOR). The flux estimates have been made using the primordial isotope 3He in the non-buoyant plume above the Loki’s Castle vent field at the northern termination of the Mohns Ridge, and from the Jan Mayen vent fields area situated close to the southern termination of the ridge. Primordial 3He enters the oceans through degassing and mixing with hydrothermal fluids eventually to be discharged at the ocean floor primarily at hydrothermal vent sites and submarine volcanic eruptions (e.g. Clarke et al., 1969; Lupton and Craig, 1981; Lupton, 1998). Once introduced into the water column the concentration will only decrease by dilution due to its conservative behavior in the water column. Water column samples were collected using a CTD (conductivity, temperature, depth) probe (911plus Seabird) with a Niskin water bottle rosette. The water column above the Jan Mayen vent fields (JMVF) was sampled in the years 2006, 2011, 2012 and 2013 (82 samples) and the water column above the Loki’s Castle vent field was sampled in the years 2007, 2008 and 2009 (116 samples).

Typical coastal placers leave no doubt that placer accumulation can result in significant concentration of heavy minerals in marine shallow water environment. However, the same situation is quite predictable for guyot?s slopes at stages of submarine volcano formation and later submersion of guyots to a depth of up to 3-4 km. Where these placers could be found is also clear ? in coastal facies (as typical coastal placers), and in morphological traps down guyot slopes in zones of active submarine currents. The latter could be cracks in rocks, shallow depressions, spurs, and structures, such as coral reefs, stromatholiths, and even ferromanganese crusts. The last of these have been studied carefully by the author in the Magellan Seamounts and on the Mid-Pacific Rise: tens of minerals, including mineral forms of PGE, REE, Mo, W, Te, Cr, Co, Ni, Cu, &Zn were identified as a xenogenic (trash) minerals. The detailed study of polished epoxydized sections, showed that interstitial spaces of Fe-Mn botryoids are enriched in heavy minerals (predominantly titanomagnetite). Taking into account the irregular character of crust surfaces and their position in active water environment, we can definitely state that they are the ideal traps for placer minerals. Study of guyot basaltic matter showed the presence of similar REE, PGE minerals that are in the crusts, and the same (mostly) micron sizes of minerals. High content of PGE in some basaltic varieties (up to 1 ppm) suggests that this is a reasonable source of these elements in the crusts, rather than the water column (which is normally considered to be the case by most marine scientists). Predominance of Pt in hydrogenous (?) crusts is interpreted as due to the better stability of Pt mineral forms during weathering and transportation (these are isoferroplatinum, and silicides). Comparison of 143Nd/144Nd values in bulk crusts, heavy fraction of crusts, basalts, and water column supports the author?s idea, that a significant part of REE also comes from basaltic matter (in form of monazite, CeO2 etc.).

Manganese nodules on deep ocean floors have continuously received attention as potential sources for strategic metals such as Co, Ni, Cu, and Mn, due to their vast distribution and relatively higher metal concentrations (Mero, 1965; Cronan, 1980). Several registered Pioneer Investors have already identified promising sites in deep-sea regions for manganese nodule mining (ISA, 1998), and appropriate mining technologies have been developed during the last thirty years by the international consortium and several nations (Welling, 1981; Kaufman et al., 1985; Bath, 1989; Charles et al., 1990; Yang and Wang, 1997; Yamada and Yamazaki, 1998; Hong and Kim, 1999; Muthunayagam and Das, 1999). The mining feasibility for manganese nodules, including an economic evaluation, has been examined in detail by some researchers (Andrews et al., 1983; Hillman and Gosling, 1985; Charles et al., 1990; Soreide et al., 2001).

The Cook Islands is a group of 15 islands, being a Polynesian nation in the heart of the South Pacific Ocean and now bears the name of famed English navigator Captain James Cook, who sailed here in the 1770’s. In the 1800s, it was re-named “the Cook Islands” by illustrious Russian cartographers from the previous English name of “The Hervey Islands”. SEABED MINERALS The Cook Islands has one of the world’s most abundant deep seabed mineral (SBM) resources of Manganese nodules estimated at 10 billion tonnes, within its large Exclusive Economic Zone (EEZ) of almost 2 million square kilometres. This knowledge has been gained through numerous scientific surveys conducted in the Cook Islands waters by many international scientific research entities, starting with a Russian deep seabed marine survey in the 1970’s, from which many physical samples of these abundant Manganese nodules were first recovered. Some of the 1970’s Russian samples are still retained in the Cook Islands more than 40 years later. Then a comprehensive 21 year Pacific wide Seabed Minerals scientific study, between 1985- 2005, undertaken by the Japanese and SOPAC1 based in Fiji, confirmed that the Cook Islands has a vast, unique and valuable deep seabed minerals resource of Cobalt rich Manganese nodules. These Nodules contain many valuable minerals required by the global market including Nickel, Copper, Cobalt and Rare Earth Elements.

Bottom sediment sampling by means of a box corer, as a direct method of deep seabed exploration for polymetallic nodules, is the most comprehensive way to obtain various types of geological information on points forming a network of stations. However, direct information is lacking from areas separating those stations and has to be approximated by interpolation or extrapolation, which leads to uncertainties. Sediment sampling with a gravity or piston corer can provide information on the superficial, up to 4 m thick, part of the sedimentary cover. As opposed to box coring, gravity or piston coring provides no information on nodule abundance. Information for unsampled areas can be gained by application of remote techniques of exploration. The techniques of choice in visualising nodule-rich fields, nodule-free areas, hard rock outcrops and other obstacles for seafloor mining involve using sonar and continuous deep sea (CDS) camera. Seafloor mapping can be rendered with two major sonar types: the side scan sonar used to obtain seafloor imagery and multibeam sonar for bathymetric data; the two types are usually combined and work with an intermediate frequency profiler. Photo-profiling by means of a deep sea towed camera provides a series of seafloor photographs, each supplemented with information on the area covered by each frame, including the nodule abundance. Remote techniques have been quite frequently applied by the Interoceanmetal Joint Organization (IOM) in nodule field exploration. Recently, geoacoustic techniques (side scan sonar + profiler) and CDS were applied for exploration of IOM?s first prime area H11 (5372 km2) on 6 transects. During the IOM-2009 cruise, a total of 295 km of geoacoustic transects and 344 km of photo-transects were surveyed. The data obtained were processed with the aid of earlier information produced by multibeam sonar surveys. The aim of this paper is to demonstrate the advantages of remote techniques, particularly with regard to application of the towfish device, for geological and geotechnical applications in exploration for polymetallic nodules.
