This paper summarizes explosives transportation incident and accident data collected by the U.S. Department of Transportation (DOT) from 1993 to 1998. The paper briefly describes the legislation and regulations that cover hazardous materials transportation. The multimodal incident data collected by the Research and Special Programs Administration (RSPA) contained 86 incidents involving Class 1 materials during transit. Thirty-two occurred on public highways. The Federal Highway Administration (FHWA) data showed there were 8 1 motor-vehicle accidents involving explosives. The FHWA Crash datafile extract contained 649 records categorized as involving Class 1 materials although closer analysis revealed that nearly 90% of these did not involve explosives. In both databases, there were no fatalities caused by the explosive materials although 7 fatalities were the result of injuries suffered during the motorvehicle accident. There were also no serious explosions during any of these incidents or accidents. The paper concludes with an analysis of the risk involved with transportation of commercial Class 1 materials on the highway.

Apogee Coal Company, DBA Arch of West Virginia, faced the challenge of drilling and blasting over one million cubic yards of high temperature overburden at its Ruffner surface operation near Logan, West Virginia. The overburden was removed above the Upper Five Block seam that was previously deep mined, abandoned, and later engulfed by fire. Borehole temperatures were measured above 700” F.

Recent studies and limited tests indicate favorable results utilizing high accuracy electronic detonator technology over conventional non-electric pyrotechnic systems. This study discusses the application of this technology using the Daveytronic programmable system in an on-going production basis. The study quantifies the performance as it relates to fragmentation, excavation, vibration and productivity in an eastern U.S. aggregate mining operation.

The National Institute for Occupational Safety and Health (NIOSH) carried out exploratory laboratoryscale studies to identify factors that may contribute to nitrogen oxides (NOx) production associated with non-ideal detonation of blasting agents. Explosive admixture with drill cuttings, loss of fuel oil in ammonium nitrate and fuel oil (ANFO) from wicking, ammonium nitrate dissolution with water, degree of explosive confinement, ANFO density, and critical diameter were identified as contributing factors to increased NOx production under the laboratory test conditions. Experiments were also conducted to examine the effectiveness of various additives in reducing the NOx production from ANFO, emulsion, and ANFO/emulsion blends. Aluminum powder, coal dust, urea, and excess fuel oil in ANFO formulations were tested and were found to reduce both the nitric oxide (NO) and nitrogen dioxide (NO2) production. Fumes measurements were obtained in the NIOSH underground closed chamber from the detonation of 4.5-kg (10 lbs) charges in schedule 80 seamless steel pipe and from detonations in light weight galvanized steel stove pipe. Some exploratory tests were also conducted with 0.8-kg (1.8 lbs) charges of pulverized ANFO initiated with 0.08-kg (0.18 lbs), 50/50 (Pentolite) boosters (in the NIOSH 12-ft (3.7-m) diameter steel sphere) to measure the degree of fumes production associated with post-detonation oxidation. Ammonium nitrate, emulsion and Pentolite boosters were also detonated in an oxygen-poor environment.

A blasting improvement program began in 1985 at two traprock quarries in Connecticut to reduce the levels of ground motions and airblast measured at residential structures surrounding the operations. The quarries are situated within town limits, adjacent to a number of historical and other structures. Although blasting vibration amplitudes were found to be far below those that could produce cosmetic defects in structures, they were perceived to be the cause of structural defects observed by homeowners. Based on a comprehensive * review of blasting practices in place during1985, an extensive vibration monitoring program was implemented. The initial study included the instrumentation of selected residential structures to record and analyze strains imposed within structures from quarry blasting, environmental changes, and from daily household activities. A comparison of the results was made with the results reported by the U.S. Bureau of Mines in 1980. The highest strain imposed in drywall from blasting (13 J_I strain) was 12% and 1% of the highest strain levels recorded for normal household activities and temperature changes, respectively. The present philosophy in production blasting is to attempt to keep vibration amplitudes as low as practical by implementing state-of-art blasting control techniques. Currently, blasting seismographs are placed in a circular manner around each quarry, providing production blast vibration records for 360 degrees of coverage at distances of 2500 to 4000 ft. from blasting operations. Seismograph and production blast records are analyzed each year and become part of a Blasting Improvement Plan submitted to the local zoning commission as part of the annual operating permit process. This paper summarizes the results of previous vibration monitoring programs and outlines the modifications made to blasting practices to minimize the levels of ground motions and airblasts. The public relations efforts and standard corporate procedures used by company personnel to address all blast related complaints and alleged damage claims since 1985 are also discussed.

"Electromagnetic surveys were conducted at the BXL Bulk Explosives Limited Mixing Plant andsurrounding area to characterize runoff from the site and possible impacts of salinity. The BXL Plant is located at the edge of a depressional area and any escape of soluble ions, such as nitrates, would have ended up in the slough to the west of the plant. Two electromagnetic (EM) instruments were used in the survey. A Geonics EM 3 1 was used in October 1997 and in June 1998, a new multifrequency instrument, a GSSI GEM 300 was also tested. Both instruments were individually mounted on a plastic sled with Teflon runners and towed with an ATV quad. Position was determined using a Trimble Pro XL global positioning system (GPS) with a real time correction mode Landstar receiver for an accuracy of about *l m. Both GPS and EM instruments were set to collect data at 1 second intervals. The quadrature maps for both instruments showed essentially the same information, namely of very high conductivity, appearing to emanate from the mixing plant. The levels of conductivity were highest where the saline water appeared to pool, at the southern end of the slough. Soil sampling locations were identified from the EM maps and navigated to using the real time GPS. Composite samples were collected by hand using a Dutch auger, from two locations, in increments of O-1 5, 15-30, 30-60 and 60- 90 cm. The analysis of the soil samples indicated a complete absence of nitrate or ammonium ions; the major anion was sulphate, indicating naturally saline subsoil conditions. The GEM 300 made the collection of data more efficient, as only one pass was required to collect the data from four depth intervals. The EM survey combined with the real time GPS allowed rapid characterization of the site with respect to soil salinity and proved to be cost-effective for Phase l/ Phase 2 site assessments and targeting sampling locations."

This work quantifies seismic coupling as a function of charge weight for single-fired (simultaneously detonated) explosions observed in the mine and at regional distances. These single-fired explosions are contrasted to standard production shots from the same mine. Production shots include cast blasts to remove overburden and coal shots for fragmentation. The blasts were conducted in a mine in NE Wyoming. The data sets consist of measurements in the mine (100-10,000 m) and at regional distance (360 km) using a seismic array near Pinedale, Wyoming (PDAR). The single-fired explosions ranged in designed size from 5,500 to 50,000 lbs. Peak amplitudes measured at a single element of the regional array are modeled by a power law relation dependent on explosive weight. Scaling constants were determined for each of the dominant regional phases: b(Pn) = 0.84±0.14; b(Pg) = 0.84±0.09; b(Lg) = 0.91±.08. Spectral ratios of observations from different explosions observed at the same station illustrate the frequency dependnce of the source scaling relations. Spectral ratios of in-mine observations are consistent with those of regional data. The observed single-fired ratios are well replicated by Mueller-Murphy source model ratios. The data and model illustrate both the increase in long-period spectral level and the accompanying decrease in source corner frequency with increasing charge weight. The coal and cast blasts that make up the production shots ranged in size from 77,000 to 4,738,230 lbs. The peak amplitude (1-20 Hz) for the largest delay-fired production shot (4,738,230 lbs.) is comparable to that of the largest single-fired explosion (50,000 lbs.). This comparison can be explained in terms of destructive interference between waveforms from individual boreholes introduced by delay firing. Shot specific models of delay firing suggest that peak amplitudes in this same frequency band for the production shots are insensitive to the total amount of explosives in the blast. Peak amplitude data at regional distances supports his modeling result.

The offshore production of oil and gas resources has been active in the Gulf of Mexico since Kerr- McGee drilled the first commercial well out of the sight of land in 1947. Since then, approximately 60% of the offshore oil/gas production structures used globally have been erected in the GOM to support the production of energy resources’. The shallow, shelf and shelf edge waters of the Gulf of Mexico have reached or are rapidly approaching production maturity, requiring that the fixed structures used to support energy production be removed or otherwise disposed of by suitable means. The use of energetic materials has been determined to be a safe, efficient and cost effective technology to remove fixed offshore structures whose service life has been exceeded.

The environmental problems arising from ground vibration has been faced and discussed frequently in various industries such as quarry, mining, civil works, shaft, tunneling, pipe line and dam construction etc. where the blasting operations are unavoidable. In bench blast design, not only the technical and economical aspects, such as block size, uniformity and cost, but also the elimination of environmental problems resulting from ground vibration and air blast should be taken into consideration. The prediction of ground vibration components plays an important role in the minimization of the environmental complaints. This paper presents the results of ground vibration measurements carried out in the quarries located on the different sides of Çatalca district in Turkey. In order to predict peak particle velocity level for this district, ground vibration components were measured for shots during bench blasting at these quarries. In blasting operations; ANFO is commonly used as blasting agent at the quarries. The type of priming and firing differed from quarry to quarry. The parameters of scaled distance (charge quantity per delay and the distance between the source and the station) were recorded carefully and the ground vibration components were measured for all blast events by using different type vibration monitors. The absolute distances between shot points and monitor stations were determined by using GPS. The equation of square root scaled distance extensively used in the literature was taken into consideration for the prediction of peak particle velocity. In order to predict, and compare the influence grades to the neighboring buildings, and structures at the Çatalca district, the particle velocities and frequency values of all blast events are evaluated according to the United States Bureau of Mines (USBM) and German DIN 4150 Norms due to the lack of a national standard in Turkey. Then, the data pairs belonging to these quarries were gathered together to represent the district and were analyzed statistically. At the end of statistical evaluation of the data pairs, an empirical relation which gives average line at 95% confidence level and upper bound 95% prediction line with a reasonable correlation coefficient was established between peak particle velocity and scaled distance

Water wells, aquifers, and pipelines rarely incur damage from nearby blast vibrations. Extensive ground vibrations may cause a drop in the water table thereby changing an aquifer’s structure or drying up a well. Studies on the reactions of aquifers and water wells have been performed in Montana, North Dakota, and the Appalachia Coal Region. All of these studies reported that vibrations did not change the properties of the monitored aquifers and water wells. Rather, evidence suggests that any incurred damage was caused by block motion and downsloping.

A highway bridge demolition project to allow shipping access to a new container port in Puget Sound ran into trouble when contract-stipulated mechanical means of demolition failed. Blasting was then employed under less than ideal conditions and was successful.

The King George V (KGV) Shaft forms part of MTR Corporation Limited (MTRCL) Works Contract 703 extension of the underground West Island Line on Hong Kong Island. The Shaft and the associated adit was the sole access to excavate the running tunnels. Originally during the Detailed Design stage, it was concluded that blasting was not feasible at the KGV Shaft due to the close proximity of sensitive receivers in the form of residential buildings, electrical cables and hospitals. As a result, the Contractor planned to excavate the Shaft using mechanical means with a programme time of seven months. The Contractor appointed a Sub-contractor to analyse the feasibility of excavating the Shaft by blasting. The Sub-contractor reviewed the proposal and recommended the use of an innovative blasting technique that had never been previously employed in Hong Kong. The Sub-contractor recommended the Shaft be blasted using DetNet electronic delay detonator technology, manufactured by AEL Mining Services in South Africa, with an initial 1.5m depth of water ballast covering the blast face. The electronic delay detonators provided initiation accuracy to ensure there would be no overlap between sequentially detonating blastholes. The water ballast makes use of the effect of energy lost through the shock front causing the water to break up into droplets creating a spray dome resulting in the attenuation of the energy imparted into the surrounding rock mass. Various tests have demonstrated that both the maximum overpressure and impulse density are significantly reduced when water of a minimum depth is in direct contact with detonating explosives. This innovative blasting technique reduced the excavation programme by three months, saved HK$5 million in direct costs and totally mitigated the impacts on the public and other stakeholders nearby the KGV Shaft. Peak Particle Velocities (vibrations) rarely exceeded 2-3mm/sec (0.08-0.12in/sec) at a distance of 30-40m (98-131ft) from the blast location and air overpressure levels were reduced below the Hong Kong target level of 120dBL. In total, 24 blasts were fired with an average advance of 1.6m (5.25ft) with an average powder factor of 2.03kg/m3 (0.127lb/ft3) to 1.84 kg/m3 (0.114lb/ft3). The initiation pattern had 5ms between sequentially detonating blastholes and 20ms between adjoining rings.

There are more than 4,000 oil and gas structures present in the U. S. Gulf of Mexico. Approximately 100 structure removals occur each year and 66% of these are removed with explosives. From 1993-1995 an intensive study was conducted on the fish kill resulting from the explosive removal of 6 platforms off the Louisiana coast in water depths from 14-28 m (45-92 ft). After explosives were detonated, all floating fish and a sample of the dead fish which sank to the sea floor were collected.

This paper describes rock slope remediation performed along America’s first Superhighway, the Pennsylvania Turnpike and in particular, the specialized drilling equipment designed and built by Pacific Blasting to complete this work. This S-month project was performed on an existing rock cut slope within the Bedford Narrows, a gap formed by the Juniata River through Evitts Mountain. These rocks are in the folded Juniata and Tuscarora Formations within the Valley and Ridge Province and strike northeast with near vertical to slightly overturned bedding.

In the underground environment, characterisation of a rock mass during the mining cycle becomes increasingly difficult due to a lack of rock mass exposure for measurement or observation. In most cases rock mass characterisation occurs prior to mining by inspection and logging of exploration drill core, or prior to mass excavation through drive mapping for geological and geotechnical data. Characterisation strategies, if applied during the mining cycle, can reveal near-field anisotropies that may affect the behaviour of the rock mass with respect to excavation. These methods can aid in understanding the performance of stopes based on geometry, in-stope extraction sequence, and stress modelling. One such method of characterisation involves the use of production blast vibration monitoring and analysis as indicators of rock mass anisotropy through travel-time tomography.

The Paseo Bridge was located at the I-29/I-35/US-71 Missouri River Highway Crossing. It was built between 1952 and 1954 by Massman Construction Company. The 1,232 foot long, self-anchored suspension bridge was the longest of its type when built. On Jan. 22, 2003, a connector pin designed to allow the bridge to expand and contract during temperature cycles seized and caused a portion of the bridge deck to raise up and block traffic. This marked the beginning of the end for the old Paseo Bridge.

The Kaiser Aluminum Company Smelter, one of several in the Pacific Northwest, was built in 1942 and operated by the Olin Company during World War II and then purchased by Kaiser Aluminum after the war. At its height, the facility employed over 350 workers and was capable of producing 73,000 tons of aluminum per year. It was closed in 2000 through a combination of rising electrical and labor costs, and the inability to compete with more up-to-date foreign facilities.

On the 5 September 2014 a road train (tractor-trailer) with two trailers carrying ammonium nitrate was involved in a single vehicle accident on the Mitchell Highway, 30 kilometers (18 miles) south of Charleville in Central Queensland, Australia. The ammonium nitrate was being transported to a mine site for use as a blasting explosive. The truck came to rest in the creek bed adjacent to a road bridge and caught fire. The vehicle burnt for over one hour before the load of ammonium nitrate exploded. Miraculously there were no fatalities; however eight people nearby sustained injuries, some seriously. The road and rail bridge over Angellala Creek were destroyed and vehicles in the nearby vicinity were seriously damaged. The truck carrying the ammonium nitrate was completely destroyed with over 2500 pieces of debris scattered up to one thousand yards (one kilometer) from the blast site.
