In October 2004 Placer Dome entered into an exploration farm-in agreement with Nautilus Minerals, to explore for Submarine Massive Sulphide (SMS) deposits on Nautilus? PNG exploration tenements. Placer/Nautilus currently holds approximately 15,000 km2 of tenements in PNG waters, either granted or under application, covering all reported seafloor hydrothermal vent occurrences.

A very extensive spatial and temporal database on benthic infauna and associated sediment metals has been collected for Island Copper Mine on Vancouver Island, B.C. Canada from 1969 (pre-discharge) to 1998 (3 years post-discharge). The tailings deposited as organically impoverished, copper-rich, clays, silts and sands distributed according to particle size, bottom turbidity currents and strong, vertically mixed tidal currents. In addition, a large deposition of coarser waste rock along the north shore of Rupert Inlet contributed substantial material in the shallower, near-field area.

At present, marine ferromanganese crusts of seamounts are of great interest as a source of high-tech metals. The metals most enriched in these deposits are essential for a wide variety of green-tech, emerging-tech, and energy applications (Hein et al., 2013). There is a grate number data on the content of major and minor metals (thousands analyses). However, information on the content of such elements as platinum, gold and silver in the world literature is limited. The concentrations (N – number of analyses) of platinum, gold and silver in the Pacific are 418 ppb (N = 105), 35 ppb (N = 72), 1.02 ppm (N = 26), respectively, and in the North Pacific Prime Zone - 477 ppb (N = 66), 55 ppb (N = 13), 0.1 ppm (N = 4); in the Atlantic Ocean is 567 ppb (N = 2), 6 ppb (N = 2), 0.20 ppm (N = 18), in the Indian Ocean, 211 ppb (N = 6), 21 ppb (N = 2), 0.37 ppm (N = 9) respectively; (Hein et al., 2013). The northern part of the Pacific is poorly studied in this question. The samples of ferromanganese deposits (FMD) was recovered from the Govorov Guyot (Magellan seamounts), MZh-33 Guyot (Marshall Islands), as well as the Detroit Guyot (Imperor Ridge) and Yomei Guyot (Fe-Mn placer Holes 431 and 431A DSDP, Imperor Ridge).

The Intertropical Convergence Zone (ITCZ), where the southeast and northeast trade winds converge, is the effective climatological barrier that separates the southern and northern hemispheres in terms of dust budget. Asian and N. American dusts dominate in the Pacific north of the ITCZ, while Central and S. American dust prevails south of the ITCZ. In order to understand the nature of latitudinal and depth-related variations of mineral composition in terms of position relative to the ITCZ, deep-sea core sediments were collected from 9°N to 17°N at a 2° intervals along the 131.5°W meridian and analyzed for mineral composition. The amount of illite in surface sediments decreases gradually from 65% at 17°N to 31% at 9°N. In contrast, smectite increases from 11% to 56% southward. The observed mineralogical variation toward the ITCZ is attributed to the increased supply of volcaniclastic material transported via the southeast trade winds from the Central and South America source regions. Smectite-illite transition, a phenomenon that the amount of smectite increases over illite, occurs at around 10°N, the northern margin of the ITCZ. This result indicates that the change in latitudinal position of the ITCZ in the geological past could be recorded by the smectite-illite transition in deep-sea cores. The cores studied show down-core variation of mineral composition from illite-rich at the surface to a smectite-rich clay suit at depths, similar to the latitudinal variation. The smectite-illite transitions observed in these cores are likely the records of changes in latitudinal position of the ITCZ. The depth and age of the smectite-illite transition is getting shallower and younger towards the equator, implying that the ITCZ was located farther north during late Tertiary and has shifted southward to the present position of 5°N~10°N.

Sedimento II oceanographic cruise, on board of the B/O El Puma, shows a new high anomaly or phosphate associated with shelf sediments from the south Mexican Pacific. Recently, were found two anomalies in the Gulf of Tehuantepec, that are located to the east of this new anomaly, that is related to muddy sands and rock fragment debris. The latter shows values of 17% P205. The phosphate occurrence is probably associated with red tides locations that usually are found in sites where sediments are phosphates enriched. These findings suggest that south Mexican Pacific is of potential interest for P205, in waters with high nutrients values. The possibility of a more regional occurrence of phosphate, from California to Chile is suggested.

The chemical composition of the nodules varies with the type of manganese minerals and the size and characteristics of their nucleus but those who have an economic interest have nucleus, generally : Mn> Fe> 6> Si> Al> Ba> Ni> Cu > Co. The Pacific Rim is an area of abundant occurrence of polymetallic nodules and the Pacific sea floor of the Clarion-Clipperton Zone (CCZ) is one of the most interesting areas in regard to the genesis of polymetallic nodules. Their abundance in the ocean floor is very variable, as there are places where they cover more than 70% of the ocean floor. The nodules can be found at any depth, but the highest concentrations are between 4000 and 6000. Hydrothermal processes that occurs near the East Pacific Rise at 21° N, may inputs metallic elements to nodules and to pelagic sediments, especially in regions close to the dorsal, as a greater influence hydrogenetic processes are present westward Metals such as Cu, Co, Ni, Sn, Fe, Mg, Pb, Zn and Ba show a relationship with the East Pacific hydrothermal activity and sea currents carry these metals in solution to the Clarion-Clipperton fracture area, where there are hydrogenic metals sources (Al, Fe and Mn).

This paper describes operational environmental threshold levels for exploitation of mineral resources in the deep sea. Such criteria are needed to be able to monitor and control deep sea mining with respect to the stringent environmental requirements that are needed. It is recommended to use existing environmental threshold levels for comparable activities where such are existing. Fields of application are mainly but not exclusively seabed mining operation activities under the governance of the International Seabed Authority (ISA). The threshold levels and limits mentioned in this paper are proposed recommendations based on other activities than seabed mining but are a proven and accepted approach in other maritime industry activities. An example of such other activities with proven and accepted environmental threshold levels are Oil & Gas exploitation activities in the sea. Background The first exploitation of mineral resources is coming closer. At the moment regulations for exploitation for mineral resources in the Area are being developed by the International Seabed Authority (ISA). The ISA regulations will contain the framework related to environmental monitoring of exploitation. However, the regulations will not contain operational environmental threshold levels for the Contractor.

The 1982 United Nations Convention on the Law of the Sea contains major provisions that U.S. negotiators have sought for over two decades. The internationally recognized right to the mineral resources of a broad continental margin is of potentially enormous future importance to the United States. Although water depths reach 10,000 feet in some of the deeper areas of the margin, technology is rapidly making those depths economically accessible. In 1997, production in the Gulf of Mexico will reach a world record water depth of 5400 feet. Of perhaps even greater importance to the oil and gas industry is the broadly acknowledged right for tanker transport of oil to take place throughout all parts of the world's oceans.

In its first three years of operations, the in-house programs of the continental Shelf Division of the Marine Minerals Technology Center (MMTC/CSD) have focused on the development of drill systems - technology and the improvement of techniques and applications of reconnaissance methods to marine mineral deposit characterization. Many of the technological advances made to date have been in direct response to specific requests from industry for drill systems needs, and from federal and state agencies seeking technical support for various research efforts. These cooperative programs have proven to be an extremely efficient and effective way for the MMTC to achieve some of the main program goals that were established for the organization at the outset: primarily, to encourage and assist U.S. industry in marine minerals research activities and to encourage cooperative work among research institutions, government agencies, and industry. Detailed geological studies using side scan sonar, bottom sampling and piston cores along the Rio Grande do Sul inner continental shelf and coastline indicate the occurrence of elongate deposits of calcareous shells fragments containing high calcium carbonate content. On the inner shelf these deposits lie at a depth between 15 and 50 meters and have been interpreted as ancient shorelines. They occupy an area of 965 km2 with a economic potential of 1 billion tons. Chemical analyses indicate a mean composition of 34.8% of calcium; 0.16 ppm of fluoride. According to the regional economy such composition make it highly recommended for a variety of uses including poultry feed and cement.

The small-scale observations, mapping, sampling, and in-situ experiments have been carried out since 2009 using JAMSTEC ROVs at some model seamounts in the Northwestern Pacific seamounts. Laboratory analysis on mineralogy, chemistry, chronology indicated a continuous slow precipitation since the Middle Miocene, at water-depths 1-6 km, and the modern hydrogenetic precipitation even in the oxygen minimum zones. Thus the variability in abundance and grade of the deposits on regional, small and microscopic scales are determined by geological, geochemical, and hydrological conditions, resulting in the stacked piles of tiny precipitates from the seawaters.

This has happened not only in the oil or hydrocarbons industries, but also in relation to the exploration or exploitation of other minerals, metallic and non-metallic. This has forced several countries to complement or create legal rules that make possible its own development and the International Law, through the United Nations Convention on the Law of the Sea, to regulate this activity in the space of its own, the calling area. Chile, as country with a long experience in mining and great advances in large deposits exploitation, possesses a special juridical frame that regulates this economic activity according if it is the geographical or territorial area in which is realizes, and it has been complemented lately with the international normative.

There are generally two methane passes in conjunction with the seafloor natural cold seepages, as is schematically shown in Fig. 1. The first pass consists of the coupled anaerobic oxidation of methane and anaerobic sulfate reduction, as well as sulfur oxidation in the bacterial mats and immobilization thereafter in the sediment layer and on the seafloor. Through the first pass, calcium and organic carbonates are formed in biological and chemical processes from the methane (Luff and Wallmann, 2003; Luff et al., 2004). The detailed structure of the seafloor methane consumption process unit and its biological and chemical processes were introduced in Yamazaki et al. (2005). The other pass consists of direct bubbling into the water column. Through this pass, organic carbonate is formed with biological oxidation, and a small amount of the methane escapes into the atmosphere. Methane flux is supplied to these two passes through the sediment layer from the deeper structures. The structure of the methane supply process unit was introduced in Yamazaki et al. (2006).

The particles that make up the deep-sea sediments have two main sources: 1) those that are created in situ from dissolved components and 2) those that are washed into the ocean in solid phases from the continents, atmosphere, space and interior of the Earth. Many particles as they sink through the water column reaches the seabed and are known as pelagic sediments with terrigenous, biogenic, authigenic, and cosmogenic components. Among the minerals found in the terrigenous fraction of pelagic sediments are quartz, clay minerals, feldspar, micas, ferromagnesians, and the biogenic fraction with remains of siliceous organisms, such as, radiolarian and diatoms. The chemical nature of marine sediments is controlled by the contribution of particulate matter derived from various sources with varying compositions for the fixing of elements during deposition and the compositional changes carried out within the sediments during diagenesis. In order to better predict and manage benthic disturbance by deep seabed manganese nodules mining, we needed to conduct a benthic disturbance experiment at the selected area, which has a similar environmental condition as the preservation reference area. Therefore, we have performed environmental baseline studies from 2003--not only to select the benthic environmental impact testing site but, also to detect any environmental changes before and after mining activity. Since then, a large dataset of various parameters ranging from physical (e.g. temperature, salinity, current, weather), chemical (e.g. dissolved oxygen, nutrients, dissolved and particulate organic carbon), biological (e.g. bacteria, plankton, benthos), geological (e.g. Mn-nodule abundance, sediment shear strength) and others (e.g. bathymetric profile and slope, mass flux) have been accumulated. Using this dataset, descriptive statistics and cross-correlations were performed to select the benthic environmental impact testing site. Outcome of this analysis suggests that the potential benthic impact testing site would be a rectangular-shape area (10 km × 10 km) and located at 10°27'~10°33'N, 131°53'~131°58'W, which is latitudinally the same as the preservation reference area.

Seafloor massive sulphides (SMS) can serve as a potential resource of metals such as Cu, Zn, Au and Ag. SMS rock samples from the Loki’s Castle area at the Arctic Mid-Ocean Ridge are comprised of sulphide bearing minerals such as pyrite, chalcopyrite, isocubanite, galena, sphalerite, whereas the gangue consists mainly of barite and silica. Sphalerite, chalcopyrite and isocubanite show complex intergrowth textures on the nano- to microscale. Various mineral processing tests were conducted in order to recover copper, zinc and silver. It was shown that sensor-based sorting can be efficiently used for preconcentration of SMS rock samples. A significant amount of waste (i.e. barite and silica) was removed in the preconcentration stage with very low losses of copper and zinc to the waste fraction. The upgraded samples were sent to the next processing stages. The results showed that the complex mineralogy of the SMS material provided challenges to conventional mineral processing methods. Hydrometallurgical processing was applied as an alternative method for extraction of metals from SMS. Leaching experiments were conducted using solutions of different lixiviants, and it was shown that leaching of SMS together with manganese nodules would facilitate efficient recovery of metals from these resources.

In contrast with the United Kingdom, the Netherlands, and Japan, the marine mining industry in the United States exists at a very rudimentary level. Depletion of onshore resources has undoubtedly been an important factor in the development of marine mining industries abroad. However, the institutional framework presented by government can advance or present obstacles to the development of a marine minerals industry. The role of government involves questions of the degree of risk sharing between government and industry, as well as questions of the strategic and economic importance of developing the technology and the infrastructure to recover minerals. In 1984, the Minerals Management Service (MMS) created a program office to handle these questions and to respond to a potential increase in commercial opportunities that might result from the Presidential Proclamation establishing a U.S. Exclusive Economic Zone. A critical component to the success of the program has been the formation of partnerships with coastal States to pursue projects in areas of mutual interest. Such projects involve commodities showing commercial promise and strong public need. Such a cooperative approach lessens the risk of Federal, State, or private interests working at cross purposes.

Around 235 million tonnes of marine aggregates have been dredged in the last decade from the UK continental shelf alone. The current distribution of marine aggregate production licence areas in North West Europe reflects the relationship between a variety of factors such as the natural distribution of deposits of sand and gravel, the demand for aggregates, the technical capabilities of the dredging fleet and environmental considerations. Whilst the sand and gravel deposits targeted by the marine aggregate industry are generally relict and therefore geographically fixed, the remaining factors have evolved over time and will continue to do so in future. Applications for new licences must not only reflect the current situation, but anticipate future trends. The main markets for marine aggregates are the construction industry, centred around the larger centres of population and coastal protection projects along the coastline of Europe. The aggregate industry as a whole does not create demand but simply meets it. Many factors influence the overall demand for aggregates and guidance exists for those in authority and industry who need to plan for the supply of aggregates. Adequate supplies should be maintained at the best balance of social, environmental and economic cost, whilst ensuring that extraction and development are consistent with the principles of sustainable development.
