Mineral raw materials produced in California, other States, and foreign countries were purchased for consumption in quantities valued at over $60 million at 800 of the 1,200 chemical plants operating in California Fn 1960, according to questionnaires completed by company officials. These and other data received from mineral consumers, producers, dealers, and Government agencies formed the basis for this the first of a series of reports designed to present the intricate features and relationships controlling mineral raw material supply and demand in California industries. The results of this study indicated certain changes in use patterns of minerals in chemical manufacturing; a shift in requirements from metals to nonmetals, from inorganics to organics, from natural to synthetic materials, and from distant to local sources of supply.

The U.S. Bureau of Mines, Department of Labor, and United States National Committee of the CIE hosted the TC4.10 Mine Lighting Committee Meeting and Second International CIE Mine Lighting conference at the MSHA Academy in Beckley, WV from October 12-16, 1981. This was the first time the meeting and conference had been held in the United States. The TC4.10 Mine Lighting Committee, chaired by Dr. Adam Peretiatkowicz of Poland, was attended by 15 committee members and six guests representing eight countries. Discussion during the meeting covered mine lighting instrumentation, open cast (surface mine) lighting, and lighting sources. The committee also reviewed a draft of proposed lighting terminology and suggested changes to make the definitions more acceptable to representatives of the nations present. The mine-lighting conference featured 20 papers presented by 18 speakers representing six countries. The papers covered all phases of mine lighting, including research, hardware development and application, personnel acceptance, and requirements for system maintenance. The conference attracted 126 attendees and also included displays by eight lighting hardware manufacturers and four mining machine manufacturers. Papers from the conference are being published by the Government Printing office, with copies presented to the conference attendees. Copies will be available to others interested through the NTIS. During the course of the TC4.10 meetings and conference, committee members toured three mining equipment assembly plants, and six of the foreign representatives visited a longwall installation in an underground mine. The absence of plants on the Pacific coast for the reduction of iron ores usually is attributed to the fuel situation there. Thus, the bulletin of the. State Division of Mines for 1933, entitled "California Mineral Production," says: "There are considerable deposits of iron ore known in California, notably in Shasta, Mad era, Placer, Riverside, San Bernardino, and Los Angeles Counties, but production has so far been limited for lack of an economic supply of coking coal." It has been estimated that the six major steel plants of the Pacific coast have an annual ingot capacity of 600,000 tons. The present need for tin plate averages 300,000 tons yearly for California alone, of which some 12 percent is manufactured locally. If the consump¬tion of other iron and steel products in 1929 may be taken as an approximate, estimate of the normal requirement for such products, it may be estimated further that, 65,000 to 75,000 tons each of cast-iron pipe and steel reinforcing bars and 300,000 to 400,000 tons of structural shapes and plates will be required annually in California.

This report provides concepts for two automated longwall mining systems; one for operation in a 42 to 57-inch thick section of the Lower Kittanning coal seam, the other in a 57 to 72-inch thick section of the Pittsburgh seam. The Lower Kittanning concept uses a single-drum bidirectional shearer and 500-ton capacity 4-leg chocks and the Pittsburgh concept uses a double-drum shearer with 500-ton shields. Each concept is designed to produce in excess of 2,500 tons of clean coal per shift with a 6-man face crew. The automated longwalls consist of off-the-shelf control system hardware attached to standard longwall equipment. Control hardware includes a control and display console; prime and backup mini-computers; multiplex data transmission, power, and control lines; several remote terminals which serve as interface junctions; and various sensors and actuators located on the longwall equipment. The system can be operated either fully automatically, remotely or manually.

The contribution of minerals to the growth and development of the United States is best demonstrated by the uses which have evolved during the past two centures. During pre-Revolutionary days the colonies were essentially agricultural in character, producing cotton, tobacco, rice, indigo, grains and flour, fish, livestock, dairy products, and timber. Shipbuilding was the major manufacturing industry. In 1763, the total value of exports for Virginia, Maryland, New York, Pennsylvania, and Massachusetts was £2,722,000, of which £55,000, or 2 percent, was for "copper ore, and iron in pigs" (3)1 and £49,000 was for 21,000 barrels or hogsheads of "pot-ash." The value of 75 ships built for sale in 1763 by the colonies was £61,500.

Fires in underground metal and nonmetal mines pose a threat to the safety of underground miners and to the productive capacity of this Nation's mines. Contaminated air (smoke, carbon monoxide, and other products of combustion) is the primary life safety hazard created by a mine fire. The most reliable defense against the hazard posed by the rapid spread of contaminated air underground is early warning fire detection and rapid evacuation. This Bureau of Mines report describes the design and operation of four prototype early warning fire detection systems, for underground noncoal mines, presently undergoing prolonged in-mine testing by the Bureau. The systems are described within the context of the underground mine environment.

This publication reports on the design, fabrication and test of an Improved methane monitor system for compliance to 30CFR75.313. The system will Initiate automatic shutdown of mining machinery when excessive concentrations of methane are encountered. The prime consideration: In the design were small size, Improved accuracy and reliability, fast response and a transient resistant power supply capable of reliable operation from any mine power source. The power supply contains an internal battery that provides operating power to the detection system prior to mining machine start-up or after machine shutdown. This report documents the development program from conception through in-mine testing.

Electrical accidents occurring in coal mines from 1975 through 1979 were categorized and analyzed. The data was searched for common electrical hazards, common activities on the part of those injured, and common negligent or careless behavior. The most common electrical hazard was abnormal arcs or sparks, the most common injured activity was handling energized trailing cables, and the most common careless behavior was failure to de-energize circuits before working on them. The accident data was combined with mine production statistics to form a normalized electrical accident rate. It was found that some mines have consistently more lost workdays per man-hour worked than do other mines. Bureau of Mines electrical safety research contract expenditures were reviewed to judge whether the research effort was directed to those areas which are related to the most accidents. In some cases it was not. A method was devised and utilized to estimate the relative cost to the mining industry to implement certain safety measures developed through Bureau research, and also to estimate the potential safety benefits. Some safety changes are recommended, others are not. MSHA regulations were reviewed for effectiveness in preventing electrical accidents, and suggestions were made for discontinuing, clarifying, or otherwise modifying the regulations.

This report documents the program conducted to demonstrate the application of a flywheel-powered propulsion system to underground mining shuttle cars. Such application can replace the present electrical trailing cable common to most shuttle cars and thereby eliminate those safety hazards, maintenance problems, and haulage route limitations inherent in the trailing cable. Described are the activities undertaken to specify and design a flywheel of optimum size, shape, and material; to identify the best concepts of input and output systems; and to achieve installation of the power package into a shuttle car. The resultant Flywheel-Powered Shuttle Car is an FMC Model 6L shuttle car, 6-ton capacity, 20-ton gross vehicle weight, powered by a flywheel system with 4.5-kilowatt-hour usable energy. The completed vehicle was delivered to the Bureau of Mines in Bruceton, Pennsylvania, for testing and evaluation.

This report describes the design and implementation of UHF radio and closed-circuit television systems in the Black River room and pillar limestone mine near Butler, Pendleton County, Kentucky. Prior to designing the radio system, measurements of signal attenuation on 812 and 466 mHz were made in the slope tunnel and in the straight and level crosscuts in the mine. Two distributed antenna systems fed by two sets of base stations provide approximately 75o coverage of the mine. Passive reflectors are used for extending signals into intersecting crosscuts and two-way signal boosters will be used to extend signals to the perimeter and obstructed areas of the mine. Fourteen mine vehicles were equipped with mobile radios equipped with digital identification, alarm and status encoders. Fifteen portable transceivers also were used. Six closed-circuit television cameras provide surveillance of critical transfer points of the belt conveyor system, and the loading dock at the base of the slope and an ash disposal area in the mine. Two-way radio communication and closed-circuit television have saved considerable man. hours, increased production, reduced maintenance costs and enhanced safety. Innovative developments were the use of passive reflectors and two-way signal boosters for extending signals into intersecting crosscuts, development of lightweight signal margin measuring equipment, modifications of mobile digital encoders to automatically send status information from mine vehicles such as numbers of loads of ore delivered, hot engine, etc., and the use of CATV technology for multiplexing audio, digital and video signals onto coaxial cables from the surface to the mine.

The revised inspection standards or recommendations herein have been prepared for use in Federal inspection of bituminous-coal and lignite mines. They succeed a compilation of similar standards published as Bureau of Mines Information Circular 7268 in December 1943 and employed as a guide in Federal inspections since that time. Important alterations and additions have been made because of changes in mining, practice and temporary shortages of some safety equipment; moreover, several previous standards have been found not generally applicable and have accordingly been deleted. Mining methods and equipment continue to change, and new hazards and new safeguards are introduced. Consequently, these standards are subject to revision from time to time. Questions from the coal-mining industry regarding these standards and suggestions as to changes and additions thereto will be welcomed and considered carefully when the next revision is made. Many constructive criticisms from the mining industry have been considered in preparing this edition.

Endless lines at service station gasoline pumps, limited travel at reduced speeds, thermostats set at an uncozy sixty-eight degrees in the dead of winter-these are but a few of the inconveniences and discomforts that awakened Americans to a realization that our domestic minerals resources, traditionally taken for granted, are not boundless. We begin to accept and practice principles of conservation, yet we are aware that this alone cannot appreciably forestall the inevitable depletion of our minerals, metals, and fossil fuels-resources critical to our Nation's economy. The key to warding off shortages is the development of technology that will insure a continuing, adequate supply of minerals and energy from reliable sources at the lowest possible costs to society and the environment. The mission of the Bureau of Mines is to develop this improved technology. Established in 1910, the Bureau of Mines of the Department of the Interior is the Federal Government's primary research arm in the minerals and fossil fuels fields. In addition to its research role, the Bureau keeps the Government informed of the Nation's mineral posture. The Bureau also seeks to stimulate private industry, through the awarding of grants and contracts, to produce minerals and fuels at a rate compatible with the country's increasing demands.

Over 500 industrial, academic, and government representatives from Europe, Canada, and the United States attended the first large symposium ever held in this country on fly ash utilization and technology, March 14-16, 1967, at Pittsburgh, Pa. Sponsored by the Edison Electric Institute, the National Coal Association, and the Bureau of Mines, the symposium featured 27 formal presentations by leading reports from the United States and Europe on all major phases of fly ash production, utilization, and research. Representing the three sponsoring organizations were Edison Electric Institute, James D. William- son, The Dayton Power and Light Co.; National Coal Association, James R. Garvey, Bituminous Coal Research, Inc; and Bureau of Mines, Harry Perry. Symposium chairman was John H. Faber of the Bureau of Mines. Gerard C. Gambs, Consolidation Coal Co., addressed the opening session. Moderated by Mr. Garvey, President and Director of Research of Bituminous Coal Research, Inc., the opening session was devoted to a discussion of the nature of the fly ash problem, including availability, specifications, and limitations on its use. Subsequent sessions covered Fly ash marketing, fly ash utilization in concrete and masonry products, specialized uses, and recent developments in basic fly ash research. Others serving as session chairmen were Oscar E. Manz, Associate Professor of Civil Engineering, University of North Dakota; Mrs. Katharine Mather, Chief, Petrography and X-ray Section, Concrete Division, U.S. Army Engineers Waterways Experiment Station; Mr. Williamson, and Mr. Perry.

In terms of a Research Proposals supported by a Grant Agreement dated 30 June 1973, the author was commissioned to prepare an annotated bibliography of mine fires. The main objective was to conduct a comprehensive program of library research and search of official files to prepare a list of articles dealing with actual occurrences of mine fires. This bibliography as now completed includes an annotated reference from each article or report cited, underlining the cause, extent, methods used, procedural errors made, results achieved, ventilation effects, and lessons learned from the operation of subduing the particular fire.

This Bureau of Mines report is an expansion and update of Information Circular 8719 and comprises maps and tables listing the name, location, and other pertinent data concerning certain fuel-related projects. The maps show the locations of the planned or proposed facilities. The tables include information on projects involving the proposed or planned development of fuel resources, as well as the development of storage, transportation, and conversion facilities. The report covers the 24 States west of the Mississippi River including Alaska and Hawaii. Of the 808 projects for which information is provided, 219 concern coal mines, 246 concern electric generating plants, and 115 concern uranium mines; Energy Supply and Environmental Coordination Act coal conversion notices are also included. Because of the dynamic nature of the energy industry, many uncertainties exist and some of the listed projects may never become realities. Also, no attempt has been made to determine the degree of certainty or viability of each project.

A quick-reaction, mine permissible rescue vehicle (MERV) was developed for use by rescue teams. The MERV is a 6-wheeled, battery-powered unit with life support equipment and instrumentation; designed for a two-man team, with provisions for handling two victims or tools in a trailer. The vehicle is 100 inches long, 56 inches wide, and maximum height of 34 inches. It can be lowered down most mine shafts and has clearance to travel mine railways. The vehicle has power to all six wheels with power transmitted separately to either or both sets of wheels. Low-pressure, high-traction tires give the vehicle the ability to handle soft, muddy mine floors, flooded areas and significant obstacles, and can negotiate a 45% grade. Power and life support are sufficient for a 4-hour mission. The life support system is a commercially-available, approved unit currently used by MESA rescue personnel. A payout wire system provides communication between the vehicle and home base over a distance of 10,000 feet. On-board monitoring of carbon monoxide, methane and oxygen is provided, with master and individual alarms to warn of gas concentrations outside pre-set limits. A lightweight, water-tight trailer was developed for carrying victims or hauling tools and equipment.

A unity of viewpoint emerged from the workshop. The concept that transmission is via characteristic modes was a common theme in many of the presentations. Also, the confusion an the meaning of monofilar and bifilar to describe these dominant modes was cleared up. But, there was still a healthy divergence of opinion on what constitutes an optimum system. It was generally agreed that further analytical and experimental work is definitely needed. In particular, it was stressed that independent measurements of the constitutive properties of the electromagnetic environment are needed. Also, there was considerable concern that laboratory measurements of rock samples could lead to misleading results for the effective conductivities. Also, there was a general recognition that over simplified propagation theory should not be used to interpret field data. From a theoratical and practical point of view, it was realized that mode coupling plays a vital role in the transmission channel. One must not only understand which and how many propagation modes are excited by the transmitting antenna, but the conversion of energy from one mode type to another must be accounted for. This conversion can either be done intentionally (by fixed mode convertors) or non intentionally (by random wall roughness). In fact, mode conversion can be quite complicated when various propagation paths exist such as when insulated cables, leaky feeders, grounded rails, coal seams, etc. all convey portions of the electromagnetic energy. However, this state of affairs should be regared as an. opportunity for extended communication coverage in mines rather than a limitation of a desig. procedure based on preconceived notions of the dominant propagation mechanism.

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. Increased application and interest in the use of microseismic monitoring to deal with ground control problems, Particularly those resulting in violent failures, has brought about the need for practical guidelines with respect to all phases of microseismic monitoring. This report presents the results of an 18-month effort to review the microseismic method and develop needed practical guidelines. Microseismic activity and properties of microseismic events are treated so that these parameters can be taken into account when developing monitoring equipment. Microseismic equipment is discussed to provide familiarization with the components of monitoring systems. Factors to be considered and procedures for developing a microseismic monitoring system are presented. Both physical and electrical considerations for the installation of a monitoring system are discussed in detail. The operation of a microseismic system including data analysis procedures is presented. Field examples to illustrate use of microseismic data in evaluating ground control problems are presented in a number of case histories.

The contract objectives are (1) to develop safe practice guidelines which will minimize the chance of fires in underground fueling areas and (2) to develop a low-cost, reliable, automatic fire protection system for underground fueling areas. The effort described by this report covers the period from 21 June 1976 to 30 September 1977 and accomplished the following tasks: ? Preparation of Data Plan and Data Acquisition, mainly through visits to sixteen mine sites and a literature survey. ? Analysis of the accumulated data, providing design inputs for (a) evaluation of the fire problem; (b) development of safe practice guidelines; and (c) development of recommended design concepts for automatic fire protection systems. ? Preparation of safe practice guidelines for underground fueling areas. ? Preparation of recommended design concepts for automatic fire protection systems for underground fueling areas. ? Design and fabrication of fire protection system for installation at Pine Creek Mine, Bishop, California. ? Install system and perform underground fire tests at Pine Creek Mine.
