This paper relates some of the experiences, good and bad, of blasting adjacent to residences of the primary author during his 15+ years of field blasting in the Northern Great Plains region. During this highly-rewarding blasting career, the author has become aware of two major issues in residential blasting: 1) What we call “Risk/Reward Ratio.”Some questions that must be asked by the blaster prior to taking on any blasting job include: - Can we eliminate or minimize the risk? - Is the reward worth the risk? - Do I have a measure of “nervous confidence” about the shot? 2) Public Relations. Two key elements to public relations are: - Notification - Education All the education in the world to the adjacent populous of what’s happening, of blasting in general, or of what to expect from the blasting does little good without notification. Good public relations is a key to controlling the cost of liability in a litigious society.

Little research has been published on stemming blast holes, particularly what happens during the process. Previous work has concentrated on the performance of the inert material to find the best way to seal the hole and retain the explosive energy, at the exclusion of determining what happens during the loading and stemming process.

The word “Enron” has taken on a totally different meaning since its leaders were caught juggling the books, President Clinton’s reputation was destroyed not by what he did but by how he tried to cover it up, Martha Stewart spent time in prison for not being honest. Our society is tolerant of mistakes we humans make but has become very critical about what we do following those mistakes. The blasting industry is in a similar position. We have all heard the stories of the tree stump that came down through someone’s roof, of the windows that were broken, of the casualties that occurred when a blast was not properly guarded. What was done following these incidents? In the mind of the public, not enough.

Blasting complaints are as unpredictable as human nature. Being prepared to speak to the complainant, and having a good idea of what you should say, or what NOT to say, may affect the evolution, and eventual resolution of the complaint. The person taking that first phone call will probably not be responsible for resolving the complaint. However, the person in charge should respond to the complainant ASAP, the same day, if possible.

In 1998, the Blast Vibration and Seismograph Section of the International Society of Explosives Engineers formed a working group to collect and compile a list of regulations limiting ground vibrations from blasting. The goal was to locate those countries, states, provinces, and cities that have such regulations, identify which governmental body enforces them, and determine what limits on ground vibrations are imposed upon the blasting operations. In the course of this study, data was collected from over 60 jurisdictions where peak particle velocity restrictions range from non-existent to very stringent. Some of the regulations were found to be based upon standards grounded in good science, while others possess little or no technical justification. This presentation will summarize the findings of the subcommittee, focusing primarily on what the limits are, which type of blasting operations must adhere to them, and to what structures they apply. The degree to which these regulations are based upon valid scientific and engineering research will be discussed. This paper describes the excavation of an underground naphta storage facility at Stenungsund in Sweden. The main purpose with this paper is to give an overall view of how the excavation was carried out and in what type of bedrock the storage was built. Emphasis has been done to highlight the importance of using cautious blasting to avoid blast damage in the remaining rock. Attempts has also been done in order to evaluate what the degree of Swedish cautious blasting has meant for the rock support costs during the construction period.

Various types of blasting instrumentation can be used in the field to analyze conditions before, during and after a blast, and to indicate what changes need to be made. When different types of measurements are combined together, the blaster can end up with useful data that can pinpoint the source or sources of problems and what changes have to be made. This paper outlines two case examples where blasting instrumentation was used to overcome problems in separate quarry operations. Extensive measurements with different systems led to significantly improved blasting results.

Since the introduction of the Explosives Track & Trace in Europe in 2014 for manufacturers and 2015 for end-users, a lot has changed in all areas of the supply chain and the use of explosives. The regional associations, manufacturers' organizations, and trade associations have proven that it is possible to overcome a hurdle, that looks almost impossible in the beginning, through consistent cooperation. The paper gives an insight into the problems involved in introducing such a requirement, identifies ways and solutions, and concludes them. When looking at the current situation, the paper describes the process by which a prescribed change in business processes are transforming into a solution that increases productivity, security, and handling. It shows examples from daily work, in which possibilities for optimization, improved quality assurance, and work facilitation are explained. It presents the resulting potential by comparing process flows, before and after the introduction of Track & Trace solutions. What challenges will we face in the future concerning the use of T&T solutions? Will the tracking of explosives become the norm worldwide? What are future hardware and software developments to be expected? What impact will this have on the global supply chain?

Major accidents that occur within our industry are often tragic and expensive, damaging reputation and threaten the livelihood of the business. There isn’t anything in them that can be seen as positive for those that experience them. They undertake what are usually very painful, detailed and time consuming investigations to discover how the incident occurred and what needs to be done in the future to prevent similar incidents occurring. Many admirably choose to share the lessons learnt through industry organizations such as SAFEX International so that we can all have the opportunity of preventing similar incidents from occurring within our own organizations.

The recruitment and retention of future talent into the explosives industry is becoming increasingly important. One potential area from which future talent can be recruited is local student chapters. Many of the student chapters are closely connected with engineering programs. While this makes sense and both entities benefit from these arrangements, there is a trend of job placement primarily in the engineering industry. Before the explosives industry can begin to compete with other industries, it should be determined what is drawing the students into these other fields. The work presented in this paper sought to better understand the collegiate student population from which a portion of future explosives professionals will emerge. This was done through the use of an anonymous online survey distributed to the student members of the International Society of Explosives Engineers, as well as, members of SEE student chapters. The survey contained questions about future job and career plans, ideal job placement, and expectations of salary. The purpose of the survey was to determine what these students expect or require from a career in the explosives industry. This information can help steer recruitment activities and job offers. Through understanding what is incentivizing these students who have accepted or plan to accept jobs in other industries the explosives industry can better posture itself to be more competitive in recruiting from the collegiate talent pool.

We will discuss the kind of procedure that we use to predict the no-fire (for safety) and all-fire (for reliability) current levels for any given type electric detonator. The basic idea is to expose several detonators to different levels of electric current, so we can estimate the probability of firing as a function of current. We call this a statistical firing test. But what about the uncertainty in measuring the current? Suppose we are not quite sure what stimulus level we apply? This is the question that we will consider here. This relates to both safety and reliability. Surprisingly enough, we will find that some uncertainty in measuring the levels during our statistical firing test improves our long-term safety and reliability

The purpose of this paper is to investigate commonly used methods for mitigating the effects of shrapnel from linear shape charges (LSC) used in the demolition industry. Primarily the problem is not that shrapnel poses a threat to human bystanders, but rather it can affect the other charges in the demolition or damage to structures in close proximity to the charges. This research aims to determine what methods have success at stopping shrapnel, what methods do not, and to promote an awareness of the dangers of using the LSC without any protection. The project was carried out at the Experimental Mine site at the Missouri University of Science and Technology. This research is an undergraduate research project to fulfill the requirements for the Explosives Engineering minor program at MST.

One of the more difficult topics to address concerns the effects of vibration on historic structures. Not only blast induced vibration, but also vibration from other transient and semi-continuous sources like, traffic, human activity, and environment forces. A common question might be, “What level of blast-re l a ted PPV is considered safe?” A review of some of the papers available from the ISEE Explosives Reference Database on CD ROM shows that 0.50 inch per second was often used. It was not clear on what basis this value was selected except that it represents the low frequency limit for plaster developed by the United States Bureau of Mines in RI 8507. In another case, a limit of 0.20 inch per second was mentioned, apparently simply because it was ten times less than 2.00 inches per second.

In today’s world, production is the name of the game. We are all in business to make money. In the Quarrying and Mining industry the same holds true. The primary goal is to develop the best drilling and blasting program available to maintain uniform fragmentation to maximize production. Also we want to maintain drilling and blasting costs and minimize escalators. This paper is intended to discuss ways for all parties (quarry’s, blast service and drill companies) to attain this through understanding what can be done to help blasthole drilling and production. Blast designs and seminar’s emphasize the accuracy of drilling to produce better fragmentation. Blast design must also include basic concepts in the drilling process. The type of drill to be used for example whether it is a crawler or truck mount, top hammer or down the hole is important. Quarry operators have a role to play as well. They hold the key to the production of drilling. What the customer does or does not do has a direct effect financially to the drilling. The phrase of pay me now or pay me latter comes to mind. This paper will explore the detail of planning that is required by the quarry and/or blast service companies before a single hole is drilled. The drill must be able to meet the production need of the operation. The type of drill available and what can and cannot be done. The drill cost must be competitive. This paper will touch on comparison drill costs from 1967 to 1999.
