From 1870 to the end of 1929 the coal production of Utah has been some- what less than 110,000,000 tons. During this period at least three major disasters have occurred with fatalities totaling about 380, establishing a decidedly bad record of approximately 3.5 persons killed by major mine explo- sions per million tons of coal produced. Even during the period when there have been no disasters, such as the years 1914 to 1920, inclusive, the fatalities in ordinary working were about 5.4 per million tons produced, against 3.7 per million tons for the whole United States for the same years. The 5-year period following the World War, 1918 to 1922, inclusive, had 4.7 fatalities per million tons; hence, the fatality record in the coal mines of Utah has uniformly been in excess of the average of the coal mines of the entire country. Notwithstanding this poor record, Utah has given to the coal-mining world many excellent safety methods and practices, and Utah coal mines in general take greater measures toward safe mining than do the coal mines of any other State; if practices and methods allowed and pursued in coal mines of other States were tried in Utah coal mines, there would be a succession of disasters.

The recovery of phosphate rack from the ores in the land-pebble district of Florida is a simple washing and screening operation. In the gashing plants coarse phosphate only is saved. Log-Washer overflows and screen-undersize products containing an appreciable content of fine phosphate are discarded. The phosphate grains in the material discharged to waste are generally finer in size than the mesh--14 to 20 mesh or 0.346 to 0.03 inch--of the finest screen in the washer. The operators state that the washers ordinarily recover from 50 to 60 per cent of the phosphate content of the matrix mined. Any increase that can be effected in the recovery of phosphate would be of advantage to the industry and would conserve the mineral resources of the country. In considering possible methods that might increase the recovery obtained in phosphate-washing plants the application of flotation, if it could be successfully developed, seemed to warrant investigation.

The Bureau of Mines investigated the metallothermic reduction of copper oxide as a function of temperature, reactant proportions, form of reductant, and gaseous environment, using iron and steel scrap reductants. The reaction proceeded rapidly with powdered iron at temperatures above 560° C, attaining over 95 percent copper metallization within 3 hours. The importance of inter-reactant contacts on the extent of the reaction was evident from the variable, but usually lesser, degree of metallization obtained with iron from tin cans and automobile steel scrap. Reduction decreased as the molar ratio of copper to iron increased between 1 and 3. The most favorable gaseous environment for the reaction was a static helium atmosphere containing about 0.6 percent water vapor. Ferrothermic extraction of copper from its oxides appears to be essentially a "solid-state cementation" process. While ordinary cementation processes must be preceded by leaching, the ferrothermic method avoids this generally slow step and also the water pollution caused by the leaching agents. Sulfidic copper concentrates could likewise be reduced with metallic iron following their complete oxidative roasting.

Preliminary studies by the Bureau of Mines were conducted to determine the feasibility of a multiple-compartment, ion-exchange (MCIX) column simulator for examining the effect of multiple-orifice plates in the column. A rectangular, five-orifice, three-compartment, MCIX simulator with a cross-sectional plate area of 0.66 ft2 was used for the investigation. Orifices with open areas of 1, 3, and 5 percent were used with various operating conditions. The study was separated into three separate sections: (1) solution flow effect, (2) fluidization effect, and (3) resin transfer effect. The solution flow and fluidization studies showed that for solution flow rates of about 3 gpm/ft2, a I-percent open area plate functioned best, while at solution flow rates of 9 and 15 gpm/ft2, the best open areas were 3 and 5 percent, respectively.

The Other South Pacific Island states extend from Palau, also called Belau, near the Philippines in the west, to French Polynesia in the east. However, a number of countries and territories have been omitted, from this chapter because their mineral production was insignificant to the local economy. These include the French over-seas territories of French Polynesia and Wallis and Futuna Islands; independent states, including Kiribati, Marshall Islands, Micronesia, Palau, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands, and the New Zealand dependency of Niue. What mineral production existed in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities solely for domestic consumption. FIJI The mineral industry of Fiji continued to be dominated by gold, although this sector contributed less than 1 % to the gross domestic product (GDP) of the country. Gold and silver together ranked second in value among the country's exports. Fiji's economy contracted 11% during the 8-month period following the first, on May 14, of two military coups. Although the island nation had been a member of the British Commonwealth of Nations since its independence on October 10, 1970, Fiji's membership terminated with the emergence of the Republic or Fiji on October 15.

PURPOSE: Evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. RESEARCH SUMMARY: The results of previous NIOSH research show that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals and that miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and gender. Using hearing thresholds at 4,000 Hz as an indicator, coal miners experience hearing loss 2.5 to 3 times greater than would be expected for persons not exposed to occupational noise. At age 50, 90% of coal miners and 49% of metal/nonmetal miners were found to have a hearing impairment. In comparison, only 9% of a nonoccupationally exposed control group had a hearing impairment at age 50. There are numerous barriers to the prevention of hearing loss among miners. In an effort to overcome some of these obstacles, this work was initiated to evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. Experiments will involve analysis of this new technology under both laboratory and field conditions. Laboratory components will consist of controlled studies using an anthropometrically correct test fixture as well as human subjects to evaluate the adequacy/effectiveness of various hearing protective devices. Electroacoustical performance testing of new noise monitors will also be conducted in a laboratory setting. Subsequent field studies will determine the actual usefulness and practicality of the personal protective/monitoring equipment as used in different mining situations. It is anticipated that increased on-the-spot awareness of hazardous noise levels and the availability of better-suited hearing protectors will provide a degree of protection beyond what is currently attained in different mining environments. Therefore, the intent of this project is to identify and adapt new acoustical technologies and products that have a direct application to individual mine workers. With increased knowledge of these technological advances, a greater demand for similar devices will likely occur, which, in turn, will lead to a better understanding and awareness of hearing loss prevention methods throughout the mining community. General A review of the literature has revealed important areas which should be investigated during the field work. Of the utmost importance is the safety of mine personnel. Should a phase-to-ground fault occur on a shovel or other piece of equipment, current may return to the substation through the machine's contact surface with the mine floor, thereby raising the frame above ground potential and posing a shock hazard to anyone who touches the equipment. If the frame-to-earth resistance is very low, then no dangerous potentials will be developed, and a basis for elimination of the ground conductors from trailing cables could be postulated. However, should the contact resistance be high, then lethal voltages could be present on the machine frame. In this instance, low-resistance ground conductors in the trailing cable would be a necessity. Therefore, field tests should include measurements of the earth resistance of electrically operated portable or mobile mining equipment such as shovels, draglines, and drills. When the electrical distribution system is subject to lightning discharges, the grounding grid must safely carry to earth and dissipate enormous current surges. It is essential that the grounding grid have a low value of earth resistance, because any potential developed across the grounding grid as a result of current flow will appear on the frames of all machinery connected to the grid. We have tested the ability of ground penetrating radar (GPR) to resolve adjacent mine workings. The work was conducted at two National Institute for Occupational Safety and Health locations – an underground coal mine and an underground limestone mine. The objective of our work was to determine if GPR signals could be received from distant mine workings. The GPR system was calibrated on underground mine pillars of known dimensions using a variety of antennas. The system was then tested at several underground locations in an effort to detect an adjacent drift entry; and an adjacent abandoned coal mine. As a means of verification, an in-seam horizontal hole was drilled from the active coal mine to the abandoned mine to confirm the presence and location of the abandoned mine workings. Our results show that in the case of the limestone mine the maximum depth of penetration where the mine workings could be resolved was 85 ft; and in the case of the coal mine the abandoned mine workings could be resolved at a depth of 205 ft. We conclude that it may be possible to utilize GPR for initial underground mine studies followed by directional drilling to accurately delineate the extent and position of adjacent abandoned mine workings.

Two methods of recovering zinc from zinc ammonia complex solutions were investigated. One method studied was distillation of the ammonia from the solutions to recover a basic zinc sulfate, which after calcining to zinc oxide was reduced to metallic zinc using hydrogen at 900° C. The second method tested was electrolysis. The tests were made of synthetic and leach solutions analyzing about 80, 100, and 115 gpl (grams per liter) of Zn, NH3, and SO4, respectively. The leach solutions were prepared by oxidation leaching of a sphalerite flotation concentrate, assaying 55 pct zinc at elevated temperature and pressure. The distillation method recovered about 98 pct of the zinc in a product analyzing 97 pct zinc. Ammonia losses incurred during the leaching and distillation operations were about 0.1 lb per lb (pound per pound) of metallic zinc produced. Electrolysis of the solutions at a cathode current density of 25 amp per sq ft (ampere per square foot) yielded zinc deposits assaying in excess of 99.9 pct zinc. About 1.5 kwhr (kilowatt-hour) of power were consumed per pound of zinc deposited; the current efficiency was 72 pct. Other electrodeposition tests revealed that small amounts of ferric iron in the cell liquor were deleterious to electrolysis unless about 5 lb of glue per ton of zinc were present in the electrolyte. The use of glue and vigorous agitation of the electrolyte gave smooth zinc deposits from solutions containing as much as 0.1 gpl iron.

The physical properties and specific gravity ranges of various liquids and salt solutions used for laboratory sink-float separations of rocks or minerals are presented. The test equipment and techniques employed by the Bureau of Mines in making sink-and-float separations of particles as coarse as 3 inches to as fine as 400 mesh are described. Also discussed are methods of recovering and reclaiming the liquids or salts from the minerals and wash solutions, as well as the hazards encountered and precautions to be followed while working with the materials. The laboratory use of various liquids for separating minerals of different specific gravities has been recognized for many years. During this time, laboratory sink-float procedures have proven their utility as a rapid and moderately accurate means for determining the mineral content of ores, test products, and plant products in certain nonmetallic concentrating operations, such as those producing mica, spodumene, kyanite, and so forth. These procedures also have been used as analytical tools for determining the mineral content and associations of other metallic and nonmetallic ores.

The mineral industry of Bangladesh was totally dominated by natural gas production and its downstream uses. A small amount of cement was produced, and clays were used locally for ceramics and construction materials. Nitrogenous fertilizer was produced from natural gas and a modest, scrap-based steel industry produced steel for local consumption. The country has been developing and using its abundant and inexpensive gas reserves as fast as practical. The population, however, was predominantly dependent on agriculture for its livelihood. The industrial sector accounted for 10% of the economy, and most of the industrial output was directly associated with agricultural products jute, tobacco, and textiles. Industrial expansion, even with the availability of gas, was severely constrained because of limited domestic demand, lack of skilled work force and management, poor infrastructure, and a low rate of domestic savings. To put greater emphasis on the industrial sector, the Government established a National Committee for Industrial Development in July. The Committee instituted policy reforms in the areas of trade and investment. One important step was to move from a positive import list to a negative list, thereby permitting imports of items not restricted or banned. The system for recovering and approving new domestic or foreign industrial investments was streamlined to expedite what had become a cumbersome, bureaucratic exercise. To encourage industrial development in areas away from the crowded urban centers, several economic incentives reportedly were adopted. These included a reduced tax rate on imported machinery, exemption of import license fees, a reasonable debt equity rate, and a 9-year income tax exemption period.2 In the trade sector, imports increased 12% in fiscal year (FY) 19843 mainly

During recent years the interest in trace and minor constituents of oil-field water, petroleum, and their associated reservoir rocks has increased. The metals copper, nickel, lead, manganese, iron, zinc, and cadmium are not determined routinely in oilfield brine analyses. Determination of these metals and subsequent correlation of these data should yield information to aid 1n the interpretation of the origin of different waters. The methods of analyzing oilfield waters have several potential applications: (1) Aiding in the search for petroleum; (2) identifying sources of intrusive brines; (3) controlling corrosion; (4) controlling produced water; increasing knowledge of the geology of subsurface formations; (5) identifying incompatible waters in waterflooding operations; (6) increasing the knowledge of the flow of oil, gas, and water in underground formations; and (7) aiding in the identification and location of valuable mineral reserves. Some brines contain enough valuable minerals to be recovered commercially.

Often a collection of analytical data, which should reasonably be expected to follow the normal distribution, contains too many extreme values, which the experimenter is inclined to eliminate according to some arbitrary procedure. The stepwise computer procedure described for this purpose is similar to many other truncation procedures; however, because truncation of a basically normal distribution causes a downward bias in the estimated variance, this procedure provides a graphical method to compensate for the bias.

The development of systems for location of miners who have become entrapped following a mine disaster has been one of the major research goals in the Bureau of Mines. This study details the preliminary development of such a system. Current technologies for locating trapped miners from the surface are either simple direction, finders or time difference pulse systems that have accuracy Limitations. Developing technologies using full vector field measurements at several receiving points are currently being studied. The necessity of measuring field strength with great accuracy can be a drawback in these systems. A system that operates with continuous wave radio signals, whose phase differences can be measured accurately even in weak signal conditions, greatly improves the location accuracy. A microcomputer would be used, in conjunction with the system, to gather and manipulate the data to automatically pinpoint the location of the trapped miner. Comparison of this system with existing technology indicates a favorable accuracy/complexity ratio for the phase difference of arrival technique.

In recent years physico-chemical techniques have been applied for rapid analysis of coal and coke ash as replacements for classical wet-chemical methods. Although the classical methods are accurate, they are time consuming because many chemical separations are necessary to complete an analysis, and they require skilled analysts for accurate work (12).4 For the past several years the Bureau of Mines has applied some of the newer physico-chemical techniques in its continued search for new and improved methods at analysis. The methods of analyzing coal and coke ash evolved from this work include spectrophotometric methods far SiO2, A120, , Fe203 , TiO2, and P2O5; chelatometric titration for CaO and MgO; and flame photometry for Na20 and K2O. The methods are rapid and direct, are suitable for analyzing a group of samples at the same time in production work, and dire results with almost the same accuracy as classical procedures. With the new methods, complete analyses in duplicate can be obtained at a rate of 2 to 3 times that of conventional methods.

Dust surveys were conducted around small truck-mounted rock drills operating at surface coal mines to assess their airborne respirable dust generation and in-service dust control methods. Of four out of seven drills sampled, respirable dust concentrations measured around the drill deck ranged from 8.68 to 95.15 mg/m with3concentrations ranging from 1.37 to 2.69 mg/m at distances 12.2 to 30.5 m downwind of these drills. The other3drills had noticeably lower respirable dust concentrations measured around the drill deck at or below 1.30 mg/m.3Rotoclone-type dry dust collectors were commonly used with dust being emitted from around the drill deck shroud, collector exhaust, and collector fines dumping. Wind speed and direction was also a factor in the dust concentrations measured on the bench. Dust control modifications were made to three rock drills to reduce their airborne dust emissions. Dust controls tested included water injection into the Rotoclone exhaust, Rotoclone exhaust extension, improved sealing of drilling deck shroud, shrouding the Rotoclone hopper dump process, and wet drilling. These control techniques showed noticeable improvement in dust concentrations measured around the drills. Finally, repositioning the drill operator showed that operator dust exposure can be improved by avoiding the dust cloud around the drill.

The production of crude mineral commodities in Bangladesh was limited to natural gas, a small amount of construction materials, and clay for ceramics and bricks. No metallic minerals were mined. The only mineral commodity of economic significance was natural gas. Natural gas production has 'been climbing steadily and becoming an increasingly important source of energy for the country. Proved gas reserves were over 4.5 trillion cubic feet, but the amount has been increasing as exploration discovers large new deposits. Some sources quote reserves at over 10 trillion cubic feet.

World political events that occurred subsequent to yearend 1990, but that bear heavily on the global mineral industry, have been of such importance that they cannot be disregaded, and certainly they contribute to any type of "outlook." However, to write of them simply as "forecasts" in an "outlook" section of this study would be to unjustly pretend to status as prophets. Thus, this section covers events that have occurred not as predictions but rather as history. Despite the end of the cold war, the world remained fractionated, at least from the limited perspective of its mineral industry. The fractionation was not so much the result of adversarial politics between countries and groups of countries, although to be sure, such conflicts had not disappeared. Rather, the fractionation was in the widely divergent patterns of performance that resulted from the diverse conditions and problems facing the different countries and country groups.
