This report is one of a series describing investigations by the Federal Bureau of Mines of the performance of various types of coal - cleaning equipment ; other reports in the series are listed in the bibliography . The information in these reports is useful to the coal industry and the manufacturers of coal - cleaning equipment in several ways : First , it assists the coalpreparation engineer who is planning a new plant to select the type of process best suited to the requirements by enabling him to forecast the yield and quality of clean coal obtainable with each type of equipment . Second , the information serves as a yardstick by which the performance of a plant can be judged and thus helps determine whether it is operating at satisfactory efficiency . Both these functions promote better coal - preparation practice ; that is , they help provide coal of more suitable quality for the market and likewise minimize the waste of good coal . This serves the interest of conservation with which the Bureau is vitally concerned . The present report deals with three plants using the Tromp dense - medium process , named after its inventor , K. F. Tromp , who developed the process in the Netherlands in 1936.5/ Selection of this particular dense -medium process for investigation was entirely a matter of convenience , and reports dealing with other dense -medium systems are planned for the future . Two baths are employed in one of the plants investigated . The first of these , handling 6- to 3 - inch coal , exhibited an exceptionally sharp separation between coal and impurity . NIOSH continues to conduct respirable dust control research for surface mine blasthole drilling operations. Research areas have included testing variables (shroud leakage area, drill deck cross-sectional area, shroud height, collector-to-bailing airflow ratio, etc.) that have the most impact on respirable dust control, development of a dust collector inlet hood, development of a dust collector dump point shroud, and testing of a small diameter water separating sub. This paper summarizes the results of the aforementioned research that has been completed. Additionally, past dust control research for drilling operations of both underground and surface mines completed by the U.S. Bureau of Mines, created in 1910 and incorporated into NIOSH in 1997, is reviewed.

The Bureau of Mines, in cooperation with the American Petroleum Institute, studied the effect of fuel volatility and front-end fuel composition on the amount and photochemical reactivity of automobile exhaust and fuel-system evaporative emissions. The study involved six gasolines--the base fuel, three fuels of varied volatility, and two fuels differing from the base and from each other in front-end olefin content. Data were obtained from 16 vehicles operated on a chassis dynamometer using a speed-load-time cycle that approximated a typical urban trip. Tests were made at ambient temperatures of 20°; 45°, 70°, and 95° F, using a climate-controlled dynamometer room. The amount of hydrocarbon emission and its probable photochemical effect, a potential contribution to pollution, is expressed as weight (reactivity equivalent) of a moderately reactive material, ethylene. Emissions of oxides of nitrogen, car-bon monoxide, and aldehydes were also observed. Results showed that reduction of volatility from currently typical levels serves to reduce both the amount and the reactivity equivalent of evaporative losses with a slight penalty by way of higher exhaust emissions. Alternatively, reducing the amount of light (low boiling) olefin in the fuel had no effect on the amount of hydrocarbon pollutant but did significantly reduce the reactivity equivalent of the emissions. Neither volatility change nor chemical changes to the fuel significantly affected the nonhydrocarbon emissions.

The Bureau of Mines conducted one of the most extensive studies on surface mine illumination to date, to assess the illumination needs of mobile surface mining machinery with respect to the visual tasks required of machinery operators. Field Investigations were performed at 22 surface mining operations, coal and metal-nonmetal, within several mining regions of the United States. Visibility and illumination were measured for 159 visual tasks performed by equipment operators on or near 57 surface mining machines, including draglines, shovels, blasthole drills, bulldozers, loaders, haul trucks, graders, scrapers, and several service-type vehicles.

Output of ore and waste from metal and nonmetal mines in the United States continued an upward trend and established a new high. The tonnage of ore handled increased 6 percent over that moved in 1964 and the tonnage of waste rose almost 10 percent. Earth moving by these two activities exceeded 3.2 billion tons, an increase of 7 percent over the 1964 total. Crude material from which metal or nonmetal products were derived continued to be about 75 percent of the total material handled. In 1965, surface mining methods were used to produce about 93 percent of the ore, 99 percent of the waste, and 95 percent of the total material handled. These percentages have remained almost constant since the beginning of this decade.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as "any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine." Contractors that perform specific types of work are required to report the number of employees who perform work at coal mines and at noncoal mines.

EXPLOSIVES RESEARCH. As the physical laboratories of the explosives section of the Pitts- burgh experiment station were equipped for testing the physical properties of explosives, both the Army and Navy Departments for many years had requested the Bureau of Mines to make such tests. Chemical control of the physical tests through analyses, heat tests, analyses of gaseous products of combustion, and sand tests was exer- cised through the explosives chemical laboratory. Often an investigation was cooperative between two laboratories. The explosives chemical laboratory also aided the work of the Ex- plosives Regulation both by chemical tests and investigation of acci- dents in explosives plants. COOPERATIVE WORK FOR ARMY AND NAVY DEPARTMENTS. The explosives chemical laboratory devised, at the request of the Bureau of Ordnance of the Navy, a more economical method of making hexanitrodiphenylamine. This problem was assigned to the Bureau of Mines by Dr. C. E. Munroe, chairman of the committee on explosives of the National Research Council, acting as the depart- ment of science and research of the Council of National Defense. Before the United States entered the war the following reports of investigations were submitted to the Army or the Navy: 1. Report of sensitiveness and relative efficiency of TNT and ammonium picrate, dated February 6, 1913, undertaken at the re- quest of the Chief of Ordnance. 2. Report of tests and examination of two samples of TNT and one of TNA for the Ordnance Department of the Army, dated August 5, 1915, was undertaken at the request of commanding officer, Frankford Arsenal. 3. Report of tests for sensitiveness to detonation of mercury ful- minate of 21 samples of TNT crystallized from various solvents, for the Bureau of Ordnance, Navy Department, dated June 17, 1916. 4. Report of tests of two samples of mercury fulminate for Frank- ford Arsenal, dated December 2, 1916, undertaken at the request of the commanding officer, Frankford Arsenal. After the United States entered the war the following reports of investigations were submitted: 5. Report of pendulum friction and large impact tests on two samples of "sodatol" and two samples of "amatol." The final report was dated July 20, 1918; and the preliminary report, May 15, 1918. I do not regard the criticism by Rankin of my work as valid or even meaningful. I strongly reject the assertion by Rankin that my results are invalid. As stated in my paper, the equation to solve (in e. m.u. ) is: [ ] where n2 =4 ps? . This may be rewritten as three scalar equations in Cartesian coordinates, one of which is [ ] The equation to be solved is the diffusion equation, and it is not appropriate to consider waves in this context. In the method a point-wise solution to the problem is approximated. As discussed in my paper the approach taken at discontinuities in conductivity is to choose the normal component of [E] at the discontinuity as the average of the normal components on either side of the discontinuity. This is similar to the well-known assumption made in obtaining Fourier series representations for piecewise continuous functions (Pipes, 1958; p. 51). In the geophysical problem this means that the discontinuity is approximated by a transition zone, which is a very good approximation for such cases. By using this approach, both the values of the function and its derivatives give a good estimate for those associated with the physical situation. It is not apparent and Rankin has not shown that "all the field components and the derivatives are grossly distorted in the region about the boundary" for geophysically realistic situations. He has given no evidence to support his assertation that the results are "invalid". Although Rankin declares that one cannot calculate the electric components from the magnetic, in his discussion he has not stated why this is so. After once calculating the magnetic components the electric components may be calculated, but one must insure that the initial solution is accurate enough to prevent significant round-off errors.

In order to reduce waste and improve resource conservation, mine planning, and development, the U.S. Bureau of Mines is investigating multiple seam interactions associated with longwall mining. Longwall gate entry and panel stability have been influenced by previous mining in coalbeds above and below a mine in Virginia that operates in the Lower Banner Coalbed. Directly superjacent, approximately 115 ft, the Upper Banner Coalbed has been partially worked by room-and-pillar mining. Directly subjacent, approximately 730 ft, the Tiller Coalbed has been worked by partial room-and-pillar retreat mining. The study mine has experienced problems during development of gate entries in areas of overmining and undermining. It is anticipated that stress fields associated with adjacent mining may further affect gate entry stability and face advancement during the extraction of the longwall panel. To assess overmining and undermining effects on ground stability, the Bureau gathered geotechnical information at the site. Headgate entries and pillars were instrumented and monitored to study loading behavior as the longwall face approached and passed potential problem areas. Measurements indicate that although increases in average pillar pressure were greater than predicted values, previous mining in adjacent coalbeds had little effect on headgate stability.

Preliminary evidence indicated that the Chattanooga Shale might constitute a potential vast low-grade source of uranium. Investigation by core drilling indicated that while the Chattanooga Shale may constitute a resource for the future, the very low (0.006 percent) average uranium content is not economic when compared with the relatively higher grade western ores. A total of approximately 12,000 feet of test drilling was done in 72 drillholes, and large samples were mined for extractive and metallurgical testing. An experimental mine site was selected on the basis of the drilling project.

During the first quarter of 1973 ADL worked closely with PMSRC staff, under an extremely compressed time schedule, on all aspects of the detailed planning, organization and overall coordination and preparation of the lectures and in-mine demonstrations for the Bureau's Technology Transfer Seminar on Mine Communications given in March of 1973 to representatives of the mining industry. Our efforts centered on the detailed organization and preparation of each of the five technical seminar lectures and associated supporting material, and the coordination of tasks assigned to ADL and other seminar participants. Revised and expanded drafts of the seminar papers were prepared from rough draft versions obtained from PMSRC, Collins Radio and ADL staff. Measurements were made to gather key data on the operation and performance of each of the following systems installed in the Bruceton Safety Research Mine; call alert paging, roof bolt paging, section wireless radio, and guided wireless radio systems. These data were analyzed, manufacturer's equipment specifications utilized, and calculations made to provide performance curves and data for each of the above systems. A substantial amount of artwork was conceived and prepared for 35 m slides, system identification posters in the mine, and seminar handouts. This artwork included some forty 8-1/2" x 11" line sketches, graphs, block diagrams, circuit diagrams, coverage maps, and other line drawings; five 30" x 40" block diagram system identification posters suitable for in-mine use; a 20" x 30" detail perspective illustration of a representative coal mine layout; forty viewgraphs; and seventy 35 m slides of the artwork and word charts. Conferences, discussions and review sessions were held with conference participants to help coordinate the various efforts, obtain technical information, and make final plans regarding the lecture presentations, associated visual aids, and the communication system installations to be demonstrated in the Bruceton mine. These meetings included final systems checkouts and dry run presentations and reviews of the lectures and mine demonstrations. This phase of the seminar effort concluded with R. Lagace and R. Spencer of ADL participating in two days of seminar presentations in the lecture hall and in the Bruceton mine.

"This report describes an examination and preliminary exploration of the Magnet Cove Rutile Co. property in Hot Spring County, Ark. The company in 1944 was producing titania for use in-the welding-rod and metallurgical industries but later ceased operations. The deposit appeared to contain potential reserves of rutile ore, and the Bureau of lanes in 1945 conducted an examination designed (1) to obtain samples for ore-dressing tests and (2) to gather information regarding the grade, character, and size of the deposit. This report presents the data obtained by geologic mapping, geophysical surveying, churn drilling, and core drilling. Beneficiation tests are being made at the Bureau of Mines Rolla, No. station, on the samples taken and will be discussed in a later report.The Magnet Cove operation had been called to the attention of the Bureau of Mines, and in view of the potential reserve of titanium-bearing material, it was decided to obtain samples for ore-dressing tests. Churn drilling was selected as a means of obtaining representative samples, and geologic mapping and geophysical surveying were done to throw more light on the nature of the deposit. Subsequently, a few holes were core-drilled.The property contains the NE1/4, W1/2 fractional NW1/4 and 82 acres of the N part of SE of sec. 18, and -29 acres of the SW1/4 NW1/4 sec. 17, all in T. 3 S., R. 17 W., Hot Spring County, Ark. The mine and mill are about 1 mile by graveled road northeast of U. S. Highway 270, a paved road connecting Malvern, 10 miles south and Hot Springs, 12 miles west. The area is served by two railroads, the Missouri Pacific, which passes through Malvern and Hot Springs and the Chicago, Rock Island & Pacific,,has a line connecting Malvern and Hot Springs an passes about 2 miles south of the property. A natural-gas pipe line and an electric power line reach the property."

The Bureau of Mines has designed and put into operation a fail-safe control system for use in underground coal mines equipped with methane drainage pipelines. This control system can detect certain unsafe conditions and respond by automatically shutting off the flow of methane from the degasification borehole to the drainage pipeline. Methane flow is shut off when the methane content in the return airways reaches a predetermined level (typically 1.5 pct), when the methane drainage pipeline is ruptured by roof fall, or when there is an electric power failure. The fail-safe control system was designed using commercially available components and a methane analyzer system previously developed by the Bureau. The fail-safe system consists of a unit that combines a shutoff valve and pneumatic valve actuator, and electronic and mechanical equipment designed to detect hazards and effect shutdown. The fail-safe control system was designed to meet regulatory requirements issued by the Mine Safety and Health Administration (MSHA), U.S. Department of Labor, and State regulatory bodies for the safe operation of underground methane pipelines used for mine degasification. MSHA has inspected and tested this system and permitted its use in two mines. The Bureau installed the fail-safe system in two working coal mines, where successful performance has been demonstrated.

During August 1943, the Bureau of Mines undertook sampling and measuring of the Kennedy zinc tailing pile near Hazel Green, Lafayette County, south-western Wisconsin, as part of a general investigation of this lead-and zinc-producing area at a time when it was extremely important to increase the production of metals for the Nation's War program. The tailing pile was the residue from old jigging plants that treated ore from the Kennedy mine, one of the oldest and. largest mines in the district. Because retreatment of tailing by modern milling methods was proving economically successful at other sites in the southwestern Wisconsin field, the Bureau?s investigation was designed to assist the potential operators in evaluating the feasibility of a retreatment operation at this site. The study involved measurement of the tailing pile and sampling by means of auger to determine the average metal content within the narrowest possible limits. A total of 46 auger holes ranging in depths up to 40 feet and aggregating 886.5 feet of bore were drilled in the tailing pile, and weighted samples from each hole were analyzed and averaged to determine the zinc and iron content of the tailing.

For a number of years the Bureau of Mines has been conducting an investigation of crude petroleum from producing fields in the United States and the Western Hemisphere and has published a series of reports on these fields. Analyses of crude-oil samples tom some oil fields of Louisiana are given in Bulletin 291.4/ Analyses of 26 representative crude oils from various producing formations of southern Louisiana are given in is report. These.samples are from 14 field's in 10 parishes in the southern part of the State, usually designated as the "Louisiana Gulf Coast area." ACKNOWLEDGMENTS Thanks are due the representatives of the various companies from whom samples were obtained for their cooperation and assistance in helping to secure representative samples. The samples were analyzed under the direction of E. C. Lane at the Bartlesville station of the Bureau of Mines.

The U.S. Department of Energy Pittsburgh Research Center,1 has developed and field tested a spatial, spectral sensor for measuring the thickness of mineral deposits. Knowledge of the dielectric constant of the material is not necessary because the electrical properties of the media are determined automatically along with the thickness or distance measurement. The technology was developed to measure the thickness of coal remaining in the roof and floor of a mine or the thickness of a coal pillar remaining between two mining entries for the purpose of guiding a mining machine. However, field tests have shown the new technique is equally valuable for measuring the thickness of each layer in a multilayer manmade structure such as highway paving or building foundations and the thickness of geological deposits other than coal, such as, salt, granite and sandstone. The noncontacting electromagnetic technique uses spatial modulation created by moving a simple dipole sensor antenna in a direction along each axes to be measured while the complex reflection coefficient is measured at multiple frequencies over a two-to-one bandwidth. The antenna motion imparts spatial modulation to the data and enables frequency domain signal processing to solve the problem of media, target and antenna dispersion. The technique overcomes the problem of multipath reflections from nearby metal structures and avoids the use of radio frequency absorbing material. In its present form the system measures material thickness of zero to over 3 m to within ±2.5 cm accuracy. The system parameters are variable to suit the application but for most applications default values of 40 cm antenna motion with measurements made at 401 frequencies from 0.6 to 1.4 GHz at each of 32 antenna positions with a power level of 0 dBm or less are more than adequate to provide a satisfactory signal-to noise ratio. In the range of 0 to 10 m the system operates in the continuous wave mode and by simply turning off the transmitter for ranges beyond 10 m the problems of time domain processing are entirely avoided. The technique can be implemented with a vector network analyzer, a servo controlled L-band antenna positioner, an IEEE488 bus controller and a process computer. An electronics package designed and constructed to operate in the harsh mining environment and providing 1, 2 or 3 dimensional image presentation is being evaluated as a replacement for the network analyzer. Mining companies are usually held responsible for accidents occurring to the public around their operations . Safeguards are provided by progressive mining companies to prevent the public from getting into danger from wandering unattended about the properties . At abandoned operations , where little or no supervision can be maintained , persons are often injured through the negligence of the operator in leaving the property in unsafe condition . After a mine is abandoned or a lease is given up by a mining company , the responsibility for the safety of the property rests sometimes with the State to which the property ownership reverts or with the owner of the land ; either is usually quite unwilling to spend any money to remedy unsafe conditions due to the carelessness of the mining company . The land owner or the State , or both , should see that the work of leaving safe conditions behind is done by the operator before he abandons the mine or gives up the lease . Some of the worst hazards to the public at abandoned mines are from old test pits , abandoned shafts or tunnels , open pits , caved ground , and bodies of water in abandoned open pits . Hazards exist from some of these sources during the active operation of a mining property as well . In the early stages of mining operations test shafts are often sunk from 50 to 100 feet deep through the more or less loose material overlying bed rock . When these shafts are left unprotected , they are a serious danger for many years to come . In the course of time they become largely concealed by brush and grass , and thus are a deadfall to anyone who might happen to step into them . This condition will hold true for any part of the country, but to a much less degree where it is not necessary to sink through a great amount of cover . Many progressive operating companies have adopted the practice of filling in test pits after securing the information desired . Some nonresident landowners and exploration companies , however , have left such pits open , and it is extremely difficult for the mine inspector to get into communication with the owner . Thin sections of coal have been prepared for many years either by cutting on a microtome (1,2)5 or by grinding and polishing (2,1). Specimens of most coals had to be demineralized in hydrofluoric acid and softened in caustic solutions before they could be successfully cut with a conventional microtome. Some lignites could be cut without pretreatment. Jeffrey (1) obtained sections from coals of all ranks, although long and tedious pretreatment was required for anthracite. His sections were less than 1 cm.2 in area (probably much less for high rank coals) and about 5 microns thick. Thiessen (2) also cut sections of softened coals, mostly of low rank. His sections were a few square millimeters in area and about 3 microns thick. However, Thiessen preferred ground and polished sections for detailed studies because they were larger and had not been chemically attacked by softening media. He prepared ground sections as large as 4 cm.2 in area and usually 5 to 10 microns thick. Thousands of such sections, covering complete column samples of many coal beds, were studied for a number of years (4). With the development of the electron microscope and increased interest in quantitative optical studies of coals, a need for much thinner sections arose. However, no suitable technique for preparing such sections was known until Fernández-Morán developed a diamond knife for cutting ultrathin sections of hard materials (5). Workers at the Centre d'Etudes et Recherches de Charbonnages de France applied this new tool to the cutting of coal sections and have recently described their technique to the Burg, of Mines.
