"The number of investigations reported during the past year indicates that control of the health hazard due to abnormal air conditions is still a matter of serious consideration in the mining, metallurgical, and allied industries.Australia. - In an investigation into the health and working conditions of employees in the mining industry of Tasmania and Victoria3, it was found that although pulmonary tuberculosis may occur early in life, silicosis is e disease of slow evolution and does not appear frequently under the ace of 40. A period of at least ten years in the industry was found necessary to produce silicosis, and in no case was the disease found in those who had not worked underground. A very high incidence of silicosis was found in all fields among those who had worked underground 20 years and longer. There was some evidence that silicosis complicated by tuberculosis may occur earlier than uncomplicated silicosis.England. - In a paper presented before the Section on Occupational Diseases of the British Medical Association, Dr. E. L. Middleton, the medical inspector of factories, called attention4 to the occurrence of silicosis in various industries throughout the country.punitive on some quite harmless industries. Thus Middleton says: ""Where the amount of dust is small the action of the phagocytes is likely to be effective, but where it is great . . ."" What dosage is indicated by ""small"" and ""great"" in this connexion? If the meaning of ""small"" were known, would it be correct to go on to say, as he does, ""each successive dose of silica produces a summation of effects""? Then, again, would it be fair to say ""a comparatively brief period of exposure may be the only determining factor""? What, in minutes, hours, or days per week, per month,' or year, is intended by ""a comparatively brief period""? ""Intermittency of the process"" is another expression used in summing up the reasons for and against a standardization of air purity by a gravimetric process or enumeration of the particles; the arguments against such a standardization are, by Middleton, considered strong, but they are by no means convincing to us. A standard has been accepted in respect of the amount of lead in milligrams per 10 cubic metres of air; Dr. Ronald Lane showed in another paper read that adherence to this makes the occurrence of poisoning highly improbable. Mavrogordato has placed on record figures of silica dust at different stages of the improvements in the workings of the Rand mines, and such a control is in constant operation in them today.We emphasize these points because apparently the Government has taken the unusual course of legislating first and postponing inquiry to a later date, as in the ""Various Industries (Silicosis) Scheme, 1939."" The insurance companies also have a considerable interest in the matter of compensation for the silicosis risk. Where exposure - as in the refractories industries, the grinding industries, sandstone industry, and pottery industry - is day in and day out, they rightly demand a premium far higher than for any other disease scheduled under the Workmen's Compensation Act - 5 per cent on the wages bill. row every industrial employer, such as the paint and varnish manufacturer, who has a sack of crushed silica in his store .room, from which he extracts once a week enough to make a paste With spirit and add to his other ingredients in order to give them the necessary ""bite,"" becomes involved, and may have to abandon the use of the material or pay 8 per cent on his wages bill for an absolutely negligible risk.. General expressions for evaluating various thermodynamic properties applicable to the van der Waals equation of state have been derived. These formulas were subsequently used to evaluate various thermodynamic functions in the two-phase region. The results indicate that, for a van der Waals fluid, there is a finite discontinuity in the second derivative of the vapor pressure curve, in the second derivative of the chemical potential or Gibbs free energy at the critical point, and in the heat capacity at constant volume measured at the critical density. Numerical values are tabulated and graphs are presented for all functions calculated.

Reported fiscal year 1973 studies of fires and explosions seek to develop capabilities during mining operations to detect and quench ignitions of gas in the face area, to detect and quench by means of passive or triggered barriers explosions propagating in rock-dusted coal dust, and to detect incipient fires early enough for easy extinguishment. Research discussed includes minimum air velocities to lift coal or rock dusts, surveys to determine adequacy of rock dusting, chemical agents to quench gas or coal dust explosions and their relative efficacies, spectra radiated by explosions, and nozzle sprays of extinguishants.

Determination of the fusibility of coal ash consists in melting a pyramid of the ash to fluid under prescribed conditions . The conditions of the test are specified by the American Society for Testing Materials4/ and must be adhered to strictly if comparable results are to be obtained . The Society formerly specified a particular type of furnace , but with improvements in design of both electric and gas furnaces , it was decided by the Society to specify only essential details of the test . The Chairman of Committee D - 5 , Coal and Coke , of the American Society for Testing Materials suggested that the Coal Analysis Section of the Bureau of Mines conduct a cooperative investigation on the effect of furnace type and atmosphere upon fusibility of coal ash . The Coal Analysis Section enlisted the aid of a number of laboratories using the more common furnaces to cooperate in the investigation . Four types of gas furnaces burning natural and manufactured gases and two types of electric furnaces with different methods of maintaining a reducing atmosphere were employed . The results from the survey are tabulated herein , and some comparisons are made . There were not enough data from any particular furnace and atmosphere to make a reliable statistical analysis . However , definite tendencies are evident , and attention is called to them by direct comparison. in tables .

In January 1980, the Bureau of Mines initiated an experimental program to examine the fire and explosion hazards of one-hour self-contained self rescuers (SSRs). This action was prompted by a growing concern on the part of government and industrial safety officials over the potential hazards of these devices when deployed on a large scale in underground coal mines. Prior evaluation of the safety of these devices had been at best sporadic and usually limited to experimental models. The recent availability of preproduction models of a l-hour SSR fabricated by the Mine Safety Appliance Company* and a production model manufactured by Dragerwerk Ag Lubeck of the Federal Republic of Germany allowed for a more comprehensive and meaningful evaluation of their safety in underground coal mines. This report summarizes the results of a 5-month study of the potential hazards of these two items. During the course of the work, periodic progress reports were presented to officials of the Mine Safety and Health Administration and various mining organizations including the American Mining Congress, Bituminous Coal Operators of America. National Independent Coal Operators Association, and the United Mine Workers of America. The free exchange of ideas that occurred during these meetings had a significant impact on the direction of this study and a serious attempt was made to address all of the issues that were raised at these meetings. The authors are extremely grateful to the individuals that participated in defining the specific problems that could arise as a result of deploying the self-contained self rescuers in an underground coal mine environment.

This Bureau of Mines report examines aggregate trends in foreign direct investment in the U.S. mining and mineral processing industries between 1977 and 1984, and provides an analysis of foreign investment in several major mineral commodity industries. In 1984, 11.1 pct of total employment in the U.S. minerals industry was at firms that were U.S. affiliates of foreign firms. In 1985, the proportion of U.S. capacity held by foreign investors in nine major mineral commodity industries was as follows: steel, 5 pct; silver, 16 pct; lead, 18 pct; aluminum, 25 pct; zinc, 26 pct ; copper, 30 pet; cement, 32: pct; gold, 44 pct; and ferroalloys, 56 pct. Almost 90 pct of the total foreign investment in the U.S. minerals industry was accounted for by eight countries-Canada, the United Kingdom, France, Federal Republic of Germany, Switzerland, Japan, Australia, and the Republic of South Africa. The most fundamental reason behind the growth in foreign investment in the U.S. minerals industry has been that an increasing proportion of U.S. mineral firms and assets have been for safe, while foreign mineral companies have been the ones most willing and able to purchase these firms and/or their assets. mile the growth in foreign ownership in the minerals industry has not been without controversy, it has helped save jobs, reduce the minerals trade deficit, and- from the national defense perspective-maintain the Nation's overall mineral and metal self-sufficiency at reasonably high levels. In the absence of domestic buyers, foreign investors have helped to maintain a viable domestic minerals industry.

"The method and apparatus described herein was developed at the Northwest experiment station of the Bureau of Mines, Interior Department, in cooperative research work with the University of Washington. A fuller description will appear in a bulletin entitled ""study of coal washing problems in the Pacific Northwest, to be published by the University. During the past four years this Bureau and the University have been co-operating with various coal companies in the Pacific Northwest in an extensive study of coal washing problems. Much of the valuable data resulting from this study has been obtained with the well-known float-and-sink test. This test has known for a number of years****, but its possibilities have not been thoroughly understood. A few investigations have developed apparatus and technique suitable to their needs, but these were not adopted to the conditions faced in the Northwest. Thus, the necessity arose for designing suitably equipment and working out a method of procedure or technique in carrying on the fundamental studies of coal washing by means of the float-and-sink test method."

"The tests described in this paper were conducted under the sponsorship of Subcommittee VII on Pulverizing Characteristics of Coal, a subcommittee of Committee D-5 on Coal and Coke, American Society for Testing Materials, with a view to evaluating various laboratory procedures for testing grindability of coal in connection with commercial pulverization of coal for use as powdered fuel. The subcommittee, at a meeting in New York City on February 21, 1934, selected for test four methods that had been developed during the past few years for testing grindabilitay of coal and were being used by coal-testing laboratories in the United States and Canada. These methods are:Bureau of Mines method, Cross method, Fuel Research Laboratory method, and Hardgrove method. Subcommittee VII agreed that the grindability tests should be made on five coals selected to cover a wide range of hardness. The Pittsburgh Experiment Station, Bureau of Mines, was asked to direct the investigation and to prepare representative samples of the coals. Laboratories of the fol. lowing institutions and companies agreed to cooperate by making grindability tests: Babcock & Wilcox Co., Foster Wheeler Corporation, Fuel Engineering Co., of New York, Fuel Research Laboratory of the Canada Department of Mines, and Northwest Experiment Station of the Bureau of Mines.ACKNOWLEDGMENTSHelpful suggestions in planning the investigation were made by A. The Bureau of Mines is developing a leach-electrolysis procedure to produce Special High Grade (SHG) zinc from sulfide concentrate without the generation of sulfur oxide gases. Chlorine-oxygen leaching of the concentrate yields zinc chloride (ZnCI2) which, after purification, is electrolyzed in a fused-salt cell to obtain molten zinc metal and chlorine gas for recycle. This paper describes a laboratory-scale investigation made to develop a procedure for electrowinning zinc metal from ZnC12. Zinc chloride by itself is not a suitable electrolyte because it fumes badly above its melting point and is a poor conductor of electricity. Other salts therefore must be added to prevent fuming and improve the conductivity. Optimum results were obtained with a KC1-LiCl-ZnCl2 bath at 500° C, using a current density of 5 amp/in2 and an electrode spacing of 0.5 inch. Under these conditions, SHG zinc was produced at a current efficiency of 94.3 pct and an energy requirement of 1.16 kwhr/lb. Fused-salt electrowinning eliminates the need to handle and melt cathodes and increases the production of metal per unit cell volume through the use of higher current densities than are possible with aqueous electrolysis.

Low-temperature heat capacities and the enthalpy of formation were deter-mined calorimetrically by the Bureau of Mines for CuO?CuS04. The derived standard entropy (S°298.15) was 40.36±0.04 cal/deg-mole, and the enthalpy of formation (?H°f) was -219.l±0.3 kcal/g-mole. A large thermal anomaly was observed in the heat capacity of CuO?CuS04 at 20±0.1 K. Gibbs energy of formation data are tabulated up to 1,200 K. Construction details of a precision low-temperature adiabatic calorimeter capable of determining heat capacities of solids in the temperature range 5 to 320 K are given. A calibrated miniature germanium resistance thermometer was incorporated into the calorimeter to extend the range of accurate measurements below 15 K. High-resistance dc heater windings were used throughout the cryostat to reduce heat conduction of inner connecting wires.

"INTRODUCTION Iron ore containing titanium was first used in blast furnaces over a century ago. It is well known that TiO2 is a slag-forming material that will increase the amount of slag produced by the usual gangue materials, silica and alumina. Increase in the volume of slag due to the presence of TiO2 and a lack of information concerning its effect on the properties of the slag have prevented the general use of titaniferous ore. Also rather com¬mon belief among furnace operators that the bottom of the furnace builds up when ores containing TiO2 are smelted has militated against the use of titaniferous ore. This building up of the hearth has been attributed to the formation of copper-colored crystals of titanium cyanonitride, which have been observed in the salamanders of blast furnaces. Until recently the availability of nontitaniferous iron ore has left little incentive to use ore containing titanium.The presence of vanadium in certain deposits of titaniferous magnetite in New York State has created new interest in problems connected with the use of titanium-bearing ore. It appears that most of the vanadium in this ore can be recovered in pig iron, which can be blown in a converter to produce a slag containing vanadium in amounts suitable for the production of ferrovanadium.The Titanium Division of the National Lead Co. recently erected a largo mill to treat ore from Sanford Hill, in Essex County, New York, about 50 miles west of Port Henry. The ore deposit was acquired from the MacIntyre Iron Co. and is often referred to as Sanford ore. It is one of the largest deposits of Iron-bearing material to be found east of the Lake Superior region and is being mined by open-pit methods."

This bibliography is the first report of a Bureau of Mines research project on thermoelectric materials. Interest in such research has increased because of recent success in the design of commercial products, including generators and refrigerators, using the principles of thermoelectricity. This success made possible by the discovery of semiconductors that have much higher [effincies] than the metals and alloys formerly studied. Thermoelectricity is a term that includes a large number of phenomena relating heat to electrical energy. However, the moat important applications arise from two effects discovered by Seebeck in 1822 and by Peltier in 1834. When pieces of two unlike materials are joined at their two ends to form a continuous circuit, both of these effects may be observed. If the two junctions are maintained at different temperatures, an electromotive force known as the Seebeck voltage is generated. If, on the other hand, a current is made to flow through the circuit, the junctions of the materials will be found to differ in temperature. This phenomenon is called the Peltier effect.

Calcium chloride is a conspicuous example of a former waste product that has found a place for itself in the onward march of civilization. Formerly considered a troublesome constituent of the effluent sewage of many chemical manufacturing plants and salt works, it has now become a commercial product of substantial importance, with sales aggregating almost six million dollars in 1929. The point has not yet been reached where it would seem profitable to undertake large-scale production of calcium chloride as a main product, but as a byproduct it has become an item that warrants serious consideration by all who are in a position to recover it at sufficiently low cost. The largely increased demand for bromine and for certain magnesium salts, which are likewise potential byproducts associated with calcium chloride in most salt-works bitterns (and brines generally), adds further impetus to commercial research directed toward the fuller utilization of the natural saline resources of the United States.

"A two-pan study was conducted to understand the factors affecting respirable dust generation potential or dustiness of coal seams. In the first part, the data from three prior comprehensive laboratory studies was analyzed to establish quantitative relationships between respirable dust generation potential and coal characteristics. This analysis indicates that respirable dust generation rate is positively correlated with Hardgrove Grindability Index (HGI), fuel ratio (fixed carbon/volatile matter), Vitrinite Reflectance (VR), and Level of Organic Metamorphism (LOM). In the second part, specially-designed single breakage experiments were conducted to determine the primary dust generation potential of 17 coal samples obtained from four continuous miner sections, three longwall sections, and the Penn State Coal Data Bank. The single breakage study indicates that primary dust generation rate is positively correlated with fixed carbon content, fuel ratio (fixed carbon/volatile matter), VR, and LOM. Since VR and LOM are strongly influenced by the process of coalification, differences in respirable dust generation rates in different coal seams may be explained by the thermal metamorphism of sedimentary organic matter during subsurface burial.Mineral particles in the range of one to five microns, if inhaled in sufficient amounts, lead to a number of lung diseases generally referred to as pneumoconiosis. A priori knowledge of the mechanisms and rates of fine particle generation during mining can aid in the development of more effective technology for controlling primary dust generation. Unfortunately, the data and knowledge currently available are not adequate for this purpose. In fact, a committee of the National Academy of Sciences on the measurement and control of dust concluded that the knowledge of the fundamental mechanisms by which coal mine dust is generated and a part of it is entrained in the mine atmosphere as respirable dust is not sufficient to clarify, let alone control, the processes involved (Anon., 1980). Under a research contract from the U.S. Bureau of Mines, Stecklein et al. (1982) have identified a number of fundamental research issues for understanding the coal fragmentation and entrainment processes.Reduction of dust generation is the best means of control since fine particles are difficult to control once they become airborne. Therefore, considerable research efforts have been directed to understand the factors influencing dust generation and entrainment, including machine design, water sprays, and ventilation. Laboratory studies have been conducted on the mechanical action of bits and machine power requirements (Evans and Pomeroy, 1966; Roepke, 1984). Since the physical characteristics of coal play an important role in the process of breakage, a number of laboratory studies have been conducted to study the relationship between coal characteristics and respirable dust generation (Baafi, 1977; Moore, 1986; Polat, 1990; Thakur, 1971). Several studies have been conducted on the relationships between coal characteristics and airborne dust concentrations (Hamilton and Knight, 1958; Khair and Xu, 1991; Organiscak and Page, 1993; Page et al., 1993). A limited number of studies have also been conducted on the relationships between coal characteristics and airborne dust concentrations in mines (Organiscak et al., 1990). Yet, no reliable method has been developed to rank coal seams according to their respirable dust generation potential. The conclusions derived from previous studies can be summarized as follows:"

The purpose of the study was to demonstrate the effect of positive reinforcement, specifically, social reinforcement (SR), on the frequency of eye, hand, and back injuries at four experimental salt mines. Injury data was collected from January, 1976, for the prePOMOST period and from the onset of training to September, 1978, for the post-POMOST period. All data was collected on a month-by-month basis. For the training period approximately 100 managers and supervisors from five plants were trained in the use of positive reinforcement for occurrences of "safe behavior." Each supervisor was also provided manuals and other supportive materials. Additionally, following training, all supervisors were provided some coaching experience to keep the knowledge and capabilities gained during training from being extinguished. The analysis showed significant injury reductions in two sites and no injury reductions in the other two. When the injury data was corrected for the additional man hours expended in the postPOMOST period, a third site showed reduction in injuries. Similar findings were shown when the experimental sites were compared to other sites in the industry. The results were interpreted to support the hypothesis that the application of social reinforcement is related to a reduction in injuries.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grind-ability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions4 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

In this report estimates are presented of the impact of the passage of five recently proposed "acid rain" bills on electric utility costs for coal-burning utilities servicing the domestic aluminum smelting industry, and on the costs of production for affected aluminum smelters. As aluminum smelting is an energy-intensive industry, domestic increases in electricity prices could affect the industry's competitiveness. Energy costs in U.S. aluminum smelting are compared to aluminum smelting energy costs in the rest-of-the-world. Governmental policies affecting these energy costs are discussed.

The purpose of Volume II of this study is to provide a general plan for the pilot testing of two materials which could be used to tag explosives for both pre- and postdetonation identification and of tracing techniques which would thereby aid the investigator of an unauthorized bombing or explosion in being able to determine the source and/or user of the explosives. Volume I described the planning factors by which the tagging of explosives could be implemented on a National basis. 1.2 BACKGROUND Tagging explosives at the time of manufacture with a taggant material that could survive detonation, be recovered, and provide an investigative lead has been seriously studied for several years. This concept has gained widespread support among many law enforcement groups because of the scant clues that can presently be found among bombing residue.

Production of crude petroleum in the Middle East (southwestern Asia) and in South America has increased greatly during recent years and has become a significant factor in the world's production of crude oil. Crude oil from fields in the Middle East increased from 256,164,000 barrels in 1946 to 305,833,000 barrels in 1947 and 417,201,000 barrels in 1948. Production from South American fields increased from 446,417,000 barrels in 1946 to 518,652,000 barrels in 1947 and 574,837,000 barrels in 1948. Crude-oil production from Canadian fields increased from 7,726,876 barrels in 1947 to 12,370,875 barrels in 1948, most of the increase being attributable to two fields, Leduc and Redwater, both represented by analyses in this report. Present indications are that production of crude petroleum from all these regions will continue to increase.
