This circular presents a summary of the domestic chromium industry, and discusses the salient features of the world situation , reflecting the literature of the subject . The United States Bureau of Mines has in its files additional detailed information on many subjects briefly discussed in this paper and desires to assist the industries and the public by giving further data in response to individual inquiries . It will welcome comment and criticism and any contributions that would assist in making future editions of this circular more accurate . Unlike most common metals , chromium is rarely marketed as a pure metal . The chromium industry deals mainly with chromite , the principal ore of chromium , and with ferrochromium , the basic alloy in which chromium enters the metallurgical industry.

The Bureau of Mines has been carrying on an extensive diamond- drilling program during the past 7 years on deposits of strategic and critical minerals . Often the project reports and the drill-hole logs describe the findings only in terms of the mineral being sought at the time . Then , too , results may not always be interpreted alike by several mining engineers , and the cores therefore provide a permanent tangible record to complement the project reports . The cores from projects in the eastern divisions are being stored at the Mount Weather Testing Adit . Core from a representative hole ( or skeletonized sections from several holes , if these are more representative ) is selected at each project and shipped to Mount Weather for permanent storage . At the Testing Adit an underground room was prepared and storage racks were installed . Wooden core trays designed to accommodate cores of various sizes were purchased .

The United States Bureau of Mines often receives inquiries from the mineral , petroleum , and allied industries concerning the essential steps to be taken in the formation of Holmes Safety chapters and councils . The purpose of this circular is to answer in a general way such inquiries and to relate briefly the history and work of the Holmes Safety Association to the present date .

This same phonomonon of diffraction may be transposed into the X-ray domain. All that is necessary is to reduco, in the samo proportion, the wavo length of the light and the diameter of the particlo; thus, with radi- ations whose wave length is of the ordog of angstroms, the dimensions of the active particles go from 10 to 100 A that 18, the dimensions of col- loidal particlos. The evidence of this fact is shown by the following experimental schomo (fig. 1a): A narrow beam of X-rays passes through a thin layer of a modium containing micelles; the photographic film is placed a few centimeters behind the sample, and a small absorbing screen stops the direct beam in order to prevent its fogging the film. The intersect of the direct beam is surrounded by a narrow spot whose blackness decreases with the distance from the center. We will call this the spot of central diffusion (fig. 1b). The phenomenon, in spite of its relatively reat intensity, has been observed only by a few authors, who have simply given a qualitative description without attempting any quantitative de- ductions. This is due to the fact that observation of this phenonenon is not possible with the apparatus generally used to obtain X-ray diagrams, because the parasite foggings in the vicinity of the incident beam are sufficiently important to hide those produced by the sample. With the monochromator, however, used by us to obtain Debye-Sherer diagrams, this parasitic diffusion can be totally suppressed. In this way our attention was again directed to the spot of central diffraction, and we were led to make a detailed quaititative study of it.. then several papers have been published on this subject. Hosemann, using methods of calculation outlined by us, has extended them to the special case of fibrous substances, Kratky, on the other hand, starts from an entirely different theoretical point of view; ho examines the case, not of scattered particles, but of closely packed particles. 6ince We will now describe the experimental methods, summarize the calcu- lations needed in the elaboration of diagrams, and finally review the first results obtained in the vast domain of these new physical-chomical studies.

Diatomite is the name now generally given to a mineral substance composed of the tiny , skeletal remains of diatoms , which are microscopic , flowerless , water plants related to the algae ... This residuum is essentially hydrous amorphous silica. Common names for diatomite are : Diatomaceous earth , tripolite , kieselguhr , and infusorial earth . Strictly speaking , however , the latter material is not diatomite , as it is composed of the fossil remains of infusoria , which usually do not occur with the diatomaceae . Other synonyms for diatomite are : Diatomaceous silica , kieselmehl , bergmehl , diatomeenpeelite , polirschiefer , moler , molera , molererde , de smid earth , fossil flour , mountain flour , farine fossil , white peat , radiolarian earth , chalk rock, ceyssatite , randanite , and tellurine ; also various diatomite products of individual companies are known by their own trade names . Diatomite should not be confused with fuller's earth , for the two are separate and distinct substances . Bentonite , pumice , and tripoli , have also been used erroneously to designate diatomite . The basic mining law of Netherland India is contained in N. I. Statute 1899 , No. 214 , as amended by N. I. Statute 1910 , No. 588 , and 1919 , No. 4 , which is quoted as the " Indian Mining Law, " the effective date of which was fixed as May 8 , 1907 , by proclamation dated October 12 , 1906. The Indian Mining Law was supplemented by Ordinance No. 38 , of 1930 , which was passed by the Volksraad on March 18 , 1930 , to become effective on October 1 , 1930 ( superseding an earlier ordinance entitled " Government Gazette , " 1906 , No. 434) . An important law with respect to American petroleum rights , Statute No. 23 , passed February 9 , 1928 , approving contracts between the Indian Government and the Netherland subsidiary of a large American oil company , is in the nature of a private law or of an enabling act ( see section of this paper entitled " Rights of Foreigners" ) . Statute 1930 , No. 348 , effective October 1 , 1930 , sets forth in minute detail conditions under which prospecting and mining permits may be granted. Statute 1930 , No. 341 , effective October 1 , 1930 , embodies the police regulations of the mining industry.

Protection against fire is a greater problem at a coal mine, than at an ordinary industrial plant. Generally mines are located in isolated districts and do not have the protection of city fire departments; consequently fire fighting aquipment must be installed by the mining company. Fire protection around a mine is just as essential as it is in the city.. and undoubtedly is more important if the fire should be underground where many lives would be endangered and all means of escape cut off. A surface fire can generally be attacked from any angle, but an underground fire can be attacked only as conditions will permit.. U. S. Bureau of Mines engineers have investigated many serious mine fires that undoubtedly could have been extinguished in incipiency if a fire extinguisher or fire hose and water had been readily available. In past years very little attention was given..to fire fighting equipment and organization around mines, but in recent years three gen a derde hange of opinion among many of those engaged in mining, and nearly all up-to-date mining companies now have some kind of fire protection about their mine Probably the first company in Illinois to install regular fire fighting equipment and effect a fire fighting organization at its mines, was the Madison Coal Corporation, which operates several mines in Illinois. The main office of this company is in Chicago and the general field office is at Glen Carbon, Ill.

Conservation in the utilization of any product is always subject to improvement if the composition and properties of the product are known. Petroleum is no exception, and knowledge of the characteristics of crude oils, even when given on the broad basis of routine type analyses has proved useful to chemists, engineers, and geologists in improving pro- duction and utilization of petroleum. For a quarter of a century the Bureau of Mines has sought to provide such information regarding crude oils and has analyzed many samples of petroleum by its standardized rou- tine method. Most of these analyses have been published, sometimes in special compilations, other times in connection with reports of research on petroleum. This report is a finding index for all analyses published up to January 1, 1948. The routine method used for all these analyses is basically the same as that described by Dean, et al.. Briefly, the procedure consists of testing by standard methods, small samples of a crude oil for gravity, sulfur, color, and viscosity, and of distilling a sample of the crude oil by a standardized procedure and determining certain properties in the sep- arated fractions and residuum. Careful records are made during the proce- dure, and the distillation data obtained are used to calculate the approx- imate amounts of products present in the sample such as percents of gas- oline, kerosine, gas oil, and lubricants. The data obtained are recorded on a standard analytical report form. An analysis of a sample of typical midcontinent crude oil is shown in table 1. Compilation of these analyses, sometimes in tabular form and usually for specific geographic areas, are published from time to time. Analyses are often shown in connection with other studies, such as engineering field reports. The preface of the United States Bureau of Mines Manual of First Aid Instruction contains the following paragraphs: One of the most important inquiries that Congress has authorized the Bureau of Mines to conduct relates to health condi- tions among those engaged in the mineral industries. Investigations made early with a view to bettering these conditions demonstrated the need of prompt care of injured miners, as, under the difficulties inherent to mining and other mineral industries; wounds seemingly unimportant, if not treated promptly, may become infected and possibly cause permanent crippling or even death of the porach. In the past many seriously injured persons have been treated by fellow workers ignorant of approved means of treatment and transportation and have been handled in such a manner as to cause suffering and to accentuate injuries to such a degree as to bring about permanent disablement. Accordingly, the need of general instruction in first aid became apparent. It must be recognized that the conditions in and about the mines, mills, smelters, quarries, oil fields, etc., usually present difficulties not found in large industrial centers where experienced surgeons are available and hospitals close at hand. Many mines are isolated and, when an accident occurs several miles underground, there may be a serious lapse of time before the injured person can be brought to the surface and taken to the hospital or given attention by a sur- geon who may have to come a long distance. Under such conditions it has been frequently demonstrated that, if effective first aid is not given, the injured person may die or become permanently crippled... First-aid instruction has been found to be an excellent aid3in pre- venting accidents. The United States has never attained importance as a producer of asbestos, the domestic output being only 1 to 3 percent of the quantity required to supply raw material for its extensive asbestos-product manu- facturing industries. Production is centered in four principal countries-- Canada, Rhodesia, Union of South Africa, and the Soviet Union. Since asbestos first became an important commercial commodity the Province of Quebec, Canada, has led in tonnage produced, but a large proportion of the output of this province is shorter, nonspinning grades. Since 1916 the Union of South Africa and Rhodesia have become increasingly important as sources of the higher-grade spinning fibers. Before the World War Russia ranked next to Canada as a producer of asbestos, but during the revolution- ary period the industry in that country was almost at a standstill. In 1926, however, activity was revived, and each year since then production and exports have increased greatly. Minor quantities of asbestos are produced in Cyprus; Australia, Finland, and several other countries. Chrysotile is the leading product in all the producing countries, but substantial quantities of both blue (crocidolite) and brown (amosite) asbestos also are produced in the Union of South Africa. Minor quantities of anthophyllite and similar amphibole varieties are mined in the United States, Italy, Bulgaria, Finland, and several other countries.

The Bureau of Mines has under development on a technical scale an electrolytic process for treating oxidized ores of zinc , using caustic soda as an electrolyte . Whereas the Bureau process can alternately make either solid zinc or zinc dust , the following paper , from the Ludwigshafen research laboratory of the well -known I. G. Farbenindustrie , A. G. , of Germany, deals only with production of zinc dust from sodium zincate solutions and may well serve as introduction to the subject for American metallurgists . The Bureau of Mines pioneered in the idea ; a study on laboratory scale by H. J. Morgan and 0. C. Ralston was made early in the First World War, and published in Transactions of the American Electrochemical Society . The Eckardt paper , translation of which follows , goes more thoroughly into the preparation of electrolytic zinc dust , and later publications of the Bureau of Mines will deal with broader details and application of the idea to treatment of lowgrade ores and metallurgical intermediates , which is the point where Eckardt left off . 4 The Eckardt report became available through operations of Field Information Agency , Technical ( FIAT ) of the Office of Military Government for Germany (US ) , which made bibliofilm copies of the files of internal technical reports of many of the German industrial establishments , Eckardt's report is dated April 1939 and was taken on FIAT Microfilm Reel MM 106 , frames 82-101 , which is on file as Publication Board Document 41411 in Office of Technical Services of the U. S. Department of Commerce , Washington , D, C , Eckardt points out that the normal source of zinc dust is the blue powder of the zinc retorts , which decreases in volume every year owing to technologic improvements in zinc smelting. A comprehensive study of all bituminous coal-mine fatalities occurring in Pennsyl¬ vania during the 5-year period, 1926-1930, was made to try to determine the factors that in¬ fluence accidents which cause these fatalities. During this study some two thousand reports of fatalities were reviewed, and pertinent information as to causes and influencing factors were tabulated therefrom. These tabulations are discussed in detail, and in some instances recommendations are made with a view to reducing the hazards in certain classes of these accidents.

Much has been written concerning accidents in coal mines; the fact that accidents cost the employer and employee money is generally well known, but how much accidents actually cost is vague, even in the minds of many operators. Unquestionably there are hazards in coal mining, but many of them can be eliminated; and from the prevention of accidents there can be realized a material saving in dollars and cents as well as in human suffering. In presenting the frequency, severity, and cost of accidents in some Tennessee coal mines, it is hoped that other mines in Tennessee, as well as mines in other States, will by a comparison of the data with their own ex¬ perience be enabled eventually to reduce the number of' their accidents.

Within recent years , people have begun to realize the importance and significance of the mining and allied industries . The leading part the engineer plays in civilization is becoming recognized . However , accurate quantitative knowledge of the industrial importance of mining is still seldom possessed except by those close to this business . It is true that there are a few who go to the extreme and represent the whole progress of civilization as a reflection of man's gradual mastery of mineral utilization , but on the whole , the magnitude of the industry is underestimated . The uncertainties of mining , as evidenced by the variable results of prospecting on surface or underground , in an unknown new field or from the bottom levels of a mature mine , the ins and outs of tonnages and metal contents , the possibility of a widespread or even a sudden change between cost and realization-price , add to its picturesqueness and make mining attractive to some . To many , the fact that results are generally more uncertain and less predictable than in other industries lends added charm . The following pages may serve to call attention briefly to the importance of mining relative to other industries in the United States , in Canada , and in the world . Ordinarily , the annual primary mineral production of the United States amounts to about 5 billion dollars . The average for the last five years has been a little over 5 billion dollars . Last year , sadly enough , it was less than 34 billions . Just now , we are on the decline , and have been for the past two years . In Canada , the 5-year average was about 268 million dollars . Last year it was 227 million . Due in part to gold output ( in 1930 , for the first time , Canada's gold production exceeded that of the United States ) , the Canadian average is holding up better than ours . It has been estimated that the average world mineral production over the past five years has amounted to about 12 billion dollars , while in 1931 it was less than 8 billions . The mineral industries are as indispensable for the conduct of modern society as are those of agriculture , but , in the United States at least , they receive far less recognition from the Government . With us , agriculture is fostered by a great department that is maintained by enormous appropriations , while the mineral industries get but little financial support . In the United States , in the calendar year 1930 , the value of production by these two industries were as follows : to 1 . Agriculture ( inclusive of forestry ) 9.9 billion dollars ; mining 4.8 billions ; ratio 2 Direct appropriations by our Federal Government were 109 million dollars to agriculture and 2.8 million to mining , a ratio of 39 to 1. Obviously this is out of balance to the extent of 19 to 1 in favor of agriculture .

In 1930 , 65,448 long tons of virgin or primary tin were consumed by 1,292 establishments in the United States , representing about 91 per cent of the total consumption as computed from imports , exports , and stocks at the beginning and the end of the year . The reported consumption was equivalent to 38 per cent of the world's tin production in 1930 , estimated at 171,000 tons , and was 12 per cent less than the 74,369 tons consumed by 1,307 establishments in 1928 . Decreased consumption of new tin in 1930 ás compared to 1928 was a reflection of the general industrial depression . All of the tin- consuming industries showed substantial decreases except tin plate and terneplate , white metal , and tinning , which showed small tonnage increases aggregating only 1,200 tons . The largest tonnage decrease was in the use of new tin in babbitt which declined 33 per cent in 1930 as compared to 1928. This was largely attributable to the decreased production of automobiles and trucks , which was 24 per cent lower in 1930 than in 1928. Percentage decreases in other important tin- consuming industries were as follows : Solder 18 per cent , bronze 19 per cent , tin foil 40 per cent , chemicals 23 per cent , tin oxide 44 per cent , and type metal 46 per cent . The distribution of the amount consumed by various uses during 1927 , 1928 , and 1930 is shown in table 1 . Consumption studies indicate the fact that variation in tin consumption from year to year parallels the fluctuations in demand for the already wellestablished tin products . For example , the manufacture of motor cars and trucks3 required only 11,000 tons of tin in 1930 compared to 19,000 tons in 1928 ; the canning industry continues to require the greater portion of the tin plate and much of the solder . Recently developed industries , while affecting total consumption of bearing metals , solders , etc. , to some extent , have made little change in the relative importance of these commodities as consumers of tin .

The present trend of chemicometallurgical research toward widespread and inclusive use of thermodynamic methods requires the inclusion of available data of this sort in any comprehensive metallurgical report . Such data for manganese are far from adequate for the full utilization of these methods . Even if our knowledge of these properties is weak , the collection of available figures is nevertheless well worth while , especially if their utilization in an approximate way may show inherent possibilities of application . No less important is the necessity for discovering the vital gaps in the existing information , to serve as a basis for further pertinent study . The utility of the thermodynamic methods of Lewis and Randall ( 234 ) 3 has become increasingly evident to metallurgists . It is true that at present no better approach to the general , fundamental problems of chemical metallurgy is available than close adherence to these methods . The effort is here made to collect and correlate , as far as possible , significant quantitative thermodynamic data on manganese and its metallurgically important compounds . There are considered here only the intrinsic properties of pure materials . The order maintained as far as possible will be as follows :

The Bell mine operated by the Warner Co. at Bellefonte, Pa., has an annual production of about 600,000 short tons of high-grade limestone. Since 1924, shrinkage stoping has been the mining method. Horizontal, long-hole diamond-drilling for production in stopes was started with one machine in July 1946. It is now standard practice. The burden on the holes is 10 feet. Diamond bits are noncoring EX-size in both concave and pilot types. The two types have little difference in drilling speed at the Bell mine. The diamond drills are mounted on 3-inch single-screw columns. Diamond drilling shows a marked increase in efficiency at the Bell mine, compared to percussion drilling, with respect to tons broken per drill shift, tons broken per foot of hole, and tons broken per pound of explosive. The advantages of diamond-drilling blast-holes also include (a) improved safety, greater footage per drill shift, (c) better frag- mentation of the broken, stone, and (d) reduction in amount of barring down required in stopes because the working places are limited to slots which have a relatively small area.

We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:
