Buoyed primarily by growing consumer spending, the economy rebounded from a weak second quarter. According to preliminary estimates released by the Department of Commerce, real gross national product (GNP) grew $2 1.9 billion during the third quarter, producing a seasonally adjusted annual growth rate of 2.4%, compared with a rate of 0.6% in the second quarter of 1986 and 4.1% for the third quarter of 1985 (table 1). Third-quarter real personal consumption expenditures and Government purchases of goods and services rose $42 billion and $7 billion, respectively, but those gains were partially offset by the continuing decline of gross private domestic investment, off $16 billion, and the growing trade deficit, up $11 billion. Three quarters of the growth in consumer spending occurred in the durable goods sector as consumers responded to discounted financing offered by automobile manufacturers attempting to lower inventories of 1986 vehicles, Increased purchases of other durable goods, such as furniture and home furnishings, also contributed to the strength of the durable goods sector. The success of the automobile inventory reduction program as well as weak factory output led to a $20 billion decline in inventory growth. Investment for housing and producers' durable equipment expanded, however, and mitigated some of the impact of slower inventory depending on gross private domestic investment, Capital spending for nonresidential structures declined for the third consecutive quarter. The declining capital spending and the growing trade deficit continued to be significant and interrelated problems for the economy. Real capital spending for new plants and equipment during 1986 is expected to decline 2.5% after rising 8.7% in 1985 and 15.8% in 1984 (table 2). It is likely that capital expenditures bottomed out in the second quarter and that they will expand in the third and fourth quarters. The first-half decline was partially attributed to uncertainty arising from the pending tax- overhaul bill. Furthermore, there is little impetus for corporations to invest in new capacity since factories are operating at less than 80% of capacity (table 3) largely because of the continuing growth of imports. The growth rate of the trade deficit dropped sharply in the third quarter to less than half that of the previous quarter. Low oil prices, declining auto- mobile and steel imports, and increased exports of agricultural goods contributed to this decline. The continued low growth of the economy caused the Federal Reserve System to reduce the discount rate for the fourth time this year (in late August), drop ping it to 5,596, the lowest level in about 9 years. Inflation, as measured by the fixed- weighted GNP price Index, continues to remain low, but rose from the revised second-quarter level of 1.7% to 2.596, mostly because of rising food costs.

Introduction MINING IS THE BRANCH OF INDUSTRY involving the exploration and removal of minerals from the earth (figure 1). Mining is one of the oldest and most important endeavors of humankind, because it provides the raw ingredients for most of the material world around us and, like agriculture, is the lifeblood of civilization. The main objective of any type of mining is to remove the valuable material economically and safely with minimum damage to the surrounding environment. The Earth has many natural resources on which we depend that must be mined. Coal, oil, gas, and other mineral fuels are used for heating electricity, and numerous industrial processes. Nonfuel minerals such as iron ore, precious metals, and industrial metals, and nonmetallic materials like sodium and potassium are used in chemical and agricultural applications. Even crushed stone used in road building and other construction projects must be mined. Mining affects our standard of living and impacts almost everything we do. A myriad of items that we use in our homes and offices and for transportation, communications, and national defense all require minerals (figure 2). For example, more than 30 different minerals are needed to make a television or telephone! Table 1 lists several commonly mined materials and some of the end uses in our daily lives.

The National Institute for Occupational Safety and Health (NIOSH) has continued the research role of the former US Bureau of Mines (USBM) to engineer techniques that will reduce the hazards in the mining workplace associated with coal bumps. Recent research focused on a longwall coal mine in Utah with overburden greater than 750 m (2,500 ft) containing several massive sandstone units. The primary field instrumentation at the site was three-dimensional, full waveform, autonomous microseismic arrays placed underground and on the surface in order to surround the active multi-panel longwall district. The purpose of these arrays was to help investigate the strata mechanics associated with the redistribution of stress and the associated gob formation of the longwall. Specifically, the seismic arrays were used to determine the timing and location of the failure in the strata surrounding the active mining. Overall 13,000 seismic events were detected and located with on-site processing during the five months the panel was being mined, including a magnitude (ML) 4.2 event. Of these, a smaller subset of 5,000 well-located events was selected during post-processing to form a consistent data set for analysis in this paper. From this data set, it was observed that the seismic events generally occurred in advance of the longwall face, both above and below the panel, consistent with failure of the strata in the forward stress abutment zone. Also, the occurrence of the ML 4.2 seismic event within 150-180 m (500-600 ft) of a deep cover longwall face with no associated bump caused a re-evaluation of the nature of the connection between seismic activity and coal bumps.

Three-dimensional velocity tomograms were generated to image the stress redistribution around an underground coal longwall panel to produce a better understanding of the mechanisms that lead to ground failure, especially rockbursts. Mining-induced microseismic events provided passive sources for the three-dimensional velocity tomography. Surface-mounted geophones monitored microseismic activity for 18 days. Eighteen tomograms were generated and high-velocity regions correlated with high abutment stresses predicted by numerical modeling. Additionally, the high-velocity regions were observed to redistribute as the longwall face retreated, indicating that velocity tomography may be an appropriate technology for monitoring stress redistribution in underground mines.

The National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory conducted a study of laser safety in potentially flammable environments. Researchers measured threshold igniting powers as a function of beam diameter for butane and propane-air mixtures by laser-heating targets placed on optical fiber tips using a 1064 nm laser. The minimum igniting powers for propane-air and butane-air were about 250 and 300 mW, respectively. Threshold igniting powers for propane-air were approximately proportional to beam diameter for beam diameters from 0.1 to 2.0 mm. Results suggest that relatively powerful beams may be used in these atmospheres without causing ignition, provided the beam diameter is controlled. Threshold ignition delay times using 91125 and 62.51 125 pm fibers were approximately proportional to the inverse square of the laser power. Ignition delays were about 45 ms or longer for laser powers up to 800 mW. Preproduction samples of a commercial optical fuse prevented ignitions under selected test conditions. A self-healing effect was observed for one sample. Comparisons are made with the results of other researchers. O 2006 Laser Institute of America. Prolonged, extensive exposure to hand-transmitted vibration could cause a series of vibration-induced disorders in the vascular, sensorineural, and musculoskeletal structures of the human hand-arm system, which have been collectively called hand-arm vibration syndrome (HAVS).1 To assess the risk of HAVS the international standard ISO 5349-1 (2001)1 recommends using the root-mean-square (rms) acceleration of the measured vibration with a frequency weighting. While a few epidemiological studies have reported results consistent with the predictions made according to the recommendation, many other studies have reported results with large discrepancies.2 This may be partially attributed to the time-averaging effect involved in calculation of the frequency components, especially for impact type tools. Because the spectral characteristics of impact tools change dramatically with time, a time-frequency (T-F) analysis can provide better characterizations of such highly transient vibrations. The analytic wavelet transform (AWT) is an ideal T-F analysis tool because it possesses the advantages of both the Fourier transform and the wavelet transform.3 The objective of this study was to explore the application of the AWT method for characterizing the impact tool vibrations and assessing their exposure risk. Methods Five tools (two chipping hammers, two riveting hammers, and one concrete cutting saw) were used in this study. The saw vibration was measured when it was used to cut a section of road pavement during a repair. The vibrations on the other tools were measured by the procedure specified in ISO 8662-2 (1992).4 A sampling rate of 16,386 Hz was used in the measurement. The AWT and Fourier analysis were applied to these signals and to identify their characteristics. Results Figure 1 compares the T-F characteristics of the accelerations measured from the relatively steady concrete saw and a riveting hammer. The frequency weighting specified in ISO 5349-11 was applied in the calculations. The comparison clearly shows that the two tools have completely different T-F characteristics.

Three-dimensional time-lapse velocity tomograms were generated to image stress redistribution around a longwall panel to produce a better understanding of the mechanisms that lead to ground failure. Mining-induced microseismic events provided passive sources for the three-dimensional velocity tomography. Surface-mounted geophones monitored microseismic activity for 18 days. Most similar studies have utilized active sources including longwall shearers, controlled explosions, and hammer blows. These active sources generally require a person to initiate and measure the location and time of the source, and are not conducive to continuous monitoring. This method utilizes mining induced microseismic events as passive sources and lends itself well to continuous monitoring. Two event location methods were compared in order to move toward quantification of tomographic results in terms of ground conditions. Additionally, LAMODEL was utilized to determine the expected stress distribution around the longwall panel and compare these images to the velocity tomograms. Eighteen tomograms were generated, one per day, and high velocity regions in the set of tomograms generated from the initial location algorithm correlated with abutment stress redistribution predicted by numerical modeling. This research is significant as it has the potential to improve safety in underground mines and is the only example of long term passive velocity tomography implementation for the purpose of inferring stress redistribution around an area of active mining. Though still immature, this technology has the potential to allow mine personnel to image areas of active mining on a regular basis and detect areas with anomalous velocity distributions indicating potential safety hazards.

Equipment is the primary cause of injury in 11% of all mining accidents and a secondary cause in another 10%. Purchasers should select new equipment carefully to ensure that the machine incorporates good ergonomic design criteria that maximize the safety of their mine workers. One potential problem area is the workstation-the control center of the machine. Safety problems often occur when the workstation provides insufficient clearance or visibility to the operator or has controls that are difficult to reach. This is especially true for underground mines, where confined space is an issue. In reclined or stooped postures, operators will have less strength and agility and often experience reduced visibility. We have conducted and published much research in Human Factors design of mining machine workstations. This information is currently being compiled into a series of Human Factors design recommendation reports. The reposts dl cover many topics, including workstation layout, control design, seating, and visibility. Each topic has a list of basic or first principles of design. Understanding these principles is the key to designing or purchasing a workstation that is both safe and efficient. Following is a sampling of these main topics and first principles.

To produce industrial-grade titanium castings by processes that are nonpolluting and lower cost than the currently used rammed-graphite process. Approach Foundry-grade zircon and olivine sands, bonded by waterglass or bentonite, are used to make shell or rammed molds which require relatively low-drying temperatures and do not generate noxious fumes during drying or casting. Procedures Three separate processes have been developed which meet the stated pollution and cost goals. These are: 1. Waterglass-bonded rammed zircon or olivine sand molds are dried at 480°F, zirconia washed, redried, and used in an inductoslag or skull-casting furnace. 2. Waterglass-bonded zircon or olivine sand shell molds are formed at 560°F, cured at 620°F, zirconia washed, dried at 480°F. and used in an inductoslag furnace. 3. Rammed zircon and olivine sand molds are bonded with western bentonite, zirconia washed, dried at 980°F, and used in an inductoslag or skull-casting furnace.

In some instances, extensive room-and-pillar working scan collapse with little warning and pose a serious risk to underground miners. Traditional strength-based pillar design methods applicable to coal or hard-rock mines use a factor of safety defined as pillar strength divided by pillar stress. Factor of stability, defined as local mine stiffness divided by post-failure pillar stiffness, may offer a way to design room-and-pillar mines and eliminate collapses. Three alternative design approaches to decreasing the risk of large-scale catastrophic collapses are described: the containment approach, the prevention approach, and the full-extraction approach. Until good data on the post-failure behavior of pillars become available, the containment and full-extraction options are the safest. The limitations in our ability to evaluate both the stability of old workings and the long-term performance of room-and-pillar mines are described.

Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings and one fatality. To better understand the factors contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out studies in a 12-foot diameter sphere to identify key factors that may enhance the levels of CO associated with the detonation of several commercial trenching explosives. The gaseous detonation products from emulsions, a watergel, and ANFO blasting agents as well as gelatin dynamite, TNT, and Pentolite boosters were measured in an argon atmosphere and compared with those for the same explosives detonated in air. Test variables included explosive formulation, wrapper, aluminum addition, oxygen balance, and density. Major contributing factors to CO production, under these laboratory test conditions, are presented. The main finding is the high CO production associated with the lack of afterburning in an oxygen poor atmosphere. Fumes measurements are compared with the manufacturer’s reported IME fume class and with the Federal Relative Toxicity Standard 30 CFR Part 15 in order to gain an understanding of the relative toxicity of some explosives used in trench blasting.

The Bureau of Mines studied toxic products produced by burning eight fire-resistant mines conveyor belts, a brattice cloth, and an electrical cable insulation obtained from laboratory-scale burning experiments under various air-flow conditions. Generally, CO product concentrations for most materials were noticeably higher then the NO2 and HC1 levels that were measured; also, no phosgene was detected. However, several of the fire-resistant belt samples yielded HC1 concentrations that were above the reported lethal level for 1/2 to 1-hour exposures, although these data were limited to flow conditions where air dilution effects were small; the belt materials that showed this behavior included samples of polyvinyl chloride, styrene butadiene, styrene butadiene blends, and a British neoprene which yielded the greatest amount of toxic vapor. In addition, some results are presented on the phosphoric acid concentrations that may be produced from the decomposition of ammonium dihydrogen phosphate when dispersed on a burning coalbed.

Gas occurs in coalbeds in an adsorbed and a free gas state. Adsorbed gas is stored in the micropore structure and its transport is governed by Fick's law. The free gas occurs in the fracture system and flows according to Darcy's law. These two modes of mass transport are interdependent. Production decline curves of coal-gas wells are of the constant percentage decline type and, thus, show no indications of flow characteristics peculiar to coal-gas reservoirs. The effectiveness of surface boreholes as a degasification scheme depends upon both good fracture permeability and a high fracture density. The Bureau of Mines has developed a prototype nonincendive explosive rock-breaker charge that can be fired unconfined in underground bituminous coal mines without the danger of igniting a flammable atmosphere that might be present. At present, unconfined shooting in underground coal mines is prohibited, but there are situations where the use of such shots would yield an overall improvement in safety. The charge consists of l-1/2 lb of permissible water gel explosive in the form of a short cylinder 7 inches in diameter and 7/8 inches high, surrounded by a l/2-inch-thick layer of damp salt, and encased in latex rubber reinforced with cheese cloth. The latex rubber housing provides a charge package that is strong enough to resist rough handling yet is pliable enough to conform to an irregular stone surface. A charge of this shape was found to be more effective at breaking rock than charges with lined or unlined cavities. Incendivity tests in a gallery have shown that the prototype charge will not ignite a flammable methane-air atmosphere when fired. Rock- breaking tests made with limestone boulders indicate that the charge will satisfactorily break stone slabs weighing 1 to 2 tons, and that two or more charges might be effective for slabs weighing up to 10 tons. In cooperation with the Mine Safety and Health Administration (MSHA), a test protocol for the certification of these charges as "permissible" for use in flammable atmospheres is being developed.

The Bureau of Mines conducted drilling studies in the Pocahontas No. 3, the Pittsburgh, and a western coalbed to establish the gas migration characteristics for each. Gas pressures in the Pittsburgh coalbed were about 260 lb/in2 and in excess of 550 lb/in2 in the Pocahontas No. 3. Caving in drill holes prevented pressure measurements in the western coalbed. The Pittsburgh coalbed contained intersecting "clay veins" which formed gas pres- sure cells. Although these geological features hamper mining, they can be used to control the flow of methane into a mine working. Methane control techniques are proposed for the Pittsburgh and Pocahontas No. 3 coalbeds.

An experimental degasification program using a vertical borehole and vacuum pump to drain gas from the gob area of a longwall panel was successful at Bethlehem Mines Corporation, Cambria Division, No. 33 coal mine. Sixty-one million cubic feet of methane has been exhausted during a 9-month period. Daily production time in the panel increased as a result of lower methane levels in the returns. Removal of large quantities of methane in this way and the exclusion of it from the ventilating system will provide reduced cost in mine ventilation and provide a safer environment for the mine.

The Bureau of Mines has conducted desorption work on fine coal particles at near atmospheric pressure. An apparatus has been developed that uses a capacitance manometer to measure desorption of methane from coal particles up to 2 inches in diameter and pressures up to 1,000 psi. This will make it possible to duplicate the desorption process as it occurs in its natural under- ground environment.

Methane emission rates were studied in a Pittsburgh coalbed mine in northern West Virginia. A fullface boring-type continuous miner, equipped with a methane monitor, was used in the development of a set of eight main headings, one side of which was near old workings; the other side abutted virgin coal. Two air splits ventilated the section. Air volumes and methane percentages were recorded, and time studies of the miner were made during five consecutive operating days, during which a complete cycle of mining the headings and one line of related breakthroughs was accomplished. Methane emission rates increased significantly as mining progressed from the side near old mine workings toward the virgin area, and generally increased with coal extract ion. Mining in the heading immediately adjacent to virgin coal was interrupted quite frequently, owing to excessive methane concentrations at the face, despite adequate air volumes and acceptable methane concentrations in the immediate return airway.

An oil well penetrating the Pittsburgh bituminous coalbed in northern West Virginia was plugged and safely mined through 3 months later. A sensitive chemical tracer, introduced into the oil reservoir before the test, was not detected in the mine air following the plugging and during mining of the pillar and penetration of the well. Effectiveness of the plugging in preventing reservoir gas from entering the mine through the well hole was verified by continuous monitoring of the mine air for indications of sulfur hexafluoride, an inert gas detectable in amounts as minute as 112 part per billion. Expand- able cement and fly ash-gel-water slurry were utilized to seal the well above and below the coal seam. Three other wells were also plugged using various techniques.
