Detailed reference is made to the findings of various relevant Royal Commissions and appendices include a list of the safety-lamps described in an appendix to the 1886 report and a publications list. Risk management is concerned with the whole spectrum of financial, geological, engineering, legal, governmental, social and occasionally ethnic issues, concerned with mining projects. The inherent risks in mining operations are well publicised, but new issues and hazards arrive on the scene and lake precedence, but the older risks still remain, while insurance cover may not he ‘full cover’ in the future. It has long been recognised that quantitative approaches to risk analysis can play a major role, but although these methods are capable of considerable theoretical precision, the lack of sound risk input data and experienced personnel limits the usefulness of theoretical analysis. It can, however, greatly assist in comparing cases, in identifying areas of risk and help in the investment decision process. Its major contribution to a mining project is that it imposes an investigative discipline that also assists in improving the quantitative approach to risk analysis and hence risk management. Risk analysis and risk management also requires sound common sense and major inputs from experienced geologists, mining, mechanical, electrical and mineral processing engineers. The Engineering Council, in 1992, issued a ten point code of professional practice entitled ‘Engineers and Risk Issues’ (The Engineering Council. 1992), covering our professional responsibilities, the law, our conduct, the need for a systematic approach to risk issues, the use of professional judgement, communications, risk management, evaluation of risk, our professional development in this field and the encouragement of public awareness of risk issues. This is a specific area of training perhaps long neglected by our industry and academic institutions (Atkinson. 1983).

The paper traces the pattern of spontaneous combustion in the workings of what was originally Hemsworth Colliery, but since July 1967 is now part of South Kirby Colliery. Examination is made of the Barnsley Seam sections and the part played by the top section of the seam as it comes in close proximity to the main seam. In this area of the colliery nine mechanised faces were set away between the years 1953 and 1968, every one "fired" at the pillar edge and six "fired" at the face line when production had ceased. The paper deals with the different preventative measures used, from sandbag walls, cement injections, spraying with polyurethane, until finally using Mandoseal as a sealant. Since the latter method was first used, the last three faces worked in this particular area were all salvaged completely, without any sign of a heating developing.

Mineral exploration carried out in Ireland since the mid-1950s has resulted in the discovery of ore deposits that are now in production atTynagh (Pb-Zn-Cu-Ag), Silvermines (Zn-Pb) and nearby Ballynoe (barite), and Gortdrum (Cu-Ag-Hg); a major Zn-Pb deposit at Navan that is now being drilled prior to development; potentially productive deposits at Keel (Zn-Cd-Pb), Ballinalack (Zn-Pb) and Aherlow (Cu-Ag); and a number of interesting prospects, including one of spodumene. Underground exploration of a formerly extensively mined copper deposit at Allihies has outlined new, albeit currently uneconomic, reserves at depth. The copper and pyrite deposits at Avoca have in recent years been re-explored and are now again being worked. Most Irish ore deposits are in the lower half of the Lower Carboniferous succession of limestones and subordinate shales and sandstones, and this stratigraphic zone is being most intensively explored at present. Other geological units under active exploration are Ordovician sediments-volcanics belts, Caledonian granites, and parts of the Old Red Sandstone and Dalradian series. Surface prospecting is made difficult in many places by glacial and other superficial deposits, including peat and alluvium. Geochemical prospecting methods have been outstandingly successful and primarily responsible for most new discoveries. Boulder hunting and outcrop prospecting have proved effective in detailed investigations of geochemically anomalous areas. Some parts of the country have been covered by three separate airborne geophysical surveys, albeit without success so far. The induced polarisation technique, the most widely used ground geophysical method, has contributed to several discoveries. The scope of application of electromagnetic surveys is more restricted than that of induced polarisation, but the method has been effective in a few cases and has contributed to the Tynagh discovery. To date, the resistivity and self-potential methods have found little application. Magnetic surveys are not applicable directly in the search for ore deposits of the various known types, but can be helpful in outlining geological structures in some areas. The gravity method has been used successfully in a survey over the Zn—Pb deposit at Navan ; it has also proved effective in trials over a blind sulphide deposit at Tynagh that cannot be detected with geoelectrical methods. The slow-speed compressor is giving place to the high-speed type, with its greater economy of material and space; and, where very large units are required, the turbo-compressor is supplying the need. In the very large air-supply stations on the Rand, turbocompressor units of a capacity of 20,000 and even 50,000 cubic feet, requiring 4,000 to 13,000 horsepower, are quite a commercial proposition, and have proved a practical success. Air-compressors of this size are, however, very exceptional, and the high-speed reciprocating compressor is quite capable of dealing with the highest outputs so far required in this country and, in the hands of manufacturers experienced in the design of high-speed steam-engines, a very high standard of reliability and efficiency in operation is obtained. The so-called “high-speed” or more correctly quick-revolution type of compressor is now extensively used in mines and collieries; for the air-pressures required for power purposes in mining work, two-stage compression, with an intercooler between stages, is the design usually adopted in best practice. It is not the writer’s intention to describe a variety of high-speed air-compressors but to select as an example of this type of compressor the one with which he is most familiar, and which is probably more largely used than any other, namely, the double-acting two-cylinder two-crank type with automatic light-plate air-valves, and with the working parts lubricated on the forced-lubrication principle. Our ability to generate information and transport it about the planet on super highways of optical fibre is about to change the way in which we communicate, work and live. There is not a single aspect of our future that will go untouched by the communication and computing revolution that Is now upon us. The change we are about to witness will overshadow the impact of the printed word, industrial revolution and physical transport. The next major wave of information technology (TT) development will focus on the delivery of information and experience on demand, in the right form, at the right time, at the right price, to fixed or mobile terminals anywhere, over networks of optical fibre, radio, satellite and optical wireless. Bandwidth, distance and time will no longer be significant cost elements as service and access become dominant.

In the five coalfields of Staffordshire, there have been some 43 incidents of spontaneous fires and heatings which have required special attention in the past ten years. This total excludes incidents in the Thick Coal Seam of South Staffordshire, which was worked until 1967, and which was subject to an almost continuous series of heatings. The incidents have been classified to show the sites of occurrence, the contributory factors which may have caused them and the treatments applied to them. The remedial techniques, as practised in Staffordshire, are dealt with in detail, with particular reference to standard methods of stopping-off. Precautionary measures taken are described, including a "liability to spontaneous combustion" classification of all seams, and the setting up of an emergency organization with emergency stocks of materials and equipment. The paper is concluded by a few words on the organization and control at the time of an incident.

For conventional aerospace aluminium alloys of the 2000 (copper) and 7000 (zinc, magnesium) series the recycling of process scrap from both metal suppliers and aircraft manufacturers is a well-established, worldwide industry. The recent introduction of a new family of alloys that incorporates lithium has posed a new challenge to the recycling industry owing to the high cost of lithium, its high reactivity to the atmosphere and to refractories and its absence from the specifications of all other registered alloys. Various process options for recycling have been identified, but vacuum distillation has been selected as the most cost-effective and technically feasible solution. Experimental work established that the separation of Li from AI-Li scrap is feasible and an industrial process has been designed. The economics of Li recovery are very sensitive to the AI-Li content of the feed material. Owing to the design of aerospace vehicle manufacturing plants it is expected that the swarf will be mixed with other alloys. A method of enriching this feed has been developed that is based on the control of swarf morphology by thermal and mechanical treatments as a precursor to eddy-current separation. After eddy-current separation and vacuum distillation small proportions of Li are retained in the AI residue. The effects of this on the properties of conventional AI-Si shape-casting alloys were investigated and safe threshold levels have been established.

A wide variety of mining conditions exists within the South Midlands Area and across this range of conditions more than one half of the mines are highly susceptible to spontaneous combustion. Two thick seams in which the greatest risk exists are described and illustrated. The different heatings which take place are categorized by the locations at which they occur in the mines: additional special cases not easily categorized by location are discussed separately. The discussion for each category of heating follows the pattern of: (i) the reasons why it occurs; (ii) when it arises the means by which it is fought, and (iii) the preventive measures taken in an attempt to avoid its occurrence. Relatively new factors which may affect the incidence of heatings are highlighted and suggestions are made which may assist in reducing the number of incidents in the Area. A new method of continuous sampling, analysis and recording is described and mention made of an original method of interpreting carbon monoxide results with the aid of the computer. The first results from this work show that an early warning is given of an adverse change in trend several weeks earlier than with the present methods. Lastly, suggestions are made about the direction in which research might proceed to assist in reducing the special hazards created by several features inherent in the present methods of mining.

After a brief description of the causes of spontaneous heating and of general preventative methods, a detailed account is given of occurrences of spontaneous heating in the Main Seam (locally known as the 5/4 Seam) at Westoe Colliery. This seam is about 12 feet thick consisting of hands of coal and shale, but only 4 feet 6 inches is worked because of the thickness os strata in water-bearing rocks and the worked section is selected on quality considerations. An advancing longwall face in this seam (2nd South) began to heat after working for six months and ultimately had to be abandoned. By adopting retreating methods and mining narrow panels it has been possible to extract this coal at an excellent rate of productivity. The system of goaf ventilation is important, because the use of a bleed road would have given rise to dangerous conditions in a goaf which of necessity would have contained fallen coal. Preparatory seals were prepared at selected sites so that, if necessary, a panel could be sealed off quickly; these seals are completed as soon as possible (within three weeks) of finishing a panel. A gas sampling system has been instituted which includes daily sampling on the face and in the goaf, and weekly sampling at the stoppings of all completed panels. The coal has now been extracted from this seam for three years without any further difficulties from spontaneous heating.

The paper investigates the historical information relating to spontaneous heatings which have occurred within the area from 1955 to date. From this information the seams most liable are identified and the location within the workings is enumerated, together with the possible reason for the occurrence of the heatings. Details are given of the precautions taken during development, working and withdrawal. Sampling procedures are outlined and the interpretation of the results is discussed. Reference is made to the various types of material and techniques employed in both preventing and combating heatings and examples are given of their relative cost and the operational experience obtained. Special observations are made on the changes in mining techniques and their influence on spontaneous combustion.

The paper notes that the extraction of 22% of the remaining workable reserves in the north western area involves a risk of spontaneous combustion higher than is normal in Britain. Mining systems have been tailor made in order to minimize the risk of spontaneous heatings, and these systems are described. Well-proved methods of combating spontaneous combustion are referred to, as well as the limitations which now apply to them as the result of the introduction of modern mining techniques. A substantial part of the paper is devoted to the circumstances in which spontaneous combustion occurs underground in the north western area. Several actual incidents which have occurred in the last few years, along with the practical application of the lessons learned, are described. Of particular note are: a) the procedure adopted in the north western area to equalize pressure differences across stoppings using pressure chambers, and b) a retreat mining system, primarily designed to deal with high methane emission and steep gradients, which also affords some protection against spontaneous combustion.
