"A deposit of phosphate nodules is on the Chatham Rise approximately 450 kilometres to the east of Christchurch in the South Island of New Zealand. The deposit contains sufficient rock phosphate to supply New Zealand’s phosphate fertilizer needs for at least 20 years. It was first investigated commercially 50 years ago by Global Marine, followed by JBL Minerals in the early 1970’s. NZ and German government research and industry groups then took it up again, with major field programs in 1978 and in the early 1980s.Due to difficult global and local economic conditions the project ground to a halt in 2004.The project was resurrected in 2007 when Chatham Rock Phosphate applied for a prospecting licence. This was granted in 2010 and a successful subsequent mining permit approval followed in 2013. The initial application for the separately required environmental permit was declined in February 2015.A lot has changed then and the significance of this will be the subject of the presentation. Chatham Rock Phosphate is confident that an environmental permit will be successfully granted next time."

Various kinds of sediment-hosted polymetallic sulfide deposit are known on land in ancient marine sequences, many tending to be larger and more valuable than massive sulfide deposits genetically associated with volcanic host rocks. Often such deposits are attributed to subhalative or shallow sub-seafloor precipitation processes, and structural control by faulting is commonly evident. Apart from the famous but anomalous Red Sea metallic oozes and several NE Pacific sites (Middle Valley, Escanaba Trough, Guaymas Basin), however, modern analogs of the sediment-hosted polymetallic sulfide category are lacking. Some deposits hosted by volcaniclastic rocks, such as JADE (Okinawa Trough) and Suzette (Eastern Manus Basin) are strictly sediment-hosted, but their formation is associated with the igneous activity and they are better considered a variant of the more abundant volcanic-associated polymetallic sulfide deposits.

Brothers volcano (34°51.7?S, 179°03.6?E) is a large caldera volcano that forms part of the active Kermadec arc south of 32° S, NE of New Zealand. It is an elongate edifice striking NW-SE that is ~11-13 km long by 7-8 km across. The caldera has a basal diameter of 3-3.5 km and is surrounded by 350-450 m high walls with the floor 1,850 m deep. A volcanic cone of dacite composition rises 350 m from the caldera floor and partially coalesces with the southern caldera wall. Much of the caldera construction and the location of the hydrothermal vent sites are controlled by intersecting basement structures. Three hydrothermal sites have been recognized at Brothers; NW caldera, SE caldera and cone. Multiple hydrothermal plumes were mapped from the bottom of the caldera upwards to a depth of 900 m and originate from two of the sites; one on the NW caldera wall the other atop the cone. Analyses of these plumes show that the two vent sites are chemically distinct. The cone site itself hosts three distinct vent fields (summit, upper flank, NE flank) that in 1999 had plumes (mainly from the summit) containing relatively high concentrations of gas with a shift of -0.27 pH units (proxy for CO2) and H2S concentrations up to 4,250 nM, particulate Cu (PCu) of 3.4 nM, total dissolvable Fe (TDFe) of 4,720 nM, TDMn up to 260 nM and Fe/Mn values between 4.4 and 18.2. However, in 2002 plumes from the summit vent field had noticeably lower concentrations of PCu (0.3 nM), TDFe (175 nM), and Fe/Mn values of 0.8, although similar TDMn (220 nM) and shift in pH (-0.22) suggesting a state of flux for this site. By contrast, plumes originating from the NW caldera site have much less gas with a pH shift of -0.09 units and no detectable H2S, TDFe up to 955 nM, TDMn up to 150 nM, and Fe/Mn values of 6.4, and have not changed their composition over the same three year interval indicating a more chronic hydrothermal system. Plume d3He results show helium is decoupled from more near-surface vent fluid sources although a shift in R/Ra values from 6.1 ± 0.5 in 1999 for the combined vent sites to 7.2 ± 0.1 in 2002 indicates a less radiogenic input of helium over three years, suggestive of a greater magmatic input to the system.

Development of a deep-sea mining system is a new and interesting field of research. Commercial mining of the ocean floor for SMS deposits is yet to occur, and while exploration of the undersea has been undertaken by various research institutes exploitation of SMS deposits is yet to be investigated in detail. Industry has been stimulated by the potential development of economically viable deep-sea mining methods. The establishment of deep-sea mining production has also been encouraged by industry trends. These include the success of the oil and offshore diamond industries, scientific advances in computer modeling, technological advances in undersea exploratory equipment and further development of the Law of the Sea. This project also presents an opportunity to build on UNSW?s established reputation, positioning the Mining Research Centre as a leader in this specialized field of research. This project aims to form a greater understanding of the environmental conditions associated with SMS deposits, detailing the physical, biological and chemical characteristics of typical ocean floor sites from an environmental management perspective. With the aid of previous numerical models and disturbance experiments that have been conducted at various ocean floor sites worldwide, new virtual reality models will be developed to enable assessment of the environmental impact of the undersea mining process. These models will simulate seafloor systems prior to mining through various stages including particle distribution and sediment disturbance, to illustrate the impact of a number of proposed mining techniques. The model will allow users an interactive virtual experience of a potential SMS deposit site where hotspots can be identified and mining processes can be demonstrated. This initial baseline model will help to establish generic parameters, which can then be modified and tailored to simulate a wide range of deposit sites and differing mining processes. These models will be validated with the development of appropriate physical modelling.

Clark volcano is a large volcanic center on the active arc front of the intraoceanic Kermadec arc. It is one of the two southern-most Kermadec arc volcanoes (the other being Whakatane volcano) that sits on oceanic crust before the transition to continental New Zealand, and is underlain by the 17-km-thick Hikurangi Plateau, which is presently subducting beneath the southern section of the Kermadec arc. Unusual K-rich basaltic lavas have been recovered from Clark (1.5 to 2.25 wt.% K2O), together with more typical basaltic-andesite, andesite and dacite rocks. The total volume of the Clark volcanic center is ~90 km3, calculated from the summit of the volcano down to the 2,500 m contour (which marks the inflection point of the volcano flanks with the surrounding seafloor) and comprises two separate edifices similar in size; the northern one having a volume of ~4.57 km3 and the southern one 4.43 km3. The volcano has a maximum relief of ~1,645 m from the 2,500 m contour to the summit of the shallower northern edifice shoaling to 855 m below sea level. The northern edifice is comprised of twin peaks each consisting of a constructional cone, with evidence of sector collapse having occurred between the cones. A more recent, smaller cone again has grown on the eastern flank between these summit cones. Massive, blocky lavas and coarse talus dominate the summits of the cones, with finer-grained volcaniclastic material and sediments a feature of the volcano flanks. The southern edifice is noticeably more dissected than the northern one, having a pronounced horst in the centre of the volcano bounded by 5-6 km-long faults. There is no obvious constructional cone atop the southern volcanic edifice.

Deep ocean mining is experiencing a rebirth following many years of low levels of activity. Large scale mining is being projected as just over the horizon. A lot has been made of the advances in deep water oil and gas developments over the last thirty years, and how this technology is directly applicable to ocean mining. The authors present their views on this from a perspective of a legacy of participating in the development of manganese nodule mining systems in the 1970s, followed by thirty years in the deepwater oil & gas arena. While it is true that great advances have been made in subsea technology, the differences between mining and oil and gas recovery should not be diminished. Fundamentally, oil and gas are stored in compact reservoirs under pressure. Any intervention leads to flow of the material up a pipe to the surface. The seabed hard minerals are stuck in place, either adhering to sticky pelagic sediment (nodules) or bonded together as hard rock (massive sulfides). The minerals require complex machinery in order to be extracted, sized, concentrated and lifted to the surface. Once at the surface the ore must be dewatered, de-fined and transferred to shore for processing. The overflow from this dewatered product must return to the sea in an environmentally satisfactory manner. These steps involve technology unique to mining that has to be addressed in a methodical fashion before commercial mining systems can be designed. The presentation will discuss the critical technical challenges of deepsea mining and thoughts on different routes to commercialization. The program will address the critical technical challenges, as perceived by the authors, and steps required to address them. The Cook Islands is a group of 15 islands, being a Polynesian nation in the heart of the South Pacific Ocean and now bears the name of famed English navigator Captain James Cook, who sailed here in the 1770’s. In the 1800s, it was re-named “the Cook Islands” by illustrious Russian cartographers from the previous English name of “The Hervey Islands”. SEABED MINERALS The Cook Islands has one of the world’s most abundant deep seabed mineral (SBM) resources of Manganese nodules estimated at 10 billion tonnes, within its large Exclusive Economic Zone (EEZ) of almost 2 million square kilometres. This knowledge has been gained through numerous scientific surveys conducted in the Cook Islands waters by many international scientific research entities, starting with a Russian deep seabed marine survey in the 1970’s, from which many physical samples of these abundant Manganese nodules were first recovered. Some of the 1970’s Russian samples are still retained in the Cook Islands more than 40 years later. Then a comprehensive 21 year Pacific wide Seabed Minerals scientific study, between 1985- 2005, undertaken by the Japanese and SOPAC1 based in Fiji, confirmed that the Cook Islands has a vast, unique and valuable deep seabed minerals resource of Cobalt rich Manganese nodules. These Nodules contain many valuable minerals required by the global market including Nickel, Copper, Cobalt and Rare Earth Elements.

A chemical and geological study of beach samples from the Mexican North Pacific was undertaken in order to evaluate the chemical composition of the beach sediments and it s association to lithology, climate, topography and weathering. The North Pacific Mexican littoral is characterized by arid weather with wide coastal plains and three geological provinces. The sands from the area are mainly finer, well sorted and show high maturity because of the high wave regime and the high energy conditions produced by the California Current in the coastline. The provenance index reflects that the region has a source of deep seated rocks, now exposed and dissected. Factor analysis made using the chemical composition showed the samples can be differentiated by five factors: 1) SiO2, 2) Al2O3; 3) Cu; 4) Sr and P2O2 and 5) Na content. Samples located in the northof the study area showed the highest values of Fe2O3 (17.72%), TiO2 (2.43%), V (576 ppm) and Zn (141 ppm) associated to methamorphic rocks present in the area.

The Logatchev hydrothermal field is situated on the east inner flank of the rift valley of the MAR at 14°45?N and is hosted by serpentinized peridotites and minor gabbronorites while basalts are subordinate. Hydrothermal precipitates recovered from the Logatchev field during a recent R/V Meteor cruise include massive chalcopyrite chimneys, massive pyrite crusts, silicified breccias, abundant secondary Cu-sulfides, red jaspers, abundant Fe-Mn-oxyhydroxides as well as atacamite and Mn-oxides (Kuhn et al., 2004). Previous results of hydrothermal fluid studies in the Logatchev field are somewhat at odds with theoretical models of ultramafic-seawater reaction. Butterfield et al. (2003) suggested that the Fe component of orthopyroxene plays the more important role compared to olivine in ultramafic-hosted hydrothermal systems. This consideration is supported by the recovery of large amounts of Opx-rich gabbronorites and orthopyroxenites in the Logatchev field (Kuhn et al., 2004). A possible tool to constrain the contribution of the different rock types (ultramafics, mafics, MORB) to a seafloor hydrothermal system is the systematic analysis of 187/188Os ratios of the host rocks as educts and the sulfides as products. For instance, abyssal peridotites mainly display low 187/188Os ratios (<0.127); in contrast MORB and gabbronorites have radiogenic ratios of >0.13 (Snow and Reisberg, 1995), orthopyroxenite has ratios of about 0.174 (Büchl et al., 2002) and seawater has an ever higher 187/188Os of about 1 (Sharma et al., 1997). Therefore, massive sulfides predominantly leached from ultramafic rocks should have Os isotopic ratios plotting on a mixing line between the ultramafic rocks and seawater (in a 187/188Os vs. 1/Os diagram), whereas those derived from MORB, gabbronorites and/or orthopyroxenites will be plotting on different mixing lines.

The marine mineral resources of the U.S. middle and south Atlantic shelf are little utilized. The largest resource, sand and gravel, is used for beach nourishment and protection and, to a much lesser degree, as construction aggregate. The potential for increased utilization is great. Submarine deposits of shell have been mined for lime and for use in the oyster industry. Although significant quantities of manganese nodules and crusts are present on the Blake Plateau, exploitation in the foreseeable future is unlikely. Similarly, major phosphorite deposits in North Carolina&apos;s inner shelf probably will remain unexploited as long as onshore deposits remain available. Placer deposits of heavy-mineral sands, especially the titanium minerals, offer the possibility of exploitation. This possibility might be enhanced by consideration of joint development of sand or aggregate with heavy minerals.

A C-CORE study on behalf of the government of Newfoundland identified the inner continental shelf off northeast Newfoundland as having a relatively higher potential for hosting placer gold than other parts of the inner shelf. Under the auspices of the Canada-Newfoundland Cooperation Agreement on Mineral Development, the Geological Survey of Canada conducted a three-year project to map the distribution of surficial sediments and the abundance of placer minerals (particularly gold) from White Bay to Cape Freels. Much of the study area is a fjord coast, with steep rocky slopes and scattered gravel beaches. The extreme east, from Hamilton Sound to Cape Freels, has a wide, shallow inner shelf, sandy beaches, and extensive coastal dunes. Relative sea level was high in the late glacial period. It has fallen continuously in the west, but in the east it dropped to -19 m, before rising to within several metres of the present level by 3 ka. In terms of surficial sediments and processes, five zones are identified: (1) Deep offshore deep basins that contain thick postglacial mud overlying glacialmarine gravelly sandy mud. This zone is below a depth of 370 m in White Bay, 300 m in the Notre Dame Basin. 2) Basin transition zone in which the sea bed has been eroded by currents, so that glacialmarine sediments are exposed in places. Winnowing has formed an uppermost layer of muddy gravel. There is a slight potential for enhanced levels of fine particulate gold, but the gold would not be exploitable. (3) Iceberg impacted zone Above 200 m the keels of icebergs impact the sea bed, causing furrowing and pitting. Furrows predominate in deeper areas, and pits are concentrated at the inner boundary of this zone. Iceberg turbates have developed in shallow waters (60-100 m). Combined with winnowing, iceberg turbation could enhance the potential for concentration of fine particulate gold, but not into economic quantities. 4) Wave dominated zone Above approximately 60 m the sea-bed sediments are highly mobile due to waves, currents, and iceberg impact. In November 2004, Australia lodged with the United Nations Commission on the Limits of the Continental Shelf possible new maritime boundaries in relation to Australia’s continental shelf extending beyond 200 nautical miles from the Territorial Sea Baseline (Colwell and Symonds, 2005). If agreed by the commission, just over half of Australia’s land mass will lie below the sea, and Australia will have one of the largest marine jurisdictions in the world (14.41 million km2). With this jurisdiction comes a responsibility to manage and sustain the marine environment (McConachy, 2006). Knowledge of minerals and their resource potential is part of this responsibility but is generally poorly known (McConachy, 2005).

Williamson & Associates, Inc. has developed a marine mineral exploration tool using an induced polarization technology (IP) under license from the US Geological Survey. Developed by Jeff Wynn at the USGS, this method has gone through several prototyping stages and is now in commercial use to map offshore ilmenite deposits. Preliminary results of a recent resource mapping program are discussed as well as potential applications in the detection and quantification of other minerals in marine sediments.

Numerous hydrothermal vents occur along the Earth?s oceanic spreading axes documenting the reaction of seawater with hot magmatic rocks. The circulation of seawater through the oceanic crust, the interaction with hot rocks in the crust, and the subsequent discharge of hot metal- and gas-rich fluids into the ocean have significant implications for the cycling of material and energy on Earth. Until recently, hydrothermal activity was unknown from the Mid-Atlantic Ridge (MAR) south of the Equator where the MAR is offset by about 1000 km at the St. Paul?s and Romanche fracture zones. During a British cruise in February/March 2005, the first active hydrothermal vent field was discovered on the southern MAR at 5°S. During our follow-up cruise M64/1 in April 2005, the first samples from this vent field were recovered with the ROV QUEST (Univ. Bremen) and analyzed onboard. The high-temperature vent field is situated in a water depth of 2990 m along a line of collapse pits within a large basaltic sheet flow. A diffuse, low-temperature field occurs in a jumbled sheet flow few hundred meters to the east with warm water streaming out of cavities between lava blocks. Here we show for the first time that boiling fluids of ~400°C are emanating from sulfide-bearing vents at a depth of about 3000 m at a slow-spreading Mid-Atlantic Ridge segment. Although this segment is composed of thick basaltic crust, these fluids are dominated by hydrogen relative to methane. Whereas the active chimneys consist of pyrrhotite, chalcopyrite, and isocubanite, the mineral association hematite-magnetite-pyrite occurs in the inactive chimneys suggesting that the fluids became more reducing in present times. The high hydrogen contents and the high temperature of the fluids as well as the change to more reducing conditions are most likely related to a young volcanic eruption event some 300 m east of the hydrothermal field. The presence of hematite and magnetite may indicate that the upflow zone or even the reaction zone at 5°S used to be more oxidized then at other MOR sites, where the hydrothermal fluids are commonly buffered by the pyrite-pyrrhotite-magnetite (PPM) buffer. Consequently, high iron contents and high hydrogen/methane ratios occur in high temperature fluids from basaltic host rocks rather than being restricted to ultramafic host rocks. Faunal communities at the South Atlantic vents largely resemble those from the North Atlantic vents implying that the large Equatorial fracture zones do not inhibit or obstruct faunal exchange along the Mid-Atlantic Ridge.

A workshop to examine recovery systems for selected strategic and critical materials in the U.S. National Seabeds for the National Defense Stockpile in the 21st Century was held in Hawaii September 26-28, 1991, sponsored by the National Science Foundation and the Marine Mineral s Technology Center. The National Defense Stockpile of critical and strategic mineral commodities is presently in a deficit position of more than 7.5 billion dollars. Current domestic reserves of some commodities are limited or nonexistent. As defined by the U.S. Bureau of Mines, "Reserves are select resources . . . which at the time of classification, can be mined at a profit." Occurrences of these minerals have been discovered offshore within U.S. jurisdiction. If the technology could be developed to convert these resources into usable ore reserves, our dependence on foreign ores could be greatly reduced. Preliminary estimates indicate that a ten-year program of ore reserves definition, with appropriate technical developments to demonstrate a recovery system, could cost less than half the amount authorized for stockpile acquisition in FY 1989 alone.

The Early Norian Windy Craggy massive sulfide deposit is within the allochthonous Alexander terrane of the Insular tectonic belt in extreme northwestern British Columbia (Figure 1). Host rocks are the Middle Tats Volcanics, part of an informally-named volcano-sedimentary succession of mixed graphitic argillites and mafic pillowed and massive volcanic flows and sills of Upper Triassic age (Figure 2) that have suffered only lower greeschist-facies metamorphism. The volcanic rocks are light rare earth element (LREE)-enriched and display a variably developed back-arc subduction signature. Major and trace element compositions of the host argillite show that it contains an appreciable hydrothermal component, as evidenced by low high Fe and Mn contents. These sediments therefore record steady, continuous hydrothermal activity punctuated by intermittent turbidity currents sweeping into the basin. The deposit consists of at least two discrete sulfide lenses (the North and South Sulfide Bodies), as shown in Figure 3, a level plan at the elevation of the exploration workings. Published reserves at 0.5% copper cut-off are 297.4 million tonnes grading 1.38% Cu, 0.08% Co, 0.21 g/t Au and 3.9 g/t Ag (as of December 1991). However, the deposit is larger than this and further drilling is required to delineate it completely. Mineralization comprises massive sulfide, stringer/stockwork, and finely bedded to laminated sulfides and exhalites. Stockwork mineralization consists of sulfide-quartz-chlorite veins with attendant chlorite and silica alteration. Mineralization consists predominantly of massive pyrrhotite andlor pyrite with lesser chalcopyrite and magnetite. Figure 4 is an oblique section through the North Sulfide Body, the most northerly sulfide mass shown in Figure 3, which shows the distribution of the pyrite and pynhotite-rich massive mineralization and the stringer zone. The North Sulfide Body contains appreciable sphalerite, whereas the South Sulfide Body contains only trace amounts. The Zacarias gold-silver-barite deposit appears to be a Precambrian analogue of present-day exhalative deposits on the sea floor. Geochemical, stratigraphic and structural studies of the latter can be useful in elucidating the ore environment at Zacarias, thereby assisting exploration. The Zacarias mine is about 300 km north of Brasilia, within the Goiás Massif, Brazil. It is the southernmost of three auriferous quartzite occurrences along 1 km of a northeasterly striking amphibolite. Zacarias and its neighboring smaller deposit to the north, the Central Pit, contained a premining ore reserve of 650,000 tons at 4.4 g/t gold, 48 g/t silver, and about 20% barite. Gold mineralization is hosted by concordant quartzite strata also containing layered barite, pyrite, barium-mica, sphalerite, galena, chalcopyrite, magnetite, sulfosalts, free gold, and electrum. The host amphibolite is intercalated with barren mica-quartz-chlorite-pyrite schists that are more voluminous in the footwall and are associated with the ore horizons. Above the amphibolite in the hangingwall lies a thin graphitic shale, then a feldspathic arenite. The strata and regional foliation strike northeast and dip 42° northwest. Crenulation and small-scale folds plunge 30 to 40° to the west.

"REVIEW OF ISA's DRAFT EXPLOITATION REGULATIONS – HAVE KEY STAKEHOLDERS' CONCERNS BEEN ADDRESSED ADEQUATELY?In early August 2017, the ISA published a revised draft of the exploitation regulations. My presentation will focus on the extent to which key State and Contractor issues raised in formal submissions in November 2016 have been addressed in the revised draft and any additional key issues in the revised draft which are likely to cause significant concern for Contractors.ABSTRACTFollowing the ISA's call for submissions in response to draft zero of the exploitation regulations in July 2016, 43 responses from stakeholders were received by the ISA in November 2016. My presentation will start by briefly looking at how the ISA has continued to engage with stakeholders following the publication of draft zero of the exploitation regulations, including at payment regime workshops in London (November 2016) and Singapore (April 2017) and at the environmental workshop held in Berlin in March 2017. It will also touch on the publication in February 2017 of what was in effect a very preliminary draft of the environmental regulations before moving on to consider in detail the extent to which key State and Contractor issues have been addressed in the ISA revised draft exploitation regulations which were published in August 2017. My review of the formal submissions will include, amongst other things, commentary on:(i) the level of Stakeholder response (State Parties to UNCLOS, Sponsoring States, Privately owned Contractors, State Owned Contractors and NGOs);(ii) the quality of the submissions (particularly by States and Contractors); (iii) the key concerns raised by State and Contractor stakeholders and how those issues have been addressed in the revised draft exploitation regulations; and(iv) how all stakeholders need to further engage with the ISA to ensure that the exploitation code adequately addresses the legitimate and reasonable concerns of each Stakeholder group (e.g. Contractors, Sponsoring States, Developing States and NGOs)."
