A major characteristic that distinguishes modern society from its predecessors is the understanding that events are not driven by the whims of the gods, pre-ordained fate or nature, but are controlled to a greater or lesser extent by the actions, (or inactions), of people. The study of risk assessment is the basis for determining risk or the likelihood of an event occurring combined with the consequences of that event if it does occur. This study is indubitably linked to the mathematics of probability and statistics which permits the quantification of risk. As the Industrial Revolution significantly increased the exposure of persons to new types of energy sources, materials, equipment, and means of more rapid transportation of goods and people, quantitative risk assessment became a vital tool in protecting workers and the general public exposed to these new technologies.

Concrete is a common construction material used throughout the world, and with increasing demand of fast-track construction, blasting and concrete casting are occurring simultaneously at many sites where rock is being excavated for concrete placement. However, there has been significant disagreement in the construction industry as to what intensity of shock vibrations green, or fresh concrete can tolerate. Peak particle velocities are often arbitrarily chosen, or are simply based on materials such as plaster and drywall that have been more thoroughly studied in relation to damage. Previous research on green concrete has used the concrete’s static strength subjected to shockwaves at different ages as the primary damage criteria. In addition, the static strength tests have been based on curing time. However, changes in temperature or humidity can dramatically alter the hydration rate, which affects strength development of different cements. To account for temperature changes and humidity the concept of concrete maturity is commonly used and allows the researcher to see where the concrete was in terms of hydration progress. In general, static testing determines the failure stress that the concrete’s macrostructure can handle, and often failure occurs in the natural materials first or along large defects in casting techniques. Dynamic testing or high strain rate testing, on the other hand, loads materials at such a high rate that larger defects do not have time to react and instead the microstructure is more highly stressed leading to higher strength and stiffness values. This is known as the material’s strain rate sensitivity. Since dynamic testing better tests the microstructural strength, it is believed that it may provide a better way to assess damage to green concrete. Testing includes both static and dynamic compression as well as static and dynamic splitting tensile strength to assess whether damaged has occurred to the concrete. No significant statistical evidence was discovered that damage to the concrete occurred at five different “green” maturities from peak resultant velocities ranging from 10.66 in/s (271mm/s) to 4.40 in/s (112 mm/s) with average intensity of 6.7 in/s (170mm/s).

Photos 1 - 4 – Chris Elliott is a rock slope supervisor on a construction project east of Seattle, Washington. His job is to look after a “two man” scaling crew working on the rock bluffs some 300 feet in height along the I-90 interstate just east of the town Hyak. The Washington State Rock Engineers noticed a very large mass of unstable rock along the upper rock face and asked us to take it out. Chris is loading explosives in 1½" ” holes that are 8 to 10 feet deep by 40 feet long with 1¼” x 8” power primer on the unstable rock mass that is about 300 feet above the new road construction. I-90 runs east and west longside the new construction note the containment fence and the ship containers along the highway for protection and Lake Keechelus in the background.

Or maybe you are one of the hundreds of blasters who have attempted to use GPS as a method for locating the exact position of their blast and measure distances from the blast to nearby structures. If so, you may have found that the accuracy of the handheld GPS systems left much to be desired. It may be time to get the units back out of storage and give them another try. As of midnight, May 1, 2000, the federal government has turned off the “error” built into the system known as “selective availability.” Here is a brief explanation of what that means in a question and answer format.

It is established to an increased extent that the basic questions about raw material extractions deal with water, dust, noise and vibrations. If it has not been definitely proven that these points won?t lead to excessive environmental strains, attempts at any explanations will meet with disapproval in advance. In order to answer the basic questions about dust, noise and vibrations quality management becomes most important, particularly with respect partly unavoidable emissions of production processes. The specific questions have to be answered within the context of good blasting practices, latest discoveries of the explosives industry, and by use of a Blasting Works Quality- Management, which includes both production quality and Risk-Management. The paper shows a practical way to work out a Quality-Management Program for companies involved in blasting activities.

A vibration record is a complex of motions resulting from a combination of direct, reflected and refracted seismic energy that originated at a blast source. Multiple hole blasting using delays further complicates the motion in that overlapping of seismic wave trains may occur when delays do not fire in the programed sequence. This can result in variations in amplitude, frequency and wave-1ength of the vibration. Amplitude may be doubled, frequency may oscillate between the highest and lowest frequencies present and wave-length may approach doubling of the longest wave-length present. These effects can present serious problems to conducting a safe blasting program since increased amplitudes and lower frequencies present higher damage potentials for structures. The development of these effects is described and illustrated graphically to show how these effects can occur.

Previous work has shown that testing of precompression effects conducted on a small scale under simulated field conditions in actual rock provides a reasonable model for the evaluation of explosives and initiators under the adverse conditions encountered in production blasting. Using this methodology can result in greater understanding of the phenomena as well as the ability to predict performance. This effort has been extended to evaluate various parameters not previously studied in a controlled fashion. The present paper describes the use of this technique to study the effects of delay timing on precompression effects. Intervals from 25 to 150 milliseconds are included in the study. Both VOD measurements and damage estimates are utilized in the evaluation. The results demonstrate that timing delay between holes is quite important in determining the overall effectiveness of a blasting program.

Punatsangchu Hydroelectric Project Authority is constructing 1020 MW underground hydroelectric project in Bhutan. The project envisages construction of concrete dam, Desilting Chamber, Head Race Tunnel, Power House Complex and Tail Race Tunnel. Tunneling is one of the major activity in any underground projects as they are driven for multiple activities. By and large the tunnels are a major part of connecting networks from surface to caverns/underground working sites. Many tunnels in hydropower project are part of water conducting systems and one such important tunnel is the Tail Race Tunnel in this project and had to be excavated in thinly foliated rockmass conditions by D&B method. The rockmass is traversed by three to four joint sets and few minor shear seams. Rock Class “Q” values were between III and IV. Tunnel was excavated by full face parallel hole drilling blasting method. The adopted blasting method consisted of drilling 45mm (1.77 inch) diameter holes to a depth of 2m and the drilled holes were charged with 40mm (1.57 inch) diameter cartridge explosives and charges were initiated with half second non electric initiators. The perimeter holes were drilled at closer spacing of 30cm (1 feet) and alternate holes were charged using 32mm (1.23 inch) diameter cartridges explosive. Low dipping foliation joints present in the rockmass tend to slab in crown portion and erratic occurrence of intrusive bodies lead to unpredictable behavior of rock mass posing a major challenge for the safe excavation. Stability was a major issue through controlled blasting under constant supervision too could not limit the overbreak in certain weak rockmass conditions thereby exposing cavities of about 2.5m (8.2 feet). The stabilization of these cavities and handling the overbreak due to rockmass condition was time consuming and warranted additional supports. With systematic measurements and controlled blast designs the Horse Shoe Shaped Tail Race Tunnel of 9.1 m (29.85 feet) diameter and 304m (997.37 feet) length to connect with Downstream Surge Gallery of 314m (1030 feet) length, 18m (59 feet) wide and 58.8m (193 feet) height in thinly foliated and jointed biotite gneiss rockmass was successfully excavated.

Drilling and blasting in a Karst (sinkholes and mud seams) environment has long been a problem for blasters, miners, quarry operators, contractors, and developers. While one cannot change the geological conditions, one can take some measures during the bidding process and the initial preparation of the blasting program to help reduce some of the problems. During the geotechnical investigation and developing the test/core drilling grid, the owner/developer needs to take some additional measures that will provide important data to the blaster to help reduce the problems associated with blasting this type of geology. The owner/developer must also understand that, due to the geologic conditions, the results of the blasting will not be ideal and there may be additional blast-related costs. If provided the proper geologic data, the blaster can develop drilling patterns and blast designs that will help reduce some of the more problematic areas.

In contrast to global trends, African, especially South African, surface mining operations have shown a significant rate of adoption of Electronic Detonators (ED’s) over the last few years. Proven benefits of converting to ED’s from pyrotechnic initiation systems have aided this market conversion. These benefits are experienced throughout the mining operation. Benchmarking exercises, prior to the introduction of ED’s, form part of the conversion process and allow for quantifying improvements. Extensive work has been done on quantifying the benefits of converting to ED’s and have shown that results can be reproducible. Improvements have been experienced in many applications and include environmental impact control, improved mining efficiencies, increased cast benefit and improved size distribution. These step changes in blasting results, in conjunction with the adoption of ED technology have aided the rapid conversion of the African surface market.

The efficiency of the loading system in a mine depends upon the characteristics of the muck pile, the loading machine specifications and the loading practices. The focus of this paper was to look specifically at the size distribution of blasted material, and to quantify its effects on loader productivity. A scale model of LHD was designed and fabricated to represent machines currently employed in the industry. The experiments were performed using crushed Gabbro, which was mixed in various proportions according to Rossin-Rammler size distribution to give five different characteristic particle sizes and five different size distribution constants for each characteristic particle size. The effect of the size distribution constant on peak and mean penetration forces, work done and bucket fill factor was examined. In addition, the influence of mean particle size, 80% passing size (D80) and % oversize on the penetration force and bucket load was investigated.

A preconstruction inventory program was conducted to determine the existing conditions of residential, non-residential and all other structures within 2,000 feet of the blasting limits for a highway excavation site in Asheville, North Carolina. Prior to major production blasting, eleven test blasts were detonated to establish site specific propagation parameters in order to develop contours of maximum allowable explosive charge weights per delay. The method of scaling distance by the square root of charge weight per delay was utilized in developing the contours of allowable charge weights. The charge weight contours were revised during blasting operations as additional vibration data became available. The effects of blast induced vibrations on a nearby water storage reservoir, a nearby vehicular tunnel and other adjacent residential and non-residential structures were observed and monitored over a period of two years of blasting operations.

Controlled drilling and blasting continue to be an important method of block production and for block splitting. Drill and blast technique has disadvantage that sometimes, it produces cracks in uncontrolled manner and also produces micro cracks in the block as well as in remaining rock, if not carefully carried out. Recovery by this method is low compared to other methods. Therefore, attempts have continued to develop controlled growth of crack in desired direction. In this paper a series of tests are described using detonating fuse in marble. Economics of different methods is also compared. In comparison to conventional use when holes are lined with inexpensive cardboard or plastic liners with a slit, the cost and damage is the least and development of crack is in desired direction.

One of the more difficult topics to address concerns the effects of vibration on historic structures. Not only blast induced vibration, but also vibration from other transient and semi-continuous sources like, traffic, human activity, and environment forces. A common question might be, “What level of blast-re l a ted PPV is considered safe?” A review of some of the papers available from the ISEE Explosives Reference Database on CD ROM shows that 0.50 inch per second was often used. It was not clear on what basis this value was selected except that it represents the low frequency limit for plaster developed by the United States Bureau of Mines in RI 8507. In another case, a limit of 0.20 inch per second was mentioned, apparently simply because it was ten times less than 2.00 inches per second.

This paper changes the section of copper of copper to aluminum adapter bar into aluminum plate covered one face or double face with copper coat, and changes the conductor material of knife switch, fuse box, plug and socket into steel plate covered one face or double face with copper plate, and manufactures the composite (two layers or three layers) metal plates by means of explosion welding with the plates installed horizontally. Introduced in this paper are the blasting designing technique, manufacturing process and the electrical performances of the explosion bonded products. Besides, this paper presents the designing and manufacturing technique of cumulative charges and their time detonating units for cutting off the retired nuclear submarine pipes. Experiments on cutting off the stainless steel pipes by cumulative flow and on the time detonation are made. Blasting is known as the first step of rock breakage in mines. An indication of the importance of blasting is that more than 1 billion kg (2.2 billion lb) of explosives are used annually in Australia and 3 billion kg (6.6 billion lb) in the United States for rock breakage, more than 85% of which is used in the mining industry. The notion that blasting, as the first step of comminution, plays a significant role in crushing and grinding energy consumption is not an unfounded thinking. It can be noted that the comminution electrical energy consumption decreases in these ways: First, if the feed size to the primary crusher is decreased, less energy will be required to crush the ore to the same product size. Second, a decrease in work index (Wi) related to additional macro fracturing and micro fracturing within individual fragments.

This discussion is an overview of an approach to drilling and blasting angle holes at Martin Marietta Aggregates. Method of determining burdens, hole depths, angle settings and explosive selection will be discussed in detail with an emphasis on safety and production. Such techniques and methods involve the use of hand-held surveying instruments such as the Abney level, pocket transit and inclinometer along with measuring tape and burden pole. An interesting method developed by Oscar Banfield a retired Martin Marietta and E. I. duPont engineer, for setting the proper angle on a drill will also be presented. This treatise is a discussion of the use of simple yet important tools and techniques a blaster should use to resolve both routine and complex problems encountered during quarry blasting operations.

Anyone who has spent any time in and around the drilling and blasting profession knows that probably the most critical part is the drilling portion. A blasthole is nothing more than a cylindrical vehicle designed and strategically situated to hold and contain an explosive charge so that it can be detonated in the most efficient and optimum manner possible. It matters very little if the latest “State-of-the-Art” explosive or detonation system Is employed if the hole is poorly placed; i.e. excessive burden and spacing, sized incorrectly for desired results, insufficient in depth etc.. This is not to mention that the drilling phase is the most expensive, requiring sizeable initial outlays and upkeep. It’s also true that improper drilling can cause costs to skyrocket throughout the remainder of the work cycles such as excavating and hauling, crushing, screening and so on.

When rock blasting occurs near new concrete of varying age, engineers representing project owners often express concern that vibration from the blasting will crack nearby concrete. Regulations and/or specifications for civil construction projects usually include particle velocity vibration limits intended to protect concrete. In some cases specified limits are unreasonably low and needlessly restrict and increase the cost of excavation work. This paper discusses how methods of predicting resulting flexural strains caused by blast-motion can be used to develop safe and reasonable PPV limits to protect new concrete. Three case histories demonstrating how these evaluation techniques were used to establish higher PPV limits designed to protect concrete of various structural condition are also presented.
