The Bureau of Mines, as part of its mission to effect pollution abatement, conducted research to study various means of dewatering Florida phosphatic clay wastes and reclaiming mined lands. The work was done in cooperation with 10 Florida phosphate companies. During this work, a novel technique to effectively dewater phosphatic clay wastes was developed. The solids contained in the clay waste slurry are slowly compressed by moving wire mesh screens through the system. In a typical application, the screens were moved downward, compressing solids ahead of the screens. The rate of movement of the screens is an important variable in the process. It is believed that the moving screens distort the gel structure of the phosphatic clay system and cause the release of water. Samples of 18 clay wastes, including a high-grade attapulgite from beneficiation plants of the Florida phosphate field, were studied using the method. Typical samples were concentrated from initial solids of 4.7 and 11.9 percent to 16.8 and 25.2 percent, respectively, in 3-1/2 days. The high-grade attapulgite sample was dewatered from 2.7 percent solids to 13 percent solids in the same period.

Standing crib supports have been applied in underground mining programs to resist large roof movements and sustain high-loads. The strength and deformation capability of these systems has been documented under both laboratory and field conditions. The parameter that has not been examined and is not well understood is the effect that a crib or other types of standing support has on the primary and secondary bolting systems. A crib support system with low system stiffness may allow large amounts of closure and deformation and cause the bolting systems to yield or even fail. Conversely, cribs or standing support that are too stiff may experience brittle or buckling failures, negating the advantage of the intrinsic supports previously installed. Utilizing a combination of field measurements and 3-dimensional finite element modeling techniques, the relationship between system stiffness and the subsequent performance of the installed bolting system is evaluated. Additionally, a simple method for calculating the combined system stiffness for standing supports, when using materials with different strengths such as steel, concrete, wood, etc., is presented.

This report summarizes the incidents that preceded the December 9, 1970, propane-air explosion in Port Hudson, Mo., and then attempts to establish the nature of the explosion from the ensuing events. Special emphasis is given to possible ignition sources, the distribution of flammable vapors, and the analysis of blast damage. Both near-and far-field damage indicated that this explosion may be attributed to the detonation of propane in air with an energy release equivalent to that from about 50 tons of detonating TNT.

The mineral industry of Benin contributed less than 1% of the 1977 gross domestic product (GDP), which was estimated at $500 million.' Other than limestone and salt, no exploitable mineral deposits have yet been discovered in Benin, which has been rated by the United Nations as one of the world's least developed nations. In 1977, the economy was further weakened by petroleum price increases and severe drought. The country continued to depend on foreign assistance, which averaged $20 million per year, to finance development projects. The country's first 3-year plan, which was put into operation in October 1977 after many delays, allocated more than $1 billion to projects in infrastructure, agriculture, and light industry. The most important infrastructure project was the expansion and modernization of the port of Cotonou, valued as an entrepôt port for the transit of goods to the neighboring countries of Niger and Nigeria. Plans called for an increase in handling capacity to 1 million tons of cargo annually, the improvement of port and cargo handling operations, and the upgrading of the efficiency of the Port Autonome de Cotonou (PAC) management system. The $46 million project was to be financed by a consortium led by the International Bank for Reconstruction and Development (IBRD) and including Canada, France, Nigeria, and Abu Dhabi. Construction was scheduled to begin in 1978 and be completed in 1980.

"Haulage accidents usually are responsible for about 17 or 18 percent of all coal-mine fatalities and about 21 percent of all non-fatal coal-mine accidents. When the relatively small number of employees continuously exposed to haulage hazards is considered, it would appear that haulage is more hazardous than any other phase of coal-mine operation.Haulage accidents have increased from year to year, doubtless due to the increase in electrical haulage, and particularly to the use of larger cars, heavier locomotives, longer hauls, and greater speed. Unless very definite steps are taken to eliminate the causes of these accidents, they will continue to increase rather than be reduced, as they can and should be.Underground haulage in many of the large modern mines of today is similar in many respects to railroad practice. In recent years the railroads have made wonderful strides in reducing accidents, and instead. of being one of the most hazardous occupations, as it once was, railroading is now one of the safest. Doubtless, if thought and action, similar to that given to reducing accidents among railroad passengers and employees, were given to safety in mine haulage, under¬ground haulage accidents could be reduced in about the same ratio.Haulage accidents may be classified, according to responsibility, into two groups - those for which management is largely responsible and those for which the employee is largely to blame; there is, however, an overlapping of responsibility from one group to the other. If, therefore, haulage accidents are to be reduced, it is absolutely essential that both management and employees cooperate to this end.In the first group, for which management is largely responsible, may be included accidents due to faulty equipment, moor track, a poorly arranged system of haulage, lack of clearance or of overhead protection, and dirty roadways; even in these features, however, the employee is not without a measure of responsibility, as failure of haulage equipment possibly may be due to lack of care on his part, failure to report when equipment is out of order, or failure to do a good workmanlike job of installing or repairing or operating.To the second group of accidents for which the employee may be largely responsible, belong those caused by such careless practices as jumping on and off fast-moving trips, coupling on the ""fly"", running at excessive speeds, failure to properly block cars, and similar hazardous and unnecessary acts of omission or commission. If, however, management condones such practices, or, as in some instances, insists upon them, it must accept its share of responsibility for the accidents that inevitably result.Some of the most prolific sources of haulage accidents will be discussed briefly, together with the steps that may be taken to minimize their occurrence."

The report describes three experiments that were conducted to determine the effects of size and weight of the miner's battery pack on performance in the low seam coal environment. Three separate experiments were carried out in a simulated low seam coal mine. The first experiment tested the sensitivity of task measures (i.e., subjects performed locomotion) shoveling, cart pushing, and timbering tasks) to detect variations in the size and weight of the battery pack. The results of the first experiment demonstrated that only the locomotion tasks were sensitive to size and weight variations. The second experiment, therefore, focused on the locomotion tasks and tested the effects of varying size and weight on task completion time. The third experiment was designed to compare the present battery pack to a radically different configuration of power cells. The most important findings were that changes in weight affected locomotion times but changes in size and configuration had small and inconsistent effects. Opinion data of subjects indicated a strong preference for a battery nark belt concept.

This report (Safety File Guidance 6.0) is the eighth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. The heat content above 25.0° C up to 1,000° C was measured for six rock types: St. Cloud Gray Granodiorite, Holston Limestone, Sioux Quartzite, Rockville Quartz Monzonite, Salem Limestone, and the basalt at Dresser, Wis. The calorimetric data were obtained with an isothermal jacket-copper block calorimeter. The experimental heat content data for each rock type are presented, along with specific heat data obtained from the temperature derivative of the heat content. For the six rock types the maximum deviations of the specific heats at a given temperature were within 10 percent below 575° C and within 34 percent above 5750°C. The increase in the values of specific heat range from a minimum of 13 percent for the basalt at Dresser, Wis. (temperature range, 100° to 1,000° C) to a maximum of 46 percent for Holston Limestone (temperature range, 100° to 870° C).

Research was conducted by the Bureau of Mines to determine feasible roasting methods for the removal and the recovery of germanium, cadmium, and lead as enriched fractions from sphalerite concentrates. The two types of roasting processes studied were: (1) Batch, with a stationary bed, and (2) continuous, with a suspended bed, Results indicated that either method gave satisfactory metallurgical recoveries} but the continuous process is recommended because of inherent advantages. Final products were enriched fractions that could be treated by conventional methods for production of metallic germanium, cadmium, and lead. In the batch process, the concentrates were placed in a large tube furnace and heated at 1,080° C, an average of 3 hours. During the heating period, inert, reducing} or sulfur-laden gases were passed over the stationary charge to convey the sublimed metal sulfides from the hot portion of the tube to a lower temperature condensing zone at the end of the tube, where the metal sulfides were collected on baffles and recovered. In the batch and fluidizing roasting processes alike, the gases passed over or through the charge and served only as carriers for the sublimates and as suspension media in fluidization roasting. Since both processes depended on the volatilization, at relatively high vapor pressures, of the sulfides of germanium, cadmium, and lead, it was imperative that very little oxygen come in contact with the charge to alter the sulfide minerals. Germanium has a high affinity for oxygen, but in this instance it was buffered by being in solid solution in zinc sulfide.

This volume summarizes mining and petroleum legislation in 22 jurisdictions of the Near East and South Asia. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes : First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

To keep the mineral and allied industries informed of trends in the causes of accidents and to point out the need for corrective measures, the Bureau of Mines collects, analyzes, and publishes, periodically health and safety statistics. This report includes data for 1961 on injury experience, with related employment statistics, at coal mines in the United Status. These data are presented in tabular form under the following headings; General Injury Experience Tables 1 to 6: Current data on number of injuries, degree of injury, frequency and severity rates, average severity, and related employment and production data by work location.

Preventive maintenance practices are listed in the manufacturers&apos; instruction books. In general, equipment that requires frequent and extensive preventive maintenance is generally the most costly. The manpower spent on these frequent trips to remote areas is such that it is usually better to invest in a more costly system which requires little preventive maintenance. The best preventive maintenance for the system is a good installation. 7.2 Preventive Maintenance and Inspections With any system, periodic inspection is required because of the corrosive atmosphere and adverse conditions that exist in underground mines. These inspections can spot potential trouble in the system. Repair or replacement at that time averts the possibility of losing effectiveness of all or part of the system. 7.2.1 Cables Approximately once per month all cables in the communications system should be inspected for kinking, chafing, cracking, wear, stretching, or other signs of physical abuse. Particular attention should be paid to cable glands at the entry or exit points to the various units in the system, where the cable goes around sharp corners, in the vicinity of holding cleats which may be clamping the cable too tightly causing potential damage, and across the areas where the cable is exposed to physical damage from outside sources, such as equipment or falling objects. If a cable is damaged, it should be replaced as soon as possible. It is mandatory that the ground leads and connections to carrier current phones be thoroughly inspected and maintained in good condition, since considerable hazard may exist to the operator or equipment if a ground connection is broken. 7.2.2 Pager Phones The most readily available test set to determine if a pager telephone is operating correctly is the pager phone itself. The following physical check of the system can be performed at any phone station. 7.2.2a Listen Circuit Remove the handset from its cradle and listen to determine if the circuit is functional, as indicated by the presence of noise or conversation on the line. If no noise or voice signals are present at the handset receiver, take the following corrective action: 1. Operate the handset press-to-talk switch several times. Any corrosion on the contacts of this switch may cause a receiver to be temporarily inoperative. Repeated operation may clear the condition. 2. Open the cabinet and see if the battery cables are properly connected and are making firm contact. Check the handset cable and its connections in the cabinet of the pager phone, and see if there is any evidence of a break in the cable, corroded contacts, or poor connections. 3. Remove the handset receiver earpiece by unscrewing it counterclockwise (to the left), and remove the receiver from the socket. Examine the handset cavity; in some units, a patch of cotton batting or floss is used as a barrier to reduce acoustic feedback in the handset. If the cotton patch has absorbed moisture, remove it and replace with a crumpled ball of soft rubber, stuffed just far enough into the handset so it will not touch the receiver or switch terminals. 7.2.2b Page Circuit and Talk Circuit Push the page switch, squeeze the handset press-to-talk switch, and call any other phone. Release the page switch

"The captive bubble and sessile drop contact angle techniques have been used to evaluate the hydrophobicity of petrographically identified coal macerals. The magnitude of the contact angle on vitrinite is shown to be a function of coal rank ( %C, %0 and % vitrinite reflectance), increasing with increasing rank to a maximum for low volatile bituminous rank coals then decreasing for anthracite. The least data scatter is found when vitrinite reflectance is used as a rank parameter. Contact angles measured or estimated for other discrete macerals, indicate a variation in hydrophobicity based on coal type. These data correlate well with known flotation results. Coal is a heterogeneous mixture of plant remains and associated minerals that have undergone chemical and physical changes by biological and geological processes. These plant remains form coal macerals, discrete organic entities in the coal which have characteristic chemical and physical properties. As the differing chemical nature of each maceral will affect its behaviour in processes such as carbonization the separation of macerals during coal preparation may provide an important asset in coal utilization.Separation of some of the macerals based on specific gravity has been achieved in the laboratory, and by Sun and Cohen , in a study of two Pennsylvania bituminous coal preparation plants. It was indicated that the lighter exinites report almost exclusively to the clean coal while the denser inertinites are concentrated in the higher gravity fractions. The Longwy-Burstlein process6 took advantage of the difference in hardness or friability of the macerals by using impact breakage followed by screening to remove the more friable vitrain,clarain and fusain. The remaining durain, often high in spore content, was then recrushed. The re-mixed fractions produced the optimum size for obtaining the best coke strength for a particular coal.Separation or concentration of rnacerals by froth flotation largely depends on differences in the hydrophobicity of the macerals. Sun and Cohen 5 . indicated an order of decreasing floatability as exinite, vitrinite and inertinite, while a Russian study (as cited by Brown 7 ) showed that vitrains floated more readily than the duller types. More recently, Hirt and Aplan8 showed that 'pseudovitrinite' floats somewhat faster than does vitrinite while fusinite floats very slowly. Olson and A plan found that vitrinite floated easily while substantial quantities of the non-floated coal contained fusinitic material. Burdon noted that vitrinite is more floatable than semifusinite, and Sarker et a/. 11 have shown that vitrinite is selectively concentrated by froth flotation and oil agglomeration. Sun indicated that flotation, based on his calculated floatability index, should decrease in the order clarain, vitrain, fusain and durain; while Horsley and Smith 13 indicated the decrease to be: vitrain, clarain, durain and fusain. These differences can be attributed to the specific coals used in each study and to the individual macerals composing each coal type within a given coal."

The Bureau of Mines designed a chlorination apparatus to prepare CrCl2 free of CrCl3 by the direct reaction of chlorine and chromium. Equipment and procedures were developed for routine preparation of 25-pound batch quantities of anhydrous CrCl2. Calcium, iron, nickel, and silicon impurities were in the 0.01 to 0.05 percent range, and all other impurities were below 0.01 percent.

A study was made of the effectiveness of dust-control methods being employed in connection with continuous-mining operations. Airborne dust exposures of workmen and dust loadings of return air were determined for six types of continuous-mining machines. The conditions required for control of dust exposure are summarized and include ventilation of the working face by an exhaust system. Return-air dust loadings ranging up to 13 pounds per hour are reported.

LOCATION, HISTORY, AND GEOLOGY The Hartley-Grantham Mine is located just outside the city limits of Baxter Springs, Kans., as shown in Figure 1. Noise Induced Hearing Loss (NIHL) is the most common occupational disease in the U.S. with devastating consequences particularly in the mining industry. A study conducted by the National Institute for Occupational Safety and Health (NIOSH) revealed that 90% of coal miners have hearing impairment by age 50, compared to only 10% of those not exposed to occupational noise. According to the Mine Safety and Health Administration (MSHA), Continuous Mining Machine (CM) operators account for 30% of workers exposed to noise doses exceeding the Permissible Exposure Level (PEL). This number becomes more dramatic considering that 49% of the total national underground coal production is extracted using these machines. In this context, NIOSH is conducting research to identify and control dominant noise sources in CMs. Previous noise source identification was performed using a Brüel &Kjær (B&K) 1.92-m diameter, 42-microphone phased array. These measurements revealed that the impacts from the conveyor chain onto the tail roller, and the impacts from the conveyor chain onto the upper deck are the dominant noise sources at the tail-section of the CM. The objectives of the work presented in this paper were: 1) To rank the noise radiated by the different sections of the conveyor, and 2) to determine the effect of a urethane-coated tail roller on the noise radiated by the tail-section. This test was conducted using an Acoustical and Vibrations Engineering Consultants (AVEC) 3.5-m diameter, 121-microphone phased array. The results from this new test show that a urethane-coated tail roller yields reductions in the tail-section of 2 to 8 dB in Sound Pressure Level in the frequency range of 1 kHz to 5 kHz. However, integration of the acoustic maps shows that the front-section and mid-section of the conveyor also contain dominant noise sources.
