A year after the Soviet Union invaded Afghanistan and replaced President Amin with their choice, President Karmal, Afghanistan remained in turmoil. In some respects, the political and economic situation in Afghanistan was no better by the end of 1980 than it was preceding the December 1979 invasion. The Government faced widespread and growing alienation and resistance, virulent factionalism within the ruling party, and an acute shortage of material. The mining sector of the country did not fare better either; the only raw material produced in a significant amount was natural gas, which was exported mainly to the Soviet Union. No statistics on production of other minerals and materials were available by yearend. Most of Afghanistan's gas production was from the Hodja-Gugerdag Field, southeast of Shibarghan. The gas flow from this field had been about 300 million cubic feet per day since 1961. An estimated 230 to 250 million cubic feet per day of Hodja-Gugerdag's production was moved by pipeline across the Amu-Darya River into the Soviet Union. Most of the remainder was transmitted eastward to a 105,000-ton-per-year fertilizer plant and an electric power station built near Mazar-i-Sharif with Soviet assistance. After the Soviet invasion, the second gasfield, Djar-Kuduk, in the Shibarghan area, was brought under production. This field, which will produce about 200 million cubic feet per day, consists of four gas zones in the Jurassic and lower Cretaceous zones between 3,000 and 8.500 feet deep. The gas has a high hydrogen sulfide content, with considerable carbon dioxide, A new treatment plant was built at Djar-Kuduk by Soviet technicians under a turnkey contract at the end of 1980. It is believed that most of the Djar-Kuduk's initial flow will be sent to the Soviet Union.

Of the common causes of the larger mine accidents, such as falls of roof and coal, gas and dust explosions, mine fires, and the misuse of explosives, all of which are often closely related, each must be studied and fought in a manner peculiar to itself. The last mentioned, the misuse of black powder and other explosives, is sometimes considered the least important of these causes of mine accidents; but its impor- tance is much greater than the statistics indicate, for the reason that the misuse of explosives is the true cause of many of the fatal mine fires, gas or dust explosions, and falls of roof that are credited to other causes. Both the quantity of explosives used and the number of purposes to which they are applied are increasing. They are now made at about 150 plants, in different parts of the United States, and the product of a single year is estimated at nearly 500,000,000 pounds. Nothing in all this material is a safe or "safety" explosive when in the hands of a careless or ignorant person; and this is true whether considered in connection with the shipment or the use of these explosives. In addition to the large losses of life and property resulting from an improper use of explosives in mining, the recent statistics of the railway bureau for the safe transportation of explo- sives have shown more than 400 persons killed or injured and over $3,000,000 worth of property destroyed by explosives in transit by rail. The fact that three years of cooperative effort under the wise supervision of this bureau has reduced these losses to almost nothing encourages the hope that similar cooperative effort may likewise greatly lessen losses of life and property from the use of explosives in mining. The additions to the large death roll of our mines make a recurring appeal to the public for fair treatment of the coal-mining industry, and to the miner and the manager that they join in every possible effort for greater safety. It may never be possible under conditions such as exist to-day to prevent mine accidents entirely. This report on the physical and chemical properties of typical crude oils of California is the 'eighth in a series on the producing districts of the United States. It includes discussion of results, tabulated data, and individual analyses of typical California crudes. Additional analyses of crude oils from the fields of Fresno, Kern, Los Angeles, Orange, end Ventura Counties will be published later in another Serial of the Bureau, but the summary tabulations are presented here. The samples represented in this report were collected over a rather wide interval of tine, the early samples having been obtained during the fall of 1919, and the most recent ones dating from the summer of 1923. It is thought that the samples are fairly representative, both of the older settled production and of the new flush production of the southern California fields.

Proper illumination is critical to a miner?s ability to detect hazards in underground mines. Moving hazards are often located in the miner?s peripheral field-of-view, while slip/trip/ fall hazards are often located in the forward field-of-view. The objective of the research described in this paper was to determine if light-emitting diodes (LEDs) improve visual performance as compared to traditional incandescent (INC) cap lamps. The research presented focuses on comparative studies of a National Institute for Occupational Safety and Health (NIOSH) prototype LED, a commercial LED and an INC camp lamp. Thirty subjects participated in these studies, with ten subjects in each of the following age groups: 18 to 25 years, 40 to 50 years and 51+ years old. Visual per­formance was quantified by the subjects? speed and accuracy in detecting hazards, while visual performance for disability glare was quantified by the use of contrast sensitivity tests. Results suggest that LEDs with a visible spectrum containing a higher concentration of the shorter wavelengths can enable visual performance improvements with respect to disability glare, the detection of moving hazards in the peripheral field-of-view and the detection of floor hazards in the forward field-of-view. The NIOSH prototype LED cap lamp provided the best visual performance improvements for the older age groups in every test.

During the 20th century, the increased emphasis on worker health and safety and the advent of new mining equipment and methods led to many changes in mine face ventilation practices. Efforts by government and private industry to improve and modify ventilation practices resulted in better health and safety conditions for workers. This article focuses on U.S. Bureau of Mines (USBM) and National Institute for Occupational Safety and Health (NIOSH) research to examine factors that had a significant influence on mine face ventilation design during the past century. Several "milestone" events are discussed along with the impact they had on worker health and safety. Significant ventilation research efforts by government and private industry are presented. This brief ventilation history highlights innovative face ventilation designs and a consistent commitment to mining health and safety. Ventilation has always been a concern in underground coal mining. For many yeas, there was no appreciation of how ventilation could be used to remove harmful contaminants from the air or how to control airflow quantities. The first known problems with ventilation date back to the 14th century, when it was recognized that lack of air was a major impediment to the expansion of mines. The common method of solving ventilation problems at that time was to abandon the existing mine and start a new one nearby. Ventilation in the early days of coal mining was accomplished by means of a natural draft, created principally by a difference in the weights of columns of air between the intake and return openings. Later, in the 18th and 19th centuries, a furnace was introduced underground to increase the updraft in the return shaft. This allowed for a larger quantity of air in circulation. When mines went deeper and became larger, mechanical ventilation became necessary and was first accomplished by steam-driven fans. These fans became more prevalent as furnaces were prohibited in underground mines, especially after the Avondale disaster in Pennsylvania in 1869 (Roy, 1876). Jets of hot gases issuing into explosive gaseous mixtures are efficient agents of ignition . The ignition temperature is defined as the temperature of the jet as it enters the cold explosive mixture which is just high enough to produce ignition . Such data have been published recently.5/ The investigators note especially that no correlation seems to exist between hot - gas ignition temperatures and spontaneous ignition temperatures , although there is a rather loose relation with limit flame temperatures . Before a more quantitative theory of the hot - gas ignition process can be attempted effectively , several questions must be answered : ( 1 ) Can the reactions leading to ignition be described by an Arrhenius type activation energy? ( 2 ) Is ignition preceded by an induction period ? ( 3 ) What is the rate - determining process of the ignition ? (4) And how does turbulence affect this type of ignition ?

The Bahamian economy weathered the worldwide recession of the last few years better than most developing countries. This was mainly owing to the ties between the tourist industry of the Bahamas and the U.S. economy. The mineral industry played a minor role in the country's economy. The chief mineral exports included an increasing amount of petroleum products horn the country?s 500,000-barrel-per-day refinery, steel pipe, salt, and aragonite. A 60,001)-barrel-per-day desulfurization facility was completed by Bahamas Oil Refinery Co. (BORCO) in Freeport. The project included vacuum gas oil desulfurization, hydrogen and sulfur recovery, steam generation, water desalinization, and offsite facilities.

The Krueger property was examined by an engineer of the Bureau of Mines in September 1943. The records of 23 old drill holes indicated an appreciable body of ore without delimiting the deposit. It appeared that additional drilling might increase this reserve sufficiently to justify mining. Accordingly, the Bureau of Mines drilled 5 churn-drill holes and 19 diamond-drill holes on the Krueger tract. The last of these holes concluding the Bureau?s project was completed in April 1947.

Suspended seats perform two functions: Reduce effect of occasional large bumps; Reduce more continuous vibration at a lower level. The former needs high damping. The latter needs low damping. For most mobile work machines the inevitable compromise is generally better than a simple cushion seat, because that amplifies vibration at around 4 Hz which is a sensitive frequency for human vertical WBV. Why have standard tests for seat suspensions? • Seat suspensions are non-linear so any measure of performance depends on operating conditions. For comparison these need to be defined. • Seat manufacturers need benchmarks for product development; • Machine makers choose dynamic characteristics appropriate to their products; • Occupational health specialists wish to control operator exposure to Standard tests should be representative, repeatable and reproducible. These requirements are reviewed in relation to the history of seat test standards and the current position. Current position and history The current position is that we have standard tests for seats for agricultural tractors, earthmoving machinery, industrial (fork-lift) trucks. These tests comprise measurement of vibration transmission and of the rate of damping. Current standards developed as the technology developed, starting around 1960: 1. Test on machine driven over standard surface1. 2. Test on shaker reproducing standard surface. 3. Shaker input replaced by representative spectrum2. 4. Human subject replaced by dynamic dummy. (Not yet settled). Are standard tests representative? The development process has gradually moved seat tests further from reality. 4 hr samples of work exposure suggest that seats do not on average provide large reductions of vertical WBV3. For specific magnitudes of vibration they can work well. For low vibration, performance is reduced by friction and for severe vibration by length of travel. Recent work has led to a new test to quantify how a suspension controls over-travel 9.

Dewatering of typical Florida phosphate rock slime by electro - osmotic techniques was investigated to determine if a compacted , plastic solid product could be obtained with simultaneous recovery of the water for re - use . Tests with porous cathodes and rod - type anodes imbedded in dilute slime charges of up to 4 tons in weight showed that the slime could be dewatered to about 35 percent solids . The dewatered products had the consistency of modeling clay . In the large - scale tests using 2.5 - foot electrode spacings , about 21 kilowatthours of power were consumed per ton of water removed in thickening the slime from 17 to 25 percent solids , but the rate of water removal was so slow that the process was not considered commercially feasible . Other tests made with electrode spacings of from 2.5 to 8 feet showed that more rapid dewatering could be obtained but that the power required was excessive . However , for special uses such as stabilizing slime pond dikes where the cost of dewatering might not be a prime requisite , high voltages could be used to rapidly remove the water . Tests of 400 - pound slime charges using a combination of electroosmosis and vacuum filtration showed that the rate of dewatering could be expedited . The average power required to thicken a ton of slime from 15 to 35 percent solids was 5 and 50 kilowatt - hours when operating the electroosmotic filtration cell at potentials of 20 and 100 volts , respectively . calculated filtration area of about 10 square feet per ton of slime treated per day was required to thicken the slime from 15 to 35 percent solids .

Develop and evaluate a mechanical position and heading system (MPHS) that provides information about underground mining machine position and heading to aid in the remote positioning of mining machines during face maneuvers. Background While great improvements have been made in mineworker safety, progressive technology continues to create a safer, better working environment for miners by keeping them away from the dangerous face area. In maintaining such high standards of safety, the Bureau is investigating remote, computer-assisted operation of mining systems for underground, highwall, and surface mining applications. A key component of computer-assisted operation is a guidance system. Since there are no guidance systems on any commercial continuous mining machines, the Bureau itself developed and tested the mechanical position and heading system (MPHS). The MPHS is based on linear position transducers (LPT's), and operates on principles of triangulation to provide machine position (xy coordinate), and orientation in the xy plane (yaw or heading). These data are needed in order to keep the continuous mining machine in proper alignment before and during the cutting cycle. The MPHS theory development is in three parts: characterize the sensors used and their configuration; select and define the navigation reference frames; and derive a closed-form solution for determining the position and beading from sensor information. Application of the MPHS theory required the development of hardware, software, and system interfaces.

As mine haulage vehicles become larger, the danger to a driver during a fire emergency is increased by the greater height of the cab above ground. Also, property damage due to fires on bigger trucks can be substantial. To solve this problem, the Department of Interior's Bureau of Mines, through two research and development contracts with FMC Corporation, San Jose, California, has developed two reasonably priced, reliable automatic fire sensing and suppression prototype systems for large haulage vehicles. At the onset of the large mobile equipment fire protection contract effort, it was learned that fires were frequently experienced in open-pit mine haulage equipment, especially large trucks. As the size of equipment has grown, so has the hazard presented to an operator forced to leave his truck in a hurry when fire breaks out and his normal path to the ground is blocked by flames. His only recourse is to jump from the cab platform to the ground, and the one-story drop of 10 feet or more can severely injure him. It is with these factors in mind that a program was undertaken to provide a fire detection and extinguishing capability tor the large mobile equipment, especially trucks, used in open pit mines.

Interoxidic compounds, such as vanadates, have not been studied extensively in the field of thermodynamics. This is a report of three vanadates of sodium--metavanadate, pyrovanadate, and orthovanadate. Vanadates of other metals will be considered in future reports. The heats of formation at 298.15° K. of the three sodium vanadates (both from the oxides and from the elements) were derived from the results of sodium hydroxide solution calorimetry. Free energies of formation were obtained by combining heat and entropy values. The results support the conclusion that the three sodium vanadates were stable with respect to all possible decompositions in which vanadium retains its pentavalency.

Air compressor explosions that are caused by the ignition of combustible vapor mixtures cannot be explained by a single reaction mechanism or sequence of events. Explosions have been caused by the sudden release of large quantities of lubricating oil, by the rapid vaporization of oil that had accumulated slowly in high-pressure piping, and by the production of decomposition products from carbonaceous deposits. Ignitions can be caused by the heat produced in a catalytic reaction, in a compression process, or when a shock wave is propagated through a combustible vapor-air mixture. The frequency of these ignitions can be minimized by establishing proper maintenance and cleaning schedules. Further study is needed to satisfactorily correlate the various factors involved in compressor explosions.

"Following passage of the Coal Mine Health and Safety Act of 1969 (Public Law 911173), the Bureau of Mines initiated a research program aimed at controlling respirable dust exposures of coal mine workers. Respirable dust is the dust that gets into, and interacts with, the lungs of those who inhale it. It has long been recognized as a severe health hazard to mine workers. This program has been implemented by a team effort consisting of the Bureau's in-house capabilities, the Generic Center for Respirable Dust, and contractors, as necessary. Over the years, Bureau research has addressed principally three areas:o Compliance with the Federal 2.0 mg/m3 dust standard (1970-76).o Dust control for longwall mining (1976-1983).o More stringent respirable dust standards due to quartz dust (1983-1987).In addition, fundamental studies have been conducted by the Generic Center for Respirable Dust, with emphasis on penetration of dust into the lung. Accomplishments have been significant, but problems remain, as noted later.The Coal Mine Health and Safety Act of 1969, established a 2.0 mg/m3 dust standard for all coal mining operations, underground as well as surface. At the time of enactment of this legislation, the industry was averaging approximately 4.0 mg/m3. The Bureau of Mines respirable dust research program played a significant role in identifying and developing effective technology to allow better compliance with this new standard, thanks to industry implementation and Federal enforcement."

A simple economical method has been developed for determining the in situ longitudinal and shear velocities in rock from which its elastic constants can be calculated. By detonating small charges of high explosives in shallow drill holes near a free surface, both longitudinal and shear waves were generated simultaneously. Accelerometers and velocity gages mounted to the rock surface were used to record the arrival time for both waves over travel path lengths from 50 to 450 feet, Measurements were made in two rock types. From the arrival time measurements, the longitudinal and shear wave velocities were calculated. From these velocities and the density of the rock, the elastic constants were calculated. The dynamic elastic constants of drill core samples of the two rock types were determined in the laboratory by the resonant-frequency method, The lab- oratory and in situ elastic constants are compared and significant differences noted. In general, there is less spread in the in situ data than in the laboratory data, and Poisson's ratio does not fall outside the theoretical limits for the in situ data as is often the case for laboratory-determined elastic constants.

Several processes being developed by the Federal Bureau of Mines to provide new and more efficient uses for coal require practical methods for removing dust from hot gases. Filters provide such means. The efficiency of filters made of aluminum silicate fibers and porous stainless steel was determined. The results obtained with the fibers were previously reported.5 In this investigation tests were made with three porosities of stainless steel filter material (grades C, D, and E) at a gas flow of 1,000 std. c.f.h./sq. ft. of filter, temperatures of 75° and 1,000° F., and dust loadings (as represented by cumulative dust fed) of 100, 1,000, and 10,000 gr./sq. ft. of filter. Pressure drop during the runs ranged from 0.1 to 21 in. of mercury, and dust removal from 25 to 99.93 pct. Filters having the finest pores gave the greatest pressure drop and percentage of dust removal; however, their dust-holding capacity was slightly lower. Usually, their ability to remove a higher percentage of dust at the same pressure drop more than compensated for the slightly lower dust-holding capacity. With increase in temperature, for the same weight rate of flow of gas, the pressure drop increased and the percentage of dust removal decreased. The effect of temperature was probably due to the accompanying change in the linear velocity and viscosity of the gas.

Researchers from the National Institute for Occupational Safety and Health (NIOSH), in cooperation with mine operators, conducted a study of heat stress exposures among mine rescue workers in underground mines. Mine rescue workers face extreme heat loads as they enter hot and poorly ventilated environments, particularly when they are wearing breathing apparatuses. The burden of wearing a closed-circuit breathing apparatus (CCBA), the inability to drink fluids for extended periods of time, and the potential for ventilation disruptions and fires combine to increase the risk of heat illness during a response to an emergency. In this research, ambient environmental conditions and heat strain indicators were measured using conventional ventilation monitoring tools during mine rescue training exercises. Heat strain was measured with an ingestible temperature-sensing pill that measured core temperature continuously. In addition, a heart-rate monitoring chest strap was used to indicate physical strain resulting from physical activity and heat. Both core temperature and heart rate data were transmitted to a remote recorder worn by a rescuer and time-stamped. Team activities were also observed to determine the contribution of work rate to a person’s total heat load. The effectiveness of several engineering controls, such as cooling the air inhaled by rescuers through an apparatus, wearing cooling vests, and supplying water through the CCBA masks, were investigated. Administrative controls, such as limiting the duration of exposure and controlling the work rate through forced-rest regimens, were also evaluated. Results to date are discussed, and tools for evaluating team condition and estimating the length of time it would be safe for rescuers to work are proposed.
