The Geophysical section of the United States Bureau of Mines has received many inquiries regarding the application of geophysical methods to the location of small, buried metallic objects. The object of this paper is fourfold: (1) To sketch as briefly and non- technically as possible the principles underlying the operation of several elec- trical geophysical methods of prospecting applicable to the finding of small, buried metallic objects; (2) to point out the possibilities and limitations of these methods; (3) to present, whenever possible, data showing actual results obtained from their use; and (4) to enumerate and describe methods that lack scientific background or foundation.

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." The safe use of a refrigerant or any substance depends on knowledge of its pertinent properties and conditions of use; therefore some of the properties of refrigerants that are related to life, fire, and explosion hazards are discussed herein. These data serve as a basis for suggested control measures in the use· of refrigerants. The properties of refrigerants may be broadly classified into three main groups: (1) Those important for refrigeration, (2) those significant from the standpoint of confining the refrigerant, and (3) those that become important if the refrigerant escapes from the :machine or container. The first group of properties, such as latent heat of vaporization, specific heat of vapor, specific heat of liquid, etc., is not considered to be directly related to safety and is not discussed here. The second group, those properties important in confining the refrigerants, has particular significance because· it relates to "built-in" safety. This group is emphasized because it is believed the soundest procedure in designing equipment is to give due consideration .to both the health and safety hazards likely to be associated with the equipment. Furthermore, the toxicity, fire, and explosion hazards are controlled as long as the refrigerant is confined. Some properties of this group are (1) stability, (2) corrosiveness, (3) boiling point, (4) pressure developed in the system, (5) warning odor or irritation, and (6) ease of detection. The third group includes such properties as toxicity (of compound and decomposition products), irritating action, and explosibility.

The chief object of the Electrical Section of the United States Bureau of Mines is the study of causes and means of preventing accidents resulting from the use of electricity in mines . A large part of this work for the last 20 years has been the inspection and testing of mining equipment under the provisions of schedules which give the minimum requirements considered essential for the safety of equipment intended for use at or near the working faces of dusty or gassy mines . During the first few years of this work , particular attention was paid to the explosionproof features of the various accessories such as motors , controllers , and other parts . The knowledge of the essentials necessary for safe designs of enclosures has since been augmented by field experience and by data obtained in testing a large number and variety of designs . With our present knowledge it would seem that a disproportionate stress was placed on making the various enclosures explosionproof , but not enough thought was given to the danger from wiring and connections outside of explosionproof enclosures . The list of equipment that has met minimum requirements for safety and has been approved as permissible by the Bureau of Mines includes storage - battery locomotives , power trucks , drills , loading machines , conveyors , cutting machines , room hoists , pumps , concrete mixers , and rock-dusting machines . The wiring on some of the machines is comparatively simple and sometimes , except for the trailing cable , may be entirely within the explosionproof enclosures . In general , there is outside wiring between enclosures , and on the larger machines the wiring may be extensive and complicated . In considering the safety of wiring for mining machinery , attention must be given the severe service and unfavorable surroundings imposed by mining conditions . Some of the matters that require consideration are : ground . The lack of care of the exterior wiring to be expected in the average mine . The lack of adequate periodic inspection of the wiring . The absence of adequate facilities for satisfactory inspection and repairs under- The severe conditions of moisture , dirt , mechanical injury , and low voltage encountered in mining service .

Companies which have been engaged in safety work for a number of years are becoming increasingly aware of the fact that it is not enough to supply guards for various pieces of machinery and equipment and to supply safety inspection to see that rules are being carried out. Studies of many safety organizations have demonstrated that the accidents which could have been prevented by proper guards constitute only a small percentage of the total acci- dents, and amount to perhaps not more than 15 per cent. Evidently, if success is to be attained in preventing all accidents which it is humanly possible to prevent, a company must have the cooperation of every employee. Mining particularly presents probably the greatest hazards of any industry. Prevention of accidents. is made increasingly difficult because men often work alone, although generally in pairs, and only in the concentrated systems of mining do they usually work in groups of more than three or four. Supervision is difficult, therefore, and much reliance must be placed upon the individual workmen. In mining, as perhaps in no other occupation, it is of the greatest importance that individual workmen should receive continuous safety education. Within the last few years safety education has come to the front as one of the most important of accident-prevention measures, although it is true that its importance has been repeatedly stressed by the United States Bureau of Mines and other national safety organizations since the inception of the safety movement many years ago. A review of the safety educational methods of some companies in the Lake Superior district should be of interest. Perhaps better methods are in use in other parts of the country, but the methods shown have been instrumental in many cases in reducing the number of accidents. In one mine in the district whose methods are described the frequency of accidents has been reduced to zero within the last two years. A number of other mines in the district have recently gone into the class having no lost-time accidents for considerable periods of time. One company in the Lake Superior region, operating over 30 mines, succeeded during one month of 1930 in operating every mine without having a single accident which caused lost time beyond the day of the injury. Records like these are increasing in number, and while it is believed that they are the combined result of different means of safety activity, it is undoubtedly true that many of these results were obtained through safety educational methods.

The value of protective clothing in the prevention of injuries has long been recognized in many of the leading industries , but the adoption of the idea into mine safety programs is comparatively new . Once started , however , the idea has grown rapidly and the results already obtained by mining companies have shown that it is fundamentally sound . Both coal and metal mining companies are rapidly adopting these protective measures , and since 1924 many mines have become well equipped with eye , head , and foot protection . At the present time approximately 70 percent of the employees in the anthracite mines of Pennsylvania are provided with safety hats . At many metal mines all employees are provided with safety hats, shoes , and goggles . The Pennsylvania mining law provides that all shaft · workers in anthracite mines shall wear protective hats . In According to a study³ made of the nature of 3,485 temporary injuries and of the parts of the body of underground coal mine employees most exposed to occupational hazards , the head and face were injured 665 times , the hands 856 times , and the feet 565 times . Of 2,555 temporary injuries in metal mines , the head and face received 484 , the hands 788 , and the feet 357 . a similar study4 made by a coal -mining company for the year 1928 , of 556 injuries the scalp received 9 , the skull. 4 , the eyes 47 , the hands 62 , the thumbs 21 , the fingers 141 , the ankle , the feet 51 , and the toes 35 . Probably most of these injuries could have been prevented by suitable protective clothing and equipment . This study also revealed that at least one injury occurred

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

The prevention of accidents from falls of roof and coal requires a considerable amount of personal judgment , for conditions are different even in adjoining working places in the same mine , and conditions may change from hour to hour even in the same working place as the coal is shot down and loaded . Experience has shown that many men can not or do not exercise enough care to protect themselves from injuries ; moreover , where the foremen have been made directly responsible for the safety of the men under them , accidents from falls of roof and coal have , in many instances , been reduced as much as 50 per cent . There is now no question that careful , constant , and intensive supervision is essential in preventing acci- { dents and more especially accidents of this class . Falls of roof and of coal account for approximately 50 per cent of all coal mine accidents and annually result in the death of approximately 1,000 men and cause lost - time injury to approximately 50,000 men . These and other accidents are recurring with little or no diminution , usually not because of the lack of knowledge of safe and dangerous practices , or of the technique of safety , but largely because of the lukewarm interest of major executives in safety or the failure of mine officials to formulate and to enforce common - sense rules and regulations . When failure is the outcome of a sincere attempt of the managing officials to teach safety to the miner , the fault may usually be attributed to misguided effort . Various solutions for the problem of eliminating accidents from falls of roof or coal have been suggested , some of which are : Standard system of timbering for the specified mining districts ; departure from the room-and - pillar system to a more concentrated system of mining ; more intensive supervision - that is , 1 section foreman for every 25 loaders instead of 1 section foreman for 75 , 80 , or even more loaders the practice in most mining districts . - However , investigations conducted by the writer at numerous mines operated by a number of mining companies in several districts show that employees and officials alike are inclined to work under loose and unsupported roof , relying solely on the " drummy " sound and on their judgment and experience as to whether the roof will stay in place for one hour or for several hours . With but few exceptions , men who had been injured by falls of roof or ccal or were found working under loose and unsupported roof , admitted that they knew of the possibly unsafe condition , but it was their opinion that the roof or coal was not loose enough to fall for some time .

The group of gems included under the general name "feldspar" occupies only a minor place in jewelry. Feldspars, with the possible exception of quartz, are the most important of rock-forming minerals, but most occurrences are of quite ordinary varieties, without striking color and unattractive. Few specimens are suitable for use as gem stones, but occasional crystals that exhibit unusual brilliance or play of color are cut into various shapes for personal adornment or for architectural decoration. The best known of the feldspar gems, and probably the most important in point of production, is the moonstone. Amazon stones, labradorite, sunstone, and a number of less common varieties have been produced in various parts of the world.

The work of the electrical section of the Bureau of Mines may be considered to have had its beginning in April , 1909 , when H. H. Clark was , appointed electrical engineer in the U. S. Geological Survey. The first manuscript prepared by members of this section was Miners Circular 5, which was issued in October , 1911. During each succeeding year additional papers have been published dealing with questions relating to electrical safety. Since 1916 the electrical section has also conducted laboratory investigations on flame safety lamps and gas- detecting devices and has published reports relating thereto . The following selected list of publications covering safety studies and activities of the electrical section has been prepared for the convenience of those who wish to keep themselves advised concerning electrical safety matters . The list includes only such publications as are applicable to present-day prac tices .

By a decree of March 14, 1929,5 the President of the Faitian Repub- lic, considering it to be necessary, until the mining legislation of the Republic shall have been revised, to put into effect the mining law of Decem- Der 4, 1860 (relative to mines, diggings, and quarries), by the authority given in article 55 of the Constitution, declared the law of February 14, 1919, to be abrogated and the provisions of the earlier mining law (December 4, 1050) again to be valid. No concessions were granted under the law of 1919. All citations in this paper, unless otherwise designated, refer to the law of 1930.

The Birmingham coal-mining district of Alabama has many local physical conditions that contribute largely to the proble of preventing coalmine fatalities . Coal : nes of Alabama have been under the supervision of the State mine inspector since 1892 , and reports have been made with increasing completeness since that time . The U. S. Bureau of Mines has maintained a station of the safety division in the district since 1912 to cooperate with operators and the State in the advancement of safety in mining . A description of conditions in regard to fatal accidents as they have been and as they now are in Alabama , compared with the entire United States , will indicate the progress that has been made and that should still be made in reducing fatal mine accidents .

Gold and precious stones were mined in Egypt in prehistoric times. This mining, carried on at intervals, extended over thousands of years, until about 1300 A. D. Then ensued a dormant period of several hundred yoars. In the mean- time Europe made great rogress in mining practice, metallurgy, and geology and sent out various expeditions during the nineteenth century to investigate ancient mines. But the exploratory work produced no material results, and not until the beginning of the present century did actual mining recommence. The reopening of old gold mines in Rhodesia aroused interest in London and Paris, and these cities provided the capital necessary for the investigation of the ancient minee in West Africa and Egypt. Speculation resulted in the division of most of the uncultivated area of Egypt and the Sudan into huge concessions, and a number of expeditions were made; but after an unprecedented activity in West Africa, roaction set in, and the flow of capital ceased. The concession- aires, mostly individuals with insufficient capital and with a misconception of the initial difficulties of communication, water supply, and labor, allowed

The added hazards to mining incident to oil and gas wells penetrating the coal measures in proximity to mine workings , have long been recognized in those fields where the extraction of oil , gas , and coal , has been in progress for a number of years . The history of these fields is replete with stories of serious mine fires , explosions , and miraculous escapes from both fires and explosions due to either oil or gas finding its way into the mine workings through the strata , or by mining into an unknown or uncharted and abandoned oil or gas well that had not been properly plugged . The Director of the Bureau of Mines , in response to numerous requests from coal operators and oil and gas operators , called a meeting in 1913 to discuss necessary precationary measures to take when drilling oil or gas wells through workable coal beds and to try, if possible . to formulate a set of regulations that might serve as a guide to those persons preparing regulations covering the drilling of oil and gas wells in the various coal producing States . This meeting was attended by representatives of the coal , oil , and gas industries , State geologists , State mine inspectors , and representatives of the Bureau of Mines . A committee was appointed to prepare a set of regulations , which was later published as U.S.Bureau of Mines Technical Paper 53 ; the discussions and results of the meeting werepublished as U. S. Bureau of Mines Bulletin 65 . Later , the American Institute of Mining and Metallurgical Engineers appointed a committee to draft a model law for the use of the legislature of any State concerned . This committee made its report on April 27 , 1928 . Several of the coal mining States now have more or less comprehensive regulations governing the drilling of oil or gas wells through workable coal beds , others have regulations that are inadequate , while some have no regulations . The State of West Virginia recently enacted a law containing reg lations which are the result of a comprehensive and careful study of the problem .

The flammability and explosibility of unsymmetrical dimethylhydrazine ( UDMH ) were investigated by the Federal Bureau of Mines to evaluate hazards associated with commercial application of this material as a missile fuel . This program included the following determinations : 1. Temperature limits of flammability in air at one atmosphere pressure ; 2. limits of flammability at selected elevated temperatures and pressures ; 3. 4 . 5. spontaneous ignition temperature in air at one atmosphere and at 200 pressure per square inch gage ( p.s.i.g. ) initial pressure ; spontaneous decomposition temperatures in nitrogen at one atmosphere and at 200 p.s.i.g .; shock sensitivity over a temperature range from about ( ca. ) 25 ° to 50 ° C .; 6. shock sensitivity of reference propellants ( hydrazine , nitromethane , methyl acetylene , etc. ) ; 7 . shock sensitivity of UDMH plus small amounts of selected metal catalysts . Part of the corresponding data was obtained for a mixture of unsymmetrical - dimethylhydrazine and diethylenetriamine ( U - DETA) .

The equilibrium relationship of hafnium and tantalum was studied to facilitate alloy and property investigations . The data obtained are presented graphically as the equilibrium diagram . Alloys were prepared from high - purity components by nonconsumabletungsten- electrode arc melting . Data for the equilibrium diagram were obtained by optical pyrometry , metallography , X- ray diffraction of heat treated specimens , X- ray diffraction using a high- temperature camera , and differential thermal analysis . During the investigations , a casting apparatus was constructed , and the existing melting - point apparatus was improved . The bcc allotrope of hafnium forms a continuous series of solid solutions , called beta , with tantalum which exhibit a minimum melting point at 20 wt pct tantalum and 2,110 ° C. At 24 wt pct tantalum and 1,050 ° C , hafnium- rich beta decomposes in a monotectoid reaction to yield alpha and tantalum- rich beta . The monotectoid isotherm extends from 5.5 to 60 wt pct tantalum . The twophase region , in which hafnium- rich and tantalum- rich beta solid solutions are immiscible , rises to a maximum temperature of 1,265 ° C at 38 wt pct tantalum . The solubility of hafnium in tantalum decreases from 40 wt pct at the monotectoid temperature to 20 wt pct at 750 ° C.
