"During recent months much criticism as to the efficiency of mine labor has been heard from various, sections of the country. No doubt much of this criticism has been well founded. The present lack of efficiency and of stability is due primarily to a spirit of restlessness and partial irresponsibility engendered during the transition from war conditions to peace time conditions. This spirit or unrest not only among the laboring classes but in every branch of the human family following a period of intense nervous tension in a nation appears to be a natural sequence of war and beyond the control of man. This condition will gradually disappear, and the majority of our people will again assume their natural order of living, but labor will for a considerable period be sensitive to these influences, whether they be exerted for good or for evil. Employers of labor should take cognizance of this fact and bend every effort towards the development of measures that promote efficiency and permanence of the working force.Labor efficiency depends upon many and varied factors. Some of these factors as applied to mine labor are briefly enumerated in the following paragraph:Selection and Placement of Manpower:In the selection of men the two main considerations are physical ability and adaptability. The laws of mechanics should be applied in the selection of men as in the selection of machinery. If a machine is required for a certain class of work, the type of machine known to be mechanically fit for such work is selected. Likewise, men should be selected with regard to their physical and temperamental fitness for the kind of work expected of them."

The San Manuel is a deposit of low-grade disseminated copper ore. It was brought to the attention of the government in October 1942 through an application to the Reconstruction Finance Corporation for a development loan, supported by a report by Henry W. Nichols. Nichols' sampling of two outcrops containing copper silicate and his geologic map indicated that a minable body of copper ore might be developed. The Federal Geological Survey was requested to examine the property. The Survey mapped the geology in March 1943 and cut a few check samples, which substantially confirmed Nichols' sampling of the outcrops and a few shallow workings. The geologists of the Survey recommended some test drilling by the Bureau of Mines. The property was examined by the author and Wm. D. Hughes, associate engineer of the Bureau of Mines on March 22 and 26, 1943, and a preliminary drilling campaign was recommended. Five shallow churn-drill holes totaling 1,480 feet were put down under the supervision of Chas. A. Kumke, one of the Bureau's engineers, from November 23, 1943, to January 13, 1944. This work indicated that the deposit extended deeper than the 350-foot depth attained in the deepest hole and might have very considerable areal extent. Additional funds were allotted, and the drilling contract was extended twice to a final maximum of 17,000 feet with 2,000 feet maximum depth of hole. Drilling was continued by the Bureau of Mines until February 2, 1945, when 15,844 feet of hole had been drilled. The Magna Copper Co. took options on this and adjoining property in September 1944 and commenced drilling with two machines. It also engaged the two contract drills used by the Bureau after it stopped drilling. It exercised its options in August 1945 and organized the San Manuel Copper Corp. to operate the property. That company is continuing to explore the ore body with six churn drills. Thomas Lyon took options early in 1945 on holdings adjoining the San Manuel property on the east and is operating two churn drills. Exploration up to the completion of the last holes started by the Bureau of Mines indicated a block of ore 3,100 feet long, 400 to 800 feet wide, and 500 to 900 feet thick, and averaging about 0.8 percent copper. Subsequent drilling showed that the ore body extends considerably beyond this block. The axis of the ore body strikes about N. 61° E. Copper minerals are disseminated in hydrothermally altered quartz monzonite and monzonite porphyry. Ore outcrops in two small areas over the northeast part of the block. Elsewhere the copper-bearing rocks are capped by Gila conglomerate, which thickens toward the west and south. Drilling showed that the ore is in a thick, tabular body with a steep dip to the south. The ore body lies near the surface in the northeastern part of the block. The south side of the block is much farther below the surface than the north side. There the upper part of the copper-bearing rocks is lightly mineralized, so that the hanging wall of minable ore lies deeper than the base of the conglomerate cap, which thickens southward.

An economical, remotely operated (automated), temporary roof support (ATRS) has been developed by the Bureau of Mines for use on a single, fixed-head roof-bolting machine (squirmer) that operates in low coal seams (less than 42 in thick). The ATRS eliminates the need for squirmer operators and helpers to go under unsupported roof to set or remove temporary support prior to or during the roof-bolting cycle--a task that annually accounts for approximately 20 pct of all roof fall fatalities. The ATRS can be adapted to any squirmer used in the U.S. low coal fields. A prototype ATRS was field-tested at Imperial Colliery Co.?s Mine No. 20 in Eskdale, W. Va. The Mine No. 20 amended roof- control plan, which requires the use of the Bureau?s ATRS as temporary support during face bolting, has been approved by the Mine Safety and Health Administration (MSHA), U.S. Department of Labor.

The Federal Coal Mine Health and Safety Act of 1969 (sec. 303 (b)) stipulates that no working section of the mine shall contain more than 0.5 percent carbon dioxide and no harmful quantities of other noxious or poisonous gases such as the oxides of nitrogen. The concentration of methane should at all times be maintained below one percent. A split of air returning from any working section shall contain no more than 1.5 percent of methane (sec. 303 (i) (2)) and air that has passed by an opening of any abandoned area shall not be used to ventilate any working place in the coal mine if such air contains more than 0.25 percent of methane (sec. 303 (j)). Methane concentration in the returns from the bleeder entries should not exceed 2.0 percent (sec. 303 (i) (3)), and no air that has passed through an opening which is inaccessible for examination shall be used to ventilate any active areas. While the air quantity requirements alone can easily be met, the governing condition in most mines is the dilution requirements for quality control. A sufficient quantity of air is required to render harmless and carry away noxious and respirable pollutants. In recent years, changes in coal extraction methods, rates of advance, location of available reserves, position of prominent methane sources and horizons, and geological sequences have contributed sig¬nificantly to alterations in rates, patterns and character of numerous methane emissions. Gas production of 10 to 15 million standard cubic feet per day is not uncommon from deep mines (Cervik, 1969). Optical technologies have progressed rapidly in the past 15 years. One application of laser technology in underground coal mines currently under evaluation is the remote measurement of explosive methane gas. Federal regulations require that atmospheric monitoring systems used in gassy underground mines where permissible equipment is required shall be intrinsically safe. Mine Safety and Health Administration criteria for the evaluation and testing of intrinsically safe apparatus and associated apparatus contain no specific guidance for optoelectronic components such as diode lasers. The National Institute for Occupational Safety and Health is conducting a study to help provide a scientific basis for developing appropriate safety guidelines for optical equipment in under- ground coal mines. Results of experiments involving ignition of methane-air mixtures by collections of small heated particles of Pittsburgh seam coal and black iron oxide are reported. The inert but more strongly absorbing iron oxide targets consistently ignited methane-air mixtures at lower powers than the coal targets. Minimum observed igniting powers for laser energy delivered by 200, 400 and 800 pm core fiber optic cables and directed onto iron oxide targets in methane-air atmospheres were 0.6, 1.1, and 2.2 W, respectively. Comparisons with the results of other researchers are made. A thermal layer theoretical approach to describing the process is included as an appendix.

Fatalities caused by highwall/spoil bank failure in the surface mines, coal and non-metal, increased to an alarming rate of seven during 1999. To determine the causes of slope failure and successful mining practices, the National Institute for Occupational Health and Safety undertook a study. The study included: 1.A review of accident statistics; 2.A review of Federal and state mining laws pertaining to surface mining; 3.A literature review, and; 4.Mine visits. The study emphasized surface mines in the states of West Virginia, Ohio, and Pennsylvania. The review of a decade’s accident statistics using the mine Safety and Health Administration’s (MSHA) database showed that approximately 40% of all ground control related incidents reported to MSHA occurred in just four eastern states: Kentucky, West Virginia, Pennsylvania, and Ohio. The comprehensive literature search provided a historical perspective of highwall stability issues. Eleven mines we visited to obtain data on their mining practice or design. Commodities included coal, sandstone, and limestone. Based on the visits, five case studies were developed to represent typical mining methods and effective ground control practices used in eastern surface mines. Benching was found to be a common technique to reduce the overall highwall slope angle. Decking in the softer zones, such as shale, proved useful in controlling damage due to blasting.

Stockpiles containing 2.3 million tons of lignite constructed in the period 1948-56 in conjunction with the construction of Garrison Dam on the Missouri River demonstrate successful stable long-term storage of lignite. Uniform and thorough compaction of each of the I-foot-thick layers by which the piles were constructed produced a bulk density of 70 Ib/cu ft. Air penetration into the stockpiles was restricted to a degree that prevents spontaneous heating or deterioration of the stored lignite, A continuing record of observations beginning with stockpiling operations in 1948 has been accumulated, This includes periodic fuel analysis, analysis of pile gases, and measurement of pile temperatures on the first large stock-pile, pile 5. This report describes the stockpiling method, the changes in heating value, pile gas composition, and pile temperature and summarizes observations from 1953 to 1964, Data accumulated attest to the stability of the stored lignite. The variation of the average heating value of periodic pile-depth samples is only 160 Btu/lb (11,990 to 11,830) on the moisture" and ash-free (maf) basis during almost 10 years of storage. Temperature levels of the pile interior are progressively decreasing. At pile surface, cyclic variations occur with the season. The only problem encountered with the large stockpiles is wind and water erosion of the pile surface. The partially successful control measures used are described.

For the first time the Bureau of Mines is combining, in one report, comprehensive tabulations on both beehive and slot-type ovens. This publication presents statistical data on the number and capacity of all such coke ovens in the United States on December 31, 1957. Combining data on both types of ovens should prove helpful to those interested in keeping abreast of the latest changes in carbonizing capacity, particularly since the coke has similar properties and uses. Annual reports furnished to the Bureau of Mines by coke-oven operators shared that 78 oven-coke plants were operating in 22 States on December 31, 1957. This was a decline of one plant from December 31, 1956, as the Republic Steel Corp. took the ovens at Canton, Ohio, out of production on December 17, 1957, for dismantling and rebuilding in 1958. Total oven-coke capacity was 80,299,400 tons in 1957.

In the early winter of 1919 the Pittsburgh petroleum laboratory of the Bureau of Mines undertook the work of testing fuel oil samples representing purchases of the United State Shipping Board for ships sailing from the port of New York. fuel oil was, at this time, being bought on a contract which involved specifications issued by the United States Navy under dace of October 2, 1920 (See Bulletin 1, Oil Division, U. S. Fuel Administration.)The object of the Bureau of Mines in undertaking this inspection work was twofold. (1) The Bureau was in position to give, and the Shipping Board needed, reliable laboratory service for checking the quality of the fuel oil purchased, the value of which ran into millions of dollars for,year's supply. (2) It was believed, and later demonstrated, that the existing specifications did not insure the obtaining of a reliably satisfactory quality of oil.The objection to the specifications concerned the employment of a clause limiting the gravity of the oil. The inadequacy of gravity specifications for several types of petroleum products has long been recognized, and there was every reason to reason to believe that they were no more desirable for fuel oil than for gasoline, kerosene, or lubricating oil. A first and obvious objection was the fact that it is somewhat difficult to make accurate gravity tests on ""heavy"" residuum fuel oils. (The Bureau found it necessary to employ or such tests a rather tedious procedure involving the use of a picnometer and an accurate balance, as the simpler methods, employing hydrometer or displacement balance, proved unreliable in a large proportion of cases.) A second and more important objection was that gravity tests, even when accurately made, do not provide a reliable index of the actual quality of the oil.

Large structural faults create serious ground control hazards, as well as adversely affect coal mineproduction. Two faults related to the Pine Mountain overthrust sheet in Buchanan County, VA, were investigated by the U.S. Bureau of Mines to determine their effect on ground control and to develop recognition criteria for prediction. Five underground mines encountering these faults were visited and mapped for structural information. This information, along with surface mapping, indicated that Pistol Gap and Keen Mountain Faults show right-lateral, strike-slip faulting and bedding planes slippage, which can be projected linearly and vertically. These fault zones are up to 200 ft wide, with coalbed offsets up to 18 ft vertically, coalbed swags (depressions) up to 15 ft, and roof falls up to 20 ft high. Recognition criteria include bedding plane slips, coalbed offsets, fault gouge, coalbed swag (depressions or synclines), and disturbed bedding. These recognition criteria will help an informed operator realize that many sudden coalbed discontinuities are related to larger geologic events (in this case thrust faulting) and can be projected linearly and vertically. Ground control strategies include mine designs that minimize fault exposure. Mining plans can be adjusted based on type and extent of fault movement.

In the prevention of accidents in milling operations, the proper installation and guarding of electrical and mechanical equipment, safe clearances, good housekeeping, adequate fire protection, adequate ventilation, dust and fume control, and good illumination, as well as safe practices, are essential. In the new concentrator of the Magna Copper Co., Superior, Ariz., many safeguards were incorporated and safe practices instituted to minimize accident hazards. The purpose of this paper is to describe some of these features and practices.

A primary means to reduce environmental levels of diesel particulate matter (DPM) exposure to miners is to reduce the amount of DPM emission from the engine. A quick and economic method to estimate engine particulate emission levels has been developed. The method relies on the measurement of pressure increase across a ?lter element that is brie?y used to collect a DPM sample directly from the engine exhaust. The method has been re?ned with the inclusion of an annular aqueous denuder to the tube which permits dry ?lter samples to be obtained without addition of dilution air. Tailpipe ?lter samples may then be directly collected in hot and water-supersaturated exhaust gas ?ows from water bath-cooled coal mine engines without the need for dilution air. The Bureau of Mines has been involved in the drilling of vertical, horizontal, and directional coalbed gas drainage boreholes for mine safety since 1964. In that time, boreholes have been drilled in most of the major coal regions of the United States under a wide variety of geologic conditions. Many of the geologic conditions that occur in the coal measures are detrimental to gas drainage; others may be beneficial. Analytical techniques to determine the gas content of coal samples and evaluate regional trends of gas distribution have been developed. Drilling techniques that maximize the acquisition of coalbed gas data and geologic information have been determined. Although some of the geologic factors influencing the placement and potential success of coalbed gas drainage boreholes have been reported in papers on individual projects, a complete, systematic compilation has not previously been available. The objective of this paper is to pro- vide information on specific geologic factors that should be considered prior to, during, and after the drilling of coalbed gas drainage bore-holes. Many of the commonsense considerations that have been learned through many years of Bureau of Mines experience, but have generally not been reported formally, are included for those who may be considering coalbed gas drainage drilling for the first time, or who have not had the opportunity to encounter a substantial number of geologic situations.

From 1886, the first year shipments were recorded, until 1939, the Leadville district produced over 3,500,000 long tons of manganiferous ore. Of this total, metallurgical-type ores comprised 27 percent and manganiferous iron ores suitable for fluxing in lead smelters made up 73 percent. In 1939, the Bureau of Mines, as part of the strategic minerals investigative program being conducted at the time, requested the Mineral Industries Survey Section of the Mining Division to make a comprehensive study of the manganese resources of the Leadville area. This investigation, owing to the caved and flooded condition of the underground mine workings, was necessarily confined to a study of old maps, production records, and geological reports, and the results were published as an Information Circular in July 1940.

This paper is the fourth of a series of preliminary papers on smelting in the lead blast furnace.4 The objects of this investigation are to determine the conditions obtaining within the blast furnace by direct experimentation and to correlate these conditions with operating factors, furnace behavior, and metallurgical losses. "INTRODUCTION A preliminary examination of the Argentena mine was made in 'January 1945 by an engineer of the Bureau, who recommended investigation by diamond drilling. The Bureau conducted a core-drilling project at the mine from April 30 to August 4, 1946. Claims investigated are in sec. 33, T. 24 S., R. 58 E., Mount Diablo base and meridian, in southern Clark County, Nev., about 2.2 miles west of Goodsprings.The Argentena mine has been an intermittent producer of zinc-lead-silver ore since 1926. During the war years, ore was shipped to the Government stock pile at Jean, Nev., and to the International Smelting F. Refining Co.'s smelter at Salt Lake City, Utah. The mine has been shut down at intervals because of lack of a market for mixed oxidized zinc-lead ore.The 12 holes drilled by the Bureau totaled 1902 feet. The program was designed to test for faulted portions of the ore bodies know in the mine and to test favorable areas for similar ore bodies. As a result of this program, one faulted segment of the ore body was found, and it was established that no one was present in a second fault block. Similar blocks remain unexplored in the vicinity of the mine. Two holes drilled in favorable areas several hundred feet from the mine failed to discover new ore bodies."

The Bureau of Mines evaluated the impact of the depletion allowance upon the economic availability of copper from domestic deposits. The potential long-run percentage depletion deduction, cumulated over the life of the properties, was estimated at approximately $2.5 billion for producing properties and up to $11.7 billion for nonproducers. The income transfer, in the form of higher Federal income tax payments if the allowance were repealed, was estimated at $1.5 billion for producing properties and up to $8 billion for nonproducers. The percentage depletion allowance, through its role in determining Federal income tax liability, was found to be very significant in affecting profitability. Repeal of the allowance could result in major domestic copper availability reductions at all price levels, now and in the future, as a result of reduced profit margins for current producers, and postponement of development decisions for nonproducers. It was demonstrated that a 50-percent reduction in the percentage depletion rate applicable to copper would also result in a significant decrease in profitability for nonproducing properties. For producing properties, the percentage depletion rate on copper was shown to be less significant than the income limitation that is placed upon the total amount of the depletion deduction. Repeal of the minimum Federal tax provision was shown to be significant in enhancing profitability for both producing and nonproducing deposits. The report concludes that the percentage depletion allowance operates as an important method of capital recovery and production incentive.

Annually, the United States uses more than 4 billion tons of new mineral materials, or about 40,000 pounds per person-about half being mineral fuels and the other half being metals and nonmetallics. Stable and economic domestic mining, mineral, metal, and mineral reclamation industries are essential to the economy. The value of United States energy and processed materials of mineral origin exceds $200 billion annually. Although a number of minerals are imported, especially some designated as "strategic and critical," most U.S. mineral supplies are derived from the domestic mines and processing facilities that you will be seeing, reading about, and visiting as you use this visitor guide. We hope you enjoy your experiences. This pamphlet, a guide to mining and mineral operations that may be observed or visited and some other points of interest relating to minerals, is intended to aid tourists and students who are interested in mining. Some may wish to study our Nation's romantic past; others may plan to enter the minerals industry as a career; still others may have a primary interest in conservation practices. The pamphlet is also intended to aid State and local officials, Chambers of Commerce, and mining firms in answering some of the many questions of tourists and students.

"During the past year, the Pittsburgh experiment station of the Bureau of Mines has been investigating methods for the quantitative estimation of carbon monoxide in blood. This work was necessary because reliable methods of analysis are of the greatest importance in the bureau's research work on prevention and treatment of carbon monoxide poisoning among workers in mines and metallurgical plants. Two of the methods considered involve color comparisons. In one of these methods, differences in tint can be noted fairly readily, while in the other, they are much more difficult to detect. The latter, however, is otherwise considerably simpler. It was decided, therefore, in studying the possibilities of this second method, to use the most sensitive eyes in the laboratory force.Preliminary trials.The method under investigation was the Haldane carmine determination of carbon monoxide in blood. The plain oxyhamoglobin of the blood in dilute solution is a pale straw color, when exposed to carbon monoxide it becomes a cherry pink. In the analysis dilute indigo carmine is added to oxyhsmoglobin until the solution matches in tint the carbon monoxide hemoglobin. The eye wanted, then, was the one most sensitive to faint pinks. But just how to select the analyst was not clear At first the Williams test scale, used in the Navy, was considered, but on con¬sultation with Dr. L. L. Thurston, bead of the Department of Psychology at Carnegie Institute of Technology, the following procedure was adopted.Instead of standard tests made up of all colors, only those occurring in the analysis were used. Solutions were prepared of the two hemoglobins, from which twenty-four different pairs were made up and placed in test tubes like those expected to be used in the analysis. One of each pair differed from the other in percentage of carbon monoxide hemoglobin by amounts varying from 2-1/2 per cent to 20 per cent. Each pair was compared in a box built in our own shop. This was 20 inches long and 5 inches square in cross section. One end was covered with ground glass. Just inside this glass cover were provided two slots, each the width of the test tubes used. The tubes to be compared were dropped into these slots through two holes in the top of the box. The device was placed before a window away from the sun, and so arranged that the light conditions were the same on each slit or opening. The person to be tested was seated before the box, and as the two tubes were placed before him side by side, he marked whether A (left) or B (right) contained the more cherry pink. This procedure was continued till he had compared all the pairs."

"INTRODUCTION Of the phosphate rock deposits of the United States that are being exploited actively at present, the land-pebble area in Florida is the largest producer. In recent years the land-pebble district, in Polk and Hillsborough Counties, has produced about 80 per cent of the raw phosphate rock that has supplied the requirements of the several national industries based on this essential commodity.In the land-pebble deposits sizes finer than 16 to 22 mesh are below the commercial limit in phosphate content, and washing-plant practice has been directed to the recovery of the coarser material. Recently, more extensive control of the washery plan has resulted in the saving of additional amounts of phosphate, the loss of which had been considered unavoidable. However, strict requirements of the trade regarding the lowest acceptable grade of phosphate rock prevent the inclusion of more than a very small proportion of the low-grade phosphatic sands with the washery output of phosphate roe:. Further advances in practice resulting in larger recoveries of phosphate can only be effected by the application of processes that are based on other principles than merely a difference of particle size. Research is be conducted actively along these lines by the industry and by cooperating agencies.Flotation has been studied for several years by the International Agricultural Corporation and its allied company, the Phosphate Recovery Corporation. J. T. Burrows, vice-president of the International Agricultural Corporation, in a letter dated July 10, 1929, states:"
