State and Federal construction specifications require the Blasting Contractor to prepare a Master Blasting Plan which is reviewed by the Owner’s Representative. The Master Blasting Plan requires the Contractor to submit the design of a typical blast. Most blasting specifications also require the Blasting Contractor to submit Daily Blasting Plans. The Master Blasting Plan and the Daily Blasting Plan require that the Blasting Contractor also submit the types and quantities of explosives and initiators used. The specifications also request that the Blasting Contractor submit the pounds of explosive used per delay for both production and presplit blasts. The Blasting Contractor may also be required to predict the anticipated ground vibration and air overpressure levels for the proposed blasts. There are equations that can be used to predict the ground vibration. There are also equations that can be used to predict the air overpressure levels. The data for these equations were primarily derived from quarry and surface coal mine and some construction blasts. Data from major construction projects were analyzed in this study to determine new air overpressure propagation equations for construction blasting. These new prediction equations compare calculated results analyzed from field data with other existing air overpressure prediction equations. Production blasting air overpressure values are also compared to air overpressure from presplitting

The Hamersley Province is located 1000km to the North of Perth the Capital City of Western Australia and is of major economic significance due to the mining of extensive deposits of Haematitic Iron Ore for both domestic and export use. A small but significant proportion of the waste associated with these deposits presents problems due to its ability to spontaneously combust and react with explosives resulting in premature detonations.

Apogee Coal Company, DBA Arch of West Virginia, faced the challenge of drilling and blasting over one million cubic yards of high temperature overburden at its Ruffner surface operation near Logan, West Virginia. The overburden was removed above the Upper Five Block seam that was previously deep mined, abandoned, and later engulfed by fire. Borehole temperatures were measured above 700° F.

British Columbia (BC) is Canada’s most western province. The landscape in BC is amongst the most beautiful and pristine in the world. Along with its beauty come vast mountain ranges, coastal rain forests, swamplands, deep river valleys, and almost every type of landscape imaginable. These all have, or at one time had, logging roads constructed. Some of these areas should never have had roads constructed due to poor drainage and unstable slopes, but some of the roads could be considered engineering masterpieces. To navigate a vehicle the size of an off-road logging truck down the side of a mountain with an 80°h side slope or greater can be a hair-raising experience. Not to mention coastal rains and/or high elevation blizzards. These factors collectively make logging BC’s most hazardous occupation. People are seriously hurt, sometimes even killed everyday.

Abandoned underground mine workings have been regularly encountered in open pit mining excavations for many years, for the most part without many serious problems resulting. During the last several years however, some tragic occurrences and near misses have resulted when these old workings were intercepted. This paper will report on the problem as it relates to western open pit mining and will describe several techniques that can be used to identify problem areas before they are reached: Utilization of old maps and engineering data, long hole drilling and probing, and the use of subsurface investigation in the form of ground penetrating radar are the detection methods that will be discussed. The paper will describe some possible actions, once potential problem areas are identified. Drilling and blasting crews are usually exposed to the hazards involved when these situations arise because of their "on the ground" working environment. It is therefore appropriate that some of the best methods of dealing with these hazards once they are identified, seems to involve innovative and creative blast designs. The paper will discuss these approaches and describe an example of this aspect of the solution.

"Over the past 30 years, the Nordic countries have developed similar practices for estimating damage caused by rock blasting vibrations. However, over the last few years the risk of damage has sometimes been estimated by using international values, which have created unnecessary costs, since they are too conservative. This paper gives a proposal for Finnish blast vibration standards and a calculation model for the extent of the zones for building inspection, risk analysis, and vibration measurements. The international conclusion is that particle velocity is the best descriptor for limiting damage potential for structures. Over 900 000 vibration data recordings from 52971 blasts were collected for this paper during 1970-1989. They show that the most practical description is the vertical component of the peak particle velocity. As rock is a nonhomogeneous medium, it is hard to predict the need and scope of risk analyses, building inspection, and vibration measurements. As a large number of blasts were monitored for the recording of the peak particle velocity in several locations in Finland, and the data combined, it is possible to establish safe scaled distances for the calculation of the need and scope of risk analyses, building inspections, and vibration measurements."

A large overburden blast was carried out at Douglas Colliery, Middelburg Mine Services, close to a national road in South Africa. The road is a busy route between Witbank and Bethal and damage to the road could not be risked. The section of road next to the blast was particularly prone to damage, because it had been mined out on its eastern flank, and the large blast was to take place on its western flank. There were thus three potential damage risks: 1. Fly rock damage to the road surface 2. Vibration damage to the road substrate 3. Damage caused by bulk displacement of the block supporting the road into the void on the mined out side. This paper presents the design and blasting methods used to control the blast and avoid these three risks. Electronic delay detonators were used in multi-decked holes. Signature data were used to determine the blast timing to make sure that delays were used that would provide destructive interference. The timing direction and sequence was decided using wave interference patterns to direct repeated shocks away from the road. The precise detonators and the odelling capability allowed effective control of the blast vibration result. Each hole was charged with two explosive decks separated by a deck of aggregate to limit the charge mass fired per delay and thus limit the reaction forces acting towards the unsupported road. The vibration and blast results are presented in the paper, together with the design that was applied. Details are provided on how the blast was charged and primed. The problem of rock hang-ups in underground mining operations has been a continuing one since the days of the “hang-up man”. This position commanded the highest pay of any underground worker in many historical Western U.S. underground bulk-mining operations, due to the occupational hazards of the job. Although underground mining techniques and especially work practices have changed greatly since then, the hang-up problem is a continuing one in many mines which use gravity flow of coarse rock in their transport systems or in those mines where stressed ground causes rock slabs to spa11 and bridge rock passes and stopes. In addition, with mechanized underground open-stoping mining methods now being used in many different types of ore deposits worldwide, this problem has again emerged as a very significant one in many of these highly mechanized operations. This is especially so where the remote operation of loaders is used for removing blasted rock from underground open stopes.

Cripple Creek & Victor Gold Mining Company (CC&V) operates the largest surface gold mine operation in Colorado and is located west of Colorado Springs in Teller County between the towns of Cripple Creek and Victor. Gold was first discovered in the Cripple Creek mining district in the 1890s. CC&V has been conducting gold mining and precious metal extraction operations in the Cripple Creek Mining District since 1976. Current reserves are only amiable to surface mining since previous underground mining has depleted near surface ore rich veins.

The need for blast vibration monitoring can be attributed to a combination of three factors: Structural damage, Blast design and Human annoyance. Traditionally, vibration damage criteria are prescribed in terms of peak particle velocity (PPV), as measured or predicted in the ground surrounding a blast. The PPV in the vicinity of a blasthole is strongly influenced by the quantity of the explosive per delay. In general, the existing prediction models give reliable results but fall short of addressing the change in PPV when the charge is decoupled and/or distributed.

Nitro Nobel (the company was acquired by Dyno Nobel in 1986) originally developed non-electric initiation systems. These system were based on the 1967 invention of the shock tube fuse by Per-Anders Persson. Through licensees CIL and EB production and sales also started in Canada and the US. Early on, some accidental initiations of the tube occurred in production. It was found that static electricity was involved. After corrective action was taken - by changing the aluminium content in the tube core load - no further accidental initiations were reported until 1991.

In another part of this issue we have reported the results of some test results made upon one of the safety powders. It will pay every c o n t r a c t o r, miner, or user of explosives in any form to carefully re a d the article re f e r red to. Dynamite has done a gre a t work in the service of man, as did black powder before it; but its i n h e rent dangers are admitted by all and are proved by the long list of deaths and injuries, and destruction to property which annually occur through its use. Why should we continue to use an explosive that annually kills and maims hund reds of men, when others are available which are equally powerful, no more expensive and far less liable to accidental discharg e ? Dynamite when first manufacture d is pure and comparatively safe; but most unfortunately it does not always stay pure; it “rots,” and then it is exceedingly dangerous. More than this, the explosive part of dynamite is a liquid, nitro - g l y c e rine, which is absorbed or soaked up by sawdust, wood pulp or the like. So long as this liquid nitro - glycerine remains pure and remains “soaked up,” or absorbed t h e re is little danger. It has been found, however, that the nitro - g l y cerine leaks under certain conditions. During thawing it fre q u e n t l y leaks out of the stick, or if it becomes wet the water causes the n i t ro-glycerine to leak out. In either case free liquid nitro - g l y c e r i n e escapes, and in that free state it may be exploded by any very slight shock. Nor is this all, if a stick of frozen dynamite be bro k e n a c ross it has been found by tests that the frozen nitro - g l y c e r i n e w h e re thus broken is very sensitive to shocks afterward .

When establishing an underwater testing site for the energy measurements of the explosives, the dimensions of the measuring pool have to be measured to find out what is the maximum weight for the test charge. Secondly one has to decide the distance between the pressure gauge and the shooting point. Thirdly the pool has to be calibrated because of the reflections of the explosions by measuring the bubble periods of the calibration charges. The calibration shots can also be used to estimate the minimum weight of the explosive charge for the reliable energy measurements by calculating the shock, gas heave and total energy values and their standard deviations.
