Explosions are a type of mine accident that can be prevented by known methods ; however , they continue to occur because some mining people are still negligent in adopting and using the known and , in general , readily available measures for avoiding these disasters . Although the frequency and severity of explosions have decreased during the past 5 years there is still much room for improvement . Pennsylvania is an excellent example of what may be done to prevent explosions ; this State had an explosion record by no means good during the decade before 1930 , but by the adoption of readily available and not very expensive safety measures it now has almost entirely eliminated explosions . Pennsylvania bituminous mines now have the enviable record of not having had a major explosion disaster in considerably over 4 years . fact , many of our mining States are showing definite progress in working mines without explosions ; and some of these , like Alabama , West Virginia , Wyoming , and others now operating with few if any explosions , have had anything but a favorable record in the past .

The added hazards to mining incident to oil and gas wells penetrating the coal measures in proximity to mine workings , have long been recognized in those fields where the extraction of oil , gas , and coal , has been in progress for a number of years . The history of these fields is replete with stories of serious mine fires , explosions , and miraculous escapes from both fires and explosions due to either oil or gas finding its way into the mine workings through the strata , or by mining into an unknown or uncharted and abandoned oil or gas well that had not been properly plugged . The Director of the Bureau of Mines , in response to numerous requests from coal operators and oil and gas operators , called a meeting in 1913 to discuss necessary precationary measures to take when drilling oil or gas wells through workable coal beds and to try , if possible . to formulate a set of regulations that might serve as a guide to those persons preparing regulations covering the drilling of oil and gas wells in the various coal producing States . This meeting was attended by representatives of the coal , oil , and gas industries , State geologists , State mine inspectors , and representatives of the Bureau of Mines . A committee was appointed to prepare a set of regulations , which was later published as U.S.Bureau of Mines Technical Paper 53 ; the discussions and results of the meeting werepublished as U. S. Bureau of Mines Bulletin 65 . Later , the American Institute of Mining and Metallurgical Engineers appointed a committee to draft a model law for the use of the legislature of any State concerned . This committee made its report on April 27 , 1928 . Several of the coal mining States now have more or less comprehensive regulations governing the drilling of oil or gas wells through workable coal beds , others have regulations that are inadequate , while some have no regulations . The State of West Virginia recently enacted a law containing reg lations which are the result of a comprehensive and careful study of the problem .

The use of safe equipment, safeguards, and safe practices in the mining and allied industries should reduce injuries and improve accident experience. The object of this report is to give to the mining industry, especially metal mining, a graphic pictorial description of some of the safeguards, equipment, and practices used and followed in the iron-ore mines of the Lake Superior district. Some of the subject material has been in use or has been established for many years, and some is relatively new. Some of the equipment was purchased commercially, and some was designed by the company employees and constructed in the mine shops. The photographs were taken by the personnel of the Health and Safety Division of the United States Bureau of Mines, primarily for use in the Metal-Mine Accident-Prevention Course of the Bureau of Mines. In general, they are arranged under the following headings or subjects: 1. Accident statistics. 2. Support of ground. 3. Hoisting and haulage. 4. Explosives. 5. Fires, gases, and ventilation.

From 1900 to 1929 , 1,005 or approximately 30 per cent of all fatalities in the coal mines of Alabama were caused by fires or explosions of gas and dust . In the 3 -year period from 1927 to 1929 only 15 men were killed by these causes , a reduction from 30 to 9 per cent of the total . Notwithstanding this marked improvement , which is due largely to the efforts made by the State inspection department , the operators , and the Bureau of Mines to stamp out this type of disaster , Alabama still has more than its share of such fatalities which can and should be prevented. A list of explosions from 1894 to 1929 compiled from information obtained through the records of the State Inspector's office , the reports of Engineers of the Bureau of Mines , and the operators , is given in Table

The purpose of the present investigation was to learn of recent Swiss developments for the more effective use of coal , which comprises 98.9 percent of the romaining known mineral - fuel reserves of the United States .

Before the World War the use of zirconium and its compounds was largely experimental and confined almost wholly to Germany and Austria . Occasionally small lots of zirconium ore had been produced in the United States ( 1,000 pounds in 1869 , 26 tons in 1883 , and 3,000 pounds in 1903 ) and used (with monazite ) in the manufacture of various lighting devices , especially incandescent gas mantles ; but it was not until 1906 that the discovery of the natural zirconium oxide in large quantities near Sao Paulo , Brazil , first gave promise that a zirconium industry eventually might be developed . Edward Rietz , who worked the Brazilian deposits , interested German chemists in extending the use of zirconium , and by 1911 trade journals were listing German firms as manufacturers of compounds or products derived therefrom . For a time zirconia was one of the various oxides used in the Nernst lamp . It was used also for crucibles and hearths as refractory material ; in the manufacture of chemical utensils ; in enamels ; in the place of bismuth subnitrate for defining Röntgenray pictures of the stomach ; as a pigment ; in medicine ; and in a number of other ways . The Germans were credited also with producing a remarkable zirconium steel , which , it was claimed , was much superior to other alloy steels . During the World War the United States Government investigated the possibilities of zirconium , as well as those of other steel -hardening elements , and a large automobile manufacturer actually purchased a substantial quantity of ore with the purpose of employing zirconium in automobile steels . Immediately after the armistice the Government ceased its investigations ; but despite the difficulties experienced by various investigators in reaching concordant results , interest in the use of zirconium as a steel -hardening agent , as well as in other uses of the element and its compounds , continued . In 1918 the Foote Mineral Co. , which had been interested in zirconium for several years , was exploiting the deposit in Brazil formerly worked by the Germans and was supplying zirconia in the form of ore , brick , and cement for refractory and other purposes . About the same time the Electro Metallurgical Co. , which before the entrance of the United States into the war was experimenting with zirconium alloys , supplied in tonnage quantities the demand for these alloys . In 1919 it was reported that American manufacturers , after several years of research, were producing in commercial quantities pure zirconium oxide , which was finding a place in the manufacture of small refractory articles , scorifying dishes , crucibles , tubes , and one- piece furnace linings . In 1920 the lowering of the price of zirconium metal powder ( because of improved metallurgical methods ) promised the production of the metal on a semicommercial scale . In 1924 the Titanium Alloy Manufacturing Co. introduced a new opacifying agent , " Opax , " made from zircon . A year or two later some of the large pottery manufacturers became interested in the use of zirconium oxide as an opacifying agent , the increased production of titanium pigments having resulted in the production of zirconium as a by-product at a price that could compete with tin oxide . In 1928 it was reported that the industrial use of zirconium oxide was increasing steadily in the manufacture of brick , crucibles , and other refractory products , such as high- temperature cements . Much has been written and said concerning tables of permissible or maximum allowable concentrations of various toxic substances in air, but not enough attention has been given to their limitations and how to use them intelligently . There is a tendency to place too much reliance on figures , with little or no consideration of their real meaning . The repeated publication of a figure often adds significance to it far beyond that intended by the original author or publisher . How are these figures referred to as "maximum allowable concentrations " established? What is their real meaning? To answer these questions it is necessary first to define maximum allowable concentration . The usual definition is somewhat as follows : "The average concentration to which an industrial worker can be exposed for 8- hours daily for an indefinite period without injury or occupational disease . This definition is made up of the following items : ( 1 ) Average concentration, ( 2 ) 8 - hour day , ( 3 ) indefinite exposure period , and ( 4 ) lack of injury or occupational disease . There is some controversy regarding item ( 1 ) , items ( 2 ) and ( 3 ) are usually though not invariably accepted , and there is definite disagreement regarding the interpretation of item ( 4 ) . . To reach a more satisfactory interpretation of maximum allowable concentration , attention is directed to ( 1 ) the development of tables of maximum allowable concentrations , ( 2 ) criteria on which limits are based , and (3 ) methods used to obtain data on which limits are based .

Radioactivity, the property of radium that led to its isolation more than 30 years ago, is the characteristic that makes it of value in the treatment of disease. Tyler3 gives the following brief history of the investigation: The way to the discovery of radium was opened in 1895 by Rontgen, who found that the glow from a Crooke's tube contained penetrating rays, which .he called X rays. Prof. Henri Bequerel, while investigating the effect of various phosphor¬ escent substances, found that uranium salts produced photographic impressions even when enveloped with opaque substances. To Marie Sklovouski, a young Polish student, who later became Madame Curie, Professor Bacquerel delegated the task of learning how and why uranium possessed power to emit these peculiar rays, which he had proved to be electrical in character. Madam Curie, examining by electri¬ cal methods the radioactivity of a large number of minerals containing uranium and thorium, discovered that some specimens of pitchblende had about four times the activity of the metal uranium; that chalcolite, the crystallized phosphate of copper and uranium, was twice as active as uranium; that autunite, a phosphate of calcium and uranium, was quite as active as the same weight of pure uranium. In order to check these discoveries, she prepared chalcolite artificially, starting with pure products, but found that this artificial chalcolite had only the acti¬ vity represented by its composition, or, roughly, 40 per cent of the activity of uranium. This led to the conclusion that there was some element or substance in the residue from uranium minerals that possesses a high degree of activity. After an exhaustive chemical investigation of pitchblende from Joachimsthal, she found that this mineral contained not only uranium but also another radioactive sub¬ stance, to which she gave the name of polonium, in honor of her native land. Later in 1898, Monsieur and Madame Curie found still another element, which, when brought to a state of concentration, was several million times as active as uranium, and to this was given the name of radium. Debierne afterwards found a fifth radio¬ active substance, actinium; and in 1906 Boltwood isolated the metal ionium. Strict¬ ly pure radium chloride was first produced in 1902. The first radium was produced commercially from the uranium residues obtained from the mines of Joachimsthal, Bohemia. Tyler calls to attention that, as the ores were a government monopoly, search was begun at once for sources in other parts of the world. As a result, radium-containing ores have been found in about 10 countries.

Since the introduction of electricity into the mines of the United States , the hazards incident to the industry have increased materially in both coal and metal mines . For economic reasons the tendency at present , particularly in coal mining , is decidedly toward the adoption of electrical mine machinery , including alternating current machinery , on a more extensive scale than ever before . Obviously, the growing use of such equipment will result in an ever -increasing number of underground transformer stations . The principal electrical hazards in mines are threefold ; fire , explosion, and contact . Of these , fire is the greatest hazard involved in the use of electricity underground , and several fires have originated in underground transformer and motor generator set stations . The fire hazard due to improperly installed and poorly maintained underground transformer stations is an ever-present one , and failure to take the necessariman remedial action is likely to result , sooner or later, in the destruction of life and property . Upon suggesting the necessary corrective measures with respect to such installations , one is often confronted with the statement to the effect that even though this particular hazard has existed over a period of years , there have been no unfavorable results therefrom thus far . Frequently , the desirability for action is not apparent to the mine management until it is too late . Because a mine has a record free from fires , explosions , etc. , over a number of years of operation during which these hazards existed , such good fortune should not be taken as a guarantee that this or any other mine is immune from these common dangers . When the elements of an existing hazard are properly balanced or in the right proportion, the unfortunate combination must of necessity culminate in misfortune of one kind or another. The fire hazard due to underground transformer installations can be very definitely minimized by proper installation and maintenance . In coal mines the transformer banks , connected to 2,300 and occasionally to 4,400 volt circuits , are often found located in open- ended crosscuts , mounted on concrete or timber foundations , and in nonfireproof surroundings .

In conjunction -with the statistical survey of the lime industr-.r in 1939, by the Bureau of Hines, producing companies reported the lime-fuel ratios attained in their plants according to type of kiln and kind of fuel. Each ratio, expressed as the number of pounds of lime burned by a unit quantity of fuel, was weighted according to the tonnage of quicklime pro- . duced at the reporting plant and grouped with similar data from other plants, so that an average ratio for each type of fuel and,kiln could be calculated. By this method the variables trat affect ratios of individual plants are more or less equalized, and the computed average lime-fuel ratios provide a fair measure of kiln and fuel efficiencies during 1939.

In order to assist the various Federal and State agencies using large quantities of coal to select coal best suited technically and economically to their use, the United States Bureau of Mines has placed at their disposal a fuel inspection service. As part of this service, inspections are made at the mines which propose to furnish coal to these agencies on contracts. Such inspections cover both the mine itself to ascertain its capacity to fur- nish the desired tonnage and quality of the coal, the preparation of the coal in the tipple, and the obtaining of samples for analysis to determine the quality of coal as shipped. To insure that the sample sent to the laboratory for analysis is representative of the average quality of the coal, increments are taken at intervals until a gross sample of about 1,000 pounds of coal has been collected from each of the sizes of coal shipped by the mine, while coal has been coming from all parts of the mine. In reducing this gross sample to the small sample which is sent to the laboratory for analysis it is necessary to crush and quarter the coal by a certain standardized method until only 5 or 6 pounds of coal small enough to pass through a 3/16-inch square-mesh screen remains. The ordinary method which the bureau has followed was to crush the coal by hand with a tamper, such as is used for tamping concrete, on some hare smooth surface and to reduce the volume by quartering and riffling. During the past few years the demands from various Federal and State agencies for this service have been increasing rapidly in respect to bituminous coals. In addition to this, which might be called the normal increase, numerous requests have been received for similar service in respect to anthracite. It was obvious that if this increased demand was to be met it would be necessary either to increase the force allotted to this work or to provide the present force with some means by which their work could be made more effective. A care- ful survey of the situation showed that the greatest amount of time was consumed in trans- porting the men and their equipment from mine to mine in the same district, and in reducing the gross sample to the small finely crushed sample which is to be sent to the laboratory. Both of these phases of the work could be greatly accelerated by providing a motor truck of suitable speed and capacity, carrying a power-operated crusher, and the proper auxiliary equipment to store the gross sample as collected and to reduce it in volume efficiently after it has been crushed. Such a truck has been provided and placed in service. In the eight months it has been in operation the desired results have been fully attained. About twice as many samples as usual have been taken during that time by the same 2-pan crew assigned to this work. Many of the mines in the eastern part of the United States are in hilly or mountainous regions and can be reached only over rough, practically unimproved roads. The Rare and Precious Metals Station of the U. S. Bureau of Mines has investigated several cases in which widely divergent amounts of molybdenum were reported by a number of custom laboratories to which quartered portions of the same sample had been sent for analysis . On an oxidized lead ore containing considerable vanadium and a little molybdenum , the amount of the latter reported ranged from 3.14 to 0.24 per cent M003 . The high results were due to the fact that vanadium was estimated with , and reported as , molybdenum . When analyzed by the method described in this paper , 0.15 per cent Moog was found, which is a fair agreement with the lowest figure previously reported . In another and more unusual example , a fine- grained rock containing considerable graphite was submitted for analysis . As a white residue could not be obtained by treating this material with acid , several chemists decomposed the ore by a prolonged fusion with soda ash and nitre and leached the melt with hot water in crder to insure the dissolution of any and all the molybdenum present . After precipitating and filtering the silica from the solution , acetic acid , ammonium acetate , and lead acetate were added to precipitate lead molybdate . The solution contained phosphorous derived from the ore , which precipitated as lead phosphate . The latter was mistaken for , and reported as , molybdenum. As two different chemists used essentially the same procedure , their results , although incorrect , checked . Other chemists using different methods found no molybdenum . From these and other instances it is evident that reputable and conscientious assayers may make serious errors in determining molybdenum, and even duplication of results by different chemists does not necessarily insure against error . The elements most likely to cause trouble are vanadium, tungsten, uranium , arsenic , antimony , titanium, tin , phosphorous , and chromium . The precautions necessary to eliminate these and other impurities vary with the type of ore and the method of analysis . Most texts present methods of limited application and omit or fail to emphasize adequately such precautions . No one method can be given that will best fit every case , but the following procedure has been selected as being the simplest reliable method for such occasional determinations of molybdenum in an ore as are encountered in customs work.

The Mining Law of 1910 , with amendments of 1914 and 1928 , is at present in force in the Dominican Republic . The first and basic mining law of the Republic was passed in 1876 , and although numerous changes and amendments have been made from time to time , the new laws and amendments thereto have not changed the original or basic law materially . However , these enactments have materially changed the legal methods governing the exploitation of the mineral resources of this country and have added new regulations and requirements to those concerning certain specific minerals , etc. The original or basic law still exists as it was first promulgated to protect the rights of the Dominican Republic itself , the rights of the landowner , and the rights of prospectors in general . The Mining Law of 1876 remained in force , without amendment , until it was superseded by the law of May 25 , 1904 , an enactment modeled after the Mexican mining law and designed especially to encourage the investment of

The hazards connected with work under abnormal air conditions are becoming of increasing importance from a financial as well as a physiological stand- point, due to the extension of compensation laws to include diseases caused by dusts, toxic gases, and abnormal temperatures and humidities. The United States, with the excention of California, North Dakota, Wiscon- sin, Massachusetts, and Connecticut, is the only English-speaking country to-day where silicosis is not compensated.3 Cases of permenent total disability or death due to silicosis mar aprear in common-law courts, particularly in the States that have not recognized silicosis as an occupational disease for which compensation should be provided. Such cases have recently been tried in one State, according to a magazine editorial, not providing scheduled commensation for employees affected by silicosis, with results favorable to the claimant. Clearly established cases definitely linked with occupation as the cause may be expected to be recognized as deserving by juries and courts, and awards will be made. In one Atlantic Coast State, according to this editorial, 108 claims for silicosis, including 21 deaths therefrom, are said to have been filed against two small plants engaged in finely pulverizing quartz sand.

Mining men and State officials in their efforts to make mining safer are confronted from time to time with various complicated questions . In recent years these questions have tended to increase with the use of mechanical appliances . Twenty- five years ago electricity had hardly been used in mines . To - day there is practically no other means of transmitting energy employed in American mines , except in metal mines where compressed air is used for drilling and small portable hoists . In coal mines there has been a great increase in mechanization and a tendency to concentrate the mining operation , which has resulted in attendant difficulties of ventilation and intensified the danger of coal - dust in bituminous and subbituminous mines . The answers to the questions which arise are not always obvious , as is shown by the fact that even able , experienced men differ in their opinions of the best way to overcome a particular mining hazard . The difficulty of solving the problems is also demonstrated by the varying provisions in mine safety rules , both in official regulations and in the rules of those mining companies who are endeavoring to do more than follow the letter of the law . Such differences of opinion on the best way of meeting a difficult situation are often found within the same mining organization , and so it has been in the Bureau of Mines .

This paper covers briefly the particular field of dolomite and magnesium limestone; certain uses of high-calcium limestone are mentioned only to show more clearly the limita¬ tions of the magnesian rocks. Such a comparison is helpful because magnesium carbonate is essential for some uses; for others it is immaterial; and for many its presence in an appreciable amount is objectionable. Magnesium carbonate, occurring as a rock resembling limestone or dolomite, is described in United States Bureau of Mines Information Circular 6437, Magnesite. Other com¬ pounds of magnesium are described in United States Bureau of Mines Information Circular 6406, Magnesium Compounds (Other Than Magnesite). Limestone, geologically, is a rock composed essentially of calcium carbonate; commercially, however, the term may include dolomite and magnesium limestone.
