The U.S. Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

Researchers, medical organizations, statisticians, and others often use data on the nature and rate of occurrence of occupational diseases in directing their efforts and plans. Very often this information is developed from the reports of the States which describe the nature of work¬men's compensation claims and awards and the frequency with which they are made. To be meaningful, the statis¬tical information must be viewed in the context of the State laws involved. There is considerable variation among the laws of the different States. The Bureau of Mines has responsibilities for protecting the health of persons employed in the mineral industries and for the development of useful mineral products. To assist the Bureau in the accomplishment of its objectives, this compilation has been undertaken. For the benefit of the mineral industries, and any others who may have a similar interest, this volume is made available. An earlier compilation of the Bureau of Mines on this subject was published in 1952.4 However, during the intervening years, sufficient changes have been made in State laws to warrant completely recompiling the information. This publication includes the laws of the States, the District of Columbia, Puerto Rico, and the Virgin Is¬lands through 1964. Only those portions of the workmen's compensation laws which apply to or as ' related to occupational diseases are presented, and in each case enacted additions to and deletions from the basic law have been incorporated into the text of the law, thus snak¬ing it unnecessary to search out the various amendments made each year.

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. Light-emitting diodes (LEDs) are emerging as viable replacements for incandescent (INC)-based cap lamps used in mining. The photometric and energy characteristics of these light sources differ in important ways. This paper describes the performance of LED and INC sources in cap lamps in terms of correlated color temperature, color rendering, light output, electric power, ambient temperature and air flow, and light source aging. Importantly, these characteristics can influence a miner?s ability to spot mining hazards thus impacting safety. Second, some of these characteristics interact with the operating life of the cap lamp?s battery power, such that differences between LED and INC sources can be magnified toward the end of a 10-h battery discharge cycle. Empirically, we have determined that after 8 h at an ambient temperature of 25 ?C, the average light output of an INC cap lamp can decrease to about 69% of its initial value when powered by a lead-acid battery, and it can decrease to about 65% of its initial value when powered by a nickel-hydride battery. An LED-based cap lamp using a constant current drive circuit can maintain about 96% of its initial value when powered by a nickel-hydride battery. Real-world tests addressing the effects of ambient temperature and air flow on the light output of an LED and INC cap lamp were conducted in the National Institute for Occupational Safety and Health Safety Research Coal Mine. The LED cap lamp yielded a vertical average illuminance improve­ment of approximately 9.5%, and the INC cap lamp yielded a vertical average illuminance degradation of approximately 4%. The differences between LED and INC cap lamps were further quantified by the calculation of ?mesopic luminance? data that indicated for the same photopic luminance (i.e., as measured using a conventional light meter) the LED cap lamp could be up to 38% more efficient than the INC cap lamp with a lead-acid battery at the end of the 10-h driving cycle. Lastly, accelerated life tests were used to empirically determine light output depreciation as the INC light source age approached its useful life. There was about a 35% decrease in light output. This is quite considerable, particularly given that the light output will decrease an additional 30% to 45% over the period of a 10-h shift. The implications of the differences between LED and INC sources are discussed. This information is crucial in determining how visual performance could be affected for real-world conditions where batteries discharge during the work shift and as the light source ages. To date, only idealized conditions have been used for LED and INC cap lamp visual performance research.

To improve the level of hearing protection by providing workers with an inexpensive, easy-to-use device to check earplug fit. Background Approximately 30 million workers are exposed to hazardous noise on the job, placing them at risk of permanent hearing loss, tinnitus, and other disorders. Although the preferred solution is to eliminate noise through engineering controls or to reduce noise exposure through administrative controls, hearing protectors are critical when noise is unavoidable. Studies of hearing protector users have shown that average protection values in the real world are much lower than the labeled noise reduction ratings determined in laboratories with trained and motivated subjects. Even worse, many hearing pro­tector users get virtually no protection at all because of poor fit. The studies also show that users have a harder time achieving adequate protection levels with earplugs than with earmuffs. It?s difficult for users to tell if earplugs are working well just by looking at them. A more accurate approach is to check how much they block or ?attenuate? noise. Earplugs vary in their attenuation characteristics, with most providing a maximum of 20?35 decibels of noise reduction when worn correctly. Any earplug that?s suitable for use in noisy settings will attenuate noise by at least 15 decibels. Personal fit testing is an effective way to help hearing protector users improve the fit and protection levels of the devices. However, existing fit-testing systems are expensive and unsuitable for use at many industrial worksites.

Researchers with the National Institute for Occupational Safety and Health (NIOSH) have developed a training module to educate both new, inexperienced miners as well as veterans on important issues related to self-rescue and escape procedures. These include: (1) physical and environmental conditions that can be encountered in a mine after a major explosion, (2) knowledge of emergency meeting locations and escape routes, (3) the importance of using self-rescuers, even in seemingly clear air, to keep the lungs isolated from contaminants, and (4) why miners should not go off to look for others who are missing. In addition, the module may stimulate miners to think about and discuss mine explosions and the devastating effects of such an event.

The objective is to provide effective training on refuge chambers for underground coal miners. This training will increase knowledge about how to teach miners to operate, transport, and inspect a refuge chamber; what to expect psychologically and physiologically inside a refuge chamber; and how to decide when to use a refuge chamber. Background During 2006?2007, several disasters occurred at U.S. underground coal mines, resulting in 28 fatalities. These disasters led to new approaches to mine safety and health, as well as new federal regulations. One new technology mandated by federal legislation is the refuge chamber. Refuge chambers are movable shelters that are either made of steel or inflate from a steel skid as a tent. They can potentially save the lives of miners during an underground mine emergency by providing breathable air, food, water, and a safe environment for up to 96 hours. Because the refuge chamber is a new technology, recommendations, information, and training products are greatly needed.

To develop a business case that promotes adoption of noise controls by reducing barriers to industry acceptance and enhancing drivers that foster their implementation. Background Over 75% of the U.S. mining workforce is exposed to hazardous noise, putting them at risk of noise-induced hearing loss (NIHL). Consequently, coal miners suffer high rates of hearing impairment that increase to 70%-90% by retirement age. To address the noise problem for coal miners, researchers from the National Institute for Occupational Safety and Health (NIOSH) first determined that the continuous mining machine (CMM) ranked first among machines associated with reported coal noise overexposures. Further studies found that most CMM noise is generated by three component systems on the machine: dust collection, cutting, and conveying. Of these systems, the on-board chain conveyor was found to be a dominant noise source. Noise generated by the conveying system was addressed through the development of a urethane-coated flight bar chain. The coated chain, shown in Figure 1, has demonstrated an 8-hour time-weighted average (TWA) reduction of operator exposure by 3 dB(A). It has since been accepted by the Mine Safety and Health Administration (MSHA) as a "technologically achievable" noise control for CMM operators who are exposed to noise that exceeds the MSHA permissible exposure level. Having demonstrated the noise reduction performance of the coated chain, NIOSH has assembled information into a business case that can be used by operations considering adopting the chain at their worksite.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. Bituminous coal mining in the United States is currently experiencing a period of rapid growth which began in the early 1960's. Future demands are conservatively predicted to rise to 700 million tons by 1980 and to anywhere between 1 to 3 billion tons by the turn of the century. This means a continuous expansion of coal production by a factor of at least two can be expected before the end of the century. Over the last few years, production from underground mining has decreased; yet it is about 50% of the total coal output. In the absence of any discovery of near surface coal deposits, and even after conceding that some deeper deposits can be surface mined with changes in technology it can be reasonably assumed that coal production from underground will continue to play an important part in solving the energy crisis.

Simulation continues to hold the spotlight among the Operations Research applications in the operational side of mining. One reason for this is the need to solve the many waiting line and storage problems common to the industry. A second reason for using simulation is the central requirement of retrospect testing. Acceptance of a model by management is more likely to depend on its tested performance rather than on the underlying validity aspects of the model itself. Mathematics have not been and may not be developed that will allow all desired system elements to be considered simultaneously. It is in this realm that simulation bridges the gap between theory and useful design procedures. One of the earliest published accounts of simulation at work in the coal industry is demonstrated by the application cf Monte Carlo methods to explore changes in future operating policies for an existing track system (Manula, 1963). By modifying certain control parameters, revision in design changes were evaluated in the computer rather than in the actual production section. A second application which has found wide use in practice is the VFI-OCR Face Simulator (Prelaz et al., 1968). The model developed here has the purpose of allowing the comparison of methods for room-and-pillar face operations end observing their effect on mining prior to actual installation. Proposed changes are tried in the model and the best of these are selected as a guide for better mire management: IBM's own simulation package, the System 360 General Purpose Simulator, has experienced heavy use in solving similar problems and other steady-state situations.

The combined value of production of natural abrasives, which include tripoli, special silica stone, garnet, staurolite, and emery, increased in 1993. The increase in the value of tripoli production was the result of an increase in total production. Special silica stone experienced an increase in unit value but decrease in the quantity produced. Garnet showed a 19 % decrease in quantity and an 8 % decrease in value. Staurolite increased about 51 % in the quantity produced and 136 % in value compared with those of 1992. Staurolite's significant increase in value of production resulted from a 56 % increase in the unit value. The fused aluminum oxide industry showed an 8 % decrease in the quantity produced and a 13 % decrease in the value of production. The silicon carbide industry saw an 11 % decrease in the quantity produced and an 8 % decrease in the value of production. Combined, the industries decreased 9 % in quantity and 11 % in value compared with those of 1992.

Crude oils are capable of dissolving quantities of gas under pressure. This fact has been known for some time, but questions have arisen as to the effects of gas in solution upon the characteristics of the oil. Previous investigations4 show that gas in solution in an oil affects the viscosity and surface tension of the oil, but the effect's on the volume and A. P. I. gravity of the oil have not been known. The results given in this report show that there is a decided change both in volume and in the A. P. I. gravity of the oil due to the solution of the gas in the oil under pressure. As gas is dissolved, the volume of the oil and the A. P. I. gravity increase. The converse of this phenomenon is also true: if the gas is released from a saturated oil, there is a shrinkage in volume and a decrease in A.P.I. gravity due to the release of gas from solution. However, various oils show marked tendencies to retain a portion of the dissolved gas upon releasing the pressure to that of the atmosphere. This retained gas has an appreciable effect on the volume and A. P. I. gravity of the oil because the oil does not resume its initial volume or gravity while it retains dissolved gas. In a sense the oil has been "Freshened" and will not return to its original or weathered volume until it loses some of the lighter fractions. Wiggins5 has shown that a fresh oil decreases both in volume and in gravity because of the weathering of the lighter fractions while the oil is standing in storage tanks.

In 1989, the u.s. Bureau of Mines initiated a contract to gather engineering, operating, and environmental cost data for 1988 for 30 major foreign primary copper smelters in market economy countries. Data were collected for 29 of the designated smelters together with information on applicable environmental regulations. Materials balance data obtained were used with available data for the eight U.S. smelters to determine the approximate extent of copper smelter sulfur emission control in 1988. A broad characterization of the status of sulfur emission control regulation was made. The 37 U.S. and foreign smelters represented roughly 73.2% of world and 89.3% of market economy primary copper production in 1988. The 29 non-U.S. smelters attained 55.3% control of their input sulfur in 1988. Combined with the 90.4% control of U.S. smelters, an aggregate 63.4% sulfur control existed. Roughly 1,951,100 mt of sulfur was emitted from the 37 market economy smelters in 1988. Identifiable SO2 control regulations covered 72.4% of the 29 foreign smelters, representing 66.5% of smelting capacity. Including U.S. smelters, 78.4% of the major market economy smelters were regulated, representing 73.1 % of smelting capacity. Significant changes since 1988 that may increase sulfur emission control are noted.

"The term ""manjak"" is applied to a variety of bitumen or solid hydrocarbon occuring on the Island of Barbados, West Indies, and in Utah, Cuba, and Trinidad. The deposits on the latter island are found within a distance of three miles of San Fernando, the second largest town on the Island, and within three miles of the famous asphalt lake.In chemical composition, manjak is like asphalt. It is almost pure bitumen. Its melting point is, however, more than 4000F. whereas asphalt melts at 1000F. In composition, it consists of 80 to 90 per cent carbon, the balance being chief¬ly hydrogen, with a small quantity of sulfur. It resembles coal in appearance, is odorless, hard, and brittle. It is found in thin beds between layers of clay.The island of Trinidad is rich in this mineral resource. Its development has as yet hardly begun, and the exportations already made have been with the view of testing out the ma-terial. During 1918, exports to the United States were valued at about $3100, and in 1919, up to October 1, they totaled 41 tons, valued at $1900. Prior to 1900, manjak was mined on a small scale in Trinidad, but for various reasons, very little was done between 1900 and 1913. In the latter year, mining operations were resumed by the Trinidad-Tarouba Oil Development Company, of San Fernando. At the present time, there are five shafts, one of which has reached a 37 foot bed of manjak at a depth of 400 feet. Operations could be greatly extended if there were a greater demand for the material.It has not been found profitable to export manjak from Trinidad in the crude state as the price received, namely $35 per ton, hardly covers mining expenses. These are increased by the necessity for careful and thoro timbering on account of the clay formation.Compounds, made by combining manjak with mineral oil command fair local prices which have enabled mine operations to proceed at a profit. Experimentation is still in progress with different mixtures of manjak and oil for various purposes. The manjak, recently sent to the United States was for the purpose of ascertaining whether American oils would be more economical and useful for mixing with the manjak than the Trini¬dad oils. It is the plan to erect a plant very soon for the manufacture of a variety of manjak paints and compounds.Manjak is rapidly increasing in use, particularly in connection with the oil industry. It is produced in close proximity to the oil wells in Trinidad. It is boiled with oils at high temperatures and converted into compounds and paints for nearly every purpose where a preservative is needed, for example, on pipe lines, boilers, chimneys, and miscellaneous iron ware, machinery, etc. It is usually applied in the liquid state, hardening into a tough, rubberlike coating. It has low viscosity, and is not affected by ordinary heat. It makes an excellent insulating material and is impervious to both air and water. In hot and damp climates, like that of Trinidad where pipe lines quickly deteriorate, their life has been pro-longed for extended periods when painted with this material."
