Noise-induced hearing loss (NIHL) is the most common occupational illness in the United States, with 30 million workers exposed to excessive noise levels [NIOSH 1996] every day. Of particular concern is the mining industry; which has the highest prevalence of hazardous noise exposure of any major industry sector [Tak et al. 2009] and is second only to the railroad industry in prevalence of work-ers reporting hearing difficulty [Tak and Calvert 2008]. This document is for operators, safety personnel, and mechanics in the mining industry who are not specialists in noise control engineering or acoustics. Evaluations of successful and unsuccessful attempts at controlling noise on several large, underground metal mining machines are detailed to illustrate the basic principles of noise control. Once personnel understand the guidelines and principles of noise control, they will be able to ¦evaluate the extent of a noise problem; ¦determine the best approach to the problem; and ¦apply the most appropriate solution. Because of the insidious nature of NIHL, it can go unnoticed until a considerable loss of hearing has occurred. In some cases, diagnosis is delayed because an exposed individual claims to have become accustomed to the noise. In reality, that person may have already suffered irreversible hearing loss. Humans can hear sounds in the frequency range from about 20 to 20,000 Hertz (Hz). Within this range, NIHL usually begins in the frequency region around 4,000?6,000 Hz, the upper levels of the speech region. The first noticeable symp-toms include difficulty understanding higher pitched voices, such as the voices of females and children, and difficulty understanding certain consonant sounds, which are primarily high frequency in nature. The extent of NIHL varies depending on the level and duration of noise exposure and on an individual?s susceptibility; despite having similar noise exposure, individuals can experience differing degrees of hearing loss, or none at all. NIHL is almost always preventable. To reduce or eliminate the possibility of NIHL, an individual?s noise environment must be analyzed and appropriate action taken to reduce noise exposure.

For the sixth year in a row, the value of nonfuel mineral raw materials produced in the United States set a new record, reaching almost $17 billion in 1977. Data provided by the Bureau of Mines show that the 1977 value of domestic nonfuel mineral production exceeded the 1976 value, $16.7 billion, by 2 percent. The $17 billion worth of minerals was the basis for approximately $770 bill ion worth of processed materials of mineral origin. Output of metals decreased $360 mil lion in 1977, while that of nonmetals increased $670 million. Of the 22 metals produced, output of 12 increased, and the value of 13 increased. Among the 46 nonmetallic minerals produced, the quantity of 27 increased, and the value of 34 increased.

The era of the shield-supported longwall face began in the United States a little over 25 years ago. The most fundamental development of the shield in the past 25 years has been an increase in size and capacity and a progression toward two-legged designs in favor over four-legged shields. Is the “bigger-the-better” design philosophy justified? The advantage of the two-legged design is largely attributed to its active horizontal force caused by the forward orientation of the leg cylinders. How do we know this? You might be surprised to learn that shield loading data may suggest otherwise. In addition, what about setting pressures? Should they be set as high as possible? Some people have advocated that setting pressures should equal the yield pressure. Does this make any sense? Is yielding a good or bad thing? These are some questions still worthy of investigation that are addressed in this paper. The first major change in gateroad support was the use of cable bolts to replace conventional wood cribbing particularly in Western mines. Standing support changed very little until the mid-1990s, when Strata Products1 introduced the Hercules and Propsetter supports in Eastern mines and Burrell Mining Products introduced the Can support in Western mines. Since then, there has been a dramatic increase in new roof support technologies for longwall gateroad support. Historically, standing support, including shield supports, have been designed based on a simplistic model requiring the support to have sufficient capacity to support the gravity loading of a perceived detached rock mass. This approach ignores the stiffness of the support and the resulting ground deformation that is known to be critical to roof stability. Recently, a new approach based on the ground reaction concept has been promoted by the National Institute for Occupational Safety and Health (NIOSH) to account for the interaction of the support with the rock mass behavior in achieving ground stability. In addition to gateroad support design, this concept has ramifications for shield capacities, setting pressures, and recovery room support design that challenge current practices in these areas. Although longwall mining has matured into the safest and most productive underground mining method used today, traditional concepts of roof support design and practice should still be evaluated and challenged. Ultimately, advancements in the science of ground control are made by recognizing deficiencies in current theories and thinking outside the box.

NIOSH researchers collected basic data from two blast rounds at the SSX-Steer Mine as a component of a larger study on controlled blasting, the goal of which is to reduce injuries from falling rocks in underground mines. Drilling and blasting procedures at the mine were observed. Rock mass property data were collected, a program of seismic monitoring and analysis was conducted, and 3-D laser survey scans of the workings before and after each blast were performed. The geologic data showed that the rock mass quality was characterized as poor to very poor. It was essentially uniform within the panels examined. The recorded seismic data indicated that fill material acted as an effective damper to seismic energy. The pre- and post-blast laser scans showed both over-break and under-break conditions, highlighting the problems associated with blasting a weak rock mass. By comparing the achieved results to the intended design, potential improvements in the drilling and blasting practices can be identified. Comparison of these data with similar data from other mines will help define how various combinations of rock and fill behave during blasting. Through studies such as these, data collection procedures and analysis techniques can be refined. An ultimate goal is to develop blast procedures tied to rock mass characteristics that can minimize damage to rock in the perimeter of the opening, limiting the amount of loose rock and improving the safety of miners.

This case study provides an example of how social marketing was applied to meet the needs of business customers. Federal regulations require that all companies develop a written program to track hazardous chemicals at their sites. The HazCom Writer, created by the National Institute for Occupational Safety and Health (NIOSH), is a software tool designed to help companies prepare their required Hazard Communications (HazCom) written plan and list all hazardous chemicals at the company's worksite. The social marketing goal was to provide a product for small- to medium-sized companies to use for federal HazCom rule compliance. The HazCom Wm'ter is a direct NIOSH response to customer and stakeholder needs (including the Mine Safety and Health Administration, the mining community, and Occupational Safety and Health Administration- regulated companies).

This volume is the fourth of a four-volume final report on research carried out under a contract from the U.S. Bureau of Mines on the development of a computer simulation model for surface mine reclamation planning. The other volumes are titled as follows: Volume I: Ore Reserve Estimation, Volume II: Dragline Model, and Volume III: Mine Coordinate Generator System. The Open Pit Materials Handling Simulator (OPMHS) was first developed" in 1971 and modified and updated in 1975. The present work is an update of the 1975 version and provides a direct link between the geology and reserves system and the various activities of the mining equipment in a mining system. Also, the modeling techniques in OPMHS/2 have incorporated a flexible method for describing various equipment (shovels, trucks, belts, trains, etc.), locations, their sequence of operations, place changes, and their interactions. These features allow for studying mining equipment selection, mining method analysis and reclamation planning. This report describes the Open Pit Materials Handling Simulator Version 2 (OPMHS/2). The report details the program features, operation, and application. Through an extensive set of appendices, the data input sequence, input variable definitions, sample data listing and program output are presented in detail.

The National Institute for Occupational Safety and Health (NIOSH) has developed a computer program called the Air Quantity Estimator (AQE). The purpose of the program is to provide a starting point for estimating the air quantity needed to dilute diesel particulate matter (DPM) in an underground large opening mine, albeit taking into account various input assumptions. The AQE estimates the total air quantity needed to dilute DPM emissions that enter the main airstream of the mine to current statutory levels. It helps operators pinpoint vehicles that are high DPM contributors. In addition, it allows the user to make “what if” scenarios by varying the input parameters to achieve the most efficient and practical ventilation system. The AQE is a stand-alone software program that does not require any type of spreadsheet software. Engine data must be known or estimated with some accuracy and assumptions must be made in order to limit the variability of the program output. Program calculations and two case studies, for validation purposes, are included in this report. It should be noted that the program does not ensure adequate face ventilation and personal exposure compliance.

This report presents production and delivered costs for coal exports from the five major Western coal-exporting countries: Australia, Canada. Colombia, South Africa, and the United States. Cost data were compiled from visits to 43 mines by U.S. Bureau of Mines engineers between 1985 and 1990. All report costs are in January 1989 U.S. dollars per short ton. Production costs for raw coal are divided into mining and regulatory categories. Costs are broken down by type of cost, type of mine. and country. Scheduled operating and capital costs for raw coal were processed by the Bureau's MINSIM discounted cash flow program to determine total production costs calculated at 0% and 15% discounted cash flow rates of return (DCFROR). Delivered costs are for salable coal delivered to various markets. Costs are broken down by supply country, market, and type of cost. Scheduled operating and capital costs for salable coal were processed by the Bureau's MINSIM discounted cash-flow program to determine total salable coal costs at 0% DCFROR. Added to total salable coal costs were transportation and port costs to get delivered costs. Comparative overview information on the coal industries of the five study countries are appended. This appendix includes information on industry economics and exports, production and reserves, and coal industry issues.

This report on the Venezuelan coal industry is the seventh in a series of studies on coal exporting countries requested by the House Appropriations Committee, The committee asked that the basic differences in mining costs for U.S, and foreign mines be identified, especially those costs incurred in complying with health, safety, and environmental regulations.1 Basic costs in extracting raw coal are analyzed in this report for surface operations, This report also provides a limited analysis of the relative market competitiveness of selected Venezuelan and U,S. steam coal mines in three electric utility markets: New England and the east coast of Florida in the United States, and western Europe. Although some Venezuelan coal has coking characteristics, all coal-producing regions of Venezuela sell coal in steam markets.

This dictionary is published by the Bureau of Mines as a contribution to the mining and mineral literature in the belief that it will fill a recognized need. Several attempts have been made over the years to revise Albert Fay's Glossary of the Mining and Mineral Industry which first appeared in December of 1918. Frank L. Hess of the Bureau of Mines worked on a revision, but his untimely death prevented its completion. Subsequently, the writer was employed to compile and edit this dictionary in cooperation with the technical staff of the Bureau of Mines. Fay's glossary contained about 18,000 terms with 27,000 definitions; the present compilation contains about 55,000 terms with approximately 150,000 definitions. These terms are of both a technical and local nature, and they apply to metal mining, coal mining, quarrying, geology, metallurgy, ceramics and clays, glassmaking, minerals and mineralogy, and general terminology. Petroleum, natural gas, and legal mining terminology, unless of a general nature, has been excluded, as has been foreign terminology where there is an English equivalent. Several thousand Spanish-American mining terms that appeared in Fay's compilation have been removed to make way for the thousands of new English terms that have evolved over the years. Those Spanish-American and Mexican terms still used in the Southwestern United States have been retained.

THIS GLOSSARY is published lay the Bureau of Mines as a contribution too the mining literature to fill a long-felt need for a compilation of the terms used by the diamond-drilling industry. The first step toward preparation of the glossary was taken in October 1955 when the Diamond Core Drill Manufacturers Association (DCDMA) proposed that the Bureau of Mines undertake the cons compilation and publication of a glossary of the terms used by the diamond-drilling industry. The work was authorized in July 1956, and a preliminary draft of the glossary was completed in may 1958. Copies of the draft were submitted for review to members of the DCDMA and appropriate personnel of the Bureau of Mines. The final draft, incorporating the many helpful suggestions of the reviewers representing both the diamond-drilling industry and the Bureau of Mines, was completed in March 1959.

This glossary is published by the Bureau of Mines as a contribution to the mining literature in the belief that it will fill a long-felt need. It contains about 20,000 terms; these include both technical and purely local terms related to metal mining, coal mining., quarrying, petroleum, and natural gas, and metallurgical works; names of useful, important, and common minerals and rocks; and geological terms. It presents in one comprehensive volume the available standard, technical terms relating to the mining and mineral industry, as well as provincialisms that have been or are now in use in English-speaking countries. The glossary also includes many terms relating to ceramics and. the clay industry, glass making, foundry practice, railway and building construction, electrical installation and power-plant equipment, and chemical terms relating to metallurgical practice. Complete lists of terms for each of these allied industries are beyond the scope of this glossary. Paleontological terms, although closely associated with geology, are far removed from mining and metallurgical operations, and for this reason have been omitted.

MINE fires are usually extinguished by constructing seals in the approaches to the areas to exclude air from the fire areas, which smothers the fires in an oxygen-depleted atmosphere. Seals should be substantially constructed and made as nearly airtight as possible and should be provided with a sampling pipe so that samples of the atmospheres behind the seals may be collected at regular intervals. Methods of constructing seals and of sampling and analysing mine atmospheres are fully described in Bureau of Mines publications. (1, 2). Information obtained on the composition of atmospheres behind fire seals is helpful in determining if a fire has been extinguished or if there is any danger of an explosion when a fire area is being sealed or unsealed. The progress of a mine fire can best be determined by studying percentages of carbon dioxide, carbon monoxide, and hydrogen in the atmosphere behind the seals. Hydrogen will be formed in a bituminous- or subbituminous-coal mine when the temperature exceeds 480° F. and in an anthracite mine when the temperature exceeds 660° F. (3). Carbon monoxide and carbon dioxide are both products of combustion of coal, wood, or other organic compounds. The presence of carbon monoxide has long been accepted as an indication of a mine fire. A sealed fire area should not be reopened until the carbon monoxide has disappeared. Trends in the percentage of carbon dioxide are also useful in determining the status of a mine fire. Carbon dioxide is sometimes liberated by rock strata. In this case, carbon dioxide in the atmosphere behind a seal will be from two sources-the rock strata and the fire. When the, fire is extinguished, carbon dioxide will be liberated from only I source, the rock strata, and when the percentages of carbon dioxide are plotted, the slope of the curve will not be as steep as when this gas was being liberated from 2 sources. If the only source is the fire, the percentages of carbon dioxide will gradually decrease after the fire has been extinguished. By studying analyses of a mine-fire atmosphere, it is possible to determine if the atmosphere is explosive; if the mixture is capable of becoming explosive when mixed with air; and if the mixture can be made nonexplosive or be prevented from becoming explosive by being mixed with an inert gas. These factors can be computed mathematically or determined graphically. The mathematical calculations advanced by Ash and Felegy (7) are discussed, and graphical solutions of their equations are presented. It is believed that the graphical solution will be extremely helpful in determining the characteristics of a mine-fire atmosphere when fighting a fire, because the results can be obtained in a matter of minutes, and there is less likelihood of an error being made under the stress incident to control efforts. The experimental and theoretical work upon which the formulas are based have been adequately described and are not discussed at this time (5) (6).

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. Each sheet was prepared and checked by many engineers expert in the particular subject matter of the sheet. "The presence of respirable quartz-bearing mineral par-ticles has been well documented in many coal mines, and the Mine Safety and Health Administration regulations address the quartz content of mine dusts. Unfortunately, the correlation between the quantity of respirable quartz-bearing mineral particles and the pathogenicity of the dust is not strong. Work is currently underway by the National Institute for Occupational Safety and Health/U.S. Bureau of Mines and work is being included in the Respirable Dust Center Program by Dr. Seehra to determine the surface availability of quartz in mixed composition mine dusts. However, this paper propose a possible source of surface quartz or a spe¬cial region in the coal that may contribute to the pathogenicity of selected particles in the respirable dust.Assumed in this model is the hypothesis that either the cleat surface is coated with quartz or some cytotoxic sub-stance that in the body is capable of destroying macrophage and thus inducing a fibrotic response (1) that during the frag¬mentation a reasonable proportion of the respirable size coal particles contain some of the original cleat surface and that these particles have the same order of in vivo cytotoxicity as do the quartz particles. It may be that these cleat surfaced respirable size particles are only contributory to the overall pathogenicity of the coal dust, nevertheless, there are enough of these particles to to considered as a potential source of the cytotoxic dust particles.This paper demonstrates that if the cleat surfaces are mineralized with quartz or have a pathogenic coating, then in many mines there will be enough respirable coal dust particles containing some cleat surface to cause a fibrotic reaction. To understand why some of the dust particles contain as part of their surface some of the cleat surface, consider what happens when a beer bottle is broken. While there are a large number of beer bottle fragments, many of the fragments, particularly the larger fragment sizes, will have as a fraction of their surface part of the original beer bottle surface. The model and mathematics of this problem have been worked out by Meloy.(2-4)In the homogeneous IAC model, (2-5) a fragment or par-ticle resulting from comminution is equally likely to occur anywhere in the material being broken. Therefore the probability of a particle of size x having part of the cleat surface in it, p(x), is proportional to x. Thus:"

"DIGREGORIO, K. A., E. V. CILENTO, AND R. C. LANTZ. A kinetic model of superoxide production from single pulmonary alueolar macrophages. Am. J. Physiol. 256 (Cell Physiol. 25): C405-C412, 1989.-A kinetic model was developed to describe the production of superoxide (02) by single pulmonary alveolar macrophages (PAM). Model predictions were compared with experimental results obtained from single rat PAM. The 02 was quantified by measuring the reduction of nitro blue tetrazolium (NBT) to a diformazan precipitate (NBTH,) from video-recorded images of individual cells. The kinetic model considered three reactions: 1 ) the production of extracellular 02 from the reduction of oxygen by NADPH oxidase using intracellular NADPH as the substrate, 2) the subsequent dismutation of 02 to form H,O,, and 3) the reaction of 02 and NBT to form diformazan. NBT specificity for 02 was analyzed by comparing results in the presence and absence of superoxide dismutase (SOD) that catalyzes the dismutation of 02 to H,O,. Measured PAM heterogeneity was accounted for by varying the concentration of intracellular NADPH, its rate of depletion, and the concentration of intracellular NADPH oxidase in the kinetic model. Model predictions compared favorably with experimental results except when SOD was present. This discrepancy may be due to diffusional limitations because NBT is a relatively small molecule (818 mo! wt) compared with SOD (34,000 mol wt). In addition, the cell surface is both ruffled and negatively charged, which may introduce steric hindrances and/ or electrostatic effects, since SOD is also negatively charged, whereas NBT is positively charged.PULMONARY ALVEOLAR MACROPHAGES (PAM) protect the lungs by phagocytizing foreign debris and bacteria. This process is accompanied by the production of superoxide anion (02) at the surface of the plasma membrane (3, 31). Superoxide readily dismutates to form H20 2 and subsequently, other oxygen metabolites which have been shown to be both antibacterial and cytotoxic (21, 25, 35).Superoxide is produced from the reduction of extracellular O, at the surface of the cell membrane by NADPH oxidase by the following reaction (3, 4)"

Assuring ground control safety in many mining and tunneling projects depends, at least in part, on an understanding of in situ stress conditions that will be encountered. Yet it is rarely practical to conduct more than a very limited number of stress measurements. Stresses along the route of a proposed excavation are typically interpolated from available measurements, often assuming a linear variation of stress with depth (or elevation). However, projects where multiple stress measurements are conducted often report more complex variations of in situ stress, usually in apparent relationship to geologic structures. These structures often include lithologies of contrasting elastic properties. A method is proposed for estimating stresses in these cases by first back-calculating regional loads from available stress measurements and then modeling the distribution of stress throughout the rock mass. The method has been successfully applied to a set of in situ stress measurements from the Coeur d’Alene Mining District of northern Idaho, USA. Results provided new insights into district stress conditions and the distribution of rockburst hazards along mine drifts and between various mines. This success should transfer readily to suitable deep tunneling projects.

Vibration magnitude and frequency of the z-axis vehicle seat are time-variant, which are influenced by not only vehicle vibration characteristics themselves but also road surfaces, speeds and the human body. There is little in the current reporting about evaluating and analyzing automobile seat vibration that focuses on the time-variant. Yaguchi et al.1 has proposed a method to evaluate automobile seat vibration that is based on judgments using a subjective mental state. Their method focuses on the time-variant magnitude of the peak frequency on a power spectrum density. However, their method has no consideration of all the frequency contents of the discomfort, nor comparison between different peak frequency vibrations. Suzuki2 has emphasized that the vehicle vibration should be judged by a series of vibration stimuli to evaluate, because the vehicle vibration is time-variant, which isn’t a matter of the relationship between a single vibration stimulus and a subjective response. He clarified that the human sensation to the vehicle vibration discomfort changes every moment showing the relationship between the frequency-weighted r.m.s. acceleration calculated every 5 seconds and the category judgment to vehicle vibration discomfort every 5 seconds. However, his study doesn’t show what parameter connects to the subjective final judgment to vehicle vibration. Therefore, we applied the method similar to ISO100563 considering the time-variant to the vehicle seat z-axis vibration evaluation. The new method for the vehicle seat vibration considering the time-variant was examined on the hypothesis that the final subjective evaluation must be conducted from the judgment summarizing a series of vibration stimuli. Methods The vibration bench system, which reproduces the movement of a vehicle floor, was used for the experiment with the single-axis (vertical direction) four-post road simulator system, which is usually used for a car, as shown in Fig.1. The experiment was done on the right side of the vibration bench using the floor vibration which was 5.5 minutes, 0.822 m/sec2 (Wk) over the range 0.5-20Hz with 4 male subjects (age ave21.5, SD0.5, weight ave75kg, SD7.91kg, height ave166.8cm, SD5.2cm) and 4 suspension seats. As Fig.2 shows, subjects evaluated the degree of discomfort every 5 seconds to each seat vibration measuring the seat z-axis vibration acceleration. [ ]

Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.
