The attention of this group was focussed on four through-the-earth communication systems that are presently of high interest to the U.S. Bureau of Mines; four systems for providing operational/emergency communications on the working sections of coal mines, indeed up to the very face of the section. The systems are: uplink-data, downlink-voice, sidelink-call alert coded page, sidelink-roof bolt voice page. Each of these systems makes use of the mine overburden as the signal transmission medium, as opposed to the guiding wires, cables, and tunnels treated by the operational communications working group. Each of these systems satisfies one or more of the Bureau's objectives for mine communications systems; namely • reliable links for monitoring the mine environment under both operational and emergency conditions. • reliable links for communicating with miners during emergencies. • special links for increasing the efficiency of day-to-day operations of the mine. Each of these systems has been successfully demonstrated on a limited experimental basis, and prototypes of all these systems are installed and operating in the USBM experimental mine in Bruceton, Pa. Each of these systems must now be optimized regarding its performance, and engineered for practical routine application to the working sections of actual operating coal mines, particularly those of the room and pillar type. This optimization and engineering must take place subject to the principal constraints listed by Howard E. Parkinson in his Workshop paper entitled, "Objectives and Constraints of Through-the-Earth Electromagnetic Communications Systems'' and enumerated below. • Depth of Mine Overburden • Overburden Conductivity • Electromagnetic Noise In and Above Mines • Limited In-Mine Electrical Energy (Stationary or Man Carried) During an Emergency • Intrinsic Safety for In-Mine Equipment • Practical and Rugged Equipment for Use Under Both operational/Emergency conditions • Severe Weight Limitations for Man Carried Equipment • Reasonably Low Costs Especially for Man Carried Equipment Part II of this paper provides a brief description of each system, while Part III summarizes the present status of developments related to these systems and some recommendations for future work needed to advance these systems to the practical application stage.

The technologies of contemporary iron and steel production and of direct reduction processes have been studied to identify and estimate the potential effects of direct reduction on mineral consumption and the problems raised thereby for the Nation's mineral supply to the iron and steel industry. Contemporary patterns of mineral raw material and energy consumption were determined from a study of the 1964-70 period. Major changes were observed in requirements for 14 of 20 principal commodities. Average practice in 1970 was compared to best practice to estimate the potential effects of implementing existing technology without recourse to direct reduction. Potential effects of direct reduction were estimated by comparing the mineral requirements for 95 percent reduced pellets with 1970 best practice technology for two cases of use: (I) complete substitution for hematite pellets in blast furnace burdens, and (11) partial substitution (40 percent) for scrap in electric furnace steel charges. Effects upon mineral supplies are described; important collateral factors are analyzed, and the principal metallurgical, industrial, and environmental consequences of implementing direct reduction are discussed. Major effects of direct reduction on the domestic steel industry and its mineral supply system are foreseeable. Direct reduction will (1) create a large demand for low-gangue iron ore; (2) relieve the dependence of the steel industry on coking coal, and (3) permit great increases in furnace productivity, both in blast furnace ironmaking and electric arc furnace steelmaking.

During investigation of the occurrence of manganese deposits in the western United States, examining engineers of the Bureau of Mines collected samples from several properties in Montana. Extensive laboratory tests were made to determine the amenability of these ores to standard ore-dressing methods of concentration to produce marketable-grade products. The Tzarena claim, one of the properties sampled, is on the western end of the Rama or Black Chief vein in the city of Butte, Silver Bow County, Mont., on the southwestern periphery of the mining district. The Black Chief 'WAR system contains one of the largest and most extensive known rhodochrosite deposits in the world. Test work was conducted on two samples of Tzarena ore. Sample 1 is representative of a vain 5 feet wide on the 150-foot level of the Tzarena shaft. Sample 2 is representative of a vein 8 feet wide in the 100-foot level of the shaft. The Minnie Jane mine, 1/2 mile northwest of the Tzarena claim, contains ore similar in mineralogical composition to Tzarena ore but differing materially in manganese content and to some extent in physical characteristics. Ore-dressing investigations were made on three samples of Minnie Jane ore. Sample 1 represented stock-piled ore, sample 2 represented ore from Minnie Jane mine having a considerable sulfide content, and sample 3 represented low-grade ore.

The activities of the Bureau of Mines include the development and testing of self-contained oxygen breathing apparatus and other devices for respiratory protection, the development and tasting of devices for detecting dangerous or noxious mine atmospheres, and the training of men in the mineral industries in the use and care of this equipment to enable them to render effective service in mine rescue and recovery operations following mine fires and explosions, or under other conditions where irrespirable gases may be found in mines or mining plants. The first use of self-contained oxygen breathing apparatus for com- bating mine fires and explosions in the United States dates back about 30 years. Previous to that time, exploration for any distance ahead of fresh air was virtually impossible without great risk to life; moreover, the men called upon to render service at mine disasters were not well-versed in the properties and physiological effects of gases likely to be encountered. This report is a general summary of pertinent data on the manufacture and use of synthetic ammonia products. It provides a condensed summary of the potentialities of a synthetic ammonia industry in North Dakota for Federal, State, and private organizations that may be interested in helping to develop an integrates synthetic ammonia and fertilizer industry. The report contains discussions of: (1) Materials used in the manufacture of nitrogenous fertilizers, nitric acid, and urea; (2) National production, imports, exports, and consumption; (3) the ammonia industry, location, capacity of plants; (4) processes used in manufacturing synthetic ammonia, nitric acid, and urea; (5) other potential industries; and (6) analyses of manufaturing and plant cosh;. Additional information on industrial compounds from ammonia and plant nutrients removed by crops is given in Appendixes 1 and 2. Synthetic ammonia is one of the primary ingredients in fertilizers. Resources required in synthetic ammonia manufacture are available in North Dakota. Hydrogen is available from the petroleum and natural gas resources, particularly in the Williston Basin, and from the large lignite resources in the State. Hydrogen can be produced from lignite by a gasification process developed by the Bureau of Mines at Grand Forks, N. Dak.

This report describes the design, development, manufacture and incorporation of noise control features on a jumbo drill and the results of successful tests of this drill in surface and underground mines. The noise-reducing features developed under this program are applicable to future designs of jumbo mounted drills that can be cost effectively manufactured and have the potential to reduce noise levels at the operator&apos;s position from 115-120 dBA to 95 dBA or less without a reduction of currently attainable drilling rates.

[This is the sixth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative Agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of tines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935.-36.3/ The present report cover brands of gasoline represented by 1,490 samples plus thus: from the Pacific Coat, which ;sere averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. In some areas reports were received from 8 to 10 companies on the same brands of gasoline, Whereas in other areas only one Company reported on a brand. Thus, it can be seen that soma of the data are more representative than others. The inclusion of data from several cities within some of the districts has improved the report by reducing the number of brands reported by only one company. Severe changes have been made in the districts. A new district, Memphis, Tenn., has been formed to include Arkansas any western Tennessee. The Rocky Mountain area, have been divided into three sections. Salt Lake City and Denver form the Middle Rocky Mountain district; Laramie, Wyo., Idaho, Montana, and. Spokane, Wash., are included in the North Rocky Mountain district, and Arizona, New Mexico , and El Paso, Tex., have been combined to represent the South Rock Mountain district. The Cleveland district has been expanded to include Ohio ant. Indiana. Eastern Pennsylvania, Maryland, and northern Virginia are included in the Washington (D. C.) district. In 1985 the U.S. Bureau of Mines evaluated the mineral resources of the Sheep Creek West Wilderness Study Area (ID-111-36A), Owyhee County, ID, for the U.S. Bureau of Land Management. The Wilderness Study Area consists of 11,680 acres centered approximately 20 miles south of Grasmere, 10. It contains no mines, claims, or prospects. No mineral resources were identified; however, a geode occurrence within and adjacent to the Wilderness Study Area, and minor amounts of placer gold along Sheep Creek, may be of interest to rorkhounds and recreational gold panners.

The Bureau has published much data on sulfur (4, 15, 23)3, most of it dealing with national or international aspects of the sulfur industry. Little information, however, is available on sulfur marketing in specific States or areas, Therefore, the Bureau has conducted a survey of the resources, production, consumption, and economic future of the sulfur and sulfuric acid industry in States of the Central and Southern Rocky Mountain area - Wyoming, Colorado, Utah, Arizona, and New Mexico - and in the Northern Plains States - North Dakota, South Dakota, and Nebraska, even though these States do not represent an economic or marketing unit. The purpose of this survey is to review the demand for sulfur and primary sulfur compounds that draws upon the natural resources of the region, to discover opportunities for better use of these resources, and also to analyze and evaluate the patterns of consumption, sources of supply, and other factors that affect the demand for these mineral products. While this survey stresses the economic and marketing phases of the industry, a complementary report (32) emphasizes the resources of sulfur in Wyoming, Colorado, Utah, New Mexico, and Arizona.

This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term "surveillance," as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U. S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U. S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982]. The mining industry as defined by MSHA is based on the regulatory jurisdiction of that agency. Reporting requirements for injuries, illnesses, and workplace exposures are stipulated under the Federal Coal Mine Health and Safety Act of 1969 and the Federal Mine Safety and Health Amendments Act of 1977. Of note is that the oil and gas extraction industry falls outside of MSHA jurisdiction. The Occupational Safety and Health Administration (OSHA) was charged with enforcement in the oil and gas industry under the Occupational Safety and Health Act of 1970. Under the SIC, the definition of mining covers the extraction of naturally occurring minerals, including liquids (petroleum), gases (natural gas) and solids (coal, metal, and nonmetallic minerals). Exploration and development of mineral properties are also included in the SIC definition of the mining industry. The SIC was developed by the Office of Management and Budget for use in classifying establishments based on the type of economic activity in which they are engaged and serves as the industry classification standard for all establishment based Federal economic statistics. This classification is important for occupational safety and health surveillance because it also serves as the industry classification system for all data on work-related injuries and illnesses collected by the U.S. Bureau of Labor Statistics (BLS). The U.S. Bureau of the Census uses an industry coding scheme similar to that used by the SIC. For the mining industry, the categorization is identical in both systems. Death certificate data made available by the National Center for Health Statistics (NCHS) are categorized under this system. Death certificate data are particularly important for surveillance of mortality from work-related illnesses. Key differences between the SIC/BOC categorization system and the MSHA system can be summarized as follows: • MSHA excludes the oil and gas industry, which is classified as part of the mining industry under SIC/BOC. • MSHA excludes work that is done off of mine property; work off of mine property is included under SIC/BOC if it is performed by an establishment falling into one of the SIC/BOC mining industry codes. • MSHA includes mine-associated mills and processing plants; these are classified under the manufacturing industry, rather than mining, according to the SIC/BOC coding structure. Since the data collected by MSHA and the data collected by BLS and NCHS using the SIC/BOC classification system are both important sources of information on the mining industry and in many cases serve different purposes, data from both systems are presented in this report. In general, data using the SIC/BOC system are comparable across U.S. industries and should be used when comparing mining to other U.S. industries. Much of the data in this report are presented in the form of frequencies or rates. A frequency provides only a count of the number of cases without providing any information about the risk of occurrence. Rates provide an estimate of the risk of injury or illness. The reader is cautioned, however, that rates based on small numbers can be unstable; thus, any inferences should be drawn with care. In this report, no rates are presented for groups in which there were fewer than three cases. The incidence of most injury and illness conditions differs by age, sex, and race. For this reason, data in many surveillance reports are adjusted for these demographic factors. It was not possible to do this for most of the rates in this report because information on demographics was not available. With the exception of the proportionate mortality ratios (PMRs), all data presented are unadjusted. A detailed account of the sources of data is in appendix A. The methods used in data selection and analysis are described in appendix B.

This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine&apos;s rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if&apos; significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.

The Approach: Development of a compact, lightweight apparatus which produces oxygen by using the wearer&apos;s breath in a chemical reaction. How It Works: The device is designed to cause the user&apos;s breath, which contains water vapor and carbon dioxide, to react with potassium superoxide (K02) to produce oxygen in quantities sufficient to sustain the wearer for one hour. The influence of thermal treatments on the grindability of low-grade hematitic iron ores from Michigan and Minnesota was examined in bench-scale tests. Treatment factors were roasting temperature, roasting atmosphere, and ore cooling conditions. Bond ball mill grindability and work indices were used as response indicators in evaluating the condition of the ore. Of the three treatment factors evaluated, roasting atmosphere, which brought about the con version of iron oxides to magnetite, had the most significant effect; roasting temperature had the next most important effect; and cooling condition had the least effect. Optimum grindability was obtained with reduced-quenched products of both ores at 650° C, near the alpha-beta phase transformation of quartz.

This report describes aperiments by the Bureau of Mines and reviews theoretical aspects of the use of organophosphate solvent extraction for recovering beryllium from sulfate leach liquors. The leach liquors were prepared by sulfuric acid leaching of lime-sintered low-tenor beryl flotation concentrates. The experimental work on sulfate leach liquors showed that the acidic esters of organophosphates extracted beryllium slowly but in preference to aluminum. Three common alkylphosphoric acids, di- (2-ethylhexyl) (EHPA), heptadecyl (HDPA), and dodecyl (DDPA), in order of decrmsing selectivity, yielded a partial separation of beryllium from aluminum.
