The conservation of fuel became a critical problem during the recent war, particularly in the East. Fuel-oil supplies were short, the demands for coal increased, and householders were called upon to reduce the temper- atures in their homes. Home owners were urged to employ every means avail- able to reduce fuel consumption, the most important of which was to insulate their dwellings. The Bureau of Mines, United States Department of the In- terior, took steps to promote the conservation of fuel by issuing a report3/ on home insulation which has been widely circulated. The American populace responded patriotically to the requests of various Government agencies for voluntary conservation of fuels; they accepted cheerfully the restrictions imposed, the crisis was weathered, and with termination of hostilities the unhappy situation was relieved. Fuel conservation, however, is not merely a war emergency problem; it is a continuous, ever present issue. Coal and petroleum resources are ir- replaceable assets, and when fuel is burned it is exhausted - there is no scrap recovery. Fortunately, the United States has been richly endowed with mineral fuels; but population is growing, industrial demands for fuel are increasing, and mines and oil wells are becoming deeper and more costly to operate. For the sake of generations to come all national resources, particularly irreplaceable fuels, should be conserved. A long step in the direction of fuel conservation is the general rec- ognition that insulation is an essential element of dwelling construction. Fortunately, when the home owner takes measures to conserve fuel, he is not called upon to make purely unselfish (altruistic) sacrifices to advance the general welfare; he has the added incentives of saving money and promoting more comfortable living in his own home.

Disposal of sewage is an important part of mine sanitation. Improper... handling and.disposing of sewagerare conducive to the spread of disease and often add foul and nauseating odors to the mine air. The diseases spread by unsafe methods of disposing of waste in mines are typhoid fever, cholera, amebic dysentery, hookworm, and other intestinal diseases due to parasites. Sanitary toilet facilities, with a good sewage-disposal system, each maintained in good order at all times, should help to prevent the spread of diseases transmitted by intestinal body wastos. The metal and nonmetal-mining industries have recognized the impor-dma tance and need for disposing sewage properly; accordingly, facilities of some sort are installed and need today in most large mines. The coal-mining industry has given little thought to the disposal of sewage underground; however, in most mines of the anthracite industry, the inflow of large vol- unes of highly acid mine water and the extensive drainage system required to remove this water provide a natural means for disposing of sewage.

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. The mining law now in force in Finland is the Imperial Russian Ukase of 1883, promulgated November 12, 1883, by Czar Alexander III, with the sanc- tion and permission of the Finnish Estates. This law repealed prior legisla- tion, as follows: Crdinance of liay 25, 1857, concerning the appropriation of ores and minerals; as wall as the right to remove and utilize them; proclama- tion of January 20, 1868, amending, the ordinance of May 25, 1857; proclama- tion of October 3, 1621, concerning the appropriation of precious metals; and the proclamation of October 30, 1878, concerning prospecting for gold, etc., in Finnish Lapland. A proposal for a new mining lar is still being considered by the Finnish Diet. This new law, if and when promulgated, will differ only slightly from the law of 1683 but will be drafted in more modern language."

The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. In March 1937 the entire country was shocked by news of an explosion of gas in a New London (Tex.) schoolhouse, which resulted in the death of 280 pupils and 14 t eachers. The Government investigators of this disaster believed that the cause was the ignition and explosion of a large volume of explosive natural gas-air mixture that had accumulated in a poorly ventilated space beneath the first floor of the main school building and that this accumulation was due to leakage from gas lin suspended underneath the floor to carry the gas supply to the school.!i/ For some years there has been a potential explosion hazard in school houses and other buildings that are supplied with water from deep wells in certain parts of Illinois. Notwi thstand.ing the disaster at New London, Tex., and the fact that there had been gas ignitions at four water wells in different parts of the State, the explosion hazard in schools and other buildings was not fully recognized until a few months after the disaster in Texas, when an explosion occurred in the settling basin of the municipal water works of Clinton, Ill., and another in a pump house of the municipal water works in Normal, Ill, The explosion in the settling tank of the municipal water works in Clinton, Ill., occurred on August 12, 1937, and a.id considerable damage to the settling tank, but fortunately no one was injured. At the time of this explosion rapairs'and aJ.terations to the water plant were in progress, and 10 men were employed in the immediate vicinity of the settling tank. Two of these men were enlarging a hole in the concrete side with an air hammer for the installation of a larger discharge line.

To those concerned in attaining greater safety to life and incidentally to property in coal mining, the meeting of representatives of the national mine safety research organiza¬ tions of the principal coal-producing countries, which was called by the Safety in Mines Research Board of Great Britain at its experimental station near Buxton, should have deep significance. It is notable, first, because it meant the friendly cooperation of countries not many years ago engaged on either side in the great World War; and second, because of the remarkable degree of agreement in the essential fundamental factors and methods of attaining greater safety in coal mines when it is considered that the questions were approached by different paths and that the applications dealt with widely differing natural conditions and national points of view. Varying views, of course, were held as to the relative importance of certain factors, but the differences were of detail rather than of principle. When the meeting adjourned it was unanimously agreed that such meetings should be continued annually and that the greatest benefit was to be derived by close cooperation in the exchange of data. Belgium, France, Germany, Great Britain, and the United States were represented by one or several members of the respective national research organization. It is of interest to note that this research work in Belgium, France, and Germany is supported directly by na¬ tional organizations of mine operators or owners but placed under a scientist appointed by the respective Government, thus giving the work official standing. In Great Britain the work is carried on by a Government board, consisting of persons connected with the coal¬ mining industry or in mining research, appointed by the Secretary for Mines, to direct the work of research of the Mines Department. It does not, however, come under its inspection service. Its work is supported by a penny-a-ton tax on output of coal. In the United States the mine-safety research work is directly supported by the Federal Government.

To furnish the information frequently requested by producers and suppliers as to the fuel requirements of the Federal Government , the Bureau of Mines , with the cooperation of the consuming departments and establishments , has collected the data herein , showing the Government's fuel consumption during the fiscal year ended June 30 , 1930. The following tables show the quantities and kinds of fuels consumed by the Federal Government in each of its departments and their principal branches , in each State , and in Alaska , Hawaii , Panama Canal Zone , Porto Rico , and the Virgin Islands . The separate departments and establishments were asked to supply information for each Federal building or other plant and , as to vessel fuel , the amount loaded at each port of supply . Fuels consumed in internal combustion engines are not included . The report does not include fuels used by Post Offices of the fourth class , since their fuels are not purchased by the Federal Government but are covered by an allowance in each case for light and heat . In some cases the data supplied represent receipts , which are approximately equivalent to consumption . The present study is believed to be the first effort to bring together the data representing the Government's requirements for the various fuels which it consumes . Figures showing the coal consumed by the Federal Government were gathered for the year 1922. These data are shown in an article by O. P. Hood and R. H. Kudlich of the Bureau of Mines , contributed as a chapter to " Industrial Coal ; Purchase , Delivery and Storage , " published by the American Engineering Council . The figures of coal consumption presented herewith are approximately comparable with those published for 1922 , a relatively small difference being due to the fact that the 1922 figures include the Philippine Islands and all other territory in which any coal was consumed by the Government . At the present time , the only data on Government fuel consumption that are published regularly are those compiled by E. B. Swanson , chief economist of the petroleum economics division of the Bureau of Mines . These are published annually by the Bureau of Mines in " Sources and Distribution of Major Petroleum Products , Atlantic Coast States , " and by the bureau in cooperation with the American Petroleum Institute in the annual " National Survey of Fuel Oil Distribution . " It is believed that the data herewith will prove of interest and value to the fuel industries as well as to Government consumers and that it will also afford a basis for measuring future trends in the use of the various fuels by the Federal Government . Figures showing the quantities of the various kinds of fuels consumed by each of the executive departments and independent establishments , are given in Table 1. Approximately 2,000 persons are killed annually in the coal mines of the United States. There is no question that this number is at least double and probably treble what it should be and by all means the least excusable of the fatalities are those caused by explosions and fires. Fatalities from explo- sions and fires in coal mines are almost invariably caused by carelessness or negligence. Table 1 indicates that the fiscal year ending June 30, 1931, ras by no means a satisfactory one as regaris either the number of explosions or the number of persons killed by them. This tabulation lists all ignitions to which the attention of the personnel of the safety division was called and in- cludes not only major disasters, but also explosions in which fewer than five were killed, as well as several explosions from which no fatalities resulted. It will be noticed that last year there were 26 explosions in mines in 10 States of the United States, resulting in 217 deaths. In the previous year there were 34 explosions with a death list of 199, and in the year before there were 38 explosions with a death list of 139. Hence, the past fiscal year had distinctly a poorer record of fatalities from mine explosions than either of the two previous years. Of the 26 explosions in the past fiscal year, Pennsylvania had 7, West Virginic 4, New Mexico and Ohio 3 each, Alabama, Oklahoma and Washington 2 each, and California, Illinois and Indiana 1 each; the one in California was in a tunnel being driven for water purposes but giving off explosive gas (methane). In fatalities Ohio had the worst record with 38, Oklahoma came next with 45, then Indiane with 38, and Pennsylvania with 23; although Alabama had 2 ignitions and Washington 1, they caused no fatalities. Utch, Colorado, and Kentucky had no explosions reported by the safety division of the Bureau of Mines during the past fiscal year, but were on the list for the previous year, though in the case of Colorado there were no fatalities. On the other hand, Indiana and New Mexico, neither of rhich was charged with an explosion in the two previous years, were on the list for the past fiscal year; New Mexico had the bad record of three explosions, though fortunately with but a total of eight fatalities. Ohio reported 3 explosions to the safety division of the Bureau of Mines in the past fiscal year, 2 in the pre- vious year, and 3 in the year before that, or 8 in the past three fiscal years with 92 fatalities; all of these eight explosions were in open-light mines.

Atlantic seaboard refining and marketing companies , dependent largely upon other producing and refining areas for the crude and refined petroleum needed to meet the demand for petroleum products within the Atlantic Coast States , reported an increase in 1929 receipts of 2,542,000 barrels of crude petroleum and 13,479,000 barrels of gasoline over the quantities received during the preceding year . The relatively large expansion in gasoline receipts undoubtedly resulted from the unexpected increase in gasoline consumption which characterized the petroleum industry during 1929. Gasoline receipts from California increased 6,354,000 barrels and shipments from foreign countries were 5,381,000 barrels in excess of the 1928 figures , while receipts from Gulf Coast ports , the major source of outside supply, declined 811,000 barrels . Shipments of domestic crude oil by tanker from Gulf Coast ports during 1929 continued the average annual increase of approximately 7,000,000 barrels which has been recorded during the five years of this annual survey . These shipments have increased from 72,556,000 barrels during 1925 to 99,828,000 barrels during 1929. Shioments of Mid- Continent crude by pipe- line to Atlantic Coast refineries have , on the other hand , dropped from 11,903,000 barrels in 1925 to 1,409,000 barrels during 1929. Receipts of foreign crude oil declined 1,461,000 barrels from the preceding year . : Gasoline demand within the Atlantic Coast area reached a total of 123,345,000 barrels , an increase of 15.7 per cent over 1928. Gasoline production increased 4,157,000 barrels , while tanker receipts were nearly 11,000,000 barrels larger than in 1928. Indicated shioments from Appalachian refineries were somewhat larger than in the preceding year . Gasoline production showed an average of 33.5 per cent of the crude throughout , as compared with 31.5 per cent in 1928 and 32.7 per cent in 1927. Cracking operations accounted for 44.6 per cent of the gasoline produced , as compared with 40.6 per cent in 1928 and 35.3 per cent in 1927. Gas oil and fuel oil production averaged 52.8 per cent of the crude throughput , as compared with 55.1 per cent in 1928 and 49.5 per cent in 1927 , the decline reflecting the smaller quantities of foreign crude refined during the year .

In preparing for war , Japan built an iron and steel industry that ranked high with other industrial nations . Deficient in raw materials for making iron and steel , it had to acquire the bulk of its iron ore and much of its coal and scrap iron from foreign sources . Steel manufacture, and fabrication , however , were reserved mostly for the Home Islands , where modern integrated plants produced the implements of war . The vulnerability of relying on imports during the war was recognized early, and steps were taken to exploit iron-ore deposits and develop treatment processes on the Home Islands in order to be as self - sufficient as possible . Although the industry had expanded considerably, the capacity of the large plants still was insufficient for military requirements, so other meth- ods of producing iron and steel were adopted, which in some ways illustrate the desperate effort made to supply the war machine. In developing the iron and steel industry, modern practices of other countries were studied and followed with modifications to suit Japanese con- Aitions. German and American technical ability and equipment played a large part in the program; however, the Japanese had competent furnace technologists capable of obtaining proper equipment performance. For the most part, the standard practice consisted of smelting iron ores in blast furnaces and then refining the pig iron to make steel in open-hearth furnaces. Electric furnaces played an important part, especially in the manu- facture of alloy steels. Various other methods yielded minor but significant production. Among the various other treatment processes used, the production of sponge iron in rotary kilns 'probably was the most important in producing melt- ing stock for steel making. Of special importance was the fact that sponge iron made from low-grade ores contained critical metals, such as nickel and chromium, so that the results were more significant than was generally believed.'

Mineral raw materials produced in California, other States, and foreign countries were purchased for consumption in quantities valued at over $60 million at 800 of the 1,200 chemical plants operating in California in 1960, according to questionnaires completed by company officials. These and other data received from mineral consumers, producers, dealers, and Government agencies formed the basis for this the first of a series of reports designed to present the intricate features and relationships controlling mineral raw material supply and demand in California industries. The results of this study indicated certain changes in use patterns of minerals in chemica 1 manufacturing; a shift in requirements from metals to nonmeta ls, from inorganics to organics, from natura 1 to synthet ic materia ls , and from distant to local sources of supply.

Extractive metallurgy techniques currently employed to recover silver from primary ores and secondary scrap were reviewed and evaluated to identify and delineate metallurgical problems whose resolution would increase the supply of silver from domestic materials. The survey revealed that practically all primary silver is recovered by froth flotation concentration of various types of ores, followed by smelting and refining of the separate lead, copper, and zinc concentrates. Silver losses during the complex processing are, with rare exception, inconsequential. Furthermore, any silver production gain from base metal ores, which contribute about two-thirds of the total primary silver, is directly dependent on improvement in the market for the base metals. Statistical data on new and old silver scrap are wholly inadequate to make reliable conclusions about scrap processing problems and the possibility of increasing the recovery of silver from the many forms of secondary silverbearing materials. The available information indicates (1) that efficient silver reclamation practices are employed by the larger users of silver, and (2) that recovery of additional secondary silver involves solution of problems of collection rather than of processing. Several possibilities exist for limited increases in silver production from primary ores by improvement in metallurgical practices. Specifically, research is needed to (1) solve the problem of recovering silver from the copper ores of the Copper Range district, Michigan; and (2) devise economically feasible methods for recovery of silver from presently marginal or submarginal ores that because of grade, location, and frequently complex nature cannot presently be exploited by conventional techniques.

This interpretation of the laws of Latin America has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. Individual abstracts of the laws of each of the countries herein discussed have been prepared and published separately. This general summary is presented for the use of mining engineers and investors whose interests extend over the borders of a single country. It is also designed to bring out certain general principles of mining law and, so far as feasible, to indicate the trend of mining legislation in South and Central America. In order to gain perspective, the details of legislation are not com- pletely covered in this paper, but an effort has been made to bring out essential differences as well as points of similarity in the laws of the various countries. The course of legislation is first traced chronologically and the points discussed are then arranged in tables in somerhat greater detail. .Si. With a very few exceptions the existing mining legislation of Spanish America is a development, of the Spanish "Law Decree of Bases" (more briefly referr- ed to as the "Decree-Bases") of 1868. This in turn was influenced, particularly in its classification of minerals, by the French law of April 21, 1810.

Although it is impossible to give definite final figures at this time on Nation-wide accident occurrence in 1933 , enough data are at hand to indicate that the progress in safety in the mining industry, which first became apparent in 1930 and was accentuated in 1931 and 1932 , was continued and much improved in 1933. This improvement was of considerable magnitude in mining both bituminous coal and anthracite but was not so great in other branches of the mining industry . While the volume of work done in all phases of mining increased in 1933 over that in 1932 , the exact amount of the increase is not yet known . Usually increased activity in mining is accompanied by even greater increase in the rate of occurrence of accidents to the workers , but happily it appears that this " rule " was not operating in 1933 --at least in the coal -mining industry .
